Osyan Gomez and Colby Duncan sat at a conference table flanked by two men in uniform. The teenagers were taking part in a debriefing of sorts, fielding questions from the U.S. Naval officers about a particular mission. “Did you have any unexpected challenges today?” Lt. Cmdr. David McEttrick asked. Gomez and Duncan, both freshmen at Mount Vernon High School, were among roughly 40 high school students who participated in a robotics competition April 28 at Naval Air Station Whidbey Island. The students were made up of teams that maneuvered small remotely operated vehicles they had made from a kit through an underwater obstacle course. The event, part of the SeaPerch program spon-

“So it’s nice for this just to be about having fun. There’s nothing about soliciting people and you have to sign up now. I think that’s great. They’re able to be exposed to programs in the Navy but not having to feel any pressure.”
The idea was to expose high school students interested in science, technology, engineering and math to the Navy in a more subtle way.

Robotics FROM PAGE 2 performed by sailors. “It gives them a chance to see the Navy in a new light,” said Adam McDowell, a Navy recruiter who covers the Skagit County area. “It gives them a chance to see a practical application.” McDowell met with educators at schools in Skagit and Whatcom counties to share information about the SeaPerch underwater robotics program, which is geared toward teaching students more about STEM subjects. The students are provided with the kits and training to build an underwater ROV. The Navy pays for the kits. There were enough this year to allow robotics students from Mount Vernon, Squalicum, BurlingtonEdison and Sedro-Woolley high schools to be involved. There is a waiting list to add more schools next year, McDowell said. “I’ve taught them this is small scale what you’re doing here, but we do the exact same thing,” McDowell said. “When there’s a helicopter lost in the bottom of the ocean, we send an ROV down there if it’s too deep.” The students participated in timed events with the team from Squalicum dominating the competition. The students also got to see a demonstration of the center’s “dunker,” a simulated helicopter that’s dropped into a pool and rotated upside down. Pilots and crew members
receive refresher training in the dunker every four years, said McEttrick, director of the Aviation Survival Training Center director. “This is the first time we’ve hosted something of this magnitude,” McEttrick said. “In the past, Oak Harbor High School would come up and they’d put the robots in the water. It was a smaller deal. This is an exciting thing for us because a big part of what we want to do is science, technology, engineering and math so it rolls right into that. It breaks up the monotony for our training and for our folks as well. It’s a really good opportunity to give back and expose the high school kids to some other elements of the Navy.” Before the event got underway, Thavee Douangaphaivong, commanding officer at Navy Recruiting District Seattle, spoke to the students about the importance of their interests in STEM. “I’m so glad all of you are interested in this area of robotics,” Douangaphaivong said. “That’s what we want to see. We want to see young people like you get excited about engineering, science, math and all wonderful things people do with it. “I’m a firm believer all that modern technology — all the computer systems and IT systems we have — are only as good as the people behind it. You are the future and I hope this opportunity for you to test your hardware against the elements and against teams

We need you in these career fields heading out into the future.” During the introduction, students also witnessed a poolside reenlistment ceremony of Eduardo Quintanilla. Chris Carlson, a technology teacher at Squalicum High School in Bellingham, said when he was approached
about the opportunity to bring his students to the event, he welcomed the idea. “It was something new and something different,” Carlson said. “I thought we should give it a try. “The kids enjoyed it.” Gomez did, too. “I’ve never been to this base before,” Gomez said. “It’s pretty cool.”

