China's First Dibs on Iranian Oil

A

mid the ongoing Covid-19 pandemic coupled with severe US sanctions, Iran is seeing a looming economic crisis which has led to a destruction of the livelihood of millions of Iranian people.

China’s billion-dollar deal is a breather for Iran’s economy which is hard hit

by Trump “maximum pressure” campaign against the Islamic nation. Tehran has been hit hard by these sanctions reimposed following Washington’s withdrawal from the 2015 nuclear deal in 2018.

China and Iran recently signed a 25-year trade deal not surprising given that one is a major OPEC producer and the other one of the world’s largest importers of crude.

The deal is worth $400 billion, including oil quotas and gives China ‘first dibs’ on Iran’s exports. This would produce a large trade flow from Iran to China, right in front of nose of the US, whose sanctions against Tehran have attempted to curb crude flows. This trade deal may potentially increase already boiling tensions between the US and China.

Since November 2018, when the US sanctions were imposed, Iranian production has halved from a high of 4MMbbl, which then resulted in a full on US ban in mid-2019. Behind the scenes China has still been importing Iranian crude through smaller companies that don’t deal out of the US, utilising shipto-ship transfers in the Strait of Hormuz.

This oil doesn’t cross official borders or customs and is put into bonded storage basically meaning the oil is in transit, while still being in the country but remains owned by Tehran. The slow build up seen around this time last year, is happening again, replenishing Chinese crude stocks with severely discounted Iranian oil, some estimate a discount of around $11 a barrel discharged from the VLCC Giessel.

In the paper market this trade deal should lead to regular shipments on TD3C and similar routes, travelling from MEG to China carrying the Iranian oil. The sooner the better for TD3C which at present is in a slump, with rates sitting steady around the low marks of mid WS-35, with little to suggest they will make any major movements in the near future.

With 12% of the VLCC fleet still locked in floating storage, once these vessels become available, the already over supplied market will just become super saturated with vast amounts of tonnage and a small number of cargoes to fill the gaps. When this deal starts to gain traction hopefully it will provide enough volumes to counter act the pending supply glut.

Iran has long exploited its rich energy reserves as leverage in its diplomatic relations with neighbors and countries further afield like China. For its own part, China sees investment in the energy sectors of its oil and gas suppliers as the best possible way to reduce its energy security risks. Oil, and more specifically its supply security, has a direct impact on China’s powerful economic growth, with any rupture in the flow considered a serious vulnerability.

The top 10 goals of the deal are as follows: expansion of bilateral economic and trade cooperation, private sector interaction and free zones, influential increases in the fields of technology and tourism, strategic partnerships in the fields of economy, academia and technology, reviewing of economic cooperation, the support given to each other's positions in regional assemblies, international cooperation in the fight against terrorism, the expansion of military and defense cooperation and cooperation in other areas.

Critics claim that China will lead Iran into debt in a new form of colonialism that ignores their differences in aspects such as history, interest, geography, religion, ethnicity and culture. They say Iran is economically unstable and, as a recipient country, is taking great geopolitical risks by committing to China.

If the two countries' long-term strategic partnership is implemented, Iran can use the financial resources of Chinese companies to complete their semi-finished projects. The capital and technology of those businesses can be useful in increasing the production capacity of Iran's oil, gas and Sample petrochemicals, but Tehran will not have an easy task ahead in its important TEXT role in China's energy security, and it seems likely that Beijing will benefit more from this cooperation.

Beijing’s indifference to regime transgression against the Iranian people and to keep the regime afloat has shattered Washington’s dream of any potential influence that it dreamt of through its maximum pressure campaign.

After trying to cut off all of the options available to the regime, it is hardly a surprise if Tehran is willing to accept the way out offered by the Chinese.

He referred to in-principal approval being given for building a deep draft greenfield seaport on the west coast and work starting on a deep draft inner harbour on the east coast.

While blue economy like fisheries, aquaculture, and seaweed farming will accelerate the development of Andaman and Nicobar, the government is making efforts to have more facilities at the Islands.

boost tourism as it will provide better mobile and internet connectivity on the Islands, he said.

"From Chennai to Port Blair, Port Blair to Little Andaman and Port Blair to Swaraj Dweep, this service has started in large part of Andaman Nicobar from today," Modi said adding it will boost 4G mobile services and digital services like teleeducation, telehealth, e-governance services and tourism on the Islands.

Besides Port Blair, it will connect other islands namely Swaraj Dweep (Havlock), Long Island, Rangat, Little Andaman, Kamorta, Car Nicobar, and Greater Nicobar.

