Be bushfire ready By SUE PATERICK
EVEN though there were some good rain events this winter, spring brings with it not only birdsong and sunshine but also an early start to the bushfire danger period. And to help everyone prepare, the NSW Rural Fire Service (RFS) is inviting all Kempsey residents to join in a Get Ready Weekend on Saturday, September 10 and Sunday, September 11. Over these two days, volunteer firefighters will hold events and activities in brigade stations and local businesses to show residents what they can do to get ready for bush fires. Residents will also have a chance to ask questions and will receive a beautifully-presented information pack, which will help them make a bushfire survival plan. Inside the glossy black information pack, which can also be accessed online, are the four simple steps necessary to save your life and property this bushfire season: Discuss, Prepare, Know and Keep. Step one discusses what to do if a fire threatens your home and lists instructions and suggestions to help you and your family make a united plan. Two explains how to prepare your home and get it ready for bushfire season. Step three is about knowing the bushfire alert symbols and how they will be issued. Four urges us all to know the current fire conditions and to keep key information, such as emergency telephone numbers and websites, close to hand. • Continued Page 6

Port Macquarie-Hastings Council
The race for Mayor
TO help ratepayers within the Port Macquarie-Hastings Council region decide who should lead their next council, Your Local Independent newspaper asked the three mayoral candidates for their response to the following question: How important is the next four years for the Port Macquarie-Hastings Council area and how will those aspects influence the leadership of the council?
Peter Besseling
Peta Pinson
Sharon Griffiths
FOR the Port Macquarie-Hastings community, the next four years will help consolidate the great work that was achieved during this current term of councillors, which has come about as a result of a strong working relationship between councillors, our community and Council staff. The key to the successful delivery of record infrastructure works (up from $35 million in the last year of administration, to $73 million last year) has been the portfolio structure that was implemented soon after the 2012 election. The Portfolio structure allowed each councillor to focus on specific areas of Council operations and to bring reports and suggestions back to all councillors for consideration. As a result, Council was able to deliver more capital works, while at the same time implement efficiencies that saw Council’s net debt reduced by $8 million. In the next four years, there are great opportunities to be taken from the establishment of the Charles Sturt University Campus, the increased housing growth/development activity and of course, the newly announced direct jet service between Port Macquarie and Melbourne. With this will come challenges of infrastructure growth and asset management, increased traffic flows and balancing this growth with community amenity. The NSW Government have also flagged changes to include another tier between state and local government, known as a Joint Organisation, which will be operated by a separate board and General Manager. How this will benefit the ratepayers of the Port MacquarieHastings remains unclear. IPART will also finalise its review of the Local Government Rating System, which will require careful consideration by Council. These are the opportunities and challenges before the next Council and they will require someone familiar with how local government operates, with experience as Mayor and with the best interests of our community at heart. That is why I am standing for re-election.
MAYORAL candidate Peta Pinson says a boom in residential subdivision and commercial activity should drive council’s budget and ability to fund projects into the future. The soon to be elected new council will need to be more innovative in the way they approach planning for our future growth over the next four years. Council also needs to be responsible in how it uses the finances of the community. “The times of over-spends and budget blowouts must end in order to provide and deliver this community with the services it expects”. Traffic congestion urgently needs to be addressed with the orbital road in Port Macquarie being a top priority. With the influx of people expected to arrive in the next decade, Council cannot rest on its laurels and must be proactive rather than reactive. Parking in the town precinct is another issue for the community. I understand that there is currently a three million dollar car parking fund with a further $1 million coming from the sale of the William Street ‘hole in the ground’ sale. With funds like that, surely Council can look to build a multi-storey car parking station close to the CBD. Should I be elected as Mayor for the next incoming term, I intend on developing relationships with our business community and will work with our elected state and federal members to ensure that our region takes advantage of every opportunity available to it. Strong leadership by a new council will foster greater employment opportunities and drive a strong local economy into the future.
IT will be vital that the next four years has the direction and leadership to get Council on the right track; this includes getting the books in order. As identified through the state government submission, for our council to provide for services and infrastructure into the future, savings and efficiencies are required to be found to avoid a rate rise of 52.4%. This is a positive as the percentage is now a quantifiable value for Council to work to. As a Councillor, some of my initiatives and interest areas over the last four years, have delivered efficiencies and savings including: • Solar power installed ($265,000 grant funded) • Glasshouse improvement in operations by $1m annually, and $10 million in debt reduction. • Interest savings of around $2.9 million over the life of council loans, and carbon credits of $1 million. (This will help bring down the 52.4% goal) • Service reviews saved another council $13 million with our council to undertake the same process. There is $209 million in the bank. This may sound like a good position for Council to be in but interest rates are very low and costs are continuously rising. So we need Council to spend this money and get the work done in our communities, placing us in a better position for the future. Roads also remain a top priority. Planning is needed to meet community growth - traffic management, supporting community driven initiatives, economic development, and capacity building. It is important that savings and efficiencies are found so that the money stays in residents’ hands. A solutions focus and can do attitude is required, and I will work to achieve the best value for ratepayer money to ensure our community can flourish.

Roberts comments ‘hit the target’ ADAM Roberts, I have deep admiration for your stand against the culture of the Port Macquarie Council. It is just great to see someone who is prepared to do something to change the situation that we are in. As you say the money in the bank should be used to DO what is needed in this town. You have many, many people who
Finally! A voice THANK-YOU for your honest edition of ‘From the Heart’ and allowing the community a voice! With Council elections close it was good to read Mrs Pinson’s and Mr Searle’s intentions if elected. How do those who stand in groups honestly say they remain independent given they align themselves together to make decisions? The dictionary defines an independent as ‘acting, working or especially voting by one’s own ideas, not as the crowd does, a person who votes without regard to party’. Therefore, we as voters should take care when voting and look to the last term of council to see who is really who. Mr Roberts stated on the August 11 ‘Inside Council’ column that a planned

rate hike of 52.4% was discussed; he should know! We want a ‘back to basics’ council; all local roads, parks and infrastructure properly funded and those of us out on the fringes of Port have a chance to make each vote count. Name and address supplied
A BIG thank you to Port Macquarie Hastings Council for putting up a ‘No U Turn’ sign on the Hastings River Drive/ Newport Island Road intersection. This is an increasingly busy intersection and banning U turns may prevent accidents from occurring. Thank you John and team at council for showing common sense and acting when the problem was brought to your attention.

