The Army antiterrorism theme for quarter three, fiscal year (3Q/FY14), April through June, is Antiterrorism Synchronization. Joint Intelligence Publication 2.0 defines synchronization as the arrangement of military actions in time, space, and purpose in order to produce the maximum relative combat power at a decisive place and time. From an antiterrorism perspective, maximizing relative combat power equates to the application of available resources that, when taken together, aim to prevent a terrorist attack and effectively respond if necessary. Synchronization occurs across the antiterrorism community at all levels, at all locations, and across the full range of military operations. The Army's antiterrorism community is focused on synchronizing and information sharing with the broader Army Protection Program. 3&(*0/"- /&84 Man sentenced for attempted bombing outside bank in Oakland On February 27, 2014, Matthew Aaron Llaneza was sentenced to 15 years in prison and will be on lifetime probation following his release. In February 2013, Llaneza attempted to detonate a bomb outside a Bank of America in Oakland, CA and was immediately arrested by FBI agents with the South Bay Joint Terrorism Task Force (JTTF). Santa Cruz Man Arrested on Suspicion of Pouring Hazardous Chemicals into Federal Building
A transient man was arrested Tuesday in connection with an attack making use of a caustic chemical mixture at the U.S. Social Security Administration workplace in Santa Cruz last week, police said. Joseph Anton Loris, 70, was arrested around 11 a.m. close to the intersection of Riverside Avenue and 3rd Street in Santa Cruz. Originally posted at USA News.com

Assault on California power station raises alarm on potential for terrorism
The attack began just before 1 a.m. on April 16 last year, when someone slipped into an underground vault not far from a busy freeway and cut telephone cables. Within half an hour, snipers opened fire on a nearby electrical substation. Shooting for 19 minutes, they surgically knocked out 17 giant transformers that funnel power to Silicon Valley. Reno man charged with conspiring to provide material support to terrorist groups

Suspicious call to recruiter in California
A Reno, Nevada man has been charged with providing material support to terrorism groups in India and Pakistan in order to intimidate the Indian government and harm persons that were not supporting their cause. Balwinder Singh, 39, of Reno, is charged in an indictment with one count of conspiracy to murder, kidnap, and maim persons in a foreign country, one count of conspiracy to provide material support to terrorists, one count of making a false statement on an immigration document, two counts of use of an immigration document procured by fraud, and one count of unlawful production of an identification document. On 27 Jan 14 an identified U.S. Army Recruiter received a suspicious telephone call from a self-identified male caller who related he worked with a “Windows Securities Team.” The male caller informed the recruiter that he was calling in regards to the recruiter’s computer trying to access a server that was reported as having trouble accessing secure and unsecured websites. The recruiter asked the male caller for his telephone number in case they were disconnected; however, the male caller did not respond. The caller continued to repeat that he was trying to fix the recruiter’s computer due to it not being able to access secure or unsecured websites. The caller instructed the recruiter to go to a specific website; however, the recruiter stated the office uses a different type of computer. The caller did not reply and hung up without leaving a last name or a phone number. This is the third reported incident of a caller attempting to remotely access government owned computers. 3

A man sits quietly in his car, For example, if gate guards simply just watching. He takes note of everything that’s happening, how many vehicles approach the gate for access in the morning, how long it takes them to get onto the base, and what the security guards do to decide whether to allow these vehicles access or not. Simply put, he’s conducting surveillance, one of the key steps in the terrorist attack process. The good news for us is that his actions are detectable, at least by someone with an inquisitive nature. At the same time, there are things we can do to frustrate his planning efforts. If we’re doing things right, this man can sit and watch all day and never figure out exactly what he needs to do to gain access to our installation. Routine security measures are a key ally to would-be terrorists. Repetitive, unchanging measures allow terrorists conducting surveillance to identify ways to defeat them and plan their operation.