According to official data, an internet speed of 400 gigabytes (Gb) per second will be provided at Port Blair and for other islands, it will be 200 Gb per second.

Undersea cable linking the Andaman and Nocobar Islands with Chennai was laid before time despite the difficult situation, Modi said.

The work of laying undersea cable has been executed by BSNL in a record time of less than 24 months.

Besides mobile and internet connectivity, physical connectivity

through road, air, and water is also being strengthened, he said referring to two big bridges and widening of National Highway No.4 being undertaken to improve road connectivity between North and Middle Andaman.

He said the Port Blair Airport is being enhanced to handle a capacity of 1,200 passengers. Along with this, the airports are ready for operations in Diglipur, Car Nicobar, and Campbell-Bay. Seaplane services will start once water aerodrome infrastructure including passenger terminal and floating jetty is ready at Swaraj Dweep, Shaheed Dweep, and Long Island, he said adding four ships being built at Kochi Shipyard shall be delivered soon to improve the water connectivity between the islands and the mainland.

The Prime Minister said that when India is moving forward with the resolve of self-sufficiency and is establishing itself as an important player in the global supply and value chain, it is very important to strengthen our network of waterways and our ports.

Jawaharlal Nehru Port Trust (JNPT), India’s biggest container port located near Mumbai, reported a 27.69 per cent drop in volumes to 16.94 mt from 23.43 mt. JNPT’s container volumes slipped to 1.192 million TEUs from 1.738 million TEUs a year earlier, a drop of about 30 per cent.

Syama Prasad Mookherjee Port Trust (formerly Kolkata Port Trust) reported a volume drop of 26.09 per cent to 16.050 mt from 21.717 mt.

Trust fell 19.79 per cent to 15.858 mt from 19.771 mt.

Deendayal Port Trust, India’s biggest state-owed port by volumes handled, reported a 16.78 per cent decline in volumes to 34.11 mt from 40.99 mt.

Visakhapatnam Port Trust reported a 11.26 per cent decline in volumes to 21.034 mt from 23.704 mt.

Cargo volumes handled by V O Chidambaranar Port Trust dropped 9.74 per cent to 10.57 mt from 11.71 mt.

Paradip Port Trust handled 34.64 mt, a drop of 9.07 per cent over the 38.09 mt handled last year.

New Mangalore Port Trust reported a 4.60 per cent decline, handling volume of 11.56 mt from

12.12 mt.

Mormugao Port Trust handled 6.76 mt from 5.61 mt, a growth of 20.44 per cent.

All the commodities except iron ore including pellets and raw fertilisers reported a decline in volumes. Crude oil, petroleum products, LPG and LNG declined 17.75 per cent to 63.66 mt, other liquids by 19.43 per cent to 7.98 mt, thermal and steam coal by 29.95 per cent to 23.19 mt, coking coal and others by 32.26 per cent to 13.51 mt and containers by 28 per cent (in twenty foot equivalent unit or TEU terms) to 2.49 million TEUs from 3.46 million TEUs. Iron ore including pellets posted a growth of 24.27 per cent to 21.690 mt.

DG Shipping Advises Stakeholders To `Strictly Comply' With IMDG Code Mumbai

Port Wings News Network ndia’s maritime administration has advised ports, ships, Customs, warehouses, master of vessels, seafarers, stevedores and transporters to “strictly comply” with the provisions of the International Maritime Dangerous Goods Code (IMDG Code) while handling dangerous goods or hazardous materials, according to a BusinessLine report.

The advisory follows the August 4 explosion at the Port of Beirut in Lebanon that was reportedly caused by the detonation of dangerous goods (ammonium nitrate) which had been stored at the dock since it was offloaded from a cargo ship, leaving more than 70 dead and thousands injured.

Incidents involving dangerous goods may not remain limited to a small area and can have a wideranging impact including on vessels, ports and its surrounding areas. To avoid such occurrences during the preparation, storage, handling and shipment of dangerous goods, all stake holders including ships, ports, customs, warehouses, master of vessels, seafarers, stevedores and transporters are advised to strictly comply with the provisions

of the IMDG Code including its supplement containing the EmS Guide and Medical First Aid Guide for all cargoes listed as dangerous goods, the Directorate General of Shipping said in an advisory.

The International Convention for the Safety of Life at Sea (SOLAS) provides for the carriage of dangerous goods in packaged and bulk forms on ships. The detailed provisions and guidelines for the safe preparation, storage, and handling of transportation and shipment of dangerous goods or hazardous materials are outlined in the IMDG Code.

