The Legislature late Wednesday voted 9-48 to reject Gov. Mike Dunleavy’s nomination of John Francis to the Violent Crimes Compensation Board. Opponents of his nomination brought up his ghost-hunting activities and questioned whether he accurately portrayed what he does and whether he’s cut out to serve on a board that sometimes deals with vulnerable individuals. Rep. Matt Claman and Sen. Jesse Kiehl also suggested Francis was not as forthcoming as he should have been about his criminal history.

Dunleavy fills second Palmer court seat after delay JUNEAU — Gov. Mike Dunleavy has filled a second Palmer Superior Court judgeship, weeks after the deadline to make such a pick. He announced Wednesday his selection of private practice attorney Kristen Stohler. Last month, Dunleavy made one appointment to the court but refused to make a second. He cited questions with the nomination process. He relented after meeting with Alaska Supreme Court Justice Joel Bolger. Bolger previously said framers of Alaska’s Constitution intended for a governor to appoint for judgeships candidates nominated by the Alaska Judicial Council. — Associated Press

WASHINGTON — Public at last, special counsel Robert Mueller’s report revealed to a waiting nation Thursday that President Donald Trump tried to seize control of the Russia probe and force Mueller’s removal to stop him from investigating potential obstruction of justice by the president. Trump was largely thwarted by those around him who refused to go along. Mueller laid out multiple episodes in which Trump directed others to influence or curtail the Russia investigation after the special counsel’s appointment in May 2017. Those efforts “were mostly unsuccessful, but that is largely because the persons who surrounded the President declined to carry out orders or accede to his requests,” Mueller wrote. After nearly two years, the two-volume, 448-page redacted report made for riveting reading. In one particularly dramatic moment, Mueller reported that Trump was so agitated at

I’m f—-ed.” With that, Trump set out to save himself. In June of that year, Mueller wrote, Trump directed White House Counsel Don McGahn to call Deputy At-

torney General Rod Rosenstein, who oversaw the probe, and say that Mueller must be ousted because he had conflicts of interest. McGahn refused — deciding he would sooner resign than trigger a potential crisis akin to the Saturday Night Massacre of firings during the Watergate era. Two days later, the president made another attempt to

alter the course of the investigation, meeting with former campaign manager Corey Lewandowski and dictating a message for him to relay to then-Attorney General Jeff Sessions. The message: Sessions would publicly call the investigation “very unfair” to the president, declare Trump did nothing wrong and say Mueller should limit his probe to “investigating

election meddling for future elections.” The message was never delivered. The report’s bottom line largely tracked the findings revealed in Attorney General William Barr’s four-page memo released a month ago — no collusion with Russia but no clear verdict on obstruction — but it added new layers of detail about Trump’s efforts to thwart the investigation. Looking ahead, both sides were already using the findings to amplify wellrehearsed arguments about Trump’s conduct, Republicans casting him as a victim of harassment and Democrats depicting the president as stepping far over the line to derail the investigation. The Justice Department released its redacted version of the report about 90 minutes after Barr offered his own final assessment of the findings at a testy news conference. The nation, Congress and Trump’s White House consumed it voraciously — online, via a compact disc delivered to legislators and in loose-leaf binders distributed to reporters. Man set to be extradited in decades-old cold case LEWISTON, Maine (AP) — Maine Gov. Janet Mills signed a warrant allowing the extradition of a man who is wanted in Alaska to face charges he sexually assaulted and killed a woman more than two decades ago. But Steven Downs, 44, will likely challenge the governor’s warrant as he seeks additional time to get his personal and legal affairs in order for his eventual extradition to Alaska for trial, defense attorney James Howaniec said Thursday. Downs is charged with the assault and murder of 20-yearold Sophie Sergie at the University of Alaska Fairbanks in 1993, when Downs was a student and Sergie was a former student.

Sergie was sexually assaulted, shot in the head and stabbed multiple times. Her body was found on the morning of April 26, 1993, in a dormitory bathtub. The case went unsolved for years before DNA evidence led to Downs’ arrest in February. Since then, he’s been held without bail on a fugitive from justice charge. Downs has denied any involvement in the crime and contends he was with his girlfriend when Sergie was killed, Howaniec said. “He’s completely flabbergasted by these charges. He adamantly denies any involvement in this crime. We want to step back and assess the situation,” he said.

