Ministry of Ports, Shipping and Waterways Plans World-class Floating Infrastructure Along Coastline New Delhi Port Wings News Network inistry of Ports, Shipping and Waterways has compiled the draft guidelines for technical specifications of floating structures, with a vision to set up and deploy world-class floating infrastructure all along the coastline and issued the same for public consultation.

Floating structure because of its inherent advantages, is attractive solution and being encouraged by the Ministry of Ports, Shipping and Waterways. The benefits of floating jetties over the conventional quay and fixed concrete structures are as follows: It is a cost-effective solution and much cheaper than conventional structures price. Setting up of floating structures is much faster as compared to conventional jetties.

Usually, floating structures can be built in 6-8 months as compared

to 24 months for conventional structures. Its environmental impact is minimal. Expansions are easily

feasible due to modular construction techniques. It is easily transportable in case of reconfiguring of the port. It provides constant freeboard between jetties and boats.

Deployment of floating jetties, especially in locations having a large tidal range, where conventional

quay poses problems during low tide periods, is very convenient.

Floating Jetties, at such locations, provide constant freeboard, eases embarkation of ship’s stores and straightforward unloading of the fishermen’s catch. It consequently leads to increased productivity as well as safety of the fishermen in the long run.

Ministry of Ports, Shipping and Waterways has successfully implemented a few pilot projects in the recent past by following the international guiding principles.

These include setting up of passenger floating jetties in Goa, water-aerodromes at Sabarmati River & at Sardar Sarovar Dam (for the seaplane services) which are yielding the best results. More than 80 similar projects of the Ministry are under planning stage all along the coastline for overall Contd. on page -2

Air Cargo Recovery Continues at a Slower Pace in October: IATA Chennai

Port Wings News Network he International Air Transport Association (IATA) released October data for global air freight markets showing that air cargo demand continued to improve but at a slower pace than the previous month and remains below previous year levels.

Global demand, measured in cargo tonne-kilometers (CTKs*), was 6.2% below previous-year levels in October (-7.5% for international operations). That is an improvement from the 7.8% year-onyear drop recorded in September.

However, the pace of recovery in October was slower than in September with month-on-month demand growing 4.1% (1.1% for international).

If Ships Do Not Sail

ore than 400,000 of our seagoing colleagues and seafarers, who underpin the movement of goods around the world, are currently stranded on board their vessels, because governments will not recognise their crucial role and prioritise them for immigration and travel purposes. However, the industry is vulnerable to strong headwinds in global pandemic. Idling through the pandemic isn’t just bad for the company’s bottom line, it’s a potential death warrant for their costliest assets: the ships themselves.

From mechanical issues to hurricane risks to regulatory hurdles that can constitute criminal offenses, it’s a quagmire that the industry has never faced on this scale before. It is estimated that around 400,000 seafarers have been stuck on ships way beyond their contracts, unable to disembark or reach out to their families, with 400,000 more unable to sign onto ships. ``The year 2020 has been one of the most challenging years for the world in recent times. But we have seen companies like Amazon increasing their profits thanks to a great extent to the actions of seafarers who have kept trade flowing. We now need leaders like Jeff Bezos to raise their voices in support of the many seafarers who despite being in effect trapped by the crew change crisis have continued to perform their duties,” Esben Poulsson, Chairman of the International Chamber of Shipping, said.

There has been some hope that with the roll-out of the COVID-19 vaccine the crew change crisis might finally start to wind down.

However, the industry bodies fear that there was a risk that sailors could be forgotten again if there was not a specific programme put in place to vaccinate seafarers as a priority.

Without immediate action from industry and governments around the world, 2021 will be a year of slow and complicated recovery. For an industry which supports the vast majority of global trade and lies at the heart of viable economic recovery, this represents an unacceptable future.

It is of the utmost importance that seafarers are more widely recognised as key workers and prioritised for vaccinations. This is urgently needed to end the nightmare many hundreds of thousands of seafarers have endured over the last year, allowing them to just do their jobs.

Nearly 90% of British seafarers have been affected by the pandemic and one in two is now considering their future in the industry, research from Nautilus International shows. The seafarers have been directly impacted by the crew change crisis, with issues including being stranded at sea due to lack of crew change, stranded at home unable to join vessel, having their pay and conditions cut, and job losses.

Nautilus is calling for governments and industry to work together to facilitate as many crew changes as possible throughout December to ‘deliver seafarers home for Christmas’, as some crew members face a second Christmas away from home.

The union launched a new petition, calling upon governments and the United Nations to work together to ensure that seafarers are designated as key workers in every country, and allow global crew changes to take place.

The union said that it has been overwhelmed by requests for support by many members since the outset of the pandemic, whether they have been trapped at sea or unable to join their ship.

“Our members work hard to supply food, medicines – and presents – to UK households. They often do so without much acknowledgement or public recognition,” Nautilus International general secretary Mark Dickinson said: “This year, the coronavirus pandemic has given rise to unprecedented levels of stress, fatigue and safety concerns due to countries closing their borders and preventing them from seeing loved ones. Now many UK seafarers are left reconsidering their very future in the industry.

“Normally at this time of year we remind people that seafarers deliver them Christmas. This year we are calling on everyone to deliver seafarers home for Christmas.” Meanwhile, the leaders of the major shipping bodies are calling upon the Amazon CEO Jeff Bezos to take a stand for the seafarers stranded at sea due to COVID-19 related travel restrictions.

BIMCO, INTERCARGO, International Chamber of Shipping (ICS), and INTERTANKO sent a joint open letter to Bezos asking him to use his influence and profile as the world’s leading retail entrepreneur, whose business relies upon global shipping, to exert pressure on the incoming Biden administration in the US and other world leaders to recognise seafarers as key workers.

