The states of Maharashtra, U.P., Kerala, Nagaland, Tamil Nadu, Assam, Punjab, Karnataka, Gujarat, Rajasthan, Andhra Pradesh, Telangana, Manipur and Sikkim have finalized the State-specific Action Plan while the action plans of other states are at different stages of finalization. 26 States & 3 UTs have nominated Nodal agencies.

Shipping Corporation To Start Service Linking Kochi, Tuticorin With Maldives Mumbai

Port Wings News Network tate-run Shipping Corporation of India Ltd will start a direct service linking Kochi and Tuticorin with Male in the third week of September, according to a news report in leading daily BusinessLine. The service is expected to boost bilateral trade and economic relations between the two countries.

The service will deploy a container cum break-bulk vessel that can carry 200 twenty-foot equivalent units (TEUs) and 3,000 metric tonnes of break bulk cargo, with a round voyage of ten days, according to a Shipping Corporation of India (SCI) official.

The ship is expected to carry electrical machinery and equipment, white goods such as televisions and home appliances, pharmaceuticals, medicines, iron and steel, construction material, sand, clothes,

fabric and textiles, bathroom fittings and furniture and perishables, including fruits, vegetables, eggs and foodgrains.

The direct s h i p p i n g service follows a trip to Maldives by Prime Minister Narendra Modi in June last year, during which the two nations stressed on the need to improve connectivity between India and Maldives through supporting infrastructure, to give an impetus to bilateral trade and people-to-people contact between the two countries.

A memorandum of understanding was signed on June 8, 2019, to start a direct passenger-cum-cargo ferry service between India and the Maldives, to provide an alternative, direct and cheaper means of transport for goods and passengers and to further economic, social and cultural ties between the two nations.

The service is expected to add Beypore port at Kozhikode in Kerala and Chennai port to its itinerary later.

Denying Seafarers’ Rights

N

otwithstanding endorsing the theme “Seafarers: at the core of shipping's future” as the World Maritime theme for 2021 by the IMO Council meeting for its thirty-second extraordinary session held by correspondence, the seafarers' sea of woes are not over yet.

After garnering worldwide attention and promises to address the challenges COVID-19 restrictions had created for crew changes, the issues faced by seafarers in the pandemic mostly faded from public attention. InterManager, the international trade association for ship and crew managers, however, is seeking to reignite the discussion, issuing a new warning that renewed restrictions are again denying seafarers’ human rights. InterManager’s SecretaryGeneral Capt. Kuba Szymanski sent a letter to the International Maritime Organization (IMO) on August 18 urging IMO SecretaryGeneral Kitack Lim to offer more support to the global maritime industry specifically citing Singapore's recent efforts to further restrict crew repatriations.

The letter acknowledges the resurgence of the virus specifically pointing out that several major seaports throughout Asia have tightened crew change restrictions and stepped up screening of seafarers in recent weeks. In July, ports such as Hong Kong and Singapore each announced a tightening of the restrictions they previously reduced to aid with crew changes. Hong Kong for example limited crew changes to vessels importing and exporting cargo from the territory and restored strict testing requirements for crew flying into its airport.

According to InterManager, the Maritime and Port Authority of Singapore recently issued a correspondence stating that “the MPA will be giving priority to crew change applications from Singaporeregistered ships and applications for sign-off crew only, without signing-on new crew.”

InterManager is seeking to call attention to Singapore’s efforts asking the IMO to get involved to protect seafarers’ rights. “We completely understand the concerns that Singapore has, and we support their efforts to look after their citizens. However, no ships means no supplies, so a collaboration between the shipping sector and local administration is of paramount importance, and needs to be a two-way street,” they wrote to the IMO. The ship managers’ said that the restrictions imposed on nonSingapore-registered vessels creates a myriad of issues to the safety of seafarers and is asking the IMO to act before other nations adopt similar policies.

“If the same rules issued by the MPA of Singapore were applied to all Flag States, it would pose a very dangerous narrative, as ships of other Flag States would not be allowed to perform crew changes anywhere in the world,” wrote InterManager. “We – ship managers – would be unable to change off-signing crew because they would immediately be in breach of safe manning regulations.”

InterManager is also encouraging anyone who did manage to carry out crew changes in Singapore to get in touch so that it can Sample keep a record TEXT of the scale of the problem. IMO Secretary-General Kitack Lim. said that the COVID-19 pandemic has illustrated, more than ever, that it is crucially important to ensure the functioning of the global supply chains and the facilitation of the safe and efficient operation of maritime transport.

It is a multi-disciplinary cross-functional development organization providing consulting, policy advisory and implementation support for agriculture, rural development and other strategic socio-economic sectors in India.

Areas of Cooperation AFC India Ltd. shall identify and introduce the critical technology intervention requirement for organic production system as well as chemical/ residue free production system and at the same time also maintain/ enhance the present per unit area production level

of the different Crops / Fruits & Vegetables.

AFC shall facilitate and support for developing the Common Processing Centers in compliance with guidelines of APEDA as per the international market requirements.

AFC shall endeavor to effectively support the entire value chain system and do the necessary hand holding for commercial viability initially, until these clusters and value chain will become self-sufficient in the shortest possible time.

AFC shall undertake the ground level implementation of all the activities under export oriented clusters notified under Agri Export Policy and other clusters recommended by APEDA in project mode by seeking the presently available subsidies through different Central Sectors and State sponsored programmes.

APEDA shall encourage AFC for developing Pre-Production, Production, Post Harvesting, Primary Processing, Secondary Processing and transportation/ distribution guidelines for all the stakeholders (including farmers) to meet international compliance.

AFC shall work towards the development of cluster identified

by APEDA for implementation of various projects in the entire value chain dovetailing and converging schemes of various line Ministries.

