MARYSVILLE – Like many others in the world, Mustafa thinks, “Isis is worse than the devil.” Mustafa Al-harab is a Muslim spokesman for the Al-Mustafa Center in Marysville. He said the terrorist Muslim group called Isis is not Islam. “They teach to hate,” he said of Isis, which is the complete opposite of Islam, which means “peace.” “It can’t be more clear than that,” Mustafa said. “Islamic people accept other religions.” He said Muslims associated with Isis most often come from Saudi Arabia. He is from Iraq. SEE ISLAM, PAGE 2

Kyllo wants to connect Muslims to neighbors.

MARYSVILLE – Terry Kyllo says homosexual couples didn’t get the right to marry over night. It took a long time. And it wasn’t just because of letters to the editor. “People got to know gays and lesbians,” said the pastor of Catacomb Churches and St. Philip’s Episcopal Church. That also is how hate against Muslims in Marysville also will be quelled, he said. Toward that end, Kyllo released a web page Jan. 29

called, “Muslims and Christians as Neighbors.” Kyllo and others will be putting on 10 informational events at churches all along the Interstate 5 corridor. The overall message is “Love in a Time of Fear.” The goal is to get Christians and Muslims to get to know each other so they can get past stereotypes. Kyllo said Muslim speakers in the project will focus on three things. 1. Muslims on not trying to convert every one. They want to leave Christians and Jews alone or become friends. 2. Muslims are just as horrified

of Isis as others area. “They reject it all and are grieved to the heart,” Kyllo said. 3. Sharia Law is different in every community. For example, a woman does not have to wear a hijab, but scarves are available if they want to. Muslims will not get mad or offended if you don’t wear one. When an event is put on, people can do their own thing. “They do not impose anything on anyone else,” Kyllo said. Kyllo said the national media and politicians have only added fuel to the fire against Muslims. SEE PASTOR, PAGE 2

Hate groups funded by the far right are putting horrible information on social media that is inaccurate. “We can’t match them dollar for dollar,” Kyllo said. “But we’ve got a network of churches all across the nation” that can fight back with the truth. He challenged other Christians to step up in the fight for civil rights of Muslims, since they failed to help Native Americans, Jews, blacks and the Japanese. “Where were the Christians?” in those battles, he asked. “They can speak up this time. It’s not only unChristian, but it’s unAmerican” to allow the prejudice to occur. Christian leaders fold far too often.” Kyllo said Muslims are no more likely to be terrorists than Christians, athiests, agnostics, Buddhists, jews or anyone else. “When it comes to the risk to human life I-5 is worse. Way down the list would be terrorists,” he said. While no system is full-proof, Kyllo said the U.S. process of bringing refugees here is trustworthy. “When it comes right down to it, there’s not that much difference,” he said. Kyllo explained that Jesus, Moses and Mohammed believe in peace and stand against extreme violence. They all preach to love thy neighbor in a manner that means to help work for their well-being. If everyone has enough and feels safe there is peace for all. Kyllo said the 10 events coming up are all about raising awareness and building relationships. Problems can develop if Muslim kids are bullied, businesses and mosques are vandalized, and they feel hatred from the larger surrounding culture. “Some (Muslims) may be more prone to reciprocate,” Kyllo said. But, “we want to break that cycle,” he added. Their strategy is simple. “We live around a lot of people, but they often aren’t our neighbors,” Kyllo said. “Let’s work for their well-being.”

He asked people to get to know their Muslim neighbors. “Get off the couch and meet the Muslims, talk to them. Your per“It’s Wahhabism. ARLINGTON — The Arlington City Council cast votes this week on marijuana laws and lodging tax distribution, but the controversial vote was not necessarily the one you might suspect. The council voted unanimously to ease off the city’s laws governing marijuana producers and processors. “The conclusion we came to was that we as a city didn’t need to be so strict, since the state is taking more of an active hand in fine-tuning its rules,” Council Member Jesica Stickles said Feb. 4. The more controversial vote was on this year’s lodging tax grant awards. Stickles and fellow Council Member Sue Weiss broke with the rest of the group, which favored funding 13 applicants with a total of $129,000. Stickles explained that she and Weiss went against the Lodging Tax Advisory Committee’s recommendations not because of any qualms with their recipients, but because they harbored misgiving over the amounts the applicants would receive, as well as the process by which those amounts were determined. “They’re all deserving of funding, and they all have

