In an apt description of all that falls under Capt. Johnston’s command umbrella, Navy League copresident Beth Munns introduced Johnston as the “mayor” of NAS Whidbey Island. “He is in partnership with us. He is one

New center slated to open in November By K ATHY REED

aval Air Station Whidbey Island’s soon-to-open Child Development Center on Regatta Drive can only be described as a marvel of kid- and eco-friendly construction. Work on the project began last October and officials anticipate being able to open its doors in November, a full two months ahead of schedule. “We anticipate the building will be turned over to us in October,” said Linda Jury, Child and Youth Programs Administrator. Jury said there will be unpacking and finishing touches to be completed by the staff before the center can begin operating. The new center will accommodate 218 children ranging in age from 6 weeks to 5 years, nearly twice as many as the current Child Development Center located a few blocks away on Clover Street. Because the Clover Street facility will remain open, child care capacity for active duty and

qualifying personnel will nearly triple. The new center features all the latest innovations child care workers could wish for, including child-sized bathroom facilities in each of the 17 child activity rooms, roll-out steps that lock in place so children can make their way (with assistance) up to the changing table instead of having to be lifted, built-in magnetic cabinet locks, pinch-proof doors, pintsized furniture and windows — lots of windows — to better enable staff to see, no matter where they are in the building. A closed-circuit television system will allow the director to monitor activity in each room as well. New outdoor play areas — which can only be accessed from inside the building — stand waiting to be used and abused, complete with artificial grass to help keep busy children clean and special rubberized material to cushion them if they fall. Rooms in the new facility are flexible, and can change with the population. “The number of children in a particular age group can fluctuate from year to year,” Jury said. “So they’ve made the rooms adjustable.” Rooms can change to accommodate either infants or pre-toddlers, for instance, or be shifted from toddler to preschooler rooms. SKIPPER | FROM PAGE 1 of us in our community and I don’t want us to ever think it’s them versus us,” said Munns. “We are truly one community and we are very honored to have you with us today to let us know what’s happening in your town.” Capt. Johnston’s presentation covered a variety of topics, from events in which the base has partnered with the community to the Maritime Patrol and Electronic Attack platform transitions underway to improvements in the quality of life for personnel on NAS Whidbey. High points of the past year involving the community included Memorial Day, observances the Centennial of Naval Aviation event in July, Battle of Midway observances, joint force protection exercises and the arrival of the A-3 Skywarrior. “That was truly impressive,” said Johnston. “The plane is in the process of being de-militarized over there on the flight line. We look forward to getting that on the top of the hill. Thanks to the Skywarrior Association for doing that for us.” Latest figures on the base population remain about the same: There are currently 7,589 active duty military personnel and 2,420 civilian and contractor employees. The economic impact of NAS Whidbey on Island County needed little explanation. “My favorite statistic ... 88 percent of all economic activity in Island County can be linked to the Navy presence and 68 percent of employment can be attributed to the base. That’s an important argument ...and I put that out there for anyone who will listen,” Johnston said.

Platform Transitions Johnston said the transition from the EA-6B Prowler to the EA-18G Growler is progressing quickly. So far there is one training squadron and four operational Growler squadrons. When the transition is complete, there will 114 Growler aircraft. So far the base has received 55. “In fact they’re delivering aircraft faster than we can put them into service and

man-up squadrons, so we’ll have to accept a few of these airplanes and store them for a while,” Johnston said. In terms of whether the P-8A Poseidon will replace the P-3C Orion at NAS Whidbey, Johnston said they hope to have a resolution to that question soon. If the program of record stands, there will be a total of four squadrons with seven aircraft per squadron. “We’re still forging ahead with the plans to host those four squadrons, modify our hangers and build simulators to support them,” Johnston said. “We’ve put our best cost estimates forth to the decision makers.”

Aging infrastructure Work will continue to modernize the aging infrastructure on NAS Whidbey. Johnston said they will be replacing or modernizing the fuel pipeline that runs from the Ault Field Base to the Seaplane Base next year. He said the Navy has been working with officials from the city and county on details of the construction. Other energy initiatives include waterline replacement, which has been completed on Ault Field but will be getting underway in some of the Forest City housing areas. Overall, Johnston said the base has reduced its energy consumption by 30 percent over the past six or seven years, but they continue to work on ways to conserve, such as metering usage and installing solar panels and ground source heating.

