PRESIDENT’S CORNER Doug Bolton, Board President
A Celebration of Community On Sunday, May 5, we held a ribbon cutting and celebration at our wonderful new Beach House facility. Over 400 Landowners attended and the event was a great success. The building and decks handled the crowds with ease and it was fun to move around the facility and talk to everyone. This type of plantation-wide event is exactly what we envisioned for this facility. Port Royal is a beautiful place to live, but it is the sense of community and friendships we build that truly make it home. Please consider attending our community-wide events and make it a point to meet your neighbors. Casual Wednesday is the first Wednesday of every month. This is a great event where everyone brings their own beverage and a dish to share. Watch the Trident for upcoming food truck events in the Beach House parking lot; this provides an excellent way to get out of cooking and have an inexpensive meal. There are so many new faces in Port Royal and these events allow us to meet new friends and mingle with each other. My wife and I have been blessed to make so many great friends in the nine years we have lived here. We are sad that our next door neighbors have sold their home. Even though they were part time residents, they became full time friends. It really enhances living here when you can walk back and forth and hear your friends in the back yard. We learned that we had each operated businesses in western Pennsylvania just 14 miles apart. We have enjoyed getting to know each other’s kids and grand kids. I can only hope that our new neighbors will become good friends as well. This is the true beauty of living in Port Royal Plantation. Okay, the beach is pretty great too! Paving Staff has been working with engineers on the paving project for Fort Walker, Suttlers Row, Robbers Row, Harford Place, Everglade and the Beach House parking lot. A comprehensive bid package was sent to prospective contractors, and now we are working with the contractors to evaluate the pricing and road deficiencies to ensure the best results. Some areas have root damage, reflective asphalt cracking from the sewer drainage installation many years ago and/or depressions, and some need manhole cover adjustments. Once selected, it is anticipated that a contractor will start the work in early June, and that the project will take between four and six weeks to complete. During construction there will be minor traffic delays due to lane restrictions. The small side roads will be heavily impacted by road closures while the repairs are being done. Please watch for emails and messages for the most up to date road information. The contractor will provide traffic control during the project. If you have any questions, please contact Scott Kunkle, Director of Maintenance, at maintenance@portroyalplantation.net or 843-681-5114 ext. 102. Arboretum Staff has assessed the condition of the Arboretum which clearly needs some basic maintenance. The greenhouse tubes are working well and the sapling trees inside the tubes are growing. There are some trees that could exceed the tube height within the next year. On Thursday, June 20, 2019 at 9:30 am at the Beach House there will be a meeting to review the progress of the work done by the professional redevelopment group. The initial work included planting 1,500 sapling trees, installation of the greenhouse tubes for the tree’s protection, and fertilizing was completed in January. The maintenance and continued staff care necessary to properly maintain the area will be reviewed. There will also be discussion of a possible fundraising campaign to provide additional plantings that could improve the overall appearance. Please attend the meeting if you are interested in learning more about the Arboretum, volunteering or fundraising. Bylaws The Bylaws Task Force is continuing their work on proposed updates to align the Bylaws with the covenant revisions completed in 2015. Due to the work required to complete the document and properly communicate the proposed changes to all Landowners, the Bylaw revision vote will be held in conjunction with the Annual Meeting. Airport A special thank you to Jon Rembold, County Airport Director, for attending the May 29 Link Up with Lance. Jon presented the recent changes at the airport, including the addition of United and Delta flights to New York, the Washington DC area and Chicago. Jon showed attendees the recommended flight pattern pilots are asked to follow when coming in and out of the Hilton Head Island airport. CLICK HERE to access that information, or go to portroayplantation.net. The voluntary flight pattern minimizes the number of airplanes flying over Port Royal and reduces the noise. Noise complaints should be directed to the Noise Hotline: 843-255-2966. Many of our residents appreciate the expanded service provided at our local airport.

WILDLIFE CONCERNS
Over the past few months Port Royal Administration and Security have received calls and e-mails with concerns about wildlife, specifically coyotes and alligators. It is important for you and your guests to respect our low country wildlife and be aware of your surroundings at all times.
Coyotes According to www.humanesociety.org coyote attacks are rare. While a coyote’s main diet consists of rodents such as mice and rats, it is important to keep your dog on a 6-foot leash (or shorter) to help prevent an attack by a coyote. Keep your cats indoors, and do not leave food outside.
Alligators Alligators usually are not aggressive toward humans unless they have been fed by humans. Alligators do sometimes mistake a pet for prey and can cause a dangerous encounter. It is important to respect their habitat and keep a safe distance from ponds when walking your pet. And it is very important to keep small children away from the waters edge! Being aware of your surroundings is key to protecting yourself, your children and your pets. It is against the law to feed or harass an alligator. A fed gator is a dead gator; if you see anyone feeding an alligator, please contact security immediately. Please take time to read the information from these SC Dept. of Natural Resources links: dnr.sc.gov/alligators dnr.sc.gov/coyotes