TO The Beach House for finding my hand bag and being so honest when we went back to see if it was there. Thank you so much!
Thumbs Down TO those people too lazy and thoughtless to put their own rubbish in the bin. If everyone did their bit, then council workers would have a much more manageable task of keeping our environment cleaner and tidier.

Having visited the clinic and exercise pool for many months prior to my operation for a total knee reconstruction I have found the advice, understanding and caring of these two ladies to have helped me enormously during my post-operative recovery. I thank them sincerely for all of their help and understanding and cannot express my gratitude to them enough.
Thumbs Up TO the postie who delivers in the Annabella Drive area of Port Macquarie. Attacked by a barking dog with an elderly couple trying to catch the dog, he got off his bike and walked to the dog’s yard with the yapping dog following so the owners were able to catch the dog and lock him in the yard. Well done Australian Postie.

AS the Council elections are very near, it becomes essential for voters to have some clear statements about important issues from the candidates. Of much interest generally, is whether further large rate rises are being planned, so the question to all the candidates is: “What are your plans for ‘special variation’ rate increases in addition to the usual rate - pegged CPI increases?” Paul Dirago Lighthouse Beach

OMG! I thought we were supposed to be living in a civilised country? I attended the Meet the Candidates forum last Thursday hosted by the RAN at Port City Bowling Club. The venue was great; though the room was a little small due to unexpected numbers attending. The average age would have been 55 plus with another couple of years added on and I would have thought a reasonable crowd of people to deal with. You know, the ones that keep talking about how disrespectful the youth of today are? Well, I’ve got news for you! I walked away from that meeting totally disillusioned! The youth of today are mild! I could not believe the behaviour of about 120 older aged people who thought it was okay to boo and jeer at people trying to present themselves as candidates. The most cringe-worthy event of the evening was when a lady wanted to ask candidates their intentions regarding the bat problem in the area. Valid question. We deal with the same problem at our place. Obviously the majority of the hecklers in the room don’t, so it was their invitation to have a go at her. I was shocked and many people, including candidates, have told me how appalled they were at the disrespectful behaviour on display. In all, it was BLOODY DISGRACEFUL!

Kempsey Shire Council
The race for Mayor
TO help ratepayers within the Kempsey Shire Council region decide who should lead their next council, Your Local Independent newspaper asked the two mayoral candidates for their response to the following question: How important is the next four years for the Kempsey Shire Council area and how will those aspects influence the leadership of the council?
Liz Campbell AS a council and a community, it’s so important that we continue to consolidate the positive changes we’ve achieved over the past five years and build an even brighter future for the people of the Macleay. I’m keen to be part of the team that will continue with positive change for our shire, and my three main priorities for the next four years are: • Deliver on the vision to further reshape the Macleay Valley for a prosperous future. • Create a council defined by strong leadership, good decision making and sound financial planning. • Advance our community’s goal of being healthy, wealthy, safe and sociable. Council will continue to deliver the essential core services and facilities we need to live and work, but more efficiently by finding ways of doing it better and for less. The new council will be responsible for developing the plans for where the community wants to go and engaging with the community to ensure decisions made are in the best interests of the whole shire. We need to direct our energy into creating a vibrant and prosperous future, and we need to look for new ways to adapt and rebuild the strong economy we once had. Employment is an issue here, and that is why Council has been working hard to make it easier for people to do business in the Macleay and why we partner
Dean Saul
with other levels of government to create more jobs and business opportunities. It is so important to me that people living here feel safe and are safe; that they know they’re a part of the local community and that their voice is heard. I would like to see us continue to respect our rich history and all of the diverse cultures we have living here today so that in years to come we will all blend as one Macleay Valley community.
THE next four years will pose the greatest challenge to the Kempsey Shire Council, especially its present autonomy so there is pressure on councillors and management to prove that the Council has long term financial viability, without placing the entire burden on financial sustainability solely on ratepayers. Council has embarked on cost cutting and service reviews and the impact of falling revenue through lower interest rates on investments, along with the government placing a freeze on the Financial Assistance Grants, is causing council to consider how to run its core services on less income. More emphasis will be required to undertake community consultation prior to making a decision to instil greater community confidence, promote general awareness, and allow for an increased participation rate from all age groups. Funding the proposed cinema complex, stronger representations to our Federal MP in regard to the $25 million Jobs Investment Package and an equitable distribution is needed to allow for the entire region to prosper, and for the local economy to have a kick start. While the increased staffing levels at the Kempsey Correctional Centre are welcomed, a directive needs to be put in place to ensure that the additional jobs created are jobs for locals. Focus will be needed to try and attract new industries to the Macleay Valley to
increase local employment. The Kempsey Stock Exchange (saleyards) needs to be better maintained to bring more benefit to the agricultural economy. Council will need to plan thoroughly, and devise strategies to deal with the economic downturn of having several major state infrastructure projects completed. With the expected completion date in 2017 for the Kempsey to Kundabung highway upgrade, efforts to create further economic development and job creation must now be seen as a priority. The Macleay Valley has a bright future with effective leadership; it can be much brighter again.

By LIZZIE McLEOD ITwasn’t the record numbers or record times that left ‘3 Rivers 3 Distances’ organiser Hazel Kirby close to tears with delight. It was the sight of Gayle Houlahan crossing the finish – well after the hundreds of onlookers and back-slappers had already packed up and gone home. “Gayle Houlahan was the final person to cross the finish line, but she did what she set out to do, she finished and that is what this event is all about - enjoying the waterways and what the Hastings has to offer,” said Hazel. “It took her 2hrs 59mins 27secs to complete the 15km course. But she never gave in.” By the time Gayle crossed the finish line organisers were already packing up, but they were so rapt with her performance that they formed a guard of honour and cheered her over the last few metres. “She had said she wasn’t racing she just wanted to get out and enjoy a fun day on the water, but she was really chuffed at the end of the day with how everything went,” said Hazel. “She also received an escort from the

