According to official data, these 7,000 projects include ₹3.66 trillion Pradhan Mantri Gram Sadak Yojana, the ₹1.08 trillion Mumbai-Ahmedabad high speed rail corridor, the ₹19,000-crore Pune airport development programme, and the ₹1.09 trillion North South Dedicated Freight Corridor, among others. As many as 1,342 water and sanitation projects worth ₹21.51 trillion have also been identified, including the Jal Jeevan Mission Implementation Project. Similarly, 710 social infrastructure projects worth ₹13.96 trillion will be a part of NIP, including the Mumbai City Affordable Housing Construction.

uring his address to the nation from the ramparts of the Red Fort in New Delhi on the occasion of India’s 74th Independence Day. PM Narendra Modi reiterated the importance of becoming self-reliant, saying it was not just a word, but a mantra Indians should follow.

Prime Minister Narendra Modi said the country must not only ‘Make in India’ but also ‘Make for the World’. The new phrase was coined “It is necessary for us to make India self-reliant. In the midst of the coronavirus pandemic, Indians must resolve to become ‘self-reliant’. This is not just a word, but a mantra for the people,” PM Modi said.

“India’s share in the world economy should increase for which we have to be self-reliant. We have to move forward with our mantra of ‘Make in India’, but also with ‘Make for World’,” he said PM Modi also said economic growth and development go hand-in-hand with humanity, which must retain a central role in the process. He said selfsufficiency meant not only reducing imports, but also increasing the levels of skills and creativity in the country. He expressed confidence that measures taken by his government, like opening up the space sector, would generate employment opportunities for the youth.

“The mindset of free India should be ‘vocal for local’. We should appreciate our local products, if we don’t do this then our products will not get the opportunity to do better and will not get encouraged,” he said.

The Independence Day ceremony at the Red Fort was attended by over 4,000 people, including diplomats, officials and media personnel. Safety protocols were in place for the event, including social distancing and wearing masks.

WTO Issues New Report On How COVID-19 Crisis May Push Up Trade Costs Chennai

Port Wings News Network he WTO Secretariat has published a new information note warning of possible increases to trade costs due to COVID-19 disruptions. The note examines the pandemic’s impact on key components of trade costs, particularly those relating to travel and transport, trade policy, uncertainty, and identifies areas where higher costs may persist even after the pandemic is contained.

COVID-19 AND WORLD TRADE The note estimates that travel and transport costs account for as much as a third of trade costs depending on the sector. Pandemic-related travel restrictions are therefore likely to affect trade costs for as long as they remain in place. For example, global air cargo capacity shrank by 24.6 per cent in March 2020, as passenger flights account for around half of air cargo volumes.

The resulting increase in air freight prices is likely to subside only with a rebound in passenger transport, according to the report. While sea and land transport have not faced comparable shocks, maritime transport has seen a decrease in numbers of sailings, while international land transport has been affected by border closures, sanitary measures and detours. Moreover, business travel, which is important for maintaining trading relationships and managing global value chains, in addition to being a significant economic activity in its own right, is being disrupted. The quality of information and communications technology (ICT) infrastructure and digital preparedness will be important in determining how well economies can cope.

Trade policy barriers and regulatory differences are estimated to account for at least 10 per cent of trade costs in all sectors.

They include tariff and non-tariff measures, temporary trade barriers, regulatory differences and the costs of crossing borders, as well as other policies that impact trade, such as a lack of investment facilitation or of intellectual property protection. The report notes that while COVID-19 has motivated both trade-restricting

and import-facilitating changes in tariffs and regulatory practices, these measures have so far affected only a small subset of products.

A crisis-induced shift towards the digitalization of customs and regulatory procedures to reduce physical contact could potentially lower the associated trade costs in the long-term.

The report also points to uncertainty as a factor that magnifies the impact of existing trade-related costs, weighing on trade finance flows and dampening the appetite of businesses to invest in researching new markets, acquiring language skills and prospective partners, and conforming with foreign standards.

