To Build Self-reliant India, Govt Sets New Investment, Turnover Limit for MSMEs New Delhi Port Wings News Network inance minister Nirmala Sitharaman on 13 May 2020 said the government has revised the definition for micro, small and medium enterprises, setting higher limits for investment and turnover to help them grow, according to a news report on Livemint online.

The new limits will replace the earlier definition that relied on self-declared investment on plant and machinery to align them better with goods and services tax (GST) regime, besides encouraging ease of doing business.

In case of micro manufacturing and service enterprises, the investment limit has been increased to up to ₹1 crore and turnover limit has been raised to up to ₹5 crore.

Till now, for micro manufacturing enterprises, the investment limit was ₹25 lakhs and ₹10 lakh for the service sector.

“Some MSMEs felt that if they outgrow in size (as per current definition), they will lose the benefit (given to t h e m ) .

Nirmala Sitharaman That is the Finance minister reason for a change in definition," Sitharaman said. The minister said the new definition will need amendments in the law.

The change in the definition is part of the several other announcements made by the finance minister to support small business tide through the pandemic-induced lockdown.

Announcing the details of the ₹20 trillion fiscal stimulus package, she said the collateral free, automatic loans will benefit MSMEs with up to ₹25 crore outstanding loans and ₹100 crore sales.

The size of the scheme is ₹3 trillion, the minister said, adding that loans will have a moratorium of 12 months. "The loans are 100% credit guaranteed as a cover to banks and non-banking finance companies on principal and interest. This will be available till 31 October. No fresh collateral required."

MSMEs, considered key drivers of job creation and economic growth, have been the worst hit by the lockdown, in place since 25 March, that brought economic activity to a near standstill. MSMEs account for about 45% of manufacturing output, over 40% of exports, more than 28% of gross domestic product (GDP) and employs about 111 million people.

Blank Sailings

J

ust as the number of blank sailings out of China by container carriers started to subside, the industry is bracing for another surge of void sailings on the AsiaEurope trade in the next three weeks with carriers withdrawing close to 40 per cent of capacity in an attempt to match their available space with evaporating demand. Cancelled sailings linked to COVID-19 until week 28 beginning July 6 currently stand at 55 on Asia-North Europe and 38 on Asia-Mediterranean, according to Sea-Intelligence Maritime Consulting, which said the next three weeks would see 35 per cent of Asia-Europe capacity pulled from the trade.

A blank sailing (a void sailing) is a sailing that has been cancelled by the carrier.

A blank sailing could mean a vessel is skipping one port, or that the entire journey is cancelled. When carriers see such a sharp drop in booking activity, they have no choice but to cancel sailings. The strategy put in place by the carriers to address the huge volume drop across major container trades globally, since the outbreak of Covid-19.

Ports felt the impact of blank sailings in February, which saw the highest sailing cancellation rate since the COVID-19 outbreak, with a spike of 105 cancellations across Transpacific and Asia-North Europe & Mediterranean trades. The lowest was in March, with only 33 cancellations, representing a drop of 69% from the previous month.

2M alliance between the two container shipping majors Maersk and MSC was especially active as the two carriers temporarily withdrew the AE2/Swan and AE20/ Dragon services on the Asia-Europe trade for the entire second quarter of 2020.

However, if demand picks up earlier than expected they might also resume service earlier. The capacity withdrawal equals a 21% capacity reduction in the trade. Furthermore, quite a few of the blank sailings from all the alliances are made with a notice time much shorter than usual. This shows that the drop-off in booking levels is happening very quickly.

With container exports from China reduced drastically, Shipping lines were losing millions of dollars sailing as per committed schedule but with ships partially filled. The only way to sail with good volume so that the journey is profitable for the shipping line is to reduce the total sailings between a pair of ports.

This will mean that containers pile up at the port for every missed sailing and thus when the ship does sail, it sees a good volume.

There is a severe shortage of equipment (actual physical empty containers) because there is a pile-up of filled containers at the ports (due to blank sailings).

Also, a lot of vessels with containers stranded in and around south and east of China, as containers are not allowed to be discharged, is adding to reduced capacity/containers shortage.

Empty containers are in short supply and thus the cost for containers is rising.

Long term rate contracts are being voided citing Force Majeure and Carriers have also begun imposing an “equipment imbalance surcharge”.

Despite crude having crashed, the benefits have been wiped off, and as an example, spot rates from JNPT and Mundra to the US East Coast (New York) have increased by around 20%. Prices to other ports have also increased between 15% and 100% Visibility is of prime importance in these times of uncertainty. Empty container triangulation can help. In a nutshell, an empty container with an importer can be used by an exporter nearby without having to be transferred back to the yard.

Container ship operators such as Maersk Line, CMA-CGM S A and Mediterranean Shipping Co S A (MSC) are looking at ways to cut costs as volumes plunge in what is Asia’s third biggest economy.

Container volumes at JNPT, India’s top container port, fell 37 per cent in April compared to the same month last year. Pan India, container volumes have declined by more than 12 per cent since April year on year, when the new financial year began. Since March 25, forty-six sailings of scheduled services had to be blanked / cancelled and some of the services had to be rationalised, resulting in huge costs to the lines for the idling of vessels.

