‘Friends’ joining seven Whidbey state parks
Volunteers to patch up public’s playgrounds By PATRICIA GUTHRIE
pguthrie@whidbeynewsgroup.com
Washington State Parks have a friend in Margie Parker. And Dan Olvera. Parker, a Coupeville resident, spearheaded a yearlong effort to form a new liaison with the state agency called Friends of Whidbey State Parks. Its aim is to fill staffing and maintenance holes at Whidbey’s seven parks created by years of state budget cuts. Volunteers are being sought for training to oversee projects that will be identified and assigned by park employees. The seven parks or park sites are: Joseph Whidbey, Fort Ebey, Ebey’s Landing, Fort Casey, Keystone Spit, South Whidbey and Possession Point. Olvera, who just retired from the Navy after 33 years and lives near Joseph Whidbey State Park, plans to volunteer with the Friends group. He often walks his dogs, Thomas and Coco, along the park’s trails and beaches and has seen the effect of fewer staff and dollars. “In 1995 when I first got here, the paths were nice and clear and it was much better maintained,” he said. “Now paths are overtaken with stinging nettles.” SEE PARK, PAGE 4

“Where your house becomes your home”
“All of the state parks south of Deception Pass need a lot of help,” said Parker. “We’ve been working to create a partnership. We want to have team leaders for each of the parks oversee projects such as work on a trail, clean up a beach, help in the office or remove invasive species.”
“Our staffing has been cut quite a bit since pre-2012,” said Crimmins. “We can get the basics done but not all the trail and campsite clean-up. We’ve got a bit of a maintenance backlog.”
Olvera said he’d be interested in leading a team.
Since the 2008 recession, state-run parks across the Evergreen State have experienced major cuts in personnel and operational budgets as the Legislature continually decreased the parks’ share of state general funds.
“I’d be very happy to beat down the stinging nettles,” he joked as he untangled his ‘knucklehead’ dogs from some drift wood. A Friends partnership will definitely help, especially during the spring and summer busy season, Crimmins said.
Once supported by some $90 million in state funds, parks must now generate a majority of their own operat-
Costing $30 annually or $10 daily to access 100 developed parks and dozens of other wilderness sites, it’s still not enough to keep up appearances at the recreational sites. The Friends of Whidbey State Parks group joins 27 other similar groups and foundations in Washington that provide support and advocacy. Deception Pass State Park has enjoyed a robust Friends group for years. Several years ago, a South Whidbey Friends park group formed to oppose a state proposal to privatize local parks in order to keep them open. “That group came together and lasted a few years and then faded,” Parker said. “They clearly said ‘no’ to the state parks becoming privatized and letting concession-

“I just love all the parks on Whidbey and all they have to offer,” she said. “I think the Friends group is a huge opportunity for people to get to know their neighbors and become an advocate for their local park.” For more information, www. friendsofwhidbeystate parks.org

The doctor is in…command Dr. Christine Sears assumes leadership at Naval Health Clinic By PATRICIA GUTHRIE
pguthrie@whidbeynewsgroup.com
Capt. Christine Sears took over the health care needs of Naval Air Station Whidbey Island by way of ship. A very big ship — 894 feet long — the equivalent of three football fields. Before assuming command of Naval Health Clinic Oak Harbor last year, she led medical treatment aboard USNS Comfort. It’s one of two Navy ships that regularly provide medical care at designated combat zones and during disasters and humanitarian crises. During the six-month deployment of Comfort’s mission called Continuing Promise 2015, 11 countries in Central and South America were visited and 120,000 patients seen and treated. Ending up the skipper of a floating hospital with 11 operating rooms, 500 inpatient beds, an 80-bed intensive care unit and 800-person staff was not in Sears’ plans. “But I got the call on a Friday, and we set sail on Wednesday,” she recalled. Lately, she’s explained that mission with a PowerPoint presentation in front of several community groups as a way to introduce herself around the island. Sears assumed command
July 7, 2017, replacing Capt. Frederick J. McDonald. Her position oversees 450 staff, and the clinic has about 20,000 active duty members, their families and retirees enrolled in primary care. Sears arrived at a time of many changes on many fronts at the base health care clinic. First off, its name change. Since its emergency department and other specialty care were cut more than two years ago, the facility changed from Naval Hospital to Naval Health Clinic Oak Harbor. Primary care services and labor and delivery remain its main mission. Pediatrics, immunizations, a pharmacy, large dental clinic and specialized care needed by pilots, known as aviation medicine, are also part of the clinic. However, it took awhile for the signs and official forms to reflect the name change. “People have a long memory,” Sears said. “They remember us as a hospital and having an emergency department. But if someone has chest pain, we don’t have a cardiac cath lab.” Emergency care is being handled by NAS Whidbey paramedics or nearby city ambulance services. The clinic is undergoing renovation and upgrading.
Hallways are blocked in the telltale sign of heavy construction plastic while care continues in temporary quarters. Its five birthing suites are being updated with equipment, individual showers and other softer touches. The clinic is also acting as a guinea pig for the Department of Defense. It chose Whidbey to be the first to install a new electronic patient record system that will be used by all branches of the military. “My biggest challenge right now is the new electronic health record and its product design,” Sears said in a recent interview. “It doesn’t always translate well for military medicine.” As an example, the Navy provides extensive dental care so patients’ medical records also contain dental records, which is not how civilian health care is designed. Sears, 49, has served as the civilian equivalent of a chief operating officer at the military hospital for the NH Jacksonville enterprise, overseeing 2,300 staff and 70,000 patients. She received her medical degree from Northwestern University Medical School and a bachelor’s degree in biomedical engineering from John Hopkins University.