report’s appendix includes 12 pages of his written responses to queries from Mueller’s team. Mueller deemed Trump’s written answers — rife with iterations of “I don’t recall” — to be “inadequate.” He considered issuing a subpoena to force the president to appear in person but decided against it after weighing the likelihood of a long legal battle. In his written answers, Trump said his comment during a 2016 political rally asking Russian hackers to help find emails scrubbed from Hillary Clinton’s private server was made “in jest and sarcastically” and said he did not recall being told during the campaign of any Russian effort to infiltrate or hack computer systems. But Mueller said that within five hours of Trump’s comment, Russian military intelligence officers were targeting email accounts connected to Clinton’s office. Mueller evaluated nearly a dozen episodes for possible obstruction of justice, and said he could not conclusively determine that Trump had committed criminal obstruction. The episodes included Trump’s firing of FBI Director James Comey, the president’s directive to subordinates to have Mueller fired and efforts to encourage witnesses not to cooperate. Sessions was so affected by Trump’s frequent criticism of him for recusing himself from the investigation that he kept a resignation letter “with him in his pocket every time he went to the White House,” Mueller said. The president’s lawyers have said Trump’s conduct fell within his constitutional powers, but Mueller’s team deemed the episodes deserving of scrutiny for potential criminal acts. As for the question of whether the Trump campaign had colluded with Russia during the 2016 presidential campaign, Mueller wrote that the campaign “expected it would benefit electorally from information stolen and released through Russian efforts.” But Mueller said investigators concluded, “While the investigation identified numerous links between individuals

with ties to the Russian government and individuals associated with the Trump Campaign, the evidence was not sufficient to support criminal charges.” Workers at a Russian troll farm contacted Trump’s campaign, claiming to be political activists for conservative grassroots organizations, and asked for signs and other campaign materials to use at rallies. While volunteers provided some of those materials — and set aside a number of signs — investigators don’t believe any Trump campaign officials knew the requests were coming from foreign nationals, Mueller wrote. Mueller wrote that investigators “did not establish that members of the Trump campaign conspired or coordinated with the Russian government in its election interference activities.” Josh Blackman, a professor at the South Texas College of Law Houston, stressed that

Mueller didn’t think the president’s obligations to run the executive branch entitled him to absolute immunity from prosecution. But to find that the president obstructed justice, he said, Mueller would have needed much clearer evidence that the president acted solely with “corrupt intent.” “The evidence was sort of muddled,” Blackman said, adding that the president’s actions had multiple motivations. The report laid out some of Mueller’s reasoning for drawing no conclusion on the question of obstruction. Mueller wrote that he would have exonerated Trump if he could, but he wasn’t able to do that given the evidence he uncovered. And he said the Justice Department’s standing opinion that a sitting president couldn’t be indicted meant he also couldn’t recommend Trump be criminally charged, even in secret.

two years in the making but also the starting bell for a new round of partisan warfare. A defiant Trump pronounced it “a good day” and tweeted “Game Over” in a typeface mimicking the “Game of Thrones” logo. By late afternoon, he was airborne for his Mar-a-Lago private club in Florida with wife Melania for the holiday weekend. Top Republicans in Congress saw vindication, too. House Minority Leader Kevin McCarthy said it was time to move on from Democrats’ effort to “vilify a political opponent.” The California lawmaker said the report failed to deliver the “imaginary evidence” incriminating Trump that Democrats had sought. Trump campaign manager Brad Parscale said Republicans should turn the tables and “investigate the liars who instigated this sham investigation.” But Democrats cried foul over Barr’s preemptive press conference and said the report revealed troubling details about Trump’s conduct in the White House. In a joint statement, House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer wrote that “one thing is clear: Attorney General Barr presented a conclusion that the president did not obstruct justice while Mueller’s report appears to undercut that finding.” House Judiciary Chairman Jerrold Nadler added that the report “outlines disturbing evidence that President Trump engaged in obstruction of justice and other misconduct.” He sent a letter to the Justice Department requesting that Mueller himself testify before his panel “no later than May 23” and said he’d be issuing a subpoena for the full special counsel report and the underlying materials. Signaling battles ahead, Nadler earlier called the investigation “incredibly thorough” work that would preserve evidence for future probes. Barr said he wouldn’t object to Mueller testifying. Gladys Geraldine Dammel Fields March 27, 1927 - January 15, 2019 GLADYS GERALDINE DAMMEL FIELDS – Born 27 March 1927 in Havillah, Washington to Thomas Garrett DAMMEL and Hattie Elizabeth Sohn. Passed away 15 January 2019 in Soldotna, Alaska. She is survived by her children Thomas A Fields, Ike Samuel Fields, Willa Ann Fields Gillis, Samson Fields, Jim Fields, and Elizabeth Fields Johnson, her grandchildren and greatgrandchildren. She was preceded in death by her husband K. Lewis Fields in 1993. Gladys and Lew homesteaded in Sterling near the Kenai River in 1955 where they raised their 6 children. She always grew a beautiful garden which she shared with neighbors, and could be counted on to provide fresh milk, butter, and eggs from cows and chickens which she cared for with affection. Gladys was a caring mother and a dear friend, and her loss is deeply felt. A memorial service in her honor will be held at 11:00 a.m., April 27, 2019 at The Church of Jesus Christ of Latter-Day Saints, 159 West Marydale Avenue in Soldotna.

