We are pleased to announce the 2019 nominees for the open positions on the Board of Directors. I want to explain the nomination process, as well as introducing the strong candidates selected to be on the ballot this year. Each year Port Royal Plantation forms a Landowner nominating committee as per our bylaws. The committee, made up of one Board member chairperson and four non-board Landowners, reviews Board candidate applications and recommends a slate of nominees. PRP Landowners elect four directors each year to serve a three-year term. This year the committee chair was Board Member Jerry Knight. The Landowner members were Jim Anderson, Christina Forbis, Mary Ann Schrader, and Barry Wilbur. This committee puts in a significant amount of time getting applications, answering questions, and interviewing candidates to fill the open seats on the Board. Once they complete the review process, the committee selects four candidates to be presented to Landowners who cast ballots at the annual meeting. This year the committee interviewed nine candidates. The 2019 nominees are strong and diverse. Roger Briney is a part-time resident and attorney with expertise in telecommunications and government regulations. Marshall Fletcher retired with 50 years of extensive association leadership experience. Eli Roth is a pilot, and a retired Physician with experience in numerous association and fundraising roles. Don Blank is completing his first 3-year term on the board and currently serves as Vice President of the Association. For more information on each of these outstanding candidates, please turn to page 9-10. This year’s nominating committee was given the additional responsibility of selecting a Landowner for the open board seat vacated by Larry Landry, who resigned in June for family responsibility reasons. During his tenure Larry was a vocal opponent of the proposed Arbor Nature grinding operation and helped form a citizens group that was instrumental in protecting Port Royal Plantation Landowner interests. Risa Sreden Prince was presented to the Board of Directors by the nominating committee as their nominee to fill the remainder of Larry Landry’s term. Risa was unanimously elected and joined the board immediately. I first met Risa at the town council meeting where she spoke against the Arbor Nature relocation. We are looking forward to her strong voice and determination in protecting our community’s Landowners’ interests. For additional background information see page 10. I want to thank the committee for their outstanding work, as well as everyone who expressed interest and applied for a board position. Board member John Simpson will chair the nominating committee next year. It is essential to have a diverse Board of Directors willing to lend their time and talents to work for the future of Port Royal Plantation. I would encourage any Landowner interested in a leadership role in our community to apply for the board next year. Page 3

PR Hurricane Florence is another reminder of how important it is to be prepared. As everyone here takes a big sigh of relief that Florence moved north, the devastation in North Carolina is real. Below are questions you should be asking your insurance provider/broker. Flood insurance is offered through the Federal Flood Program. There are some basics to flood insurance; the maximum coverage for a policy is $250,000 on the dwelling and $100,000 contents. Many insurance companies offer what is called “excess flood coverage” to bring your flood coverage up to more than what the Federal Flood Program provides. It’s advisable to check with your provider/broker to determine if this is something you should consider, especially if your home is close to the beach or lagoons. Factors that affect rates can include, but are not limited to, location and elevation, the year the home was built, ventilation and other factors related to construction and building codes. There have been major adjustments to flood insurance regulations, so it is best to speak with an insurance agent to get up-to-date information and answers to questions related to your specific property. (http://www.hhireb.com/insuring-property/) It is recommended that you add HOA loss assessment to your policy to cover HOA assessments for common area cleanup. Port Royal is currently repaying a Line of Credit loan as funds are collected from Transfer Fees. However, if another major weather event impacts the plantation before the line of credit is paid off, and before a disaster recovery fund is established, the Association may be forced to assess landowners. If you have HOA loss assessment coverage your financial impact should be reduced. Some residents in NC have been displaced from their homes for over two weeks and, when they return, the condition of their property may require them to be displaced for much longer. It is important to have this additional coverage in case you are not able to get back on the island, or your home in inhabitable. It is very important to check with your provider/broker to determine if your homeowners’ policy includes wind, named storm, hurricane and hail coverage. Many traditional homeowner policies do, but not all provide this coverage. As an option, South Carolina offers a separate policy issued through the South Carolina Wind and Hail Association. Regardless of whose coverage you have, look carefully at the types and deductibles in the policy. Insurance companies offer many different options, so it is important to work with your provider/broker to determine what is best for you. While a higher deductible may save you some annual insurance money, if we have another Matthew level storm, the amount covered by insurance after the deductible