Taking that into account, even if they have to forego one sailing, that is much more favourable for an owner/operator. Most of the existing weekly services are calling at Indian ports once in two weeks or even longer. Weekly sailings have gone now basically because there is no cargo, both ways. This is not a problem specific to India, it’s all over the globe.

The unprecedented number of cancelled sailings will extend until July, a clear TEXT indication of low demand expectations by carriers and a lack of forward bookings.

That means Europe's hub ports will take a hit at least through the second quarter.

Despite the huge number of blanked sailings, the decline in the number of deep-sea container vessel calls was being counterbalanced by carriers increasing the frequency of regional feeder services.

The canceled sailings will require a reshuffle of the supply chains, and the new arrangements are expected to be ad-hoc as market uncertainty lingers on.

Continued from page -1 NIRMALA SITHARAMAN ON GOVERNMENT'S RS 20 LAKH CRORE ECONOMIC PACKAGE: KEY POINTS According to a report in Times of India, here are the key points of Sitharaman's address: * With effect from May 14 till March 31, 2021, TDS/TCS (tax deducted at source/tax collected at source) has been reduced by 25% of the existing rate and is applicable to all payments. It will release Rs 50,000 crore in the hands of the people instead of paying them as taxes. * Due date of all income-tax return for FY 2019-20 will be extended from July 31, 2020 & October 31, 2020 to November 30, 2020 and Tax audit from September 30, 2020 to October 31, 2020. * Government announces Rs 3 lakh crore collateral free loans for MSMEs, having a 4 year tenure and moratorium of 12 months.

This will help to expand MSME size as well as capacity. * Global tenders will be disallowed in government procurement for tenders up to Rs 200 crore. This will make selfreliant India, will also then be able to serve 'Make in India'. * Within the next 45 days all MSME receivables will be cleared

by CPSEs and government of India. * EPF support for business and workers has been extended for the next 3 months, providing liquidity relief of Rs 2,500 crore.

Statutory PF contribution for those not covered earlier is being reduced to 10 per cent from 12 per cent. The reduction is not for Central government. * Special liquidity scheme of Rs 30,000 crore for NBFCs/HFCs/ MFIs has been launched. * One time liquidity infusion of Rs 90,000 crore has been made for all power distribution companies.

This will be against receivables and will enable Discoms to pay

generation companies. They will eventually pass on benefits to customers. * Government announces Rs 45,000 crore liquidity infusion through a Partial Credit Guarantee Scheme 2.0 for NBFCs. * In a major relief to contractors, all Central agencies to provide an extension of up to 6 months, without cost to contractor, to obligations like completion of work covering construction and goods and services contracts. * Ministry of housing and urban affairs will issue advisory to states and UTs enabling invocation of force majeure / Act of God measure during COVID-19 period, for all registered real estate projects expiring on or after March 25, 2020. Public Transport May Resume Soon: Nitin Gadkari New Delhi Port Wings News Network itin Gadkari, Union minister for road transport & highways, on 6 May 2020 assured bus and car operators that the government was aware of their problems and that services would resume soon, according to a Business Standard report.

Addressing members of Bus and Car Operators Confederation of India through videoconferencing, Gadkari said, opening of transport and highways would go a long way in instilling confidence in the public.

He said public transport might open soon with some guidelines.

However, he stressed that social distance had to be maintained and

safety measures like hand wash, sanitizing, face masks should be adopted while operating buses and cars.

Experts feel that as public transport resumes after the lockdown ends, it will be important for transporters to get ready for the “new normal” and clearly communicate to the stakeholders the implications of it.

“For example, to address health concerns in mass transit, what type of health and safety initiatives have been taken, whether it is in the form of sanitizing vehicles, training staff to monitor health of passengers, adopting new technology to integrate health and travel records or provisioning social distancing principles in public transportation,”

said Mohammad Athar, partner infrastructure and urban transport at PwC India.

Gadkari said he was aware of the tight financial condition of the Indian market. The minister said it was a good opportunity to tap global demand, which might be looking to exit China. He urged Indian industry to grasp the opportunity to invite those foreign companies to invest in India.

Gadkari added that the ministry was looking at adopting the London model of public transport, where government funding is minimal and private investment is promoted.

He said the poor standards of Indian bus and truck bodies meant that they worked for only 5-7 years, whereas European models lasted up to 15 years.

Financial Stimulus Must for Survival of MSME & Employment: All India Association of Industries

Port Wings News Network inancial stimulus package as must for MSME to save entrepreneurship, employment, exports and domestic need of the country, Mr. Vijay Kalantri, President, All India Association of Industries (AIAI), has said.

AIAI is a premier Chamber of Commerce, an apex body representing the trade, industry and employment since 1956. AIAI is a think tank established to suggest government about remedial measures in the changing economic scenario.

Mr. Vijay Kalantri said: "As MSME manufactures about 10000 products. MSME not asking freebies but asking for overdue stimulus and if they dont ask from Government then from whom do they ask from?

The Indian MSMEs have maintained their cool inspite of the ongoing slowdown and global recession and have tried to survive their business inspite of the toll it has taken on their

pockets.