It notes that in the first quarter of 2020, a widely used measure for the global level of uncertainty registered levels 60 per cent higher than those triggered by the Iraq War and the Severe Acute Respiratory Syndrome (SARS) outbreak in 2003. In midMarch, a separate index of financial market volatility came close to highs last seen in 2008 after the failure of Lehman Brothers.

Looking ahead, the report notes that many governments have implemented measures to mitigate pandemic-related disruptions to economic activity, for instance by exempting certain transport crew from travel restrictions, or by enhancing the quality of and the access to ICT. While many of the changes in trade costs can be expected to revert once the pandemic is brought under control, the report observes that some effects may persist. For example, aviation industry consolidation and shifts in passenger appetite for air travel could lead to higher air transport costs. In addition, government policy choices — which could either reduce or increase trade policy uncertainty — will be important in shaping uncertaintyrelated trade costs in the future.

Key points: Travel restrictions and border closures have been an important part of the initial policy response to the COVID-19 pandemic, and these measures have directly affected trade in goods and services. They have disrupted freight transport, business travel and the supply of services that rely on the presence of individuals abroad. Transport and

travel costs constitute an important part of trade costs, and, depending on the sector, are estimated to account for 15 to 31 per cent. Travel restrictions are therefore likely to account for a substantial increase in trade costs for as long as they remain in place.

Tradable services that rely on physical proximity between suppliers and consumers, such as tourism, passenger transport or maintenance and repair services, have been severely impacted by travel restrictions and social distancing and have seen a prohibitive increase in trade costs. The disruption in business travel, which plays important roles in establishing and maintaining trading relationships as well as in managing global value chains, is also likely to affect both business and professional services and manufacturing production, although this will depend on how possible it is to substitute e-interactions for faceto-face communication. The quality of information and communications technology (ICT) infrastructure and digital preparedness will thus be important factors in how well economies cope with the pandemic shock.

Estimates suggest that trade policy barriers and regulatory differences account for at least 10 per cent of trade costs in all sectors.

Products essential in the fight against the pandemic have seen the introduction of mostly temporary import-facilitating and exportrestrictive measures. The former push down trade costs while the latter raise them. Nevertheless, both types of measures have covered a small share of global trade.

High levels of uncertainty magnify the impact of trade costs on international trade. In the first quarter of 2020, for instance, a widely used measure for the global level of uncertainty was 60 per cent higher than the levels triggered by the Iraq War and the Severe Acute Respiratory Syndrome (SARS) outbreak in 2003. Uncertainty reduces the appetite of firms to invest into new trading relationships, and the increase in uncertainty may also result in trade finance contraction that is likely to take a particularly heavy toll on emerging and developing economies.

Addressing the gathering at the Independence Day Celebration at Kamarajar Port, Shri Sunil Paliwal, said: "Under Sagarmala, Kamarajar Port has identified 22 projects related to port modernization , capacity expansion and connectivity which attributes to a capacity addition of 135.62 MTPA at an investment cost of Rs.12,647.34 Crores."

Shri Sunil Paliwal stated: "Out of 22 projects, 10 projects have already been completed at a cost of Rs.6978.71 Cr with a capacity addition of 40.44 MTPA. Six projects are under implementation stage (Capacity addition- 29.60 MTPA and Cost of Rs.1980.50 Cr) and remaining 6 projects are in pipeline (Capacity addition- 65.60 MTPA and Rs.3688.13 Cr)."

It may be noted that the Port which was looked upon initially as a mono commodity coal port dedicated to handling Thermal Coal requirements of Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) formerly Tamil Nadu Electricity Board (TNEB), has over the period developed as a multi cargo multi user port handles LPG,LNG, Petroleum products, containers, automobiles, General cargo and project cargo.

In Rs.1,000-Crore Deal, JSW Infra To Acquire Chettinad Builders Mumbai

Port Wings News Network SW Infrastructure Ltd, the port operating unit of Sajjan Jindalled JSW Group, is set to buy Chettinad Builders Pvt Ltd, a unit of Chennai-based Chettinad Group, in a deal valued at about Rs 800-1,000 crore. JSW’s arm gets two terminals at Kamarajar Port, one at New Mangalore, reports BusinessLine.