The letterSample among other things says the strength of Amazon’s (and others’) supply chain is central to the success of red-letter retail days like Black Friday.

A benchmark and standard specifications at par with international standards are being evolved by the Ministry so that technical specifications of floating structures are frozen after due deliberations with various stakeholders. For this, Ministry has entrusted IIT Chennai to work out the technical specifications of sustainable floating

structures like floating jetties, wateraerodromes, floating marinas, fish landing facilities etc. so that precise and stringent technical specifications are established.

Air Cargo Recovery Continues at a...

This a significant development as the PMI had been in negative growth territory from mid-2018 through to August 2020; Global goods trade continued to trend upwards in recent months, according to the World Trade Organization. The uptick will not be sufficient to avoid a full-year decline of 9.2% compared to 2019.

Much of this ground, however, will be regained in 2021 with an expectation of 7.2% annual growth; The Global Composite PMI which reflects changes in global output, employment, new business, backlogs and prices, indicates that economic recovery will continue in Q4/2020 despite a resurgence of the COVID-19 virus in many markets.

“Demand for air cargo is coming back—a trend we see continuing into the fourth quarter. The biggest problem for air cargo is the lack of capacity as much of the passenger fleet remains grounded. The end of the year is always peak season for air cargo. That will likely be exaggerated with shoppers relying on e-commerce—80% of which is delivered by air. So the capacity crunch from the grounded aircraft will hit particularly hard in the closing months of 2020. And the situation will become even more critical as we search for capacity for the impending vaccine deliveries,” said Alexandre de Juniac, IATA’s Director General and CEO.

October Regional Performance Asia-Pacific airlines saw demand for international air cargo fall 11.6% in October 2020 compared to the same month a year earlier.

This was an improvement from the 14.6% fall in September 2020 and the second consecutive month of improvement. International capacity remained constrained in the region, down 28.7%. However, this was an improvement over the 31.8% fall in capacity the previous month. The region’s airlines reported the highest international load factor indicating a solid appetite for air cargo services.

North American carriers posted a 1.3% increase in international demand in October compared to the previous year—the second month of growth in 10 months. This strong performance compared to the rest of the industry was driven by the AsiaNorth America routes, reflecting rising e-commerce demand for products manufactured in Asia and smaller capacity declines than other regions. The region’s domestic market decelerated slightly from September but remained robust.

International capacity decreased by 16.6%.

European carriers reported a decrease in demand of 11.9% in October compared to the previous year. This was an improvement from the 15.6% fall in September 2020. Air cargo in the region has been largely unaffected by the resurgence of the COVID-19 virus.

Middle Eastern carriers reported

a decline of 1.9% in year-onyear international cargo volumes in October, unchanged from September. However, the pace of recovery in October was slower than in September with monthon-month demand, improving 6.0% and 2.5% respectively. The weaker performance is driven by less demand in Africa-Middle East trade lanes. International capacity decreased by 22.7%.

Latin American carriers reported a decline of 12.5% in international cargo volumes in October compared to the previous year. This was a significant improvement from the 22.2% fall in September 2020. The pace of month-on-month recovery was the strongest of all regions in October with demand climbing by 4%. The region’s improved yearon-year performance can be partly attributed to weak growth in the same period last year. However, improving operating conditions in a few key markets including Brazil and recovering cargo capacity also contributed. International capacity decreased 29.1% compared with up from 32.1% in September.

African airlines saw demand increase by 2.8% year-on-year in October. This was lower than the 12.1% growth in September. Despite this the region still posted the strongest increase in international demand. The slight weakening in performance can be attributed to a slowdown in the Asia-Africa market where demand decelerated by 19 percentage points year-on-year.

Indian Port Volumes Yet To Fully Recover: Ind-Ra Chennai

Port Wings News Network mid a demand-supply imbalance, the country’s major ports yet to recover fully from the corona pandemic induced trends in volumes, says India Ratings and Research (IndRa).

In a report on India’s logistics sector, the ratings agency said that in October 2020, India’s port volumes continued the recovery momentum with a month-on-month (MoM) increase of 5 per cent.

“While port volumes maintain the recovery momentum, they are yet to recover fully. During AprilOctober 2020, the overall volumes fell 12 per cent YoY (year-on-year), the report added.

“The recovery in October 2020 was led by strong growth in fertilisers, coal and iron-ore volumes. Except petroleum, oil, lubricants and other liquids, all commodity volume registered growth in October 2020.

It pointed out that container

freight rates remained elevated with a substantial increase of nearly 70 per cent during March-October 2020 due to the shortage of containers amid a demand-supply imbalance.

Besides, the report revealed that the port dwell time for import containers at Jawaharlal Nehru Port Trust (JNPT) witnessed a monthly improvement to 19 hours in October 2020.

“The port dwell time for export containers remained at nearly 78 hours in October 2020, it said.

The road transportation has witnessed traction with an improvement in the economic activities, the report added.

“E-way bill collection at 64 million in October 2020 grew 12 per cent MoM and 21 per cent YoY and stood 12 per cent higher than preCovid level, the report said.

“Average freight rates remained flat in October 2020. Diesel prices though declined to nearly Rs 70.5 per litre in October from Rs 70.6 per litre in September 2020.

In terms of railway sector, the

report said the market share of this sub-segment increased in October to 22 per cent for export containers and 21 per cent for import containers, possibly due to tariff rationalisation initiatives such as discount on containers taken by Indian Railways to boost freight operations. The air transport remained the most affected, the report added.

“Since reopening in June 2020, both domestic and international air traffic continued to sequentially improve in September 2020, the agency said.

