Union Minister for Railways and Commerce Shri Piyush Goyal, Union Minister for Environment, Forests and Climate Change, Information & Broadcasting and Heavy Industries & Public Enterprises Shri Prakash Javadekar, and Union Minister of State for Road Transport & Highways Gen (Retd) V K Singh participated in the meeting. Senior officers of the Ministries of Road Transport & Highways, Railways, Power, Environment and Forests, Railway Board, NHAI and representatives from the States of Maharashtra, Gujarat, Tamil Nadu, Kerala and Karnataka attended the same.

PENDING INFRASTRUCTURE PROJECTS The meeting considered several issues, in respect of pending infrastructure projects, for resolution. A major issue raised in the meeting pertained top outstanding forest clearance for 187 highway projects. It was also noted that many projects had not yet applied for Stage II forest clearance. The concerned officers were directed to initiate the process for the same immediately.

It was stressed in the meeting that level crossings on National

Highways need to be removed, as they constitute major accident spots.

It was pointed out that while their designs had been approved at 167

locations, but the work has not yet started. MoUs were signed in this respect over 5 years ago, and there is need to improve performance. In this direction, it was agreed to monitor the projects under Setubharatam programme on monthly basis. It also was underlined that 30 road projects are pending with Railways.

However, the Railway Minister assured to resolve these within two days.

A major issue before infrastructure projects is tree cutting, however, there are ambiguities over inclusion of certain local breeds of shrubs and plants in forest cover.

An example of Babool or Kikar was presented in the meeting. This being an exotic Arabian shrub, its inclusion in the definition of trees is causing hindrance while considering forest clearance for several projects.

In Delhi, an ambitious project monitored by PMO, the Dwarka Expressway, is facing such 1939

Babool shrubs in a total of 6364 trees. It was pointed out that many States like Maharashtra and Madhya Pradesh do not cover this shrub in land revenue code as tree.

Shri Nitin Gadkari expressed his satisfaction over progress on outstanding issues by way of meetings between senior level officers of various ministries. He said, he always feels that instead of wasting time and energy on written communications, it is always worthy to sit together and thrash out issues before each other. He directed that henceforth a joint meeting be held between Chairman Railway Board, Director General Forests and Director General Roads. He said, a meeting every month will solve many issues.

Environment Minister Shri Javadekar was requested to direct the Forest officers posted in States to follow and implement the circulars and orders issued by MoE&F and CC. Special High Powered committees on forest issues can be conducted as is being done in Jharkhand, Maharashtra and Arunachal Pradesh. It was felt that this step will remove many hindrances in the way of infrastructure projects, which will save both time and money.

Shri Piyush Goyal lauded the idea of this meeting, and said this is a good initiative of Shri Gadkari. ikTok has more than 100 million (10 crore) monthly active users in India. Notably, when TikTok app was blocked in India for a week in 2019, ByteDance had said in a court filing that it was losing more than $5,00,000 (Rs 3.7 crore) a day in the nation. ByteDance is the company which has developed TikTok. India recently banned 59 apps originating from China, including very popular ones like the short video platform TikTok, UC Browser, file sharing app ShareIt, and CamScanner, which allows iOS and Android devices to be used as image and document scanners.

The ban has been enforced under Section 69A of the Information Technology Act, 2000 (“Power to issue directions for blocking for public access of any information through any computer resource”): “Where the Central Government or any of its officers specially authorised by it… is satisfied that it is necessary or expedient so to do, in the interest of sovereignty and integrity of India, defence of India, security of the State, friendly relations with foreign States or public order or for preventing incitement to the commission of any cognizable offence relating to above, it may… by order, direct any agency of the Government or intermediary to block for access by the public or cause to be blocked for access by the public any information generated, transmitted, received, stored or hosted in any computer resource.”

The Ministry of Information and Technology has said that it “has received many complaints from various sources including several reports about misuse of some mobile apps… for stealing and surreptitiously transmitting users’ data in an unauthorised manner to servers which have locations outside India”. Since this “ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures”, it has said.

The notification is expected to be followed by instructions to Internet service providers to block these apps. Users are likely to soon see a message saying access to the apps has been restricted on the request of the government.

However, while this will impact apps like TikTok and UC News that need a live feed to serve any purpose, users might still be able to continue using apps that don’t need an active Internet connection to be used. But further downloads of these apps, like CamScanner, are likely to be blocked on Google’s Play Store and Apple’s App Store.

Some apps on the banned list are very popular in India, especially TikTok, which has over 100 million active users in the country, mainly in the heartland. New social media platforms like Helo and Likee, as well as video chat app Bigo Live are immensely popular among Indians who are not comfortable in English. These users will have to look for substitutes.

Also, most of these platforms have Indian creators, for many of whom this is the only source of income. Many of these apps have offices and employees in India, and a few thousand jobs could be at stake.

TikTok was banned in India on the order of the Madras High Court for a few days last year, but it came back soon after the court vacated the ban.

This action, however, is more sweeping, impacts more apps, and has been taken in a specific strategic and national security context. It could be a warning to bigger Chinese businesses in India, and to China itself.

Except for Mormugao Port Trust and V O Chidambaranar Port Trust, all the other port trusts reported a drop in volumes in June, compared to the same period last year.