Capt. Christine Sears chats with patient Kenzi Paquin who called Sears “an awesome doctor.” She completed a surgical internship at Naval Medical Center in San Diego and a urology residency there in 2001. Sears, who will soon hit her 25-year mark in the Navy, didn’t have the military in
mind as a career. “The original plan was to deliver babies in Africa,” she admitted, laughing. “Then 9/11 happened and I wanted to be of service as a doctor. So I decided to stay with it as a career.”
Turned out, her specialty in urology helped fulfill her global dream. On the Comfort ship mission, she helped many women CONTINUED PAGE 7

Ministry connects veterans at dinner table By KARI BRAY
“That’s our No. 1 goal.”
It started with the idea of a free dinner for veterans, a chance to recognize their service.
The group has sent cards and care packages to soldiers and hosted yard sales to raise money for the dinner so it stays free for veterans.
The first year, there were so many guests they had to turn people away. There weren’t supplies or space for more than about 70.
There’s Bible study and fellowship three Thursdays of the month, and the last Thursday is set aside for guest speakers.
The team of volunteers at Camano Chapel planned for more people the following year, and they had enough space and food — barely. They are planning their third dinner for November.
Those presentations are open to the public. There have been talks about veterans resources, death benefits and organizations such as the American Legion or Growing Veterans.
Now, the group is in much deeper than dinner planning. The volunteers formed HIS Veterans, a ministry at Camano Chapel that focuses on connecting veterans, active duty military and their families to local resources and to one another.
Leonard Ralston served in Vietnam, as did his wife Mary, who was an Army nurse and later worked at Walter Reed National Military Medical Center in Washington, D.C. Both have been homeless in the past, and they want to provide whatever help they can to veterans in need.
For Crosswind
“We don’t want any of our service members or their families to be alone,” said Leonard Ralston, a Marine Corps veteran who had the idea for that first dinner.
“I know what it’s like to go ask for help and say, ‘I’m a veteran,’ and have someone say, ‘So what?’” Leonard Ralston said.
Keith Yarter Sr. is chairman of the group. He served in the Air Force for six years, then in the Army for 21. He “got planted by Uncle Sam” in Washington and ended up staying. HIS Veterans is one way he aims to give back to his community. “We want to empower and encourage and, at the same time, to embrace veterans,” he said. “We want to be sure that they know they have another avenue to go to. We don’t replace anything. We’re just another place to go.” It can be frustrating for veterans or military families who are looking for help but can’t seem to find the right route.
“Veterans have unique experiences in their past, and a lot of them don’t feel comfortable discussing those types of things with civilians who have never experienced them and have no clue what they’re talking about,” Meck said. “We have a whole different language we speak, a lot of acronyms and things that mean a lot to us, but civilians look at us like we’re out of our minds if we don’t translate.”
Pentagon as a liaison to the State Department doing pre-deployment training, to walking my dog.”
There are resources available for veterans to get mental and physical health care, but Meck sees a need for spiritual care, as well.
Jim Birkenbuel was in the Air Force during the Vietnam War and his wife, Gael, grew up around the military, with a father who fought in World War II and a brother who served. They want to include active duty military in their outreach.
That’s where HIS Veterans comes in. The members can relate on their triumphs and struggles. For Meck, the struggle was finding herself after spending most of her life in the military.
“We’re here. We’re available,” Yarter said. “The biggest thing is just to know that someone cares.” Tracey Meck retired from the Air Force in 2012 and was part of the team that put on the first veterans dinner. She sees the group as a place where veterans can meet and share stories few others understand.
She spent time overseas and around Washington, D.C. Now, she’s retired on Camano Island. “I lost my identity. Who am I now?” she said. “I went from being a colonel in the
VP-9 MOVES FROM ORION TO POSEIDON With a new year comes unique challenges and pioneering opportunities. For the Golden Eagles of Patrol Squadron (VP) 9, 2018 brings a new aircraft, a new home and a new beginning.
Lynda Buehring is the newest member of the group. She was with the Air Force and the Department of Homeland Security. She’s found the gatherings with HIS Veterans to be heartfelt and fulfilling, she said. She hopes the group can grow. Everyone brings new skills and ideas.
After 54 years of relentless dedication and service in the P-3 Orion, VP-9 started the new year with transition to the P-8 Poseidon. The P-8 Poseidon will be the fourth distinguished aircraft flown by VP-9 since its commissioning in 1951. Preceding aircraft include the P4Y-2 Privateer, P2V Neptune, and all variants of the P-3 Orion (A/B/C/ UII/UIII/ and AIP). Patrol Squadron Nine originated at Naval Air Station Whidbey Island and has had four homeport changes on the West Coast, to NAS Alameda, Calif., in 1952, NAS Moffett Field, Calif., in 1963, NAS Barbers Point, Hawaii, in 1992, and Marine Corps Base Hawaii (MCHB), Kaneohe, Hawaii, in 1999. Now, after 66 years, the Golden Eagles have returned to their roots at NAS Whidbey Island.
They are looking for information on soldiers who would like letters, cards or care packages. Families in the area with loved ones who are serving are encouraged to contact Camano Chapel at 360-387-7202. The group’s Thursday gatherings are at 6 p.m. at the chapel, 867 W. Camano Drive.