fantastic ideas,” Stickles said of the applicants. “It’s just the metric by which they’re awarded that needs to be looked at.” The biggest chunk of money, $38,588, goes to the Northwest Genealogy Conference. Next is $25,000 to the Arlington Arts Council for Live Performing Arts. As for the marijuana issue, Stickles noted that the state had finally formed a marijuana control board, after allowing the state alcohol control board to regulate marijuana. “We simply wouldn’t be able to do the amount of research that they are into this, so it doesn’t make sense to try and come up with our own guidelines,” she said. The council’s Feb. 1 vote also relaxed its limits on those businesses’ canopy sizes — 10,000 square feet for producers or processors, or 15,000 square feet for combined producer/processors. Instead the city defaulted to the state standard of 30,000 square feet. The council needed to look at revisions anyway because the city’s cap on the number of producers and processors it would allow (14) expired at the end of last year.

MARYSVILLE — The Career Support Workshop for Girls at the Marysville Family YMCA’s Youth Development Center Jan. 30 went well beyond giving job advice to young women. The event was co-hosted by Soroptimist International of Marysville and offered a lineup of speakers ranging from elected officials to contemporary peers of the school-age attendees. Michi Smith, 18, is a Lake Stevens High School senior who learned at least as much from the event as she hopes others would gain from her insights, while Ivy Jacobsen, 20, shared the trauma that has inspired her to enter the police academy next year, when she’s finally eligible. “My biological father raped me,” Jacobsen said. “I don’t let my past define me, and I don’t hide behind it. I’m a survivor, and I want to give victims a voice.” Jacobsen said she was sexually abused for five years, from sixth grade through her sophomore year of high school. After testifying

M’ville turning 125

It’s not every day that a city gets to celebrate 125 years. We’re one of the lucky ones – and this March, we’re inviting our entire community to celebrate with us. On March 19-20, we’re hosting a weekend of events to honor our history and commemorate what makes this town unique. Bring friends and neighbors, and come to Ebey Waterfront Park and the Marysville Opera House for a weekend of music and entertainment. On that Saturday, you can enjoy two free highintensity logging shows presented by West Coast Lumberjack Shows. Between shows, we’ll also have two free concerts by pioneering violinist and local favorite Geoffrey Castle and friends, and by northwest-based recording artist Tiller’s Folly. And if you get hungry, you can always join our pie-eating contest – or just sample delicious local fare popular in the 1890s, like salmon and old-fashioned coffee. The festivities continue that Sunday, March 20, with a special Mayor’s Gala at the Opera House, featuring a no-host bar and light refreshments. Enjoy an encore performance of Celtic acoustic roots music by Tiller’s Folly – the Pacific Northwest’s critically acclaimed, internationally traveled acoustic power trio. You’ll have a chance to tour the Opera House and even meet local pioneers and Marysville founders James and Mary Comeford. Get your reservations in early for this

once-in-a-century-and-aquarter event: Make reservations online at http://bit. ly/MvilleGala or by calling our Parks Department at 360-363-8400. We also want to recognize the role our local industry played in building Marysville into the thriving town it is today. We’re inviting local businesses to Nehring share the spirit of our 125th birthday celebration throughout the month of March. In return for special offers at your business – like $1.25 meal deals, $1.25 coffee, $1.25 off special items or more – we’ll provide you a commemorative Celebrate Marysville poster to display, and we’ll post your business name and information on our Celebrate Marysville website. It’s easy to apply: Just download this form and send it in by Feb. 9 www.marysvillewa. gov/DocumentCenter/ View/3068. Beyond the amazing music and entertainment scheduled for our weekend celebration, we also want to give you a peek at the early days of Marysville. More than a century ago, Marysville’s main street ran east and west along what’s now First Street. Horses and horse-drawn buggies traversed the dirt road, while residents strolled along boardwalks to visit the bicycle shop, ice cream parlor or post office. City

hall featured a bell tower. The town’s first school was a one-room shed near Woods Creek. Can’t imagine it? You’ll get a chance to picture it – literally – as we display a variety of historic photos and documents from the founding years of Marysville. You’ll even get the chance to see how merchants crafted their wares more than a century ago. Watch artisans craft traditional bows and arrows, whittle wooden whistles and other woodcrafts, transform fresh cream into hearty cheese, and much more. Ever wondered how local honey is collected? You’ll be able to watch a demonstration. Curious how your grandparents turned wool into yarn? Join us for a demonstration of wool spinning and rug making. You can even find how the James P. Comeford family helped secure the future of Marysville with a genealogy demonstration. Kids can get a feel for what pioneer life in Marysville was like, too. They’ll learn to make beaded bracelets, create dolls or toy animals out of clothes pins, and even make art, as the Boys & Girls’ Club will teach pointillism painting with Q-Tips in the style of post-Impressionist painter Georges Seurat. We’ll post a full schedule of events on our website in coming weeks. We look forward to celebrating with you this March. Jon Nehring is the mayor of Marysville. His column runs monthly.