6,40,000 twenty-foot equivalent units (TEUs) in June from 8,38,000 TEUs in June 2019, according to the Shipping Ministry.

Jawaharlal Nehru Port Trust (JNPT), India’s biggest container port, handled 2,89,292 TEUs from 4,10,000 TEUs in June last year.

Overall, JNPT handled 4.071 mt, a drop of 27.64 per cent from the 5.626 mt handled in June 2019.

Adani Logistics Ltd will continue as a minority shareholder with 26 per cent stake in Snowman Logistics Ltd without any right to nominate or appoint any director on the board of Snowman nor be involved in the day-to-day management or business operations of the cold chain company.

Adani Logistics and Snowman Logistics signed an agreement on Sunday to settle the dispute arising out of non-completion of the acquisition of the entire shareholding of 40.25 per cent stake from Gateway Distriparks Limited, the promoters of the Mumbai-listed cold chain company, in accordance with the share purchase agreement signed on December 27.

The transaction was done through Adani Logistics, a whollyowned unit of Adani Ports and

Special Economic Zone Ltd (APSEZ).

At ₹44 a share, the purchase of the 40.25 per cent stake from the promoters of Snowman would have cost Adani Logistics ₹296 crore.

“The parties have agreed to not proceed with the secondary sale / purchase transaction and mutually settle existing disputes in relation to the non-completion of the secondary transaction and, on July 5, signed a settlement agreement,” said Adani Ports and Special Economic Zone Ltd (APSEZ) in a stock exchange filing.

The sole promoter As per the terms of the settlement, GDL will continue as the sole promoter of Snowman and Adani Logistics will be a minority shareholder. There are no pending claims or counter-claims by either of the parties, said APSEZ. GDL said in a separate filing to the stock exchange that it has withdrawn the arbitration proceedings initiated against Adani Logistics.

As per the settlement agreement, Adani Logistics “has no right to purchase, and GDL has no obligation to sell its shareholding in Snowman to Adani Logistics pursuant to the SPA or otherwise”. GDL will continue to remain the sole promoter of Snowman, and shall be solely responsible for the management and business operations of Snowman, GDL said in its filing.

Snowman Logistics runs integrated cold chain logistics and provides warehousing, distribution and value-added services. It operates 31 temperature-controlled warehouses at 15 locations, with 1.04 lakh pallets warehousing capacity and 293 refrigerated vehicles (reefers).

Maersk will acquire KGH for a consideration of SEK 2.6B (USD 279.0m) on a cash and debt free basis equivalent to a multiple of 16.3x 2019 EBITDA before synergies, excluding an earn-out component contingent on future Brexit performance. When ramped up, annual EBITDA synergies from the combination are expected to amount to approximately SEK 50m-75m (USD 5.4m-USD 8.0m).

The closing of the acquisition is subject to customary regulatory approvals. Until then, Maersk and KGH remain two separate companies and thus will do their business as usual.

APM Terminal Pipavav Sets New Standards In Cargo Handling During Lockdown Pipavav

March 24, 2020. APM Terminals Pipavav, being engaged in providing essential services, has remained operational even during the strict nationwide lockdown.

The port successfully handled more than 622 container trains. The port handled 186000 TEUs and out of which 110000 TEUs were transported by trains. The port also handled Dry Bulk shipments of 0.41 Mn MT and 0.21 Mn MT Liquid from April to June 2020 without any delay. The port created additional yard space and worked with extended logistics partners to ensure smooth flow of goods and addressed many emergent supply chains needs

from the customers.

One of the key highlights during this period was handling 293 trains in April 2020 alone, marking the highest number of trains ever handled at the port in a single month.

Additionally, a new benchmark was

also set in the area of safety with the completion of 500 days of safe operations with zero fatality and Lost Time Incidents (LTI) in May 2020.

With the business continuity plan in place, APM Terminals Pipavav continued to operate within normal parameters without any significant disruption despite limited manpower. The port safeguarded safety of its employees by strictly following the safety measures like providing PPE kits, sanitising the work place, following social distancing during commute and at operation, etc. The pilots & marine team have ensured seamless safe

operations despite being the first point of contact with the ship's crew.

`We Won't Allow Any Chinese Firm To Invest In India’s Highway Projects' Mumbai

Port Wings News Network s India engaged in border standoff with China along the Line of Actual Control (LAC), Union Minister for Road Transport and Highways, Shipping and Micro, Small and Medium Enterprises Nitin Gadkari said on 1 July that the Centre will not allow Chinese firms to invest in India’s highway projects, according to a PTI report in the Hindustan Times.

He added that the investors will not be allowed to invest in sectors such as Micro, Small and Medium Enterprises (MSMEs).

This comes as the government on Monday banned 59 Chinese apps citing threat to national security “We will not give permission to joint ventures that have Chinese partners for road construction. We have taken a firm stand that if they (Chinese companies) come via a joint venture in our country, we will not allow it,” Gadkari told PTI in an interview.

Gadkari said the policy that will be rolled out soon will ease norms for Indian companies and restrict China from investing in highway projects.

With respect to existing tenders and future bids, Gadkari said rebidding would be done if there are any Chinese joint ventures.