The deal will give JSW Infrastructure control over three key bulk cargo handling facilities run by units of Chettinad Builders at Central government ports. These include a 10-million tonne (mt) capacity common user coal handling terminal at Kamarajar Port Ltd, a 2-mt capacity multi-cargo terminal also at Kamarajar Port and a 10-mt capacity common user coal terminal at New Mangalore Port Trust.

The Board of Kamarajar Port Ltd and the Board of Trustees of New Mangalore Port Trust have separately approved the proposals filed by Chettinad Builders seeking their no objection certificates to sell the stakes in the terminal operating special purpose vehicles to JSW, multiple government sources told BusinessLine.

Final Approvals Sought Kamarajar Port and New Mangalore Port Trust have forwarded the proposals for change in management of the SPVs to the Shipping Ministry for final approvals, along with the mandatory security clearance.

“Chettinad Builders is being acquired by JSW Infrastructure,” a Shipping Ministry official confirmed.

JSW Infrastructure declined to comment. Calls made to Chettinad Group remained unanswered.

The stake sale would not pose a problem for the two terminals at Kamarajar Port because the minimum lock-in period prescribed by the concession agreements for holding majority stake by the lead partner in the SPV, has ended. The coal terminal at Kamarajar started commercial operations on a 30year contract in January 2011, while the multi-cargo facility opened in August 2017 for a similar period.

The deal, though, could pose problems for the New Mangalore Port facility which started commercial operations on a 30-year contract in November last year. An independent advisor engaged by the port trust said there were “no legal issues” if Chettinad Builders continued as an entity in the terminal SPVs post sale, as submitted by the company.

Together with the container terminal contract it won through a separate auction, the Chettinad deal will help JSW become the largest private operator in New Mangalore Port, handling bulk cargo such as coal and limestone as well as containers.

Jindal has been scouting for acquisitions after setting a target to build port capacity that can handle 200 mt of cargo by 2022.

Ports run by JSW Infrastructure

at Jaigarh and Dharamtar in Maharashtra, Paradip in Odisha and in Goa currently have a capacity of over 100 mt and handled a combined 70 mt of cargo in FY20 of which some 90 per cent were the Group’s own cargo (captive cargo).

“By 2025, the captive cargo and third-party cargo mix would be 50:50,” Arun Maheshwari, Joint MD and CEO of JSW Infrastructure, told BusinessLine on October 11, 2019. “We are moving from a port company which is dependent on captive cargo to an independent port operator,” he said.

The three facilities have good cargo handling potential given their location and the presence of power stations and steel mills in the hinterland. The two terminals at Kamarajar Port are also outside the ambit of the rate regulator for major ports being a corporate entity. The New Mangalore terminal operates under a liberal rate structure.

Pain Points However, JSW could be crimped by the high percentage of annual revenue share the terminals are contractually mandated to share with the government-owned ports.

The Chettinad International Coal Terminal shares 52.524 per cent of its annual revenue with Kamarajar Port, while the Chettinad International Bulk Terminal shares 36 per cent. The Chettinad Mangalore Coal Terminal won the contract by agreeing to share 31 per cent annually with the New Mangalore Port Trust.

Port has become a wholly owned subsidiary of Chennai Port Trust.

This service is expected to attract transshipment containers from different Ports to India and Chennai Port will develop as a Hub Port. This is a very important step in developing Chennai as a transshipment Port.

The implementation of EBS project is in advanced stage.

Chennai Port will switch over from existing EDP system to EBS system during September 2020 which will enable end to end transactions in online system."

Adani Ports Sets Up Singapore Unit Exclusively For Global Logistic Play Mumbai

Port Wings News Network dani Ports and Special Economic Zone Ltd (APSEZ), India’s biggest private port-operating company, has formed a unit in Singapore to pursue logistics opportunities globally, reports BusinessLine.

