purchase happened, and now the city is blessed with a spectacular park. Parks are places for recreation and preserves for natural resources. But some play a third role as sites for important public facilities. The reservoirs at Mt. Tabor Park are an example. Council Crest’s elevation doesn’t make it just a great viewpoint. It’s also a great place for a radio tower. A tower was first built in about 1953. For several years it broadcast commercial television, but in 1959 commercial broadcasts moved to a tower in Sylvan Heights, and the Council Crest tower from then on broadcast only public safety/emergency calls. The circa 1953 tower deteriorated and was replaced by a new 442-foot high tower in 2010. The new tower is also solely dedicated to public safety/emergency calls. So put a visit to Council Crest Park on your to-do list. You can reach the park from several directions. The park is just east of Dosch Rd and south of Patton Rd. Just northeast of the Dosch/Patton intersection you can turn east onto Talbot and follow Talbot to Greenway, then Council Crest Drive, and then into the park.

summit, and one of them, the Reverend Dr. Hallock of Portland, Maine, proposed the name Council Crest. Himes now has his own eponymously named park on Terwilliger Blvd. An amusement park operated at the summit from 1907 to 1929. It included observatories, a miniature railway, canal boats, a midway with a ferris wheel, and a dance hall. 1907 is also the year—not likely just a fortuity— when the Portland Heights streetcar was extended to Council Crest. The streetcar stop, Mt Zion Station, was at the current intersection of SW Talbot and Fairmount. Information and cool pictures of the amusement park are on the web at pdxhistory.com. Following the 1929 closure the amusement park structures began a long period of decay. Then, a great thing happened. The City of Portland bought the site in 1937 for a bargain price of about $7,000. In 1941, the decrepit amusement park structures were razed. The 1937 purchase was somewhat of a social anomaly. Purchases of park land in Portland’s early era were often in more upscale areas, like Portland Heights. But in the 1930’s, there was a growing belief that there was social value in buying park land near lowerincome neighborhoods. Anyway, the

Council Crest Park covers 43 acres at the top of Council Crest in Portland’s West Hills. The summit, at 1,073 feet above sea level, is the highest point in Portland. That lofty height makes the park one of the city’s best viewpoints and is also a big part of the reason the site has such an interesting history. One other geographic factoid: the boundary between the Willamette River and Fanno Creek watersheds runs right through the summit. Near the summit there is a patio area edged with a low wall. Markers on the wall point out mountains to the north and east—Rainier, Adams, St. Helens, and Hood. There are limited views to the south and southeast toward the Tualatin Valley. Trees over the years have blocked some views. Early in 2011, Portland Parks & Recreation (PP&R) cut and pruned trees to restore the historic views. Council Crest Park itself is a great place to take a walk. But if you’re up for real hike, the park is a great starting point. The Marquam Trail runs from the Terwilliger Parkway through Marquam Nature Park and on to Council Crest Park. The trail continues north over Hwy 26 to the zoo and connects with the Wildwood Trail, which continues north through Forest Park. That section of the Marquam Trail through Council Crest Park is also part of the 4T loop trail, a circuit that takes the participant on surface trails, the OHSU tram, the streetcar, and the Max train. Pioneer settlers first called this site Talbot’s Mountain. That name didn’t last for the mountain, but it persists in the name of a road that borders part of the park. PP&R’s website reports that in 1898 delegates to a meeting of the National Council of Congregational Churches met on the summit and gave the mountain its current name. A 1998 PP&R flyer is more specific—that in 1898, the then director of the Oregon Historical Society, George Himes, led a party of Congregational ministers to the

Multnomah Arts Center Studio Theatre Program Spotlight By: Amy Jo McCarville, Theatre Program Coordinator, Multnomah Arts Center As the lights dim, a hush falls over a crowd of about 150 people, and the shuffle of paper programs signals the palpable anticipation. Backstage at MAC, behind the drawn curtain, 15 or so young actors put the finishing touches on costumes and make-up. They check to make sure their props are where they will need to be, they gather in a circle to warm up bodies and voices and connect as an ensemble. In a moment, the music starts, the curtains part, and another Studio Theatre performance is underway. Each Fall, Winter and Spring Term the Studio Theatre class at MAC mounts a fully staged original production with three performances offered free and open to the public. Everyone who enrolls in this class, open to ages 8-16, gets a part in the production based on auditions which occur at the first class meeting. “I like how Timothy and Dawn treat us like professional actors,

not like little kids. It’s like being in a real professional play.” - Sarah P., age 9 The dynamic duo behind the success of this program are Timothy Scarrott and Dawn Panttaja—a husband and wife team who together manage every aspect of the production from the creation of the script down to the last stitch on the costumes. They are magicians of a sort, creating a fantastic world from near nothing. Months before the first class, Timothy thoughtfully chooses a classic story, immerses himself in research, then crafts a script which is appropriate in length and content. He always makes it appealing to young actors and family audiences. “I treat students like the adult actors I direct, which means my expectations are very high. I expect them to be professionals. I think they love being treated like professionals, they end up working