The weekend was pure success in Hazel’s eyes. “The feedback from the competitors was great, they absolutely loved it,” she said. The new distances (5km and 15km along with the usual 25km) just made it. They gave it a different dynamic.” In all there were 18 records broken on the water, as well as a record-breaking number of competitors. “There were 214 competitors entered this year so we broke that record too,” said Hazel. “Three years ago it was 211. And the numbers were decreasing after that, which is why we brought in new distances. “We had 8 stand up paddlers, which we’ve never had before. I think we’ve only had one in the entire race history. And they are all coming back next year with their mates.” The event was also a fundraiser for the Rowing Club’s charity TAD Disability Services. The ‘3 Rivers 3 Distances’ race organisers will be sticking to the three distances format and hope to welcome plenty of new competitors with all sorts of crafts to the beautiful waters of the Hastings next year
• From Page 1 To prepare for the bush fire danger period, the RFS has undertaken many hazard reduction burns, covering 82 hectares, and more are planned. The RFS has also been maintaining firefighting equipment and undergoing training. According to Superintendent Lachlann Ison, regardless of what we can expect as the weather warms up, now is the time to get ready. “The Get Ready Weekend is a chance for Kempsey residents to do their bit,” he said. “Preparing for bushfires is easier than people might think and could be as simple as talking to your family about what they would do if a bush fire was to start near them.” Get Ready Weekend events will be held by the following brigades: Dondingalong, Clybucca, Mooneba-Turners Flat, South West Rocks, Gladstone and the Aviation Unit and Communications Brigade. Dondingalong will hold an open day at its Brigade Station in Pipers Creek Road, while Clybucca will hold its event at the Clybucca Service Station. Mooneba-Turners Flat will hold a BBQ and information day at Woolworths in Kempsey, and the SWR Brigade will be at the supermarket in Gregory Street. The Gladstone Brigade will set up outside Kempsey’s Big W and the Aviation Unit and Communications Brigade will be at Bunnings. Fire permits are now required for anyone considering a burn-off. To find out who to contact for a permit in your local area call the RFS office in Kempsey on 6562 1964 or the Port Macquarie/Hastings on 6588 9000. The words of the June 2015 resolution were further assurance that Council’s submission was not a proposal for an actual rate rise
Intemann rejects rate rise claims
By CHRISTINA PARKIN
AT the Resident’s Action Network ‘Meet the Candidates’ forum held in Port Macquarie on September 1, Lisa Intemann responded to a question from the floor regarding claims that the Port Macquarie Hastings Council intends to foist a cumulative total of 52.4% special rate variation (SRV) on to the ratepayers. Pointing to the three-part resolution passed by all councillors except Adam Roberts, Ms Intemann maintains that she remains satisfied that the community’s interests are protected by the wording of the council resolution. “The words of the June 2015 resolution were further assurance that Council’s submission was not a proposal for an actual rate rise,”
Lisa Intemann pictured at the recent ‘Meet the Candidates’ event organised by the Resident’s Action Network explains Ms Intemann. The resolution was proposed by Mayor Besseling and Cr Levido, carried 7 councillors to 1 (with Adam Roberts voting against the resolution) and states that: 1. The content of the ‘Fit for the Future’ proposal identified as “Scenario 2C” be submitted in accordance with the requirements of IPART, prior to 30 June 2015. 2. Council acknowledges that the submission
Information Exhibits, Talks and Entertainment for Seniors and their Families in Wauchope, Laurieton, Kempsey and the Mid North Coast
does not bind this Council or any future Council to the suggested rate increases contained therein. 3. Any future application for Special Rate Variations associated with the submission take into account the following: a) The community’s capacity to pay any suggested rate increase; b) Any further efficiencies identified in Council’s current Services Review; c) The financial realisation of Council assets; d) Federal and State Government funding equity improvements and
e) Feedback from the community. However, both page 17 of the Late Report in the Council minutes of the meeting for June 17, 2015, mentioned an ‘action plan’ and page 14 of the AECgroup report, a peer review of the proposed Fit for the Future strategies, mentioned the proposed SRVs “will substantially improve Council’s operating position”. Confusion abounds why the state government would ask local councils to give a hypothetical response, including requesting an action plan, if it was not expecting local councils to follow through on their solutions. Ms Intemann responded to that proposition by saying: “All those statements are made in the context of the ‘action plan’ being a hypothetical response showing how PMHC could be deemed Fit for the Future under the government criteria.” “There is nothing there to compel Council to adopt the action plan for real life use, and the June 2015 resolution emphasises that.” The same enquiry was asked of the office of the Minister for Local Government, Paul Toole, where a spokesman responded in writing: “In response to the final report of the Independent Local Government Review Panel, the NSW Government asked councils to undertake a selfassessment. Councils were asked to examine their performance against the four criteria: scale and capacity, sustainability, effective infrastructure and service management. “Councils not subject to a merger will implement an improvement proposal in consultation with their community. Councils that seek a special rate variation as part of their improvement proposal need to submit an application to IPART for review and assessment. The Government will be monitoring council’s implementation of their proposals.”

Thanks to the Local Govt elections ‘Meals’ team Council needs THE COWPER REPORT With Luke Hartsuyker
Federal Member for Cowper
MEALS on Wheels is an iconic Australian organisation that has been making a difference in the lives of thousands of frail, aged or disabled people across the Mid North Coast, and Australia, for more than 60 years. This month we celebrate Meals on Wheels Day, so it is a good time to take stock and acknowledge and thank those who contribute to this amazing service, but also have a think about offering your own time as a volunteer. Aside from delivering nutritious, cheap meals to those people who are unable to cook or purchase groceries for themselves, Meals on Wheels volunteers provide regular social contact for those who may be house-bound. For many clients, the Meals on Wheels delivery service is as much about that conversation, laughs and company that volunteers provide, as the food that is delivered. Port Macquarie’s Meals on Wheels organisation plays an important role in helping people retain their independence and continue living in their own homes or on their own, despite being unable to get out to shop or cook. Meals on Wheels Mid North Coast estimates its delivers 140,000 meals every year to people across the Cowper electorate and there are about 1000 staff and volunteers who make sure this happens. Volunteers drive cars delivering meals, as well as pick up clients to take them to community centres to share meals with others in a social setting. They can also be involved in food shopping for clients. Port Macquarie locals need to be recognised for their commitment to keeping Meals on Wheels running like clockwork for the 120 clients in the Port MacquarieHastings area. More than 300 volunteers and three staff keep the Port Macquarie branch of Meals on Wheels running smoothly, with meals at the Garden Village kitchen and delivered. Clients are also taken shopping and they can be driven to monthly ‘Eating with Friends’ functions and ‘Men’s Lunches’, which bring together people who may not otherwise leave their home. The work of Port Macquarie Meals on Wheels volunteers, and those delivering meals for the organisation right across the Cowper electorate, is incredibly vital to maintaining the health and wellbeing of our ageing population and as a community we should all thank them for their efforts.
Walk for kidney health
to be ‘work ready’ THIS Saturday the community will head to polling places to elect a mayor and eight councillors to represent us at the local government level. I wish all candidates the best and thank them for standing and giving their time to advocate for us. Your vote will influence Council’s direction for the next four years. I urge you to consider voting below the line so you can select the individual candidates that reflect your interests and your views. What is their vision for our local area and importantly how will they make it happen? We also need elected Councillors who are prepared to work closely with the State Government so that our local region can reap the benefits of the unprecedented investment in regional communities. I want Councillors who will work collaboratively with me to aggressively pursue funding opportunities and have a proactive and positive relationship with Government. Since I was elected in 2011, the NSW Government has supported Council with almost $70 million for local projects including roads, footpaths and major infrastructure like Stingray Creek Bridge. This has freed up capacity for Council to fund
MEMBERS of the Port Macquarie community are being asked to raise awareness and funds for Kidney Health Australia’s Kidney Research Foundation on Sunday, September 11. The Kidney Health Research Walk, an annual event in support of Kidney Health Australia, will put kidney disease – Australia’s silent killer – in the spotlight. Chronic kidney disease is asymptomatic and individuals can lose up to 90 per cent of their kidney function before experiencing any symptoms. Kidney Health Australia CEO, Anne Wilson, said kidney disease affects an estimated 1.7 million Australians. About 1.3 million Australians are living with undiagnosed chronic kidney disease. “The Kidney Health Research Walk, and establishment of the Australian Kidney Research Foundation, comes at a very important time in our battle against kidney disease,” Ms Wilson said. All proceeds from the Research Walk will go to key research priorities, which will continue to drive health policy and advance programs that change and save the lives of those impacted by kidney disease. Registration is from 8.30am for a 9.30am start at Westport Park to Town Beach Park. Cost for individuals is $10; groups of 10 $50; children 12 years and under free. You can also register at 2016researchwalk. gofundraise.com.au For more information on Kidney Health Australia and its research programs, visit kidney.org.au