5 real estate myths

“Five” is such a nice number, don’t you think? In reality, there are dozens of myths about real estate. But the following is a list of some of the more common misconceptions: •As a seller, it’s good to price your house a little higher than you think you can get so you have room to negotiate. False. It’s much better to price your home competitively so that you make the most of your first impression. The saying that, “You never get a second chance to make a first impression” is absolutely true. You’re fresh on the market only once. And if you linger a long time, you begin to look stale. A good realtor will look to see what similar properties are listed in your area and then determine the absorption rate. That’s the rate at which those homes are selling, and knowing that helps you pinpoint the price-point that will best position you with potential buyers. By the way, the housing inventory in the North Sound is low, low, low. Buyers know the inventory, and they have a realistic, experience-based understanding of home values. They’ve seen every single house in their price point and are just waiting for the next (best) home to hit the market. You want to make sure that your listing makes those buyers sit up, take notice and call their agent for a showing. •As a buyer, you don’t need to get pre-approved until after you find the perfect home.

False. See above. We don’t currently have enough inventory in the North Sound, so it’s very likely that at least a couple of other buyers have noticed that perfect home that caught your eye. Think about the process through the seller’s eyes. If you were the seller and you had your choice of three offers, would you pick a buyer who hasn’t yet gone through the preapproval process, or would you pick a buyer who is already preapWoodward proved with a lender? Shopping for a home without first getting preapproved is a lot like shopping for a car when you haven’t yet gotten your driver’s license. There’s not much point to it, and it will only lead to frustration for you. That one-page letter from your lender is the key that opens the buying process for you. •Real estate brokers are only allowed to show their own company’s listings. False. A licensed broker can show any home that is listed in their Multiple Listing Service. I recently began working with a Russian couple who had been calling different agents for each house they wanted to see. When I opened a house for them that was listed by a different agency than mine, they couldn’t believe I had the right to

do so. Working around our language barrier, I was able to communicate to them that I could show them any home listed in my MLS area, regardless of which company took the listing. •It makes no difference whether or not you stage your home for sale. False. Staging adds visual appeal, and it helps buyers visualize each room’s potential. Staging can be elaborate or simple, but it always begins with clearing out the clutter. If you want your house to sell quicker and for more money, consider hiring a professional stager or ask your Realtor to do some light staging. Statistics tell us that staging reduces your days on the market by 11 percent and increases your net proceeds by 17 percent. •Selling your home without a broker will yield you more money. Not exactly. Sellers who set out to sell their home without a broker often underestimate the time and energy it takes to handle all the showings. And in the end, they are very likely to hear from an agent who wants to bring them a buyer, but won’t be able to do it without compensation. So there you have it. Five real estate myths dispelled … and only a couple of hundred more to go. Shannon Woodward is a Marysville real estate broker. finish the session down in Olympia and collect two paychecks in 2016 – one from Washington state and one from the county. The total amount of money that he will be collecting from taxpayers this year will be over $135,000. This is in addition to the 250 percent potential increase to his pension. The Democratic Party leadership in Snohomish County has already made their choice. Even before party activists had an opportunity to vote, party leadership has selected Dunshee.

This will effectively open up a spot for former executive John Lovick to be appointed as the replacement for Dunshee without an election. Lovick began his campaign to replace Dunshee almost immediately after he lost the executive race to Somers. When will the Democrat Party Leadership in Snohomish County embrace transparency and democracy? The corrupt backroom deals in the appointment process must stop. Republican Lake Stevens City Council President Sam

Low has been campaigning to replace Somers since the last election. Sam and his wife Mariah are both born and raised in Snohomish County. A father of four, business owner and community volunteer, Low looks forward to actively and effectively representing the people of East County by advocating for safer highways and better communities. -Republican Chair Billye Sebastiani.