“Domestic passenger traffic rose 40 per cent in September 2020, though was down 65 per cent YoY while international passenger traffic rose 12 per cent, though remained down 88 per cent YoY. “Passenger load factors for domestic flights ranged from 5873 per cent during September 2020. Freight traffic continued to improve in August. Domestic and international freight traffic was up 26 per cent and 12 per cent MoM, respectively, in September 2020.

Board of Trade Meets To Strategize Measures To Take Forward Domestic Manufacturing, Exports New Delhi Port Wings News Network meeting of the Board of Trade (BOT) was held on 2 December 2020, under the chairmanship of the Commerce and Industry Minister Shri Piyush Goyal, through Video Conference.

The meeting focused on the new Foreign Trade Policy (FTP) (2021-26) and the strategies and measures to be taken in order to take forward domestic manufacturing and exports.

In his opening remarks, Shri Goyal said that Our mission is to build a stronger nation & achieve transformational goals, together with the states. He expressed confidence that with the collective efforts of all the States & Central Government, we will all work together for the better future of people of India. The Minister appealed to the States to supplement the efforts of the Central Government. Acknowledging the very important role of the States in the efforts, he thanked the Ministers and officials from the States for their unstinted support in these endeavours.

Shri Goyal said that we are looking at a truly genuine single window which can help us expand the ease of doing business.

Shri Goyal said that we are focusing on ease of doing business. “I have no doubt in my mind that with collective efforts of all the States and the Central Government we will all work together as one Team India for the better future of the people of India.”, he added.

Shri Goyal called for moving beyond the traditional thinking on trade, which centered around Government and Government schemes, and move towards support to more free flowing trade. He said that Trade should bank on the India’s strengths of quality, cost competitiveness, economies of scale, and by leveraging our comparative advantages like labour. He said that going forward, we have every possibility, to achieve the export target of a trillion dollars by 2025 and the GDP target of 5 trillion dollars.

Minister of State for Commerce and Industry Shri Hardeep Singh Puri said that pandemic has impacted everyone in the world but fortunately, our Prime minister realized the gravity of the situation very early and imposed the nation-wide lockdown. This helped the county slowdown spread of virus, create health infrastructure, and plan for postCovid recovery.

Shri Puri said that the pandemic also reinforced the risk in global supply chains if dependent on a single source. Shri Puri said that India provides a cost-effective alternative

FIEO and industry/ trade bodies also made certain suggestions and recommendations for boosting the country’s external trade.

In his concluding remarks, Shri Puri thanked the participants, particularly the State ministers, for their whole-hearted participation. He assured that the suggestions made in the meeting have been noted, and the same will be given due consideration. He said that trade with the neighbouring countries is a priority, and Land Ports Authority of India is in the process of upgrading 64 Land custom stations. On the issue of connectivity, Shri Puri said that domestic air traffic has almost reached the pre-Covid levels. He said that the issue of cargo movement and logistics is being looked at in a comprehensive manner, and soon Krishi Udaan Scheme will be launched.

He said that the union government is working with the state governments and the private sector, to improve the overall infrastructure.

In response to a request to explore FTA with the US, Europe and South Africa, Shri Puri said that we are in the process of reviewing our existing FTAs and comprehensive view will be taken about the future FTAs.

Shipping Container Freight Rates Soar Amid Export Boom

Port Wings News Network hina’s exports recovered fast from the COVID-19 pandemic but delivering goods overseas has become difficult due to increasing shipping costs, reports CGTN. In October, China’s export volume topped 1.6 trillion yuan, jumping 7.6 percent year on year, the seventh consecutive month of positive growth since the File photo coronavirus outbreak.

The fright index cost by Shanghai Shipping Exchange climbed to 2048.27 last Friday, which was over twice April’s figure of 855.34. Containers have gotten costly, which means plenty of headaches for the shipping companies and the firms that depend on them on a daily basis.

These days, it can cost as much as $5,000, up from $1,300 in March, to put a container on a ship and send it somewhere. Some carriers are now charging even more than that, calling it a “peak season surcharge,” which is usually several hundred more dollars per container. And even at that high price, the containers are short in supply.

This cost increase has affected Wang Xin, a sea freight export manager at Kuehne+Nagel, who helps clients deliver products around the world by sea. His days have become even tougher during the past few months.

The problem is that shipping containers usually move back and forth along the same route, but interruptions to international trade caused by COVID-19 now mean that many containers ship off to one port and then get stuck there. Many containers are being found on the wrong side of the ocean.

“It’s booming and carriers push up rates … equipment shortage is everywhere. Volume is suddenly booming and carriers are not prepared well,” said Wang.

The imbalance between the rising demands of exporters and the tight supply of containers is causing a worldwide challenge.

Freight costs up due to COVID-19 Freight rates between Shanghai and the UK rose nearly four times between March and November while rates from Shanghai to Los Angeles more than tripled.

“I’m in the sea freight industry for almost 25 years. I’ve not seen such a situation before because there were times in the past where it was isolated to a single trade link,” said Wong Siewloong, president of Asia Pacific at Kuehne+Nagel.

“During the European crisis, we saw the freight rate dropped to double-digit. But this time, the big difference is we are seeing the push of demand and supply imbalance across all trade links,” said Wong.

Wong added that there’s been a migration of orders from Southeast Asia to China as other countries within Asia were still in lockdown.

Trading firms face delayed deliveries, losses

The heaviest impact is being felt by local trading firms, such as Shanghai-based textile exporter Orient International Holding Shanghai Textiles Imp & Exp (Orient International).

The company said that its orders had doubled or tripled as of September. But the sudden rise in freight rates has turned the seemingly good news around. Mainly exporting fabrics to Europe, Africa and the U.S., the company has seen its freight rates more than triple since September. Currently, more than 50 percent of the company’s deliveries are delayed, meaning big potential losses.

