PRESIDENT’S CORNER Doug Bolton, Board President

We are fortunate to have Landowners serving on the Board of Directors who give freely of their time in service to our Port Royal community. I want to compliment the Landowners who served on the Nominating Committee to provide us with this talented group. Every member brings a unique set of skills and expertise, which allows us to work on many different issues at the same time. As I spend my last year on the Board it is reassuring to know that the future of the plantation is in very good hands. Here are a few of the issues your board is working on. Landowner Feedback This year we will be gathering your ideas and opinions on the future needs and direction of the Plantation to provide a framework for decisions to be made by future boards and staff. I have read the Landowner feedback from 2000, 2005 and 2010 and it is amazing how many of the suggestions have been implemented: improved pass & PIN security, security cameras, improved lighting, covenant & rules enforcement, improved beach access, improved drainage, addition of dog waste stations, new mailboxes, electronic communication, amenity card access, alternative revenue sources, new beach house, enhanced kiddie pool, and more. All of these improvements were generated by Landowner feedback. We look forward to your participation in this year’s process! Employee Feedback Our employees are a key element to the enjoyment of living in the Plantation. We want to make sure they are treated well and that they like working for us. Our Compensation Committee is working with our outside employment service to gather employee feedback and learn how to enhance employee retention. Bylaws Revisions Thank goodness for detail people (I am not one of them). In 2016 Landowners approved updates to our Association Covenants. This year a task force of Landowners is working on updating the Bylaws, which you will vote on later in the year. While most of the work is geared to making the Bylaws language consistent with the Covenants, you will be presented an option on how the Board of Directors is elected. ArborNature The Town of Hilton Head Island has lost its legal fight to prevent the ArborNature grinding operation from moving to a location by the airport. The Board is working on our legal options, as well as working with the Town on a noise ordinance that would protect our landowners who are closest to the site. We are also in the early stages of coordinating with the island’s other plantation boards and landowner groups to increase our awareness and voice in governmental proposed changes that affect all of us. Utility Easement & Contracts We are happy that Hargray is enhancing their capabilities within the Plantation. It is important that we have services that current and future Landowners want. This requires a great deal of coordination and legal paperwork. We are so thankful that Roger Briney joined the board this year, as this is his area of expertise. Please consider applying to the Board of Directors, Plans Approval Board, or volunteering to help out in our community. I would have not had the pleasure of getting to know many of the people I have worked with for the last six years if I had not served on the Board. This is a wonderful place to live and create lasting friendships.

LINK UP WITH LANCE Lance Pyle, General Manager

Port Royal is a unique community, not only because of the beautiful beaches, ocean and Port Royal Sound but also because we have no short-term rentals. Most of the other beachfront communities permit short-term rentals, while Port Royal requires a 90-day minimum on rentals. The term “Single Family Residential“ in our Covenants intentionally promotes an environment of homes occupied by families. This allows neighbors to build relationships, provide a watchful eye when they are absent, help in a time of need or just borrow a cup of sugar. The Covenants and Restrictions also prohibit multiple families living in one house or using any portion of the house for boarding (temporary or long term). While Covenants may seem restrictive, and it might be tempting to rent all or part of your home for a week or a weekend or a night, this would be a violation of the Covenants. The Covenants also prohibit any sort of timeshare activity or interval ownership. It is important for Landowners to adhere to the Covenants and Restrictions and, more importantly, to be respectful of your neighbors. Our Landowners purchased property in Port Royal with the understanding that there would be no temporary housing activity next door. Port Royal was established as a community of single-family Landowners who call Port Royal home, regardless of whether they are here full-time or part-time.

25 year Anniversaries Congratulations to Jan Ingram, PAB Administrator, and Lt. JoAnne Jones for 25 years of service to Port Royal. Jan joined the Port Royal Staff on February 14, 1994 and has worked with many Landowners in the process of making improvements to their homes. Jan has worked for three general managers in her 25 years here and observed many changes including sewer line improvements, the recent renovation of the Administration office, and a new Beach House. Lt. Jones joined the staff on April 11, 1994 and has served Landowners from working the security gate to emergency response. Lt. Jones regularly performs house checks and has walked around every house in Port Royal over her 25 years. The March 27 Link Up with Lance will be held at 5:00 pm at the Beach House. Following the regular community update, there will be a small recognition to thank Jan and Lt. Jones for their 25 years of service. I hope you can be there.

