VP-4 Skinny Dragons return home

“Skinny Dragons” of Patrol Squadron Four returned to Naval Air Station Whidbey Island on Oct. 11 , following a seven-month deployment to the 7th Fleet area of responsibility.

VP-4 recently completed transition from the legacy P-3C Orion to the P-8A Poseidon in May 2017. Less than a year later, the “Skinny Dragons” completed workups and deployed this past spring in April, becoming the first West Coast squadron to deploy with the P-8A. Forward deployed to Kadena Air Force Base, Okinawa, Japan, the Skinny Dragons executed 620 operational sorties, including intelligence, surveillance and reconnaissance and antisubmarine warfare. Their 12 combat aircrews logged 3,575 mishap-free flight hours and sustained a 100 percent sortie completion rate across numerous detachment sites to nine countries. VP-4’s maintenance department exceeded expectations, logging over 29,000 man-hours of support. In addition to ensuring aircraft availability and mission readiness, their sailors generated over 8,000 sailor qualifications from the ground up following transition in order to deploy fully prepared. Cmdr. Christopher Purcell, commanding officer of the “Skinny Dragons,” credited the tireless efforts of junior sailors with the many highlights of deployment. “Day in and day out, I could not be more proud of how our sailors tirelessly set new standards of excellence on the flight line, on liberty and throughout the AOR,” he said. “As the capstone event to our transition, we are eager to share our lessons learned with the Whidbey Island P-8A community as we grow and exercise the capabilities of this aircraft.” Gaining worldwide attention, VP-4 was chosen to showcase the militarized landscape amidst the artificial islands of the South China Sea, executing two airborne media engagements with BBC, CNN, ABC and the New York Times. These events underscored the U.S. Navy’s commitment to peace and stability, freedom of navigation and presence that our regional allies depend upon.

Lt.Cmdr. John Bartis, a pilot assigned to the “Skinny Dragons” of Patrol Squadron 4, reunites with his daughter following a successful seven-month deployment in the U.S. 7th Fleet area of responsibility. Among other exercises, VP-4 had the opportunity to participate in Exercise MALABAR in June, operating from Andersen AFB, Guam, strengthening interoperability with the Japanese Maritime Self Defense Force and Indian Navy Maritime Patrol crews. Additional detachments to

the Philippines, Thailand, Australia, Singapore, Malaysia, Indonesia, Guam and Diego Garcia gave junior sailors a chance to experience culture and demonstrate the operational agility of the P-8A. The Skinny Dragons return to NAS Whidbey

Island happy to rejoin family and friends. After a warm homecoming with loved ones and members of the community, members of VP-4 look forward to celebrating this historic deployment and sharing their stories from this West Coast milestone deployment.

State seeks input for civilian-military compatibility plan Washington State Department of Commerce says it is drafting a Washington State Guidebook on Military and Community Compatibility as a technical resource for local governments to use in planning for development near military installations. A survey is available online to gather opinions and comments from communities. The Department of Commerce is teaming with MAKERS Architecture and Urban Design LLP to draft the guidebook, due for final publication in June 2019. The guidebook is intended to foster awareness and understanding around the topic of civilian-military land use compatibility, provide technical guidance to planning professionals and offer useful tools to help community members, local governments and the military work together on local planning, according to the Department of Commerce. “The military and defense sector is an important driver of Washington’s economy, supporting over 111,000 jobs and $12.3 billion in economic impact through-

out the state,” Commerce Director Brian Bonlender said in a press release. “Robust public engagement is crucial to ensure that growth and development in and around U.S. Department of Defense and state military installations takes place in a manner that benefits communities for years to come.” Naval Air Station Whidbey, Outlying Field Coupeville, Joint Base Lewis-McChord, Fairchild Air Force Base, Naval Station Everett, Manchester Fuel Depot, Naval Magazine Indian Island and other locations are noted in the survey. The guidebook will introduce the concept of compatible use for a large audience, followed by indepth technical guidance on civilian-military compatibility for planning professionals. The Department of Commerce is seeking broad input with the survey at this stage in development. A draft guidebook will be published for formal public comment in early spring 2019. • The program webpage is at http://bit.ly/2pu0Nxb

heroic moment in World War II left a lasting legacy but also marked a family tragedy. In 1942, Cmdr. William Bowen Ault led the effort to destroy one Japanese aircraft carrier and damage another in the Battle of Coral Sea. He piloted a Douglas SBD Dauntless dive bomber as commander of the Lexington Air Group (CLAG). Neither his aircraft nor his remains were ever found after that battle on May 7. Today, his last transmission is memorialized near the airfield that bears his name: “From CLAG. OK. So long people. We put a

1,000 pound bomb on the flatop.” On Sept. 25, 2018, Ault’s grandsons and great-grandchildren saw the mural at the Ault Field Base of Naval Air Station Whidbey Island for the first time. “I don’t think he was bragging,” said William Bowen Ault II, Ault’s grandson. Ault II said he thinks his grandfather was only worried about letting the Navy know of the mission’s success. “His bravery that he exhibited was an inspiration. … How many people could do that?” Ault II said his perspective of that moment has changed over time, however. As a child, hearing stories about his war hero grandfather was “cool.” But later, he realized it meant that his own father, who was 8 years old when Ault died, grew up without a dad. “It’s a nice legacy to have

“(It was) completely eyeopening,” said Anna Ault.