Quality of Life Improvements to quality of life include new equipment, resurfacing gym floors and increasing hours at the Fitness Center. Repairs to the softball fields, track and tennis courts are on the horizon. “We’re getting synthetic fields ... longterm costs are going to be much cheaper than mowing the grass and maintaining landscaping,” Johnston said. Improvements to Kegler’s in the Convergence Zone on the Ault Field Base have been completed and the eatery reopened last Friday. Other projects over

KATHY REED/WHIDBEY CROSSWIND the last year have included renovations to the Skywarrior Theater and the CPO Club ballroom, the 14th green was rebuilt at Gallery Golf Course and new playground equipment and tables were installed at Rocky Point/Can Do Inn. Cliffside RV Park is scheduled to reopen in the spring of 2012 and will feature 60 RV sites, six yurts and 10 tent sites. The remodeling project at the Navy Exchange on Seaplane Base is completed and a grand opening ceremony will be held Thursday, Oct. 13 at 8:30 a.m.

Future plans Projects on the horizon include enhanced use lease opportunities, such as the proposal by Nichols Brothers to lease space on the Seaplane Base. Johnston was scheduled to meet with Mayor Slowik following the Navy League meeting. There are also plans to cut trees near the runway due to interference with the glide path. “We commissioned a LIDAR study, a light detection and ranging study, which

is just a fancy way of telling us we’ve got trees in the way,” Johnston said. “So we’ve had to take some of those trees down. Some of them can be trimmed, but some we have to take down altogether. ... You can only go up so high on the glide path before it’s unsafe.” Johnston also addressed rumors regarding the Seaplane Base gates. He said they were not removed by mistake or for convenience, but rather because they were adhering to their responsibilities regarding anti-terrorism force protection and what the requirements are. “So, yes, you will see gate guards back at the Seaplane Base,” said Johnston. “There will be times when they won’t be there. There will be certain hours per day that we will be manning those.” Johnston ended his presentation with pictures of events sponsored by the Navy League, such as the military appreciation picnic and the recent reception for the Scorpions of VAQ-132 with the caption “Thanks for all you do year round to support our military.”

Navy League draws local dignitaries O

ak Harbor has already established itself as a strong supporter of the Navy, and the healthy turnout Tuesday for the monthly meeting of the Oak Harbor Area Council of the Navy League was further proof of the city’s commitment to maintaining that support. Several local dignitaries were on hand for the luncheon, including Rep. Barb Bailey (R-District 10), Island County Commissioners Angie Homola and Kelly Emerson, Oak Harbor Mayor Jim Slowik, Oak Harbor city administrator Paul Schmidt and Oak Harbor city council member Jim Campbell. This month’s intelligence briefing was conducted by Intelligence Specialist Second Class Ryan Mosley, from Electronic Attack Squadron (VAQ) 137. A native of Beaverton, Ore., Mosley enlisted in the Navy in 2000. He reported for duty with the Rooks of VAQ-137 in July, 2010. Mosley’s briefing included a recap of the death of Yemeni Muslim Cleric IS2 Ryan Mosley Al-Awlaki, who was reportedly killed by a CIA drone strike in Yemen.

“He was considered one of the AQAP’s (Al-Qaida in the Arabian Peninsula) operational leaders and his death will be considered a heavy blow to AQAP in Yemen,” Mosley said. Moving on to the situation in Libya, Mosley said the focus has been on the city of Sirt.

“At this point in time, its unknown where Col. Ghaddafi is at, however the TNC (Libyan Transnational Council Forces), or the rebel forces, have surrounded the major city of Sirt and are looking to actually commence an offensive, and it’s like that this will actually continue on for the rest of this week,” he said. In addition, Mosley said the evacuation of about 1,200 African migrants continues from the city of Sabha, which was captured by pro-Ghaddafi forces last month. Mosley’s briefing also included statistics on the Afghan War. In the past 10 years, more than 2,700 U.S. and Coalition forces have died: 1,780 U.S. troops, 382 British and 157 Canadian. “The leading cause (of death) is roadside bombs, however the secondary cause is small arms fire and third being helicopter crashes,” said Mosely. The meeting also included a birthday serenade and three cheers for treasurer Jo Balda. Navy League copresident Beth Munns gave a recap of the recent Military Appreciation event for VAQ-132 held at Whidbey Island Bank and Dave Williams went over plans for the upcoming Veterans Day program. The event will take place at 11 a.m. on Friday, Nov. 11 at the Oak Harbor High School Student Union Building.