MARYSVILLE – A 17-yearold Marysville girl has been missing since Feb. 1 after reportedly falling into the Pacific Ocean at Cape Kiwanda State Natural Area.

At approximately 2:50 p.m. four youths were climbing on the cape at Cape Kiwanda when Megan Owens fell off the rocks into an area known as the Punch Bowl. Oregon State Police responded, along with Tillamook County sheriff ’s deputies, local fire/EMS and aircraft from the

U.S. Coast Guard. During the search, two members from the North Lincoln Fire and Rescue, who were searching on personal watercraft, reportedly fell into the water as sea conditions began to worsen and were later rescued by the USCG Jayhawk aircraft crew. One responder

each day. Traffic engineers hope that 30 percent of the drivers can find other ways to travel through the area to avoid major delays during those weekends. At least two lanes are to remain open during the day on Saturdays and Sundays. Only one lane will likely be open overnight, generally between 11:30 p.m. to 6 a.m. Narrower-than-usual lanes will result in a reduced speed limit of 40 mph. Another 17 expansion joints on southbound Ebey Slough require less time. Crews expect to replace them Monday through Thursday nights, Olsen

said. During an earlier phase of work between September and the end of 2015, crews replaced 10 expansion joints on both directions of the I-5 Union Slough bridge. The upcoming work is projected to cost $5.3 million. I-5 closure schedule Weekend lane closures are scheduled between 9:30 p.m. Friday to 5 a.m. Monday. Southbound lanes: Feb. 26-29; March 4-7. Northbound lanes: March 11-14; 18-21; 25-28; April 1-4; 15-18; 22-25.

M’ville opens checkbook for people to scrutinize BY STEVE POWELL spowell@marysvilleglobe.com

MARYSVILLE – Mayor Jon Nehring has always talked about transparency in his government. Now he’s taken it one step further. The city has launched an application on its website where people can go to see how much the city is spending and bringing in. The new Open Budget and Open Checkbook sites allow users to click through and see how much money is going into and out of each department. If you want, you can track the spending even further, often down to subdepartments and specific projects. The city contracted with Seattle software company Socrata to build the sites for $15,750, which includes the first year of service, city spokeswoman Bronlea Mishler said. All the services can be accessed from marysvillewa.gov/123/finance. “See who spent all the money - police,” Public Works Director Kevin

Steve Powell/Staff Photo

City leaders check out the new program at the council meeting. Nielsen teased Police Chief Rick Smith. Citizens can find out who the top vendors are,

where most of the projects are happening and even get some analysis on spending. Also at the City Council

work session Feb. 1, Nehring said he was part of a local contingent that shared their visions with the state legislators last week. Nehring said the discussion focused on five goals, including: 1. State Route 529/ Interstate 5 Interchange Expansion Project: The plan would build a northbound offramp for $15 million in 2018 and a southbound onramp for $30 million in 2020 south of town, relieving congestion and improving freight mobility. The city has contributed $1.5 million and the county $500,000. The city also has received a $5 million grant and received approval by the state legislature to complete the project. 2. Arlington-Marysville Manufacturing Industrial Center: The cities are jointly funding a market study. A property tax exemption has been approved for incoming businesses that qualify for it. A warehouse is under construction, as is a behavioral health facility. Marysville has created a regional drain-

age system. 3. Ebey Waterfront Park and Trail Project: The city is seeking funding to develop the Waterfront Park and downtown, along with extending the trail system, in the newly restored Qwuloolt Estuary. The city will construct a paved trail along Ebey Slough. Project support is needed for four additional stages of development. 4. Grove Street Overcrossing Project: The bridge would be almost 67 feet wide and 120 feet long and connect State and Cedar streets at Grove. It would eliviate east-west congestion along the railroad tracks and have the least impact on adjacent properties. 5. Centennial Trail Connector: The city and county have finished the first two phases of the Bayview Trail project from Highway 528 to 84th Street. The last step is to connect that with the Centennial Trail to the north. The one mile asphalt trail would provide recreation and alterna-

tive modes of transportation to commercial centers. In other news at the work session: •The panel looks like it is set to OK almost $6.106 million for the Sunnyside Well Treatment Facility. The well would produce 3 million gallons a day, and help the city in Nehring’s goal of becoming water independent. Nielsen said the city will pay for the work with cash reserves. “We will save money in the long run,” he said. Nielsen added that the city is very happy with the bidder, that work should begin in about 60 days, and the project should be done in about a year. •The council also talked about getting rid of its library board, considering the facility is now a part of the Sno-Isle system. •City Attorney Jon Walker discussed the need to change city code regarding animal cruelty. •Nielsen talked about Community Transit bringing more service and new buses to town.