Moreover, comparing the COVID19 pandemic to Spanish flu for being a V shaped recovery is blasphemous. The Lockdown has been extended thrice and forecasted to be revoked many times in future due to the number of new cases being reported every now and then."

Further Mr. kalantri said, "It is not at all a V shaped recovery for sure, but a boat shaped one not only in terms of health but at the same time for business. As business has been beaten not only in India but abroad too.

A stimulus package infact will indicate favorable business environment to the businesses scheduled to shift from China.

The Government should not save its skin with petty attitude but come out bold with a Surgical Strike on the ailing economy as it has done against communal forces across the borders in the past.

What can be expected from the Government who despite of having widespread knowledge and experience of how SMEs are run in the international waters have still not initiated to change the definition from plant and machinery based to Turnover based!

Inspite of the fact that the Indian MSME sector has transformed into an identity well beyond the definition of plant and machinery with a large base in services sector which holds nearly 80% of its assets as human capital.

The MSME sector not only contributes 40% to the GDP but at the same time the 40 million Indians working in this sector contribute their per capita income towards taxes and consumption. Many of the large sector manufacturers are interdependent on MSME for their supply side requirement of ancillary components etc.

If the above fact is all true then there can be no question of Free Lunch as claimed by the CEA of a country whose businesses have stood the test of the time.

There are many responsibilities of the Government who had vouched to promote Ease of Doing Business in India since the NDA 1.0 regime however India today stands only at 63 with fellow countries of Morocco

and Kenya at 53 and 56 respectively.

Which is relatively strange to the fact that India has a large pool of talent, ability and assets. If counted on a 100 point scale these contribute only 20% of the 100 point score towards the Ease of Doing Business.

80% of the 100 point score is hampered by the political and bureaucratic hurdles, weak financing and weak infrastructure Mr. Vijay Kalantri, with low connectivity President, AIAI issues.

Thus Indian business have lost investment only because of this 80% problems which are major hurdles in the Ease of Business in India.

As a trade association we have time and again suggested, respite in irrational rules and regulations and laws which have hampered business. We have already conveyed the issues of higher GST hampering consumerism and problems and delays in filing GST returns, the oppressive IBC Act which is creating oligarchy contradicting the very Competition Commission Act of India which has helped prey small businesses by the larger players.

There are many other issues which have been brought to the notice of the Government and thus it displays highly an immature statement from such a notable hierarchy.

As far as the question of financial stimulus is concerned, the industry bodies are not begging for peanuts but for their fundamental rights as the Government is mandated to give its constitution protection against such systemic shocks.

How the government delivers its duties is

not a concern to the businesses however as an Industry body we have already conveyed measures to generate employment and revival of MSMEs which form the main crux of the business spine of India. We request the CEA to kindly refer our representations in this context.

A financial stimulus is mandatory and the prime duty of the government to save its Consumers i.e., the MSME to be specific in this sense, due to the heavy contribution of such consumers, towards the Indian GDP. Also deficit monetization is the medicine

to cure the LOCKDOWN effects due to COVID19 impacting the entire MSME which is now under quarantine. In no way can the Government deny medicine to the sick MSMEs treating it with such cruelty with prejudice of being a Freebie.

The Government is now in the form of a Government hospital treating the poor at no cost. Hence, the question of Freebee does not arise especially in case of a pandemic.

Also, we have requested earlier that the Government if not in position to provide financial stimulus of 10% of the GDP then it should atleast think of pushing away rules and regulations under GST and IBC, ease credit at 5%, review Companies Act, shut away Enforcement Directorate in case of businesses etc.

For eg USA, UK and European countries special attention and treatment is given to MSME and small business which contribute 80% to their economy.

However, the government is not heeding to our suggestions it seems and comes out with such fancy, immature statements which hurt industry sentiments and create further distrust between Government and business.

Every bad action has equal and bad reaction such intention will give rise to criminalization of business and nothing more. Further, killing employment, business, entrepreneur and the whole ecosystem connected to it increasing widespread distress in the economy.

We hope our suggestions are taken in good spirit of development of the economy in order to boost its growth, added Mr. Kalantri.

Port Wings News Network ogela, a container ship with a capacity to carry 4,957 twenty-foot equivalent units (TEUs) has been anchored off Mumbai since April 15 after it discharged the cargo at one of the terminals of Jawaharlal Nehru Port Trust (JNPT), according to a report in Business Line.

After the containers were unloaded, the Madeira, Portugal-registered ship which was chartered by German shipping line Hapag Lloyd A G from Hamburg-based Peter Döhle Schiffahrts-KG, off-hired the vessel for a month, as volumes nosedived due to the coronavirus-induced demand collapse.

In the normal course, when a ship is dehired, she will be chartered by someone else who will deploy her on some other route.

“Now, it’s not like that,” said a container shipping industry executive. Hapag Lloyd didn’t feel the need to run the ship for the next one month but didn’t want to let go of the ship either.

It wanted to hire the ship again after a month.

“The ship’s owner then decided to drop anchor off Mumbai after it was off hired by Hapag Lloyd. She is waiting outside Mumbai anchorage,” the industry executive said.