International regulations prohibit the handling of dangerous goods except under the provisions of the IMDG Code. Also, the provisions of the SOLAS and IMDG Code requires the issuance of instructions on emergency response procedures and medical first aid relevant to incidents involving dangerous goods taking into account the guidelines developed by the International Maritime Organization (IMO).

“The provisions of the IMDG Code for the safe preparation, storage, handling and shipment of dangerous goods need to be strictly adhered to by all stakeholders (ships, ports, shippers, stevedores

and transport operators) in order to ensure no incidents occur while dealing with dangerous goods on board ships and in ports,” the DG Shipping wrote in the advisory issued on Friday.

Non-compliance with the provisions of IMDG Code onboard ships or ashore including at warehouses could lead to devastating consequences on ships, ports and to its vicinity, it said.

The tragedy at Beirut highlights what happens when dangerous goods are not stored with care, as the explosion is reported to have torn through the city, registering a force as strong as a 3.3 magnitude earthquake with some of the residents claiming that the scenes looked “like an apocalypse” and that the port was “totally destroyed”.

An even earlier incident involving dangerous goods at the Port of Texas City, Texas, at Galveston Bay, the USA on April 16, 1947, resulted in a fire on board the vessel SS Grandcamp and detonation of her cargo of dangerous goods, which started a chain reaction of fires and explosions in other ships and nearby oil storage facilities leading to the loss of a large number of lives and damage to vessels and property.

Shri Piyush Goyal welcomed the offer from the CII to partner with GeM and expand the reach to the nook and corner of the country. He said that GeM has the advantage of being seamless, transparent, open and efficient and technology-driven, and this will gain momentum if more and more buyers and sellers join the system. More procurement orders will lead to more sellers joining it, leading to more competition, and availability of quality products at cheaper prices. “More the merrier”, said the Minister.

The Minister said that the Government has been making continuous efforts to reach out to all sections of the society, especially

the marginalized ones, who were denied basic amenities for a long time. He said that the Government procurement is very large and has to be efficient. “Every penny saved is penny earned”, said the minister.

The greater competition and efficiency helps the Government

save money which is then used for the public good, and reach out to those who deserve this. Shri Goyal said that the Government has been bringing honesty and eliminating corruption. “ Technology leads to Transparency which leads to Trust, which helps in Transformation of the country. We have moved from Corruption to Clean Government which has raised the Confidence of people, and which is leading to greater Commerce within the country and internationally.”

The Minister said that as the television media’s success is measured

by TRP ratings, the Success of GeM can be measured by Trust (Of people in government procurement), Reliability (In supply of quality products at low cost and timely manner) and Prosperity (of the nation and the people). He said that maximum efficiency comes from the minimum government, and e-process in procurement is a step in this direction.

The Minister announced that GeM and Indian railways are working earnestly to integrate the latter’s procurements with the former. He said that the railways presently spend about Rs 70,000 crore per annum on procurements and the integration of the system with the GeM will lead to saving of at least 10-15% which is almost Rs 10,000 Crore. He said that besides savings of money, the integration

will save efforts, manpower and bring in more efficiency and transparency in the system.

Shri Som Parkash, Minister of State in the Ministry of Commerce and Industry said that the Conclave provided an excellent opportunity to Buyers and Sellers to interact. He said Women Entrepreneurs, startups, Artisans, Weavers, Self-Help Groups and MSMEs will find such platforms very useful. He called for reduction of Government purchases from outside the Gem system.

Shri Talleen Kumar, CEO, GeM, said that GeM aims to enhance efficiency, transparency, inclusiveness in public procurement and provides the tools of Direct Procurement, e-Bidding, and Reverse Auction to facilitate buyers achieve the best value for their money. He said that GeM has evolved as an increasingly transparent, efficient and inclusive platform, with MSMEs making up over 57% of the cumulative Gross Merchandise Value on GeM. In order to provide an impetus to the Make in India initiative as part of the vision of “Aatmanirbhar Bharat”, and also to promote local products through the “Vocal for Local” initiative, the Government has made it mandatory for all sellers on GeM to list the Country of Origin while registering new products. Over the next couple of months, GeM shall be rolling out GeM 4.0 – which will be anchored in the Unified Procurement System.

The key features of this year’s online conclave include a detailed overview of the enhanced version of GeM – GeM 4.0, followed by virtual panel sessions on role of MSMEs, Startups, Women Entrepreneurs, Weavers & Artisans, Information Technology, Defense and Railways in Public Procurement. Some of the other highlights at NPPC 2020 include virtual B2B and B2G meetings between Govt buyers and sellers, training and technical sessions on GeM features and new developments, a virtual GeM stall to resolve queries on the spot and facilitate registration of sellers and buyers, special session for Services.

