Chief petty officer selectees show off their moves By MICHAEL WATKINS

More than 550 newly selected chief petty officers from throughout Western Washington came together for camaraderie, mentoring and team building during the first-ever Pacific Northwest chief petty officer, CPO, day at Camp Casey in Coupeville, Sept. 9. The main event of the day was a cadence-calling competition between various units. This was a chance for the selectees to show off their moves by singing and dancing in comedic fashion. Charles Smith, command master chief of VAQ-137, explained how it all came together. “The yearly CPO event was originally started at naval bases in San Diego where individual commands were in close proximity,” he said. “This is the first year where we could have something like that up here in the Northwest.”

The inaugural event had its own mission and vision statements geared toward giving back to the community, Smith said. Their mission: Share the heritage and pride of the United States Navy with the town of Coupeville, giving back to the beautiful area through “community relation projects” and food donation ventures. All while setting the example for our future brothers and sisters. Their vision: United States Navy Chiefs coming together in a concerted effort to strengthen camaraderie, exemplify to selectees the power of the CPO Mess and give back to a community that gives us so much. CPOs and selectees drove from various bases from all around the Puget Sound, including Bangor and Everett, to participate in the event. “The first time you do something like this is always the hardest,” Smith said. “We had a committee of 14 people from all over the region to make this all come together.” Smith said the event was a huge success and everyone had a great time. “We are already working to make next year’s event even better,” he said. The event also provided the opportunity for the selectees

Loss of airport manager leaves many hearts grounded MICHAEL WATKINS

The Oak Harbor airport will not be the same for pilots and aircraft owners since the loss of Alan Robinson Hodgkins, airport manager and retired chief aviation structural mechanic, who succumbed to stomach cancer Sept. 3. Hodgkins would usually be seen out at the airport sitting on the tailgate of his old truck when not actually working on someone’s airplane, doing what fellow pilots call “hangar flying.” The wealth of knowledge he shared with friends and family was immeasurable, his friends say. He always made time to talk to folks walking up to him as he was working whether he had time for it or not. He was very generous in many ways and not just with his time. Family came first for him and he would drop what he was doing when it was time to go home to his wife, Rebecca, for dinner. “It was almost like he had a built in clock for dinner time,” said Ken Davies, manager of Cascade Aviation and flying club in Burlington. Hodgkins was born March 30, 1937 in Boston but was raised in Maine until age 13 when his father passed. He and his mother moved shortly after to San Jose where his love of flying would really take hold. Hodgkins enlisted in the Navy in 1954 as an aircraft structural mechanic, or AMS, and retired 22 years later as an AMSC. Hodgkins went on to become an avid pilot and aircraft owner as well as a wood worker and master sheet metal worker — a skill that would be put to use on countless airplanes over the years. Friends say his grace and kindness touched the lives of many, but especially the pilots who would come from all over
to have him work on their planes. His sense of humor was very unique and it took some time to get to know when he was joking or actually being serious. Many said you could always tell because he would have a slight twinkle in his eye when he was pulling someone’s leg. Others said that pretty much any time his lips were moving he was kidding. He loved having those “gotcha” moments with people. Hodgkins also was very involved in the restoration of the PBY museum in Oak Harbor. Friends who spoke at his service held in Oak Harbor said the plane sitting on display may as well have been very much his plane. It will be a lasting memory of his dedication and passion for aviation. “Alan will be deeply missed by those who really knew him, but our memory of him will live forever especially with the PBY-5A that sits along Pioneer Way in Oak Harbor,” said friend, Larry Kiger. “Alan is the primary reason that plane exists today and it will always
remind me of this remarkable man and his talents.” His son, David Hodgkins, of Oak Harbor also spoke of his generosity at his service when making comments about the lack of “things” on display. “My father never had a lot of things, he didn’t care about material items. The things that he did have he usually just gave away to his friends.” Hodgkins always wanted to see aviation flourish and had grand ideas for the small airfield, friends said. As a result of the closing of the Whidbey Island Navy Flying Club, Hodgkins started Fly Whidbey — a fledgling flight school with the military in mind — by offering lowcost flight instruction and aircraft rental earlier this year. It is currently still in operation and taking new students as well as seasoned pilots.

Hodgkins is survived by his wife Rebecca, son David, sister Linda and brother David.
His wishes were to be cremated and his ashes spread around the North Sound.

‘Skinny Dragons’ make historic return to NAS Whidbey The first wave of “Skinny� Dragons� from Patrol Squadron (VP) 4 returned home Sept. 2 from a demanding, yet highly successful trisite deployment.

For the first time since 1964, that return home was not made to Hawaii, but instead to Naval Air Station Whidbey Island.
The VP-4 “P-3 Sundown� or “Aloha Deployment� as it became known, involved the Skinny Dragons operating out of 12 different countries in three vastly diverse areas of responsibility (AORs). In fact, on June 13 VP-4 launched six P-3C aircraft from five different detachment sites to six different missions within 24 hours.
“The Skinny Dragons are finishing a very successful deployment that saw us deployed to several locations around the world. This deployment was a significant milestone for our squadron as 2016 marks 50 years of flying the P-3C Orion for Patrol Squadron 4,� remarked Smith. “This summer was a great opportunity to honor the fine heritage of our squad-

Smith commented that it is certainly bittersweet to leave the island paradise of Oahu, but the Skinny Dragons are excited for the move to the Pacific Northwest and are enthusiastic to join Patrol and Reconnaissance Wing 10. In addition, he added that the local community and sponsors from CPRW-10 have been instrumental and the PDSC undoubtedly would not have been possible without their help.
The next step for VP-4 is a transition from the P-3C Orion to the P-8A Poseidon. As the first of the three Hawaii-based Orion squadrons to transition, VP-4 is focused on a successful integration into CPRW-10 and

SAR team rescues hiker with broken ankle A Search and Rescue, or SAR, team of six from Naval Air Station Whidbey Island conducted a rescue mission on Illabot Peak in the Cascade Mountain Range on Sept. 14. While on a night training flight in the Cascade Mountains, the on-call SAR crew received tasking for an overland rescue of
a female hiker with a broken ankle. The helicopter crew arrived on scene at approximately 9:30 p.m. and established radio communications with a Skagit SAR ground team. Ground personnel reported that they had moved the patient a short distance to a clearing on the side of the mountain. After a quick search, the crew located the ground team and survivor at an altitude of 5,200 feet. After making several low approaches and conducting power checks, it was determined that landing in the clearing would not be possible, so they set up for a hoist recovery.

The crew positioned the helicopter into a high hover and sent the Search and Rescue Medical Technician (SMT) and Helicopter Inland Rescue Aircrewman (HIRA) down to the clearing via hoist. Once the two were clear, the helicopter departed to circle nearby. After a quick medical assessment, the two crewmen secured the hiker into a rescue litter and readied her for extraction. The helicopter moved into a hover again and first hoisted the SMT with the litter, followed by the HIRA. With everyone back onboard, the crew flew to Skagit Valley Hospital and transferred the patient to higher care. This was the 21st rescue of 2016 for NAS Whidbey Island SAR, which has also conducted nine searches and eight Medical Evacuation missions this year. The Navy SAR unit operates three MH-60S helicopters from NAS Whidbey Island as search and rescue platforms for the EA-18G aircraft as well as other squadrons and personnel assigned to the installation. The base also has an agreement to assist Washington state and the surrounding areas with medical evacuations and search and rescue activities if other assets are unavailable.
