FINAL PROJECT UNIVERSITY 2011 “The hangover of the Wall”
The singular essence of the city of Berlin, is justified that by its peculiar history is full of emptyness, residual space and buildings without use. Let’s say that these three entities promote uncertainty, intermediate use and confrontation between classes and are the driving force identity of Berlin. The current development of this city has boosted inharmonious coexistence. It has been based primarily on the filling the vacuum created by the destruction during the war and the subsequent fall of the wall. On the one hand, promoting large urban developments with star architects to attract traditional tourism (as Postdammerplatz) and on the other hand promoting free temporary and innovative use of empty spaces as a way of revitalization. Until now this was positive and around Berlin a great dual-cultural movement was growing up: An alternative and underground one and an institutionalized and politically correct one. But this system has eventually become unsustainable, the spaces are filled and prices rise and become inaccessible, and in a few years the dual identity of the city will begin to get lost. My proposed project is the development of an urban system that keeps the level of uncertainty. Thus, we assume that the city should grow, and it is unrealistic to think that private land in the centre will remain empty for much longer time, yet we ensure that the business use of the plots generates a guarantee of permanent cyclical temporary use. The chosen site is the adjacent land to the Spree river, between Janovichbrücke and Oberraumbrücke, in the old east-west frontier. This area is very close to the city centre but is still full of empy plots where you can find a huge underground culture. Now there is a hard controversial because of the “Mediaspree”: A new wealthy urban development for the area that pretends to fill the emptyness with skycrapers and displace all this alternative neigborhood

To understand the project first I will explain a number of ideas that I have been agglomerating along the time to articulate a little theory: The temporary or intermediate use is unpredictable, but has a common element that makes it manageable on a larger scale: To generate intermediate use there must exist uncertainty spaces. It creates a new concept, Uncertainty space (US): every void, residual space or unused building that could be occupied by intermediate or free spontaneous use. There are 4 qualities of US in terms of the possibilities of creating running uncertainty along the year. •Free Open Space: Requires more investment or inventive. Uncertainty occurs only the non rainy days in summer. •Protected Space: Area covered against the rain. However, uncertainty does not occur during the winter days. •Sheltered Space: This is a partially enclosed space, the typical example is the abandoned house. In that place, uncertainty can occur at any time of year. •Comfortable Space: Here there is a low uncertainty. If there is comfort it is almost certain that the use of the space has taken root and is not temporal anymore and this space would finally become a business formal space.(this type of space is only theoretical and is not going to be used )

Desubjunctivization of the City: The new process It is necessary to establish development rules in the construction of buildings to make possible the coexistence over time between uncertainty space and market space, points of view which seem incompatible. To make it possible, it is necessary that uncertainty turns into something more concrete. The essence of the uncertainty understood as wealth of the spontaneous program is even enhanced by the proposal, but it will take place in more concrete and stable areas. On the other hand the market space must ensure that this takes place, that’s why we propose the “parasite mechanism”: the new areas of uncertainty are fed by market space to develop, the healthier the host is, the more profit the guest will take. New “Space Release” Tax: The whole proposal is based on this system. It symbolically means that every square metre of new construction for the use of permanent market (which destroys an area of uncertainty) should give another square metre of residual non-qualified and accessible space. These spaces donated by each new building are concentrated in strategic points creating specific pockets of space undeveloped. In practice, we should create some kind of cooperative to manage the process. In line with the above mentioned, the promoter also invests in the contruction of some “Activity- Boiling Elements“. This elements are a urban infrastructure that provides void spaces with all the necessary tools to develop many new programs, but the space is still a void space. Some kind of urban accupunture that attracts people and activities. It is possible to set temporary businesses in the area; the potential money raised by this new intermediate use will be distributed between shareholders until they recover the money invested. From then on, the management of these areas will become independent. By this process, a change of great interest takes place: the uncertainty space has become a cyclical uncertainty space, because thanks to this system, it has turned into a permanent and secure space, even though the program continues being random in a cyclic way.

The insertion process: The implementation of the“Activity-Boiling
Elements” system is presented as a process that grows by increasing the business building construction. It is proposed a duration of 14 years, divided into four stages. These stages change depending the binomial “expropriation of new plots” / “implantation of Activity-Boiling Elements”, and also the improvement of these already installed devices. The first stages are focused almost exclusively on the expropriation, and as the process goes on the investments start focusing on the construction and improvement of the “Activity-Boiling Elements”.