The move comes at a time when the ports and shipping industry is agog with speculation that the Adani Group is set to make an entry into the container-feedering business to support its growing network of terminals in India, emulating a model followed by rival D P World Ltd. Adani has a Singapore-based company – Adani International Terminals Pte Ltd – for pursuing port business globally, and the firm had planned to use this vehicle for carrying out international logistics business also.

With Adani Logistics International Pte Ltd (incorporated on July 13 in Singapore as a wholly-owned subsidiary of Adani Logistics Ltd), APSEZ now has two companies – one to oversee ports business globally and the other to pursue international logistics opportunities, a person who briefed the plan said.

On a query whether the newlyformed entity in Singapore – a global shipping hub – will look at shipping opportunities, the person said: “It can, I’m not saying anything on that.”

“Logistics is a broad sector. So, whatever logistics APSEZ will do internationally, it will do under the Singapore-based logistics company.

This is more of an enabling step, keeping the structure ready as most large organisations, so that if it wants to do something, it can move fast on that instead of scrambling to set up a structure at that point in time,” the person said.

A spokesman for APSEZ declined to comment.

A shipping industry official, whose firm had discussed a potential partnership with APSEZ earlier, said that Adani’s entry into feedering is a “strong possibility”.

After expanding its ports network with the recent acquisitions of Krishnapatnam and Dighi ports, and firmly entrenching on the land side as India’s biggest private rail operator, APSEZ is looking to plug

the only missing link in the container logistics chain – feedering, the official said.

“By entering feedering operations, APSEZ is looking to capture the entire container logistics value chain and become an end-toend solutions provider to customers.

That’s the whole idea,” he said.

In 2018, D P World ventured into feeder operations by acquiring Unifeeder, which runs feeder and shortsea services around Northern Europe and throughout the Mediterranean and Northern Africa regions.

In December 2019, Unifeeder acquired a 77 per cent stake in Singapore-based Feedertech Group which provides similar services connecting ports in South East Asia, the Indian subcontinent and the Middle East.

In July, BusinessLine had reported that the Dubai government-owned terminal operator is in talks to buy Indian flag carrier Shreyas Shipping & Logistics Ltd and freight forwarder Avana Global Logistek Ltd from Dubai-based Transworld Group, promoted by Indian businessman Ramesh Ramakrishnan.

Such acquisitions typically allow the terminal operator to “instruct” the feeder operators (some of whom are non-vessel owning common carriers without owned ships) to use feeder ships calling at their terminals, for shipping containers, to promote its business.

“Adani will also do the same if it buys a feeder shipping company.

It can automatically take the transhipment containers which are now going to the D P World terminal in Cochin, when its terminal at Vizhinjam comes up,” the industry official said.

The best bet for Adani, according to the industry official, would be to buy a feeder shipping company rather than buy/charter vessels and start operations on their own.

“Otherwise, they have to have tie-ups with other feeder operators exclusively to connect and support Adani terminals across India. But, options on that front are limited,” he added.

Mechanization of EQ-1, EQ-2 & EQ-3 berths, of 30 MTPA Capacity, with an estimated cost of Rs. 1437.76 Crs. is in progress and is also expected to be completed by the year end."

Rinkesh Roy further said: "LPG Terminal at South Oil Jetty is being developed by IOCL of 0.75 MTPA capacity at an estimated cost of Rs. 690 Crores, is expected to be completed by March 2021. The Port has taken up the project of 'Deepening and optimization of Inner harbour facilities including development of Western Dock', of 25 MTPA Capacity, on PPP mode to handle Cape size vessels, with an estimated cost of Rs. 3004.63 Crs., which is now in Government approval stage. MoU for a Riverine Port in the Mahanadi River mouth at Paradip (i.e. Port within a Port), is under process for signing with the State Government. As a part of development of Smart Industrial Port City, Paradip Port will segregate its cargo traffic from the passenger traffic, for which a second exit road-cum-fly over shall be implemented at a cost of Rs.92.00 crores.