Jamieson Tancrell, 35, juggled her active-duty service as an aviation technician at Fleet Readiness Center Northwest with her pursuit of graduate degrees in both organizational leadership and human resources. Lt. Cmdr. Todd Nelson served as the student speaker at the ceremony after earning a master’s degree in organizational leadership himself. Nelson, maintenance officer at Fleet Readiness Center Northwest, singled out Jamieson Tancrell during his speech, referring to her as both his “personal and professional hero.”
She couldn’t hold back tears while being praised by her boss. “Today she is going to receive two master’s degrees,” Nelson told his classmates. “Let that sink in — two master’s degrees. “What’s even more impressive is she volunteered to take on a project about six months ago that would’ve humbled most mortals. This project is complex, time consuming and requires a tiger team of sailors to be led full-time. She’s crushing it. FROM PAGE 4 were years and years out of date. I have no idea what the future holds for this rock star, but I know it will be bright. And I can’t wait to see how far she goes.” Jamieson Tancrell earned a 4.0 grade-point average during her graduate work at Brandman. She joked that she was a “wild child” when she was younger and lacked the motivation and discipline to chase such dreams. After still managing to earn a bachelor’s degree in English literature at Drake University, she chose the Navy to give her life more structure and has served for more than 12 years. She went after the graduate degrees to improve her career options and herself. She said she loves people and loves to fix problems, which makes human resources an attractive career avenue.
“There’s been times when I just wanted to give up and say, ‘I don’t have time. I quit. But my husband, he’s the one who encouraged me to keep going. He said, ‘You would hate yourself if you didn’t keep going. You have this goal and you need to reach it.’” Jamieson Tancrell
Richards, executive officer at NAS Whidbey, welcomed the graduates to begin the ceremony. Dr. Donald Scott, the director of advising and
retention services at the school, gave the commencement address.
NAS Whidbey SAR rescues woman
Sue Passalacqua, who earned a master’s degree in organizational leadership at the age of 55, had her own family cheering section that included her husband and three sons.
The crew launched at approximately 7:10 p.m. in response to a call from a female hiker who was stuck and unreachable, with unknown injuries at approximately 8,500 feet. Chelan County Sheriff’s Department responded to the incident earlier in the day and maintained control of the scene. However, members of the department were unable to reach the survivor in their OH-58 helicopter due to power limitations.
Passalacqua, a nurse who’s spent 15 years in the Navy Reserves, traveled from her home in Arlington to attended classes one evening a week in Oak Harbor, on top of her online studies.
A Search and Rescue team from Naval Air Station Whidbey Island conducted a rescue mission May 7 in a mountainous area near the Okanogan-Wenatchee National Forest.
After locating the survivor at 7:45 p.m., the SAR crew determined the best option was to lower the SAR medical technician down via rescue hoist. Once with the survivor, the SMT found she had no injuries but was extremely cold from being stuck on the ledge since 11 a.m. The patient was turned over to the Chelan County Sheriff at 8:15 p.m. and the SAR crew returned to NAS Whidbey Island with no further incident. This was the sixth rescue of 2017 for NAS Whidbey Island SAR, which has also conducted four searches and 13 Medical Evacuation missions this year.
Her husband Joe Passalacqua, a retired master chief with the Coast Guard, called her “Super Woman.”

She was blunt about what it took to reach her goals. “It’s been hell,” she said. Because of her job in the military, she devoted her weekends to school work, sometimes spending 14 hours a day on her studies. Her husband, Chris Tancrell, helped lift her over the barriers she encountered. “There’s been times when I just wanted to give up and say, ‘I don’t have time. The past 32 of those years were spent at NAS Whidbey Island, where he worked for 14 different commanding officers.
Instead of reaching for the phone on a recent Monday morning, he rolled over and went back to sleep. “It was kind of nice because I didn’t have to call in sick,” Popp said. Popp worked his last day as deputy public affairs officer at Naval Air Station Whidbey Island on April 28, ending a

Just a day earlier, Popp arrived in his office in Building 385 at Ault Field and started coming to grips with the reality that his 39

But since then, it’s been all civil service, working in public affairs for the U.S. Navy. “It’s going to be weird,” he said, sitting at his desk during his final week. “This has been my home for 32 years.” Oak Harbor will remain home for Popp, who plans to catch his breath and then tackle a few small projects around his Oak Harbor residence.

It’ll be a different pace than what he was used to at NAS Whidbey, where he spent his first 15 years working for the base newspaper, The Crosswind, which was published once a week.