SECURITY REPORT Rob Wilkinson, Director of Security
POOL RULES Since we are entering the summer months, this is a good time for all of us to review the pool rules to help everyone have a safe and enjoyable experience. We will have staff at the pool to ensure the rules are being observed. Remember to be respectful and kind to pool staff. Please visit Port Royal Rules and Procedures at the following link for a complete list of pool rules. CLICK HERE Here are a few of the rules that are important to remember and share with your guests. While there is no lifeguard, there is usually a pool attendant/officer on duty from Memorial Day
through Labor Day, 10am until 6pm. However, in all cases you swim at your own risk. An active amenity card is required for admission every time the pool is used. The amenity card
must be shown upon request. Children under 12 years old must be accompanied by an adult. Exceptions may be made by the
General Manager after verifying qualifications of applicant. Children who are not toilet trained (in diapers or very young) are not permitted in the big pool.
Swim-type diaper users are only permitted in the small pool. The following are not permitted in the pools or pool areas:
• Glass containers • TV or radio loud enough to bother other people • Smoking • Bicycles, throwing balls and toys, running or horseplay • Rafts, floats* *Vests, floats or belts attached to a youngster for safety reasons are permissible. PLANS APPROVAL BOARD Jan Ingram, PAB Administrator
LANDSCAPE PLANS Sometimes we want something new because what we have is old and worn out - new clothes, new cars, new appliances, etc. Some yards are in need of new plant material because the Azalea bushes have been there for 35 years, the same bedding plants have been there for a long time and look worn out, or other shrubs simply look bad. For those of you planning on re-landscaping your property and making changes, the revised PAB Guidelines now require Landscape Plans.

When modifications to your landscaping affect more than 50% of any portion of your property or significantly affect the screening of your property, pool, or home, you must submit a Landscape Plan. This should be done on a Site Plan, which shows the location of the home and driveway on the property. It also must show where the plants will be planted, what type of plants they are, the size (height and container size), quantity, and any other important details. For most of the properties in Port Royal, I have the site plans and can provide them to you or your landscaper. Just give me a call or email me at pab@portroyalplantation.net and I’ll be happy to help you. For more information on Landscape Plans and requirements, please refer to Section 3.3.4 Landscape Plan of the Guidelines, which can be found on our website at www.portroyalplantation.net.

MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance
TIPS FOR MANAGING INSECTS Summer is almost here, and mosquitoes and midges are back. I’ve recently been asked about both insects and the difference between them. If you have ever been swarmed by these bugs, you know how annoying they are. Midges are similar to mosquitoes, but they don’t bite, travel in swarms and are found around lakes and ponds. The key difference between the two is that mosquitoes have a long needle-like mouth and midges do not. This means midges do not suck blood or carry diseases like mosquitoes. They are more of a nuisance than anything, flying around your head and getting into your eyes and ears. These swarms tend to be worse in the spring and early fall, and at night they are attracted to lights around houses. Mosquitoes, on the other hand, do bite and can carry disease. To protect yourself from mosquitoes and reduce their numbers around your home make sure to drain or eliminate sites that have standing water. Empty or throw away containers with standing water. This is very important since mosquitoes lay their eggs in water. For small areas of water that can’t be drained or emptied, use mosquito control products, such as mosquito “biscuits” that can be placed in standing water to interrupt the mosquitoes breeding cycle. These can be purchased at local lawn and garden or home improvement stores. Most of these contain active ingredients that will not harm humans, animals, fish or vegetation when used as directed. It is also very important to maintain swimming pools with proper pool chemicals to prevent the water from turning into an inviting home for mosquitoes to breed. Avoiding mosquitoes is hard to do and most species bite during dawn, dusk, twilight hours and at night. Wearing insect repellant is the best way to protect yourself from mosquito bites, and yes, it is safe when used as directed. The Association has a contract with L & L Mosquito Control to treat the property. They usually conduct the weekly treatments during the evening hours and apply the chemicals from a “fogger” mounted in the back of a truck. The mist that is released is not harmful to humans or animals. If anyone has any questions on mosquitoes and midges, or about the weekly treatments, you can contact me, or L & L Mosquito Control at (843) 384-8617.

Fish Haul Farm
Planning Study Update
Following the Farm cleanup in April, Fish Haul farmers have been quite active with their summer crops. Early plantings of tomatoes, pole beans and onions are already being picked, as well as potatoes and carrots. Due to our mild winter, lettuce and many of the leafy vegetables are still producing from the fall planting. Tomatoes, peppers, eggplants and most other vegetables have flowered and have started producing fruit for the months ahead.
The Planning Study Task Force would again like to thank all the Landowners who attended one of the Public Forums and those who sent suggestions via email for Survey topics. In total, we received about 200 suggestions!
On Wednesday, June 12, our second quarterly meeting will be held at the Beach House starting at 6:30 pm. It will be a fun social event open to both Fish Haul farmers and all Landowners in the Port Royal community. Bring a heavy appetizer to share and BYOB. At the meeting, the Fish Haul Farmers members will also vote on some amendments to the organizations’s Constitution and Rules and Regulations. We hope to see many attending on June 12. Nigel Jones
We have reviewed all the input and most of the suggested topics will be addressed in the form of survey questions. Others will be addressed directly by the Administrative staff or, in a few instances, the Board of Directors. Those are actionable items for which a survey response is not required. The survey questions are being developed now. After that process is completed and the questions have been reviewed, the survey will be distributed to Landowners, hopefully by the end of this month. The survey will be available for responding either online or in hard copy. We will continue to keep Landowners informed throughout the entire process. Marshall Fletcher Committee Chair, Planning Study Taskforce