Given the grim trade scenario, container carriers have even started resorting to culling one full cycle of a service run with 7-8 ships.

For instance, the Europe-Pakistan-India (EPIC) 2 weekly service run by CMA-CGM, Hapag Lloyd and COSCO Shipping with eight ships, decided recently to suspend one full cycle – all the eight ships will not call at JNPT and Mundra. In effect, EPIC 2 will not run the service for eight weeks.

It came hardly a month after the service partners upgraded the service by deploying bigger ships with a capacity to load 13,000 TEUs. From a logistics point of view, the cost of operating a ship is huge. “Taking that

into account, even if they have to forego one sailing, that is much more favourable for an owner/operator,” said the industry executive.

For example, the EPIC 1 weekly service run by MSC, Hapag Lloyd and CMA CGM linking JNPT, Hazira and Mundra, is calling

once in two weeks.

This will ultimately help the carriers at a time when the volumes are down, said an executive with a European container line.

CMA CGM also axed its Middle EastIndia-East Africa service named MIDAS 2 after some five blank sailings and is using its Middle East-India-West African service called MIDAS 1 that calls at Durban, one common port of call for both the services, to carry Indian cargo.

“That takes care of the entire MIDAS 2 cargo rather than running ships empty on MIDAS 2,” said an industry source.

The April 21 Shipping Ministry order, directing carriers not to levy container detention charges has added to the woes.

“Ports and terminals are giving waiver on ground rent charges. Who is going to pay me for detaining my containers? My container is being used, for which I have incurred a cost, but I’m not supposed to charge anything. From March 1 to May 3, we are not charging a single paise as detention charges,” said the executive with the European line.

“The two months detention is huge.

It is the only revenue that we have. We are surviving on that revenue. Freight is virtually zero now. We are shipping cargo even on zero freight. There is a cost for bringing a ship to India. Who will pay for that cost?, he said.

A 9,000 TEU-capacity ship pays about $500,000 to transit the Suez Canal on the way to India from Europe or $1 million for both ways.

by Governments. The demanding situation has made a Chennai mechanical engineer to ventilate his thoughts and ideas, and thereby develop a compact ventilator.

Mr.R.Abilash Chakravarthy, a 24-year-old young mechanical engineer in Chennai, got enthused

by Prime Minister Mr.Narendra Modi’s call to scale up production of medical equipment and came up with a compact ventilator, which he says, will save life of patients in treating them from deadly Corona.

The prototype of this compact ventilator was ready in just six days and it uses innovative technology methods using 3D printing etc.

Mr.Abilash Chakravarthy is currently Special Director for Projects at ACE Group of Companies, Koyambedu in Chennai. This compact ventilator shall have automated pumping action to support the patient without manual pumping of the ball valve mask, which is said to be a great relief to hospitals since manual support is not required.

“Our Prime Minister Sri. Narendra Modi gave a call for indigenous manufacture of medical equipment including ventilators which are in short supply to meet the emergencies in a pandemic situation like this.

Mr.Abilash Chakravarthy had worked on his idea with determination,” a press release here on 27th April 2020, has said.

APPEAL TO GOVERNMENT: Stating that the compact ventilator will be able to tide over the ventilators shortage, Mr.Abilash and his team says that commercial production can commence within days of getting the required approvals and calibration as required by the

Indian Council of Medical Research ( I C M R ) and other regulatory bodies of C e n t r a l and State governments.

“The current product can be modified and improved to cater to the existing ventilator specifications for both invasive and non-invasive processes. Approval for this innovative compact ventilator will be an encouragement. We request the authorities for permission to

Chennai Customs Facilitates Relief Flight From Kuwait Chennai

Port Wings News Network hennai Customs has facilitated smooth clearance for the passengers of the third evacuation flight as part of the Vande Bharat Mission at Chennai Airport on 10 May 2020. The flight Air India Express IX 396 from Kuwait landed at 09:34 PM on 10 May, at Chennai International Airport carrying 171 passengers.

The repatriation flight carried 171 passengers including 107 Males and 60 Females and 04 Infants.

One passenger was on wheelchair.

All passengers were facilitated for smooth Customs Clearance.

situation, all the international flights have been grounded since 22nd

March. The Government of India’s repatriation plan Vande Bharat Mission has started to bring the Indian nationals stranded abroad due to Covid-19 from 7 to 13 May. Under this mission 11 flights are scheduled to arrive at Chennai.

Under the Vande Bharat Mission, in next few many days, flights from Bangladesh, USA, UK, Oman, Kuala Lumpur and Philippines are scheduled to arrive at the Chennai International Airport.

Expatriates Evacuated From Maldives Arrive at Cochin Port Kochi

Samudrika Cruise Terminal has been opened up for handling the expatriates and Port has taken up necessary refurbishments consistent with the medical protocols.

The first group of 698 persons evacuated from Maldives arrived at Cochin Port on 10 May 2020) at 9 30 AM by the ship 'INS Jalaswa' of Indian Navy. The ship is berthed at BTP Jetty and the disembarkation procedures are being carried out at Samudrika Cruise Terminal.