The other MoU was signed by Dr. Tarun Bajaj, Director APEDA and Mr. N.Satyanarayana, Chief Executive, NCUI. NCUI is the apex organization of the Cooperative Movement of India registered under the Multi-State Cooperative Societies Act, 2002 whose main objective is to promote and to

develop the cooperative movement in India, to educate, guide and assist the people in their efforts to build up and expand the cooperative sector and to serve as an exponent of cooperative opinion in accordance with cooperative principles.

Areas of Cooperation To work together to achieve the goal of Doubling the Farmers Income as set out by the Government in its Agri Export Policy (AEP) by providing the benefit for export opportunities to farmers.

To work towards engaging Cooperatives involved in agricultural production for improving the quality of agri-produce and its consolidation for better price realization to the farmer. APEDA would facilitate exports by the cooperatives identified and trained by NCUI. Gadkari Inaugurates & Lays Foundation Stones of 45 Highway Projects in Madhya Pradesh New Delhi Port Wings News Network nion Minister for Road Transport, Highways and MSMEs Shri Nitin Gadkari on 25 August 2020 inaugurated and laid the foundation stones for 45 highway projects for the State of Madhya Pradesh through video conference.

Chief Minister Shri Shivraj Singh Chauhan presided over the virtual function, attended by Union Ministers Shri Thavarchand Gehlot and Shri Narendra Singh Tomar, MoSs Shri Prahlad Singh Patel, Shri Faggan Singh Kulaste and Gen (Dr) V K Singh (Retd), Ministers from the State, several MPs, MLAs and senior officers from the Centre and the State.

These projects for inauguration and foundation laying carry a Road length of 1361 kilometers, involving construction value of Rs 11427 crore.

Paving the way for development of MP, these roads will enhance better connectivity, convenience and economic growth in and around the State. Movement of people and goods to and from the State of Madhya Pradesh will also improve substantially especially with the neighbouring States of Rajasthan, Uttar Pradesh, Chhattisgarh etc. The better roads lead to savings in time and fuel and as well lower emission of pollutants. Further these project will decongest roads and the enroute towns contributing to improved road experience.

Speaking on the occasion, Shri Gadkari said, the NH length in the State is 13,248 kms today, which was barely 5,186 kms in the year 2014. He said, Rs 1,25,000 crore worth of development works are underway in Madhya Pradesh. As

much as 60 to 70 per cent works have been completed on approx. Rs 30,000 crore worth road works in the State. He said, several of these roads are important for providing connectivity to the tourist spots and backward areas of the State.

The Minister announced that by the year 2023, development works worth Rs 50,000 crore are targeted for completion.

The Minister further informed that work has already started on the 1260 km eight lane access controlled Delhi-Mumbai Expressway, of which 244 km 8-lane length will be constructed in Madhya Pradesh at a cost of Rs 8,214 crore. He said, the work has already been awarded for the MP section of this Expressway, which will pass through Ramganj Mandi, Garoth, Jawra and Ratlam areas of Malwa region, and Thandla (Jhabua). He said, a 173 km long 4-lane road will be made to provide connectivity to the Malwa region from the DelhiMumbai Expressway. This will pass through Indore, Dewas, Ujjain, Agar to Garoth, and the works will be awarded by December this year.

Shri Gadkari asked the CM to quickly grant State Government permission for mining, as it has direct bearing on the speed of Expressway construction. He also requested the CM to urgently distribute the land acquisition money to farmers, which the NHAI has already sent to the State government. *Shri Gadkari also asked for expediting forest clearance which requested CM to

review himself as unduly holding up clearance delays projects and the same is not in public interest.

The Minister highlighted the role of MSME sector in improving the employment and economic scenario in Madhya Pradesh. Informing about the recent expansion in the definition of MSME units, he exhorted the CM to utilise the opportunity and explore export potential of handicrafts, handloom, etc which can provide employment to large number of people.

Shri Gadkari also announced Rs 700 crore from Central Road Fund(CRF) for Madhya Pradesh to be utilised in the road sector.

Inviting He proposals from the State, he said Rs 350 crore worth of proposals may include the proposals from MPs of Madhya Pradesh for road works in their constituency.

Chief Minister Shri Shivraj Singh Chauhan complemented the Union Minister for his vision and willingness to undertake important Road projects in the State. He said, these roads are blessings for MP as they not only save time and money, but also protect life with reduced accidents. Assuring full cooperation from State machinery, he requested the Union Minister to take up three ambitious Road projects of Madhya Pradesh – Narmada Expressway, Chambal Expressway (also called Atal Progressway), and the Ram Vangaman Path. He said, he will very soon submit detailed reports on these projects to the Centre.

With Six Airports In Its Kitty, A Look At Adani Group’s Airport Ambitions Chennai

Port Wings News Network ith its eyes set on one of India’s busiest airports, Adani Enterprises is on track to become India’s leading airport operator, according to a news report in The News Minute Online.

As per a Business Standard report, the Adani Group is set to acquire a 74% stake in Mumbai International Airport (MIAL).

Marking its foray into the airports industry, Adani won bids to operate and manage development of six airports: Ahmedabad, Lucknow, Mangaluru, Jaipur, Guwahati and Thiruvananthapuram. Adani entered into a Concession Agreement (CA) for three of these airports on February 14, 2020 to operate, manage and develop the airports for a period of 50 years starting from the date of Commercial Operations.

Adani has now set its sights on acquiring 50% in the Mumbai airport currently held by GVK group and another 23.5% will reportedly be acquired from MIAL’s minority partners Airports Company South Africa (ACSA) and Bidvest Group.

These six airports, along with Mumbai airport will make Adani the largest private airport operator.

Currently, GMR Group is the largest private airport, operating Delhi, the country’s largest airport, and Hyderabad airports. Most of the remaining airports are run by the Airports Authority of India (AAI).

Adani’s airport dreams However, this is no surprise as the diversified business conglomerate has publicly disclosed plans of becoming ‘India’s leading airport operator’, something it also stated in its annual report for FY20. It also stated in the annual report that growing domestic passenger traffic is providing immense opportunity to expand and scale up its business.