“We were planning to ship them to Sudan; scarf for ladies. But unfortunately, when the goods were ready, we were informed by the shipping land that no space was available,” said Jin Bo, a department manager at Orient International. “Until last week, they had hardly given us any space to let us ship the container.” He Wei, a business manager at Orient International, said a potential solution is to shift to land transportation.

“We are thinking of switching from sea to inland truck transportation. This will save us a lot of time. Seafarers Seek Exemption From Qualifying Rules for NRI Status

Port Wings News Network eafarers have sought government intervention to be exempted from meeting the qualifying rules for NonResident Indian (NRI) status that grants taxfree income for FY 21 due to the pandemic induced restrictions on crew change, reports BusinessLine.

“On one hand, Indian seafarers who were serving on ships when major lockdowns were announced worldwide could not be brought home. On the other hand, those seafarers who were waiting to join or were on leave could not join ships to replace those returning home,” Amar Singh Thakur, general secretary, Maritime Union of India, wrote in a 26 November letter to Mansukh Mandaviya, Minister for Ports, Shipping and Waterways.

The MUI represents merchant navy officers.

“As a result of this dual challenge, the seafarers on shore have not been in a position to fulfil the officially declared criteria of working outside India for more than 182 days

in a year to qualify as NRI,” Thakur said.

Reported earlier that, the “collateral damage” on seafarers emanating from the crew change issue on June 13.

While shipping companies are doing their best to overcome the challenge on crew change, “the damage is already done as six months have already elapsed (April to September)”.

“As a result, there is no possibility for an overwhelming majority of seafarers to qualify as NRIs for the current financial year,” Thakur stated. The issue, according to Thakur, has affected seafarers’ employment prospects and it appears this will continue in the coming months.

“In order to improve the morale of seafarers, we need to be fair to them and grant exemption from income tax for FY21 since the pandemic continue to hamper their jobs,” Thakur said while urging the Minister to ensure that “appropriate circulars” are issued to exempt seafarers who are not in a position to qualify as NRI for no fault of their own.

November Exports Shows Single-digit Negative Growth: FIEO New Delhi Port Wings News Network esponding to November 2020 export figures, FIEO President, Mr Sharad Kumar Saraf said that the monthly exports have shown a single-digit negative growth of 9.07 percent with USD 25.77 billion due to supply side disruptions including restricted container movement and declining petroleum exports due to its crashing prices. Besides, farmers agitation in some of the hinterland states have also affected exports during the month. Exports have been seeing signs of revival as order booking position has continuously improved and more new orders are in the offing. Mr Sharad Kumar Saraf reiterated that the forecast of the arrival of the Covid-19 Pandemic vaccine along with gradual lifting of lockdown across the country and the globe has also helped in boosting the business sentiments for the sector as a whole, which can be expected to be seen from the positive figures of the upcoming months. Going by this trend, we expect to end the financial 2020-21 with an overall merchandise exports of about USD 290 billion added FIEO President.

Exporters have continuously been receiving a lot of enquiries and orders further adding to the positive sentiments with signals of further resilience in the global supply chain.

However, the litmus test for the traditional sectors of our exports would be the Christmas and New year sale. If that goes well, the inventory will be liquidated, adding to further demand, observed Mr Saraf.

FIEO Chief said that the exports of other cereals along with oil meals, iron-ore, rice, ceramic products and glassware, handicrafts excluding hand-made carpet, cereal preparations and miscellaneous processed item, carpet, jute mfg. including floor covering, spices, drugs and pharmaceuticals, tobacco, cotton yarn/fabrics/made-ups, handloom products etc., fruits and vegetables, tea, gems and jewellery, mica, coal and other ores, minerals including process, meat, dairy and poultry products and electronic goods showed either a very high or impressive growth or were in

positive territory showing signs of further revival.

Mr Saraf also said that reduction in exports of major products including petroleum products, leather and leather manufacturers, cashew, plastic and linoleum, marine

The FIEO Chief said that removal of the monetary ceiling in respect of direct dispatch of shipping documents to overseas buyers and regularising such cases, where export proceeds have been realised, irrespective of value of export shipment, will provide a great relief to exporters whose bills are pending in EDPMS. This also addresses the concern of those exporters who were forced to send the documents directly to buyers during Covid times as courier services were not functioning in India due to lock down.

Similarly, a large number of cases will be closed by banks, providing write off of unrealised exports value exceeding 10% of previous calendar years exports, without referring to the RBI. This will save the transaction time of exporters.

It was a long pending demand of exporters to permit set off export receivables against import payables when such goods are consigned to/ from their associate companies and accepting this demand in today’s announcement is a welcome step, added the FIEO President.

Off late dispute was arising between the exporters and banks regarding refund of export proceeds, where the goods had perished/ destroyed/auctioned as banks were insisting on imports of such material which was not pragmatic. Allowing refund in such cases, of course on submission of documentary evidence, will certainly settle the dispute.

President FIEO also welcomed the unchanged key rates, making RTGS system 24X7, coverage of other stressed sectors in synergy with the credit guarantee available under the Emergency Credit Line Guarantee Scheme (ECLGS 2.0) of the Government. This will encourage banks to extend credit support to stressed sectors at lower cost. Mr Saraf expected such more facilitation measures in future also which will help in achieving USD 1 trillion exports by 2025 as targeted by the Government.

Plan To Regulate Shipping Freight Would be ‘Counter-Productive’ Mumbai

Port Wings News Network hipping freight rates should be excluded from the purview of the new Merchant Shipping Bill, a lobby group for global container shipping lines have said, while arguing that enforcing the rule after it is passed by Parliament would turn out to be “counter-productive” for India’s export-import (EXIM) trade, says a BusinessLine report.