and develop projects that need to be prioritised including Ocean Drive in Lake Cathie, a solution to ease the rapidly growing congestion on Lake Road and the Wauchope Pool redevelopment. There is no excuse, given the millions provided to Council, for them to do anything else but get on with it. There is more to come with the NSW Government identifying $6 billion through the Rebuilding NSW plan to make a real difference to regional economies and communities. It’s time for the ‘political games’ to end and the development of a strong working relationship between local and State Government to start – that way the big winners come Monday will be our community.
If only we had the world in our hands
A FEW days ago I heard the words ‘He’s got the whole world in his hands’ and it brought back memories. Let me take you back a few, no, many years. In the early days of the Rotary Youth Exchange Program, Inverell, in northern NSW, hosted a teenager, who proved to be one of the most popular exchange students the town had hosted. Most Inverell people would not remember her now, but she was the type of person anybody would love to have in their home. On her departure she was given a reception in the town hall and then she revealed she would love to be known as a singer. She sang ‘He’s got the whole world in his hands’ to rapturous applause. One of the words in that song was world. Here is a word that goes back to at least 832. ‘World’ originally meant ‘age of man’. My big dictionary says it started out as meaning human existence, or the life of man. Then in the year 1000 it meant something like bring into this world, or even move into a better world. Then it moved into various stages, including the state of human affairs or a period of human history, or even eternity. It also referred to the whole human race. But in 888 it also referred to the earth or a
my
LAURIE BARBER
region of it, even the universe or a part of it. It seemed to be the word to cover all eventualities. These days most people when they use ‘world’ seem to refer to the earth – “everywhere the world over; when all the world is still”. Another site said London was the fairest city in the whole world. I’m just saying what the book said, so don’t blame me. In Charles Dickens’ ‘Bleak House’ he said “the whole world is before you”. Shakespeare had several goes at it, in ‘Love’s Labour Lost’ he referred to a world of torments. That reminds me – in an election many years ago a man called Love represented the Labor Party. They lost and my headline said something like “Love’s Labor Lost”. He wouldn’t talk to me for weeks. But he got over it. The Macquarie’s first definition says world
means “the earth or globe” as well as other meanings; Collins says world means “the planet that we live in” as well as other meanings; and Webster says “age of man” as well as other meanings. But back to the whole world in his hands. This song was first recorded in the paperbound hymnal Spirituals Old and New in 1927. It quickly became popular and was published in many other sites. It was a gospel song and many leading singers have included it in their repertoire. It even became a football song – “we’ve got the whole world in our hands”. The exchange girl returned to the USA to a big reception. Everybody was happy to have her back among them. I don’t know whether she sang at her welcome home party, but I know it was a great welcome home event and the reception was covered in The Inverell Times. It was many years ago and I forget the details. She probably revealed then that she wanted to be a singer. A few days later she was in a road accident and she was killed. lauriebarber.com; lbword@miodcoast.com. au

And this is the 52.4% Rate Rise that Port Macquarie Hastings Council DIDN’T want you to see! The following is an extract from IPART’s Assessment of Council Fit for the Future Proposals Report, October 2015: PORT MACQUARIE-HASTINGS COUNCIL – CIP Fit for the Future – FIT • The council satisfies the scale and capacity criterion. • The council satisfies the financial criteria overall. It satisfies the sustainability, infrastructure and service management and efficiency criteria. Scale and capacity – satisfies • The council’s proposal is consistent with the ILGRP’s option to stand alone. • As the ILGRP did not propose another option for this council, Port Macquarie-Hastings Council was not required to demonstrate how it met each of the elements of scale and capacity. It therefore did not provide sufficient information on the other elements of scale and capacity. • Our analysis has not identified evidence for a better alternative to the council’s proposal to stand alone. • The council participates in regional collaboration through MIDROC, and has partnered other levels of government and Charles Sturt University. Sustainability – satisfies • The council satisfies the criterion for sustainability based on its forecast to meet the benchmark for the operating performance and own source revenue ratios by 2019-20. • The council’s forecast financial position relies in part, on the successful
application for and adoption of a special variation from 2017-18 of 52.4% cumulative over 5 years (38.6% above the rate peg). This includes the continuation of an existing levy of 4.4%. It appears the council has not yet consulted its community on this proposal. • We estimate that adjusting the operating performance ratio by removing interest income on section 94 Reserves would reduce the ratio by approximately one percentage point to 1.3% in 2019-20, which is still above the benchmark. Infrastructure and service management – does not satisfy • The council does not meet the criterion for infrastructure and service management based on its forecast of the infrastructure backlog ratio being 9.6% in 2014-15 and is forecast to improve to 7.1% in 2019-20, which does not meet the benchmark. • The asset maintenance ratio was 49.8% in 2014-15 and is forecast to improve to 96.7% in 2019-20 which does not meet the benchmark. • The council changed its asset condition assessment methodology to a riskbased approach. This led to a significant improvement in the backlog ratio from 2013-14 to 2014-15. Efficiency - satisfies • The council satisfies the criterion for efficiency based on a forecast decline in real operating expenditure per capita to 2019-20.
Make your Vote Count! In the September 2012 Local Government Elections Mayor Peter Besseling ran as Mayoral Candidate and also as a Councillor Candidate on a ticket in Group A with Councillor’s Levido, Turner and Hawkins. In the last term of Council it was identified that ‘Group A’ voted as a block on 93.51% of the time whilst in the Council Chambers over a period of almost four years. To achieve the best outcomes we need to have the most diverse viewpoints from a range of perspectives across the Local Government Area. To avoid this situation again and get ‘real’ change; -

