hidden relic of the World War II-era solution to “Oak Harbor’s first housing crisis” is in danger, and members of the PBY Memorial Foundation are scrambling to save it. An old Quonset hut stands, covered from view by blackberry bushes, off State Highway 20, just south of city limits. The run-down metal structure may not look special, but researchers from the PBY Naval Air Museum have discovered it is one of the last remaining units in the original configuration from the Navy Homoja housing program, which began in 1943. “It took several trips and a lot of research, but we confirmed that it was, in fact, a Homoja hut,” said Wil Shellenberger, president of the PBY Memorial Foundation. As far as researchers know, it may be the only one remaining, Shellenberger said. The problem is, the foundation needs about $30,000 to move it off the property and there’s only about a month to raise funds. All of the structures on the land are to be demolished in October. The owner of the hut donated it to the foundation, now the “real challenge” lies ahead, Shellenberger said. Engineers from the building moving company Nickel Bros. have confirmed the structure is sound enough to be moved, but the 2018 budget for the museum foundation is set and it doesn’t include an extra $30,000. Normally, there would be grant money available for this kind of project, but there isn’t enough time to go through the eight- or nine-month process of getting approved, Shellenberger said. “That’s why we’re going directly to the community,” he said. The foundation is asking businesses, nonprofits and individuals for donations to come up with the money needed to move the historic hut. The hope is to restore it to how it looked when it was being used as housing from the early 1940s to mid 1960s, and turn it into a museum exhibit.
Oak Harbor resident Scott Hornung said he “took two tours in the Quonset huts” as a child. He and his family lived in Homoja housing in March 1957 and December 1960. The Homoja program got its name from the admirals involved in its inception, whose last names were Horne, Moreel and Jacobs. The Secretary of the Navy approved construction of the first 1,000 units of the program on Sept. 27, 1943. The 20-by-49-foot Quonset shells were divided in two, and each section included two bedrooms, a kitchen area, a bathroom and a living area. “I remember the smell,” said Hornung, which he described as of linoleum and the oil burning stove. He celebrated his 12th birthday and Christmas in the Quonset hut in 1960. His mother put in a cardboard fireplace as decoration, he said. The units were typically only used for a month or two so that sailors’ families had a place to stay while the the servicemen went through training between deployments, Shellenberger said. When the base was established in Oak Harbor, the city went from a population of 350

Former Oak Harbor mayor and veterinarian Doc Ellis used one as his first vet office, Shellenberger said. Others were used on farms for storage, and the one the foundation is trying to save was used by a local Boy Scout troop.
Though they served as temporary homes, the lightweight steel structures weren’t the most comfortable living quarters.
In addition to funds for saving the hut, Shellenberger said he’s looking for more stories from locals who lived in Homoja units. A Quonset hut stands, hidden by blackberry bushes, just off State Highway 20. to nearly 10,000. This time period is what Shellenberger refers to as the city’s “first housing crisis.” Some of the families lived in the huts until houses were ready for them to move into, which was the case for Hornung’s family in 1960. The Homoja program was most active during the war, with the Navy completing over 6,200 units across the
United States at a total cost of $21.1 million between 1943 and V-J Day in 1945. In Oak Harbor, the structures were sold off and re-purposed. Oak Harbor City Councilman Jim Woessner said he attended kindergarten classes in a converted Homoja hut in the mid 1960s. Each hut had two classrooms with kitchen areas and two bathrooms,

Though he never flew Phantoms, Arny did serve tours as an F-14 B and F/A-18F flight officer after graduating from the U.S. Naval Academy in 1993. The multi-role F/A18F Superhornet served as the basis for the EA-18G Growler.
His father was an F-4 Phantom II pilot, and Capt. Matthew Arny remembers giving a presentation to his first-grade class that he wanted to follow in his dad’s footsteps and fly the same aircraft.
His career, which includes over 3,000 flights hours, sea and shore tours across the globe and disaster relief operations, brought him to Whidbey in August. He had heard about Naval Air Station Whidbey Island and its “excel-