Pioneer Way fun run Oct. 15

Downtown ribbon cutting planned

The Oak Harbor Downtown Merchants Association will celebrate the completion of the Pioneer Way construction project with a 5K fun run and one-mile fun run/walk on Saturday, Oct. 15. Those interested may check-in at Fidalgo and Dock Street at 9:30 a.m. The 5K run will begin at 10 a.m. and the one-mile run/ walk will begin at 10:30 a.m. Registration for the 5K is $25 while the onemile is $10. All participants must sign a participation waiver. The first 100 people will receive a T-shirt. Anyone who registers by Oct. 9 is guaranteed a shirt. All participants will receive a goodie bag. Registration forms may be returned to Bayview Embroidery ‘n Print or Paint Your World. Information is available by calling Mercy at 679-7900. Proceeds will be used to promote commerce in the downtown merchants’ district.

There will be a ribbon cutting in honor of the new downtown Pioneer Way from noon to 2 p.m. Saturday, Oct. 15 in downtown Oak Harbor. Members of the Swinomish Tribe will barbecue salmon and downtown restaurants will provide side dishes for a ‘sweet taste of Pioneer Way.’ Hot dogs will also be provided. Other activities include music, a poker walk, balloons and, weather permitting, chalk art.

Crescent Harbor Adventures sets winter hours Crescent Harbor Adventures on the Naval Air Station Whidbey Island Seaplane Base will be changing its schedule for the winter. CHA will be closed this weekend, and will be open from Monday through Friday beginning Monday, Oct. 10. Call 257-4842 for details.

Heybrook paranormal hike Enjoy a frightfully good time in the great outdoors with Crescent Harbor Adventures as they lead an all-day hike up to Heybrook Lookout on Saturday, Oct. 22. The short, moderately steep climb will reveal views of Mount Index, Mount Persis and Mount Baring. Those participating will also see Bridal Veil Falls. The afternoon will include an exploration of Wellington, the site of America’s worst avalanche disaster. Members of the Northwest Paranormal Investigation Agency will share the history and tales of the unsettled spirits that linger there. The hike is designed for the aspiring ghost hunter and railroad buffs. Deadline to register is Thursday, Oct. 20. Cost is $34 for adults, youth ages 10 to 17 are $17. Run the rock this weekend The Whidbey Island Running Club hosts the second annual Runnin’ the Rock XC Invitational Saturday at the Gallery Golf Course on Naval Air Station Whidbey Island. This event is open to all ages. Course walk-through is at 10:15 a.m. Races start with the youngest age group at 11 a.m. Cost is $7 for those 18 and under and $10 for all others. DUI/Underage drinking prevention panel The Impaired Driving Impact Panel of Island

Hospice and home health volunteers The Home Health Care and Hospice of Whidbey General Hospital is seeking volunteers to visit with patients and families. Volunteers are trained and equipped for this work, which may include providing respite for the caregiver, companionship for the patient, light housework and meal preparation, or running errands for the family. The work may also involve being with patients at the end of their life which many find to be a great privilege.

