PRESIDENT ’S CORNER Doug Bolton, Board President

The Board is responsible for preparing the Association’s budget for the upcoming year. The process starts in late July with Administration, Security and Maintenance submitting their department’s cost estimates for the next year. These are based on predicted wage and benefit changes, outside vendor quotes, and estimating operational needs, including reviewing this year’s expenses. The General Manager reviews each department’s estimates, makes appropriate changes and rolls them together into a master budget. A similar process is done reviewing revenue estimates by comparing historical trends with projected year-end revenues. The goal is to come up with a zero-based balanced budget. The Association Treasurer and the General Manager review a draft budget before it is sent to the Board of Directors. Typically, the Board receives the draft budget at the August meeting and then schedules a board workshop to meticulously go through every line of the budget, question assumptions, and suggest changes. At the workshop the Board recommended adjustments to reduce the proposed need for a seven percent Annual Assessment increase. The Board’s responsibility is to 1) ensure that we have the resources to maintain and enhance our community while controlling escalating costs, and 2) maintain reasonable assessment increases for Landowners. The Board, through a second workshop, ended up striking a balance that increases the Annual Assessment by five and a half percent. With careful management that will allow us to maintain and continue the progress we made this year. As I noted in previous Tridents, some of the issues the Board is dealing with include the need for employee wage increases to remain competitive in the local labor market. In 2018 we implemented significant changes in our maintenance, and those increased costs are built into the 2019 budget. The change of landscape vendors to Hilton Head Landscaping has resulted in a very noticeable positive change in the appearance of the plantation, but improved quality is more expensive. One of the more costly changes was the “free” Landowner debris pickup. This is a great service for Landowners and will remain free, but it is very labor intensive and hard to accurately estimate debris volumes. We are continuing our focus on storm preparedness by investing in further work on our lagoons and more preventive maintenance tree trimming. You would be amazed at how many at-risk trees we continue to remove for the protection of Landowners. In 2019, the Friends of the Arboretum will continue working with Folk Land Management implementing a plan to rebuild the Arboretum that was severely damaged in hurricane Matthew. An item that was removed from the 2018 budget, but necessary to add back for 2019, is Beach House related maintenance costs, including regular cleanings and supplies. As a final note – this is a beautiful time of year. The humidity and extreme temperatures are gone. Take time to get out and walk or bike through the plantation and on our beautiful beaches. We are all blessed to live in such a great place. I hope you agree with me that Port Royal Plantation is the best place to live on the island. Let’s get outdoors and enjoy seeing our neighbors!

LINK UP WITH LANCE Lance Pyle, General Manager Making Beach house history

The morning of November 3, 2017 a large excavator was delivered to the beach house followed by several large 50-yard dump trucks. On that sunny day, the landscape of the beach house property would change forever. It was time for the final farewell to a building that housed so many great memories for generations of Port Royal families. Within an hour all that was left was dust and debris. It took couple of days to haul off the debris to make way for the next phase in Port Royal history. On December 21, 2017, a contract was signed with Graves Construction to begin work on the new beach house. On January 9, 2017, site work began with the unexpected relocation of the 6-inch water main. Prepping the area for construction began while the final permitting was in progress. On February 8, 2018, the first concrete trucked rolled on to the site to pour the footers for the bath house. This was followed by many more trucks that day, finishing with pouring the foundation for the kiddie pool. By February 19, 2018 the first walls on the bath house went up and real progress began to show. The bath house, pools and beach access opened on schedule for Memorial Day, May 28, 2018. At the same time, work began on the sub foundation for the beach house, which required drilling and installation of 122 pilings, buried 55 to 65 ft in the ground. This was followed with a maze of trenches and massive amounts of rebar to create a solid foundation for the beach house. The first corner block was laid on February 2, 2018 and the building really started to come out of the ground. Once all the block was laid the building materials rolled in construction activity really took off. The steel beams were installed on May 7, 2018 and by mid-July the beach house was under roof. The utility work began with installation of electrical, plumbing and HVAC equipment, which was done before the drywall was hung. At the same time the interior work was being done, some transformation began on the back deck. It is hard to believe that the new deck matches the same footprint as the old deck. It really makes a difference without the restrooms and pump room taking up so much square footage and blocking views. The final push is on to complete the Beach House project. The interior finishes are being done with painting and the installation of cabinets. The exterior disabled access ramp has been installed, irrigation is going in, and plant material is scheduled for delivery the second week of November. While we are still hoping the beach house will be finished in late November, we have reserved space for our Annual Meeting at The Westin Hotel. Anyone who has experience with construction knows that it is impossible to predict the exact date for a Certificate of Occupancy. What is definitely certain is that we will soon be enjoying a spectacular new beach house in our community. The wait will be worth it!