To achieve these goals, he said, the most important thing he can do is provide consistent leadership. A number of changes are already in motion, such as the transition to the P-8 Poseidon aircraft, construction projects that support the transition and new facilities to support operations of the unmanned MQ-4C Triton. He said most of the changes he anticipates making will be small improvements in day-to-day tasks to maximize efficiency. Part of the work he is inheriting includes efforts to put a filter on Coupeville’s water system after toxic PFOA chemicals from the Navy’s firefighting foam were detected. The base also tests wells and provides bottled water to affected areas. He said a priority is to track the water filter project to ensure it’s completed as quickly as possible. He also said he’ll continue to work with the town with regard to noise generated by Growler landing practices at Outlying Field Coupeville and its

Arny said he’ll also begin to discuss housing issues in the area after the record of decision is made. When Arny isn’t coming up to speed on his new job, he said he and his family enjoy exploring the area. Since arriving in July, the family has traveled from Bellingham to Langley in an effort to get outside and get to know the community. Arny’s two young sons are avid Junior Ranger participants, and he said he’s appreciated the opportunities available at the state parks on the island. Arny said he enjoys being in nature with his wife and kids, whether that’s skiing or being on the water. Being part of a family unit is one of Arny’s core values. He said growing up that went along with the importance of integrity and work ethic. He now wraps his own personal values into those of the Navy. “I’ve just spent so much time in the Navy now,” he said, “it always comes back to honor, courage and commitment.”
Permit required if you want to hunt on base Department of Defense affiliated individuals interested in hunting on NAS Whidbey Island property during the 2018-2019 season must obtain a permit to do so. Similarly, civilian hunters interested in the pheasant release and upland game programs on the installation must also agree to a National Crime Information Check (NCIC) background check prior to being issued an installation hunting permit. These permits are now available at the Gallery Golf Course. Hunters with current base access will need to present a valid Washington State hunting license. Those without current base access will require the aforementioned background check and a valid hunting license. The fee for the permit hunt on base is $13. A Washington State hunting license is still required. The request for base access to hunt and get a background check must be done at the base’s Pass & ID office (building 2853, phone number 360-257-5620)

You may complete that form at home or fill it out at Pass & ID and have your check done on the spot. Barring any potential issues, a NCIC check can be completed the same day. When you submit your request you are required to sign it in person at Pass & ID and present proper personal identification when you sign the form. No background check can be initiated after 3 p.m. Upon successful completion of the background check, you will be given documentation that you will need to bring with you when getting your installation hunting permit. All hunters must have a Washington State hunting license in order to be issued a permit. There are no vendors of state licenses available on the installation. Hunters must present all licenses for the species they wish
to hunt to acquire an installation hunting permit. Specific documents required to get your installation hunting permit are: Pheasant and upland game hunters must bring your Department of Defense-issued identification or state-issued identification and approved NCIC background check and a Western Washington Pheasant License (with odd/even selection). Waterfowl hunters must present your Department of Defenseissued identification card, Washington State small game license, State migratory bird validation and federal duck stamp (attached to license and signed across the face). Deer hunters must present Department of Defense-issued identification card, Washington State big game license with archery only deer option and transport tag. War hero on Whidbey celebrates 100th birthday By DAVE FELICE

The Halvorsens have spent much of their time together traveling to all the continents except Australia and Antarctica, on all forms of transport. One trip Halvorsen remembers most is an excursion boat trip up the Amazon River. They’ve lived at a house on the water at Mutiny Bay for 24 years.

Movie scenes of World War II combat are real experiences and vivid memories for Whidbey Islander Web Halvorsen, who turned 100 on Sept. 28. The son of Norwegian immigrant parents, Halvorsen is reticent to talk about his honors. Wounded in battle twice, Halvorsen is the recipient of two Purple Heart medals, four campaign Bronze Stars, the French Medal of Honor and an Infantry Combat Badge. He awaits the French Legion of Honor for service in Normandy and the Battle of the Bulge.
Halvorsen’s unit became part of the Battle of the Bulge, named for the huge concentration of German forces around Bastogne.
Halvorsen was a college student in Minnesota in 1941. While preparing to enlist in the Navy, he got a draft notice. He finished Army basic training in Louisiana, advancing to staff sergeant. After more training Web Halvorsen in California, he went by convoy to German grenade. He returned to England. Ironically, and unknown to one his unit just as the commander was another, Halvorsen’s older brother, preparing to list him as missing. Don, was on a separate ship in the Halvorsen stayed in action through same convoy. The brothers met again the Brittany campaign. He still has a during artillery practice in Wales, in Russian-made knife that he took from Normandy and as American forces a German soldier during the battle.
Of all the events of his life, Halvorsen cites his marriage to his wife Marion as the biggest change. Both were born in Chicago and met at Lake Geneva, Wis. Web and Marion were close as young adults, but Web didn’t think it was appropriate to consider marriage with war looming.