“It interferes with a commercial agreement between a shipping line and its customer, which are governed by market forces,” Sunil Vaswani, Executive Director, Container Shipping Lines Association (India) or CSLA told BusinessLine.

The CSLA represents global carriers such as Maersk Line, MSC and CMA-CGM, among others.

Regulating shipping freight is a key part of the new Merchant Shipping Bill, drafted by the government to replace the existing Merchant Shipping Act. The Bill seeks to make it mandatory for service provider/shipping line to specify the all-inclusive freight on the Bill of Lading (B/L) or any other transport document. Service providers would be barred from levying any charges other than the all-inclusive freight specified on the B/L or any other transport document.

Beginning the early 1990s, the land-side costs were separated from the ocean freight costs to introduce transparency in ocean freight rates.

With the Draft Merchant Shipping Bill proposing to consolidate all these charges into an all-inclusive freight, it would “create less transparency than more”, the CSLA said.

The carriers have also highlighted the potential revenue loss to the exchequer and the “competitive disadvantage” it will bring to India’s EXIM trade to argue for dropping the plan.

GST loss The enactment of the new law, according to the CSLA, would result in a loss to the government exchequer of about ₹3,424 crore in

GST annually.

Currently, export freight out of India is not subject to GST while import freight is subject to 5 per cent GST. Other local charges for terminal handling, documentation, container cleaning and repair, other miscellaneous charges, inland haulage, etc attract 18 per cent GST. “Once all these charges get included in the all-inclusive freight, the government will stand to lose the 18 per cent GST that is currently being charged on these items,” Vaswani said.

Trade impact “Indian exporters and importers will have a competitive disadvantage due to individual confidential contracts with the shipping lines being made public which could be visible to their competitors since the B/L/documents pass through multiple agencies. This will give an opportunity to competition both within India and even in other countries who compete with Indian suppliers, such as China, South Korea and South East Asian countries,” Vaswani stated.

About 40 per cent of exports and 80 per cent of imports would thus be affected. “These businesses could then be lost to other countries,” CSLA argued.

Consolidation of freight and other charges into a single all-inclusive freight would also result in noncompliance with international commercial (INCO) terms and be “prejudicial against the shipping lines by barring them from charging for value-added services”, according to carriers.

Besides, not all charges are known at the time of the release of the B/L. There are several incidental charges which are only applicable subject to the happening of an incident, for instance, container detention charges, container repair charges, etc.

“How would it be possible for the line to ascertain these beforehand and include them in the all-inclusive freight on the B/L?” the CSLA asked.

DP World Records Highest-ever Monthly Volumes in ICTT Kochi Chennai

Port Wings News Network P World operated International Container Transshipment Terminal (ICTT) at Kochi has consistently surpassed monthly volumes of over 60,000 TEUs in the past three months, reports BusinessLine.

The terminal achieved its all-time highest monthly throughput of more than 66,000 TEUs in November, registering a 43 per cent growth.

It also achieved a key milestone of successfully handling 4.5 million TEUs since inception.

Despite the ongoing crisis, the terminal’s volumes have increased significantly with customers preferring to ship out of Kochi.

With regular rail service set up between the terminal and ICD Whitefield in Bangalore with the support of CONCOR and the Indian Railways, the cargo from other States has increased. In 2020, the terminal has seen an impressive four-fold increase in rail volumes as compared to 2019.

DP World Kochi also recorded highest ever transhipment volume of 12,326 TEUs in November, recording over 40 per cent growth.

The terminal has been able to support customers who are facing challenges

at neighbouring international hubs, by handling nine mainline services carrying transhipment cargo.

With the support of Cochin Port Trust, the terminal successfully connected 50 per cent of Exim volumes on mainline vessels connecting Kochi to West Asia, China, Far East, Europe and Mediterranean and thereby, reducing India’s cargo dependence on neighbouring transhipment hubs.

JNPT Posts 7.61 percent Growth in Container Cargo in November Year-on-Year

Port Wings News Network awaharlal Nehru Port Trust (JNPT), India’s top container port, handled 413,737 twenty foot equivalent units (TEUs) in November, clocking a growth of 7.61 per cent over the same month last year as the domestic economy rebounds with the easing of lockdown restrictions.

The overall traffic including containers handled at JNPT during November grew 9.04 per cent to 5.70 million tons from the 5.22 million tons in November-2019. The total traffic in November includes 0.59 million tons of bulk cargo compared to 0.55 million tons in the same month last year.

The average monthly terminal handling time of trains improved to 4:28 hours in November from 4:48 hours in October and 6:18 hours in September.

The average monthly turnaround time of trains (from placement to removal of trains) has reduced to 9:08 hours in November from 9:45 hours in October and 13:34 hours in September.

The newly opened Centralized Parking Plaza at JNPT handled 43,619 tractor trailers in November which carried 68,909 TEUs. “JNPT will continue to support the country’s economic growth and perform its duties to maintain the growth trajectory of the port sector. The growth in cargo handling volumes in November indicate recovery and these trends will continue into the last quarter of the present financial year,” Shri Sanjay Sethi, IAS, Chairman,

JNPT said.

Despite the few ups and downs, JNPT has managed to keep the operations going on the back of improvements in operational efficiency and enhancements in cargo handling capacity to enable seamless movement of trade and be the port of choice for the EXIM community, Shri Sethi said.

In November, JNPT completed the construction of a coastal berth with the capacity to handle 2.5 million tons of coastal cargo including liquid cargo, keeping with its commitment t o w a r d s providing worldclass amenities to stakeholders and to give momentum to coastal shipping. It will facilitate easy movement and will immensely boost coastal cargo trade, Shri Sethi added.

JNPT has completed 78.63% of construction work for the widening of its road connectivity project.