Bowlers boost for RDA By CHRISTINA PARKIN A SPECIAL game of bowls on the Horses’ Birthday at Wauchope Country Club has led to a much appreciated injection of funds for the Wauchope Port Macquarie Riding for the Disabled Association (RDA) Centre. “We were so grateful to be the recipient charity for the annual charity event hosted by the Wauchope Mixed Bowlers,” says secretary, Robert Pike. In addition to the $450 raised by a trading table of cakes and other goods, RDA received a further $1200, comprising a $600 donation from the Wauchope Mixed Bowlers and $450 from Wauchope Country Club. There was even a birthday cake of apples and carrots donated by the Hastings Co-op for the hard working horses. “As a not for profit community club, helping people who help others is something we love to do,” says Caleb Rose, Manager of the Wauchope Country Club. “Riding for the Disabled do great work for people of all ages living with a disability and we feel privileged to be able to offer a small gesture of support.” Rose also congratulated the Mixed Bowls committee members who put their time into organising the bowls day and ensuring it was a great success and invited any community group that needs assistance to call in. With a stable of 12 working horses and five retired horses requiring up to $1500 per year for feed, Hendra vaccinations, vet care, dentistry and farrier costs, the donation will be well utilised. Currently, the RDA centre operates from the Wauchope Showground stables during the school term on Tuesdays. Usually 20-25 volunteers assist from 8am – 1pm, starting with individual adults and then school children from Wauchope and Westport
Shed light on suicide
REGISTRATIONS are now open for Lifeline’s ‘Out of the Shadows and Into the Light’ community walks, which will see thousands of Australians gather around the country on World Suicide Prevention Day (September 10) to offer support and hope to those touched by suicide. Catherine Vaara, CEO of Lifeline Mid Coast said the walks are a great opportunity for community members to offer support and hope to one another, while also being part of a conversation to reduce the stigma around suicide so we can address this national emergency. Lifeline is calling on the community to get involved with the event by joining the walk. On Saturday, September 10 at 5.15am, an ‘Out of the Shadows and into the Light’ walk is planned in Port Macquarie, commencing from the Town Green. For more information, visit: www. outoftheshadows.org.au For crisis or suicide prevention support, please call Lifeline on 13 11 14 or visit www. lifeline.org.au/gethelp.
Register your raft Pictured (left to right) at the generous afternoon of fundraising by the Wauchope Mixed Bowlers is John Smith, Robert Pike, Jack McKinnon, Caleb Rose, Clive Jackson. Front: Robyn Coombes, Pam Dures, Keith Waldron and rider, Jason Sonter High and ACES disability services. “The participants get a lot of physical benefits from the movement of the horse,” explained Mr Pike. “We see changes in their body and core strength and balance over time, in addition to an increase in their social skills, confidence and connectivity with the handler and horse. “We try to pair up the rider with the same horse and handler, allowing a lovely relationship to develop. “The volunteers love it – many come week
after week, not wanting to let the rider down.” The weekly session costs just $5 but some participants find the $80 registration to RDA NSW for insurance a barrier, so RDA welcomes community members to ‘sponsor’ a rider for the registration costs. To become a sponsor, contact Robert Pike by email on wpmrda@gmail.com and come along on Wednesday, September 22 to the Hastings Co-op at Wauchope when Dr Harry Cooper will visit between 2-6pm and RDA will host another fundraising BBQ and cake stall.

Gates a history lesson
CANBERRA CONNECTIONS With Dr David Gillespie Federal MP for Lyne
Above left: A photo taken circa 1960 showing the view north to Horton Street of the Historic Gates and fencing. (Photo courtesy of the Port Macquarie Historical Society). Above right: Rotarian and Historic Gates project coordinator, Malcolm McNeil is pictured with the refurbished gates.
By CHRISTINA PARKIN WITH the refurbished Historic Cemetery gates back on their mountings coinciding with NSW History Week, Your Local Independent called upon the Port Macquarie Historical Society to furnish some background to their existence. Historian, Debbie Somers was able to reveal that some Port Macquarie News articles suggested they were completed in the first half of 1956, yet a photograph taken around 1960 (pictured below) shows that the ground in the cemetery behind the gates appears unkempt. “It looks like they just put the gate, fence and steps in and left the rest of the area as it was,” remarked Ms Somers. From newspaper reports, it appears the state of the historic cemetery was a ‘hot topic’ during council meetings in 1953. The report of a recent meeting in the Port Macquarie News (PMN) for Thursday, July 23, 1953, first touted the engineer’s report to restore the ‘old cemetery’ and resolved

to apply for a grant from the state government to do so. The design of ‘a low galvanised iron pipe fence….be erected along the Gordon, Horton and Hayward Streets frontage with a steel gate and concrete piers’ was also described. Then in the PMN for Thursday, November 12, 1953, a report is made of a council meeting granting £1150, along with a Public Works grant of £500, for the work in the engineer’s report for ‘improvements… including fencing, an imposing gateway and entrance and attention to the old tombstones and re-lettering and planting of trees.” Jumping to the PMN of July 7, 1955, an article states: ‘It is now revealed that the opening left for the gate in the ultra-expensive fence at the Old Cemetery is two feet two inches too narrow, and that’s about the only thing under the estimate’, and in PMN for September 27, 1956 p.A.compArison rATe in a letter to the editor: ‘Sir – May I be allowed FinAnce through your columns to congratulate the Mayor and Councillors on the improvements which they