He said the meeting only brought out a small group of people. “What we heard was that the majority — well over 90% — believed some form of the PFD or taxation use was in order,” Carpenter said. “We heard from selfidentified public employees, or someone who is reliant on public spending. We did not hear from people who believed we need to reduce state spending.” As a freshman legislator, Carpenter said he’s proud he’s stuck strongly to fiscal responsibility. “Our budget included

$200 million in cuts,” he said. “It is a big number. I consider it a success, but still nowhere where it needs to be.” Carpenter also said he was not happy the House hasn’t seen a single crime bill. Carpenter said he supported historical payouts of a permanent fund dividend check, using the formula in the statute. “A good fiscal policy would include as much PFD as we can,” he said. “It would help weather the lack of funds, with drastic cuts in state spending.” Dunleavy recently put pressure on the Legislature to consider the constitutional amendments he’s put forth, which look at implementing a spending cap, changing the way Alaskans can implement new taxes and protecting the PFD in statute.

Carpenter said he’s in favor of the amendments, especially in introducing a state spending cap. When it comes to Dunleavy’s bills that would shift local gas and oil property taxes and fishing taxes from municipalities to the state, Carpenter agrees that government spending could be reduced at every level. “If you voted for Dunleavy, and you want to reduce spending, that is going to put a burden on everyone at every level,” he said. “All levels of government need to be having a conversation about spending.” Now that the House has provided their budget to the Senate, Carpenter expects the two bodies to come to some kind of compromise. “It will fall way short of Dunleavy’s budget,” he said.

Beyond the new education campus, the Kenaitze Tribe has several other develop-

ments in the works as well. Last month, the Tribe purchased a parcel of land along the bluff in Old Town Kenai that is currently occupied by the Beluga Lookout RV Park and Lodge. Wilson said that the Tribe has no immediate plans for the Beluga Lookout parcel and intends to keep the RV Park open through the rest of the year. Acquiring that piece of land, Wilson said, was part of the Tribe’s larger goal of expanding their Old Town Campus, which is the location of their ancestral village. The Tribe is also looking to change the use of some existing facilities in order to accommodate an increased labor pool at the Dena’ina

Wellness Center, as well as an increased demand for services. The Na’ini building, which is currently being used for the Tribe’s Social Services, will soon be used instead for Behavioral Health Services. The Social Services staff will in turn be transferred into a renovated section of the Toyon Villa apartments, which are adjacent to the Old Town Campus. These moves are scheduled to take place by the end of this year. Finally, the Kenaitze Tribal Court building will be expanded thanks to a $1 million grant from the Department of Law. Wilson said that the Tribal Court expansion will occur at the end of 2020 after the new education campus has been completed.

Researchers, wildlife officials and the state veterinary office also are encouraging biologists and the public to participate in a “Submit-a-Tick” program, in which they pluck blood-sucking arachnids from people and pets, drop them off at Department of Fish and Game offices and fill out a form with details of their capture. Alaska is largely free of many pests that bedevil people elsewhere, from snakes to creepycrawly insects. Alaska’s handful of native ticks attach themselves to squirrels, snowshoe hares and wild birds and sometimes moose, dogs, or cats, but no one buys bug repellent or tick collars to keep them at bay. However, the Alaska Department of Fish and Game nearly a decade ago began to collect tick samples out of concern that moose ticks, which can kill moose, especially calves, could establish themselves in Alaska. Moose ticks have been found within Alaska’s neighbor, Canada’s Yukon Territory. “We are nervous that it’s very close to our border,” Hahn said. The search for moose ticks led to the recovery of a variety of non-native ticks, she said. Most were associated with travel out-

side the state. Researchers believe they hitch rides on people and pets but also migratory birds. In some cases, nonnative brown dog ticks and American dog ticks were found by people who had not left the state in months, Hahn said. “The question is, where did that tick come from?” Officials have created an online Alaska tick information page with instructions on how to collect ticks. Researchers will use data collected to create a model focused on two non-native ticks of concern, blacklegged ticks and western blacklegged ticks. Both can transmit Lyme disease. Ten Alaskans reported Lyme disease in 2017 but all were exposed in other states. Just because non-native ticks reach Alaska, it doesn’t mean they will survive, Hahn said. Some ticks are vulnerable to dry conditions or harsh winters. The models will co-ordinate tick sampling information with environmental conditions in Alaska, such as humidity, temperature and rainfall, to project where non-native ticks might thrive in future decades as climate conditions change. Alaska doctors and veterinarians don’t now automatically consider a connection to ticks if a person or pet shows up for treatment and has not travelled, Hahn said. “If we know what species are here, and where they are in the state, it can help us develop control measures to make sure we stay on top of the problem,” Hahn said.