Volunteers typically spend two-to-four hours a week on their assignment. Monthly meetings offer ongoing education, sharing of case assignments, and good fellowship. Breakfast helps school children The biggest breakfast of the year for Oak Harbor students has little to do with the bacon, eggs and coffee served. Oak Harbor Educational Foundation’s annual “Bud Skinner Breakfast for Education” will be held from 7 to 9 a.m. Tuesday, at the Elks Lodge in Oak Harbor. The cost is $25 per person. Development should be a two-way street One of the first things I noticed when I moved to Oak Harbor was the nearly symbiotic relationship between the Navy and the city. It is obvious to anyone the impact the Navy has on not only this community but Whidbey Island and Island County in general. To say the economic landscape would look completely different if the Navy had never come to town would be an understatement. The community in general and the city of Oak Harbor in particular have worked hard to establish and maintain a good relationship with the Navy over the years. To say the city of Oak Harbor KATHY needs the Navy is, once again, REED an understatement. But I think the Navy needs Oak Harbor as well. When I attend functions like the military appreciation event put on recently by the Navy League and Whidbey Island Bank, it’s clear to me that the community can play a vital role in helping Navy personnel have a positive, well-rounded life on Whidbey Island, which one would think translates into more productive personnel at work. It’s encouraging to me when I hear there is ongoing dialogue between city officials and Navy leaders concerning economic development, like the proposal put forth by Nichols Brothers to expand its boat building business to Oak Harbor by way of the Navy’s Seaplane Base. The potential to develop new business for Oak Harbor and put more people to work during these tough economic times is a big carrot to dangle in front of us. It would be a shame to lose it. Hopefully the Navy’s decision-makers will feel the same way. The city proves over and over again it’s willing to do what it can to help the Navy. This would be a great time to show once again that it’s a two-way street. -Kathy Reed, editor

Why pet dental care is important

M

ore than 85 percent of dogs and cats older than 4 years have dental OR issues. Every dog that weighs less than 25 pounds is prone to dental AKE disease. I start my discussion about dental care with these documented statistics because I am always surprised why pet owners don’t take dental disease more seriously. DVM In human medicine, chronic inflammation has been linked to a multitude of disease problems. Inflammation, in its simplest terms, is the body’s response to injury at a cellular level. This response helps initiate the body’s defense mechanisms, but if the inflammation becomes chronic, the response can have negative effects. Dental disease, whether it is in a human, a dog, or a cat is a type of chronic inflammation. Dental disease starts when plaque forms. Plaque is a colorless fluid that is formed by bacteria in

the mouth. Plaque begins to form within 12 hours after a tooth has been cleaned. If the plaque is not ETS removed, minerals in food collect on it to form a hard dental calculus. This yellow-brown tartar is irritating to the surrounding gum tissue, resulting in gingivitis. Gingivitis, or IEL inflammation of the gums, changes the pH of the mouth. This creates an environment which allows bacteria to colonize under the gum line, resulting in destruction of the tissues supporting the tooth and its eventual loss. Dental disease, if left untreated, can also be a factor in heart, lung, liver, kidney, and prostate infections. What to do? Dental care at home is a great place to start. Brushing your pet’s teeth at home is absolutely the best thing you can do. But I know, as a pet owner myself, that this is not always an easy thing

sk anyone who has actually experienced Navy boot camp, or any boot camp for that matter — while very few will describe those weeks as being fun, most do acknowledge that the shared group experience is what helped them get through it all. Many go on to graduate boot camp at the height of physical condition. A local business out to prove its fitness program is “Not for Sissies” set up an obstacle course last Friday to give a military boot camp feel to its promotional campaign. Adding to the military vibe, employees of Curves for Women dressed in camouflage-style fatigues and caps. “This is a national campaign that represents our commitment to helping the women of our community beat down the obstacles to fitness in their lives,” said Heather Alvarez. “But on a local level, this is such a military town that we thought it very appropriate to have an on-site obstacle course here today.” The event Friday aimed to acquaint participants with what the facility had to offer and more: tents set up in the parking lot hosted tables dedicated to health-related information, gift baskets, prizes, and refreshments that included samples from a healthy bake-off contest. One of the posters advertised a program called Silver Sneakers. “We want to draw people’s attention to efforts such as Silver Sneakers, which recognizes the positive effects a fitness program offers, and can provide memberships to clients,” said Alvarez. “Thanks to those positive effects, many of our clients have been able to come off their prescription medication for hypertension, diabetes, and other ailments.” While its 30-minute circuit workout still forms the cornerstone of its business, manager Sarah Dugan said there is always opportunity for innovation. “Since February, we have offered a class called Curves Circuit with Zumba Fitness,” said Dugan. She described the interest in the Zumba class as “having snowballed ever since we started it.” Incorporating Zumba with a Curves workout just made sense, she said. “We wanted to be a part of this (Zumba), because it seemed to be helping women lose weight and achieve other fitness goals,” said Dugan. The demand for innovative workouts in Oak Harbor is obvious. The fitness center on Naval Air Station Whidbey Island is experiencing such a wave of interest in its Zumba classes it’s come to the attention of the base’s commanding officer. “That is taking off like gang busters,” Capt. Jay Johnston told members of the Oak Harbor Area Council of the Navy League Tuesday. “It’s taken off so fast and furious they’ve had to move it out of the gym proper and out into the fit dome ... because so many people are signing up for Zumba.” Karey Bachman, married to Aircrew Survival Equipmentman First Class Jason Bachman, is currently leading the Zumba fitness class at Curves. The experience could not be more enjoyable for everyone involved, says the mother of five. “It’s so much fun. While not a substitute for brushing, there are some pet foods and treats (t/d by Hill’s and CET chews from Virbac, for example) that can help decrease the rate of plaque and calculus formation. There are also oral rinses and water additives that can be used when tooth brushing is not an option. There are many products widely advertised that promise to miraculously dissolve your pet’s dental tartar with a simple spray. How do you find out which products will really work as advertised without wasting your time and money? Start by visiting the website of the Veterinary Oral Health Council (www.vohc.org). Since 1998, members of the council, including representatives from the American Veterinary Dental College, the Academy of Veterinary Dentistry and the American Veterinary Dental Society, review test data and award a seal of approval for those products that actually can reduce the severity of