“We have taken a decision to relax norms for our companies to ensure that they qualify for bidding in large projects. I have directed the Highways Secretary (Giridhar Aramane) and NHAI Chairman (SS Sandhu) to hold a meeting for relaxing technical and financial norms so that our companies can qualify to work,” he said.

Speaking on the move, Gadkari said if a contractor can qualify for a small project, he can also qualify for a large project. “Construction norms are not good so I have asked to change it. We are changing it

so that we can encourage Indian companies,” he added.

According to the Transport Minister, qualification norms for projects are being modified so that Indian investors do not have to go after foreign partners to grab projects, HT report added.

“Even if we have to go for a foreign joint venture in the areas of technology, consultancy or design, we will not allow Chinese,” the Minister said.

Regarding MSMEs, Gadkari said that the Ministry will focus on enhancing the capacity of local production, at the same time promoting foreign investment.

However, he said overtly that as far as foreign investment is concerned, China will be restrained.

“For upgradation of technology, research, consultancy and other works, we will encourage foreign investment and joint ventures in MSMEs, but we will not entertain the Chinese,” he said.

‘No arbitrary stopping of Chinese goods’ On stopping of consignments from China at Indian ports, the Minister said there is “no arbitrary stopping of goods” at Indian ports and the government is initiating path-breaking reforms to help MSMEs and businesses in a bid to make the country self-reliant.

“It is a good step. The imports from China will be discouraged and the country will take large strides towards self-reliance,” the Minister said, adding that he is among the strongest proponents of ‘Atmanirbhar Bharat’.

“Indian business has the strength and skills to grow further and power our journey towards self-reliance.

Shri Mandaviya said it will boost the tourism activities in lighthouses surrounding areas and give an opportunity to know about the enriched history of lighthouses.

The officials presented a detailed action plan to develop lighthouses as tourism spots. Shri Mandaviya advised officials to identify the lighthouses which are more than 100 years old. He put impetus on creating museums to showcase the history and working of lighthouses, equipment used in lighthouse operation etc.

Adani Group eyes Colombo box transhipment pie with govt backing Mumbai

Port Wings News Network ndia will likely field the Adani Group as its nominee in a planned India-Japan-Sri Lanka partnership that would jointly run the East Container Terminal (ECT), the fourth at Colombo port, a regional transhipment hub through which India routes a fourth of its container cargo every year, BusinessLine citing multiple sources including a top Sri Lanka Ports Authority official has reported.

“During discussions with Indian government and embassy officials, when we talk of who is coming (as Indian partner), how they are coming and the people who have shown interest in the project, what I can remember is only the Adani Group.

They are the ones being mentioned,” General (Retd) R M Daya Ratnayake, Chairman of the Sri Lanka Ports Authority (SLPA), told BusinessLine.

“But, officially, we have not got anything yet (from the Indian government),” Ratnayake added.

SLP is the state-owned operator of commercial ports in Sri Lanka.

“To me, the indications are that India will participate in ECT through the Adani Group,” said an Indian government official briefed on the development.

In May 2019, the Sri Lankan government signed a Memorandum of Cooperation (MoC) with Japan and India to jointly develop the ECT.

According to the agreement, SLPA will retain full ownership of the ECT while the terminal will be run by a jointly owned company in which SLPA will hold a 51-per cent stake.

The 2.5-million twenty-foot equivalent units (TEUs) capacity terminal is estimated to cost about $700 million, Ratnayake said. The first phase of the terminal was completed in May 2015 involving a single berth of 440 m, alongside water depth of 18 m, but is yet to start operations.

Rising Chinese influence India’s move to name Adani Ports and Special Economic Zone Ltd (APSEZ), the country’s biggest private port operator, as the Indian partner in the ECT comes amid the rising influence of China in the region, including Chinese investments in Sri Lankan ports, particularly in Colombo and Hambantota.

Hong Kong Stock Exchangelisted China Merchants Port Holdings Company Ltd, a unit of state-owned China Merchants Group, holds 85 per cent stake in Colombo International Container Terminals Ltd (CICT), one of the four facilities at Colombo and the only deep water terminal capable of handling the largest container ships.

Aside the strategic and geopolitical interests, India’s planned involvement in the ECT has a big commercial angle.

Colombo Port is the most preferred regional hub for transshipment of Indian containers and mainline ship operators. Colombo is 47 nautical miles, requiring a detour of just three hours from the east west mainline shipping route.

Indian transhipment containers accounted for 45 per cent or 2.5-million TEUs of Colombo’s total container transhipment volume of 5.6 million TEUs in FY19.

For many years, India has been trying to cut its dependence on Colombo to send and receive container cargo and save extra time and costs for India’s exporters and importers, but without much success.

The box transhipment terminal run by D P World at Vallarpadam in Cochin Port Trust has not been able to realise its objectives of reducing India’s dependence on Colombo, after many years of operations.

APSEZ itself is building a transhipment port at Vizhinjam near Thiruvananthapuram in Kerala, but the project has been delayed.

SLPA Chairman Ratnayake said the change in Government in the island nation late last year will not affect the MoC signed with the Indian government, despite a protest by port workers a few days ago on erecting cranes at the partly constructed ECT. “We are definitely going to honour that; we have no doubt about it,” he asserted.

