The State of Real Estate in Skagit & Island Counties by Paige Bates, Re/Max Acorn Properties, Megan O’Bryan, Windermere Real Estate/Skagit Valley; Jamie Yantis, Windermere Real Estate/Skagit Valley; Scott Friedl, Keller Williams Western Realty; Dean Hayes, Bay Equity Home Loans
There are two questions Realtors hear daily, according to Paige Bates, a broker with Re/Max Acorn Properties in Oak Harbor and president of the North Puget Sound Association of Realtors. “Sellers ask if this is a good time to sell their house, and buyers ask why prices are so high. We hear it every day,” says Bates. Like any commodity, home prices are based on supply and demand, and the Puget Sound area is experiencing very high demand coupled with short supply, which drives home prices higher as buyers compete for the available inventory. This scenario is exacerbated in Skagit County, where buildable land has been sidelined by a moratorium on new wells. This combination of low supply and little new construction led to home prices in Skagit and Island counties to increase steadily over the last several years.
US EXISTING MEDIAN HOME SALES PRICE
For those who experienced the housing bust of 2008 to 2010, the rapid appreciation may cause concern about another housing crash. The difference today is in home mortgage lending. “We had artificial lending back in the 2000s,” says Dean Hayes, Senior Loan Officer with Bay Equity Home Loans. “Lenders were approving loans with very little documentation, and many were approved for a home purchase that should not have been.” Mortgage lending today requires more scrutiny and documentation, but is still readily available, says Hayes. Jamie Yantis, broker at Windermere Real Estate/Skagit Valley, adds, “Recent double-digit appreciation is not necessarily indicative of a housing bubble, but more likely is simply a realignment of appreciation rates with our normal trajectory of about 3.6% historical yearly appreciation. We’re just correcting the downturn of 2008-2010, and setting the trajectory line back to where it would have been if the downturn hadn’t happened.” Yantis adds that moving forward, we likely won’t see housing prices crash. Instead, they may level off and go back to a more normal 3.6% per year appreciation. According to the 2017 Home Price Expectation Survey, home prices are projected to appreciate at this more normal rate for the next 5 years. Regionally, Skagit and Island counties benefit from other factors that keep housing prices on the rise. Megan O’Bryan, broker with Windermere Skagit points to growth at Janicki Industries, additional personnel coming into NAS Whidbey, regional aerospace and biotech jobs, an increase in the number of telecommuters who can work from home, and the number of people willing to commute from Skagit and Island counties to Seattle. “Data show that migration is coming into our area, not going out of it,” says O’Bryan. A recent Skagit Valley Herald article sites 2% growth in employment in Skagit County in 2017.
FOR THOSE PEOPLE WHO ALREADY OWN A HOME AND WANT TO MOVE, SEVERAL QUESTIONS CONCERN THEM. One is where to go when their home sells according to Scott Friedl, broker with Keller Williams Western Realty. “With available homes in short supply, most sellers are able to avoid accepting an offer from a buyer who is contingent on selling their existing home, especially when sellers have multiple offers to pick from. That

puts someone who needs to sell a house in order to buy a new one in a tough position,” explains Friedl. He suggests that motivated buyers consider selling their existing home first and find a temporary place to live as they search for their new home, so they can make a non-contingent offer on their new home. “It may sound inconvenient,” says Friedl, “but that’s outweighed by being able to make a strong offer to purchase their next home.” Homeowners who have been waiting until they are no longer ‘upside down’ in their mortgage should meet with a Realtor to determine current market value. According to Fannie Mae, while 23% of homeowners believe they don’t have equity in their home, over 79% of all homeowners nationwide have more than 20% equity. Hayes adds, “Four out of ten people believe it takes at least 15% down to purchase a home. In reality, you can buy a home with 5% down, 3.5% down and in some cases even no money down.” This is good news for sellers with higher equity than anticipated, and need less money than they had thought in order to move into a new home. Timing the sale of their home is another issue that eludes many home sellers. “It’s common for sellers to think they should wait to list during the spring or summer, and avoid listing it in the fall or winter,” says O’Bryan. That causes a surge of inventory at one point of the year and a shortage during another. But local statistics show that buyers are out fairly evenly throughout the year. “We sell half the units we’re going to sell before June 30th each year. Most people think everything happens in the summer, but actually there’s a lot of business happening in the front end of the year. If they wait to go on the market, they miss the benefit of lots of buyers competing for relatively few homes,” says O’Bryan. “Most of the Realtors I know have pre-approved buyers just waiting for new listings to come on the market. We are still seeing homes with multiple offers due to lack of inventory,” says Friedl. “Business is happening year round – we are not limited by the weather like Minnesota or Michigan where it’s -15° outside.”
HOW ARE BUYERS TO COMPETE FOR SUCH LIMITED INVENTORY? “Get pre-approved from a local lender who understands the market and the programs available to the area,” says Hayes. Buyers should also work with a knowledgeable Realtor® who will educate them about how to craft a competitive offer that will stand out from others the seller may receive. Locally, data supplied by the North Puget Sound Association of Realtors from Northwest MLS show that 2,122 homes sold for a median price of $313,000 in Skagit County in 2017, a price increase of 10.75% over 2016. On average, it only took 2.14 months for a home to sell. In Island County, there were 1,862 homes sold for an average price of $339,000, a price increase of 8.85% over 2016. On average, it only took 2.31 months for a home to sell. All of the Realtors® interviewed said real estate remains a great long-term investment. “A trusted local Realtor, working with good local lenders, can advise both buyers and sellers about what’s happening in our specific area,” says Bates. O’Bryan adds,
