PRESIDENT ’ S CORNER PR Doug Bolton, Board President I hope everyone had a wonderful holiday and that your new year will be filled with joy. As an association, your board and staff are shifting our focus from the accomplishments of 2018 to things we plan to do in 2019. While the process of replacing our aging Beach House has been long, challenging and at times frustrating, the finished product is fabulous. Our General Manager, Lance Pyle, put his heart and soul into managing this project. When you see Lance, make sure to express your appreciation for a job well done. The informal Grand Opening of the Beach House will be held on January 9 in the format of a Casual Wednesday. If you have not been to one of these events before, just bring a dish to share plus your own beverage of choice, and enjoy mingling with neighbors while exploring your magnificent new Beach House. Now that this major project is virtually complete (we are still waiting on some furniture) it is time for us to move forward. For 2019 we have three major areas of focus. First is the creation of a plan that will look forward for the next five years. In addition to reviewing plans created by prior boards, the process will involve a series of focus groups, Landowner meetings and a Landowner survey. All Landowners will have an opportunity to express what is important to them regarding the future of the Plantation. After all the input is gathered, the board will create a five-year plan to guide future decisions. This is a great “reset” year, as we have no major capital improvement projects scheduled for 2019. Our second major focus will be employee retention and satisfaction. Our employees are vital to the enjoyment of living in Port Royal Plantation. I’m sure you know that competition for employees on the island is getting tougher each year. Since Hilton Head Island is at the end of the road, we not only have to compete with other employers on the Island, but with Bluffton, Jasper and Ridgeland as well. We will listen to what our employees have to say about working for us through one-on-one interviews and third-party surveys. Once we collect this information we will develop an employee satisfaction and retention plan to help make good decisions in the years ahead. All Landowners can help us by recognizing how valuable our workforce is, treating them with respect, and taking time to give them a word of thanks. They have many options of where they can work. We want Port Royal Plantation to be their workplace of choice. Our third area of focus is efficiency and effectiveness. When you are working on a major project like our Beach House it is only natural for other areas not to get quite as much attention. While taking a fresh look at all aspects of how we function as an association, we will continue our work on hurricane preparedness and drainage, as well as reviewing our asset replacement fund schedule and options. A task force is already working on updating our bylaws to match changes that have been made to the covenants and rules and regulations. We plan to create a new Landowner introduction and orientation system to help newcomers assimilate into our community. All staff departments will be looking for better and more efficient ways to serve our Landowners. I look forward to working with the board, Landowner groups and volunteers on all of these focus areas. Please get involved in the community and attend link-up meetings to stay in touch. This is a wonderful place to live and we want to keep it that way. Happy New Year!

LINK UP WITH LANCE Lance Pyle, General Manager

I hope you and your family had a Merry Christmas and Happy Holiday Season. We were pleased to open the beach house rear deck and screen porch before Christmas weekend. This gave many Landowners the opportunity to see the building up close for the first time and appreciate the improved view of the ocean. At the end of December the contractors were able to finish the necessary inspections except for the elevator, which is now in the final stage of completion. The contractor is working on the last punch list items which will get the project completed. The first opening will be Casual Wednesday, January 9, 2019, starting at 4:30 pm. An official opening date has not been set. Most of the furniture has been ordered. We are still working on banquet chairs for the Ocean Room. In the meantime, we will use the old chairs we have in storage. The Beach House was paid for by the Landowners. We know you will respect the building and the surrounding area. Remember, you are also responsible for your guests. You must be with your visitors and guests when they are in the beach house. We have heard that some Landowners are issuing extended passes to local non-Landowners who are taking advantage of the beautiful amenities Port Royal offers. While this might seem like just being a good friend, the additional parking and usage may take away from other Landowners’ enjoyment. Security will be patrolling the area regularly and, if you observe harmful activity around the area, please report it to Security. It is essential to provide as much information as you can, mainly the date, time, location and description, to help security when they review the video system recordings. A big thank you to the many Landowners who contributed to the annual employee holiday fund. This is an excellent way for Landowners to show their appreciation to the staff. The Board has taken steps to increase wages to be more competitive within the market, but your generosity shows how much you appreciate the services the staff provides. Each year, I deliver each employee their portion of the employee holiday fund with a handshake and a heartfelt thank-you for their dedication. They are always grateful and appreciative. It means a lot in a small community to know that we care for one another.