However, if the guards randomly use an electronic means of verifying identification, such as the Defense Biometric ID System that we have here on the Presidio, then the terrorist knows they either have to figure out a way to defeat that system or find another into the installation. DoD Antiterrorism (AT) Standards, directs us to conduct measures to deter and disrupt terrorist operational planning; these procedures are called Random AT Measures or RAMs. RAMs are random, multiple security measures that consistently change the look of an installation's force protection program; these measures introduce uncertainty to an installation's overall force protection program to defeat surveillance attempts and make it difficult for a terrorist to accurately predict our actions. 4
Checking the ID of all visitors at a building that usually has no entry control measures is a good method of frustrating planning efforts to infiltrate that facility. But while these measures may serve their main, intended purpose, they have ancillary benefits as well. Community members can derive a greater sense of security when they see the implementation of unpredictable measures to safeguard installation security. Understanding the nature of RAMs serves to heighten awareness as to the purpose of these tactics. A community that is conditioned to varying means of security will be more likely to report suspicious activity, thereby multiplying the “combat power� of the security apparatus. Another benefit of conducting RAMs is to reduce the inherent potential for complacency on the part our installation security. Anyone who’s ever stood guard knows how boring that mission can be. Imagine doing it day in and day out.

By directing our guard force to implement random measures, however, we can modify the routine and reduce the tedium that can result. While we are trying to maintain the guards’ vigilance, we as a community should be mindful of the fact that while RAMs are inconvenient, they are a critical part of protecting our facilities. Therefore, it behooves us to cooperate with our guards as they do their jobs, just as we endeavor to do ours. No one likes being detained for a vehicle search, however it serves no purpose to obstruct and otherwise frustrate our security personnel because we might be late. By supporting the RAM program, and being mindful of it‘s merits we can achieve multiple goals, chief of which is our own safety and collective security.

The Presidio of Monterey's Random Antiterrorism Measures (RAM) Program is a key element in protecting service members, civilians and family members who live and work on the Presidio. The efficient execution of this program relies on Antiterrorism Monitors throughout the organizations on the Presidio. This first edition of the Presidio of Monterey Antiterrorism Journal would like to recognize Ms. Bonnie Buck-Wade as its AT Hero for her steadfast and diligent efforts as the Network Enterprise Center's AT Monitor. Ms. Buck-Wade has continuously ensured that her organization's RAM Program has run smoothly. She takes the time to properly document measures implemented and executes the program in a professional manner. Her efforts have resulted in a heightened sense of AT awareness while simultaniously providing an extra measure of AT protection for Presidio of Monterey community employees and customers.

A former U.S. soldier charged with trying to join a terrorist group was sentenced to seven years in prison 13 Jan, 2014 after pleading guilty to destroying records that could be used in a terror investigation, federal prosecutors said. Craig Benedict Baxam, 26, of Laurel, Maryland, to five years of supervised release after his prison time. Baxam, was arrested in Kenya in 2011. Originally posted at CNN.com

NYPD on alert for car bombs after terror mag urges readers to detonate them
The NYPD is on high alert after a terror magazine urged readers to detonate car bombs, depicting Times Square as a possible target. The latest edition of Inspire also instructs wanna-be terrorists to build even deadlier explosive devices than those used by the Boston Marathon bombers, Police Commissioner Bill Bratton said Wednesday. “We are certainly very concerned by Inspire,” Bratton said, adding that the glossy mag’s 12th edition “has instructions for a new larger device.” From The New York Daily News.com

Detroit-area man accused of supporting Syrian terrorist group
Federal agents say they have arrested and charged a Detroit-area man who had intentions of traveling to the Middle East to join Hezbollah in order to fight Syrian rebels. Mohammad Hamdan, 22, of Dearborn was taken into custody Sunday at Detroit Metropolitan Airport before boarding his flight. Hamdan came to the United States from Lebanon in June 2007. Three Somalis sentenced to prison for aiding terrorist group in homeland
Three Somali immigrants — an imam, a cabdriver and an employee of a money transmitting business — were sentenced Monday to federal prison for aiding a terrorist group in their homeland. Basaaly Saeed Moalin, 36, the cabdriver, was sentenced to 18 years. Mohamed Mohamed Mohamud, 41, the imam, was sentenced to 13 years. Issa Doreh, 56, the employee of the money transmitting business, was sentenced to 10 years. All three have filed to appeal. Originally posted at the LA Times.com