really hard and then it becomes fun. We don’t just throw together a kids play, we put together a show that we can really be proud of, be proud to be a part of. . . I don’t really teach theatre, I’m teaching self-confidence and self-expression. I think the kids don’t even realize how much they’ve learned because it’s so exciting, so fun. They learn self-discipline, that self-discipline is a good thing--staying focused and working hard.” –Timothy Scarrott, instructor As they craft the performance through rehearsals each week, Dawn puts her stagecraft skills to the test, coming up with props, scenery and costumes. As director, Timothy demands professionalism from his cast, but without taking all the fun out of it. A strong commitment to “leave the drama on the stage” imbues the production with a spirit of cooperation. The young actors experience the joy of

collaboration on a collective goal, and the thrill of doing a run of three shows. “We always have fun here . . . Once the class is over, we all know a lot about each other. I’ve made some pretty good friends here.” —Alex O., age 13

SW Neighborhoods Parks Update By: Leonard Gard, Program Manager, SWNI

Portland Parks & Recreation acquires River View Natural Area Most of us think of recreation when we think of Portland Parks & Recreation (PP&R). Outdoors or indoors in a community center, we can exercise, take classes, and attend events and activities. But PP&R plays another very important role; it is the steward of numerous natural areas within the city limits. The giant is 5,170-acre Forest Park in Northwest Portland. Southwest Portland’s inventory of natural areas has just been dramatically augmented by PP&R’s August 2011 acquisition of the 146-acre River View Natural Area. PP&R’s City Nature department will manage it. This natural area, formerly an unused part of the River View Cemetery, is high in natural resource value. It’s forested and contains seven undeveloped streams that deliver cool, clean water to the Willamette River. It provides a link to wildlife corridors. In 2009, the City of Portland did a baseline survey of plants and animals with a follow up plant assessment in 2011. There is good tree canopy and native plant composition. But there is work to do. There are many invasive plants. There are about 3.5 miles of rogue demand trails. They are poorly aligned and some are dangerous. PP&R has begun stabilizing the site. Some hazards have been removed and some detrimental impacts to the natural area have been removed. Already, PP&R has closed a half mile of trails in especially high-value areas. With the help of

the Bureau of Environmental Services Watershed Revegetation Program, invasive plants and trees are being removed and more sunlight is reaching the ground. PP&R will next review what uses will be appropriate for long-term management of the site. In deciding that, they look at the purpose of the natural area, which is mainly habitat protection and enhancement. There is a secondary purpose to provide a place enjoyable for people, and that’s why there will be trail access. For a use to be responsible it must be safe, both to people and the habitat. In doing planning, PP&R completed a vegetation assessment in 2011. PP&R will then identify

desired future conditions, complete a gap analysis to gauge the gap between conditions now and desired future conditions, establish a prescriptive plan, and finally implement the plan. They will also do a sustainable trail analysis which will consider issues like steepness and drainage patterns. PP&R is working on a public involvement plan and hopes that someday a friends group will be established. Woods Memorial Natural Area expands PP&R recently acquired a .11 acre site that abuts Woods Memorial Natural Area. The site will become part of that natural area. (Continued on bottom of next page)

The following is a letter sent by a former PP&R lifeguard, now a student at U of O, to her Aquatics Supervisors. Hey Andy and Sarah! I had a particularly disturbing morning. During my Physics lecture this morning, a kid ran into the room and said, “a guy just passed out in the hall! Can anyone help??” That’s not the worst part. The worst part was that out of a class of 300+ students, I was the ONLY one to run out and help him. The situation itself wasn’t too bad, just a student who studied too hard, didn’t eat or sleep enough and probably hit his stress capacity. I drove home in tears (I’m a little sensitive...) because I was so mad at how NO ONE responded to someone pleading for help and how much worse the situation could have been. However, it was comforting to know that I responded the way I did because of you guys. I know for a fact that any other former PP&R employee would have ran out to help him as well. I’m sure you guys don’t hear it enough: what

Fulton Park CC encounters and stories, but truly the most amazing thing about being a Recreation Service Representative is that we gain an extra family. A family that one may not have thought they needed but one that we are definitely glad to become a part of. Or as Lilo says in Lilo and Stitch, “Ohana means family, family means nobody gets left behind. Or forgotten.” I know all of us at SWCC strive hard to make sure no one is left behind or forgotten, that all needs are met to the best of our capability. It’s pretty special and rewarding to be able to say my family now encompasses a community. Thank you SWCC for employing me and offering me the opportunity to get to know so many stories!