“We are working towards designing revolutionary airports, with an aim to reimagine the future, offering seamless processes that facilitate touch-less operations – especially in the post COVID-19 era, when social distancing will be

the new norm,” the company stated.

For the airport operations business, which usually comprises user development fees, aircraft fuelling, cargo and ground handling fees, etc and non-aviation revenues such as those from food and beverage stores, duty-free stores, advertising etc., Adani Enterprises is betting big on its non-aero revenues where it plans to develop Airport Villages to also tap into non-passenger airport visitors.

Adani wants to build infrastructure around airports as well, which includes ‘entertainment destinations’, such as malls, hotels, etc.

Apart from Adani Airport Holdings Limited, the group company has floated 13 wholly owned subsidiaries related to airports such as Adani Guwahati International Airport Limited, Adani Thiruvananthapuram International Airport Limited, Adani Mangaluru International Airport Limited, etc and subsidiaries for infrastructure and other services such as Sabarmati Infrastructure Services Limited, Vijaynagara Smart Solutions Limited, Periyar Infrastructure Services Limited, etc., which are subsidiaries of Adani Airport Holdings Limited.

And not just airports, the Adani group is also eyeing the aircraft services market and has partnered with Airbus to offer a ‘one-stop shop for all aircraft related services across India and South Asia.’

“As per estimates, the size of the aircraft services market is estimated at US$145 Bn till 2037.

The two Companies shall work on multiple opportunities like aircraft maintenance, overhaul and repair, component services, training, digital solutions, airport services across India and South Asia,” the company stated in its annual report.

But Adani Group’s airport plans are not without hurdles.

Even as the company won the bid for the Thiruvananthapuram international airport, it has met with major backlash from the Kerala government, which is against privatisation of the airport.

The Kerala Assembly on Monday unanimously passed a resolution urging the Centre not to lease out the airport to Adani. While moving the resolution, CM Pinarayi Vijayan said that the Centre should re-look at its decision and allow the state government to run the airport as a special purpose vehicle in which the state government has a majority stake.

Will COVID-19 impact Adani’s airport ambitions?

While the Adani Group has been betting on growing domestic and international travel, the COVID-19 pandemic would come as a setback to the group’s ambitions. Travel and tourism have been among the worst hit sectors due to the pandemic and are not expected to return to normalcy anytime soon.

While international travel largely remains curbed, air passenger traffic in July 2020 was at 21.07 lakh, a decline of 82.3% compared to last year, with the occupancy rate of airlines in India being around 5060%. After India resumed domestic passenger flights on May 25 after a gap of two months, only 19.84 lakh passengers travelled domestically in June this year, while 2.81 lakh air passengers had travelled domestically between May 25 and May 31.

Airlines in the country too, are facing a severe liquidity crunch, registering losses over the past two quarters. IndiGo reported its highest ever quarterly loss at Rs 2,844 crore in the April-June quarter.

The Centre for Asia Pacific Aviation (CAPA) said on Monday that the domestic aviation industry ‘requires a capital infusion’ of around $5 billion to keep it afloat as expected consolidated industry losses may stand at $6-6.5 billion this fiscal due to COVID-19.

In light of the current economic downturn, it remains to be seen if Adani is able to execute its airport operator ambitions and turn it into a profitable business, even as players such as GVK (which managed Mumbai airport) reels in severe losses.

JNPT Dredging Contract Heads For Litigation Mumbai

Port Wings News Network ndia’s biggest channel deepening work at Jawaharlal Nehru Port Trust (JNPT) is heading for litigation with the team of Belgian and Dutch dredging contractors invoking arbitration to recover unpaid dues of ₹200 crore on the contract that was completed in February, 2019.

JNPT had hired a joint venture between Boskalis Smit India LLP and Jan De Nul Dredging India Pvt Ltd through a global tender in September, 2017 after the team placed the lowest quote of ₹1,966 crore to deepen the channel from 14 metres to 15 metres to allow bigger parcel size ships to dock.

The JV has written to JNPT to start arbitration for non-payment of ₹200 crore on the dredging contract.

The contractors have also made a claim for ₹130 crore as they were asked to change the scope of work while the contract was in progress by altering the dumping ground for dredged materials and for detention of dredgers, according to government sources in Delhi.

The payment of last three invoice worth ₹200 crore has been denied at the behest of the Shipping Ministry, though, multiple agencies including the National Institute of Oceanography, JNPT,

Tata Consulting Engineers (the project management consultant), IIT Chennai and an advisor to JNPT had certified and endorsed the depth completion of the project.

The final payment has been held back on the pretext of some investigation to “discover flaws” in the contract, a government official said.

Since the dredging work was completed, JNPT has received over 150 bigger parcel size ships, generating more revenue to India’s biggest State-owned container gateway, benefiting the port and the country.

‘Further investigation’ Before demitting office in April this year, the then Shipping Secretary Gopal Krishna recommended “further investigation” into the contract on suspicion that the project cost was “inflated” due to cartelisation by foreign dredging contractors who participated in the tender, among other issues.

The dredging project was cleared by the Cabinet Committee on Economic Affairs at an estimated cost of ₹2,029 crore. The winning price bid of Boskalis -Jan De Nul was 3.13 per cent lower than the CCEA approved cost.

Towards the fag end of the work and on the request of Mumbai Port Trust and “instructions” from the Ministry, JNPT changed the dumping

ground for rock excavated from the ocean bed, deviating from what was prescribed in the environment and coastal regulation zone clearances for the project. The change was suggested by the advisor to JNPT. The change came after Mumbai Port Trust submitted a proposal to utilise the dredged rock for reclamation work connected with construction of oil tank farms coming up at 3-4 km from the dredging site.

The change in dumping ground on a lump sum depth assured contract was opposed by the project management consultant.

