The Real Estate Winds are Shifting By Scott Friedl, Keller Williams Real Estate; Jamie Yantis, Windermere Skagit Valley; Megan O’Bryan, Windermere Skagit Valley; Dean Hayes, Bay Equity Home Loans

For the last several years, homeowners across the country as well as right here in Skagit and Island Counties have enjoyed double-digit appreciation in home values. The gains of the last few years have now exceeded the losses incurred as a result of the 2009-2011 housing crash. Many have questioned whether these gains are sustainable – others fear we may be about to experience another housing bubble. In large metropolitan areas across the nation, home price increases are starting to cool off. Even in the red-hot Seattle market, a 48% increase in the number of listings is causing home prices to slow from its rapid incline. Seattle was recently dethroned as the hottest housing market in the country, after topping the list for the last two years. What happens in Seattle is usually felt in Skagit County about six months later, notes Megan O’Bryan of Windermere Skagit Valley. Island County is not far behind. There has not yet been a surge of new listings here as Seattle and other markets have seen. In fact, new listings in Skagit County continue to dwindle and are 23% behind last year’s pace, contributing to a shortage of available homes to buy and rising home prices. Island county listings are 22% behind. Over the last 12 months, home prices in Skagit County have gone up 13% and Island County home prices have increased 15%, according to the Northwest Multiple Listing Service. Still, change is coming, and as O’Bryan says, “I feel the winds have shifted, and now we need to adjust our sails.” To be ahead of the market, sellers need to adjust their expectations when listing a home for sale. “Sellers need to be realistic. Before, it was all in the seller’s favor – no inspections, no improvements, no concessions. Now sellers need to improve the home and be realistic about prices, improvements and negotiations. Sellers need to reset their expectations.” Scott Friedl, broker with Keller Williams Real Estate adds, “From 6 months ago, there is definitely a pumping of the brakes. It’s a little different. My personal business is growing, but for the market overall – I feel a shift coming. The market is less crazy than it was just six months ago.”

THIS DOESN’T MEAN WE HAVE ANOTHER HOUSING BUBBLE ON THE HORIZON. What occurred at the end of the last decade was due to poor home lending guidelines. Many of the large investors were approving loans without doing proper due diligence, and too many people were allowed to purchase homes. Today, tighter lending guidelines and a more thorough review of a home buyer’s ability to repay the loan has virtually eliminated the woes of the past. Distressed home sales – those due to bankruptcy, foreclosure or bank repossession – are down to just 3% of the overall market, much lower than the 35% level seen as recently as 2014. Additionally, the economic conditions around the country remain strong with unemployment dipping below 4% for the first time in over a decade. “The home buying market is strong and will remain strong,” says Jamie Yantis, broker with Windermere Skagit. “If you look at the trajectory over time, home prices going up at 11% per year the last two years was simply a “catch up” bump to where home prices should have been had we never had the housing bubble. Now that we’ve caught up, we should continue to see home prices increase, but at a more normal 4% per year – pretty close to the 40-year average.”

Meanwhile, buyers continue to have concerns over increasing home prices. “Fear of being in a multiple offer situation, and possibly over-paying, has cooled the normally hot summer market. Buyers are deciding to step back on their pursuit of a home purchase,” says Yantis. However, from a historical perspective, housing affordability is still better than it has been at any time in the past 30 years (other than from 2009 to 2015 when the housing market was shedding 30% of its inventory in the form of distressed sales). Yantis continues, “As sales slow, it will create buying opportunities. Buyers need to think about getting back into the market.”

MORTGAGE RATES REMAIN AT HISTORICALLY LOW LEVELS. “We’re still sitting on some of the best mortgage rates in history. Over the last 40 years, our mortgage rates have averaged 8%, so anything below that is great.” Dean Hayes, Senior Loan Officer with Bay Equity Home Loans.

The Federal Reserve has been helping the housing market by purchasing Mortgage Backed Securities and other treasury instruments, thus pushing interest rates down. Now that the Fed feels the economy is heading the right direction, it has been reversing its strategy by not purchasing any more securities. A lack of demand of those bonds has been causing interest rates to move up. Buyers who have been putting off their search may want to get their pre-approval refreshed by their lender and contact their Realtor® to get their search parameters updated. And sellers who have been hoping for top dollar on their home will likely have to reset their expectations.