Customs Department Gives Clearance To Cargo Imported From China Chennai

Port Wings News Network n a major relief to trade, the Customs department has begun giving clearance to all cargo from China. The clearance was halted from June 23, BusinessLine reports.

From Tuesday night, the Customs began clearing all active pharmaceutical ingredients (APIs) imported from China. From today (01-07-20) morning, other cargoes are also being released, industry sources said.

Clearance to Chinese cargo by the Customs comes at a time when the intensive lockdown is to be relaxed in Chennai and neighbouring districts from July 6. Many factories, including leather and automobile, will restart production and require critical components that were imported from China.

Nearly 30 per cent of the containers handled at the ports are of Chinese origin, carrying cargo like electronic components and automobile spare parts, sources said.

Zippers and buttons imported from China have been lying at the ports for the last one week. These are important items required to manufacture garments that need to be shipped to Europe in the next few days, said Sanjay M Lulla,

Managing Partner at SM Lulla Industries Worldwide, a Chennaibased exporter of leather garments.

No reason was given for nonclearance of the Chinese cargo.

However, there were speculations that some narcotics could have entered the country, and Chinese cargo were being subjected to rigorous examination by the Customs.

Initially, the Customs officials said that the hold on Chinese cargo was due to some ‘suspicion’, and later due to problems in the systems, said sources.

With the situation worsening, the Chennai Customs Brokers Association, whose members clear cargo on behalf of their clients, on Tuesday urged Union Finance Minister Nirmala Sitharaman to intervene and help restore normalcy in the movement of imported goods from China.

The association’s president S Nataraja said the imported goods stranded at various ports have brought movement of goods to a complete standstill, creating a panic situation among the trade and other manufacturer importers.

“We have requested waiver of additional charges like demurrage and storage charges incurred during this period,” he said.

JNPT handled 2,89,292 TEUs during the month of June-2020 which is 5.29% higher as compared to May 2020. Total of 166 vessels were handled this month and the total traffic handled was 4.07 million tons as against 5.63 million tons in June2019, which is 27.64% less. Port maintained 89% of export volume as compared to June 2019 with the easing of lockdown restrictions and the factories opening up.

In rail operations the port handled a record 511 rakes, overtaking the previous highest monthly handling of 499 rakes in May 2020.

Also, the average rail coefficient of the first quarter of FY202021 increased to 23.40%, an improvement of 46%, as compared to 16.04% of same period LY. To facilitate faster evacuation, the port also handled 106 trains in the lockdown period to ICD Mulund as per extended gate facility which

India Ports Global Ltd ( IPGL) had commenced operations at Shahid Beheshti Port of Chabahar on December 25, 2018, and has completed 18 months of smooth operations.

During this period it not only handled container and Bulk cargo vessels, but also livestock and heavy lift cargo vessels, according to the Ministry of Shipping.

The integration of Chabahar Port

with the Free Zone was approved by the Iranian Guardian Council in February 2020.

"Subsequently an MoU has been signed between PMO and Free Zone Authorities on June 2020 for implementation of laws and regulations of the Free Zone in the port of Chabahar. The inclusion of the port in the Free Zone is expected to boost the cargo through the port," the Ministry said.

Earlier on June 28, the port also handled the fourth consignment (300 TEUs) of wheat aid cargo from

India to Afghanistan.

This is part of 75,000 tonnes of India''s humanitarian aid from Government of India to people of Afghanistan, the ministry said.

It added that the trade is also upbeat with the announcement that Ghazanfar Bank of Afghanistan will soon open a branch in Chabahar.

It is understood that the bank has received requisite permit from Central Bank of Iran. IPGL now has a water front of over 1200 mts (with 70 Ha of back up area).

First in India, DIAL Cargo introduces e-Gate Pass Collaborating With DCBA New Delhi Port Wings News Network o implement the landmark decision taken at a recently held PTFC (Permanent Trade Facilitation Committee) meeting, Delhi International Airport (DIAL) in collaboration with Delhi Customs Brokers Association (DCBA) on July 1, 2020 launched paperless e-Gate Pass with QR coding at their cargo terminals in IGI Airport in New Delhi.

Introducing of e-Gate Pass has been the first such facility in India and a long pending demand from Customs Brokers, Freight Forwarders and other stakeholders in this region.

The concept of paperless and contactless is the vision initiated by the Chairman, CBIC. Jointly initiated by DCBA and DIAL Cargo, the e-Gate Pass concept received tremendous appreciation and support from Customs apart from terminal operators (Celebi and DCSC) and other stakeholders for fast implementation, in view of the exigency owing to ongoing COVID-19 pandemic.

In the recently held PTFC meeting it was decided that the e-Gate pass facility would be open to all stake holders effective July 1 as an optional service and effective July 15 it will be made compulsory.

Formally launched by the Chief Commissioner of Customs through virtual inauguration, the event was also participated

The e-Gate Pass facility for Import cargo delivery will not only help in ensuring social distancing by reducing human contact at the terminals, but will also expedite the process and save time. The move has been highly appreciated by the Customs and other stakeholders.