This will ensure safety in road movement and clean environment to the commuters. Another bridge shall also be constructed adjacent to the old Atharbanki Bridge for congestion free movement to the Fishery Harbour Road and the Port premises."

July 2020: Price Per Kg Dropping By 9% Worldwide; Volumes On The Rise Chennai

Port Wings News Network ince air cargo developments started to completely go “off the charts” in March 2020, every month the question arises whether the next month will be a bit more normal, whatever ‘normal’ may mean. Going by the worldwide month-over-month (MoM) figures for July, one could be tempted to answer positively: July’s volume was 8.2% above June’s, while last year’s July figure was 5.5% MoM. However, the July-volume was also down by 18.5% year-over-year (YoY). At the same time, the price of air cargo per kg was 62% higher YoY, but dropped by 9% MoM, from 3.12 USD to 2.83 USD. For the first time since, the combined airlines’ air cargo revenues slightly dropped.

So, are things getting a bit more normal? One of the other pointers to find the answer, is to be found in capacity data. There is such a lack of capacity in the market that ‘normality’ still seems a long way off. Take the gap between the huge capacity drop, measured in Available Ton Kilometers (ATK), and the much smaller drop in cargo transported, measured in Freight Ton Kilometers (FTK): the gap was only 1 percentage point MoM, but over 20 percentage points YoY. The MoM change of the worldwide load factor was +1%, but with clear differences between freighters (+3%) and passenger aircraft (-8%).

Though pointing to a fairly balanced change in both capacity and traffic between June and July, the overall gap still hints at a worldwide market trying to find a new footing:

‘normality’ will not seem what it used to be.

To individual market players, however, much more important than worldwide trends, are of course the developments in their own main markets. Here we see big differences.

The origins Europe and MESA (Middle East & South Adia) added most kilograms to their June figures (+13% resp +14%),

whereby Europe managed to keep its prices reasonably stable (-2.5% MoM). Asia Pacific was the region performing least in MoM percentual changes: a 6% volume growth was accompanied by a 14.4% drop in USD prices per kg.

Business from China has captivated the air cargo world more than ever since the start of the COVID-19 crisis. Coupled with a lack of capacity, this business has indeed attracted very high prices.

Yet, the sky-high prices posted on the internet as so-called evidence of what happens in the China market, are often based on limited numbers of shipments (sometimes even ‘one-offs’), and therefore at best “anecdotal evidence”. This needs to be put in perspective.

WorldACD noted the following changes in Asia in July since top-

dollars were charged in May 2020: • prices (in USD/kg) from Asia Pacific as a whole fell by 41%, from 5.71 to 3.38; • prices ex-China dropped by 53%, from 7.80 to 3.63; • prices ex North-East Asia lost 32%, falling from 4.66 to 3.19; • prices from South Asia fell by only 13%, and now stand at 3.84 USD/kg, i.e. at the highest regionto-worldwide level…

Most of the pricing frenzy of the past months bypassed the Americas and Africa, where monthly deviations were much more measured than in other parts of the world.

Revenues from air cargo in USD rose MoM by 10% for business originating in Europe, by 9% from Africa, by 6% from MESA, by 3% from Central & South America, but it fell by 1% from North America and by 9% from Asia Pacific.

In times of supply chain disruptions, as experienced strongly this year, there is always talk about the need to shorten the chains in order to become less dependent on events that business cannot influence. Whilst plans may be made, our figures for the year so far do not show any trend toward near-shoring yet.

Lastly, taking a first preliminary view of the month of August, the first full week of the month showed a -0.3% volume drop week-overweek, and a 2% drop in worldwide prices. Having said that, prices exChina seem to go up again, whilst prices from South Asia dropped.

IMO Assists Efforts To Prevent An Oil Spill From FSO Safer Chennai Port Wings News Network MO says it is contributing to international efforts aimed at preventing an oil spill from the deteriorating floating storage and offloading unit FSO Safer moored off the coast of Yemen.

The Organisation is also leading on the contingency planning efforts aimed at enhancing preparedness to mitigate the environmental impacts of a potential spill.