SECURITY REPORT Rob Wilkinson, Director of Security

Traveling this Holiday Season Many Port Royal residents will be traveling during the Holiday Season. I want to remind everyone of our House Check service. Port Royal Security Department will conduct security checks of your residence while you are away. This service is free and can provide you with peace of mind until you return home. Signing up for a House Check is simple and easy; forms can be picked up at the gatehouse or at our pass office, or you can complete the form online. Go to our community website www.portroyalplantation.net , sign in and go to the Resident Service tab and select House Check from the drop-down menu. After you have completed the form, click submit, and the information will be immediately sent to the Front Desk Clerk and the Director of Security. It is always helpful to let your neighbors know when you will be away as well. That way they can alert us to any suspicious activity. Just remember to let Security know when you return from your time away, so they can take your home off the House Check list.

Safety in Your Home

New Faces

Your home is your safe haven. However, accidents can easily happen. Below are a few safety tips that will keep you safe inside your home.

The Security department has two new members of the team. Ms. Allyssa Robinson is assigned to the afternoon/evening shift, and Mr. Devonta Capers is assigned to our overnight. Please welcome them both on your way through the gate.

▪ Make sure you have plenty of lighting near stairwells, steps and entry/exit areas. You are less likely to lose your footing if you can clearly see where you are going. ▪ Put a reminder on your calendar to test your smoke alarms periodically to ensure they are in working order. ▪ Many people use space heaters to save electricity and keep warm. If you use a space heater, make sure to turn it off before leaving the room or going to bed. ▪ Secure your rugs to prevent slips and falls. Place nonskid pads or use double-sided carpet tape to keep the rug in place. ▪ Make sure your hot water heater temperature is set at 120 degrees Fahrenheit or lower to avoid unintentional burns.

Cinda Seamon, Fire & Life Safety Educator HHI Fire and Rescue INSIDE COOKING - IN THE KITCHEN: With all the people and activity going on at Thanksgiving, it’s important to keep the kitchen safe. Did you know that Thanksgiving is the leading day of the year for home fires involving cooking equipment? (from the National Fire Protection Assoc NFPA). It’s a good time to make sure your smoke alarms are working! When you are using the stovetop, stay in the kitchen to keep an eye on things. As far as the oven goes, start with a clean oven and make sure you stay in the house and check on it from time to time. Keep anything that can catch fire away from your stove – potholders, wooden utensils, food wrappers, or paper towels.

Make sure your sleeves are out of the way when cooking. Wear tighter fitting clothing with shorter sleeves. Keep the floor clear so you don’t trip over toys, bags or other items. Make sure things like knives, electric cords from appliances, matches and lighters are out of a child’s reach. Remember that steam or splash from vegetables, gravy or coffee can cause serious burns. Keep those pot handles turned in! Have activities that keep kids out of the kitchen during this busy time. Games, puzzles or books can keep them busy. Let kids get involved in Thanksgiving with recipes that can be done outside the kitchen or without cooking. OUTSIDE COOKING - TURKEY FRYERS: Turkey fryers should always be used outdoors, a safe distance (10 ft) from buildings or anything else that can burn. Never use on a wooden deck or in garages. Keeping fryers on a flat surface will help prevent accidental tipping. Never leave a fryer unattended. Most units do not have thermostat controls and the oil could end up heating until it catches fire. Never let children or pets come near the fryer when it is in use. Even hours after use, the oil can remain dangerously hot. Use well insulated potholders or oven mitts when touching pot or lid handles. Be careful with marinades. Oil and water don’t mix and water can cause oil to spill over, which can cause a fire or even an explosion hazard. That’s also why your turkey should be completely thawed before it goes into the fryer. Keep an all purpose fire extinguisher nearby and never use water to extinguish a grease fire.

MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

As the year is quickly winding down, Port Royal staff has been busy with many work orders and we still have a number of projects to complete. ● Staff is working with regulatory agencies to get approval to perform some light trimming on some of the beach access paths that are less frequently used. Also, there are a few small rotted and/or badly deteriorated boardwalks that will be removed and replaced with sand and crushed oyster shell to create a more natural and safer path for beach access. ● As part of the Asset Replacement Reserve budget, some of the wood fencing around the plantation will be replaced. This work is scheduled for early November. ● We are finalizing the order for new street name signs. I have been working with the PAB on a design to replace the existing wooden signs. ● As the Beach House nears completion, our staff will be assisting with the landscaping and cleanup items. ● We are getting quotes to repair damaged areas on some of the leisure paths, an overlay of the beach house parking lot, and curbing repairs. The areas at Fort Walker and Steam Gun have been cleaned up. Weeds and brush were cleared, low hanging and dead tree limbs have been removed, and the benches and fences were repaired or replaced.

Port Royal Personalized Address Plaques We have been working with the vendor on the street name sign replacements, the same company that provided us with the mailboxes. Through that process, and working with our PAB, they offered a great option for Landowner property identification. Landowners can order a personalized address plaque made out of cast aluminum with a bronze and gold finish. Each sign comes with the Port Royal logo, your house number, and your choice of either your name or street name. These address plaques are a nice uniform option for Landowners to purchase if desired at a cost of $109.00. An order form is enclosed, available on the website, or one can be picked up at the Administration office. We will accept cash or check as payment. Page 7

Fall is in the air‌or it should be soon! Leaves will change colors, pumpkins will adorn porches and yards, and the nights will start cooling down (a little). One favorite activity this time of year is sitting around an outside fire. Fire pits and outdoor fireplaces are permitted in Port Royal, and this is a great time to consider adding one! Section 2.2 h of the PAB Guidelines (page 6): Permanent fire pit containers shall be located more than 15 feet from any structure or combustible material. Constructed fire pits shall be at least 18 inches high, be no more than 24 inches high, have an internal area of no more than 25 square feet, and be completely enclosed by a non-combustible material such as steel, brick, masonry or stone lining the perimeter. To build an outdoor fire pit/fireplace, an application shall be submitted for a Permit with both the PAB and Town Building Division. As a reminder, you can always enjoy the community fire pits near the Beach House/pool area. If you plan on using those remember to bring your own firewood or fire bricks.

Holiday Traditions Christmas Tree Construction Plans Each December, residents and visitors of Port Royal Plantation start to ask questions about all the unique outdoor Christmas Trees that pop up inside our plantation. From the initial tree that was completed in 2004 by one of our residents, Jim Fisher, the collection has grown to 52 trees as of December, 2017. The trees are made from a wood form with outdoor colored lights attached, and create the look of a fully lighted Christmas tree. The wood form is fairly easy to construct using the basic plans that Jim has now made available to all residents of Port Royal Plantation. The plans include a list of supplies needed, a diagram of the tree, and a list of the construction steps. If you are interested in constructing one of these Christmas trees, a copy of the plans can be obtained from the Administration office. In an effort to keep the trees something special and unique to our plantation, Jim has requested that the plans only be distributed to Port Royal Plantation residents, and not be shared outside of PRP or posted on any type of social media.