Hyderabad-Based Company Buys 700 Ton Ammonium Nitrate, To Be Stored At Keesara Hyderabad Port Wings News Network city-based explosives company has purchased 742 tonnes of ammonium nitrate, days after the massive blast in Lebanon’s Beirut where ammonium nitrate was the cause of huge destruction at the port that killed more than 200 lives, according to a news report in Times of India.

Salvo Explosives & Chemicals Private Ltd bought the consignment in a recent auction by the Chennai customs department.

Sources said the company is planning to store the stock at its manufacturing unit in Ankireddipally village in Keesara mandal on the outskirts of the city. On 9 August evening, 181 tonnes of ammonium nitrate

in 10 containers was dispatched to Hyderabad by road from Chennai, which is likely to arrive soon. The remaining consignment of 561 tonnes in 27 containers would also reach Hyderabad in the coming few days.

A Shyam Sunder Reddy, MD of Salvo Explosives and Chemicals Private Ltd, said the ammonium nitrate would be stored in the company warehouse as per the instructions of government authorities. “We have followed the safety precautions as mentioned by the Petroleum and Explosives Safety Organisation (PESO). A police team also visited our warehouse and took

down details,” Shyam Sundar told TOI. Malkajgiri DCP Rakshitha K Murthy confirmed about the police team visit. “Along with other government agencies, we have also checked the facilities at the explosives unit to ensure that the consignment would be stored in a safe manner. The first consignment

has not yet arrived yet,” the DCP added.

Sources said proper safety measures have been put in place for the transportation of ammonium nitrate.

“Apart from portable fire extinguishers in each container, private security personnel will be accompanying the vehicles till they reach the destination,” sources said.

The 742 tonnes of ammonium nitrate was seized by the Chennai customs in 2015 after a company imported it without proper licence.

After the explosion at the Beirut port, the Centre had asked customs officials to shift ammonium nitrate lying at ports and container freight stations to safer places.

On Sunday evening, 181 tonnes of ammonium nitrate in 10 containers was dispatched to Hyderabad by road from Chennai, which is likely to arrive soon. The remaining consignment of 561 tonnes in 27 containers is also expected to reach Hyderabad in the coming few days, according to sources.

Panel To Fix Ceiling Rates Under Duty Reimbursement Scheme For Exporters New Delhi Port Wings News Network he Union Government has constituted a three-member committee for fixing the ceiling rates under a scheme for reimbursement of taxes and duties to exporters.

The reimbursement of taxes under the Remission of Duties and Taxes on Export Products (RoDTEP) such as duty on power charges, VAT on fuel in transportation, farm sector, captive power generation, mandi tax, stamp duty and central excise duty on fuel used in transportation would make Indian products competitive in global markets.

It was decided that the sectors and products under the RoDTEP scheme would be notified in a phased manner and the MEIS (Merchandise Export from India Scheme) benefit for those sectors and items will be withdrawn.

According to an order of the Central Board of Indirect Taxes and Customs (CBIC), the committee would be chaired by Secretary (retd) G K Pillai. The other two members are Y G Parande (retd

CBIC member) and Gautam Ray (retd chief commissioner of custom and central excise).

The terms of reference of the committee include interacting with the administrative ministries, export promotion councils, commodity boards, trade bodies and other stakeholders so as to take their views on the ceiling rates under RoDTEP scheme.

The committee will submit its main report to the Government within three months from identification and prioritisation of sectors/items by the Government.

A New Reimbursement Scheme Remission of Duties and Taxes on Export Products is a new reimbursement scheme which will replace the existing Merchandise Export from India Scheme(MEIS) scheme for exports of goods from India.

It aims to reimburse the taxes and duties incurred by exporters such as local taxes, coal cess, mandi tax, electricity duties and fuel used for transportation, which are not getting exempted or refunded under any other existing schemes.

The previous Merchandise Export from India Scheme (MEIS) scheme is being phased out as it was found to violate the World Trade Organization rules. This scheme will incentivise exporters at an estimated cost of Rs. 50,000 crore to the exchequer.

Adani Ports Q1 Net Profit Falls 26 Per Cent To Rs 758 Crore Chennai

Port Wings News Network dani Ports and Special Economic Zone Limited (APSEZ) on Tuesday reported 26.33 per cent decline in its consolidated profit to ₹757.83 crore for the first quarter ended June 30, according to a PTI report in BusinessLine.

