~Jell, once again, the Get Acquainted/ Orientation road show was a success. Six fresh baked cherry pies were eagerly consumed by new/old/and potential members. Entertainment was provided by the Monterey 1982 and the 956 development movies that have been provided to the Club by Porsche/Audi. To fill in the gaps between bites of cherry pie and watching Porsche movies, we had the mumbling Bob comedy hour, which included great tidbits of knowledge (such as "there are lots of regions in PCA"...now how many of you kne:~ that before??) All in all, we had a good time, met some new folks and, hopefully, convinced some folks to join us in PCA/LA. This month, Bill Leflang and I are frantically trying to lay out an interesting route for the "Return of the Destination Solvang" rally. The rains have not done us any favors--~.,.;e spent eight hours on the road last week, only to find that three of our planned routes were rained out ;.,~ith not much chance of their being back in time for the April 9th date of the rally. ~,Jhat we have laid out looks to be a good challenge and seme nice scenery, while traveling some nice Porsche-type roads. I hope to see lots of you there and, if you want to stay overnight (like I’m going to do) in Solvang, we are trying to get group rates at one of the local Inns. continued page 20
On Sunday, [!arch 6th, 21 intrepid drivers gati~ered in Fountain Valley for the inaugural event of this prestigious series. Considering the threatening weather, the turnout was exceptional. Sam Wang and I thought we had some real inside information on which was Lhe hot car (#9)--then Rick Jackson bopped in. He jumped in an absolute slug and, on his first lap, beat the fastest previous time by 2 seconds’. So much for hot tips .... ~..lhen the mud had settled, Rick Jackson emerged with Fast Time of Day, turning a heart-stopping 52.20. Bill Bohn was close with a 52.46. Guests Mary Senn and Carol ’Wyenn showed the ladies the way with times of 56.17 and 56.41, respectively. Carol was severely handicapped, hov;ever, as she was driving for two--having recently discovered the reason she hadn’t been feeling too terrific in the mornings. After the event, v,..’e all adjourned to Sain !,~ang’s house where we all enjoyed a Champagne Brunch. Thanks to Sam for a very’ well run event. The highlight of the month was the dinner meeting at the Old Heidelberg Restaurant. After a great dinner, we were treated to the reminiscences of Bruce Kessler. Bruce is a former race car driver who raced against a lot of famous drivers at a lot of famous tracks. We thoroughly enjoyed his talk and the question-and-answer session which followed,
Rumor has it that thirty members of PCA/LA will be in San Simeon in July to participate in a tour of the Castle. Sources close to Chairperson, Carmella Tellez and Co-Chairperson, Carla Dominguez, have informed this reporter that the Club will begin it’s tour on FRIDAY, July 1, 1983 with a tour up the coast to the Castle.

The actual tour will be on SATURDAY, July 2, 1983 at I0"00 a.m. The cost of the tour is $8.00 per person (children under 6 are free). The Club will be taking Tour #i, which includes the Gardens the ~.leptune and Roman pools ’ Guest House and the lower level of the house. Comfortable walking shoes are recommended, as there will be a considerable amount of walking.

CHEAP HEALTH INSURANCE

How much is your medical insurance costing you now? Are you paying $50, $60+ a month? Yet, they say that an ounce of prevention is worth a pound of cure. So, why not have the best seat belt system possible in your car, especially for time trials? Yes, this article is about seat belts, not medical insurance policies. And your protection is the best, but NOT the only, reason to have competition seat belts in your car. For the cost of less than two months medical insurance premiums per seat~ you CAN have the best. Better yet, the installation of these belts, PROPERLY done requires little to no modifications to your car~ There are two other reasons to have competition seat belts. First, and most obvious, is that they are REQUIRED for ALL time trials. Second, installed and used properly, they can substantially improve your lap times~ In fact, they can improve your lap times more cost effectively than A~IY other change you can make to your car. They can do this because driving is the name of the game, and proper seat belts greatly aid your driving by securely holding you in place so you can put your full attention to driving. You can’t drive well when you are tightly grabbing onto the steering wheel and bracing your leg against the door to prevent yourself from sliding all over the car. But what are qood competition seat belts and how are they PROPERLY installed? A good seat belt system consists of the following: a set of 3" wide lap belts with a "quick release" buckle, two 2" shoulder harnesses, and at least one (preferably two) 2" submarine strap(s). These systems can be bought from a wide variety of sources, including many of our sponsors, for around $85.00 a seat.
To be of any use, they must be installed properly. While the exact installation will vary sliqhtly from car to car the following principles apply to ALL installations. First, the lap belt should be mounted so that, when in use, the belt bisects the angle formed by your body at your waist. Put another way, a line drawn along the lap belt and extended toward the windshield should be equidistant from ,!our chest and thiqhs. Installed in this manner, the belt will be neither too high nor too low. Second, the shoulder harnesses should be mounted so that when in use, tlme line of the belts from your shoulder to the mount should be from 30 to ~5 degrees below the horizontal~ starting from your shoulder and dropping down to the mount. Too high a mount will not properly secure your simoulders and will give no protection in the event of a rollover. Too low a mount will put too much compression on your spine. Third, the submarine strap should be mounted below and behind the seat and then run AROUIID time outside of the seat, UNDER your thigh, and then up to the buckle. Mounted in this manner, the belt will hold the buckle DOWn.; (shoulder straps can cause it to rise up) and will encircle your thigh so that you cannot slide forward under ti~e lad belt in a crash. There are four more things required for proper mounting. First, and most important, is the threading of the belts into their mounting brackets. If the belts are not threaded properly, they ~ill not stay secure. Belts always have threading diagrams supplied with them, and in general the threading is in the form of a double stemmed six~. with the fat part of the six toward the rear. Second, the snap catches of the belts (where they snap onto the eye bolts) MUST be w~ired or cotter-keyed CLOSED so that the belts cannot become inadvertantly unsnapped. Third, when in use, the belts must be TIGHT, as tight as you can possibly stand. Loose belts provide much less safety and ~0 positioning. Fourtim~ and last, mal<e sure that the seats are SECURELY bolted down~ continued page 18