Can Trump send some immigrants to Iowa? Whether he’s advocating a wall

on the U.S.-Mexico border or threatening to completely shut down entries, President Trump is more about theatrics than logistics on immigration policy. His latest idea: Send undocumented immigrants to socalled sanctuary cities — loosely defined as jurisdictions that refrain from cooperating with federal immigration authorities who want city jails to detain people who have not committed serious crimes. He recently warned via tweet if “Democrats” don’t change immigration laws “Sanctuary Cities must immediately ACT to take care of the illegal immigrants — and this includes Gang Members, Drug dealers, Human Traffickers, and Criminals of all shapes, sizes and kinds.” Trump seems to think relocating immigrants to these places would be some kind of punishment. Except many of those flooding the southern border in recent months are bedraggled families from Central America. They are fleeing violence and seeking economic opportunity. They present themselves to border agents with stories of husbands who were murdered and daughters who were raped. They are looking for a job and a better life. In fact, they are very much like the Southeast Asian refugees whom former Iowa Gov. Robert Ray helped settle after the Vietnam War. The Republican leader responded to a humanitarian crisis with compassion and practicality. Can Trump send some of the southern immigrants to Iowa? Though the United States cannot accept everyone seeking asylum, this state should gladly take some. Our population is aging. Companies cannot find employees to fill positions, particularly in the agriculture industry. We need people. They are not going to simply appear. And since much of the country is experiencing the same demographic struggle, the people are going to need to come from other countries. Iowans should be raising our hands to resettle more refugees. “The crux of the problem is that we don’t have the people here,” the president of a manufacturing company told the Wall Street Journal in a 2018 story about Iowa’s labor plight. The hydraulic truck equipment producer could not find workers it needed for the second shift, resulting in the largest backlog of orders ever. Employers across Iowa — from restaurants to agricultural operations to biotechnology companies — can tell similar stories about searching for good workers. Many industries compete for the same pool of people, and the pool is too small. That ultimately reduces the quality of employees and hurts business. Also, this country’s heroin epidemic and the legalization of recreational marijuana in some states has resulted in more and more native job applicants failing employer drug tests. Companies are turning to refugees who pass the screening. While the president cracks jokes and plays politics with immigration policy, this country needs more workers who buy homes, purchase goods and pay the federal taxes to fund everything from Medicare to Social Security. If only this president would recognize the humanitarian and economic importance of attracting newcomers, particularly refugees. Gov. Ray did it in the 1970s. President Ronald Reagan did it in 1982 with a Christmas Day radio address in which he read a letter a U.S. soldier had written to his parents about rescuing refugees. “I hope we always have room for one more person, maybe an Afghan or a Pole or someone else looking for a place where he doesn’t have to worry about his family starving or a knock on the door in the night,” wrote the young man. The Republican president called the letter “a true Christmas story in the best sense.” Where is that compassionate conservatism now? Where is the economic practicality? We need it now because immigrants could be a boon to population-short regions, not the penalty Trump seems to think. — The Des Moines Register, April 17

Update, don’t eliminate, Ocean Ranger Program

Carnival Corporation was just caught dumping tens of thousands of gallons of liquid waste, as well as plastic bags and other solid waste, in Glacier Bay National Park’s pristine waters. An investigation into these crimes found that Carnival implemented a “brazen and secret” plan to scrub environmental records and hide their violations. It is evident that this is the worst possible time to repeal the Ocean Ranger Program, which provides independent oversight of cruise ships. Our state’s pristine habitat is one of the key reasons that people choose to live in and visit Alaska. It’s a critical part of our economy, our history, and our culture. The Ocean Ranger Program was created by voter initiative to ensure that cruise ships abide by clean water standards. How much does this program cost the typical Alaskan? The answer is nothing. The Ocean Ranger Program is funded by a head tax paid by cruise ship passengers, most of whom visit Alaska to see the breathtaking views and wildlife that the Ocean Rangers exist to protect. The Dunleavy Administration has proposed de-funding the Ocean Ranger Program in the budget, and eliminating the program altogether through House

and shortcuts taken by cruise ships to keep this staggering amount of waste from ending up in our oceans. In fact, Ocean Rangers have reported 373 potential violations over the last two years alone. Investigative journalists with Coast Alaska filed public record requests and found that Ocean Rangers have consistently identified evidence of “foamy, oil sheens discharged by cruise ships both in port and while underway.” Based on misleading information provided by the Dunleavy administration, the House Finance Committee voted to defund the Ocean Rangers just days before the news about dumping in Glacier Bay. In light of the revelations of these crimes, we must restore Ocean Ranger funding and allow them to continue protecting Alaskan waters. Rather than defunding and eliminating the Ocean Rangers, we should update the program to leverage new technologies that have emerged since the 2006 voter initiative. I look forward to working with my colleagues to address these changes and working to reinstate a program that will ensure Alaska’s waters remain the envy of the world.