The airlines, consolidators or freight forwarders will now upload the scanned copy of Master Airway Bill/ House Airway Bill in the custodian system. The Bill of Entry (BoE) and Out of Charge (OoC) is being transmitted electronically by the Customs to the custodian system. With these details, the Custom broker agent will submit the request for issuance of E-gate pass for the delivery of goods and will generate the QR code at his office itself after due verification by the Cargo terminal operator, saving time and resources.

Earlier, the cargo clearing agents had to go through various documentation processes and stand in queues at designated counters at the cargo terminal for issuance of gate pass.

Kim made the remark at a ceremony to christen one of the world’s largest container ships, which will be used by the South Korean shipper HMM. The ceremony was held at Daewoo Shipbuilding’s Okpo shipyard in Geoje, 350 kilometers south of Seoul.

South Korea will revitalize its shipping industry by using a fund worth 40 trillion won (US$33.3 billion) that was set up to provide liquidity to key industrial sectors, Kim said.

The government will also make utmost efforts for HMM to stand on its own feet, Kim said.

In the first quarter of the year, HMM’s net loss narrowed to 65.6 billion won from 178.5 billion won a year earlier. HMM said a sharp hike in shipping charges, its cost-cutting efforts and securing high-value shipping deals helped the company reduce its shortfall.

NHAI To Rank Roads For Quality Service New Delhi Port Wings News Network n an effort to improve the quality of roads, the National Highways Authority of India (NHAI) under the Ministry of Road Transport and Highways has decided to undertake performance assessment and ranking of the highways in the country.

The assessment audit and ranking of the NHs is aimed to take corrective recourse, wherever needed, to improve the quality and provide higher level of service to highway commuters.

The assessment parameters are based on different international practices and studies for benchmarking highway performances in Indian context.

The criteria for the assessment have been broadly categorised in three main heads: Highway Efficiency (45%), Highway Safety (35%) and User Services (20%).

On the basis of outcome of the assessment, the authority will undertake a comprehensive analysis and decide on the level of intervention required to enhance the overall service quality.

Additionally, important parameters like

operating speed, access control, time taken at toll plaza, road signages, road markings, accident rate, incident response time, crash barriers, illumination, availability of Advanced Traffic Management System (ATMS), functionality of structures, provision for grade separated intersections, cleanliness, plantation, wayside amenities and customer satisfaction will also be considered while conducting the assessment.

The score obtained by each Corridor in each of the parameter will provide a feedback and corrective recourse for higher standards of operation, better safety and user experience to improve existing highways. This will also help in identifying and filling gaps of design, standards, practices, guidelines and contract agreements for other NHAI projects.

The ranking of the corridors will be dynamic and the concessionaire/ contractor/ operator will get the opportunity to improve upon their ranking by improving the services on that corridor. Apart from overall ranking of all the corridors, separate ranking for BOT, HAM and EPC projects will also be done. This process of ranking will bring out operational efficiency and ensure high quality maintenance of roads.

India Has No ‘Jurisdiction’ To Try Italian Marines In Fishermen Killing Case, Says Hague-PAC Mumbai

Port Wings News Network he two Italian marines accused of killing two unarmed Indian fisherman off the coast of Kerala “are entitled to immunity” on the acts they committed during the incident of February 15, 2012 and that India is “precluded from exercising its jurisdiction over the marines”, judges at the Hague-based Permanent Court of Arbitration (PCA) has ruled by three votes to two, reports BusinessLine.

The PAC, however, unanimously, decided that “India is entitled to payment of compensation in connection with loss of life, physical harm, material damage to property (including to the Indian vessel named St Antony) and moral harm suffered by the captain and other crew members of the St. Antony”.

The PAC also decided by three votes to two that “India must take the necessary steps to cease to exercise its criminal jurisdiction over the marines”.

The Arbitral Tribunal shall retain jurisdiction should either party or both parties wish to apply for a ruling from the Arbitral Tribunal in respect of the quantification of compensation due to India, in

which event the Arbitral Tribunal would fix a timetable for further proceedings, and that, should no such application be received within one year after the date of the present Award, the proceedings shall be closed.

The five-member Arbitral Tribunal was chaired by Judge Vladimir Golitsyn. The other members are Judge Jin-Hyun Paik (Republic of Korea), Judge Patrick L. Robinson (Jamaica), Professor Francesco Francioni (Italy), and Dr Pemmaraju Sreenivasa Rao (India).

Professor Francioni was appointed

by Italy while Dr Pemmaraju Sreenivasa Rao was appointed by India.

The PCA gave its ruling on May 21 but published the decisions only on Thursday.

The Permanent Court of Arbitration is an intergovernmental organisation established by the 1899 Hague Convention on the Pacific Settlement of International Disputes.

New Delhi-Rome relations soured The case has soured relations between New Delhi and Rome.

The dispute concerns an incident that occurred on February 15, 2012, approximately 20.5 nautical miles

off the coast of India involving the MV Enrica Lexie, an oil tanker flying the Italian flag, and India’s subsequent exercise of jurisdiction over the incident, and over two Italian Marines from the Italian Navy, Chief Master Sergeant Massimiliano Latorre and Sergeant Salvatore Girone, who were on official duty on board the Enrica Lexie at the time of the incident.