“JNPT is committed to the ecologically sustainable development of the greenfield Vadhavan port near Dahanu in Maharashtra and we will try our best to develop the new port by adhering to the most stringent environmental norms and regulations as laid down by the environment ministry and authorities concerned,’’ he stated.

Port Of Long Beach Prioritizes Dual Transactions

Port Wings News Network he Port of Long Beach is collaborating with its marine terminal operators to bolster the number of “two-way” truck deliveries amid the strongest cargo surge in the Port’s 109-year history, the company said in its release.

The four companies that operate the Port’s six container terminals -- International Transportation Service, Long Beach Container Terminal, SSA Marine and Total Terminals International -- have committed to increasing the number of truck moves that pair an export container delivery with an import container pickup appointment during the same visit.

The Port and its container cargo terminal operators are working directly with truck drivers and customers to improve the appointment system and maximize the number of these dual transactions, aimed at balancing inbound and outbound cargo flow, and thus improve efficiency within the supply chain.

With a goal of ensuring that at least 50% of the Port’s deliveries are dual transactions, all Long Beach terminal operators are

implementing system enhancements and encouraging trucking companies and drivers to drop off an empty cargo container while picking up an imported container.

Long Beach marine terminal operators have already made significant strides to achieve dual transactions, with some terminals already achieving more than 70%. Increasing the share of dual trips will maximize opportunities for drivers and make the entire supply chain more efficient. Long considered a necessary step to achieve operational efficiencies, this move by marine terminal operators puts the Port of Long Beach ahead of other gateways. While some exceptions will apply, prioritizing dual transactions will ultimately increase truck operation efficiencies while also helping the Port handle record cargo volumes triggered by the COVID-19 pandemic.

US Coast Guard Could Detain Ships Not Complying With IMO Guidelines

Port Wings News Network hips sailing in US waters could be detained if they are found not to be complying with the IMO’s cyber risk management guidelines, according to Astaara.

The guidance to inspectors on how to enforce the guidelines, which come into effect in January, states that serious deficiencies will require fixing and an external audit carried out within 90 days, or risk detention. Minor deficiencies will need an internal audit within 90 days and the deficiencies to be fixed prior to departure.

Robert Dorey, CEO of cyber risk management and insurance company, Astaara, said the USCG’s position is a stark warning to shipowners that non-compliance is not an option. ‘The US Coast Guard have fired the first salvo and have put operators of foreign

flagged vessels on clear notice that if they arrive in a US port without the required cyber security/hygiene, they risk being impounded, or at the very least being required to undertake rapid remediation,’ he said.

‘There are indications in the document that cyber security will start to be regarded as a fundamental enabler for seaworthiness.

It is also clear that the USCG is agnostic about which flag the vessel is travelling under – either they are compliant or they have deficiencies which need to be fixed, or the vessel will be seized.’

‘We also carry out a review of their insurance cover against the Astaara benchmark to give them a better understanding of insurance solutions’. ‘Marine CyberStaart gives shipping companies a comprehensive overview of what their current cyber protection is and what could be done to improve it in order to comply with the impending regulations.’

Railway Freight Records Highest Loading in 2020

Port Wings News Network reight figures continue to maintain the high momentum in terms of earnings and loading in the month of November 2020 for Indian Railways.

On mission mode, Indian Railways’ Freight loading for the month of November 2020 crossed last year’s loading and earnings for the same period.

In the month of November 2020, Indian Railways loading was 109.68 million tonnes which is 9% higher compare to last year’s loading for the same period (100.96 million tonnes). In this period Indian Railways earned Rs. 10657.66 Crores from freight loading which is also Rs. 449.79 Cr.(4%) higher compare to last year’s earnings for the same period (Rs. 10207.87 crores).

In the month of November 2020, Indian Railways loading was 109.68 million tonnes which includes 48.48 million tonnes of coal, 13.77 million tonnes of iron ore, 5.1 million

tonnes of foodgrains, 5.41 million tonnes of fertilizers and 6.62 million tonnes of cement (excluding clinker).

During this period, average wagon loading per day in November 2020 is 58,726 which is 4.6% higher than October, 2020 (56,128 wagons).

Despite festival holidays and Cyclone Nivar affecting freight loading, Indian Railways continue to register impressive figures in freight loading in last three months (in October 15%, in September 15%) suggesting steady economic recovery.

It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive.

It may be noted that improvements in freight movements will be institutionalized and incorporated in the upcoming zero based timetable. COVID 19 has been used by Indian Railways an opportunity to improve all round efficiencies and performances.

NYK Concludes Long-term Charter Agreement for Two Methanol-fueled Chemical Tankers Chennai

Ltd., an NYK Group company based in Singapore, has signed a longterm time charter contract with Waterfront Shipping Company Limited (WFS)* for two newly built chemical carriers. The new ships will each be equipped with a dualfuel engine that enables the vessels to be powered not only by marine fuel oil but also methanol, which is a clean-burning, eco-friendly fuel.

After delivery from the Hyundai Mipo Dockyard (Korea) in 2022, the vessels will be delivered to WFS, a wholly owned subsidiary of Methanex Corporation, the world’s largest producer and supplier of methanol. Both vessels will be managed by the NYK Group company NYK Shipmanagement Pte. Ltd (NYKSM).

The dual-fuel engine for the new ships will be an eco-friendly engine

that reduces sulphur oxides (SOx) by approximately 99 percent, in addition to reductions to particulate matter (PM) and nitrogen oxides

(NOx).

This environmental specification enables the vessels to meet important environmental regulations of international shipping, such as SOx Global Cap regulations set by the International Maritime Organization (IMO).

Subsequent to the first such ship delivered in 2019, the new ships will be the second and third methanol carriers under management of NYKSM to be equipped with dual

fuel engines. The NYK Group will further accumulate know-how on the management of methanol carriers and utilize it to contribute to ecofriendly transportation.