As a result, they’re able to generate a mind-boggling amount of waste. According to a 2010 report by the Congressional Research Service, “During a typical one-week voyage, a large cruise ship (with 3,000 passengers and crew) is estimated to generate 210,000 gallons of sewage; 1 million gallons of graywater (wastewater from sinks, showers, and laundries); more than 130 gallons of hazardous wastes; 8 tons of solid waste; and 25,000 gallons of oily bilge water.” It is critically important that we ensure this waste does not contaminate our marine ecosystems. Easter is the designated annual day to remember what many Christians actually celebrate every Sunday of the year: the death, burial and resurrection of the historical person, Jesus of Nazareth. Earth Day is the annual day of celebration of our responsibility to preserve this unique planet, a task that should also be prac-

Defend education funding ONE OUT OF THREE Alaskaborn second graders have had at least one report of harm to child protection made because of safety concerns, and TWO OUT OF THREE Alaska adults report experiencing at least one Adverse Childhood Experience (including abuse, neglect, or household dysfunction) before age 18. These statistics, reported by the Alaska Department of Health and Social Services, have profound ramifications for Alaska schools. Researchers’ scientific findings from studying the brain and stress response system show that exposures to traumatic events can significantly impact a student’s ability to learn and be healthy. While the facts about Alaskans’ exposure to trauma are grim, research also shows that there are proven remedies to counteract an overly stressful childhood. Alaska and national research indicate that specific skills taught to students can counteract the impact of trauma and change short- and long-term harmful outcomes. So, there is hope. Areas of the brain related to language and memory are impacted by high exposure to stress and trauma. Also, high stress impacts the ability to manage our emotions and keep working on a job even when things get tough. These crucial self-discipline skills are essential factors for leading successful lives. School districts and early educators are incorporating this knowledge into the way they teach our children. They’re building on research by Nobel Prizewinning economist Dr. James Heckman, which shows that investment in quality programs to support parents of young

He reports a 13% annual return on these investments, with savings coming from increased income, reduced crime, and better health. Dr. Heckman also states that selfdiscipline skills essential to success, often called social-emotional skills, can be taught. These skills make a significant difference in academics and later success. Employers agree. Students learn social-emotional skills through strong relationships with adults. School staff members are often the ones who step forward when other adults in a child’s life cannot. For many young Alaskans, this connection is the key to academic and social success. A recent study produced for the Association of Alaska School Boards using School Climate and Connectedness Survey results showed that whether or not students and staff “felt safe” at school was a big predictor of student academic success. PARIS — Paris police investigators think an electrical short-circuit most likely caused the fire at Notre Dame Cathedral, a police official said Thursday, as France paid a daylong tribute to the firefighters who saved the world-renowned landmark. A judicial police official told The Associated Press that investigators made an initial assessment of the cathedral Wednesday but don’t have a green light to search Notre Dame’s charred interior because of ongoing safety hazards. The cathedral’s fragile walls were being shored up with wooden planks, said

the official, who spoke on condition of anonymity because he wasn’t authorized to speak by name about an ongoing investigation. Investigators so far believe the fire was accidental, and are questioning both cathedral staff and workers who were carrying out renovations. Some 40 people had been questioned by Thursday, according to the Paris prosecutor’s office. The police official would not comment on an unsourced report in Le Parisian newspaper that investigators are looking at whether the fire could have been linked to a computer glitch or the temporary elevators used in the renovation work, among other things. The prosecutor’s of-

fice said only that “all leads must be explored.” Since the cathedral will be closed to the public for years, the rector of the Catholic parish that worships there has proposed building a temporary structure on the plaza in front of the Gothic-era landmark, and City Hall gave its approval Thursday “subject to technical restraints.” “The rector has no cathedral for the moment. …. But I’m going to try to invent something,” Bishop Patrick Chauvet said. A crypt containing vestiges dating from antiquity is located under the vast esplanade. President Emmanuel Macron has said he wants Notre Dame to be restored in five years, in time for the 2024 Summer Olympics, which Paris is hosting. Restoration specialists have questioned the ambitious timeline, with some saying it could take three times that long to rebuild the 850-year-old architectural treasure. Earlier Thursday, Macron held a ceremony at the Elysee Palace to thank the hundreds of firefighters who battled the fast-moving fire at Notre Dame for nine hours starting Monday evening, preventing the structure’s destruction and rescuing many of the im-

