BEACH AND POOL REMINDERS
As we look ahead to summer many of us will be hosting family and friends, and we need to make sure everyone knows the basic rules for our Beach House, pool area and beach paths. BEACH HOUSE • Current amenity card is required for entry into the Community Room • Landowners must be present with their guests in the Community Room. •
The Community Room must remain open for use by all Landowners, meaning it cannot be reserved or “taken over” by a group.
•
No dogs, except service animals, are allowed on any of the Beach House decks.
•
No fires or grills are permitted on the decks, and the entire deck area, including the screened porch, is designated as a no-smoking zone.
•
No bikes are allowed on the decks, and please make sure to walk your bikes between the parking lot and the beach.
•
Beach House parking is for Landowners and guests staying at a Landowner’s property. Security is patrolling the parking lot. Local guests using the parking lot daily to enjoy Landowner’s amenities is strongly discouraged.
POOL RULES In Case of Emergency dial 911 • To Contact Security dial 843-681-5114 & press 1 • Current amenity card or guest pass is required for admission to the pool. •
There is no lifeguard at the pool. At peak times a security monitor will be on duty. In all cases, you swim at your own risk.

Children under 12 must be accompanied by an adult
•
Children who are not toilet trained must wear swim-type diapers and are only allowed in the small pool.
•
All common rules of sanitation, health and safety must be observed.
•
The pool monitors have full authority to shut down the pool at any time for cause.
•
The following are not allowed in the pool and pool enclosure: glass containers; smoking; pets; large rafts/ floats, inner tubes (vest, float or belt used for safety purposes is permitted); diving; bicycles; throwing balls/toys; running or horseplay; noise from radios, etc. loud enough to disturb other people; hanging on lane rope or removing the rope when not swimming laps.

If picnicking is your pleasure, please enjoy it outside the pool on the Beach House deck areas.
•
On Tuesday, Thursday and Saturday mornings during summer months the pool is closed for Water Aerobics classes. See posted times at the pool.

Beach and Pool Reminders Continued from pg. 3 BEACH PATHS • Beach chair storage is permitted on certain beach paths. Landowners must complete an application to register chairs and have a decal issued by the Association. Umbrellas, beach toys, boats and tents may not be stored on any beach path. •
Please remind your guests to respect the dunes, including sea oats and turtle nests.
With everyone’s cooperation, we can all enjoy our Port Royal Beach House and pool, as well as the best beach on the Island. Please share this information with your family and guests.
Planning Study Update On behalf of the Planning Study Task Force, a special thank you to all those who attended the open planning forums at the Beach House on April 23 and April 29. Landowners were asked to provide input for the upcoming survey in six areas of our community: 1. Common Areas 2. Safety and Security 3. Communications 4. Governance 5. Social 6. Growth and Improvements The Task Force asked two basic questions applying to each of the six categories: 1) What is important to you? 2) Do you have ideas for changes, additions or improvements you would like to see within each of the areas listed? If you were unable to attend the open forums, the Task Force still welcomes your input. Please email your responses to each of the questions for any or all of the six categories to planning@portroyalplantation.net or stop by the administration office and fill out an index card. It is important that we receive your response no later than May 10, 2019.

LINK UP WITH LANCE Lance Pyle, General Manager
ArborNature This is a follow-up to the ArborNature article published in the April Trident concerning proposals made to Town of Hilton Head Island officials by PRP representatives Lance Pyle and Risa Prince. While the Town has been ordered to move forward with the relocation of ArborNature’s tub grinding operation from Leg O’Mutton Drive to the end of Summit Drive between the airport and Dillon Road, it has been our hope that the Town would make an effort to reduce the negative impact of having that type of business so close to our community. On April 9, 2019, Doug Bolton, Risa Prince and Lance met with Town officials to review the mitigation steps that had been proposed. Below are four key responses from the Town to our requests. For a complete list of the Town’s responses, click here. �� ASSOCIATION request: Town will construct a solid sound mitigation enclosure/wall designed and proven to mitigate noise from neighboring properties. The mitigation enclosure is to be placed near the source of the sound. There needs to be clear operating standards and a sound monitoring plan for the Summit Road site. Also, the Town will plant dense vegetation as secondary sound barriers around/near the properties (Ferguson Road, Dillon Road, et al) within 0.5 miles of the site. TOWN response: Town officials are working on sound mitigation options, including testing by sound engineers. �� ASSOCIATION request: Town will communicate with the County and FAA on the type of business that will be operating near the airport. Develop and codify maximum emissions parameters that will not impinge on Airport operations due to dust and debris. TOWN response: The Town has informed Jon Rembold, Beaufort County Airport Director, about the type of business ArborNature will be conducting on the property. The Town believes it is the County’s responsibility, as the owner/manager of the airport, to take that information to the FAA if they so desire. There was discussion on the proximity of the property, relative to the type of business operation and the airport overlay district. At this time no further action is anticipated by the Town. �� ASSOCIATION request: Town will revise Proposed Noise Ordinance to modify terms for commercial waste processing operations. Hours of operation must be restricted to 9 am - 4 pm Monday through Friday and include all activity on the site (grinding, loading/unloading, all equipment – grinder, backhoe, trucks, feedstock and byproduct management, etc). TOWN response: An amended noise ordinance was approved by Town Council. The Town did not feel it was necessary to change the wording in the lease since the existing language requires ArborNature to comply with current and future noise ordinances. The Association has concerns for how the testing will be done. The Town’s compliance officer will use their equipment to test based on complaints. The Town may have to hire a professional sound engineering company to perform additional tests based on the number of complaints and the compliance officer’s readings. �� ASSOCIATION request: Town will ensure all trucks delivering material to and removing material from the site comply with LMO tarping requirement. ArborNature is responsible for compliance, whether using its own or third party trucks. TOWN response: According to the Town, there is an existing tarping requirement, but it was unclear how this is enforced. The Town Compliance Officer doesn’t have the ability to make traffic stops but has the authority to write citations. This remains an open item for the Town and the Association.