‘Conflict of interest’ “The advisor who recommended changing the dumping ground was a member of the investigation committee formed to find faults with the project. Adani Ports Set To Get More Time To Complete Vizhinjam Port Project Mumbai

Port Wings News Network he Kerala government is set to give more time to Adani Ports and Special Economic Zone Ltd (APSEZ) to complete construction and start commercial operations on the first phase of the deep-water multi-purpose port at Vizhinjam, agreeing with the private operator’s plea that the project has been delayed due to force majeure events including the pandemic, according to a report in BusinessLine.

Adani Vizhinjam Port Private Ltd (AVPPL), the subsidiary set by APSEZ to implement the project, was contractually mandated to start commercial operations by December 3, 2019, according to the concession agreement signed on August 17, 2015.

Grace period The concession pact also allowed a grace period of 270 days to complete the project, comprising first 90 days without damages and the next 180 days with penalty, calculated at the rate of 0.1 per cent of the performance security amount for each day of delay, to be paid to the Kerala government.

The 270 days grace period ends on August 30 after which the State government has the right to terminate the concession agreement.

“I don’t think the government will do that; what we need is the project, it has to come up somehow,” said a Kerala government official

overseeing the project. “It is a complex project, particularly the construction of a 3.18 km-long breakwater in deep water depths,” he said adding that the government cannot do anything about the delay emanating from force majeure events.

The 180 days grace period with damages coincided with the nationwide lockdown imposed by the government to slow the spread of coronavirus, followed by the monsoon period (June to September), when work comes to a standstill.

The State government is “assessing” the pandemic period based on inputs from the private developer and the independent engineer for force majeure purposes, he said.

APSEZ submitted that the project has been delayed due to events such as cyclone Ockhi in November 2017, extreme adverse weather conditions at sea in July 2018 and the nationwide lockdown due to the pandemic in March this year, that stalled work.

The change in environment clearance procedures for development of mines to source rocks for construction of breakwater according to the National Green Tribunal order of September 13, 2018 further delayed the project, APSEZ told the government while urging it to accept the delay due to these force majeure events. The company had also sought revision in the project completion schedule citing the force majeure events.

PCS 1x is an electronic platform made by Indian Ports Association (IPA), developed by JM Baxi Group, to speed up the time and efficiency of ports, reports BusinessLine.

“Immigration as a stakeholder is being added and will go ‘live’ soon on the PCS1x platform, which is a single platform designed to speed up transaction between multiple stakeholders of a port,” several sources from government told BusinessLine.

With this move, the crew list of ships calling on the ports can be shared in advance with immigration authorities in India, enabling immigration teams at ports to process the requisite clearance faster in a paperless manner. “Immigration as a stakeholder has been tested in Mumbai (on PCS1x), but not in other ports,” a government source told BusinessLine. Indian Ports Association (IPA) has been trying to on board immigration authorities of all the ports in India on to the PCS1x platform.

The move can help all international travellers, including seafarers, reflect their sign-on and sign-off time on PCS1x platform.

Sign on and sign off time means the time when a seafarer gets on and gets off a ship.

The platform, which was launched two years back, has seen its users grow in post Covid-19 time, when several processes including were made paperless, among others.

From the almost 16,000 registered users on the PCS 1x platform from 27 broad group of stakeholders, almost 14,000 are from three group of stakeholders — shipping lines or shipping agents; importers and exporters; and customs brokers in July, according to data shared with BusinessLine.

Three group of stakeholders Besides these three broad group of stakeholders, others include major ports, terminal operators, customs brokers, Port Health Organisation, container freight stations and inland container depots, container agents, mercantile marine department, coast guard, banks, surveyors, inland waterways, coastal stakeholders, empty container depot, freight forwarder, barge operator, bunker suppliers.

Also, as of July, 12 ports that are not under the Centre – termed non-major ports– have also been onboarded on the PCS1x platform, reflecting more ports from India getting onto this e-platform post-COVID-19.

Not that immigration activities for ports do not happen online. As of now, all immigration related activities are done online through Directorate General-Shipping. Apart from ports within India, PCS1x aspires to be the base platform to the common National Logistics Platform being developed in India.

As per the MoU, the Ministry of Skill Development and Entrepreneurship (MSDE) will cooperate in development of course curriculum, National Occupational Standards, content, etc. for Cruise Tourism, Logistics, Fisheries, Ship building, Ship repair and ship breaking, Dredging, Offshore supply chain etc. It will also leverage its existing infrastructure such as ITIs, NSTIs and PMKK and PMKVY centers to train manpower required as per the skill gaps of the

coastal districts. MSDE will also help inmobilizing private sector/ CSR funding for skill development in the port and maritime sector and facilitate port and maritime sector in TVET agreements signed for skill development with international partners.

The support in funding the implementation of various skilling initiatives wherever applicable and feasible under the Sagarmala Mission will be extended by the Ministry of Shipping (MoS). Under the partnership, MoS will facilitate implementation of activities related to skill development and upgradation not only through institutions under MoS and autonomous bodies but also through the involvement of private sector. MoS will also facilitate the identification and availability of infrastructure that can be leveraged for development of skill development centers and utilization of the same as In-situ Training hubs. This would include developing 5-10 shipping cabins to deploy remote training and practical whereby instead of investing in developing classroom training infrastructure, some ships can be customized with mobile classrooms to deploy training to remote areas.

To implement the skill training based on the need of the industry and youth aspiration, the Ministry of Shipping is collaborating with different Ministries and agencies who have been involved in skills training for a long time. Skill development of coastal communities is an important objective of the Sagarmala programme and a budget of Rs.100 Cr. has been allocated for coastal community development activities.

DG Shipping received communications via emails, tweets, and letters from more than 2000 Maritime Stakeholders and took immediate responsive action to facilitate their needs. E-learning for module courses and online virtual course have also been conducted by DG shipping and more than 35,000 students enrolled for e-learning.

Online Exit Exam is being conducted for the seafarers after completing online courses and they can now appear in the exam from the comfort of their homes in this unprecedented time of COVID-19 pandemic.

