2019 Budget Challenge The worker shortage in the lowcountry has been well documented in the news. “The whole island is a disaster zone right now” Steve Carb, SERG Restaurant Group President, recently told the Washington Post. All businesses on the island are struggling to find enough help to stay open and the gated communities are now feeling the effects too. Wexford Plantation manager Susan Frishel says, “The labor shortage is the one worry that keeps me up at night - other than hurricanes”. There is no quick or easy solution to the island’s labor shortages. Some of the major issues include the lack of affordable housing, limited public transportation, heavy traffic on and off the island, increasing work opportunities off island, and the E-verify program aimed at preventing undocumented workers from being hired. This situation is affecting our ability to hire and retain staff within our existing wage structure. A compensation task force was formed to work with a third-party vendor to assess the local labor market, and to review the wages and total compensation of our current staff. The task force will compile the information and make a recommendation to the Board as part of the budget process to help us be more competitive within our market. The task force also reviewed our Security staff wages in comparison to those in other communities. The bottom line is that we appreciate our staff and we need a solid plan to attract and keep great employees. Any immediate wage adjustments will fall within the approved budget for 2018. The Board is also reviewing the improved outsourcing of our landscaping. Certain elements of the previous landscaping agreement have now become the responsibility of the Association, including the disposal cost of the Monday yard debris pickup, as well as pine straw (purchase and installation). Due to increased costs (from all landscaping quotes – related to the labor shortage) our landscaping cost is projected to be higher than anticipated. Hilton Head Landscaping is doing a fantastic job for us and Scott is working extremely well with them. The results are obvious. We are striving to be a preferred place for people to work. While larger communities spread their costs over more owners, Port Royal has only 1000 homes. One advantage of the size of our community is that this creates an excellent “small town” atmosphere for Landowners and staff. We will support and encourage our management to positively engage our workforce and to offer training and opportunities for advancement. We intend to treat them fairly and create an improved system to listen to their needs and concerns. As Landowners we need to see our staff as not only assets, but as part of our family. Say hello and treat them with respect. If you have a concern with any member of our staff, please discuss it with Lance instead of with the staff member. On a final note, we are facing challenges and difficult decisions as we prepare the 2019 draft budget. No one wants to see assessment increases and no one wants a reduction of services. Port Royal is beautiful place to live and to work, and we can thrive as a community working together. Enjoy the rest of your summer. We live in an awesome place!

Alligator Safety

We are all shocked and saddened by the recent news of a Sea Pines landowner who lost her life due to an encounter with an alligator. Hilton Head Island, the lowcountry, and Port Royal Plantation are wonderful places to live with rich natural beauty and amazing wildlife. This unfortunate incident should be a reminder that we need to be aware and respectful of nature’s creatures living among us, many which have defensive natural survival instincts. These can range from simple feeding habits to protecting themselves from a perceived threat. As residents, we may feel that we already know how to be safe around alligators, but our guests are not as familiar as we are. I’ve copied the following information from the South Carolina Department of Natural Resources website and suggest that you share it with your guests. They may think that just because there isn’t an alligator lurking by the back door, there isn’t a risk. Our guests should be educated to ensure they and/or their pet don’t become the next victim. We’ve published a summary of the information below on the website in the document center under “Helpful Information” (HERE) to educate your guests. The following information is from from the Savannah River Ecology Laboratory’s website http://srelherp.uga.edu/alligators/alligator-safety.htm. Being safe around alligators is straightforward. Concerns about having negative encounters with alligators can largely be dissolved with common sense and an understanding of alligator behavior. To put the risk of alligator attack in context, you are more likely to get struck by lightning or win the lottery than you are to be seriously injured by an alligator. Just think of all the people, pets, and children that coexist with alligators every day with no incident. Still, alligators are large carnivorous predators that demand respect. Enjoy encountering them in the wild, and you can feel safe by taking into account the following: ● Don't feed alligators. This is a most important rule as feeding alligators threatens the safety of both people and animals. Providing food for these wild animals (that are naturally afraid of humans) not only makes them bolder and encourages them to seek out people, it also alters their natural diet in an unhealthy way. Do not feed ducks, turtles or any other animals inhabiting waters with alligators. This food source attracts the alligators as well and trains them to associate humans with food. Lastly, do not clean fish in the water or leave your scraps or bait on the ground as that is also a potential food source for alligators. Feeding alligators is punishable by law with fines up to $150 and up to 30 days in jail. ● Keep your distance. Although they may look slow and awkward, alligators are extremely powerful and can move with a startling burst of speed on land over short distances. The myth of running in a zig-zag pattern to escape a chasing alligator is unnecessary as alligators tire quickly and run in a straight line themselves. It is highly unlikely to be chased by an alligator but as a precaution, a safe distance from an adult alligator should be maintained at about 60 feet. If the alligator hisses or lunges at you, you are too close. ● Do not attempt to move alligators out of the road. If you see an alligator on the move, leave it alone and let it pass on through. Alligators move the most in spring and summer when they are breeding. ● It is illegal to harass or throw things at alligators. They are living organisms that warrant respect and it is not productive to annoy them. Molesting, injuring or killing alligators is punishable by law with fines up to $2500 and 30 days in jail. ● Never disturb nests or small alligators. Some female alligators protect their young and may become aggressive if provoked. Although baby alligators are docile, they should never be captured, even if the mother is not visible. She may be watching you and decide to take action to protect her baby. Mother alligators will sometime react by hissing, lunging, or swimming toward you but are just signaling you to go away. ● Do not attempt to keep alligators as pets. Keeping a baby alligator as a pet is a foolish idea, not to mention illegal in some states. ● Keep your pets and children away from alligators. Large alligators do not recognize the difference between domestic pets and wild food sources. When they are hungry, alligators act on their hunting instinct and might attempt to feed on your house pet if given the opportunity. Keep your dogs on leashes around alligators. Do not allow your dogs or children to swim in waters inhabited by alligators, or to drink or play at the water’s edge. To an alligator, a splash potentially means a food source is in the water. ● It is best to avoid swimming in areas that are known habitats for large alligators but at the least, never swim alone. Always be careful around water. Splashing can attract alligators that think a prey animal is injured. They may act on instinct and attack. Or, a protective female may believe her young or eggs are threatened and take defensive action. Be cautious when fishing in waters with alligators, as some will not hesitate to grab a hooked fish or eat the fish on a stringer. Avoid heavy vegetation in and near the water’s edge as alligators use these areas to bask or ambush prey. ● Do not corner alligators if participating in recreational activities, such as skiing, canoeing, kayaking, or even taking photographs. These behaviors can make them feel threatened, causing them to react defensively. Do not panic if an alligator slips off the bank into the water. It is highly unlikely that it is coming to attack you; it is simply trying to move to another location where it feels safer.