The country’s integrated logistics player had clocked a consolidated net profit of ₹1,028.69 crore in the corresponding period a year earlier.

Its total income declined to ₹2,749.46 crore for the first quarter as against ₹3,216.92 crore in the year-ago period.

The company’s total expenses during the quarter rose to ₹1,805.24

crore, compared to ₹1,796.34 crore in the year-ago period.

“In the first quarter of FY21, we were able to perform operationally at par with pre-Covid levels. We kept supply chain running and stood by our customers to prove as a bankable service provider at all times ensuring stronger customer relationships and stickiness in cargo.

“During this period, we relooked at fundamentals of port operations and realigned costs, thus maintaining Port EBIDTA (earnings before interest, taxes, depreciation, and amortisation) margin of 70 per cent,” Karan Adani, Chief Executive Officer and Whole Time Director of APSEZ, said in a statement.

NHAI Pact With IIT Delhi For Setting Up Center Of Excellence On Use Of AI New Delhi Port Wings News Network ational Highways Authority of India (NHAI) under the Ministry of Road Transport and Highways signed a Memorandum of Understanding (MoU) with the Indian Institute of Technology, Delhi to set up a Centre of Excellence (CoE) for Use of Artificial Intelligence (AI) in data driven decision making and advance data management system for highways.

The MoU was signed in presence of Dr. Sukhbir Singh Sandhu, Chairman NHAI and Dr V Ram Gopal Rao Director, IIT Delhi and other senior officials.

Under the partnership, IIT Delhi will work with NHAI on developing advance analytics based on AI and ML, prepare simulation models, enhance data storage and retrieval capacities to further strengthen NHAI’s capabilities in data-driven decision making.

The collaboration will be undertaken on the identified thrust areas like the Project Management and Data Management, Highway Network Traffic Demand and Incident Management, Highway safety, Highway Work-zone Management, Highway Pavement Management System. IIT Delhi will also give inputs for NHAI data management policy.

As a part of the arrangement, IIT Delhi will provide space and infrastructural facility support to house the CoE along with providing scientific and technical expertise to extend research facilities at par with academic activities of the Institute.

Efforts will also be made to attract students and research scholars for setting up start-ups and incubators on different transportation and highways related research solutions.

NHAI on the other hand, will provide the critical data support and necessary access to its information resources including the data software, ‘Data Lake’. NHAI will also extend required financial

support to carry out research and various activities at the proposed CoE. The operations at the CoE for Advance Data Management System for Highways, shall be governed and managed by a two-tier management structure.

An advisory board will be the highest-level committee mentoring the activities of the collaborative platform including initiation, continuation of work, approval of joint collaborative projects and suggest mechanisms to achieve the desired objectives. It shall also monitor the activities being undertaken and shall review the overall progress.

At the 2nd tier, a Co-ordination Committee will be constituted for

overall coordination and timely progress. Co-ordination Committee will be chaired by the Dean R&D, IIT Delhi; Co-chaired by a senior official from the NHAI and will comprise of expert members from academic & research institutes. A Professor will also be appointed as a coordinator of the center by the IIT Delhi.

This arrangement is set to remain in effect for over a period of five years and is expected to bring out highly effective digitized systems on which the NHAI will thrive upon. This partnership will fuel advancement in various fields related to the new age data driven traffic and construction management systems for highways, that will not just benefit NHAI but the entire nation at large.

Banker, 2 Others Cheat Chennai Port Trust Of Rs 45 Crore, CBI Books Case Chennai

Port Wings News Network he anti-corruption branch of the CBI, Chennai, has registered a case against a branch manager of Indian Bank and two residents of Chennai for allegedly defrauding Chennai Port Trust (CPT) of Rs 45 crore, according to a report in The Times of India.

An FIR was registered a week ago.

The accused are Ganesh Natarajan, V Manimozhi and Senmathiraja, the manager of the bank’s Koyambedu branch. A complaint was given by the bank to the CBI on July 29. The bank said the three had conspired and committed forgery. The bank said it had won a bid to get CPT’s term deposit in March. On March 10, Ganesh came to the Koyambedu branch and introduced himself as deputy director, finance, of the port and requested for opening a current account for CPT, General Insurance Fund. He submitted a letter issued on his letter head, a copy of board

resolution, certificate of provisional registration, copies of his ID, Aadhaar and PAN cards.

Ganesh requested the branch to pre-close the term deposits in the name of Chennai Port Trust General Insurance Fund and credit the term deposit proceeds to the newly opened current account. On March 12, he issued cheques to the bank which transferred funds to many individuals. The bank said many such term deposits were opened in CPT’s name which got funds and these were pre-closed and credited to the current account. These funds were transferred to many individuals as well.