FBI searching for Army recruit planning Fort Hood-inspired jihad against U.S. Soldiers
The FBI is currently searching for a recent Army recruit who it believes was planning a Fort Hood-inspired jihad against U.S. Soldiers. According to an alert sent out by the FBI's Kansas City Division 12 April, they are searching for a man identified as Booker aka Muhammad Abdullah Hassan, who had told friends of his ‘intention to commit jihad.’ Booker, recruited by the Army in Kansas City, Mo., in 2014 was to scheduled to report for basic training April 7. Buford Braden Rogers Expected To Plead Guilty In Molotov Cocktail Militia Plot
Minnesota militia member facing weapons charges in what the FBI once called a "terror plot" is expected to plead guilty. Twenty-five-year-old Buford Braden Rogers was scheduled to go on trial next week on four counts, including charges related to possessing Molotov cocktails. Al Qaeda in the Arabian Peninsula (AQAP) has released the 12th issue of Inspire magazine. The cover story of the magazine, "Shattered: A Story About Change," argues that the 9/11 attacks were a "turning point" in American history. Egyptian court sentences 528 Morsi supporters to death
Al Qaeda’s central leadership has officially cut ties with a powerful jihadist group that has flourished in the chaos of the civil war in Syria and that rushed to build an Islamic state on its own terms, antagonizing and promoting disension in the wider rebel movement.
Defendants' relatives reacted with horror as the verdicts were announced. Courts in Egypt have sentenced 528 supporters of ousted Islamist President Mohammed Morsi to death. They were convicted of charges including the murder of a policeman and violent lattacks on people and property. The group is among some 1,200 Muslim Brotherhood members and supporters on trial, including senior members.

Jihadists returning home to Europe from Syria pose new terror threat
Scores of jihadist fighters from Europe who streamed to Syria to join Islamic extremist rebels have begun returning home, where some are suspected of plotting terror attacks, according to U.S. and European intelligence and security officials. Israel foils Al Qaeda plot to attack American Embassy in Tel Aviv
Israel has foiled an Al Qaeda plan to carry out a suicide bombing at the U.S. Embassy in Tel Aviv, which was confirmed by the Fox News agency. Five Chinese Hackers Indicted for Cyber Espionage
A U.S. grand jury has indicted five Chinese individuals with cyber espionage charges for allegedly targeting six American companies and stealing trade secrets, the U.S. Justice Department said, publicly accusing China of cyber spying for the first time. The hackers targeted U.S. companies in the nuclear power, metals and solar products industries to steal information useful to competitors in China, the department said on Monday. When Police Arrive:
Try to remain calm. Obey all Police instructions. Put down any items in your hands (such as backpacks, phones and jackets). Raise your hands, spread your fingers, and keep hands visible to Police at all times and avoid quick or sudden movements. Avoid pointing, screaming, or yelling and do not stop to ask officers for help or direction while evacuating.
Information for 911:
Call 911 (or other local emergency number) when it is safe to do so. You should provide the following information to the Police or the 911 Operator: Location, physical description and number of the shooter(s), also the number of possible victims. Do NOT call, text or otherwise make contact with local media, as your information may be picked up and used by the shooter in order to thwart police and may put others in danger. 10

Indicators of potential violent behavior may include, but is will not limited to one or more of the following: Increased use of alcohol or drugs.
Profile of an Active Shooter Incident: An Active Shooter incident is when one or more subjects participate in a shooting spree, random or systematic with intent to continuously harm others. An Active Shooter may be a current or former employee associated with the U.S. Army (Soldier, Department of the Army Civilian, Government Contractor, or Family Member). An Active Shooter could also be an individual not directly associated with the Army who gains access to an Army installation, stand alone facility, or unit.
Characteristics of an Active Shooter Incident: The event is unpredictable and evolves rapidly. Victims are generally targets of opportunity. Military Police or Law Enforcement direct action is usually required to end an Active Shooting incident.