might not be sufficient. And remember, wind and hail insurance does not cover flood water damage caused by a storm. That falls under flood insurance. (http://www.hhireb.com/insuring-property/) It is important to understand the financial impact a major weather event will have on you and your property, and to understand your financial risk when buying insurance. A good insurance agent or broker should be able to provide professional guidance. You should also discuss what your expectations are for your coverage. Make sure you know who the claims contact person will be and when they should be contacted once you have a need. Decide when you will start making plans to evacuate. It is best to plan ahead and pick an evacuation location that works best for you. In many cases, if you wait to watch the weather or track the storm you could be forced to evacuate further than you desire. When Irma came up the coast with all the evacuees from Florida and Georgia, hotel rooms inland became scarce. Most hotels offer free cancellation policies so it’s a good idea to plan ahead. If you have pets, hotels often lift their no pet policy (additional charges may apply) during a state of emergency. Page 4

We have received calls reporting something suspicious a couple of hours or even up to a week later. It is challenging for us to follow up on suspicious activities unless we are made aware of them promptly.
Today’s homes burn faster than ever. In a typical home fire, you may have as little as 1-2 minutes to escape safely from the time the smoke alarm sounds. This year’s theme for fire prevention week (October 7-13) is “Look. Listen. Learn. Be aware. Fire can happen anywhere.” While numbers show progress in teaching people how to prevent fires, there is still more to do in educating the public about how to protect themselves in the event of one especially given the increased speed at which today’s home fires grow. Make sure you have working smoke alarms. Change the batteries 1-2 times a year and change out the smoke alarm if they are 10 years old. Have an escape plan and make sure everyone knows where to meet in case of fire. Since people feel safest in their homes, it is also the place where people are at greatest risk for fire. The board recently approved language that defines an RV as any recreational vehicle, motor home, other vehicle or trailer designed with temporary living space for recreational use, such as camping which includes the following features; cooking facility with an onboard fuel source, water and waste storage, refrigeration, heating and cooling unit that is not part of the original engine system, separate onboard electrical system. An RV that can be parked in a garage is permitted to have a decal and can stay on property as long as the vehicle is parked in the garage except for loading and unloading. Overall Appearance matters - Jan IngramIt’s been two years since Hurricane Mathew and our properties in Port Royal Plantation have come back and are looking great! Thank goodness we didn’t have to contend with Florence! But in addition to landscaping, we still have to remember to keep up the overall appearance of our properties. Not only does the landscaping need to be kept up, with weeding, pruning of shrubs and trees, maintaining grassed areas, etc., the general appearance of homes must be maintained as well. Remember to check for things that cause unsightly roofs, like pine straw and leaf buildup, stains or discoloration from algae, pinesap, rust or similar substances. Driveways and sidewalks need to be kept free of debris, cleaned to remove stains or discolorations, and repaired when significant cracks or crumbling occur. The exterior surfaces of homes also need to be kept clean, free of stains or discolorations, in good repair, and repainted/restained when necessary. Remember, when you keep your property in good shape, it reflects on our whole community. And when your property lacks maintenance, it also reflects on the community.

PR Roger Briney is a retired attorney who splits his time between his residence in Port Royal Plantation and Charlottesville, VA. Roger received a degree in economics from the University of Virginia (some say he still bleeds orange and blue as a Wahoo, through and through) and graduated from the University of Georgia Law School. He has extensive experience in telecommunications and government regulation, government procurement and commercial law. He retired from AT&T in 2002, after serving for 26 years, first , then as a as a member of AT&T’s trial team in regulatory attorney litigating cases before several state regulatory commissions. In 1996, he was named Chief Regulatory Attorney where he managed all of AT&T’s state regulatory litigation in eight southern states. This included appearing before the South Carolina Public Service Commission. His last position with AT&T was as General Attorney supporting AT&T's business with local, state and federal governments. From 2002 to 2017, he engaged in the private practice of law, first with Davis, Wright Tremaine's Washington office and then as a solo practitioner advising clients on government procurement and commercial matters. His wife Jenny is a retired preschool teacher and a graduate of the University of Georgia. His son Matthew is Vice President of New Media at George Washington's Mount Vernon; daughter Sarah is an Associate Editor and Social Media Manager at Smithsonian.com in Washington, DC; and son John is Director of Marketing for TemperPack, a company seeking to solve the world's packaging; and problems through sustainable design. They all love coming to Port Royal Plantation. In his leisure time, Roger enjoys antiquing, traveling and watching college sports.
