During the month, 134,713 MT of coastal cement cargo was handled at shallow water Berth, surpassing

In another major achievement of January 2021, JNPT inducted a tugboat “Daisy Star” having Bollard Pull of 60 MT, that will provide assistance in handling vessels of various sizes, thereby providing more safety during handling larger ships. Flagging of Merchant Ships

T

o promote flagging of merchant ships in India, in her Budget Speech, the Union Finance Minister Nirmala Sitharaman proposed to launch a subsidy support scheme of Rs 1,624 crore in global tenders floated by ministries and CPSEs over five years to Indian shipping companies.

She emphasised that this initiative would enable greater training and employment opportunities for Indian seafarers besides enhancing Indian companies’ share in global shipping.

India has 12 major ports -- Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V. O. Chidambaranar, Visakhapatnam, Paradip, and Kolkata (including Haldia) under the control of the Centre. These major ports handle about 60 per cent of the country’s total cargo traffic.

While welcoming the announcement by the Finance Minister, the local shipping industry in the Budget, sought clarity on how the scheme will be implemented and in what form the subsidy will be disbursed.

“An amount of Rs 1,624 crore will be provided over five years. This initiative will enable greater training and employment opportunities for Indian seafarers besides enhancing Indian companies’ share in global shipping,” she added.

Indian flagged ships are, by law, required to hire only Indian nationals as crew. Fleet owners are clueless on what form the subsidy will come in, whether it will benefit the existing Indian shipping companies or whether it is aimed at incentivising foreign shipping companies to flag ships in India by setting up an Indian subsidiary.

India has allowed 100 per cent foreign direct investment in shipping since early 2000, but none of the foreign fleet owners has set up shop in India due to unfavourable tax and operating reasons. Lack of long-term, low-cost funds and long-term cargo support has been cited by fleet owners as the main reason for stalling the growth of Indian tonnage.

Currently, Indian fleet owners get a so-called right of first refusal (RoFR) to match the lowest rate offered by a foreign flag ship in global tenders issued by state-run firms for hiring ships under the chartering guidelines framed by the Directorate General of Shipping. Local fleet owners have to come within 20 per cent of the lowest foreign bidder, to get the right of first refusal.

The order of grant of RoFR was recently revised to give top priority to lndian built, lndian flagged and lndian owned ships followed by foreign built, lndian flagged and lndian owned vessels.

The third priority will be given to lndian built, foreign flagged and foreign owned ships. However, all vessels flying the flag of lndia (but built in foreign yards) up to January 15, 2021, will be treated as lndian built vessels and get top priority while exercising the RoFR. Sample The subsidy TEXT scheme for ship owners will complete the Central government’s efforts towards encouragement and development of the lndian shipbuilding and ship owning industry as part of the Make in India and Atmanirbhar Bharat programme. In 2016, the government introduced a long-term subsidy scheme for ship yards under the shipbuilding financial assistance policy for a ten year period.

630 Ships Sent For Demolition During 2020: NGO Shipbreaking Platform Chennai Port Wings News Network ccording to new data released by the NGO Shipbreaking Platform, 630 ocean-going commercial ships and offshore units were sold to the scrap yards in 2020.

Of these vessels, 446 large tankers, bulkers, floating platforms, cargoand passenger ships were broken down on three beaches in South Asia, amounting to near 90% of the gross tonnage dismantled globally.

Ships are considered hazardous waste under international environmental law as they contain many toxic materials and substances within their structures, and onboard as residues. These toxics include, amongst others, cadmium, lead batteries, asbestos, mercury, ozone depleting substances, PAHs, and residue oils, which all need to be managed in a safe and environmentally sound manner.

Their export from developed to developing countries is banned by UNEP’s Basel Convention.

On the beaches of Alang in India, Chattogram in Bangladesh, and Gadani in Pakistan, where near 90% of the global world tonnage was scrapped last year, the negative consequences of shipbreaking are real and felt by many.

Workers – often exploited migrants, some of them children – are exposed to immense risks. They are killed or seriously injured by fires and falling steel plates, and sickened by exposure to toxic fumes and substances. Coastal biomes, and the local communities depending on them, are devastated by toxic spills and air pollution due to the lack of infrastructure to contain, properly manage and dispose of the many hazardous materials embedded in the ships.

“It is a scandal that laws and standards aimed at protecting people and the environment are ignored when scrapping the near totality of the global fleet. Governments, the clients, financiers and insurers of shipping, as well as the employees of shipping, need to take a much stronger stance against this exploitation of vulnerable communities and fragile ecosystems,” says Ingvild Jenssen, Executive Director and Founder of the NGO Shipbreaking Platform.

Last year, at least 10 workers lost their lives when breaking apart vessels in Bangladesh. At least another 14 were severely injured.