portant relics held inside. “We’ve seen before our eyes the right things perfectly organized in a few moments, with responsibility, courage, solidarity and a meticulous organization”, Macron said. “The worst has been avoided.” The cathedral’s lead roof and its soaring spire were destroyed, but Notre Dame’s iconic bell towers, rose windows, organ and precious artworks were saved. Macron said the firefighters will receive an Honor Medal for their courage and devotion. SEOUL, South Korea — North Korea said Thursday that it had test-fired a new type of “tactical guided weapon,” its first such test in nearly half a year, and demanded that Washington remove Secretary of State Mike Pompeo from nuclear negotiations. The test, which didn’t appear to be of a banned mid- or long-range ballistic missile that could scuttle negotiations, allows North Korea to show its people it is pushing ahead with weapons development while also reassuring domestic military officials worried that diplomacy with Washington signals weakness. Separately, the North Korean Foreign Ministry accused Pompeo of playing down the significance of comments by leader Kim Jong Un, who said last week that Washington has until the end of the year to offer mutually acceptable terms for an agreement to salvage the high-stakes nuclear diplomacy. Both the demand for Pompeo’s removal from the talks and the weapon test point to North Korea’s displeasure with the deadlocked negotiations. In a statement issued under the name of Kwon

Around the World Columbine community moves ahead, awaits details on teen LITTLETON, Colo. — A Colorado community changed forever by the attack that killed 13 people at Columbine High School moved ahead Thursday with ceremonies marking the anniversary of the tragedy while awaiting more details on what led a Florida teen “infatuated” with the shooting to buy a shotgun and kill herself in the snowy foothills nearby. Many questions remained unanswered about 18-year-old Sol Pais, but a friend disputed the contention by authorities that she posed a threat. Adrianna Pete painted a complex picture of Pais, saying she was deeply troubled, lonely and often talked about suicide but was also brilliant, kind and a talented artist who loved to draw. Pete, 19, a college student in Carleton, Michigan, said she met Pais online two years ago through a mutual friend and quickly developed a friendship involving near-daily communication. They met in person twice, once when Pete traveled to Florida and once when Pais went to Michigan. Pete faulted authorities for overreacting in portraying Pais as a threat based on her activities before her death. “She never threatened anyone,” Pete said. “There are no credible threats and only assumptions that she was just because the word Columbine was included.” Pete said Pais had a weird obsession with the Columbine killers but that didn’t mean she was planning an attack. The killers were “someone she could relate to” because they were lonely, not because of their violence, Pete said.

Commission: New NAFTA would deliver modest economic gains WASHINGTON — President Donald Trump’s new North America trade agreement would give the U.S. economy only a modest boost, an independent federal agency has found. The International Trade Commission said Thursday that Trump’s U.S.-Mexico-Canada agreement would lift the U.S. economy by 0.35%, or $68.2 billion, and add 176,000 jobs six years after it takes effect. That’s barely a ripple in a $21 trillion-a-year economy and a job market of almost 151 million people. The commission’s analysis is required by law and is expected to kick off a contentious congressional debate on the regional trade pact designed to replace the 25-year-old North American Free Trade Agreement. NAFTA tore down most trade barriers between the United States, Canada and Mexico, leading to a surge in regional trade. But critics, including Trump, said the pact encouraged manufacturers to pull out of the United States, relocate to low-wage Mexico and ship products back across the border duty free. The revised version, signed by the three countries last year but awaiting approval by each of their legislatures, is designed to encourage factories to move back to the United States. For instance, one provision says that in order for a car to quality for duty-free treatment under the agreement, 40% of its content must be produced in North American factories where workers earn an average of at least $16 an hour — that is, not Mexico. The commission found that the new pact would modestly raise the price of U.S. cars and reduce sales. It would create 30,000 jobs in American auto parts plants but cost 1,500 jobs in factories that assemble cars. Hours before the commission released its report, the Trump administration released more upbeat findings of its own. The Office of the U.S. Trade Representative, citing its consultations with automakers, predicted that the agreement would encourage $34 billion in investment in U.S auto plants and create 76,000 auto industry jobs over five years. — The Associated Press

because Jesus is risen and alive. What great news this Easter and always! In your life journey you can rejoice in the resurrection. Jesus can walk and talk with you in a spiritual way. His tomb is empty, his name is salvation, his Spirit is the Comforter, and his word is powerful. Look to Jesus for comfort and peace because he is faithful and wonderful. I