provide a touch of humanity, friendship. How lucky are we to be paid to be human, a friend, to play and joke with kids and adults, all while networking a community by bridging interest and needs together. Knowing that J is in need of a residence and X is looking for tenants for her current rental property. Sometimes the bridge is a walking bridge. Simply knowing the different indoor and outdoor basketball courts or pools around the city helps reduce frustration levels when ours are closed. Other times we begin a journey down a dirt path unaware how far the road will take us but so glad we traveled it. After the Family Feast and Food Box Give Away, at least 50 extra boxes lined our lobby left behind for any patron to enjoy. Another 50 or so boxes were given to The Rescue Mission by the recommendation of a coworker. A patron, who helped out with the event, informed us that this helped fill almost 85 percent of their shelves. Talk about the community working at its finest! I could go on with individual

When I first started working at Southwest Community Center (SWCC), I honestly saw this as any other customer service position. As months turned into years, I’d run into patrons outside of the work environment on the playground while I played with my sons, exploring neighborhoods, or even in the grocery store. Sometimes it would take a patron a moment to place my face. We all become a little robotic at times, growing accustomed to routines, seeing individuals in a designated environment at a specific time of day. One even told me, “I didn’t recognize you at first because you didn’t have the desk in front of you.” As the frequency of casual encounters increased, the neurons began to connect in my brain: This job is more than just helping people while you are on the clock. This job is about getting to know your community and learning about the individual person. It’s very easy to get lost in doing a job well, going through the motions of answering a phone, explaining what we offer, registering clients for classes. I feel as though one has to be very careful to remember the person, to take the time to stop and listen to the words spoken. Get to know their story. Penelope (not her real name) was a frequent flyer at the community center. A select few staff knew that her cancer had returned, after being in remission. One day she walked in the building the spring in her step was a little subdued, even though a smile graced her face with such beauty. I could just see that she needed a hug. So I came around the counter and asked if I may give her a hug. This was one of the deepest, strongest, soul satisfying hugs for us collectively. She looked at me and just said, “That was one of the best hugs I’ve ever had. You are a very good hugger.” Both of us couldn’t help but break into a smile after that. I’m grateful to be able to be employed at a place that allows me the opportunity to stop “working” and

Sinking Roots with Teen Outdoor Recreation By: Cole Robinson, Teen Outdoor Recreation Program Leader Outdoor Recreation offers a healthy outlet to teens’ need for risk and excitement, while building teamwork and communication skills in safe, supportive environments. The PP&R Outdoor Recreation Teen program offers teens city-wide the opportunity to go hiking, kayaking, rafting, snowshoeing, snowboarding, backpacking and so much more. Research shows that time spent in nature boosts creativity and science skills, reduces stress and depression, and facilitates interpersonal skill building. I recently had the pleasure of sitting down with the parent of some teens who have been enjoying our programs. Dasha and Liza Foat are two of the most active youth in our Teen Outdoor Recreation program. Originally from Russia, they moved to Portland to join their adoptive parents Amelia Langston and Mike Foat. What follows are excerpts from my conversation with their mother, Amelia Langston. CR: Please tell me a little about the story of your kids. AL: We adopted Dasha and Liza as teens. They have adjusted very well to living in the United States. When they first decided to come they couldn’t imagine that people do not speak Russian here. The gestures of friendship that they have encountered in their new life are foreign to them. They have learned so much in their time with us, and in your programs. CR: Why do you want your daughters to take part in our program? AL: We want them to get out and meet other teens. Our daughters need the high-energy environment that only a group of ten or twelve other teenagers can provide. It is also an opportunity for them to develop a range of skills. Both my husband I are very busy and we do not have time to organize big trips like the ones that the girls go on with the Teen Outdoor Recreation Program. Many of these trips involve equipment that could be prohibitively

expensive for a family. Your trips provide great experiences with quality gear so I know our girls are safe.

LAP SWIM ETIQUETTE: “Circle Swimming” is necessary when more than two people are in a lane. Lane lines divide lap lanes. Think of the lane as a highway, always stay on the right hand side. Like a highway lap lanes may become crowded, at these times “circle swimming” is a necessity. Lap lanes are designated according to a swimmer’s speed: slow, medium, and fast. Look at the yellow markers at the end of the pool to find your appropriate lane.

New to the pool? Together, discover the wonders of the water through exciting songs & activities as your little fish acclimates to the new world of water. Experience bubble blowing, kicking, assisted floats & glides while developing confidence & coordination. Be a ‘star’ in the water! Gain additional water adjustment & increase confidence. Toddlers will develop more independence, body awareness & control in the water. Practice more floats, kicks, jumps and glides . . . together!

Optional level, may be taken any time after completion of Sea Lion. Works on turns, competitive strokes, starts drills & endurance. Offered in the Summer season only. Must be able to swim 25 yards crawl stroke, backcrawl and elementary backstroke. Knowledge of breaststroke.