EVERETT — Daniel Rinker killed a young boy’s mother. He shot Jessica Jones in the head and then blamed the deadly gunfire on someone else. Jones died April 9, 2014, the day after she was found in a pool of blood on the floor of Rinker’s grandparents’ Arlington garage. She was 25. Her son is 9. He has his mom’s smile and sassy wit. The third-grader is good at math. He is learning to drum with his Tulalip relatives.

The boy drew a picture of a tulip after his mom’s death. He told his grandmother to hold onto the drawing if she felt sad. Pamela Blount’s sadness was etched on her face Feb. 1 as she stood feet from Rinker and pleaded with a Snohomish County judge to “throw away the key.” Her daughter made mistakes but she didn’t deserve to lose her life over them, Blount wrote in a letter. Superior Court Judge Millie Judge sentenced Rinker to 28 years in prison for the domestic violence

killing. “Today is for Jessica and justice for her and her family,” Judge said. Rinker, 27, pleaded guilty in December to seconddegree murder with a deadly weapon. Detectives suspect that Rinker was worried that Jones was going break up with him. Witnesses reported hearing Rinker threaten to kill Jones in the past, Arlington police detective Mike Sargent wrote in court papers. They also said that Rinker abused Jones. On the day of the shooting neighbors reported

hearing yelling from the garage followed by a single gunshot. They saw Rinker run from the garage and toss something into a nearby field. Rinker initially told detectives that Jones was hit by gunfire from a passing car. Arlington detectives also speculated that Rinker was cheating on Jones with an underage girl. Rinker remains charged with second-degree child rape in connection with that relationship. He is scheduled to go to trial in March. Snohomish County deputy prosecutor Randy Yates agreed to recommend a 25-year sentence in exchange for Rinker’s guilty plea, which spared Blount and her family a long trial. “I never meant for this to happen. I’m sorry,” Rinker said. The defendant took away a mother and a daughter, Judge said. He is remorseful now but the judge said she couldn’t ignore what happened in that garage. “You showed no compassion, no mercy and no leniency to Jessica Jones that day,” Judge said. “You deprived a child of a mother he will never know.”

MARYSVILLE – Everyone needs to be careful when making a lane change. But it is even more important if the car next to you is a Washington State Patrol vehicle. A WSP report says Renny Huot, 51, of Marysville was traveling in the left lane westbound on Highway 2 trestle. The left lane came to an abrupt stop, and Huot reportedly braked quickly and went into the right lane without signaling. Unfortunately for him, Trooper Nathan King, 33, had been driving next to him. The vehicles collided, and Huot’s vehicle continued into a jersey barrier and rolled, coming to rest on its top. The incident occurred at about 5 p.m. Feb. 3.

Eagle takes off from the post BY BRANDON ADAM badam@arlingtontimes.com

ARLINGTON — Arlington senior Jayla Russ wants to be THE post. “In the past years where we actually had a post, I was second-options post,” Russ said. “But I think this year I put it on myself to be the main post.” She’s thriving in that role. She led the Eagles with 19 points and 15 rebounds in the 53-19 win over Oak Harbor Jan. 29, and 17 points and nine rebounds in the league-clinching 62-41 victory over Stanwood Feb. 4. She has been named the Marysville Globe-Arlington Times Athlete of the Week. “I think I was more aggressive going to the basket,” Russ said. “Our shots weren’t going in so I decided to go inside.” “When she plays with that kind of energy — she’s just successful,” coach Joe Marsh said. “When she does that, she makes the team better.” Before Russ was the main post, she played beside Lyndsay Leatherman until she graduated in 2014. Leatherman was strong at center, but as Russ stepped up to fill that role, the game has “evolved around her,”

Marsh said. Russ, standing 6-foot1, is taller than most girls, but she also brings athleticism and shooting to her post game. “The nice thing about her is she’s versatile,” Marsh said. It even helps her offensively, as she’s also a good passer, he added. She started on varsity in the later half of her freshman year. Right away it was her “size and athletic ability, and a good sense on how to play the game,” that stood out for Marsh. “Jayla isn’t a true post — she can slip out and shoot threes,” Marsh said. It also helps that Russ has plenty of winning experience. She has been with Arlington all four years it won consecutive league titles and has been to the state three times. “I think that experience is invaluable,” Marsh said. Russ has helped her team achieve an undefeated league record, this season at 18-0. “Our defense is really good.” Russ said. “If we’re not having a good game, our defense gets us back into it.” She also credits the team’s success to competitive practices. “We just want to beat everyone,” Russ said, whether it’s free throw drills or scrimmages.