The group comprises 595 males and 103 females. Of this, 14 are

children below 10 years and 19 pregnant women.Though majority of passengers are from Kerala and

Tamil Nadu there are repatriates of 18 other states/UTs also in the ship.

Passengers showing COVID-19 symptoms are being disembarked first followed by others in small groups, district-wise.

Thermal screening of passengers on arrival is being carried out by the Port Health Organisation. Customs and Immigration procedures are carried out inside the Terminal, where arrangement has also been made for distribution of SIM cards by BSNL and installation of ArogyaSetu in mobile phones of passengers. Disinfection facility for baggage and free wi-fi have been made available by the Port at the Terminal.

Arrangements for onward travel to hospitals/institutional quarantine centres/home quarantine are ensured by state government by deploying ambulances, state transport buses and taxis. These arrangements are coordinated by the District Administration, Police Dept and Health Department.

Direct Rail Connectivity Resumes Between Hyderabad and PSA Chennai Chennai

Port Wings News Network fter more than three years since the last direct link, a rake carrying 32 export containers of sunflower seeds from Ocean Network Express (ONE) and 2 containers of PVC board from APL on 8 May 2020 travelled from Container Corporation of India’s (CONCOR) Hyderabad ICD to PSA Chennai’s ondock railhead. The containers were bound for export on ONE vessel "Xin Pu Dong", on the TE1 service with a final destination of Manila To support exporters in the Hyderabad area with empty containers for loading, a rake of 90 empty containers also belonging to ONE departed PSA Mumbai’s railyard for CONCOR’s ICD at Hyderabad on 8 May 2020.

The containers were first trucked to PSA Mumbai from nearby depots.

PSA Chennai and PSA Mumbai have seen an increase in rail shipments from Hyderabad after a 2019 trade meet held by PSA India in the city. In April 2020, PSA Chennai, PSA Kolkata and PSA Mumbai all hit record highs in terms of the percentage of cargoes arriving or departing via rail at 23.2%, 10.8% and 21.5% respectively.

FFFAI Hosts 1st Webinar on Financial Planning of Custom Brokers Post COVID-19 Lockdown Chennai

The only way of getting out of potential depression is to be empowered with substantial knowledge to read the writings on the wall, to adopt correct strategy for survival and growing. The prolonged lockdown has provided an opportunity to the industry for gearing up to grab opportunity in future.

FINANCIAL PLANNING OF CUSTOM BROKERS Accordingly, Federation of Freight Forwarders Associations in India (FFFAI) has initiated the knowledge gaining mechanism by hosting a webinar on 1 May on ‘Financial Planning of Custom Brokers’, which was addressed by eminent management consultant Sandesh Vasant Mestry as keynote speaker along with Mr AV Vijaykumar, Chairman, FFFAI; Mr Shankar Shinde, Chairman-Elect, FFFAI; Mr S Ramakrishna, Immediate Past Chairman, FFFAI and President Delhi Customs Brokers Association; Mr Samir Shah and Mr Debashis Dutta, Past Chairmen, FFFAI. The Webinar was moderated by Mr Tej Contractor, President, Indian Institute of Freight Forwarding, which is the training arm of FFFAI. Mr Dushyant Mulani, Honorary Secretary of the Federation proposed vote of thanks. The webinar was participated by more than 500 FFFAI members from across the country.

“Presently we are all in the middle of crisis and we never imagined such a devastating scenario in our lifetime. At this crisis period we need to work together for a common goal.

Knowledge is power. We will have to acquire proper knowledge for our survival which can be disseminated by domain experts. With this objective in mind FFFAI with its training arm IIFF initiated its first webinar, and many more to come”, said Contractor while moderating.

LOGISTICS INDUSTRY IS GOING THROUGH CRUCIAL TIME In his address Mr Vijaykumar maintained that the CB/FF/Logistics industry is going through crucial juncture owing to COVID-19 pandemic and worldwide lockdown. “FFFAI is in constant discussions with government to mitigate the hardship and got success to some extent. Entire manufacturing and EXIM industry is suffering very badly. However, we are providing every possible service to all our customers by taking huge burden on us,” he said. In his opinion, Covid 19 would erode CB/FF’s finance on various accounts including massive outflow but without having inflow of revenue. “We will have to go long way with this critical and uncertain time.

Accordingly, we need to review and revisit our business model with proper financial planning and control. Our proficiency will be measured by our financial management, credit management, utilization of digital platform and reducing admin cost. So we need professional advice for course correction, we all (small, medium and big) are facing huge financial crisis at present and it would continue up to an uncertain time,” Mr Vijaykumar cautioned.

Management consultant Mr Mestry is also associated as Professor in renowned SP Jain Institute of Management & Research in Mumbai. He is a specialist in Family Business Management. “At this critical time first and utmost thing would be managing our finance. Especially when our business is not generating any revenue and our office remains shut for a quite long time because of ongoing lock down. At the same time we will have to follow compliances and MHA order issued on March 29 regarding payment of salary to our staff. The Act has superseded all other Acts and non-compliance will be an

offence,” Mr Mestry pointed out. Under this precarious scenario industry should seriously think about drastic cost cutting measures in all means. In his opinion, recovery pattern may be ups and down in the days to come, in view of the fact that there may be multiple lockdowns in ensuing months, can come all of a surprise, frequently, area wise, building wise, etc. Work from Home will be one of the viable mechanisms amid challenges, to keep business going.