Such incidents can occur anywhere, at any time. Community members should be aware of warning signs of an impending incidents and know what to do in the event of a shooting. Many U.S. schools now have elaborate school safety plans and more metal detectors, surveillance cameras and fences. They’ve taken other steps, too, such as requiring ID badges and dress codes. Similar to fire drills, some schools practice locking down classrooms, among their responses to potential violence situations. Experts have said a healthy school culture can prevent such incidents and even lead students to tell adults about classmates who display warning signs that they could commit such violence.

41&$*"- '&"563& 5)& ."%3*% 53"*/ #0.#*/( 5&/ :&"34 "'5&3 The Madrid train bombings consisted of a series of coordinated bombings against the CercanĂas (commuter train) system of Madrid, Spain on the morning of 11 March 2004 (three days before Spain's general elections), killing 191 people and wounding 1,800. The official investigation by the Spanish Judiciary determined the attacks were directed by a al-Qaeda-inspired terrorist cell, although no direct al-Qaeda participation (only "inspiration") has been established. Spanish miners who did not carry out the attacks but who sold the explosives to the terrorists were also arrested.
Based on the video recording from the station security system, the first bomb exploded at 07:37, and two others exploded within 4 seconds of each other at 07:38. At El Pozo del TĂo Raimundo Station at approximately 07:38, just as train number 21435 was starting to leave the station, two bombs exploded in different carriages. At Santa Eugenia Station (train number 21713) one bomb exploded at approximately 07:38. At Calle TĂŠllez, (train number 17305), approximately 800 meters from Atocha Station, four bombs exploded in different carriages of the train at approximately 07:39.
The attack During the peak of Madrid rush hour on the morning of Thursday, 11 March 2004, ten explosions occurred aboard four commuter trains. All the affected trains were traveling on the same line and in the same direction between Alcalå de Henares and the Atocha station in Madrid. It was later reported that thirteen improvised explosive devices (IEDs) had been placed on the trains. Bombdisposal teams (TEDAX) arriving at the scenes of the explosions detonated two of the remaining three IEDs in controlled explosions, but the third was not found until later in the evening, having been stored inadvertently with luggage taken from one of the trains. The following time-line of events comes from the judicial investigation. All four trains had departed the Alcalå de Henares station between 07:01 and 07:14. The explosions took place between 07:37 and 07:40 in the morning, as described below (all timings given are in local time CET, UTC +1): Atocha Station (train number 21431) – Three bombs exploded beginning the carnage.
The Aftermath and Public Controversy The controversy regarding the handling and representation of the bombings by the government arose with Spain's two main political parties (PSOE and Partido Popular (PP)), accusing each other of concealing or distorting evidence for electoral reasons. The bombings occurred three days before general elections which resulted in the defeat of the incumbent Partido Popular, the (PP), which had obtained a small but narrowing lead in the opinion polls. Immediately after the bombing the PP claimed evidence indicated the Basque terrorist organization ETA was responsible for the bombings, an outcome generally thought favorable to the PP's chances of being reelected, while Islamist responsibility would have had the opposite effect, as it would have been perceived a consequence of the PP government's involvement in the Iraq War, a policy already highly unpopular with Spanish voters. It would later prove to be a grave miscalculation on the part of the PP

After 21 months of investigation, judge Juan del Olmo ruled Moroccan national Jamal Zougam guilty of physically carrying out the attack, ruling out any ETA intervention or collaboration.
Trial and Convictions The trial of 29 accused began on 15 February 2007. On 31 October 2007, the Audiencia Nacional of Spain delivered its verdicts, establishing no known mastermind nor direct link to al-Qaida. Of the 28 defendants in the trial, 21 were found guilty on a range of charges from forgery to murder. Two of the defendants were sentenced each to more than 40,000 years in prison, but Spanish law limits the actual time served to 40 years.