and the people of Port Macquarie are making to the town? So many things have already been done since Christmas 1955 that I was amazed during my recent visit..... the gates and steps into the old cemetery completed.... Yours etc. Marion K Whitehead, Armidale’ So it appears that for this year, we have a 60year anniversary due to celebrate the ‘opening’ of the Historic Gates for the cemetery, and a fitting way to celebrate NSW History Week between September 3 and 11. Local museums, history associations and community groups will open their doors, host talks and coordinate walking tours that showcase our local history. “Council is proud to support NSW History Week, and assist in providing the opportunity for our community to experience our rich history and culture,” said Director Tricia Bulic. For more information on History Week activities visit www.pmhc.nsw.gov.au/heritage or call Council on 6581 8111.
MORE than 2000 medicine brands treating common conditions will drop in price for the community from next month – some by as much as 50 per cent or more – with the Coalition Government delivering a win-win for consumers and taxpayers. The Coalition Government is continuing to deliver the largest ever reductions in the price of medicines for consumers across the Pharmaceutical Benefits Scheme. Patients will benefit from these innovative reforms, with some people suffering multiple chronic conditions such as osteoporosis, high blood pressure and eye disease set to save as much as $400 per year on their medicine scripts. One-in-three medicine brands on the PBS will be cheaper for some consumers by as much as $20 per script, that’s a great result for patients using those common medicines. For example, a non-concessional patient with diabetes, osteoporosis, high blood pressure and gastric reflux who is currently taking: • metformin for type 2 diabetes 500mg tablet twice daily; • pantoprazole for gastric reflux 40mg tablet daily; • alendronate 70 mg + colecalciferol 140 microgram tablet for osteoporosis (as per dosing instructions); and • enalapril with hydrochlorothiazide for high blood pressure 20 mg/6 mg tablet daily; will save up to $34.19 per month on scripts, which equates to a yearly reduction of $410.28. The October 1 price drops were the latest innovative reform to come into effect from the Coalition’s landmark PBS Sustainability Package, which passed Parliament last year. More than 80 per cent – or about 1600 - of the 2000-plus brands of medicines set to drop in price would see a direct saving to some consumers.

‘Wheels’ more than meals MEALS on Wheels Mid North Coast is a respected six decade old community organisation that has grown with the times and evolved to meet the changing needs of clients throughout our coastal communities. As most people know, Meals on Wheels provides meals for those over 65 who will benefit from the convenience of having tasty, nutritious cooked meals delivered to their door, or prepared ready for collection by the client themselves. People are often surprised to find out that Meals on Wheels is much more than just a meal delivery service and is becoming increasingly flexible to meet the ever-changing needs of their current and future clients. In the past, Meals on Wheels was been seen as a free charity service, however that is not the case and registered clients pay a subsidised and affordable price for each meal. This helps ensure the highest quality in both taste and nutrition, with a wide range of choices and options available. Through their large network of volunteers who deliver the meals, the invaluable service is also able to monitor the wellbeing of clients, should they need this as they get older. Where appropriate, the organisation is able to refer clients to other organisations that can offer a different range of services. This along with regular, nutritionally balanced meals, can make a significant difference by enabling the client to remain in their own home, rather than needing to enter residential care. Although staying in one’s own home is often seen as a preference, social isolation can become a problem. It is now recognised as one of the most destructive issues for older people, and is frequently cited as a root cause of failing health, including depression, which is often associated
with dementia. To combat this, Meals on Wheels Mid North Coast offers services aimed at reducing social isolation. The ‘Eating with Friends’ program is one such service. The program takes groups of older people out into the community for a group meal or morning tea. Focus on starting and not stopping POSITIVE planning is based on the recognition that leaving full-time employment is a great opportunity to enter a new and very rewarding life stage. It’s all about starting, not stopping. Until now, you may have been working but you are entering a time when it will be your turn to be who or what you’ve always wanted to be. You will be devoting more time and energy to fulfilling life goals you’ve always longed to achieve, but have simply been too busy to contemplate. These goals are as individual as you are. Carol Round, our Certified Financial Planner™ at All Round Financial Planning, can help set a plan and discuss some of the factors to consider which include • the size of your superannuation nest egg • other savings and assets • whether you have any dependents • if you are planning to continue working part-time or not • your eligibility for pensions or partpensions • financial options if you or your partner fall ill • the kind of retirement lifestyle you’re anticipating. Carol is an expert in her field and can identify opportunities that you might not know about, even if you are well-read and financially savvy. Call for a complimentary half-hour meeting on 6583 9748.

AKUBRA CLASSIC
2016
Macleay Valley will rumble By SUE PATERICK
THE Macleay Valley will rumble with the thunder of almost 100 motor cycles this month when riders vie for a chance to win the Akubra Classic. In its 26th year, the Akubra Classic has become an important event and so far there are 39 juniors registered to race and 39 seniors. Past and current Australian Champions racing on the day include Troy Bayliss, Paul Caslick, Marty McNamara, Luke Richards, Michael Kirkness and Sam Davis. Kirkness, Richards, McNamara and Caslick
have all won the Akubra Classic before, but they are up against talented riders Michael Booth, Jarryd Oram and Jamie Oram. Due to rain last year McNamara and Kirkness tied for first place in the Akubra Solo, while Adam and Graham Liebke won the Akubra Sidecar Open. Publicity Officer for the Macleay District Motor Cycle Club, Megan Yarnold, loves the intensity of the racing. “All the riders are out to make a podium position to win the Akubra Classic and coveted hat donated by Akubra,” she said.