got confused looking out at Resurrection Bay recently. The horizon was clouded, none of the mountains that typically line the coast were visible from Seward, and for a brief moment I thought I was looking out at the Atlantic. I grew up staring out at the vast emptiness of that easterly ocean while playing in the sand on New Jersey’s beaches. Sometimes a sporadic barge or two would dot the coastline, or a fleet of charter boats heading out to find that day’s bite. Is that dad’s boat? I wouldn’t be able to tell until it moved in closer, a more defined stroke on a very, very blank canvas. Staring off at the ocean from Resurrection Bay has rarely reminded me of home — the waves don’t break the same way, different types of ships pass by and there are islands and mountains. But, when the horizon was clouded and I saw nothing except flat light sky and the Pacific, I was reminded of the other ocean. A friend recently flew over all of the land separating those two oceans to visit Seward (and me). Within hours of her arrival, tragic loss started tugging her back toward the Atlantic. Her vacation turned into a weekend away and we threw all plans out the rental car window. What do you do with a friend who has just a handful of hours to spend in Alaska? What do you do to show off your home to someone you love, whose visit is clouded by loss? Before her arrival, I thought of how excited I was to show Nikki my newfound love of mountains, a landscape so foreign to us East Coast beach dwellers. I had planned out hikes and trips up and over the world below, but instead we stuck with what we know. We stayed near the ocean, closing our eyes and spotting those same old smells and sounds. I was relieved, looking out at Resurrection Bay, as Nikki and I sat on a towel wrapped in blankets and coats to stay warm. The mountains were illuminated by the sun peaking out from behind the clouds. The waves were breaking in different directions, sometimes crashing into each other and sending speckles of saltwater up into the air. The black sand beach below our towel was more rock than sand, flat rocks that felt smooth in our fiddling hands. Surfers clad in thick wet suits walked along the shore, boards tucked under their arm the same way they do back home. I was relieved at how familiar See BLUE, page A8

Tutka trail takes center stage By JOEY KLECKA Peninsula Clarion

The rugged backcountry on the south side of Kachemak Bay is getting a fresh look from hikers with an eye on connecting two coasts. As part of KDLL’s Adventure Talks series, the Tutka Backdoor trail took center stage Thursday at the Kenai Visitors and Cultural Center in a small presentation and discussion with two men who are most familiar with the project that attempts to connect one body of water with another with a long distance route that spans backcountry woods and open tundra. Bretwood Higman, executive director of nonprofit Groundtruth Trekking, and Eric Clarke, a park specialist with Kachemak Bay State Park, have combined knowledge and resources to help vitalize the effort to create a 21-mile stretch of trail in the Kenai Mountains. “People like the idea of a pointto-point trail,” Clarke said. Clarke and Higman — or “Hig” for short — have both spent a lot of time out in the region over the past several years staking out the best route through rugged wilderness that would best suit the needs and interests of hikers and park management.

Billed as the peninsula’s newest long distance hiking trail that connects Tutka Bay to Taylor Bay, or more broadly, Kachemak Bay to the Gulf of Alaska, which opens up to the Pacific Ocean, the planned route essentially crosses the southern tongue of the Kenai Peninsula, a mountainous region that is dominated by the Harding Ice Field on its northern edges. The southern flanks feature a plethora of bays and fjords that house communities and villages like Seldovia, Nanwalek and Port Graham. The two men originally came together with a plan in 2014 to clear a path, but the permit was issued beginning summer 2016. Clarke said there is no set date for completion. Higman said the trail would be the only ice-free route from Kachemak Bay to the outer coast, and the eventual idea is to reach Gore Peak, a 1,411-foot summit that overlooks Port Dick, a larger bay that opens up to the vast ocean. Taylor Bay is one of a few recessed bays that shares water with Port Dick and represents the end of the line for the Tutka Backdoor Trail. The height of the trail includes a pass between the two trailheads that reaches upwards of 2,500 feet elevation, and some of the sur-

rounding peaks top out over 4,000 feet. The trail begins in Tutka Bay and already shares part of a trail that links Seldovia to the region surrounding the bay. Higman said the additional stretch of existing trail would put the length at over 40 miles. Much of the trail has already been carved out thanks to volunteer efforts organized by Groundtruth Trekking and the state park. Clarke said since 2016, when efforts began to clear a path, groups of 10 to 12 volunteers have traveled out there to bushwhack through the woods and extend the route little by little. Of course, that also leads to measures being taken to account for park rules and regulations. Clarke said there has never been a cleared route through the mountains that leads to the other end, so there must be the right amount of resources for hikers to get rescued should they need it, trail standards and reports, and field training and inspections. “It comes down to what kind of trail would we want to see?” explained Clarke. Higman said the area will be receiving more trail work this summer with three separate trips planned.

The Soldotna girls rolled to a 10-0 shutout victory over Houston Thursday night in nonconference soccer action. The road to becoming a U.S. Fish and Wildlife pilot-biologist