On May 7, 2007, federal agents made a series of arrests following a lengthy investigation that uncovered a plot to murder members of the U.S. military. In indictments filed in June 2007, prosecutors charged Serdar Tatar of Philadelphia, Pennsylvania; Mohamad Shnewer of Cherry Hill, New Jersey; and brothers Dritan, Shain, and Eljvir Duka of Cherry Hill, New Jersey with involvement in the planned attack (Shnewer is the Duka’s brother-in-law). A superseding indictment, filed in 2008, charged the men with the attempted murder of military personnel. The Dukas, Shnewer, and Agron Abdullahu of Buena Vista Township, New Jersey were also indicted on weapons-related charges; Abdullahu pled guilty to those charges in October 2007.
The Target: The U.S. Army Base at Fort Dix, New Jersey
In early August 2006, Mohamad Shnewer told FBI informant Mahmoud Omar (see more on Omar below) that he, Tatar, the Duka brothers, and others were planning to attack the U.S. Army base at Fort Dix, New Jersey and “were not afraid to die.â€? On August 1, 2006, in a recorded conversation, Shnewer said to Omar, “If you really want to do anything here, there is Fort Dix‌I don’t want to exaggerate‌I assure you that you can hit an American base very easily.â€? He continued, “You take a map and draw it and then you calculate that there are areas where there are 100-200 individuals and you should allocate 6-7 persons for this alone.â€? Shnewer added, “When you go to a military base, you need mortars and RPGs.â€? Then, on August 11, 2006, Shnewer explained that he was interested in attacking Fort Dix because his “intent is to hit a heavy concentration of soldiers.â€?

Serdar Tatar had unique insights into the vulnerabilities of the base because his family owns SuperMario’s Pizzaria, near Fort Dix, and he had made deliveries there. As Mohamad Shnewer explained to Mahmoud Omar, an FBI informant, Tatar knows the base “like the palm of his hand.�
To prepare for the assault on Fort Dix, one of the conspirators carried out preoperational surveillance. Shnewer advised that Omar “make as if you are talking on the cell phone and take a video‌we will drive slow and what is nice with the phone is if police stop you can delete it from the memory.â€?
In preparation for their attack, the conspirators procured a number of firearms and sought access to even heavier weaponry. For instance, according to Dritan Duka, the group bought a shotgun and a .357 magnum firearm on the black market. The men also owned a number of other firearms, to include semi-automatic assault weapons. To prepare for their assault on Fort Dix, the conspirators repeatedly engaged in tactical and firearms training. According to court documents, on January 3, 2006, Shnewer, Dritan, Eljvir, and Shain Duka, Tatar, Abdullahu and four others conducted firearms training in the Pocono mountains. The group 16

Interest in attacking other military targets
While the cell eventually settled on Fort Dix as their primary target, at least one of the conspirators also considered assaulting a handful of other military locations. To analyze other targets for attack, Mohamad Shnewer conducted surveillance of the U.S. Army base at Fort Monmouth, and the Lakehurst Naval Air Station in New Jersey.
The origins of the investigation
The FBI investigation of the plot began when Circuit City employee Brian Morgenstern became alarmed while transferring the suspects’ video of their January 3, 2006 training session onto DVD. While the full contents of the video have not been revealed, prosecutors note that “the DVD depicted 10 young men who appeared to be in their early twenties shooting assault weapons at a firing range in a militia-like style while calling for jihad and shouting in Arabic ‘Allah Akbar’ (‘God is Great’).” Morgenstern told the media that after he “saw some stuff on the film that was disturbing,” he battled with a “moral dilemma” as he “thought about whether or not it should be reported.” he explained, “I waited that night and weighed out my decisions. I went home. I talked to my family about it, thought their input would be very helpful on the situation.” He added, “I was considering whether or not this was really a
threat, or something serious. I came to the conclusion that that’s not my job or decision to make.” Then left for work, informed management of his concerns, and called police, who quickly involved the FBI. Highlighting Morgenstern’s role, J.P. Weis, Special Agent in Charge of the FBI’s Philadelphia office, called Morgenstern an unsung hero who displayed courage and heroism.