IMO has mobilised a technical expert to develop contingency plan based on a variety of risk scenarios, which would play a key role in improving the efficiency, effectiveness and management of emergency response operations in the event of a spill from the FSO Safer. The contingency plan will outline the roles and responsibilities

of key players and assist in coordinating the response. It will also clarify equipment requirements and locations of stockpiles and identify priority areas. IMO will also provide training to the relevant actors. The expert is currently working remotely in close communication with all relevant stakeholders.

IMO is offering technical advice to support the joint international efforts, led by the wider UN family, to assess the current condition of the FSO Safer and examine ways to secure the 150,000 MT of light crude oil currently on board.

Following recent reports of water entering the engine room, it is considered that the risk of an oil spill from the FSO Safer is increasing. The floating storage and offloading unit, moored off the coast

of Yemen, has not been inspected or maintained since 2015, leading to serious concerns about its integrity.

“While IMO is proactively working on contingency planning, it is hoped that international efforts will succeed in paving the way to assessing the state of the FSO and taking necessary measures, in order to prevent an oil spill from occurring”, said Patricia Charlebois, Deputy Director, Subdivision for Implementation at IMO. “In the case of oil spills, prevention is always better than cure. However, should these efforts fail, we want to ensure adequate preparedness measures are in place”, she added.

Ms. Charlebois highlighted that the situation is particularly complex due to the conflict in the region and the COVID-19 pandemic.

London Remains Dominant Centre For International Maritime Arbitration Chennai Port Wings News Network ondon remains by far the dominant centre for international maritime arbitration despite competition from Asia and the Middle East, according to a study by law firm HFW. According to analysis by HFW London saw some 1,734 maritime arbitrations in 2019, up 14% from the previous year.

This number accounted for around 83% of all maritime arbitrations globally with 229 in Singapore, 124 in Hong Kong, and 43 in Paris.

Craig Neame, partner at HFW, said: "This data clearly shows

the extent of London’s continued dominance in the international maritime arbitration industry, and we see nothing to suggest that will change anytime soon.

"Singapore and Hong Kong remain attractive to companies in Asia, and in recent years the UAE has launched the Middle East's first dedicated maritime arbitration centre – the Emirates Maritime Arbitration Centre – and the Nordic Offshore and Maritime Arbitration Association was established as an alternative to post-Brexit London for both maritime and non-maritime international disputes.

NEWS - BITS ZAO “SMM” Completes Transportation Of Cranes By Northern Sea Route

Transportation of two assembled portal cranes of Vityaz series manufactured

by ZAO “SMM” by the Northern Sea Route, from the port of Ust-Luga to Commercial Port of Vladivostok was successfully completed on 16 August 2020, the company told IAA PortNews.

Having covered over 14,000 kilometers from the port of departure, specialized ice class ship Nordic Svalbard entered the Eastern Bosphorus Strait. Then the ship passed the Russky Bridge, a symbol of Vladivostok. With its air draught of 68.5 meters the ship passed under the span of 71 meters above the high water level.

“Accuracy of calculation, thorough preparations and experience accumulated by the company let ZAO “SMM” accomplish this unique passage”, says the statement. Each 61-meter high Vityaz crane weighs 480 tonnes. The cranes are to be unloaded in the beginning of this week.

All in all, ZAO “SMM” will deliver four Vutyaz cranes to Commercial Port of Vladivostok this year. Similar operation is scheduled for the coming months.

The port acquired the cranes under the programme on import substitution and modernization of production facilities. The equipment will let the company increase its performance and reduce handling time.

The Port Of Gdynia Says It Is Expanding Its Hinterland The development of intermodal transport is one of the priorities of the economic policy of Poland and the European Union. However, in order for seaports to be able to tranship more container cargo, it is necessary to expand the intermodal terminal network. Western European ports decided to transfer some of their logistics operations to the inland transhipment terminals years ago. Those terminals, which are the warehouse and logistic facilities, relieve the maritime terminal. Moving some of the reloading and storage of intermodal units outside the seaport allows the incease of its operational capabilities. Sea terminals can accommodate more ships and focus on their core business, i.e. transhipments between sea and land transport.