Wärtsilä Optimised Maintenance Agreement Ensuring Certainty of Operations for Two VLGCs Chennai

he technology group Wärtsilä has signed 5-year Optimised Maintenance Agreements covering the main engines for two Very Large Gas Carrier (VLGC) vessels operated by Latsco Marine Management (LMM). The contract, which became effective from September, was signed in August 2020.

The two vessels, the Hellas Dynasty and the Hellas Voyager, were built in 2020 at the Hyundai Heavy Industries (HHI) yard in South Korea. Optimised maintenance agreements are a key element within Wärtsilä’s Lifecycle Solutions offering and are designed to ensure certainty of operations with budgeted maintenance costs.

Under the terms of the agreement, Wärtsilä will provide remote support

and condition monitoring systems, including Expert Insight, a unique digital offering that has recently been extended from 4-stroke engines to include also 2-stroke engines.

Expert Insight enables support to be delivered proactively to customers by Wärtsilä Expertise Centres around the world, thereby ensuring long-term accurate insight for predictive maintenance.

The service can reduce unplanned maintenance by up to 50 percent, while also reducing fuel consumption and emissions by 3 to 4 percent. Wärtsilä will also provide a broad range of services for the vessels’ engines includes 24/7 remote technical support and annual audits, as well as the planning and delivery of spare part required for the overhauls. Wärtsilä currently has more than 700 vessels covered under maintenance agreements.

teel cutting ceremony of the Anti-Submarine Warfare Shallow Water Crafts (ASWSWCs) for Indian Navy was held at Cochin Shipyard Limited on Tuesday, according to a BusinessLine report.

Vice Admiral G Ashok Kumar, Vice Chief of Naval Staff, Indian Navy declared through video conferencing the commencement of steel cutting of first steel plate.

The steel cutting ceremony is one of the initial milestones in the vessel construction process.

Cochin Shipyard Limited signed the contract for construction and supply of eight ASWSWCs for Indian Navy on April 30, 2019 in

a competitive bidding process. The order value for these vessels is Rs 6,311 crore. The project is to be completed in 90 months from date of signing the contract.

These ASWSWC’s are designed for a speed of 25 knots and complement of 57 and capable of full-scale sub surface surveillance of coastal waters and coordinated ASW operations with aircraft. In addition, the vessels will have the capability to interdict/destroy sub surface targets in coastal waters.

They can also be deployed for day and night search and rescue in coastal areas.

In their secondary role, they will be capable to sue intruding aircraft, and lay mines in the sea bed. The vessels will be equipped with highly advanced state-of-the-art integrated

platform management systems, propulsion machinery, auxiliary machinery, power generation and distribution machinery and damage control machinery etc.

CSL is currently investing a total of Rs 2,769 crore in infrastructure augmentation by a new 310 metre long dry dock at Kochi and a ship lift based Ship Repair yard at Willingdon Island.

The yard is expanding geographically and has commenced ship repair units at Mumbai, Kolkata and Port Blair in addition to its Kochi facilities. CSL is also setting up fully owned subsidiary shipyards at Kolkata (named HCSL) and at Malpe, Karnataka (named TEBMA Shipyards Limited) to cater to the construction of small and medium sized vessels as well as vessels for the Inland Waterways.

Cargotec Corporation and Konecranes Plc announced on 1 October 2020 that the Boards of Directors of Cargotec and Konecranes have agreed upon the combination of the two companies by signing a combination agreement and a merger plan, according to which Konecranes shall be merged into Cargotec through a statutory absorption merger in accordance with the Finnish Companies Act whereby all assets and liabilities of Konecranes shall be transferred without a liquidation procedure to Cargotec, and that the Boards of Cargotec and Konecranes unanimously recommend the merger to their respective shareholders. The shareholders of Konecranes will receive new class A and class B shares in Cargotec in proportion to their shareholdings as merger consideration. The Boards of Directors of Cargotec and Konecranes have on 2 November 2020 proposed that the Extraordinary General Meetings of Cargotec and Konecranes both convened to be held on 18 December 2020 would resolve upon the Merger as set forth in the Merger Plan.

The Finnish Financial Supervisory Authority has approved the Finnish-language merger prospectus concerning the Merger on 3 December 2020.

Cargotec and Konecranes announced on 1 October 2020 that shareholders holding in aggregate approximately 44.8 percent of the shares and approximately 76.3 percent of the votes in Cargotec and shareholders holding in aggregate approximately 27.4 percent of the shares and votes in Konecranes have undertaken, subject to certain customary conditions, to attend the respective Extraordinary General Meetings of Cargotec and Konecranes and to vote in favour of the Merger.

Austal Australia Launches First Of Two Cape Class Patrol Boats For Trinidad And Tobago Coast Guard

Austal Limited is pleased to announce that Austal Australia has launched the first of two Cape-class Patrol Boats for the Trinidad and Tobago Coast Guard (TTCG), under construction at the Company’s Henderson, Western Australia shipyard.

Under a A$126 million contract awarded by the Government of the Republic of Trinidad and Tobago (GORTT), Austal is constructing two 58 metre Cape-class Patrol Boats for the TTCG, scheduled for delivery in the first half of 2021.

Austal Chief Executive Officer David Singleton said the launch of the vessel, Hull 398, provided a genuine sense of accomplishment and anticipation throughout Austal’s Australasian business.

The new TTCG Capes are based on the 58 metre aluminium monohull patrol boat, first developed by Austal in Australia for Australian Border Force. The vessels have a 4,000 nautical mile range and 28-day patrol cycle, with a crew of up to 22. Each Cape is equipped with two high-speed 7.3 metre rigid hull inflatable boats used for intercepting other vessels.