After the war, both married other partners, but their spouses died. Web later sought out Marion, walking into her quilt shop near Green Bay, asking “Do you remember me?” They were married in 1990.
Halvorsen landed at Utah Beach as part of the D-Day invasion, in the Army’s 6th Armored Infantry Division under Gen. George Patton’s Third Army Command. Halvorsen’s battalion was assigned to capture Hill 105, overlooking the town of Brest on the Brittany Peninsula.
“I got an instant family with Marion’s two children, a boy and a girl, three grandsons, and three great grand daughters,” he says.

“It was 18 below, with two-to-three feet of snow,” he says. “We lost almost as many to frostbite as to battle. I kept an extra pair of heavy socks in my helmet liner.” Germans sent in a paratroop battalion dressed in American uniforms, “and that caused a lot of confusion.” Web says he once snared a shabbily
“Moving through the woods, my rifle jammed and I made the mistake of not getting out of the way fast enough,” he says. Hit in the right lung, Halvorsen praises “a really good doctor who used a glider” to fly to the front. He spent the next year in recovery. “Just like the movie, I had my own band of brothers,” says Web. His war exploits are memorialized in the book, “Five GI’s in Battle – World War II,” by George Wirth. Upon discharge, Halvorsen went to California, where he was involved in another 20th century development. “I worked for an appliance store that was one of the first to get televisions with a 7-inch screen,” he recalls. “To make a sale, I’d promise to do the installation. I’d be up on the roof adjusting the antenna, talking to someone below on a two-way radio.” Halvorsen remembers the advent of broadcasting. “We first had a crystal radio that had to be tuned
just right to hear anything. It was completely amazing. Later my family got a cabinet set powered by a car battery.” He attended the inauguration of John F. Kennedy in 1961, recalling the exhortation to “ask what you can do for your country.” Web got a personal 97th birthday greeting from Barack and Michelle Obama. Not concerned about current political turmoil, “we’ve had it before and we’ll get through it,” he says. Halvorsen learned about Whidbey while working as a salesman in Seattle. The Halvorsens have a large screen TV, but no computer or cell phone. “Something went wrong with the phone and we just never replaced it,” says Marion, 98. “We didn’t need the computer.” She also observes that “it’s not easy getting your driver’s license renewed after age 95.” But Web says, “I’d still like to get behind the wheel of my truck.” Halvorsen likes fishing and hunting. In Alaska, he shot the moose hanging in the Holmes Harbor Rod and Gun Club. At the Mutiny Bay house, “you can fish for salmon right out the front,” he says.

Air Boss flies with VAQ-141 Nonprofit accepting Military By LT. CODY BROWN,
Vice Adm. DeWolfe H. “Bullet” Miller III, commander of Naval Air Forces, visited the “Shadowhawks” of Electronic Attack Squadron (VAQ) 141 Aug. 7, on Marine Corps Air Station Iwakuni (MCASI), Japan. Miller flew with VAQ-141 and spoke with sailors, officers and aviators with Carrier Air Wing (CVW) 5 about the importance of forward-deployed operations. “It was an honor to have Vice Adm. Miller visit the Shadowhawk team,” said Cmdr. Luke “LD” Davis, VAQ-141
commanding officer. Davis also noted, “The Air Boss visiting our squadron really helped drive home just how vital our mission is in this theater.” Over his 37-year career, Vice Adm. Miller has accumulated over 4,000 flight hours; however, this was his first flight in the EA-18G Growler. Miller flew backseat in the Growler with Lt. Cmdr. Benjamin “Lunchbox” Reust, a pilot with VAQ-141, and witnessed firsthand the impressive electronic attack and support capabilities of the Growler.
“It was a privilege to fly with the Air Boss,” said Lt. Cmdr. Reust. “I enjoyed the opportunity to showcase the Growler’s capabilities and fly with one of the most experienced aviators in the Navy.” VAQ-141 currently embarked aboard the aircraft carrier USS Ronald Reagan (CVN 76) and forward-deployed in the U.S. 7th Fleet area of operations in support of security and stability in the Indo-Pacific region.