Mr Shah emphasized on more collaboration

He also cautioned about signing an agreement and putting Force Majeure Clause very carefully to avoid hassles. “When there is a contract signed, though usually it is a most neglected clause in the agreement throughout the year, we should be very careful about putting the Force Majeure Clause,” Mr Mestry suggested by analyzing the Clause and its conditions in details in light of the Finance Ministry’s directives on it related to COVID-19 lock down.

NEW WORKING NORMS & MHA AND LOCAL AUTHORITIES Commenting on new working norms and compliances laid by the Ministry of Home Affairs Mr Mestry said that the industry would be needing more money to comply with new norms and compliances guided by MHA and local authorities. As a result, they would have to work with half of strength of staff, less public conveyance, social distancing, frequent sanitization, ‘work from home’ model with techno savvy people, health insurance as organization’s responsibility, substantial investment in technology, etc. On the other hand, there will be tremendous crisis in both demand and supply sides worldwide which would tremendously reduce volume of business and revenue earning. Entire logistics and supply chain and logistics system will witness severe disrupting. “Under this critical condition we should focus on conserving cash as ‘cash is king’. “Advance payment from customers, opting for bank credit, stopping capex except digitization or IT, right sizing of organisation, focused selling/marketing, frequently communicating with customers and sticking to business terms while dealing with customers would play as viable antidotes in preventing any possible disaster for an organisation,” Mr Mestry unequivocally stated.

CASH MANAGEMENT PLAY PIVOTAL ROLES Taking cue from Mr Mestry Mr Ramakrishna maintained that digitization, signing a contract in rightful manner and cash management would definitely play pivotal roles behind the success of a company at this difficult time. “We at FFFAI are developing knowledge base for the entire EXIM industry and we are doing fabulously for the national interest as always. New normal like ‘work from home’ or digitization will definitely enhance our working ability supported by our experienced staff/executives,” he further added. He suggested for taking advantages out of lock down situation for developing knowledge base, which need to be passed on to the company’s work force to be enlightened.

He also showed high optimism about ‘work from home’ concept as far as better results are concerned. “Lock down has provided an opportunity of thinking WFH concept that we need not to have huge working set up at our office, neither we need to go for downsizing the staff strength, by utilizing them in better way,” he opined.

NEED TO UPDATE OURSELVES “Silver lining is that we are updating ourselves. A few months ago we were seemingly stuck up, but currently we are learning many more things like better

with similar thinking and like-minded CBs/ FFs in different parts of the country to reduce cost for a company and win-win benefits.

“Healthy competition is the integral part of our business/working, but are we surviving because of competition? We are surviving because of our inherent ability and quality, rather than competing on ability of offering credit, appeasing and only relationship building,” Mr Shah further explained on healthy collaboration with each other. In his opinion, this is the correct time when the industry got an opportunity to strengthen them. “Every company has to think about their mechanism to live with new the new normal to stay afloat. Challenge will be for the old staff, who are reluctant to work with new dynamics. They will have to pick up with this new system. We also need to exchange ideas with our experienced staff for finding

innovative/newer ways of business,” Mr Shah said. He also suggested CBs/FFs to make them updated with all rules and regulations and relevant information to make their position stronger. “We are resilient enough to come out with much better and stronger position,” he concluded.

CONVERTING CHALLENGES TO OPPORTUNITY Mr Shinde stressed upon the objective of this webinar, which is converting challenges to opportunity.

“We never went through rigorous financial planning during our entire journey from ‘Mukadam’ to Logistician as a profession with MSME status.

We have to do this meticulously now,” he said. In his opinion the industry should tremendously focus on adopting new technologies that Covid-19 especially taught them. Add to this the recent initiatives of government policies in terms of reduced human interfacing and digitization/digitalization are bringing in drastic changes in traditional CB/FF business.

“Customs are implementing so many things ahead of we can think of. Our future will be very challenging if we cannot cope up. New E-initiatives by Ministry of Shipping and Civil Aviation will push us towards completely new structure of our industry, where everything will be online and through portals. In the dys to come customers’ loyalty, integrity with the customers and within the customs brokers for win-win situation, internal confidence building mechanism and searching for new areas of business will also play the critical roles,” Mr Shinde underscored.

Ocean Network Express Continues to Expand Refrigerated Container Fleet

Port Wings News Network o meet growing demand of refrigerated cargo around the world, Ocean Network Express (ONE) is expanding its current refrigerated container (reefer) fleet by adding another 5000 (40” HC) units, including 200 units equipped with advanced Controlled Atmosphere (CA) technology.

National WISTA Associations Come Together to Support Seafarers Chennai

Port Wings News Network he Women’s International Shipping and Trading Association is proud to announce a new initiative aimed at seafarers. WISTA Norway, WISTA UK, WISTA Singapore, WISTA Brazil, and WISTA Argentina have come together to offer free WISTA membership for seafarers through 31 August 2020. Membership allows seafarers to access the largest network of female managers in the shipping industry, as well as online seminars, webinars and workshops.