“It exceeded expectations,” William Ault added. The Association of Naval Aviation hosted the family and organized the programs, which included tours of the P-8 Poseidon, EA-18G Growler, the flight tower and a presentation from the base commanding officer, Capt. Matt Arny. Sec. of the Navy Richard V. Spencer even sent a letter that Arny read to the family. William Ault enlisted in the Navy right after high school and shortly after entered the Naval Academy. Ault II suspects his grandfather might have used family connections to get into the academy, as “scholastics were not his thing.” However, Ault excelled in other ways. He was captain

Ault graduated from the academy in 1922 and became commander of the Lexington Air Group in 1941. The Battle of Coral Sea lasted four days and was the first air-sea battle in history. After sinking a Japanese carrier and damaging another, Ault was injured and lacked the fuel to return to safety. He was posthumously awarded the Navy Cross. The Ault family members said seeing the mural of his last transmission in the exchange building was a particularly special moment. “It was very touching,” said Ault II’s wife Margaret. “We’ve heard about it all, but it feels nice to be more connected.”

Community program is Nov. 10

The Oak Harbor Navy League and the Oak Harbor Chamber of Commerce are sponsoring the annual community Veterans Day program Saturday, Nov. 10. The event will be at 11 a.m. at the Oak Harbor High School’s performing arts center.

The theme will be “Stories of Our Veterans,” 100 years since the Armistice signing. Oak Harbor High School NJROTC will present the colors. Music selections will be performed by the Oak Harbor High School wind ensemble. Everyone is welcome.

History of Veterans Day World War I – known at the time as “The Great War” – officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside the town of Versailles, France. However, fighting ceased seven months earlier when an armistice, or temporary cessation of hostilities, between the Allied nations and Germany went into effect on the eleventh hour of the eleventh day of the eleventh month. For that reason, Nov. 11, 1918, is generally regarded as the end of “the war to end all wars.” In November 1919, President Woodrow Wilson proclaimed Nov. 11 as the first commemoration of Armistice Day. The original concept for the celebration was for a day observed with parades and public meetings and a brief suspension of business beginning at 11 a.m.

The U.S. Congress officially recognized the end of World War I when it passed a concurrent resolution on June 4, 1926. An Act approved May 13, 1938, made Nov. 11 in each year a legal holiday—a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as “Armistice Day.” Armistice Day was primarily a day set aside to honor veterans of World War I, but in 1954, after World War II had required the greatest mobilization of soldiers, sailors, Marines and airmen in the nation’s history; after American forces had fought aggression in Korea, the 83rd Congress, at the urging of veterans service organizations, amended the Act of 1938 by striking out the word “Armistice” and inserting in its place the word “Veterans.”

With the approval of this legislation on June 1, 1954, Nov. 11 became a day to honor American veterans of all wars. Later that same year, on Oct. 8, President Dwight D. Eisenhower issued the first “Veterans Day Proclamation.” The Uniform Holiday Bill was signed on June 28, 1968, and was intended to ensure three-day weekends for federal employees by celebrating four national holidays on Mondays: Washington’s Birthday, Memorial Day, Veterans Day and Columbus Day. The first Veterans Day under the new law was observed with much confusion on Oct. 25, 1971. On Sept. 20, 1975, President Gerald R. Ford signed a law which returned the annual observance of Veterans Day to its original date of Nov. 11, beginning in 1978.

The Veterans Day Parade in downtown Oak Harbor is a great family event. More than 100 NJROTC cadets, the Oak Harbor High School band, girl scout troops, active duty service members, Canadian service members and other groups will take part.

he Oak Harbor Veterans Day Parade is returning to Pioneer Way.

“We’re going to take it downtown, because that’s where we’re at,” said Matthew Williams, executive director of the Main Street Association, which is taking the helm of the parade this year. This year’s celebration of those who served is at 1 p.m. Nov. 12 because Nov. 11, the traditional Veterans Day, falls on a Sunday this year. There is no grand marshal this year, but more than 100 NJROTC cadets, the Oak Harbor High School band, girl scout troops,

active duty service members, Canadian service members and other groups will all take the stroll down the historic street. Williams said association will give out small American flags to spectators at the beginning of the event. Other organizations will be allowed to register to be in the processesion, but that doesn’t change the focus of it, he said. “It’s going to be a Veterans Day parade. It’s not a promotional time for any one organization,” he said. “It’s about honoring the veterans and the sacrifices that they’ve made.” Terry Lacey spearheaded the effort that brought the parade to the streets of Oak Harbor in 2012. Organizers were unable to put on the parade in 2016, but it returned last year.