Port Trust authorities reported irregularities to the bank on May 14. An investigation confirmed the fraud by Ganesh Natarajan of 45 crore.

On May 15, Manimozhi and Selvakumar went to the branch for further transactions and were caught, the bank told CBI.

Operating from Abu Dhabi Ports’ flagship deep-water port, Khalifa Port, where the terminal was established as part of a 35-year agreement with CSP, and serving as a regional base for COSCO SHIPPING Ports’ global

network of 37 ports, the new direct service will be served by a fleet of eight vessels on rotation, ranging in capacity between 10,000 to 13,000 TEU. Direct exports from Abu Dhabi to the ports of Rotterdam, Hamburg, London, Antwerp, and Le Havre, will consist primarily of polymers while returning vessels will carry a mix of general and project cargo imports. The ports of Karachi, Nhava Sheva, and Mundra will also benefit from the new service.

ICRA Revises Outlook on Logistics Sector From ‘Stable’ to ‘Negative'

Port Wings News Network CRA has revised the outlook on the Logistics sector from ‘Stable’ to ‘Negative’ given the prevailing circumstances and its near impact on the industry metrics.

The rapid rise of Covid-19 pandemic and subsequent restrictive measures implemented by the central and state governments to contain the disease has adversely impacted the prospects of the Indian logistics sector, especially the road freight transportation movement. The implementation of the 40day nationwide lockdown aggravated the prevailing softness in the Indian economic activity, resulting in a decline in freight availability during Q4 FY2020, which further contracted sharply in Q1 FY2020.

According to Mr. Shamsher Dewan, Vice President, ICRA Ratings, “The implementation of nationwide lockdown to contain the Covid-19 spread resulted in disruption in supply-chains across sectors, restrictions on cross-border movement and dearth of availability of drivers and thereby led to contraction in revenue of the logistics sector in Q4 FY2020; and subsequently in Q1 FY2021.

Further, the near-term growth prospects of the sector also remain subdued owing to the evolving Covid-19 situation, which has exacerbated the Indian macroeconomic growth scenario. Accordingly, the domestic logistics sector is expected to contract sharply in the current fiscal.”

ICRA notes that the freight movement during the period was impacted by restrictions in cross-border movement, shortage in availability of drivers and manpower due to large-scale migration and lack of availability of return load. This was also visible in the E-way bill generation data, which contracted by 52.7% Y-o-Y in Q1 FY2021 but has been improving sequentially. In addition to the impact on the road logistics sector, the macroeconomic slowdown and evolving Covid-19 situation also had a bearing on rail and seaways freight traffic with Rail and Seaways freight volumes contracting by 21.3% and 19.7% Y-o-Y, respectively, during Q1 FY2021.The decline in the freight volumes for the entire modal mix was more pronounced in the month of April 2020, owing to complete lockdown measures in place for the entire month.

With intermittent lockdowns still in place in several pockets across nation and muted recovery anticipated in the industrial activity, the logistic sector including warehousing sector is likely to witness sharp demand contraction in the near-term. Consequently, in FY2021, ICRA expects a contraction of 1820% Y-o-Y in aggregate revenues of its sample of logistics companies. Additionally, the nearterm profitability metrics are anticipated to remain under pressure given the subdued fleet utilisation levels in light of muted freight availability, and continued high fixed costs such as driver salaries, truck EMIs and maintenance costs. Accordingly, the outlook on the sector has been revised to ‘Negative’ from ‘Stable’.

“While RBI’s forbearance initiative and toll exemptions (for a brief period) provide some relief but limited fleet utilization in view of subdued freight availability and rising diesel prices are likely to have an overwhelming impact on cash flows of fleet owners in the near-term. Accordingly, credit metrics of logistics companies are expected to moderate over the near term. However, deferment of near-term debt funded capex and investment plans by major logistics players would help cushion the impact to some extent. Overall, ICRA expects the Debt/OPBITDA of its sample of logistics companies, to weaken to ~4.1x and interest coverage to moderate to 2.6x over the medium-term, as compared to 2.5x and 4.9x respectively in FY2020,” Mr. Dewan added.

WFS Wins Five-Year Air France KLM Martinair Cargo Contract Chennai

Port Wings News Network orldwide Flight Services’ (WFS) investment in state-of-the-art facilities as part of its long-term commitment to Brussels Airport has earned the world’s largest cargo handling company a new five-year contract with Air France KLM Martinair Cargo.