Marshall Fletcher and his wife, Rebecca first started vacationing on Hilton Head Island in 1977. They owned a home in Shipyard for 14 years and are now happy to call Port Royal Plantation home. After graduation from Virginia Tech, he embarked on a 50-year career in sales, operations, administration, and general management, mostly in the service industry. Throughout Marshall’s career, he was often chosen to work in team environments because of his creative suggestions and ability to represent the team’s final decisions. He is a frequently requested speaker for legal industry groups on subjects including law firm marketing, leadership, creating effective business partnerships with vendors, and corporate actions that could favorably impact the environment Marshall’s volunteer activities include leadership roles in the Association of Legal Administrators (ALA) at the local, regional and international level for 11 years, culminating in the position of President of this 10,000-member association. He has also held leadership positions on several boards, including President of the Kingston Cove Homeowners Association, Administrative Board of Sandy Springs UMC, and Wesleyan Day School in Atlanta. He wants to make a positive impact on the Port Royal community by donating his time and talent to the PRP Board. Marshall hopes to contribute to our efforts to continue to enhance our unique community in a fiscally responsible manner, present a strong voice in the Hilton Head Island community, and give back in ways that are advantageous to Port Royal Plantation and its residents.

Dr. Eli M. Roth and his wife, Renee, have been in Port Royal Plantation for ten years. They have been full-time residents for the last 3 years and part-time residents for the 7 years prior. Eli and Renee have been married for 47 years and previously lived in Cincinnati, Ohio. Together they have 2 sons and 3 grandchildren in Chicago. Eli is a retired cardiologist with expertise in cardiovascular disease prevention and lipid therapy. Prior to entering medical school, Eli graduated with a BS and MS in Mechanical Engineering. After obtaining his MD, he did an internal medicine residency and a cardiovascular disease fellowship at the University of Cincinnati. Following 30 years of practice in both interventional and preventive cardiology, he started a clinical trials center conducting clinical research on potential new medications. He has served as medical director and president of the Sterling Research Group for 17 years. Even in retirement, Eli continues his dedication to his field through medical consulting and speaking nationally and internationally in the field of cholesterol disorders and therapies.
Risa Prince and her husband Mark have been residents of Port Royal for two and a half years. They have two children both of whom married in the past year. Risa was born in New York City and spent most of her life in the Midwest. She has a B.S. in Chemical Engineering and an MBA. Risa worked for Fortune 500 companies in Product Development, Finance, and Corporate Strategic Planning. She went on to develop her own business, outfitting and selling Mass Casualty Response, Horse, and Cargo trailers to customers around the world. Risa co-founded Citizens for Neighborhood Protection, the Island-wide organization that advocates for environmental quality, sustainability, and protection for all neighborhoods. Within Port Royal Plantation she currently serves on the Arbor Nature Task Force and is the 2018 co-chair of Coffee Ladies.

Don Blank and his wife Tammie have been Port Royal Plantation landowners for 21 years. Together they have 4 children and 11 grandchildren. Don is originally from Portland, Oregon and spent 25 years in Atlanta, Georgia. His career began in an advertising agency, which led to the formation of a film, video, and live broadcast television production company. He spent 43 years in the communications, film, video, live broadcast, and television industry. At the end of his career, Don was the Senior Director of Technology Communications for GeorgiaPacific. He managed the development of all electronic communications, including the internal business television network, video webcasting and company intranet. Don is a passionate snow skier and loves working as a volunteer instructor in the Breckenridge, Colorado adaptive ski program for the disabled. He enjoys golf and is the past President of the Port Royal Plantation Club. He is currently the Vice President of the Association of Landowners of PRP board and has been nominated for a second term.