Strong Performance by A.P. Moller Maersk in Q2 Despite COVID-19 Impact

Moller - Maersk improved profitability across all businesses through agile capacity deployment, cost mitigation initiatives and adaption to changed customer needs. The earnings improvement was achieved despite the sharp drop in global volumes following the COVID-19 crisis.

“As expected, the second quarter was materially impacted by COVID-19 and our focus remained on protecting our employees from the virus, serving our customers by keeping our global network of ships sailing and our ports, warehouses and inland transportation networks operating, and helping the societies we are part of fight the virus,” says Søren Skou, CEO of A.P. Moller – Maersk and continues: “I am pleased that we despite the headwinds, continued our track record of improving earnings and free cash flow.

Our operating earnings improved by 25%, marking the eighth consecutive quarter with year-on-year improvements, driven by strong cost performance across all our businesses, lower fuel prices and higher freight rates in Ocean and increased profitability in Logistics & Services.

With a strong result and a strong balance sheet we are well positioned to financially and strategically come out stronger of the crisis.”

Earnings before interest, tax, depreciation and amortisation (EBITDA) improved to USD 1.7bn, which is higher than the initial expectations in the trading update from June of an EBITDA slightly above USD 1.5bn. The EBITDA margin increased from 14.1% in Q2 last year to 18.9%.

Revenue decreased by 6.5% to USD 9bn, driven by a volume decrease of 16% in Ocean and 14% in gateway terminals. In Ocean, the lower volumes were partly offset by agile capacity deployment of the global network leading to lower costs, together with lower fuel prices and higher freight rates. In Logistics and Services, profitability increased through cost measures, favorable airfreight contribution and the integration of Performance Team, while Terminals & Towage showed their resilience by compensating lower volumes through cost measures.

The continued focus on improving returns showed further results with cash return on

invested capital (CROIC), last twelve months improving to 12.5% from 8.9% and ROIC, last twelve months increasing to 4.7% from 1.4% in the previous year.

The net interest-bearing debt was USD 11.6bn compared to USD 11.7bn by the end of 2019, as free cash flow of USD 1.5bn allowed for share buy-back, dividends and acquisitions in the first six months of 2020.

The focus on a strong cost and capital allocation discipline will continue, and more additional cost and structural measures across the business will be taken to offset the negative impact of COVID-19 and fund the next stages of the transformation.

Guidance for 2020 A.P. Moller - Maersk suspended the fullyear guidance for 2020 (EBITDA before restructuring and integration costs of around USD 5.5bn) on 20 March 2020 due to the COVID-19 pandemic, given material uncertainties and lack of visibility related to the global demand for container transport and logistics.

Despite the uncertainties related to COVID-19, A.P. Moller - Maersk reinstates its full-year guidance for 2020 and now expects EBITDA to be between USD 6.0bn-7.0bn, before restructuring and integration costs.

The global demand growth for containers is still expected to contract in 2020 due to COVID-19 and for Q3 2020 volumes are expected to progressively recover with a current expectation of a mid-single digit contraction. Organic volume growth in Ocean is expected to be in line with or slightly lower than the average market growth.

The outlook and guidance for 2020 is subject to significant uncertainties related to the COVID-19 pandemic and does not take into consideration a material second lockdown phase. The guidance is also subject to uncertainties related to freight rates, bunker prices and other external factors.

The accumulated guidance on gross capital expenditures excl. acquisitions (CAPEX) for 2020-2021 is still expected to be USD 3.0bn-4.0bn, with steps being taken to reduce CAPEX in 2020. High cash conversion (cash flow from operations compared to EBITDA) is still expected for both years.

It is expected that Western Corridor connecting Dadri in Uttar Pradesh to Jawaharlal Nehru Port (JNPT) in Mumbai and Eastern Corridor starting from Sahnewal near Ludhiana (Punjab) to terminate at Dankuni in West Bengal likely to be completed

by December 2021.

Shri Goyal directed the DFFCIL management team to necessary steps to speed up the project to compensate the loss of time due to lockdown during COVID. He also advised the officials to identify the most challenging area and come up with solution in

a mission mode. He suggested that involving young fresh minds to suggest best solutions may be encouraged.

During the meeting, it was decided that strict monitoring of work of all contractors to be done. Resolution of all issues, including coordination with the States to be done on a Mission mode. Innovative mechanisms to constantly monitor the weekly progress of the project to be evolved.

Dedicated Freight Corridors (DFC) is one of the largest rail infrastructure projects undertaken by the Government of India. The overall cost is pegged at Rs 81,459 crores. DFCCIL has been set up as a special purpose vehicle to undertake planning, development, mobilization of financial resources, construction, maintenance and operation of Dedicated Freight Corridors. In the first phase the organisation is constructing the Western DFC (1504 Route km) and Eastern DFC (1856 route km) spanning a total length of 3360 route km.

This was followed by the launching of its CSR initiative at 11.30am to provide Personal Protective Equipment (PPEs) to its members, staff and labourers of the Kerala Headload Workers Welfare Board (Willingdon Island). The chief guest was the Commissioner of Customs, Shri Muhammed Yousaf and the dignitaries who attended this function included the Assistant Commissioner of Police, Shri G.D Vijayakumar; The Cochin Port Trust Traffic manager Shri. Vipin R. Menoth and the Willingdon Island Kerala Headload Workers Welfare Board Chairman, Shri Mahesh T.Pai apart from the Trade Union leaders, convenors, CCBA members, their select staff and labourers.

The importance of the Customs Brokers, their staff and labourers in the functioning of the Port and Customs as essential services was highlighted, and to ensure that this main cog in the economic machinery functions well, the Association took the initiative to procure and distribute high quality reusable face shields, masks and gloves so that the people could discharge their duties safely while maintaining the COVID 19 safety protocols. The Commissioner of Customs inaugurated the distribution of PPE kit. While felicitating the function, Commissioner praised the Association for taking such an initiative as it is the need of the hour. He further told that the society has to live responsibly with COVID, and to lead a healthy life we have to use proper

protective gears and take preventive measures.