The main purpose of building dry ports is to improve transport between seaports and the rest of the country. The construction of the intermodal terminal in Bydgoszcz Emilianów fits with the Port of Gdynia's Strategic Development Plan to 2027, which includes the need for a transfer of goods traffic from road to rail when handling goods by the Port of Gdynia. This terminal will be located at the end of line No. 201, which, after modernization, will ensure fast and efficient transport of goods to our port. We hope that this will increase the interest in using the services of the Port of Gdynia not only among Polish logistics operators, but also among potential customers from other countries. It is with high importance for the investments carried out at the Port of Gdynia, such as the Outer Port - said Adam Meller, President of the Port of Gdynia Authority S.A.

Plaquemines Port Announces Signing of LOI To Develop Container Terminal

Plaquemines Port says that an exclusive Letter of Intent (“LOI”) leading to development of a multi-modal, state-of-the-art container terminal in Plaquemines Parish, Louisiana, was recently signed by Plaquemines Port Harbor and Terminal District (PPHTD) and several potential partners.

The signing of the LOI kicks off a 6-month “Due Diligence” period during which the parties will conduct multiple studies prior to making a final investment decision. The proposed, environmentally friendly container terminal will be powered by a combination of LNG and electricity. It will encompass up to 1,000 acres and 8,200 feet of Mississippi River frontage just 50 miles from the Gulf of Mexico. Phase one of construction is expected to take as little as 2 years and will deliver the capability to handle 22,000-TEU class vessels with the ability to expand capacity if needed.

Once the terminal is operational, U.S. Midwest shippers will be able to containerize and export many agricultural products, refrigerated cargo and chemical resins thanks to American Patriot Holdings (APH), one of the companies who signed the LOI. APH’s innovative, 2,375-TEU liner vessel will provide Mississippi River transport as far north as Saint Louis, reaching upriver speeds of 13 mph. APH’s hybrid vessels, with a 1,700-TEU capacity, will provide transport service in tributary rivers. The patented no-wake bow and exoskeleton structure, along with LNG propulsion, will reduce shipper transportation costs and improve reliability as they could potentially service inland container centers in around St. Louis, Jefferson City, Little Rock, Memphis, Joliet, Kansas City, Cairo, and Western Arkansas.

cyber risk management for shipowners, ship managers, operators, and masters of Singapore-registered ships subjected to the ISM Code, and MPA’s ROs. This circular provides information on the requirement to incorporate maritime cyber risk management in the safety management systems (SMS) of companies operating Singapore-registered ships.

Cyber risk management refers to the process of identifying, analysing, assessing, and communicating a cyber-related risk and accepting, avoiding, transferring, or mitigating it to an acceptable level, considering costs and benefits of actions taken to stakeholders.

Maritime cyber risk refers to a measure of the extent to which a technology asset is threatened by a potential circumstance or event, which may result in shippingrelated operational, safety or security failures as a consequence of information or systems being corrupted, lost or compromised.

The goal of maritime cyber risk management is to support safe and secure shipping, which is operationally resilient to cyber risks.

As affirmed in Resolution MSC. 428(98)1 (Annex A), an approved SMS should take into account cyber risk management in accordance with the objectives and functional

company’s SMS no later than the first annual verification of the ISM company's Document of Compliance after 1 January 2021.

In line with the guidance presented in MSC-FAL.1/Circ.3 (Annex B), to consider cyber risks as being appropriately addressed in SMS, the ISM company is required to demonstrate that they have appropriately incorporated the five functional elements to address maritime cyber risks, namely: Identify: Define personnel roles and responsibilities for cyber risk management and identify the systems, assets, data and capabilities that, when disrupted, pose risks to ship operations; Protect: Implement risk control processes and measures, and contingency planning to protect against a cyber-event and ensure continuity of shipping operations;

Respond: Develop and implement activities and plans to provide resilience and to restore systems necessary for shipping operations or services impaired due to a cyber-event; Recover: Identify measures to backup and restore cyber systems necessary for shipping operations impacted by a cyberevent.