SECURITY REPORT Rob Wilkinson, Director of Security

I am pleased to announce that Sgt. Ashley Grant recently attended and successfully passed the South Carolina Law Enforcement Division (SLED) training program to become a certified instructor. Sgt. Grant is now authorized to provide the training and instruction to our security officers to meet the state curriculum. Congratulations, Sgt. Grant on your achievement! In years past, security officers were trained by outside instructors, which was an expense to the association. The security department now has two certified instructors to provide the required annual recertification training to current and new staff. As part of our ongoing training program, the majority of our staff received additional firearms training at the beginning of December, which focused on accuracy and familiarization with their weapon. I am pleased to say that everyone did a remarkable job. As part of the marksmanship training Tim Jackson and Tony Turman won awards for closest to the bullseye.

In early 2018, we rolled out the new Radar/Speed Limit trailer, and patrol officers received training in the use of new radar equipment installed in the security vehicles. The objective of the new equipment and training is to reduce speeding and provide a safer community for all. Based on the information from the radar sign there has been some reduction in the number of vehicles speeding. In 2018, the security department issued 173 private citations for speeding. The radar/speed limit sign serves as a friendly reminder to reduce your speed. I appreciate the support of those Landowners who cooperate with our efforts and obey the 25 MPH speed limits. The security department will be out monitoring traffic violations, so please be aware that we take our responsibility to keep everyone safe seriously.

We all know that Port Royal Plantation is a great place to live with wonderful neighbors – but did you know we have a few bad apples? There are a handful of people who think it is okay to stop, yell at, and berate our employees over the slightest inconvenience. They had to wait too long in line, their guest pass wasn’t in the system, or they had a U-Haul turned back to the office because the driver only told the security guard he was there to pick up furniture. Period. The amazing thing is that these people know they are being recorded on camera and then they refuse to speak to management when confronted about their behavior. My father always said, “Rudeness is the weak man's imitation of strength”. Please, please treat our employees with respect. If you have an issue with one of our staff, discuss it with our general manager, not the staff member. Thank You. Doug Bolton, Board President

Do you know exactly where your home is located on your property in relation to the building setbacks? Was your home built in the ’60s, ’70s or early ’80s? I’ve researched our governing documents and PAB Guidelines from the early years of Port Royal Plantation’s history and can’t determine, for sure, if surveys were required for additions. Oftentimes, when a survey is obtained on an older home, we find that the house wasn’t actually built where it was shown on the Site Plan at the time of approval, and encroachments on current building setbacks have been found. When this happens, we have to go back through the records and try to find out if the encroachments were ever approved. Typically, mortgage companies don’t require As-Built Surveys any more. But some purchasers, in their due diligence, will order a survey, for their own protection. If there are any discrepancies on the survey, their attorney will contact the PAB to determine if the discrepancies were approved or not. So remember, if you are contemplating an addition to your home, don’t be surprised when we require an As-Built Survey of your property. It’s better to know sooner than later if there is a problem with your residence and current setback rules.

MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

Reflecting on 2018 and Setting Goals for 2019 I hope everyone had a wonderful holiday season and I wish all of you a very healthy and hurricanefree 2019! At this time of year we reflect on 2018 and set our goals for 2019. During the past year, many new things have come about in Port Royal, the main thing being the beautiful new bathhouse and beach house. It has been very exciting for me to be a part of this building process over the past year.

A new play structure and basketball goal were recently installed at the playground to complement the existing equipment. Along with this, a new rubber border and rubber mulch were added around all of the equipment to make it safer for children playing, and a fence was added around the parking area for even more safety.

Over a month ago, a contractor started replacing the wood fencing around Port Royal as planned in our Asset Replacement budget. The contractor is replacing the older split-rail style fence that has been deteriorating with more uniform fencing.

A new section of asphalt leisure path was installed near the new Heritage tennis courts on both sides of Coggins Point Road. This will make it safer for bicyclists and pedestrians to remain on a designated pathway. A crosswalk will be painted on the road as well.

In 2019, we will be installing new street identification signs. The signs were ordered in November 2018 and the contractor will begin installation after they are received in January. A major paving project is scheduled as part of the Asset Replacement budget for 2019. The following roads will be inspected and repaved as necessary; Fort Walker Drive, Hartford Place, Suttlers Row, Robbers Row, Everglade and Steam Gun. We continue working with regulatory agencies to get approval to perform some light trimming on some of the beach access paths that are less frequently used, and there are a few small decayed and/or badly deteriorated boardwalks that will be removed and replaced with sand and crushed oyster shell to create a more natural and safer path for beach access.