Macleay Valley Options staff enjoy the limelight of winning three different categories at the Macleay Valley Business Awards
Spotlight on Macleay business These winners demonstrate that passion and determination coupled with strong “ business acumen can turn a dream into a profitable and sustainable business
“
AN online candle and homewares retailer, a local cabinet maker, a disability service provider and a children’s play centre are among the businesses recognised in the 2016 Macleay Valley Business Awards. The 25 winners were announced recently at a gala dinner attended by over 200 guests at the Kempsey Macleay RSL Club. Guests were treated to a sit down dinner and live entertainment as they heard the winners’ names announced by MC, Manning Civic Centre’s Jeremy Miller. In congratulating each of the winners, Kempsey Shire Mayor Liz Campbell said once again it was fantastic to see firsthand the high calibre of the business community in the Macleay
Valley. “It is inspiring and rewarding to hear the stories of each of the award winners. For them it is a very significant achievement to be here and receive the accolades they deserve.” Macleay Valley Business Chamber President, Gary Scott said the quality of winners this year was outstanding. “The quality and diversity of the entries across each of the awards was excellent. It is fantastic to see so many passionate and motivated professionals locally who are building a solid future for the Macleay Valley.” The winners were selected from 115 nominees and received awards across 25 categories. The
winners of the judged categories will now go on to compete at the Mid North Coast Regional Business Awards next month. Presenting Sponsor, Macleay Valley Coastal Holiday Parks were delighted with the results. Marketing Manager, Danielle Cooney, said: “These winners demonstrate that passion and determination coupled with strong business acumen can turn a dream into a profitable and sustainable business.” The list of the winners of the 2016 Macleay Valley Business Awards includes the People’s Choice, determined by popular vote, as the Seabreeze Beach Hotel in South West Rocks. The Business Leader category was won by

Business MONTHLY Builder downplays warning of decline A LONG-STANDING Port Macquarie builder and founder of Pycon Homes, Mr Trevor Suitor, says forecast demand for new homes on the mid north coast remains strong despite warnings of a nationwide slump over the next three years. Recently, national media featured dire predictions for the industry based on the latest new Home Sales Report by the Housing Industry Association (HIA). Several media reports indicated new home sales across Australia have dropped 9.7% in July which followed another 8.2% drop in June and this decline is expected to accelerate. HIA stated new dwellings in NSW were up by 18.9% this year (2015/2016). This was projected to be followed by a 10.3 per cent decline in 2016/17, a further reduction of 18.3 per cent in 2017/18 and a 14.3 per cent fall in 2018/2019. “We have yet to see any indication of this
slump here,” Mr Suitor said. “The nature of the home building industry is cyclical, and there will always be ups and downs, but all indicators point to a positive future. Mr Suitor said his confidence was based on the continuing growth of the region. This growth is likely to continue to be fuelled by intrastate migration as well as several new land releases, making house and land packages very attractive for both home owners and investors. “There has also been a huge investment in infrastructure in recent years in this region and I think we are yet to realise the full potential of that. “Pycon’s web enquiries are increasing and visits to the display homes remain strong so all the statistics indicate there is still plenty of demand for the next couple of years.”

Effect of Change – SMSF’s Change is inevitable whether it be government, environmental, global or local all having an effect somehow, being minimal or not, on your retirement savings. So when thinking of managing your future retirement savings yourself, it goes without saying it can be quite daunting and requires you keeping your eye on the ball. However not all changes are bad, it forces us to review, reassess and can even make us think outside the box to create what we never thought of before or possible. One example which has been surprising, is recent budget announcements and media focus in Superannuation has heightened the awareness of the younger generation and their retirement savings. This heightened awareness of managing your own retirement and being able to make the decisions of where you can invest for your future and put this to best use, has caused a shift in the age in which SMSFs are being established. According to latest industry research from Rainmaker, three quarters of new SMSF members are
aged below 55 and yield an average age of 46 years. SMSF are being established by younger people in their 40s, 30s and even 20s who want control. Pooling family’s superannuation into an SMSF is also becoming increasing popular to further save on costs and enable greater investment opportunities within their SMSF. So changes are inevitable and can’t be controlled, and whilst industry bodies actively lobby the government to provide confidence in the sector by not making legislative changes, I have found with all changes, SMSF Trustees adapt and are still able to make it work for them. The driving force is because it’s their money for retirement. For trustees who typically run their own SMSF, now is a good time to get a second opinion and speak to their SMSF Advisors as the 2016 budget changes require the need for greater planning this financial year. If you’re thinking of commencing a SMSF, or would like a free consultation on your SMSF we can help with all aspects of your SMSF, from commencement, administration to wind up. By CHRISTINA PARKIN AN innovative program designed to help disadvantaged young persons to get their car licence has been developed with the assistance of Port Macquarie Lions Club. The L2P Learner Driver Mentor Program is ready to be launched in the Hastings. It assists young disadvantaged learner drivers aged 16-25 years to complete the compulsory 120hrs of supervised driving, enabling them to gain their P1 licence. “For some young people, the process of completing the required hours and obtaining a licence is far beyond their reach,” says Julie Trowbridge, Coordinator of Port Macquarie Neighbourhood Centre and the L2P Program. “This restricts their ability to improve their

circumstances and reach their full potential. “Gaining a licence could open so many doors for these young people and could be the gateway to increased study and improved employment opportunities”. The L2P program relies on dedicated mentors who offer their time and experience to the learner drivers. “Since the beginning of 2016 we have recruited some fantastic mentors and have been putting them through some comprehensive training to ensure they are skilled and ready to mentor our young learner drivers,” said Ms Trowbridge. Learners have also been progressing through an application process to be selected into the program. There are currently nine successful learner drivers who are currently undergoing professional driving lessons in readiness of commencing their driving hours with their mentors. This program has been successful so far due to funding provided by Transport for NSW for ongoing program expenses, Port Macquarie Holden for their provision of a Holden Cruz, Port Macquarie Lions, Port Macquarie Neighbourhood Centre who have sourced and provided funding for the car, and Keen To Drive Driving School, who will provide ongoing professional lessons for the learners, as well as skills training and support for the mentors. “I would like to thank the wonderful organisations who have worked so hard together and have been instrumental in ensuring the L2P program gets up and running,” says Ms Trowbridge. “We also need more mentors so we can increase our capacity to assist young learnerdrivers.” For more information about the L2P Program, please contact the Port Macquarie Neighbourhood Centre on 6584 1914.