MARCH BOARD MEETING MINUTES Judd Boykin, President, called the meeting to order at 8:35 p.m. at the home of John Fels. Bill Watkins moved that the minutes of tile February 3, 1983 meeting be approved as submitted. Brent Morrow seconded and the motion carried unanimously, VICE PRESIDENT’S REPORT John Fels, Vice President, reported on the reservations for the upcoming Membership Meeting at the Old Heidelberg Restaurant in Van Nuys. Bruce Kessler is scheduled to be the speaker.

Bill also stated that he had talked to Cal Marks regarding the upcoming L.A. Concour. The Malibu Grand Prix organization was discussed. SECRETARY’S REPORT No report.
He also reported that Tony Porcelli is scheduled to be the speaker at the April Membership Meeting. Tony is a member of the HO Scale Racer’s Club and plans to show video tapes of a recent race. Judd asked John to contact Dusty regarding the May Annual Parking Lot BBQ. John also stated he would try to organize the Pinewood Derby contest for this meeting. MEMBERSHIP REPORT In the absence of Bob Houseman, John reported that the Club has had a gain of 16 members since December. Also, that 30 people atended the February Membership Meeting and the Cherry Pie was excellent. He stated that Bob had requested a budget of $300 for the Solvang ~ally. Twentysix cars are needed to show a profit,
TECH REPORT In Doug Anderson’s absence, Connie Fern reported on the March 9th Tech Session, which will be presented by Ludwig Spichtinger at Ochoa & Mann. The subject will be "Basic Maintenance." EDITOR’S REPORT Connie Fern, Editor, stated that David Givens has been a tremendous help with the Newsletter. She also reported on a Kroy Lettering System which would be useful for the Newsletter headings. After discussion, Brent Morrow moved to buy a used machine for the Newsletter and Bill Watkins seconded. The motion carried unanimously. Connie stated that there is a possibility for the Club to make money on the machine by renting it out. John Fels also suggested that the PCA Membership should know that the machine is available for a small fee. Connie asked Peggy to compose a standard letter to advertisers thanking them for advertising and asking for their renewal. continued page 17