Lisa Riker Trujillo has joined the Administration team as our Executive Administrative Assistant. She has been a resident of the Island for six years. She is originally from Leadville, Colorado, but lived and taught in Fort Collins, Colorado prior to moving to Hilton Head Island. Lisa has a BA in English and an MA in Elementary Education. She taught 5th Grade at Hilton Head Island School for the Creative Arts before moving into Administration. She is the proud mother of three children, one at Hilton Head Island High School and two at the Middle School. Lisa is looking forward to working with the Port Royal Plantation community.

VISIT PORT ROYAL PLANTATION HISTORIC SITES
Save the date, Saturday, October 13, for the Island-wide History Day tours to visit many of our historic sites by trolley or bike. This year the afternoon trolley tours will visit sites in the Sea Pines area for what is being called “4000 years of Hilton Head Island”. With the expanded itinerary, our Port Royal sites……Fort Sherman, Fort Walker/Welles, The Headlands, and Steam Gun will be on tour only in the morning from 9 am to 12 noon by both trolley and bike. These tours are called “Forts & The Civil War”. For those not interested in these organized tours, Port Royal residents and guests are welcome during the morning tour to visit the Port Royal sites on your own at no cost and learn an important part of Island history. Visit by car, bike, or walk! Docents from the Coastal Discovery Museum will be available in Fort Walker/Welles to tell the story of the Fort, the Battle of Port Royal, and the Union’s occupation of the area until 1868. Also, re-enactor Cmdr. Percival Drayton USN will tell the interesting story of his brother Thomas, the commanding Confederate General of Fort Walker, during the Battle of Port Royal, while he commanded the USS Pocahontas in the Union invasion fleet. There will also be an encampment of the 54th Massachusetts Infantry Regiment re-enactors. Organized in Boston in 1863 as the first United States Colored Troops, with African American enlisted men and white officers, this Regiment was sent to Beaufort later that year. They participated in many lowcountry skirmishes and battles, including the more famous Second Battle of Battery Wagner on James Island. PR The hot weather during the summer months allowed many farmers to have successful crops of okra, peppers, eggplants, and melons. Weeds, unfortunately, enjoyed the warm weather, so many of us have had to clear out our plots in preparation for the fall growing season. Now is the season for leafy vegetables that love the cooler weather, including collards, mustard, kale, and of course the variety of salad leaves. Broccoli, cabbage, cauliflower, and even peas and beans will also do well. Some farmers have already started growing sweet potatoes, which will be ready for Thanksgiving. At our homes, mid-September to mid-October is a good time to spread pre-emergence herbicides to control the winter weeds in our warm season grasses. The farmers meeting, held in late September, was well attended. Another work day, aimed at tidying up the perimeter of the garden, is planned for late October. Some ideas for 2019 meetings were discussed, including inviting outside speakers. We look forward to holding meetings in the new Beach House and inviting all Port Royal Landowners.. Also, a few members are looking at a fun social event in late October or early November with the aim of encouraging Landowners to see what we do and to promote Fish Haul Farm membership. Watch for information about this event. We have some plots available for rent. Cost is $35 annually, which is a great investment and allows members to grow their own salad and vegetables throughout the year. Port Royal Plantation Rules & Procedures require a dog to be leashed at any time the dog leaves your private property. For the safety of your neighbors, their pets, and your dog please keep your dogs on a leash at all times.
If you plan on using the fire pits at the Beach House, it is essential to plan ahead and bring your own firewood or fire bricks. The fire pits are a valued amenity and often used by our Landowners. Please be respectful and do not cut trees, take wood from the construction site, burn the chairs, or any other materials found in the fire pit location. Local retailers sell prepackaged logs, marshmallows, graham crackers, and chocolate bars for a great evening under the stars. As a reminder, there are security cameras at the beach house area.