GOLF as a sport is no longer the domain of adults and with the quality of junior golfers such as Jackson Jubelin, Oli Payne and Lily Baker coming out of the Port Macquarie Golf Club (PMGC), golf has a sound future. To ensure more young people get ‘hooked’ on golf, the PMGC is organising its annual Junior Seaside Classic this Sunday from 8am. One of the leading competitors will be Oli Payne, 14, who has only been playing from the age of 10. His Dad, Nick, plays golf but it was a visit to the school by James Single that got Oli playing golf as a regular sport. Now coached by Gordon McCallum, another golf pro at PMGC, Oli says he is a ‘better player’ than his Dad. “I practise a lot and we travel at least once or twice a month to a tournament out of town,” explained Payne. “I’ve been playing away regularly for the last two years.” Young Payne played at Bateman’s Bay a fortnight ago in the Jack Newton Junior Golf Masters and came second in the 14-15 year old division and ninth overall among players from all over the state. He will spend the next two weekends playing in the annual club championships. To Payne, the highlight of his golfing history was his recent trip to San Diego to represent Australia and compete in the IMG Junior World Championship where he finished 51st from 162 international competitors with a score of 75, 75 and 71 from a Par 71. “I was happy with my performance and how I managed my nerves while playing at this level in my first overseas tournament,” said Payne. Another event he played in while in the US was a qualifying putting competition, which put him through to the World Putting tournament, which he won in a play-off.
Payne is hoping to have a career as a professional golfer. “I’ll just keep doing what I’m doing,” said Payne, who encourages and assists young golfing cadets on a Tuesday afternoon. Payne will be one of the players to watch in Bartlett 16. There were 3 rinks of social players and the winners were Doreen McWhirter and Ann Steel. The consolation prize went to Joyce Boyd, Heather Eldridge and Alison Fancourt. The semi-final of the Club Select Pairs was played on Saturday, September 3 and Tina Hamilton and Marie Winter 26 defeated Enid Brooker and Sally Webber 16. Sue Petterson and Ann Steel 23 defeated Lois Norris and Rosie Ansley 16. There were 3 rinks of social players and the winners were Sylvia Wells, Wendy Wallis and Jutta Hall. The consolation prize was picked up by swinger Sylvia Wells, Ann Swanson and Lil Allen.

Sports Ark venue for indoor cricket clash with Kiwis LESS than 12 months after opening the Sports Ark, owner-operator Gerrit Wilkin has secured the inaugural Australian staging of the TransTasman Indoor Cricket Championswhip. Traditionally hosted in New Zealand every three years, it was a coup to be awarded the venue before the renovations of the previous Tender Centre building had been completed. “It’s a big honour,” said Wilkin. “And a huge opportunity for the town with so many international visitors.” The Sports Ark boasts one of the longest courts in Australia at 30m. Wilkin is also aiming to obtain the rights to host future netball and archery competitions. “We’re setting a standard of excellence; a big benchmark here but we have good staff so I can’t see any problem in planning for these kind of events,” he said. Cricket Australia will supply the umpires and equipment. The Kiwi and Australians will each play four teams of 12 players for the Under 22 (youth) and Open divisions. The competition starts today (September 8) from 10.30am. As the only international competition in Australia for the Open and Youth sides this year, players will be using it as preparation for the 2017 Indoor Cricket World Cup in Dubai. There is a limit of eight players on the court at any time, with points awarded for the two games each team plays on each of the three days. A presentation ceremony will take place on Saturday night at 8pm. This is the 12th time the Trans-Tasman series has been played. Championship three-day passes can be purchased for $25 or $10 for a day pass. The Sports Ark is on Lake Road, Port Macquarie, east of the Bunnings roundabout. All matches will be live streamed on www.cricket.com.au and the Cricket Australia Live App. Margaret Walsh plays Beth Schubert. footytips
‘Favourites’ can be a problem SO, how did you go? Most NRL tipping comps finish at the end of the home-and-away season, which came to a halt last weekend. If you followed Your Local Independent’s (YLI) tips, then you should have done OK. We faltered a little over the last few rounds as we chased a few upsets to try to climb up the ladder. A little like playing catch-up football late in the game – invariably that is a low percentage game. Still, a lot of fun. If you have a look back over your tipping season you will realise there is no room for emotion when it comes to tipping comps. That’s why so often the water cooler conversation is about ‘so-and-so’ who knows nothing about rugby league, but is leading the comp. What happens to the majority of us ‘rugby league tragics’ is that we have hidden favouritisms tucked away deep in our psyche. Sure, we have the team that we barrack for, but over the years we grow a fondness for certain teams and a dislike for others. So when it comes to tipping these subtle prejudices get in the way of clear thinking. We are still barracking for the Raiders of the late ‘80s, or the Eels from just before then, or Penny Panthers from the ‘90s. Clubs change. And tipsters have to tip with their heads – but easier said than done. Having a look at the final points table the big surprise are the Raiders. Second spot! Ricky Stuart’s detractors will be looking for a new target because Canberra have the momentum to go all the way. The Sharkies may have hit a few hurdles in the run to the line, but have had a breakout year to date. And what about the mighty Titans! Their first
of support for the Gold Coast. The Broncos have picked up their game in recent weeks, but psychologically are still vulnerable. The Titans have already kicked their goals and have no pressure. • Your Local Independent tips: Titans Raiders v Sharks (Saturday, September 10, 5.35pm, GIO Stadium, Canberra): Just shows how key that last round was. The Raiders get to play at home and this is so crucial in these games. There is no doubt the Sharks can vault out of their form slump of recent weeks, but the Raiders are in the groove. There is plenty of support for them going all the way. • Your Local Independent tips: Raiders Storm v Cowboys (Saturday, September 10, 7.55pm, AAMI Park, Melbourne): Really tough one and so it should be. The defending premiers versus the minor premiers. All season the Storm have been the benchmark as other
finals appearance since 2010. But after saluting the ‘surprises’ we need to give a massive ‘well done’ to Craig Bellamy and the Melbourne Storm. They could easily be renamed ‘The Professionals’. This club seldom gives less than 100 per cent. Momentum is a key factor, as we have discussed, but nothing delivers like consistency. So let’s look at the first round of the finals: Broncos v Titans (Friday, September 9, 7.55pm, Suncorp Stadium, Brisbane): The bookies have Brisbane as red-hot $1.28 favourites, with the Titans as $3.85 outsiders. And that is how it should be. What the numbers don’t tally is the history and emotion between these two sides. So often major clashes between this pair have ended in a field goal. A home game for the Broncs, but being just down the road from the Glitter Strip, this clash will provide plenty

teams, such as Brisbane, the Sharks, more recently the Raiders and the Cows have struck hot streaks. There is a feeling that although Melbourne are playing very well, if any of these four teams bring their A+ game, then they will be too good for the Storm. YLI agrees. • Your Local Independent tips: Cowboys Panthers v Bulldogs (Sunday, September 11, 4.10pm, Allianz Stadium, Sydney): The Dogs have lost their bite at the most crucial time of the year. Up until the final rounds Canterbury were the classic Bulldogs, tough, take-noprisoners. But that has gone and so have their 2016 chances. Penrith have been solid and the club deserves reward for sticking to a long-term plan that is bearing fruit. • Your Local Independent tips: Panthers