According to India, the incident concerns the killing of two Indian fishermen on board an Indian vessel named the St. Antony, allegedly by rifle fire from the two marines stationed on the Enrica Lexie.

India argued that Italy violated India’s rights under Article 56 (Rights, Jurisdiction and Duties of the Coastal State in the Exclusive Economic Zone) of the United Nations Convention on the Law of the Sea (UNCLOS), breached its obligation under Article 58 (Rights and Duties of Other States in the Exclusive Economic Zone) of UNCLOS, violated India’s right and freedom under Article 87 (Freedom of the High Seas) and Article 90 (Right of Navigation) of UNCLOS, and infringed upon India’s rights under Article 88 (Reservation of the High Seas for Peaceful Purposes) of UNCLOS.

Ports Can Be The Front Runners Of The Energy Transition, If Port Authorities And Industry Sectors Join Forces: DNV GL Study Chennai

Port Wings News Network orts can play a pivotal role in the world’s decarbonization challenge and provide a blueprint for industries and governments to cut pollution and transition to a cleaner energy future. By 2050, the total electricity generating capacity for industrial* ports could increase more than tenfold. Renewable energy could account for at least 70% of the total electricity generation, compared to just 5% today.

This is one of the findings of DNV GL’s new study Ports: Green gateways to Europe - 10 Transitions to turn ports into decarbonization hubs.

The study reveals that the expected deployment of offshore wind and the required grid enforcements to realize their connection will lead to an advantageous position for large industrial ports as a hub for renewable energy generation.

The report, made with input from Eurelectric, the sector association for the European electricity industry, also reveals that despite industrial production increasing almost 60% and cargo throughput growing 30% by 2050, energy efficiency measures and electrification could more than compensate for the growth in port activities, both in energy use and CO2-emissions. Additionally, the carbon intensity for port side energy use will almost halve.

However, for this to be realised,

10 Green Transitions will need to be made in and around ports.

These transitions are: Electrification of port-related activities; Fuel switch for maritime transport; Electrification of industry; Integration of offshore wind; Energy system integration; Hydrogen as a feedstock and energy vector; Phaseout of fossil-fueled power plants; Carbon capture and storage; New regulations; and A circular and biobased economy.

The report also analysed smaller Transport Ports. The findings show that without the Green Transitions, the ports energy use and CO­ 2emission will increase significantly, but that efficiency measures and electrification could more than half the total energy consumption.

Electricity use will increase almost fivefold and in absolute terms, electricity will be almost on par with fuel oil consumption.

Regardless of size or function, the importance of ports in the wider decarbonization agenda cannot be underestimated. Today transport accounts for one-third of the overall EU CO2 emissions, with water transport making up 14%. It is estimated that due to CO2 targets imposed on vehicles, the relative contribution of water transport will increase significantly if emissions from water navigation are not tackled in time.

Ensuring that ports become the driver of the energy transition and not a bigger contributor to global emission levels, will secure their position as linchpins in the economy and major employers in the markets they serve. According to the European commission, 1.5 million workers are employed in European ports, with the same amount again employed indirectly across the 22 EU maritime Member States.

Kristian Ruby, Secretary General of Eurelectric said: “The energy transition holds a huge potential for European ports. Offshore renewable energy will be a major driver of business and employment. And by electrifying operations, ports can drastically reduce both air pollution and carbon emissions.”

Ditlev Engel, CEO of DNV GL – Energy added: “The global challenges of climate change, environmental degradation and pollution require decarbonization of all industry sectors. At the intersection of land and sea where many industry sectors are coming together, ports can play a pivotal role and be a blueprint for the rest of society. Governments need to incentivize port authorities and energy players to facilitate the development of energy infrastructure across multiple energy carriers in ports. First movers and those who manage to cooperate should be rewarded by relevant government policies. Fast action is needed to secure a more sustainable future.”

NEWS - BITS Sembcorp Marine President & CEO appointed Co-chair of International Advisory Panel on Maritime Decarbonisation

Sembcorp Marine President & CEO Mr Wong Weng Sun has been appointed the Co-chair of the International Advisory Panel on Maritime Decarbonisation (IAP), which champions decarbonisation efforts in the maritime industry.

Established by the Singapore Maritime Foundation (SMF) and supported by the Maritime and Port Authority of Singapore (MPA), the panel will explore decarbonisation strategies, policies and actions to be taken by the local maritime sector, in line with the International Maritime Organization’s (IMO) 2050 target to reduce total annual greenhouse gas (GHG) emissions from international shipping by at least 50 per cent.

Comprising leaders from shipping companies, port operators, academia, class societies, insurance and finance players, energy companies, engine makers, shipyards, shipping associations, and government, the IAP is chaired by SMF Chairman Mr Andreas Sohmen-Pao.

Republic Of Korea Implements National Sulphur Emission Control Area

The Republic of Korea (South Korea) is the latest country to announce the designation of national sulphur emission control areas which will enter into force on 1 September 2020, BIMCO said in its release.