The Commissioner of Customs, dignitaries and Trade Union Leaders Mr.Jamal Kunju of INTUC, Mr.B.Hmsa of CITU and all others appreciated the efforts taken by the CCBA. The Assistant Police Commissioner Shri G.D. Vijayakumar was made aware of the importance of the CCBA staff and labourers in the Port and Customs functioning and was convinced that they would be responsible citizens in our battle against this pandemic armed with the PPE equipment being distributed. Gadkari Calls For Adopting Advanced Public Transport Models And Use Of Biofuel, Electricity, CNG In Public Transport New Delhi Port Wings News Network nion Minister for Road Transport & Highways Shri Nitin Gadkari has said that public transport may be modernised which is based on biofuels, CNG and electricity as fuel.

Addressing a Webinar - 4th UITP India Bus Seminar on 24 August, e said most of the State Road Transport Undertakings (SRTUs) are incurring huge expenditure on conventional fuels which are expensive. Shri Gadkari called for moving on to biofuels, CNG and Electricity as transportation fuel. This he said will not only save on fuel bill but also contribute to economy and pollution reduction. At present Shri Gadkari said country is spending huge amounts on import of crude oil/hydrocarbons, which he said, need to be reduced.

Referring to workability of the use of biofuels/CNG etc, he informed that Nagpur has started to convert 450 buses on to biofuels.

As many as 90 buses have already been converted so far. He added that loss in bus service is about Rs 60 crore per year, which can be saved by converting buses into CNG. Shri Gadkari also informed that efforts are being made to produce CNG from sewage water. He called upon SRTUs to adopt this model for reducing losses which will help in providing better public transport. He further indicated at adopting other sources of CNG like paddy straw/parali, which have multiple benefits to farmers, transport, environment and economy.

The Minister called for adopting London Bus model harnessing utilisation of private capital for better public transport. He felt encouraging Public Private Partnership (PPP) may also be pursued. Shri Gadkari

said, Bus Ports are being planned with all modern amenities. He suggested that adopting double-decker buses by the operators will also improve the efficiency of public transport.

Validity of Motor Vehicle documents extended till December this year Ministry of Road Transport and Highways has decided to extend the validity of Fitness, Permits, Licenses, Registration or other documents under Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989 till the 31st of December 2020. The Ministry had earlier issued advisories on 30th March and 9th June this year regarding extension of validity of the documents related to Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989. It was advised that the validity of Fitness, Permit (all types), License, Registration or any other concerned document(s) may be treated to be valid till 30th of September 2020.

Taking into consideration the situation still continuing due to conditions for prevention of spread of COVID-19 across the country, it has further advised that the validity of all of the above referred documents whose extension of validity could not or not likely be granted due to lock-down and which had expired since 1st of Feb, 2020 or would expire by 31st Dec 2020, the same may be treated to be valid till 31st of December 2020. Enforcement authorities have been advised to treat such documents valid till 31st of December 2020.

This step of the Ministry of Road Transport and Highways is likely to help out the citizens in availing transport related services.

North Sea Port Adapts Management Chennai

Port Wings News Network he management of the crossborder port North Sea Port SE (the holding) modifies on 1 September 2020. The management structure will be simplified, the port’s decisiveness will expand and the number of managers increases from two to four, North Sea Port says in its press release.

As announced before, CEO Jan Lagasse indicated to leave North Sea Port on 1 September 2020.

From then onwards, the company will be managed by the other CEO Daan Schalck.

In this past period, the supervisory body - that exercises control of the most important decisions – together with CEO Daan Schalck traced out the future management and administration.

The port authority has simplified its management structure in order to increase decisiveness, create more commitment and realize an improved decision process. It is

within this framework that the number of managers is increased from two to four people.

From the start of the merger (on 1 January 2018) a promise was made to the staff members that there would be development opportunities within the merged company. Consequently, the search for suitable candidates was conducted internally.

After having completed the procedure, the supervisory body appointed the following people as managers, in addition to CEO Daan Schalck: Dick Engelhardt (Chief Development & Nautical Operations Officer); Sofie Monteyne (Chief Financial Officer); Peter Van Parys (Chief Operating Officer).

The supervisory body opted for a balanced composition of the management, taking into account different aspects such as competences, gender and a balance as to representation from both branches of the company. The employees council (SE-OR) advised favourably on this procedure and on the candidates.

Within the framework of the unity of leadership and personal union, the new managers will also be appointed as managers of both ‘subsidiaries’ of North Sea Port: North Sea Port Netherlands plc and North Sea Port Flanders limited liability company under public law.

North Sea Port is the 60-kilometres-long cross-border port area that stretches over 9,100 hectares (18,000 football pitches) from the Dutch port of Vlissingen at the North Sea, over Terneuzen up to Ghent - 32 kilometres inland in Belgium. As a centrally located hub in Western Europe, multimodality (seagoing and inland navigation, rail, truck and pipeline transport) and a wide variety of types of goods are its chief concerns. With 14.5 billion euros of added value, North Sea Port is the number three of European ports. As for cargo transhipment, with 71.5 million tonnes, it ranks eighth among the ports of Europe. The port area creates employment for almost 100,000 people in 525 companies.

Global NVOCC CargoGulf Launches New Container Liner Service Between Arabian Gulf and South East Asia Port Klang (Malaysia), Bangkok /

Port Wings News Network lobal NVOCC (Non-Vessel Operating Common Carrier) CargoGulf is launching a new container liner service between the Arabian Gulf and South East Asia.

It has appointed Thailand-based LG Container Lines as its South East Asian partner on the new Arabian Gulf - Asia (AGA) service.