The idea for the project came from WISTA Norway, according to a statement by WISTA associations.

Pia Meling, the president of WISTA Norway, explains why this initiative is taken: “While most of the world is on lockdown there is a group of people; the seafarers, out on the oceans working hard to deliver energy to markets and food to homes. Due to border closures and stringent disembarking restrictions, a majority of the seafarers have now been onboard for longer than their regular working period. This project is an appreciation for all that they

do, and a connection to the greater community.”

With many countries implementing stay at home orders, WISTA workshops and seminars have gone online, making WISTA activities more accessible to seafarers who may be at sea for months at a time. Many National WISTA Associations (NWA), including WISTA Norway and WISTA Singapore, have opened their virtual activities to members all over the world.

“WISTA embraces seafarers as a key component of our membership.

I hope this project expands the number of seafarers who view WISTA as an important part of their professional development and network,” said Despina Panayiotou Theodosiou, president of WISTA International. “WISTA Norway has been a visionary within the WISTA organization. They spearheaded this project, which really exemplifies the values of WISTA: professional, dynamic, open-minded and committed.”

“Each of us can benefit from learning, sharing and furthering our capabilities during this challenging

time. As the leading voice for women in the industry, we want seafarers to know that their views, input and hands-on perspectives are welcome and we encourage them to share their stories,” said Meling.

WISTA International is an international networking organization for female managers in the shipping industry. WISTA International is comprised of 51 NWAs around the world and more than 3,500 members.

WISTA was approved for consultative status with the International Maritime Organization (IMO) in July 2018, providing the organization with a formal voice for supporting IMO work in a variety of areas. WISTA works with a wide variety of global maritime and governmental bodies to support professional development, opportunities and networking for female managers in the maritime industry.

Lockdown To Bring Down Toll Collection by 13 per cent: CRISIL Mumbai

Port Wings News Network he 2-week extension of lockdown beyond May 17 could see collection drop by 17 per cent, according to BusinessLine citing a Crisil report.

Toll collection and remittances from existing roads will fall by 13 per cent, assuming there is only a 57-day lockdown (March 22 to May 17). However, the decline will be sharper 17 per cent if the lockdown is extended by another two weeks, according to a Crisil report.

The National Highways Authority of India (NHAI), the nodal agency for the roads sector, had stopped toll collections up to April 20, after the government imposed the nationwide lockdown in March.

Toll collection has since restarted, but a V-shaped revival in traffic after the lockdown ends – probably on May 17 – is unlikely. There will only be a gradual return to normalcy, it said.

With the nationwide lockdown to fight the Covid-19 pandemic

restricting inter- and intra-state traffic of essential services, toll collection from build-operatetransfer (BOT) highway projects and remittances from publicly-funded projects would decline sharply in the near term.

While construction of new highways has also been affected, those constructed and commissioned over the past one year will help reduce the rate of decline in toll collection by more than half.

Over the long term (fiscals 20192024), Crisil Research expects toll collection to bounce back to a healthier annual growth rate of 1112 per cent on the back of new road construction.

This, however, is lower than the 14.6 per cent clocked in the preceding five fiscals. New road executions will hold the key to both reducing the impact of the lockdown in the immediate term and boosting growth over the long term, it added.

Traffic de-growth to hit toll collections

Toll collection and remittances from highway projects are set to decline sharply this fiscal, with a longer lockdown leading to a steeper fall in toll collections. New highway completion, expected to fall 20-25 per cent from the initial expectation this fiscal, would help stem a slide in numbers.

Although some relaxations have been provided for the manufacturing sector in the recent guidelines, these are unlikely to help the sector revive immediately because of multiple factors such as hampered supply chains, persisting labour issues and slack end-consumer demand.

Economy disrupted The pandemic has disrupted the Indian economy and, consequently, Crisil has revised its GDP growth forecast for fiscal 2021 to 1.8 per cent, from 3.5 per cent earlier.

This is based on two assumptions – the monsoon will be normal, and the effect of the pandemic will subside materially, if not wear out completely, in April-June.

Maersk App Sees Record Use Amid COVID-19 Pandemic Chennai

Record demand for online business transactions has increased the Maersk shipments app usage by nearly 90% in 2020, says a company release.

Carsten Frank Olsen, Head of eCommerce at Maersk, said, "As the pandemic hit and more people began working from home, customers are seeing the convenience of going online to manage their logistics business using the Maersk mobile app."

Carsten Frank Olsen stated:

"In the first five weeks of 2020, the app averaged 70,000 business transactions weekly. By mid-April, it had grown to 130,000 business transactions weekly, reflecting an 86% increase in this online remote usage tool."

The surge in the app usage reflects the container tracking, vessel schedule, live chat, instant rate quotes, booking of containers, cargo notifications, and Spot Rates activities that customers are relying on to run their business while away from the office. Customers can use credit cards or a smart pay solution and have cargo released instantly.