The national South Korean sulphur restrictions will apply to the following six ports and a national sulphur emission control area has been defined for each port: Busan port; Incheon port; Ulsan port; Yeosu port; Gwangyang port (including Hadong port); and Pyeongtaek-Dangjin port.

Initially, from 1 September 2020, ships will have to switch to fuel oil not exceeding a sulphur content of 0.10% from one hour after completion of anchoring or mooring to one hour before completion of heaving up the anchor or de-berthing.

From 1 January 2022, the requirement within the national sulphur emission control areas will be tightened and ships will have to switch to fuel oil not exceeding a sulphur content of 0.10% from entering an national sulphur emission control areas until having left.

GTT Receives An Order From Zvezda For The Tank Design Of Five ARC7 Ice-Breaking LNG Carriers

GTT received, at the end of June, an order from the Russian shipyard Zvezda Shipbuilding Complex (Zvezda) for the tank design of five ARC7 ice-breaking LNGCs on behalf of a Russian ship-owner, GTT said in its release.

This represents the first order after GTT signed a Technical Assistance and License Agreement (TALA) with the shipyard allowing Zvezda to construct the membrane technologies developed by GTT. These ARC7 vessels will be able to navigate in ice-covered waters.

They will contribute to the Arctic projects of the Russian LNG producer Novatek.

Each vessel will offer a capacity of 172,600 m3. GTT will design the tanks of the vessels, which will be fitted with the Mark III membrane containment system. This is the result of a long-time effort which began more than ten years ago to adapt GTT technologies to arctic conditions, where LNGCs are now operating without any difficulty. The delivery of the vessels is planned between the first and last quarters of 2023.

Philippe Berterottière, Chairman and CEO of GTT, declared: "We are very pleased to consolidate our partnership with Zvezda through this first order for five ARC7 ice-breaking LNG Carriers.”

New Transshipment Terminal Soon to Become Operational in Port of Gothenburg Chennai

Port Wings News Network completely new transshipment terminal, located between the Port of Gothenburg container and ro-ro terminals, is gradually emerging.

The terminal will receive incoming forest products by rail from Swedish mills and then transfer the products to containers for onward transport to various parts of the world. Volumes equivalent to 60,000-100,000 twenty-foot-equivalent units will be handled at the terminal each year.

The terminal, named the Svea Terminal, will offer 45,000 square metres of storage space. Around half the area, 21,600 square metres, is covered by the world’s largest storage tent, which was recently erected.

On the inside, the goods can be loaded into weather-protected containers and the area will be used partly for intermediate storage.

The tent measures 360 metres by 60 metres and is up to 15 metres in height. The steel beams that support the tent weigh 450 tonnes.

“It’s not exactly a camping tent, but rather a fully equipped storage facility that meets all our demands and specifications, and at the same time offers a cost-effective operating solution,” said Arvid Guthed, Vice President Port Development, Gothenburg Port Authority.

World-class rail volumes The terminal has rail connections and can house a 350-metre train.

By doing so, sensitive products such as pulp and paper rolls can be

transported directly into the facility by rail, where under cover they are transferred into a container before being loaded on board the ship.

At present around 60 per cent of

the Port of Gothenburg container volumes arrive at or leave the port by rail. A figure that makes the Port of Gothenburg world-class in terms of rail operations.

“This is the result of the longterm investment in the Railport concept, which connects the whole of Sweden to the Port of Gothenburg by rail,” said Claes Sundmark, Vice President, Sales & Marketing, Gothenburg Port Authority.

Investments include the current expansion of the double-track Port Line and construction of the Arken Combi Terminal, which has already led to a substantial reduction in road traffic in Gothenburg. A further investment is APM Terminals’ modernisation and capacity expansion on its marshalling line, where trains are loaded and unloaded inside the container terminal.

Climate-friendly investment The Port of Gothenburg has also adopted one of the world’s most forward-thinking climate goals where they have undertaken to reduce the whole of the port’s carbon emissions by 70 per cent through to 2030.

One of the ways of achieving this goal is to continue investing offensively in the Railport concept in an effort to increase the proportion of railborne freight even further.

“The Svea Terminal is ideally suited to realising this ambition. The Terminal will increase rail capacity even further and we will be able to double forest product volumes arriving at the port by rail.

It also means that we can reduce the port’s climate footprint and provide further conditions that will allow our customers to make climate-smart choices,” said Claes Sundmark.

Experienced operator When it comes to operating the terminal, a highly proficient company with many years’ experience of transshipment at the Port of Gothenburg has taken on the task.

“With our experience and the good preconditions at the terminal to facilitate effective crossdocking and transshipment of overseas freight, the terminal will be a major asset for the port and the Swedish forest industry,” said Michael Bergman, MIMAB chief executive.

DP World Reaches Milestone With Container High Bay Store Proof of Concept Chennai

Port Wings News Network P World, the Dubai-based provider of worldwide smart end-to-end supply chain logistics, has completed assembly of the world's first container High Bay Store system (HBS) at Jebel Ali Port. BoxBay is a joint venture

by DP World and German industrial engineering specialist SMS group GmbH. Real life test operations are due to start before September. The technology is set to dramatically change the way containers are handled in ports with smart innovation.