dental disease in pets. Home dental care is important to helping maintain your pet’s dental health, but it is not a substitute for regular professional dental exams and cleaning by your veterinarian. A dental exam and cleaning includes probing the gum line of each tooth to chart any potential problems. This is followed by ultrasonic scaling, polishing, and management of any specific problems found during the charting. This may require oral radiographs, extraction of a fractured or diseased tooth or other procedures, such as a root canal. Dental care is an important part of your pet’s overall health. This is just one of the reasons why an annual exam by your veterinarian is a fundamental part of helping to keep your pets healthy and happy. ity.” An in-floor heating system that circulates hot water will keep some of the rooms warm. “Infants and pre-toddlers spend a lot of time on the floor,” said Potter, “so you want to keep them warm.” “The heating systems all interface with one another,” said Michael Goode, with Veterans Northwest Construction. “In those rooms with in-floor heating, that will be the primary heat source, but it will be augmented by the main heating system for the building.” For construction to finish ahead of schedule, it obviously took teamwork and good communication. “Working with Veterans Northwest (Construction) has been the greatest,” said Jury. “The whole project has really been great.” “It has been a true partnership,” Potter said. “This has been the poster child for partnerships,” said Goode. “It’s been a great counter-balance. My job is to inspect every nut and bolt, to make sure every single thing that goes in here is what it’s supposed to be.” Goode also praised the subcontractors used for different phases of the construction, many of whom were local. “As far as subcontractors go, there’s usually one that stands out on every job,” he said. “On this project, there were five. Those guys were top notch. The community should be proud.”

changes, the center will have the ability to adjust to meet parents’ needs. Some the most impressive parts of the new center are the parts you don’t really think about. Because the center is a military facility, it meets antiterrorism safety criteria for the Department of Defense — the front entrance is set back from the parking lot and all the windows are blast-proof, for example. But the new center isn’t just kid-friendly. It is designed to be eco-friendly as well. The building was originally meant to meet Leadership in Energy and Environmental Design’s (LEED) Silver standard, but builders exceeded those standards and the center achieved LEED Gold. “It’s not just what you see here,” said Jon James, supervisor and general engineer for the project. “It’s in the types of materials used. Everything is made from recycled or

environmentally-friendly products. Where you get your materials from matters, too. We got most of the materials from within 500 miles.” There is a central drainage system outside that drains all the water away from the building and play areas. Solar panels on the roof and four wind turbines in the parking lot will produce enough alternative energy to power all the lights in the building. Energy produced by the turbines and solar panels will essentially be sold back to the power company, meaning smaller utility bills. A program already in place will help the lights run more efficiently as well. “The lights are pre-programmed to be on during normal hours,” explained Lloyd Potter, engineering technician on the project. “All the lights are on motion sensors, so they’ll come on when someone enters a room and shut off after 20 minutes of inactiv-