The Activity-Boiling Elements are devices that constitute the material part of the project. There are several types of these elements depending on their performances, in concrete, there are three general types of elements, ordered by complexity: mobile devices, generic activity-boiling elements and specialized activity-boiling elements. These three types of devices are responsible for providing the infraestructure necessary for the void spaces to promote new programs. All of tthem have in common several factors: 1)They are located in the expropriated strategic areas. 2)They generate much more activity than the space they use, it just act as an acupuncture needle. 3)They are self-sufficient energetically for not to depend on external factors which may influence them. 4)Tey are items of information and are interconnected with one another like a net, so only by accessing to one you can know what is happening or planned in all other areas. 5) They work as a strategic set, some of them make it possible what happens in the others just like a team. 6)They promote the generation of sporadic programs or activities around them, but in no case create their own program. They are only a tool.

“In the Vineyards” (first price)
Monforte del Cid is a mediterranean town located in the province of Alicante. The town’s economy is based on the cultivation of table grapes bagged, (with an special designation of origin) and to a lesser extent, on oth er industries such as distilleries like the traditional anise liquor. Attending to this in this project we want to promote rural tourism in the different seasons of pruning grapes. Our house would be in a part of the extension of crops. The housing would be destined to the farmer’s family, with the possibility of adding one or more housing for use by tourists.
Agregation System
We eadd in the season of grape harvest the tourist home to the Farm family´s house. We can add all the units we want, using a system of containers. “Containers” election as prefabricated system to the construction of an aggregation system, reflects the sustainability concept without a great impact in the place of the intervention. Also this mobile houses coul be moved to other places when the tourist season finishes in Monforte but strats in other places, for example the snow season in the close mountains.
Sustainability
We have considered the orientation of different pieces in relation with the sun and wind, to be in the side of the habitability and sustainability. Many devices are designed to achieve a reasonable temperature in the house. Different combinations of wind-shadow-water evaporation are used for the summer, compost heating and solar pannels are used during the winter.

“Sin Prisa Pero Sin Pausa�
San Anton is one of the oldest and most traditional districts of Alicante and is currently one of the most damaged. With a privileged location within the city, adjacent to some of the main roads, recreation areas and other landmarks like Central Market or Plaza de Toros. We found an aging population, no mixing uses and many empty plots and shops. The neighborhood has suffered a degradation process that dates back to the sixties. From then until the late nineties, neighbors have lived under the constant threat of expropriation by a series of urban plannings that finally only were done in part. This resulted in large speculative processes waiting for the council to make a decision This situation promoted large empty lots with consequent social exclusion. All actions are motivated by a previous situation, which is already causing changes and that is part of the ongoing process of development of the city. Therefore, we do not end or close solutions, but actions on the city that are the creation of new processes or agents of change. We do not try to impose changes, but to provoke them. We propose therefore an ongoing process, with time phases, but in which actions can overlap one another. This process takes into account the profitability of the neighborhood at different stages, and the development time of each action to have the maximum impact. The first phase is one year long and is based on a small-scale public investment in infrastructure and underutilized spaces to achieve an improvement in economic conditions of the neighborhood and a makeover. This would be done by combining two strategies. On the one hand by the temporary enabling of the unused plots creating a new public space network and on the other hand creating a campaign to promote low-cost rentals to reuse shopping space within this network. The second phase requires increased investment and would be based primarily on making permanent the changes in the first phase. It would begin with the pedestrianization of the new of public space network and the reorganization of the public car parks creating pockets on the periphery of the district. Later, in the empty plots of the network it would be built some strategic public buildings with recycling and cultural activities for the neighbourhood. Finally it would be implemented a new waste and drinking water management, using water from the aquifer that runs along the neighborhood. Through these actions the neighborhood ecological footprint would be practically nil.

“Yoruba house 2008”
Yoruba House´s aim is to propose a housing typology able to respond to the extreme conditions existing in Lagos. Making a deep research about life conditions in this city, we found a very singular context: Pouring rain, exorbitant outdoor lifestyle, street vendors, extremely poor existing constructions and large groups of people living in the same house. The project is at the same time an approach to possible self-construction systems, as well as to technologies that respond to the water problem: an inadequate water supply combined with heavy rains.

“Subway Info office”
The project has 2 main ideas. The first one is the continuity of movement: This building should be used as a information point in the street, so it would be quite interesting for the pedestrians to come inside the building and have a quick look at the information without stopping, and if it’s enough interesting for them, stop and come in to the screening room. The second concept is about skins. There are two different glass coverings, the first one ist totally transparent and the second one is translucent such as one capsule inside another, the whole structure is placed just in between, in this strange in-outside space.

“Hotel at the sea” (academic work) This is the complete design (main idea, facilities, construction and structure) of an little hotel located unto the side of a mountain by the sea in the south of Alicante. The building is conceived as an amount of random sharppointed platforms, excavated in different levels and connected across stairs and ramps. Get the most out of the sea-views, respect the landscape and the confusing limits between indoor/outdoor spaces are some of the most important Ideas of the proyect.