Park Shark

Must be able to dive in and swim 50 yards crawl stroke, backcrawl, elementary backcrawl and breaststroke.

Park Shark II

Must be able to swim 50 yards each of breaststroke, backcrawl, sidestroke, and front crawl with good technique.

Goldfish

For the non-swimmer. Provides water adjustment activities, front and back floats and glides, kickboard skills.

Penguin

For the non-swimmer who can put their face (including eyes) in the water and blow bubbles for 5 seconds.

Otter

Must be comfortable in water and able to front glide with kick (steamboat) 5 feet. Back float unassited.

Must be able to front dive unassisted Intro to Springboard and be at least a Sea Lion level swimmer. Offered at Dishman & Wilson Pools. Diving Must be comfortable in the lap pool Synchronized and have comleted Polar Bear skills or Swimming equivalent. Offered on Saturday mornings

Must be able to crawl stroke without breathing for 15 feet and kick on back for 10 feet unassisted.

Fulton What is Fulton Park Preschool? Tucked gently inside a nearly 100year old schoolhouse nestled high in the southwest hills of Portland, families will find Fulton Park Preschool. We offer family-centered, play-based preschool programs for children ages 2-5 years. Our teachers, assistants, aides, and office staff strive to reach and teach the whole child. Establishing relationships with every child and family participating in our preschool classes is a priority for our staff. Focusing on the social-emotional, cognitive, and physical development of every child, our teachers engage and include all children daily in an array of exciting activities. By taking the needs, interests, and abilities of each individual child into consideration, our staff members seek to help all children achieve success in their personal interactions. Daily classroom schedules may include free play, arts and crafts, science experiments, outside play, gym time, circle time, songs and games, and story time. Utilizing physical and creative play, our teachers guide and encourage children to make connections between their bodies and their brains. Inside each classroom, children have access to a variety of fine-motor enhancing activities; art projects, writing, puzzles, sensory play, books, music, dress up, blocks, and many other toys and manipulatives are incorporated into the daily routine. Outside the classroom, children may climb and balance from our jungle gym and swings, and run, jump, and chase one another all around our grassy field. Children access nature at its best all four seasons through Fulton’s proximity to tree-filled green space and Fulton Park Community Gardens. Our goal at Fulton is to provide each child in our care a positive, supportive and enriching atmosphere in which to gain confidence, self esteem, and other tools to accompany them as they venture into the world of Kindergarten and beyond.

Our Philosophy ~ Learn Through Play

Why do we follow the Learn Through Play teaching philosophy and how do we apply it? In addition to academics, the Learning Through Play philosophy helps children build a strong social foundation for their future. Coupled with an associated curriculum, teachers place a strong emphasis on indirect instruction. This teaching style opens up young minds to independent thinking & creativity. We foster imagination & keep children engaged using a variety of stimuli, with each of the 5 senses carefully considered in lesson planning. With our smaller ratios, teachers are able to accommodate multiple styles of learning; each child is allowed to learn, create & discover at their own pace. We focus on the process rather than the project, setting the stage to have fun along the journey.

2’s is an excellent preschool exposure class. If your child has never done preschool, or hasn’t had many chances to be left with non-familial people, then this is the place to be. Throughout the year we work on the many social and emotional skills that children need to be successful, while also beginning to work on basic school concepts such as the alphabet, and simple numbers, colors, and shapes.

2.5’s is geared toward those little ones whose birthdays are in the fall and winter. Similarly to our 2’s class, in the 2.5’s we work on the social and emotional skills as well as basic school concepts, while expanding our circle time to include calendar and weather. Students do not need to be potty trained, as that is also something we help families to work on throughout the year.

Children attending our Mi Escuela preschool classes engage in an enriching environment where play, learning, and personal growth happen while being introduced to Spanish language and culture. Play Pals is in its third year here at Fulton. It is an afternoon play based program that offers the structure of preschool, but the flexibility of child care through an ability to pick and choose which days your child attends, as well as offering a one day at a time drop-in option. A resident is: • anyone who occupies a permanent residence inside the city limits of Portland, which includes the Portland Public, Parkrose, and David Douglas School Districts. • any child living within the school boundaries of the Reynolds and Centennial School Districts who is attending a SUN Community School. Through a partnership between the City and County, a child attending a SUN Community School is eligible to register for programs at any SUN Community School location without paying a non-resident fee. Anyone else is considered a non-resident (NR) and will be assessed a NR fee. NR fees do not apply to drop-in activities. Non-residents who wish to register for PP&R activities may choose one of these options: • pay the additional 30% non-resident fee. • purchase resident status as either an individual or family for a period of three, six, nine, or twelve months from the date of purchase.