I

remember the first time my Uncle Larry flew down in his Cessna and picked me up at the little airport a few miles from my house. We spent the day flying around the Gila National Forest in New Mexico looking at elk and mule deer. My little 7-year-old brain immediately appreciated the new perspective that a thousand feet of altitude provides, even when looking down at places I thought I knew. A little over a decade later, my 19-year-old butt was firmly planted in the back seat of a Piper Super Cub flying over the endless expanse of wetlands east of the Koyukuk River in Interior Alaska. I had arrived in Galena a few days earlier to work for the U.S. Fish and Wildlife Service as a biological technician. My first task was to be an observer for aerial surveys to estimate moose productivity in the Koyukuk and Innoko national wildlife refuges. To this new and inexperienced biologist came a revelation — the only way to accomplish large mammal surveys

and locate radio-collared animals in such remote areas is with aircraft. I would need to learn how to fly. It took years to save up the money and vacation time to get my pilot licenses. First, the private pilot license and tailwheel endorsement. More saving money and vacation time, and I got an instrument rating, and finally a commercial pilot license. Knowing that it would be even more useful if I could land on the countless lakes in Alaska, not only for work but also for hunting and fishing, I earned my commercial seaplane rating the following year. While meeting all these Federal Aviation Administration requirements allowed me to fly different types of aircraft and even fly for financial compensation, they were not enough to qualify as a pilot for the Department of the Interior. Among additional Department of the Interior requirements, I had to gain more experience and log hundreds of additional hours as pilot in command, racking up several hundred hours in the last 12

R efuge N otebook D om W atts months alone. Even with the minimum required 500 hours in my logbook, I still had to meet additional Department of the Interior requirements. Because many U.S. Fish and Wildlife Service missions are often not conducted near airports, I also had to hone my backcountry landing skills, which I practiced from the deserts of Arizona to the mountains of Oregon and Washington. Additional night hour requirements meant that I had to spend time flying the Sacramento Valley at night building time. During wildlife surveys and radio-tracking missions, there is always a lot of circling animals at low altitude. To increase safety during these and other flights, U.S. Fish and Wildlife Service pilots are required to periodically take

Emergency Maneuver Training. Commonly referred to as “spin training,” these training sessions let you practice spin recoveries and other maneuvers to get yourself out of bad situations, by purposefully getting yourself into them. Aside from the fact that it might save you and your passengers someday, I have to admit that spin training is also some of the most fun flying I’ve done. As a pilot-biologist for the Kenai National Wildlife Refuge, I am expected to conduct low altitude surveys for everything from moose and caribou to trumpeter swans. I will also spend a lot of time in the Kenai Mountains doing surveys and radio-tracking missions for Dall sheep and mountain goats, which requires additional Department of the Interior training and experience flying at low altitudes in the mountains. My other duties include hauling colleagues and gear to remote locations for projects such as lake surveys for aquatic invasive plants and maintaining refuge cabins and trails, as well as aerial photography flights,

checking snow depth markers and other specialized missions. Additional Department of the Interior requirements include recurrent specialized training for operations such as off-airport and short-field landing, low-level surveys, mountain surveys, resource reconnaissance and floatplanes, as well as periodic tests of my knowledge and skills for these missions. All these requirements might seem like a lot, but they collectively help ensure that Department of the Interior personnel return safely from a variety of U.S. Fish and Wildlife Service missions. The fact is that pilots can always improve with practice and training with more experienced pilots. it felt, to sit by Nikki’s side on the beach. We debated how long it would take for the rising water to reach our blanket. It inched closer and closer, but never quite got to us. We talked about what we’ve done, how far we’ve come and what we’ll do in the future. We reflected on loss, wondering what good can come from pain. We decided — a lot. She walked around, putting her hands into the sand and sending her feet up high. She pointed her toes, bent her legs, showing the mountains around her that, although she wouldn’t conquer them this time, she was just as tall and strong as they are. I was relieved that we found ourselves laughing, falling back into familiar jokes and the same smiles that we’ve shared for years as friends, side by side on the beach just as we’d always done. I wasn’t confused. I knew we were far from the blank canvas of the Atlantic Ocean, but I was relieved that Resurrection Bay brought us home again.

A FEW MORE HINTS Dear Heloise: The following are some hints I have used around the house: * If you’re removing fiberglass insulation, put your arm through long plastic bags like those you find on newspapers. Cut holes for your fingers, then slip on gloves to protect your hands. The plastic bags help keep the fiberglass off your forearms and shirtsleeves. * Use your water tooth cleaner as a mini jet washer to clean the dishwasher filter, jewelry, etc. * Save the paint stir stick when you paint a wall. You can use it to help select other colors for things like curtains, sofas and chairs. * Always paint the molding in a room first. DEAR ABBY: My 8-year-old daughter is seriously allergic to most animals, including cats and dogs. Even a little fur sets her off. She was recently sent home from school sick after she had borrowed a sweater from a friend who has a cat. We are working with an allergist, but this isn’t something that’s going to go away with simple treatment. My sister lives in a different state and has invited my family to spend the holidays at her home this year. However, she recently started fostering stray animals for a local shelter and has between five and 10 of them in her house at a time, in addition to their two cats and a dog. I have told my sister we can’t visit her with the animals there. Although she insists that she’ll vacuum and it will be OK, there is no way this is safe for my kid.