The alliance combines CargoGulf's muscle in the Middle East with the strength of LG Container Lines in South East Asia. LG also operates liner services to the Indian Subcontinent. CargoGulf is represented by global liner agent GAC across the Arabian Gulf.

The service, which commences on 7 September 2020, will see fixed weekly sailings between South East Asia and the Arabian Gulf.

It links the ports of Singapore,

Laem Chabang (Thailand), Jakarta (Indonesia) with all major ports in the Arabian Gulf. The service has direct calls in Jebel Ali (United Arab Emirates), Dammam (Saudi Arabia) and Hamad (Qatar). Other Gulf ports are serviced via Jebel Ali. This new dedicated service complements CargoGulf’s existing trades of Europe - Arabian Gulf, and Arabian Gulf - Indian Subcontinent.

Both CargoGulf and LG Container Lines have their own stacks (port agreements) in all ports served, which allows for fast issuance of Delivery Orders upon cargo arrival.

Saudi King Abdullah Port Turns Into Major Hub For Global Trade Chennai Port Wings News Network eading international maritime shipping companies Maersk and MSC have chosen King Abdullah Port as a logistics station on the Red Sea for the two new shipping routes launched by both companies, according to Arab News.

The choice confirms the importance of the port’s location as a link between the East and the West and its potential to play a prominent role in supporting the international shipping industry and trade exchange between the world’s continents.

The first shipping route, Maersk TP17/ MSC Americas, connects East Asia (China and Singapore) with the eastern coast of the US and passes through King Abdullah Port. It is one of the fastest shipping routes linking the East and the West through the Red Sea. The second shipping route, Maersk AE15/ MSC Tiger, which is also one of the fastest shipping routes, begins from East Asia (South Korea, China and Singapore) and

This confirms the transformation of King Abdullah Port — which became the second-largest container port in the Kingdom within 5 years of operation — into a major hub for global trade through the main shipping route between the East and the West.

King Abdullah Port features an advanced infrastructure that places it among the world’s leading ports, in addition to its strategic location on one of the most important global maritime shipping routes, making it a link connecting Asia, Europe, and Africa to each other as well as to other continents.

The port was built according to the latest specifications with stateof-the-art equipment, including the world’s deepest 18-meter berths, which enable it to serve giant container ships.

In addition to its role in ensuring global shipping continuity due to its strategic location and access to

a network of highways reaching main cities such as Jeddah, Yanbu, Makkah, and Madinah, the port continues to operate at the local level.

The readiness of operations and services in stations and terminals has been enhanced to receive different goods, particularly food, medication, and medical equipment, to ensure the availability of consumer needs in Saudi Arabia as the Kingdom continues to take comprehensive preventative measures to protect its citizens and residents from COVID-19.

NEWS - BITS "K" Line Celebrates Launching of LNGpowered Car Carrier Under Construction at Tadotsu Shipyard On July 31 2020, the LNG fueled car carrier which is under construction at Tadotsu Shipyard Co.Ltd. (Imabari Shipbuilding Group) was launched safely. Construction is currently on going with an estimated delivery within the 2020 fiscal year.

Compliance with MARPOL (*) Annex VI NOx Tier III (*The International Convention for Prevention of Marine Pollution). The main engine on this vessel is a dual-fuel diesel engine ME-GI with exhaust gas recirculation system (EGR) to apply with NOx Tier III. Regulation of NOx Tier III requires 80% reduction of NOx against that of Tier I. Auxiliary engines are also dual-fuel diesel engines which conform to NOx Tier III in gas mode. The auxiliary engine with a Selective Catalytic Reduction System (SCR) is designed to meet NOx tier III requirements even in diesel mode, offering flexibility in the choice of fuel.

Murmansk Commercial Seaport Shipped 36,101 Tonnes Of Crushed Stone To Russia’s Arctic Zone

Murmansk Commercial Seaport JSC (MMTP) says it has loaded the dry bulk cargo carrier Pola Elisaveta with 36,101 tonnes of crushed stone intended for construction works in the Arctic zone of the Russian Federation under the country’s infrastructure projects.

According to the statement, handling operations at the ‘Arctic’ berth of MMTP continued with M/V Siberia having taken the place at the berth.

Chief port operational manager Vitaly Vlasov emphasized that the ship can take a wide variety of cargoes with almost each hold to be loaded with a specific product, so called ‘aggregated shipment’.

The Siberia was loaded with heavy weight foundation frame units, components, big-bags, crushed stone of different fraction and sand, a total of 25,000 tonnes. The ship left for the Gulf of Ob, the port of Sabetta and the Gydan peninsula.

Murmansk Commercial seaport (MMTP JSC) was founded in 1994.

MMTP operates 17 berths with total length of about 3 km. The waters depths allow the port accommodate vessels with draft of up to 15.5 meters and length of over 265 meters

Rostec and MIT to create integrated system of communications and navigation for NSR State Corporation “Rostec” and Corporation “Moscow Institute for Heat Technology” (MIT) are set to create an integrated system of communications and navigation for the development of Arctic, Far East and the Northern Sea Route. For that purpose they are going to design a system of satellites and ground-based/ship-based devices, says MIT press center.

The agreement on cooperation in development of space, nuclear, fuel and energy industries, Far East and Northern Sea Route, was signed at the international military-technical forum "Army-2020".

The document was signed by Sergey Sakhnenko, Director of Rostec’s Radioelectronics Cluster, and Yury Solomonov, General Designer of MIT in the presence of Sergey Chemezov, head of Rostec.

The agreement foresees joint implementation of projects on designing, manufacture and introduction of communication and navigation equipment, development of digital technologies, industrial process automation.

Container Volumes Rise at Scandinavia’s Largest Port Chennai

Port Wings News Network ort of Gothenburg freight volumes are continuing to rise in several segments. During the first half of 2020, containerised units rose by 4% and energy products by 22%. This despite the current Covid-19 pandemic, and

while virtually all larger ports in Europe and the world show negative results.