DwellingLIVE App & Website

Dogs on Leash

We strive every day to provide friendly and efficient service to Landowners and guests at the security gate. We recently analyzed usage of the dwellingLIVE software and found that only 20% of gate passes are entered electronically via the website or the dwellingLIVE app. That means 80% of Landowners are still calling in passes. While it may seem easier to pick up the phone to call in a pass, Gate Officers are extremely busy printing passes for guests and verifying that no unauthorized vehicles enter the community. For staff to be most efficient at the Gate, you are encouraged use dwellingLIVE to enter passes. If you need a refresher on how to use dwellingLIVE, check out the tutorial HERE. If you need extra help with it, I’m happy to set up a short training session!

We often receive phone calls and emails reporting individuals with dogs off leash on the beach. The beach falls within the jurisdiction of the Town of Hilton Head Island. Beach Patrol enforces the Town’s beach regulations. Please visit https://www.hiltonheadislandsc.gov/ourisland/b eachregs.cfm to make sure you follow the Town’s rules and ordinances. Port Royal Plantation Rules & Procedures require a dog to be leashed any time the dog leaves your private property. My own dog, a black lab, usually does great with voice commands, but is very protective and has chased other animals. Because of this behavior we keep him on a leash in any public area. For the safety of your neighbors, their pets, and your dog please keep your dog on a leash any time you leave your private property.

Staff Updates Happy Anniversary to Nicolle Washington! Officer Washington is celebrating her fourth year with Port Royal Security. Nicolle is assigned to the night shift and works 10 pm to 6 am at the gate. Say congrats the next time you see her! We’re happy to announce that Denzel Green, who worked as a pool attendant this summer, will be joining the Port Royal Plantation Security Team on our overnight shift with Lt. Logwood and Nicolle Washington.