Austal is also delivering 21 Guardian-class Patrol Boats for 12 Pacific Island nations and Timor Leste under the SEA3036-1 Pacific Patrol Boat Replacement Project, with eight patrol boats delivered since 2018. Austal provides in-service support to both the Cape and Guardian-class Patrol Boat fleets through an expanding service centre network including Henderson, Western Australia, Cairns, Queensland and Darwin, Northern Territory.

Some 1,900 Containers Lost Or Damaged On ONE Boxship Chennai

The owners and managers of the ship are now reporting that the extent of the lost and damaged containers could exceed 1,900 boxes with possibly 40 transporting dangerous goods.

Fully loaded the Apus has a capacity of 14,000 TEU. NYK Shipmanagement reported on behalf of Chidori Ship Holding that the 138,611 DWT vessel had suffered container collapse midPacific during a voyage from Yantian, China bound for Long Beach, California. The Apus, which is operated as part of the Ocean Network Express (ONE), was approximately 1,600 nautical miles northwest of Hawaii when it encountered a violent storm cell that produced gale-force winds and large swells. The vessel rolled heavily in the storm resulting in the container collapse.

They reported that the Apus had diverted from its course and today confirmed that as AIS data showed that the ship has reversed course heading in a westerly direction.

The managers said that they were seeking “a suitable port to right unstable containers, assess any damages, and determine the exact numbers of containers lost.” The AIS data now indicates that the

Apus is heading towards Yokohama due to arrive on December 7, while it indicated Kobe.

“Our focus remains on getting the ship to a safe port to ensure the ongoing safety of the crew, the vessel, and the cargo on

board,” the companies said in their statement. They also reported that a notification was sent to the JRCC in Honolulu and Guam with maritime navigational warnings subsequently broadcast. They continue to promise that full investigation will be conducted into the incident.

Port of Gothenburg Launches ‘Empty Container Initiative’ Campaign

This incident is the second recent container collapse experienced aboard one of the vessels of the network. On October 30, a sister ship, the ONE Aquila also suffered a collapse during heavy weather in the Pacific. The company did not announce the number of containers lost or damaged, but that vessel diverted to Tacoma, Washington, where she spent nearly a week undergoing a survey and offloading damaged boxes before proceeding to Long Beach.

A loss or damage of nearly 2,000 containers would rank among the largest incidents the industry has experienced without the loss of a vessel. The World Shipping Council in its 2020 report on containers lost at sea said the yearly total was declining.

In the most recent three-year period, they reported the average was 779 containers lost down by nearly half from the average of 1,390 lost in the three prior years.

Among the most significant incidents was 4,293 containers in 2013 when the MOL Comfort was lost and approximately 900 containers in 2011 when the Rena grounded. Weather is considered to be one of the most frequent factors contributing to container damage or loss overboard during a voyage.

Right now, Port of Gothenburg customers are experiencing a sudden deficit of empty containers for export cargo, while at the same time Purchasing Managers Index (PMI*) account that Swedish export is booming.

To mitigate the deficit, the Port of Gothenburg community is launching an “Empty Container Initiative” campaign, aimed to support container storage during the holiday seasons, from today lasting through January.

As the Swedish market leader, with more than 50 per cent of the total Swedish container traffic, the container balance at The Port of Gothenburg is almost 50-50 between import and export. This fact also brings fast container turnaround times.

But things move quickly in the face of the pandemic – the degree of changes and unpredictability are creating disruptions and imbalances in the transport system that require speedy solutions.

At the start of the pandemic this spring, the Port of Gothenburg along with its Railport partners successfully offered inland storage of imported goods to mitigate a temporary supply/demand imbalance.

Ex-Maersk Executive Søren Toft Takes the Helm at MSC Chennai Port Wings News Network fter a yearlong hiatus, Maersk Line veteran Søren Toft has started his new role as CEO of number-two ocean carrier MSC. Toft was previously EVP and chief operating officer at Maersk, where he had worked since the mid-1990s. He was widely seen as a potential successor to Maersk CEO Søren Skou, but he left Maersk suddenly last year. On November 11, 2019, the line announced that Toft had “decided to pursue an opportunity outside of the company and will leave effective today.”

At Maersk, Toft was the public face of liner operations, and he was credited with the success of several key initiatives - particularly in brokering the acquisition of competitor Hamburg Sud in 2017. The deal preserved Hamburg Sud’s identity and structure while giving A.P. Moller - Maersk a market-leading combined fleet capacity of 4.1 million TEU. In his new role as CEO of MSC, Søren Toft oversees the line’s global cargo businesses, including ocean liner and logistics operations.

(As MSC is a partner with Maersk Line in the 2M Alliance, these business lines include elements of regulator-approved coordination with Toft’s former firm.) To maintain the supply of empty containers for Swedish export customers, the Port of Gothenburg community including Railport partners is now offering special conditions. The possibilities vary depending on the prerequisites of the partner involved, but could include services like storage, inspections, and handling of empty containers.

“This is a unique measure that we have been able to put together very quickly, within the last couple of days. We have had an amazing response from the involved partners, and we are delighted that they are able to act swiftly, firmly and in a collaborative fashion,” said Jacob Minnhagen.

The following companies are participating in the campaign: Gothenburg Roro Terminal (Gothenburg); Jula Logistics AB (Falköping); Logent (Gothenburg); Logent (Hallsberg); Lundby Container Service (Gothenburg); M4 (Eskilstuna); Medlog Gothenburg AB (Gothenburg); M.C.R. – Mobile Container Repair AB (Gothenburg); PGF AB (Vaggeryd); TRANSAB (Nässjö); and Vänerexpressen AB (Insjön/Karlstad).