The patented High Bay Store is an automated container handling system that stacks containers up to eleven stories high. It delivers more than three times the capacity of a conventional yard with enhanced performance, so the footprint of terminals can be reduced by up to 70 per cent, and enables any container to be accessed individually without moving any other. Traditionally containers are stacked one on top of the other, which means many containers have to be moved to access containers lower down in the stacks.

This week, the final major component of the system, a truck

crane, was assembled on site. The automated truck crane is used to lift containers on and off external trucks. Containers for the landside operations move in and out of BoxBay on underground conveyor belts before being lifted to their slot in the rack by stacker cranes.

The HBS proof of concept provides 792 container slots. A full industrial HBS yard behind the two under construction berths of Jebel Ali Terminal 4 would be able to handle more than three million containers per year. The stacker cranes and truck handling cranes will be operated in full automation.

The shuttle carrier will start testing with a driver at first during the pilot operation phase.

BoxBay is designed to be fully electrified and will be the only container yard that can be powered by solar panels on its roof.

UK Ports Welcome Quarantine Norms Targeted Relaxation Chennai

Port Wings News Network he British Ports Association has welcomed the targeted relaxation of the quarantine restrictions at the border. A list of ‘transit corridors’ with countries deemed as low-risk in terms of coronavirus transmission is being published, which will provide much relief to certain port and passenger shipping routes, says the association.

This list includes France and Spain and other countries in Europe with established ferry links to the UK. Whilst freight has continued to flow between Europe and the UK along these routes (and others), passenger numbers have been hit hard. Passenger revenue supports these critical supply routes and Government has needed to step in to guarantee minimum levels of service to protect critical supply chains.

Richard Ballantyne, Chief Executive of the British Ports Association said: "We are pleased that Government have opened up these corridors. This will help with the recovery of the tourism and maritime sectors. Ferry travel in particular is one of the safest modes for passenger travel as social distancing is far easier to maintain and use of public transport to the terminal is minimal."

Most international ferry journeys involve vehicles and include opportunities to social distance, both at ports and onboard ships.

We have been discussing this with

ministers and officials and are glad they feel that certain international travel options are now safe. Opening up these safe corridors also supports the economic resilience of critical supply chains that move freight on these same services.

Tourism is an important activity to ports as well as in coastal regions.

These measures will also apply to other modes including recreational sailing and the cruise industry, which has been badly hit in recent months.

The British Ports Association represents all the UK’s passenger ports and we have been in close contact with the UK Government.

"We will continue to work constructively with Government on the safe reopening of passenger gateways, including the cruise industry. This won’t be rushed but the cruise sector certainly has experience implementing health control measures and will definitely return, when it is safe to do so. The UK has a great maritime tourist offer and we are excited that things are finally beginning to open up.

The British Ports Association represents the majority of ports in the UK, including all the main passenger/ferry ports," he added.

"The industry is keen to see the cruise industry get back on its feet as soon as possible and will be working with Government to ensure that can happen safely as quickly as possible.

The leisure and tourism sectors are important to many ports and coastal communities," he further added.

ClassNK's Amendments To Class Rules Chennai

Port Wings News Network eading Classification Society ClassNK has released amendments to its Rules and Guidance for the Survey and Construction of Steel Ships issued on 30 June 2020, according to statement from the company.

ClassNK is constantly revising its Rules and Guidance to make them more rational and transparent based on industry requests, R&D outcomes, and feedback from damage investigations as well as changes in line with relevant international conventions, IACS unified requirements (UR), national regulations, etc.

At least 48 amendments issued on June 30, 2020, including the following items, have been released.

Regarding “Oil-lubricated Propeller Shafts Kind 1”, the notation requirements to affix “1C” to the classification characters of the ships fitted with oil-lubricated propeller shafts (Kind 1C), which have a reputation for being highly reliable by various means not only to prevent corrosion damage to stern tube bearings but also to facilitate general maintenance and management more easily, are stipulated.

The amendment also includes the treatment of periodic lubricating oil analysis carried out for the postponement of the Ordinary Survey of a propeller shaft, etc.

Regarding “Characteristics of Governors for Prime Movers Driving Generators”, the methods

for confirming characteristics of governors of the gas-fuelled engines used as prime movers driving generators are stipulated in response to industry requests for clarification.

Regarding “Watertightness of Cable Penetrations”, the clear and uniform test procedures for confirming and approving the watertightness of the cable penetrations of bulkheads and decks are stipulated.

Regarding “Semiconductor Converters for Power”, the requirements for semiconductor converters for power are amended by compressive review based on the expertise from their application and recent technologies, which includes the addition of type test requirements.

On top of them, the following and more amendments are also made at this time: “High Voltage Electrical Installations”, “Verification of Accuracy of Flow Meters for Oil Discharge”, “Monitoring and Control Systems”, “Handling of Damage Stability”, “Winches for Free-fall lifeboats”, “Exhaust Gas Recirculation Systems”, “Unified Interpretations for MARPOL ANNEX VI”, “Periodical Surveys of Machinery, Equipment and Fire Safety Systems”, “Welding for Independent Tanks of Ships Carrying Liquefied Gases in Bulk”, “Unified Interpretations for the IGC Code”, and “Heat Treatment for Pipe Weldings.”