WHEN SHOULD I REPLACE A SMOKE ALARM – EVEN IF IT APPEARS FUNCTIONAL? Replace all smoke alarms after 10 years! After 10 years, sensors can begin to lose sensitivity and wear down. The test button only confirms that the battery, electronics and alert system are working but it doesn’t mean the smoke sensor is working. Experts believe that after 10 years there is a 30% probability of failure and after 30 years nearly all alarms will fail. A smoke alarm’s age can be determined by looking on the back or side of the alarm, where the manufacturer date can be found. If no date can be found, then it is most likely over 10 years old. Working smoke alarms reduce the risk of dying in a home fire in half. Transitioning to Autumn Another summer is almost in the books. The Maintenance staff has been busy with routine work orders, emptying trash receptacles throughout the property three times a week, cleaning and preparing the pool and bath house daily, and helping to clean up limbs and debris throughout the property. We are replacing older signposts, converting them over to new posts so they will be uniform throughout the property. Other items on the 2018 work schedule include curb painting, small drainage channel cleanups, sealing all the wooden bridges and the boardwalk, some landscape improvements, beach path repairs and some small irrigation tasks. Hilton Head Landscapes continues to work well executing the landscape agreement. The weekly mowing and weed spraying is an ongoing task, as well as everyday cleanup within the community. Southeastern Limb and Tree has been removing dead trees. Mosquito spraying is done weekly, usually on Tuesday evenings, unless the weather causes them to reschedule. Here are a few significant items scheduled as part of the asset replacement budget: • Continuing replacement of split rail fencing throughout the property. We have quotes from vendors to be presented to the Board in September; • Roadways and leisure path repairs, including some curbing; • Working with the Plans Approval Board to design new street name signs to be consistent throughout the community with our mailboxes and traffic signposts; • Starting to review new playground equipment to replace the current aging equipment. Staff will also be assisting with the Beach House landscaping, cleanup and finishing items as the project nears completion. I hope everyone enjoys the rest of their summer.

BEACH HOUSE PROJECT STATUS At this time, the contractors are a bit behind on the projected opening date in November. They are working to get back on schedule by bringing in additional crews to complete the rough in work and roofing. Most of the delays are due to supplies, lead-time for materials and shortage of labor. ● The windows have been installed. ● All the asphalt roof work has been completed and the metal section should be completed within the next week. ● The outside trim and siding is about 75% completed. ● The sprinkler system is 80% installed ● The rough in electrical is 90% installed ● The rough in plumbing is completed ● The rough in HVAC is 75% installed ● Additional conduits have been installed for the camera system, audio/visuals and other IT systems. ● The rear planter boxes have been installed and filled with soil. Irrigation and lighting lines have been installed in the planters. ● The rear deck material has been delivered and the contractor will be working on the deck over the next few weeks, including driving some short pilings for the decking foundation. ● Please visit the website to see the progressive construction photos of the bath house, kiddie pool and Beach House. Landscaping Changes–Jan Ingram Fall is a great time to update your landscaping. I often get calls from Landowners who want to make changes and ask what they need to do. With the revision of the PAB Guidelines in May, the two sections that address landscaping now have specific wording and guidelines that are very helpful. A number of Landowners have completely re-landscaped their property and others have made major changes to parts of their property. If you want to make significant modifications to your landscaping, please take a few minutes to read Section 2.10 Landscaping and Section 3.3.4 Landscape Plan of the Guidelines. PR Beach House Rules & Landowner Clubs/Organizations Over the last few months a task force composed of Landowners has been working to develop rules for use of our new Beach House. This has been a complex task since the building is still under construction. The rules proposed by the Task Force were approved by the Board at the August 15 meeting. These rules will be only for the initial use of the Beach House following its completion, and are subject to change after Administration and the Board have time to review actual use and activity. The complete list of rules can be found in the Governing Documents section on the website HERE. The Beach House is expected to be ready in early December. Until we have a Certificate of Occupancy and completed punch list we can only take tentative reservations, which will be confirmed once the Beach House is ready for hosting events. Landowner Clubs and Organizations wanting to request specific dates in advance may do so between October 1 and 15. Individual Landowners who would like to make a tentative reservation can submit their requests in writing to GM Lance Pyle after October 15. Please note that until the dates can be confirmed an alternative date or location is strongly suggested. Landowner Clubs and Organizations applying for no-fee use must submit a request to the Board for approval. The application can be completed and submitted to the Board at any time. However, those who want to do advance scheduling between October 1 and 15, will need to have their requests submitted prior to the September board meeting. For more than 30 years Port Royal residents have enjoyed good food and camaraderie in the Wine and Dine Club. It’s a wonderful way to meet and get to know neighbors in a relaxed setting. 2019 dinners are scheduled for January, February and March. How it works: Guests are divided into groups of eight (four couples). Each group meets in a home where the host prepares the entrée and the remaining couples bring an appetizer, side dishes or dessert as assigned. The committee makes all of the house assignments, prepares all the menus and provides all the recipes. Recipes for this years dinners will be less time consuming with ingredients available in our local markets. Good food and conversation is the goal. Couples keep track of expenses for their part of the dinner. At the end of each meal, the expenses are totaled and divided by four. How to get involved: The Wine & Dine kickoff and organizational party will be held at a time and location to be announced. It will be a great opportunity to learn more about the club and talk to our long time members. Attendees who choose to participate in Wine & Dine can sign up for the months in which they are available for the upcoming year. Sign up early and get dibs on the dinner you would prefer to host. There is a nominal fee of $10 that is used to cover expenses.