“Working in partnership with our terminal operators we have succeeded in keeping the port open and fully operational all year. This has been a key factor behind the increase in volumes in a number of segments and it is a general reflection of our perseverance and the robustness of our freight handling system during the current crisis,” said Elvir Dzanic, Gothenburg Port Authority chief executive.

Containers Container volumes – the number of containers expressed as TEUs – at the Port of Gothenburg rose in January-June by 4% to 401,000. In contrast, other ports are reporting a downturn. The 10 largest container ports in Europe and the world reported a fall of 9% and 4% respectively during the same period.

Despite the pandemic, the Port of Gothenburg container terminal has been working at full capacity and with no cancelled calls by mainline vessels, which are responsible for the vital direct weekly services between Gothenburg and Asia.

Feeder traffic* frequency has

also been maintained and with an increase in the size of the feeder vessels during the period.

Containerised goods to and from the port by rail continue to increase.

Volumes during the first half of the year were up 2% from what were already record levels.

“On the whole, the container segment has proved to be extremely resilient and the trend during the year shows that the Port of Gothenburg is continuing to acquire a greater share of the market,” said Elvir Dzanic.

Energy products Energy products rose by 22% to 11.8 million tonnes between January and June. This can be attributed in part to widespread turbulence on the world market and the low price of oil in the fall-out from the Covid-19 pandemic. There has been a surge in demand for fuel storage at the Port of Gothenburg as a result. Planned maintenance stoppages during the corresponding period in 2019 had a slight impact on volumes at the time.

Roro and vehicles The number of ro-ro units fell by 13% to 252,000. The major downturn in April-May was followed by clear signs of recovery in June.

Vehicle volumes at the Port of Gothenburg decreased by 23% to 103,000. The vehicle segment has been hit particularly hard by reduced throughflow in the wake of the pandemic and the resulting slump in vehicle sales. The fall in the number of vehicles handled culminated in April-May. As in the ro-ro segment, which was also affected significantly by the current

situation in the automotive industry, volumes in June increased.

Cruise and ferry segment The cruise season in Europe came to a virtual standstill due to the pandemic and all calls to Gothenburg during the first half of the year were cancelled.

NEW CONTAINER SERVICE TO THE PORT OF GOTHENBURG On 31 July, the shipping company CMA CGM launched a new container service, adding a new link between Gothenburg and Hamburg.

The new service includes calls at Gothenburg every Friday, initially using a vessel with a capacity of over 1,000 TEUs. “CMA CGM is a leading worldwide shipping group, and this is yet another step in our ongoing strategy for the Swedish market.

The launch of this new service will enhance the potential for Sweden to link into our extensive global service network,” said Linus Ljungmark, General Manager at CMA CGM Scandinavia.

The service will be operated under the name Scandinavian Shuttle Service, departing from Gothenburg every Friday, and arriving in Hamburg the following Sunday/Monday. Initially, the vessel Aries J, with a capacity of over 1,000 TEUs, will be used.

“We are extremely pleased to see that CMA CGM is continuing to invest offensively, and particularly so as it has chosen the Port of Gothenburg as a focal point. The Port acquires a new service which will broaden our offering even further, opening up new potential for Swedish industry to reach its global markets,” said Claes Sundmark,” Vice President, Business Area Container, RoRo & Rail at the Gothenburg Port Authority.

CMA CGM – one the world’s largest container lines – is part of the shipping company alliance “Ocean Alliance” along with Cosco, Evergreen, and OOCL.

MarTID 2020 Training Practices Report Released Chennai

Port Wings News Network he 2020 Training Practices Report presenting the results from the third MarTID survey is now available on the MarTID website. The historic survey initiative studies global maritime training practices, investment and thought. The 2020 focus topic is “Quality in Training” and the report explores how the maritime community views the implementation of quality assurance systems in seafarer education and training. The survey was completed at the end of May 2020 just when the full impact of the COVID-19 pandemic was being felt globally.

The pandemic’s impact on seafarer training will be assessed in the next survey.

This year’s findings include the following: budget and expenditure on maritime training which continue to rise for vessel owners, training institutions and seafarers; the gap between face-to-face teaching and internet-based e-learning is closing; and while the majority of vessel operators and maritime training institutes follow some form of quality assurance processes for training, seafarers perceive the quality of their onboard training to be less than optimal.

Dr. Cleopatra Doumbia-Henry, President of the World Maritime University, while welcoming the report, said, “Seafarers continue to serve the global community as facilitators of a key link in the global logistics chain, particularly when the challenging events of the COVID-19 pandemic are considered,” said “Their competence, development, knowledge, skill retention and their transfer to actual work settings are as critical as ever. Port Wings News Network P World Limited on 19 August 2020 announced resilient financial results for the six months to 30 June 2020 with like-for-like adjusted EBITDA growing 1% year-on-year.

Commenting on the results, Sultan Ahmed Bin Sulayem, DP World Group Chairman and CEO, said, "The Covid-19 outbreak has undoubtedly resulted in one of the most challenging periods in the history of our industry. Our gross volumes have declined by 3.9% in 1H2020 which compares favourably against an estimated industry decline of 10%. However, our like-for-like EBITDA6, excluding land sale in the prior period, has grown by 1.1% during this period which demonstrates that we have managed costs efficiently.

This outperformance once again demonstrates that we are in the right locations and a focus on origin and

destination cargo will continue to deliver the right balance between growth and resilience."

MarTID is a non-commercial initiative collaboratively founded in 2017 by the World Maritime University, Marine Learning Systems and New Wave Media.

The objective of MarTID is to help ensure safe, efficient, and sustainable maritime operations on clean oceans. It will do so by providing the maritime industry with comprehensive data on how it manages and conducts training for shipboard competencies and the effects of drivers, such as technology, on this training. The data, updated annually by means of global surveys, will provide insights that can lead to enhanced policy-setting, decision-making, benchmarking and operational optimization by industry and regulatory authorities at all levels.