OUR COMMUNITY M AIN T EN AN CE R EQU EST Over the past year, a maintenance work order system was implemented to help prioritize needs throughout the community. If you see a common area maintenance related issue, please complete the online form or email maintenance@portroyalplantation.net so the work can be properly prioritized. The on-site staff and contractors are managing the work orders which will allow progress to be made throughout the community. On-site staff regularly addresses regular maintenance items along with the maintenance requests that are submitted. Thank you for your patience as we work on our priority list.

Winter Heat / Space heaters & fireplaces ELECTRIC SPACE HEATERS The use of space heaters or portable heaters is growing because they are economical and easy to use. Although portable heaters are designed to be safe, if used improperly, they may cause fires, burns, explosions or electric shock. Space heaters should be at least 3 feet from furniture, walls, bedding, etc. and never leave a heater unattended. Look for a listing by a testing lab to insure certain safety standards. Look for space heaters that have automatic turn off switches should the heater get too hot and that will also turn off the heater if it tips over. Don’t use your heater as a dryer - keep clothing and other combustibles away. FIREPLACES Before you start, have your fireplace inspected annually and cleaned when necessary by a chimney sweep. Choose the right fuel. Generally speaking, hardwood firewood (oak, hickory, etc) burns cleaner than softwood (fir, cedar, etc). Firelogs like Duraflame burn much cleaner than firewood. Don’t overload logs in the fireplace – they can roll out. Stack the logs at the rear of the fireplace when building a fire. Use fireplace tools to tend to the fire and keep the fire screen closed. Keep small children and pets away from the fireplace and never leave it unattended. Never burn garbage, rolled newspapers, plastic or wrapping paper in the fireplace. OUR COMMUNITY PR The Whippersnappers A New Year, A New Beach House, A New Name! Greetings and Happy New Year from the Port Royal Whippersnappers Committee! For those who don't know us, the mission of our volunteer Committee is to provide fun social events for our Port Royal Community, to bring people together and share the joy of living in our great Plantation. Our events are held at the Port Royal Beach House and are always open to all Plantation residents. Admittedly, we were a little quiet in 2018, with only one offsite event, as we eagerly anticipated the building of our new Beach House. And now it is here!! We are all so excited about the opening of the new Beach House. We have been working to secure several Community events throughout 2019 and will be ready with our first event in March. So SAVE THE DATE for our first event in the new Beach House, Mardi Gras Night on Saturday, March 2, 2019, with the Gino Fanelli Jazz Band and Mardi Gras themed food and drinks! Look for party details in the February Trident. As we move forward in 2019, we are looking to make a few changes. Our first is to come up with a new name for our Committee. The Whippersnappers Committee name has been around for many years and we love it. However, there is always some confusion about who we are and what we do with new residents. So can you help us? We are asking for your suggestions and ideas for a name that reflects our mission. A name that is creative, clever yet clear! OUR COMMUNITY PR January will begin to show progress in the Arboretum. Folk Land Management (FLM) has been contracted to replant the tree canopy. You will see some thin green columns throughout the planting area. They are protective “greenhouses” for new saplings. The small saplings will include a wide variety of lowcountry native species, densely planted, and grouped into the appropriate locales of wet/dry and sun/shade areas. The plan is that the saplings will quickly sprout upward, outward, and grow leaves to create a “low” canopy. Even a low canopy will shade out the taller unruly and smothering species that now are invading our wetland areas. These PAB approved thin vertical “greenhouses” provide warmth, protect stems from all kinds of predators, and allow us to locate all the new saplings for watering and fertilization. Wooden stakes will be attached to provide stability. The protections need to remain for several years providing the saplings with an expected survival rate of 75%. As a low canopy develops and limbs overlap, we will be able to thin the areas. Our best prospects are to thin by transplanting to other Arboretum areas, other Plantation bare spots, and maybe even sell some to residents. What a deal! Removal of invasive species in the Arboretum will continue. The Chinese Tallow trees must go. They are a US Ag. Dept. designated noxious, invasive, non-native tree. Other native vining plant specimens can be displayed more amiably via trellising as can be seen in the Armstrong State University Botanical Gardens in Savannah. Native vines are valuable assets for our native wildlife. Pruning of fruit-bearing bushes will not occur until Spring seasons, allowing our small wildlife to feed on the fruits. We do have several areas of sun-loving pretty little wetland area pink flowers that we will encourage to keep them visible. Any questions or volunteers for Spring cleanup and plantings?