SECURITY REPORT Rob Wilkinson, Director of Security

It has recently been brought to my attention that more and more dogs are off their leash here in the Plantation. As a reminder to all dog owners, all dogs MUST be on leashes when off your property. This is not only a PRP Association Rule but is also regulated by the Town of Hilton Head, Beaufort County and the State of South Carolina. According to our Rules and Procedures and State Law 47-3-10, “Running at Large” is defined as a dog being outside its property and off a leash. Both inside and outside the Plantation a dog running at large is prohibited. This includes allowing your dog to run on the golf course and walk freely on the beach paths or any other common property such as the Beach House. Please make sure that your dog is on a leash anytime it leaves your property. We have received several complaints about some individuals walking their dogs and not picking up or disposing of their dog’s excrement properly. We have been shown photos of waste filled bags left on fence posts, in bushes and dropped at the corner of someone else’s property. If you are found not properly disposing of your animal excrement you are in violation of the Rules and Regulations and may be cited. The neighbors find it disgusting and disrespectful. We are using surveillance cameras in areas where this is a regular occurrence. I urge you to please use the pet waste receptacles provided throughout the community. Are you planning to sell your home? When a home for sale goes under contract, I am notified by the purchaser’s attorney, at which point we do a walk-around inspection of the property to determine whether there are any existing Covenant or PAB violations. If there are violations, the purchaser’s attorney is advised, and they must notify the seller and purchaser that, until the violation has been satisfactorily remedied, no permits will be issued to either the current or new owner for additions or alterations to the property. This is especially important to the purchaser as they might be considering remodeling or expansion after taking ownership. Violations most frequently found are window air conditioning units, exposed HVAC units that aren’t enclosed in a service yard and exposed propane tanks. Propane tanks must be enclosed in a service yard attached to the house, or buried. We have also found small, detached potting sheds and greenhouse structures. These structures would need to be removed from the property. So if you are planning to list your home for sale, and you have any of these existing violations, do yourself a favor and address the issue before you get a contract on the house. This could save time, money and headaches.

MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

Since the groundhog from Punxsutawney, Pennsylvania predicted that spring will be here early, we are gearing up for another busy maintenance year. Hilton Head Landscapes is continuing with the landscaping services and the Monday debris pickup. They have been very good to work with and continue to maintain the property at a high level We are aware of a few debris pickups missed recently and are working to get that corrected. Southeastern Tree and Limb will be starting some preventive and right-of-way pruning on the oak trees that line the roadways throughout the property. They will be elevating the tree canopy where needed, as well as thinning out and removing any dead wood. If a tree on a Landowner’s property is hanging too low over the roadway then it may be trimmed.

The contractor hired for the replacement of the wooden split-rail style fencing has completed the work and will be continuing to install the road signs. Many speed limit and other directional signs have already been installed on new posts. We are making all posts and signs uniform throughout the property. The new street name signs have been delivered, but installation is delayed while we work through an issue with the color of the posts from the supplier. Where possible, many of the current stop signs will be mounted under the new signs to reduce the number of posts at road intersections throughout the property. Preliminary work for this year’s road paving project will start shortly. The roads scheduled for paving are Ft. Walker, Suttlers Row, Hartford, Robbers Row, Everglade, and Steam Gun Place. We will be working with the engineers and contractors to have this paving completed by the end of June.

Another item in the asset replacement schedule for this year is purchasing new furniture for the pool deck. We will research different types and styles of furniture, looking at other properties and resorts to see what they are currently using, as well as talking with their directors and managers to get information to help us in selecting the most appropriate furniture for our community. New chaise lounges, chairs, and small end tables will be on the deck and ready to use for the upcoming pool season.

It’s great to see the signs of spring arriving! Camellias are flowering, azaleas and citrus fruit trees are budding and the grass is beginning to show signs of green. Thank goodness we did not have the ice and snow of 2018! It has given us the chance to harvest winter vegetables and even salad leaves that were planted in late fall. Now is the time to remove any damaged vegetation and to consider whether to replace what has been lost or plant something new and vibrant. With the recent rain, it is a good time to apply spring fertilizer to shrubs and plants to ensure a long, flowering summer. The same is true of our vegetable gardens. Some plants like broccoli, kale and cabbages, and even lettuce, have tolerated the cooler weather and it is time to think about the season ahead and consider what to grow. Seed packets are now available and seedlings are typically started six weeks prior to planting into the warmer soil; the official date of the last frost in the lowcountry is March 15. Local nurseries and garden centers already have plants available if you want to get a head start. The first meeting of 2019 will be held in the new Beach House on Tuesday, March 12 at 6:30 pm. It will be a “pot luck” meeting, so please bring along something to share. It will also be an opportunity to meet some of our new members. We still have two unoccupied farm plots. If you have an interest in gardening, consider renting a plot at our Community Garden – Fish Haul Farm.