Under the terms of the agreement, which commences this month, WFS will provide a total handling solution including cargo, mail and truck handling, and services for special products, for some 30,000 tonnes annually.

Winning this prestigious Air France KLM Martinair Cargo contract comes as WFS prepares for the opening of its new 25,000 sq m Building 835 at Brussels Airport. The new facility is part of a €100 million investment by Brussels Airport in the cargo zone at the airport and will incorporate 3,000 square metres of cooling

facilities for pharma and perishables shipments, a covered airside staging area and outside container storage.

As part of WFS’ global commitment to the highest levels of safety and security, it will also be equipped with full CCTV coverage, x-ray and

other security technologies.

Marc Claesen, Senior Vice President Commercial EMEAA at WFS, said: “We are extremely proud that Air France KLM Martinair Cargo are extending their partnership with WFS in Europe as we continue to invest in our presence at Brussels Airport. The opening of Building 835 will mark WFS’ second new cargo terminal at Brussels Airport within two years. In February 2019, it also commenced operations in the custom-built Building 832 at the airport, a 9,400 sq m freight centre designed to support fast and efficient loading, unloading and handling of cargo, and specialist trucking and forwarding activities.

WFS’ 17 airline customers in Brussels, as well as their freight forwarding customers, also benefit from other innovative technologies, including a slot booking app to expedite truck handling times and kiosks and self-acceptance systems for faster cargo acceptance.

Last year, WFS became the first handler to win the BRUcargo Award, presented annually by Brussels Airport Company to recognise and incentivise service excellence.

Air Cargo Industry Prepares For Covid-19 Vaccine Chennai

Port Wings News Network he International Air Cargo Association (TIACA) and Pharma.Aero have joined forces to develop global guidance for the air cargo industry to enable optimal transportation of the COVID-19 vaccine. The guidance will be developed gradually in four work packages through a joint working group to ensure feedback from all stakeholders in the supply chain of air cargo and pharmaceuticals.

In the past few months, air freight has demonstrated once again its vital role in the global economy and distribution of essential medical supplies. In the months to come, air freight will again make an important contribution to the global public good and in fighting this pandemic by playing a vital role in the COVID-19 vaccine global supply chain.

As pharmaceutical companies race to develop the COVID-19 vaccine, it is still unclear what

impact this vaccine will have on the global supply chain, specifically, logistics requirements and the air cargo industry. To address these concerns, the joint working group will bring to the table all the key industry stakeholders, including pharmaceutical manufacturers and logistics businesses.

The aim of this program is to provide the air cargo industry with more clarity of the demands, expectations and quality supply chain requirements, including but not restricted to critical trade lanes, air cargo capacity, handling and storage, track and trace requirements, for the transportation of the vaccines.

At the same time, shippers will gain more understanding about the capabilities of the various logistics players. This will ensure that once the vaccine is available in the market, the air cargo industry will be ready to respond to the needs of the shippers and transport vaccines in optimal conditions to all corners of the globe.

NEWS - BITS USCG Cutter Legare Offloads Nearly 5,000 Lbs. Of Cocaine, Marijuana

The U.S. Coast Guard Cutter Legare’s (WMEC 912) crew offloaded nearly 5,000 pounds of interdicted contraband, worth an estimated $25.7 million, Wednesday, at Port Everglades.

The Coast Guard Cutter Winslow Griesser (WPC 1116) crew interdicted nearly 1,100 pounds of cocaine, and the Cyclone-class patrol ship USS Shamal (PC 13) crew with embarked Coast Guard Law Enforcement Detachment (LEDET) crew interdicted approximately 3,900 pounds of marijuana, while on patrol in the Caribbean Sea from suspected drug smuggling vessels.

Numerous U.S. agencies from the Departments of Defense, Justice, and Homeland Security cooperated in the effort to combat transnational organized crime.

The Coast Guard, Navy, Customs and Border Protection, FBI, Drug Enforcement Administration, and Immigration and Customs Enforcement, along with allied and international partner agencies, play a role in counter-drug operations.

On April 1, U.S. Southern Command began enhanced counter-narcotics operations in the Western Hemisphere to disrupt the flow of drugs in support of Presidential National Security Objectives. ACBL names Mike Ellis as new CEO

American Commercial Barge Line (ACBL) and its Board of Directors has named Mike Ellis, as the company’s new Chief Executive Officer and a member of its Board of Directors, effective August 17, 2020. The announcement follows an earlier announcement that Mark Knoy will retire from his positions as President and Chief Executive Officer and member of the Board.