SECURITY REPORT Rob Wilkinson, Director of Security
House Check Service I want to remind everyone about our House Check service. The Port Royal Security Department will conduct security checks of your residence while you are away. This service is free and can give you peace of mind until you return home. Signing up for a House Check is simple and easy. House check forms can be picked up at the front gatehouse and at our pass office. Or better yet, complete the house check form online. Go to our community website www.portroyalplantation.net, sign in and go to the resident service tab and select House Check from the drop-down menu. Once you complete the form, click submit and the information will be sent immediately to the Front Desk Clerk and the Director of Security. House checks are conducted every two to three days. The Security Officer will make sure all exterior doors are secure, all windows are intact, and look for anything else out of the ordinary. On several occasions we find deliveries at the front door and even a few unlocked doors. I would also like to recommend that you let your neighbors know that you plan on being away.
Spring Cocktail Party Wednesday,May 15 6:00 pm at the Beach House BYOB and an appetizer to share.
For more than 30 years Port Royal residents have enjoyed good food and camaraderie in the Wine and Dine Club. It’s a wonderful way to meet and get to know your neighbors in a relaxed setting. We are celebrating the end of another successful season and signing up for next year at the May 15 party. Anyone interested in or looking for more information is welcome. It’s a great opportunity to learn about the club and talk to our long-time members. There is a nominal fee of $10 that is used to cover expenses if you sign up for next year. Please make checks payable to: Port Royal Wine and Dine. If you cannot attend the party on May 15 but would like to sign up, send your check to Pat Runser, 23 Tabby Rd, Hilton Head Island, SC 29928. We are looking for volunteers to join the Wine and Dine Committee. The committee chooses all the recipes for next year’s dinners, decides on the dinner dates, assigns guests to the host homes and plans the cocktail parties.

APPLICATIONS OPEN FOR PLANS APPROVAL BOARD (PAB) Applications are now being accepted to fill two 3-year terms on the PAB. The PAB is tasked with the oversight of development to ensure an aesthetically pleasing and harmonious residential community that preserves our natural beauty, environmental settings and the value of property owner’s investment. The PAB reviews applications from Landowners and makes decisions concerning: •
all new home construction, including drainage plans and landscape;
•
additions to, or significant alteration of, the exterior of an existing home;
•
significant additions to (e.g. swimming pool) or alterations of a building site;
•
minor home and site improvements;
•
tree removals;
•
repainting or reroofing.
The term of a Plans Approval Board Member is three (3) years, and can be extended for one additional three-year term. The PAB meets twice each month – the first and third Tuesday – at 9:00 am in the Administration Conference Room. To build consistency with the decisions the PAB makes, it is extremely important that each member attend all meetings, be available to the PAB Administrator for tasks in addition to the meetings such as tree removal inspections, reviewing exterior paint and roofing requests, reviewing construction change requests, PAB violations, administratively reviewing plans for alterations and minor changes, and decision making concerning various Port Royal Plantation Covenants which are under PAB authority. In addition to twice a month meetings, the most frequent means of communication with the PAB Administrator is email and phone. We encourage Landowners with qualifications that may include, but are not limited to, experience in construction, architecture, interior design, land development, engineering, management, etc. to apply. Applications for membership can be obtained on the Association website www.portroyalplantation.net, or from the Administration Office – Monday thru Friday – 7:30 am – 4:30 pm. Applications must be received no later than Friday, May 31. They can be delivered to the Administration Office, forwarded via email to pab@portroyalplantation.net , or faxed to us at 843-689-9523. MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance
Aren’t we all tired of looking at our vehicles and everything else covered in pollen? Once this “yellow storm” is finished, our staff will be cleaning all of the mailboxes. We do this every year to keep them looking their best. The Maintenance staff will also inspect the mailboxes for any repair issues that need to be addressed. We have requested approval from DHEC – OCRM and the Town of Hilton Head to do some trimming on selected beach access paths that are overgrown with vegetation. After going through all the proper channels, including meeting with DHEC officials, sending out certified letters, placing an ad in the paper, and filling out the permit application, we have finally been approved to perform this work. We still have one more meeting with the Environmental Planner from the Town to look at the beach paths before any of the work commences, and then the permit will be good for up to one year. We have chosen the engineering firm for the 2019 road resurfacing project. They have started identifying key areas that need to be repaired, including milling and overlay, shoulder repair, striping, and pavement markings. The list of roads to be resurfaced includes Ft. Walker, Robbers Row, Suttlers Row, Hartford, Everglade, and Steam Gun. We are hoping to have this project completed by the end of June. The new chaise lounges, chairs and end tables for the pool have been delivered. We will be doing a deck cleaning once the old ones are removed and before the new ones are put in place. A few new umbrellas will be installed on the deck to provide additional shade. Anyone wishing to purchase any of the old chaise lounges for $25 each can contact Scott at maintenance@portroyalplantation.net
New Bookkeeper joins the Administration Team Ralph Myers has joined the Administration team as our full charge bookkeeper. He has a BA in Business with a concentration in Accounting. Ralph did the accounting for his flooring business in West Orange, NJ. He moved to SC six years ago and became Chief Financial Officer for a manufacturing company, then did accounting for a property management company. Ralph has a nine-year old son, who is a yellow belt in Kung-Fu. Ralph enjoys fishing, sports and spending quality time with his family.