The FBI’s primary source in the case, Mahmoud Omar -- a car dealer/mechanic and legal immigrant from Egypt -- has a criminal history. In 2001, he served six months in prison after pleading guilty to three counts of bank fraud for depositing fake checks. In 2004, police arrested Omar for fighting with a neighbor. He has also declared bankruptcy and twice been the subject of deportation orders by the U.S. government. Despite his history, the FBI assesses that Omar “has proven to be credible and reliable.”
The threat from “Insiders”
As noted previously, the conspirators considered Fort Dix an appealing target because Serdar Tatar delivered pizzas there and thus knew the base “like the palm of his hand.” Moreover, Shain Duka told an FBI informant that Tatar "wanted to join the Army so 17
so that he could kill U.S. soldiers from the ‘inside.’ Duka agreed with Tatar’s suggestion, stating, “do them, we can!” In light of this information, Tatar’s desire to become a police officer is also very suspicious.
The trial
The six suspects were arraigned in federal court in Camden on June 14 where they pled not guilty. Assistant U.S. Attorney William Fitzpatrick asserted that the defendants were inspired by jihad, saying "Their motive was to defend Islam. Their inspiration was Al Qaeda and Osama bin Laden. Their intention was to attack the U.S." On December 22, 2008, the plotters were found guilty on charges of conspiracy to harm U.S. military personnel. During sentencing, Dritan and Shain Duka received life sentences for the conspiracy conviction with an additional 30 years for related weapons charges. Eljvir Duka and Mohamad Shnewer both received life sentences and Serdar Tatar was sentenced to 33 years in prison.

becoming more productive than ever. Coupled with frequent incidents of ID card theft, military installations should be on the lookout for people attempting unauthorized use of military ID cards. Department of Defense personnel are reminded that when attempting to replace an ID card, personnel are required to present documentation from the local security office or sponsor confirming that the ID has been reported lost or stolen.

Incidents of lost, stolen, and fraudulent ID cards are countless of late. The true intentions of those buying and selling these ID online cannot be determined at this time. Over the past 36 months, there have been multiple reports of fraudulent Military ID being presented to law enforcement/ security personnel at access control points at installations from Florida to Texas. During this period, investigations have revealed several websites such as www.identityprops.com which sell novelty identification.
ID cards, also known as RAPID Gate cards, whose registration could not be confirmed in the NCACS database. One of the suspects allegedly purchased the identity of an individual from Puerto Rico and used the fraudulent identity to register for a NCACS ID card.
Agencies such as the Mac Dill AFB TWG and USARNORTH LEIB have issued assessments and Theater Threat Advisories to make ECP/ACP personnel aware. Fraudulent Identification Used to Gain Access to Military Installations, Norfolk – VA:
On 7 Jan 2014, the Linden Police Department (LPD) received a report that an identified service member (USPER1) lost his military ID card in Linden, NJ (NFI) sometime in Oct 13.
On 27 Dec 2013, twenty three unidentified contractors (GRP) were detained onboard Naval Station Norfolk for allegations of illegal base access and use of fraudulent identification (ID). Twelve of the detained individuals, employed by various unidentified construction companies (USBUSs) were found to have counterfeit Navy Commercial Access Control System (NCACS)
On 11 Mar 14, the Mt. Laurel Township Police Department (MLTPD) responded to a report that an identified vehicle (VEH) had been broken into and a theft had occurred. Upon arrival at the scene, a US Army Reserve member (USPER3) reported unknown person(s) (SUSPS) broke into his VEH and stole his military ID card, while parked at an identified fitness center parking lot.

Israel Suspects China in Failed Cyber-raid on Defense Industry
FBI Director James Comey testified recently that the risk of cyberattacks is likely to exceed the danger posed by al-Qaeda and other terrorist networks as the top national security threat and will become the dominant focus of law enforcement and intelligence services.