Employee Holiday Fund Each year the residents of Port Royal Plantation graciously express their gratitude to the staff with a donation to the Employee Holiday Fund. This is an opportunity for residents to say “Thank You� for the overall service provided by the staff throughout the year. Your donation is so appreciated by staff and their families over the holiday seasons. If you would like to contribute to the holiday fund, please drop off or mail your contribution by Wednesday, December 12 to the Port Royal Administration Office at 10 Coggins Point Road, Hilton Head Island, SC 29928. Please make checks payable to Port Royal Plantation and write Holiday Fund in the memo field. The funds collected will be distributed to the staff prior to the holidays. The collective support of the Landowners provides a nice gift at just the right time.


PR Shore Birds Hilton Head Island’s shorebird species are in decline. One often overlooked reason is the chronic disturbance of birds on beaches. These amazing birds endure some of the longest migrations in the world and their time in Port Royal Plantation must be spent in resting and feeding. The Port Royal Sound shoreline, particularly the portion of the shoreline adjacent to Port Royal Plantation and Mitchellville Park, is the most important area for shorebirds on Hilton Head Island mainly due to the presence of shoals and Fish Haul Creek. The area currenlty has the largest number of wintering Piping Plovers in South Carolina.

Birds on a public beach can be disturbed over 50 times a day. Many exhausted birds leave our shores underfed and exhausted. Some simply disappear over the oceans, never to reach their stop. We can stop this trend by changing the small things that we do at the beach. It was with a sigh of relief that the Fish Haul Farm Plots were unaffected by Hurricane Florence. The plots have continued to yield peppers and eggplants as a result of the extended summer weather. Also, those farmers who planted toward the end of July are beginning to reap their harvests of sweet potatoes and large leaf crops such as cabbages and mustard. With the cooler overnight and daytime temperatures, many plots have been re-energized and planted with lettuce, arugula, peas, beans, kale, and broccoli. In late October members carried out a “work day” to clear weeds and apply wood chips. Thanks to the great work of all our members as the Farm will really show itself at its best through the Fall and Winter months. Our Vice President, Carrie Wilbur has been busy recruiting new members, and we now have only four vacant plots, which are “ move in ready.” One of our new members is a local chef, so I'm sure some of us will be watching what he cultivates, and maybe get a few hints on the best ways to cook the produce! Anyone who loves cooking should think about renting a farm plot to create your own “Farm to Table Experience.” If you fancy amalgamating your culinary and agricultural skills, contact Carrie Wilbur at cwilbur3555@gmail.com The final meeting of Fish Haul Farmers will take place on December 4. Members will be informed of the venue shortly. We have the new Beach House booked, in anticipation, for future meetings. The schedule of meetings for 2019 is being finalized. GULLAH HERITAGE TOUR 15 Coffee Ladies went on the Gullah Heritage Trail Tour October 12th. We were enthralled with the personal reflections from our guide David Campbell, whose family has been landowners on Hilton Head for six generations. It was a wonderful opportunity to learn more about our neighbors, the rich Gullah history and how the community has evolved over the years. The Gullah Heritage Trail Tour starts at the Coastal Discovery Museum and is open to the public. It's a great thing to do with visitors. OUR COMMUNITY For more than 30 years Port Royal residents have enjoyed good food and camaraderie in the Wine and Dine Club. It's a wonderful way to meet and get to know neighbors in a relaxed setting. Dinners this year will be held in January, February, and March. How it works:

Guests are divided into groups of eight (four couples). Each group meets in a home where the host prepares the entrÊe and the remaining couples bring an appetizer, side dishes or dessert as assigned. The committee makes all of the house assignments, prepares all the menus and provides all the recipes. The recipes for this year will be less time consuming with ingredients available in our local markets. Good food and good conversation is the goal. Couples keep track of expenses for their part of the dinner. At the end of each meal, the expenses are totaled and divided by four. How to get involved: Our kickoff party will be held at the Beach House at a future date. It is a BYOB and an appetizer to share event and all are welcome. This event will serve as our organizational meeting that is normally held in the spring. It is a great opportunity to learn more about the club and talk to our long-time members. Attendees can sign up for the months in which they are available for the upcoming year. There is a nominal fee of $10 that is used to cover expenses for the beach house parties. Sign up early and get dibs on the dinner you would prefer to host.