USS Nimitz moves out of dry dock By MC3 IAN A. COTTER

BREMERTON, (NNS) — USS Nimitz (CVN 68) moved from Puget Sound Naval Shipyard and Intermediate Maintenance Facility’s Dry Dock 6 to Naval Base Kitsap-Bremerton’s Pier Delta Sept. 29, after completing required out-of-the-water maintenance while in dry dock. After moving to Pier Delta, work aboard Nimitz will continue as the ship’s Docking Planned Incremental Availability comes to a close. “We’re not done yet,” said Lt. Cmdr. Chuck O. Jones, the ship’s maintenance manager and assistant DPIA coordinator. “The majority of the big industrial work is complete. Now we’ll be restoring the ship back to operational status.” Most divisions aboard the ship have about 10 percent of their workload left to complete. “Normally an availability is 15 months long with eight to 10 years in between,” said Jones. “But because other ships are also scheduled for dry dock time relatively soon, the availability was shortened to about a year.” While in dry dock, Nimitz received numerous refurbishments and upgrades. Some of the new upgrades consisted of a more efficient computer Local Area Network system, two new sponsons welded to hold close in weapons systems (CIWS), 15 new industrial dryers and one new industrial washer. Moving the ship out of the dry dock is

a complicated process. Nimitz’ bridge was filled with personnel and watchstanders ensuring the ship moved safely out of Dry Dock 6 and over to Pier Delta. “It was pretty complex, because there were so many watchstanders on the bridge,” said Quartermaster 2nd Class Brittany N. Addair, one of Navigation department’s watchstanders during the ship’s transit. “Actually pulling out was the most complicated part of the process. We needed GPS and visual fixes to know where we were at all times so we didn’t hit anything.” Nimitz was assisted by a series of tugboats during its transit out of the dry dock and over to the pier. The tugs are especially important pulling out of the dry dock because they can maneuver the ship in ways that the ship itself cannot. Since Nimitz entered the dry dock, Navigation department couldn’t exercise their regular duties aboard the ship. “It was a refresher for most of us and a big change for the new guys,” said Addair. “The tugs helped pull us out and turn us. I’m just ready to get out of the dry dock and work on becoming operational again.” “I spent a lot of DPIA grinding store rooms, painting decks, and preparing spaces for going underway,” said Culinary Specialist Seaman Garrett L. Davis, one of the many tiger team members who worked around the clock to grind, paint, and restore many areas around the ship. “I’m proud of what we’ve accomplished. USS WASP, At Sea (NNS) — The Navy and Marine Corps Team made naval aviation history Monday as the F-35B Joint Strike Fighter (JSF) test aircraft BF-2 landed safely on USS Wasp’s (LHD 1) flight deck, the first at-sea vertical landing for the Marine Corps’ F-35 JSF version. Marine Corps test pilot Lt. Col. Fred Schenk landed BF-2 at 3:12 p.m. “It was exactly like we predicted,� said Schenk. “But that’s because of all the hard work and extensive preparation done by the Wasp and JSF team.� The first vertical landing is part of the initial ship trials for the F-35B which started Monday and is expected to last two weeks. The tests are scheduled to collect data on the aircraft’s ability to perform short take-offs and vertical landings on a ship at sea, as

Officials aim to manage TRICARE costs, preserve future benefits WASHINGTON — Modest increases to certain aspects of military health care will help to responsibly manage costs and ensure benefits for future service members, the assistant secretary of defense for health affairs said this week. "The truth of the matter is the spiraling cost of health care requires us to adjust some fees and co-pays — fees and co-pays that really have not been adjusted since the TRICARE program was put into place in 1994," Dr. Jonathan Woodson said. "This allows us to responsibly manage our costs while providing access to high-quality care and ensuring the benefit is there for those that might serve in the future." Effective Oct. 1, military retirees enrolling in the TRICARE Prime health plan began paying slightly higher annual fees, Woodson said. "The [TRICARE Prime] fee increases for an individual has only gone up, essentially, $2.50 a month," he explained. "And for a family, $5 a month. [The] total cost is really modest in terms of the overall cost of the entire year." Those enrolled before Oct. 1, however, won't see an increase in cost until fiscal 2013, he added. Woodson said two groups of TRICARE beneficiaries would not experience any increases: people who are medically retired and survivors of deceased active duty sponsors.