After three years playing varsity in the low post, Arlington’s Jayla Russ finally has become the center of attention as a senior. But she’s not just the Eagles best inside threat. She also is versatile enough to take the ball outside and shoot threepointers - and make them, too.

Russ got her start in basketball when her parents put her in, seeing she was taller than most girls. But she didn’t start playing AAU until the fourth grade. “When I was in sixth grade we had a combined team with Arlington andStanwood,” Russ said. “‘Oh I’m actually pretty good at basketball,’ so I may as well

“She went to track, and she had more success then she expected,” Marsh said. “That helps us when they bring that state experience back to the floor.” Now with state on her mind, she wants to help her team succeed. “We just want to compete with everyone and just play our game,” Russ said.

just stick with it, and I’ve gotten taller over the years.” Arbitrarily noticing her gifts in basketball was similar to her success in track as well, where she went to state in the discus. She started in middle school, where she thought she was OK, but then went to a clinic with high schoolers.

So far, Russ has been getting scholarships and invitations to community colleges and smaller schools; she’s seeing if she can continue both track and basketball. She wants to study to become a sports therapist or kinesiology. “I want to stay within sports and be on the job,” Russ said.

high of 41 points Feb. 2 to put the Marysville-Pilchuck boys basketball team over Everett 73-68. M-P’s record is 7-10. They take on Stanwood Feb. 8 at 7:15 p.m. ARLINGTON — It seemed things were going well at first for Arlington in the game against No. 1 3A North Stanwood Feb. 2. It was a competitive first quarter where Arlington outscored the Spartans

16-15, and then took off with another run 25-17 into the second quarter with scores from Sam Tregoning, Brandon Wiersma and Drew Bryson. The Eagles appeared to have the Spartans locked down defensively but were having trouble getting the ball into the basket. Stanwood caught up and won first half 31-27. After halftime, Arlington’s defense stayed competitive, collecting

defensive rebounds, but the offensive productivity continued to lack as Stanwood eventually took off with a run to win the third quarter 51-41, and the game ending 75-64. Donovan Sellgren led Arlington with 16 points and Weirsma added 15. Arlington’s record dropped to 7-11. They play at Marysville Getchell Feb. 8 at 7:15 p.m. SEE SPORTS, PAGE 11

COUNTY, WASHINGTON AND THE FAMILY SUPPORT COMPLEX AT SMOKEY POINT IN MARYSVILLE, WASHINGTON. The Department of the Navy (Navy) gives notice that an Environmental Assessment (EA) has been prepared and an Environmental Impact Statement is not required for the Revised Integrated Natural Resources Management Plan (INRMP) at Naval Station (NAVSTA) Everett, Snohomish County, Washington and the Family Support Complex (FSC) at Smokey Point in Marysville, Washington. Under the Preferred Alternative, the Navy will adopt and implement a revision to the 2009 INRMP for NAVSTA Everett and Smokey Point FSC in a manner that is consistent with the military use of the property and the goals and objectives established in the Sikes Act (16 U.S.C. § 670 et seq.) (as amended). The revised INRMP would be implemented in fiscal years (FYs) 2015-2019 with annual updates. The revised INRMP analyzed in this EA replaces the 2009 version, which was implemented beginning in FY 2009. The INRMP, as a whole, outlines a strategy to sustain biodiversity and the ecosystem as well as plans for complying with applicable regulations while sustaining the military mission. The purpose and need of the proposed action is to meet statutory requirements under the Sikes Act, provide management requirements for species listed under the Endangered Species Act, and meet the requirements of the Department of Defense and Department of the Navy instructions and regulations. The November 1997, the Sikes Act (16 U.S.C. § 670a et seq.) was amended to require the Secretary of Defense to carry out a program to provide for the conservation and rehabilitation of natural re-