Three new eCommerce digital solutions were added in March that improve the customer experience for import functionality and replace manual processes: Maersk Delivery Order (MDO) enabling cargo release; the Demurrage and

Detention Calculator that answers storage fees and offers online payment for immediate release of full containers at the port or storage yard; and last free day for a container in storage – which is a feature designed for US-based customers. These three key enablers redefine the import self-service customer experience through better decision-making, visibility and speed. Of interest, the new features were all designed and driven by customer feedback as Maersk seeks to cultivate a constant feedback loop from customers to shape the company's product development pipeline.

NEWS - BITS Port of Gdynia Creates System Prototype for Monitoring Quay Loads

The Port of Gdynia says it is closing the project of creating a prototype of a system for monitoring the loads on the quays and bottom reinforcements co-financed by the European Union. The project is implemented under the Priority Axis of Commercialisation of Knowledge, Measure 01.01 Expansion through Innovation, under the Regional Operational Programme of Pomorskie Voivodeship for the years 2014-2020. Port of Gdynia Authority S.A. is a partner of a research and development consortium with the participation of the Maritime University of Gdynia and Enamor Sp. z o.o. company, which is the Project Leader.

The project consists in developing a prototype of a system for monitoring the loads on the quays and inner port areas bottom reinforcements caused by the interaction of propeller and ship's jet streams. The load monitoring system will enable the measurement of dynamic pressures, transmission of data and signalling when defined limit values are exceeded at port quays.

After two years of analytical and modelling works, in March 2020 the measurement devices prototype providing technological advantage over competitors, i.e. specialist sensors connected with the innovative measurement edition system, was finally assembled. The target system for transmission of IT data and the alert system will be implemented in real Port of Gdynia conditions.

Pilbara Ports Authority Posts Throughput of 61.8 Million Tonnes for April 2020 Pilbara Ports Authority has delivered a total monthly throughput of 61.8 million tonnes (Mt) for the month of April 2020, the company said in its release.

This throughput was a five per cent increase compared to the same month in 2019. The total throughput for the 2019/20 financial year to date is 586.3Mt, an increase of three per cent from the same time last year.

The Port of Port Hedland achieved a monthly throughput of 45.7Mt, of which 45.2Mt was iron ore exports. The monthly throughput represents a seven per cent increase from April 2019.

Imports through the Port of Port Hedland totalled 143,000 tonnes, a decrease of 13 per cent from the same month in 2019.

The Port of Dampier delivered a total monthly throughput of 15.1Mt, a decrease of two per cent from April 2019. Imports through the Port of Dampier totalled 142,000 tonnes, an increase of 68 per cent from the same month in 2019.

New Deal for Port of Garston and Aggregates Specialist to Support UK Supply Chain

Associated British Ports (ABP) says it has celebrated the start of a new long-term contract with decorative aggregates importer, Long Rake Spar in support of the UK supply chain.

As part of the agreement, Long Rake Spar will import around 60,000t of decorative stone per annum via the Port of Garston. This product will be used to supply a wide range of construction industry businesses including builder’s merchants, landscapers and contractors. The Port of Garston has already completed two successful cargo discharge operations for Long Rake Spar.

ABP will be investing £2.6 million to enhance facilities at the Port of Garston and tailor them to meet the needs of its new customer, including installing 16 external concrete storage bays and building a new 20,000 sq.ft warehouse.

NATO Support and Procurement Agency Awards Global Fuels Consulting Contract to Crowley Solutions Chennai

Maersk Stock Sinks as Shipping Giant Warns of 25% Drop in Volumes

Port Wings News Network hares in A.P. Moeller-Maersk fell more than 6% on 13 May 2020 after the Danish shipping giant warned of a sharp drop in global container volumes as the coronavirus pandemic disrupts global supply chains, according to a report in Market Watch.

The world’s largest container line by market share - widely considered a barometer of global trade - posted a 23% rise in firstquarter earnings before tax, depreciation and amortization (Ebitda). But the company said it expects 2020 to be a “challenging year,” with demand expected to decrease across all business lines in the second quarter by up to 25%.

“We continue to support our customers in keeping their supply chains running, however as global demand continues to be significantly affected, we expect volumes in the second quarter to decrease across all businesses, possibly by as much as 20-25%,” Maersk MAERSK.B, -5.80% chief executive Søren Skou said.

The Copenhagen-based company has cancelled more than 90 sailings, or 3.5% of total shipping capacity in the first quarter to cope with the slowdown in trade and keep freight rates from falling. It said close to 10% of its fleet was idled by the end of the quarter and it expects to cancel some 140 sailings in

the April to June period.

Global flows of goods across borders continued to weaken toward the end of 2019 and into the first quarter of 2020, according to the World Trade Organization. The Genevabased body’s latest forward-looking Goods Trade Barometer published in mid February stood at 95.5, compared with a level of 96.6 in November.

Maersk, which also reported a 23% rise in first-quarter core profits on Wednesday, now expects global container demand to contract this year, after previously forecasting growth of between 1% and 3%.

Ebitda rose 23% to $1.52 billion, slightly

above company guidance provided in March.

Revenue increased slightly to $9.6bn, despite lower volumes and was mainly fuelled by growth in its Ocean segment.

Maersk suspended its 2020 guidance of Ebitda of $5.5 billion - down from $5.7 billion in 2019 - in March, citing the lack of visibility to global demand for container transport as a result of the coronavirus pandemic.