NOAA, U.S. Navy will increase nation’s unmanned maritime systems operations

National Oceanic and Atmospheric Administration (NOAA) and the United States Navy have signed a new agreement to jointly expand the development and operations of unmanned maritime systems in the nation’s coastal and world’s ocean waters. This will enable NOAA to leverage the Navy’s expertise, infrastructure, best practices and training to accelerate its science, service and stewardship mission, NOAA said in its news release.

“With the strengthening of our ongoing partnership with the Navy, NOAA will be better positioned to transition unmanned maritime technologies into operational platforms that will gather critical environmental data that will help grow the American Blue Economy,” said retired Navy Rear Adm. Tim Gallaudet, Ph.D., assistant secretary of commerce for oceans and atmosphere and deputy NOAA administrator.

NOAA conducts research and gathers data about the global ocean and atmosphere to forecast weather, predict climate, protect the ocean and sustainably manage marine resources. These missions rely on a continuous process of testing and evaluation of new technologies such as unmanned systems to improve data gathering.

The Naval Meteorology and Oceanography Command’s mission is to define the physical environment from the bottom of the ocean to the stars to ensure the U.S. Navy has freedom of action to deter aggression, maintain freedom of the seas and win wars. World’s First Zero-Emissions Top Handlers Performing Well at Port of Los Angeles Chennai

Port Wings News Network he world’s first zeroemissions top handlers, unveiled last fall as part of a pre-commercial demonstration project at the Port of Los Angeles, are now being used in daily operations at the Everport Container Terminal.

“We are pleased with performance results that we are receiving from drivers, mechanics and Everport management as the equipment is tested daily in realworld conditions,” said Port of Los Angeles Executive Director Gene Seroka. “We are doing everything possible to advance commercially feasible solutions to meet our goal of transitioning all cargo-handling equipment to zero emissions by 2030.”

The two battery-electric top handlers were designed and built in the U.S. by Taylor Machine Works, Inc. a leading heavy-duty equipment manufacturer and the largest supplier of top handlers in service at the Port. Also known as top picks, top handlers are off-road vehicles with an overhead boom for loading containers weighing up to 100,000 pounds onto trucks and trains, unloading them, and stacking them on terminals between pickups and deliveries.

The top handlers run on a onemegawatt battery designed to operate for up to 18 hours between charges. Each top handler has a data logger for tracking hours of operation, charging frequency, energy usage and other performance indicators. Additionally, drivers and

mechanics are providing input on the maneuverability, noise level and safety of the equipment.

The battery-electric top handlers are a key component of the Port’s $7.7 million Everport Advanced Cargo-Handling Demonstration Project. The California Energy Commission (CEC) is supporting the large-scale zero-emissions technology project with a $4.5 million sustainability grant.

The Everport demonstration is one of 16 projects in which the Port is either the lead agency or a participant working with multiple

partners to test near-zero emissions and zero-emissions engines, emissions control technology, and alternative fueling and charging stations. In addition to the batteryelectric top handlers, the projects include testing ultra-low NOx renewable natural gas equipment and fully battery-electric File Photo fuel cell heavy-duty trucks; battery-electric forklifts, yard tractors, and rubber-tired gantry cranes; and emissions control equipment on large ships and harbor craft.

Eliminating tailpipe emissions from cargohandling equipment is essential to achieving the Port’s larger goal of reducing greenhouse gases (GHGs) from all port-related sources. Port targets call for reducing GHGs 40% below 1990 levels by 2030 and 80% below 1990 levels by 2050.

The Port of Los Angeles remains open with all terminals operational during the COVID-19 pandemic.

North America’s leading seaport by container volume and cargo value, the Port of Los Angeles facilitated $276 billion in trade during 2019.

San Pedro Bay port complex operations and commerce facilitate one in nine jobs in the five-county Southern California region.

October); the 102nd session of the Maritime Safety Committee (MSC) (4-11 November); the 75th session of the Marine Environment Protection Committee (MEPC) (16-20 November); the 107th session of the Legal Committee (27 November and 30 November-1 December) and a meeting of the IOPC Funds Assembly (2–4 December); the 70th session of the Technical Cooperation (TC) Committee (7-11 December); and the London Convention/ London Protocol meeting (LC 42/ LP 15) (14-15 December). The International Maritime Satellite Organization (IMSO) Assembly will meet from 16-18 December.

The IMO Council's thirty-second extraordinary session completed its work on 3 August. The Council adopted a statement recognising the importance of keeping trade flowing during the pandemic, recognising the role of seafarers and emphasising the urgent need for action on crew change.

The Council also endorsed the World Maritime theme for 2021, "Seafarers: at the core of shippingʹs future".