ZONE 8 NEWS A PCA National Board Of Directors Meeting was held in Tucson, Arizona on Saturday, February 19, 1983. The Meeting was hosted by the Southern Arizona R~qJon. All of you Presidents will receive a complete set of reports and the minutes of the meeting, so I will just hit on some of the high points, 1982 Parade: The Parade thru normal sources of income (registrations, sponsors, etc.) just about broke even, with a loss of $1,900.00. However, the goody store had a profit of approximately $25,000.00 1983 Parade: Everything is coming along fine for the Parade. The meal package will be approximately $105.00 per complete package, 1984 Parade: Planning coming along fine actually ahead of schedule. The Parade dates will be July 7-14, 1984 and the Parade will be at Appleton, ~!isconsin. Membership: PCA Membership as of January 20, 1983 was 17,826. Jerry Meyer needs more time to properly evaluate the information he receives from the Regions concerning Region of the Year, Family of the Year and PCA Enthusiast of the Year. THE DEADLINE TO GET THIS I~FORMATIO!~ TO JERRY IS JUNE 15, 1983~ The Board of Directors voted to continue running the PCA Membership Ad in ROAD AHD TRACK and CAR AND DRIVER in 1983. PCA growth in 1983 was 9.5~. PANORAMA: Advertisin~ income for 1982 was $200,7~2.00. PCA printed 15,000 more copies of Pano than they did in 1981. A copy of Pano in 1982 cost PCA $.44 - one cent less than in 1981. Advertisinq rates in Pano will be up 1OF{, in 1983 and there is a good chance of color in all !983 issues. Petition for a Dual Slate in National Elections: This subject came up at the Bo~ard He~ting and Carolyn Stonskas of the Las Vegas Region was on hand to give us the views of her Region. In addition to Carolyn, Ashley Carroll Bob Rassa Don Spaulding, Burt Misevic, Leonard Truner, Bob Gelles, Judy Boles and Frank Barrett all addressed the Board during the discussion. ZONE 8 SLALOM SERIES The following proposals were presented at the President s Meeting in Apple Valley, January 15, 1983. The proposals were approved and adopted by the Presidents at that time. 1.
The Series should consist of five (5) events. All locations and dates to be set at a later date.

Competition seat belts are not necessary. Stock belts will suffice, all cars must be equipped with at least lap belts. Fire extinguishers are not necessary, but recommended. Ro!l bars in open cars are not required.
For year end awards, the Zone 8 assessment ~ill be $1.00 per driver entered. Entry fee for individual events should be kept to a minimum to encourage participation. A.

ZONE NEWS continued Parade Competition Rules: The Competition rules for the 1983 Parade are out. If you have not seen them - and you want to - give me a call. The PCR Committee is making the following recommendations for the 1984 Parade: Concour - Split Concour Division 5 as it was in Reno. " Add a rule concerning picking up cleaning equipment, Allow bonus points in Class K. " The head judge should be the only one to decide to re-judge a car. " Allow for time out if a problem occurs that requires time out during judging, Speed Event - ~!heels cannot rub. Rallye

The second subject I would like to hear from you on concerns a limitation of service for PCA Members in high positions such as the Executive Council, PCA Com..,lt~ees and Zone Reps Many of the ~iational Staff have been in their positions for a long time - and suddenly there is a lot of talk about it. ~#hat are vour thoughts?? Should there be a time limit established that limits length of service? 18 INSURANCE continued Fine, you say, that’s the theory, but HOW do I install them without ruining my expensive car? It’s really easier, and more straight-forward, than it seems. For the lap belts, the mounting holes for the stock seat belts are usually the best. Just unbolt the stock system and then screw in the eye bolt for the competition system. This is especially good for all later Porsches, 911s, 928s, 924s and 944s. It also works for 914s. For early 911s, where the belts bolt to the seats, this method is difficult to impossible as the mounting holes are shallow and hard to get to. For these cars, it is best to drill two holes in the rear corners of the rear seat foot well. Remember to put a 3" or larger washer behind (underneath) the hole (manditory). For the shoulder harnesses~ the most co,non, easiest and BEST mounting point is the rear seat lap belt mounts, Usually these threaded holes are covered by a plastic plug. For "Y" type shoulder harnesses, mount them to the inside hole. For ALL later Porsches, an "H" type system is HIGHLY recommended and may soon become manditory. In this case, both holes must be used for each seat, and the belt should be mounted so that the cross strap is about 4" to 6" behind the seat when in use. "Y" type shoulder harnesses are NOT satisfactory for these cars due to the "sport" design of the seat. For 914s, holes must be drilled in the engine firewall (make sure that the holes are properly positioned before drilling and that you use 3" or larger washers when mounting). For 924s and 944s~ an alternative is to drill a hole(s) in the rear deck floor over the rear axle (again, use 3" or larger washers below the floor).
Submarine straps are the easiest belts to mount. They are BEST mounted to the outside lap belt mount, or both lap belt mounts if you are using two (recommended). This requires NO holes or new mounts. Mounting them underneath or in front of the seat almost totally negates their value AND requires a hole to be drilled. Similarly, they should NOT be mounted directly behind the middle of the seat, although this is better than below or in front of the seat. This mounting applies to ALL cars. If you have understood and carefully followed ALL of the above, you’ve made itL You now have a good and properly mounted seat belt system that provides the CHEAPEST insurance possible and the BEST driver aid available. However, if you still have any questions, please ask the Tech Chairman or Competition Director at the next tech session or event. And as a final note, inspect your belts regularly. Worn, frayed, soiled or otherwise deteriorated belts lose their effectiveness rapidly and should be replaced~ See you at the next event~ ÷÷÷~÷÷÷÷÷÷~÷÷÷÷÷÷