VETERANS DAY, NOVEMBER 11, 2018 November 11 is Veterans Day in the United States and Remembrance Day in Canada. It’s also known as Armistice Day in other parts of the world. The day commemorates the anniversary of the end of World War I on the 11th hour of the 11th day of the 11th month of 1918. Many places around the world pause and remember fallen veterans on November 11, but a good majority of Veterans Day and Remembrance Day

commemorative events focus on past and current veterans who are still alive. There are many ways to honor the military at home and abroad in time for the November festivities. The following are just a handful of ways to show appreciation for military men and women: · Treat a veteran. Take a soldier out for a meal or pay the restaurant bill anonymously. If a family member or

friend is presently in the military or retired from the service, learn his or her interests and plan a special day. · Volunteer at a veteran’s association. Find a department of veteran’s affairs and see what you can do to assist veterans. If you have specialized skills, offer your services free of charge to former soldiers. · Show your patriotism. Be proud of

your heritage and the rich history of your country. Fly the flag, participate in the voting process and teach children about the country’s founding principles and how much the nation has evolved. Read up on current events and take an interest in domestic and foreign affairs. Learning that their efforts and sacrifices are recognized and appreciated by the ordinary citizens they protect can make a world of difference to veterans.

New van for veterans helps with health care By PATRICIA GUTHRIE

pguthrie@whidbeynewsgroup.com

It’s not an ambulance, fire truck or other rescue vehicle. But to its new occupants, the plain white eight-passenger van is a “life saver.” Tuesday, the Whidbey Veteran’s Resource Center in Langley completed its first test drive of a long-needed service helping veterans access medical care. In a van provided by Island Transit, six veterans were driven to the Veteran’s Administration Hospital in downtown Seattle where they scattered to various clinics before being shuttled back home. “I successfully went to three appointments today,” Terri Marie Desrosiers said afterward. “I do not drive on the other side. Before I had to take Island Transit to the ferry, then the train and bus to get to the hospital. This is

a lifesaver.” The service is free to veterans and relies on trained volunteer drivers. Island County has the highest number of veterans per capita in the state; estimates range from 14,000 to 17,000. The Whidbey Veteran’s Resource Center is the second nonprofit organization benefiting from RideLink, a new partnership program launched by Island Transit. Island Senior Resources was the first to receive a van and another nonprofit is organizing drivers, said Julie Lloyd of Island Transit who oversees the RideLink program. People wanting to drive RideLink vans must pass a series of reviews and training. “There are six vans in total,” Lloyd said. “Four vans are available for groups while two of the vans are dedicated SEE VANS, PAGE 9

CONTINUED FROM 8 service loaners.” The program is exclusive to nonprofits and aimed at helping Whidbey Island residents get to social service programs, activities and appointments. But figuring out how to get six people to various medical appointments on time and in a sprawling hospital is different than coordinating a drive to an event. “It’s like mission planning,” said Dana Sawyers, coordinator for the Whidbey Veteran’s Resource Center. “We have to know who needs to go to which clinic and figure out the logistics, planning and timing.” The test drive went smoothly and rather quickly; the group left at 7 a.m., caught the 7:30 a.m. ferry and were back by 12:45 p.m. There’s also another challenge. “It’s a big mysterious place and it’s very intimidating,” Gene Berg said of the crowded regional medical center that serves veterans from Washington, Idaho and Oregon. Berg is trained as a driver, dubbed the “pilot,” and he also volunteers as a “copilot” who navigates for the driver and then for the vets inside the confusing hospital. It can be particularly jarring for older vets and those with disabilities, including hearing

loss, to navigate all the hallways and get to referred services, such as radiology, blood tests and prosthetics, Sawyers added. That’s why all participants need to know the plan, she said, and name a rally point. (Cell phones don’t work inside.) “I’ve gotten lost in there,” admitted Kat Ersch, a veteran who has driven other vets to VA appointments for years just to help out. “Now, we’ll be able to take more people and once the word gets out about the van, it will really help family members,” Ersch said. “They won’t have to say things like, ‘Oh, I can’t take off work to help grandpa get to the doctor.’” Vans are kept at the locations of the organizations and used as needed. Island Transit takes care of preventative maintenance while the nonprofit groups pay for fuel and day-to-day upkeep. Depending on the number of miles driven, costs could range from $8,000 to $16,000 for the Veteran’s Resource Center trips, Sawyers estimated.

“We’re starting with one day a week but we anticipate broadening it,” she said. “The resource center has been talk-

“That covers the cost of fuel, ferry and insurance,” she said, “so we are continually fundraising.” Sawyers expects the South Whidbey service will expand to more than once a week. Oak Harbor’s Disabled American Veterans office also offers transportation to health care services, primarily