Despite repeated attempts to obtain official statistics, no information on accidents at the Indian and Pakistani yards has been made available. The sector suffers from a serious lack of transparency, and it is expected that many accidents go unreported. Many more workers suffer from cancers and other occupational diseases.

The detention of BBC reporters and confiscation of footage from France 2 journalists by local officers from the Gujarat Maritime Board (GMB), which controls the port in Alang, reveals how the industry seeks to thwart public scrutiny of the deplorable conditions at the yards.

DUMPERS 2020 – Worst practices Greece tops the list of country dumper in 2020. Greek owners sold 48 ships for scrapping in total, most of which were beached in Bangladesh and Pakistan.

“Whilst some EU Member States are increasingly cracking down on environmental crime, almost a quarter of the tonnage broken in South Asia was owned by European shipping companies. Greece in particular has systematically closed its eyes to the deplorable end-oflife track record of its shipping industry,” says Jenssen.

The ‘worst corporate dumper’ prize goes to South Korean company Polaris Shipping. Under pressure following serious incidents on the Stellar Daisy, which sank in the Atlantic with the loss of 22 lives in 2017, and on the Stellar Banner, which was scuttled off the coast of Brazil in June, Polaris Shipping scrapped 11 of its carriers in 2020. All units were beached in Bangladesh and Pakistan. Four major accidents, causing the death of one worker, occurred during the dismantling of Polaris’ vessels in Chattogram. On 22 June, during an illegal night shift at Jumuna Ship Breakers yard, Abdul Halim was hit by an iron piece in the stomach on the ship Stellar Knight. On 1 July, Rohul fell and broke five ribs while dismantling the Stellar Iris at KSB Steels yard. On the same

day, Mozaffor fell from the Stellar Journey at RA Shipbreaking yard.

Finally, on 25 December, Md Ibrahim was killed when hit by a large iron piece while breaking the Stellar Hermes at Kabir Steel’s Khawja yard. According to shipping media Splash, middleman scrapdealer GMS is linked to several of Polaris’ recent demolition sales.

Another South Korean company, Sinokor, is runner-up for worst corporate practice. Sinokor sold four vessels for scrapping in Bangladesh last year. On 24 March, two brothers, Sumon Das and Nironjon Das, died due to toxic gas inhalation while working in the engine room of the tanker West Energy at Kabir Steel’s Khawja shipbreaking yard. Shumon and Nironjon left five children behind.

In the same accident, two other workers, Kawser and Habib, were also exposed to the toxic gas and fell sick.

Brazilian state-owned company Petrobras comes third for worst corporate practice. Three years have passed since civil society organisations and trade unions urged the Brazilian government to stop the dumping of toxic ships on South Asian beaches. Yet, oil giant Petrobras dumped nine of its old tankers in South Asia last year alone. The units were auctioned off to unscrupulous scrap-dealers, also known as cash buyers.

“To avoid such deplorable practices in the future and ensure the enforcement of international legislation on hazardous waste exports, Brazilian authorities need to introduce stricter requirements for the public auctions of Petrobras’ end-oflife vessels,” says Nicola Mulinaris, Communication and Policy Officer at the NGO Shipbreaking Platform.

Due to the pandemic, the cruise shipping sector has been forced to downsize, with many ship owners, such as Carnival Corporation and Pullmantur, taking steps to reduce operating expenses, including the retirement of relatively young vessels.

India’s Garment Industry Urges Govt To Withdraw 10% Customs Duty On Cotton Chennai

Port Wings News Network hile the announcement of the Mega Textile Park Scheme to set up seven new textile parks has been welcomed by the industry, it has expressed concern over the imposition of a 10 percent Basic Customs Duty (BCD) on cotton, according to a report in CNBC TV18 Online.

The finance minister on 1 February announced that the government is raising customs duty on cotton from nil to 10 percent to benefit farmers.

Manufacturers and exporters of cotton textile products have said that the 10 percent duty is unlikely to benefit farmers. They have appealed to the government to withdraw the import duty to sustain the global competitiveness.

Southern India Mills’ Association (SIMA) chairman Ashwin Chandran said the announcement has come as a severe blow to the ailing cotton textiles and apparel industry.

“India has been globally

competitive only in the cotton textile manufacturing, thereby accounting for 80 percent of its total exports.

Cotton and cotton waste, which is currently under nil rate of import duty is being subjected to 10 percent import duty through the budgetary announcement comprising of 5

percent BCD and another 5 percent Agriculture Infrastructure and Development Cess (AIDC) on cotton and 10 percent BCD on cotton waste has come as a severe blow for the ailing cotton textiles and apparel industry,” Chandran said.