Mom convicted in sex crime involving daughter, 6 By Diana Hefley Herald Writer

EVERETT — A Snohomish County jury took less than three hours Feb. 2 to convict a Marysville mother of more than a dozen sex crimes involving her 6-year-old daughter. Jurors were told that the woman and her husband solicited customers through Craigslist to sexually assault the girl in their home. Detectives uncovered at least one video of the girl being abused by an unidentified man while her mother watched. Sheriff ’s detectives also found multiple sexually explicit photographs of the girl that were shared between husband and wife. The Globe-Times isn’t publishing the parents’ names to protect the identity of the victim and her younger brother. Child Protective Services removed the children from the home after the couple was arrested in 2014. The woman faces up to 26 years in prison when she is sentenced in March. Deputy prosecutor Elise Deschenes has indicated that she will

ask for more time based on the multiple crimes. The woman was convicted of child rape and molestation and promoting the commercial sexual abuse of a minor. The defendant, 35, plans to appeal, her attorney told Superior Court Judge Thomas Wynne. The woman testified that she was abused by her husband, 57, and forced to engage in sexual contact with her daughter. The woman, who isn’t a U.S. citizen, was concerned that she would be sent back to Tonga if she didn’t cooperate, jurors were told. Deschenes argued that the woman never told detectives that she was a victim of domestic violence, and she came up with the story when she realized that she was facing serious criminal charges. “The defendant saw her child, her six-yearold daughter, as her plaything for her own sexual gratification,” she said. The defendant’s husband pleaded guilty in June to first-degree child rape and child molestation and possession of child pornography. He was sentenced to 27 years in prison.

Frozen yogurt shop comes to Marysville BY KIRK BOXLEITNER kboxleitner@marysvilleglobe.com

MARYSVILLE — City officials and the families helped celebrate the opening of Marysville’s only frozen yogurt shop Jan. 30. Prior to opening Blu Berry Frozen Yogurt in Suite A at 1206 State Ave., Rickelle Pegrum worked at Nordstrom’s for 18 years, while her husband, Jeff, was a fire captain for Everett for 22 years. “We did over a year of research and preparation,” Rickelle said of the need for a yogurt shop in town. “I think there might have been a TCBY here at some point, but it was definitely before my time.” The couple saw an unmet need, not only for frozen yogurt, but also for a family friendly hangout for all ages, one they hope will bring together the community. “We’re a little different from most frozen yogurt places,” Pegrum said. “Most

other yogurt shops are very modern and cold, with metal chairs and tables. Ours is warm and cozy and inviting, with wooden furniture and a fireplace. It’s a place where you can linger. You don’t feel you have to eat and run. You can stay and chat.” This personalized feel extends to the shop’s menu, whose flavors rotate regularly, and whose homemade whipped cream is fresh daily, just like its fruits. “None of our fruits are canned,” Pegrum said. “We’ve got all sorts of options. If you want nosugar or no-dairy yogurt, you can get that. Almost all our flavors are gluten-free, and if you have a peanut allergy, just tell us. We’ll take the toppings right out of the containers, to make sure there’s no cross-contamination.” The couple plans to “Pay It Forward” by asking customers if they’d like to round up their orders to the nearest dollar, and then

Lovick ready to run for Dunshee’s state office MARYSVILLE – Former Snohomish County Executive John Lovick announced Feb. 1 that he is launching his campaign for the state House of Representatives in

The Arlington Times / The Marysville Globe

Snohomish County’s 44th Legislative District. The district includes Marysville and Lakewood. Lovick will be running for the seat being vacated by Hans Dunshee, who is leaving after many years in state office to run for Snohomish

County Council. Lovick has spent 46 years in public service. His experience includes the U.S. Coast Guard, Washington State Patrol, Mill Creek City Council, state legislature, Snohomish County sheriff and county execu-

tive. Lovick ran for re-election to that office but was defeated by Dave Somers in November. In the Legislature, Lovick passed laws to crack down on child sex offenders, improve safety in schools and address traffic congestion. His leadership skills and ability to work with members of both parties resulted in him being elect-

ed House speaker pro-tem. “I live in this community and see the impact every day that our growing economy is having on our local infrastructure. This leads to more homes being constructed in our community, more students in our schools, and increased traffic on our roads. We need strong leadership that can work with members of both parties in

Olympia to solve the issues confronting us,” he said. Lovick said: “Simply throwing money at these issues won’t solve the problem. We need to bring innovation, common sense, fresh ideas and a bipartisan approach to problem solving to address our communities most-pressing problems.” For details go to www. electjohnlovick.com.