ISM companies of Singapore-registered ships are reminded to review the identified risks to its ships, personnel and the environment and to establish appropriate safeguards to ensure that maritime cyber risks are appropriately addressed in the SMS, and that the five functional elements stated in para 5have been incorporated into their risk management framework.7.

MPA has co-funded several maritime cyber security courses under Maritime Cluster Fund and Training@MaritimeSingapore.

MPA is also aware that Recognised Organisations (ROs)have developed maritime cyber security training courses and relevant consultancy services to assist ISM Companies in developing and preparing their cyber risk management strategy and procedures.

Hapag-Lloyd Delivers Good Half-Year Result, But Uncertainties Due To COVID-19 Pandemic Remain

Port Wings News Network apag-Lloyd has concluded the first half of the year 2020 with earnings before interest and taxes (EBIT) of USD 563 million (EUR 511 million), thereby surpassing the prior-year figure of USD 440 million (EUR 389 million). The Group profit improved to USD 314 million (EUR 285 million). At the same time, earnings before interest, taxes, depreciation and amortisation (EBITDA) rose to USD 1.29 billion (EUR 1.17 billion).

“After the year got off to a decent start, transport volumes significantly declined in the second quarter as a result of the COVID-19 pandemic. We benefitted from the sudden drop in bunker prices, adjusted capacity to lower demand and took additional costcutting measures as part of our Performance Safeguarding Program. On the whole, we have a good first half year behind us despite the coronavirus crisis,” said Rolf Habben Jansen, Chief Executive Officer of Hapag-Lloyd AG. Revenues in the first half year of 2020 stood at approximately USD 7.0 billion (EUR 6.4 billion), less than 1 percent below the prioryear level. This can primarily be attributed to the fact that transport volumes decreased by approximately 4 percent, to roughly 5.8 million TEU. While transport volumes were still slightly increased in the first quarter, the second quarter saw a decline of roughly 11% compared to the prior-year period as a result of the pandemic.

The average freight rate in H1 2020 slightly improved to USD 1,104 USD/TEU. Transport expenses were around 4 percent below the comparable figure for the previous year. An average bunker price of USD 448 per tonne, which is approximately 4 percent higher than it was in the prior-year period owing to the introduction of the IMO 2020 fuel regulation, was offset by positive effects from

a volume-related decline in transport expenses and active cost management resulting from the PSP measures. In addition, the sharply declining bunker prices in the second quarter had a positive impact on Hapag-Lloyd’s earnings.

The free cash flow was once again very positive, at USD 1.2 billion (EUR 1.1 billion).

The liquidity reserve was significantly increased in the first half of the year as active measures were taken to further strengthen the liquidity position as part of the Performance Safeguarding Program, and it stood at approximately USD 1.9 billion (EUR 1.7 billion) at the end of June.

Rolf Habben Jansen stated: “Thanks to the wide range of measures we have introduced in recent months, we are still on track. Our focus will remain on the safety and health of our employees, but naturally also on safeguarding the supply chains of our customers worldwide.

We will continue to advance our Performance Safeguarding Program and to implement our Strategy 2023. While doing so, we will keep a close eye on the future course of the COVID-19 pandemic and flexibly react to market changes. On the whole, the pandemic is and will remain a major source of uncertainty for the entire logistics industry.”

Looking ahead, the results forecast remains unchanged. For the current financial year, Hapag-Lloyd expects an EBITDA of EUR 1.7 to 2.2 billion and an EBIT of EUR 0.5 to 1.0 billion. Given the COVID-19 pandemic and the economic repercussions it has had in many parts of the world, the forecast will remain subject to considerable uncertainty.

In addition to the development of transport volumes, the development of freight rates and a further potential increase in bunker prices, in particular, should have a significant impact on Hapag-Lloyd’s results in the second half of the 2020 financial year.