Manoj Patodia, chairman of Cotton Textiles Export Promotion Council (TEXPROCIL) also said there is no case for an imposition of import duty on cotton since there has been a decline in imports of cotton by over 70 percent between January

India Asks Sri Lanka, Japan To Abide By Its Commitments On ECT Deal Chennai

Port Wings News Network ndia asked all sides to abide by the existing understandings and commitment of a trilateral agreement involving Sri Lanka and Japan to develop the strategic Colombo Port’s Eastern Container Terminal (ECT), a PTI report in Business Standard says.

The state-owned Sri Lanka Ports Authority (SLPA) signed a memorandum of cooperation in May 2019 with India and Japan to develop the ECT during the previous Sirisena government. However, the Sri Lankan government said on Monday that the ECT will be operated 100 per cent by the SLPA.”I would like to reiterate the expectation of Government of India for expeditious implementation of the trilateral Memorandum of Cooperation (MOC) signed in May 2019 among the Governments of India, Japan and Sri Lanka for the development of ECT with participation from these three

countries,” a spokesperson at the Indian High Commission in Colombo said.”

The commitment of the Government of Sri Lanka in this regard has been conveyed several times in the recent past, including at the leadership level. Sri Lanka’s Cabinet also took a decision three months ago to implement the project with foreign investors. All sides should continue to abide by the existing understandings and commitment,” the spokesman added. Earlier, Prime Minister Mahinda Rajapaksa’s office said that the Sri Lankan government has decided to run the ECT as a fully-owned operation of the staterun ports authority, succumbing to pressure from the trade unions who opposed the joint venture to develop the strategic cargo terminal.

The Colombo port trade unions had opposed the proposal of investors from India and Japan buying 49 per cent stake in the ETC. They had demanded the ECT to

remain 100 per cent owned by the SLPA as opposed to the 51 per cent.

Some 23 trade unions had joined hands to oppose the port deal.

The unions took the stand that the proposed deal with India’s Adani Group was a sell out of the ECT. They launched industrial action urging to scrap the deal and the government to run the ECT operation as a 100 per cent government entity. The unions mostly affiliated to the ruling Sri Lanka People’s Party (SLPP) forced the government not to go ahead with the deal. They claimed it was a sell out of the Colombo port’s key cargo terminal to India. President Gotabaya Rajapaksa recently said that stopping the deal would endanger the 66 per cent of Indian transshipment cargo handled by the ECT. Therefore, in order to remain competitive the deal was needed.

However in recent weeks, the trade unions were able to mount public opinion against the deal and even got support from government’s own politicians against it.

Patodia said the duty needs to be withdrawn in the interest of the textile and clothing sector and its orderly development, especially as India is a cotton surplus country, and because it could have an adverse impact on employment and investments in the value-added textile and clothing sector.

SIMA’s Chandran said the inverted duty structure in the GST is also defeated with this levy as the cotton value chain attracts 5 percent GST and will add the cost to the customers and discourage value addition.

Raja Shanmugham, president of Tiruppur Exporters’ Association added that rising cotton yarn prices have been a burning issue on ground in this textile cluster over the past two months.

“At a time when we have been pleading with the government to regularise prices, import duty on cotton derails the concept of regularising or maintaining the existing level of prices. It adds salt to the wound and has created uncertainty among enterprises here who are using cotton to manufacture garments. This could have been avoided,” he added.

However, textile and garment manufacturers have welcomed the Mega Investment Textiles Parks (MITRA) scheme, which they believe will facilitate 40 to 50 leading textile players to become ‘global champions’. “Tamil Nadu being the largest textile manufacturing State, is planning to develop three mega parks under MITRA, Andhra

Pradesh and Telangana already have one such park each. This would facilitate attracting large scale investments including FDI and JVs,” Chandran said.

TEXPROCIL’s Patodia added that the scheme will enable the textile industry to become globally competitive, attract large investments and boost employment generation.

But, Shanmugham said while setting up of seven textile parks will be a boost to the entire value chain of the industry, it doesn’t stand to benefit the Tiruppur cluster, which is one of the largest textile clusters in the country. This is because while the government is looking to attract large textile players through these mega parks, Tiruppur largely comprises small and micro enterprises, who do not stand to benefit from the announcement, at least in the short to medium term.

GatewayRail Undertakes Operations of ‘Python Train’ Service on Western DFC Mumbai

Port Wings News Network ateway Rail Freight Ltd., a subsidiary of Gateway Distriparks Limited, has undertaken operations of two double stacked trains in a python configuration on the Western DFC. These trains are dedicated services for CMA-CGM shipping line, the world’s fourthlargest container shipping company.

From the two double stacked trains, one train arrived from Mundra port and the other from Pipavav port, both carrying import containers. The trains were joined at New Kishangarh, Rajasthan (Madar Junction) for the DFC stretch of 306 km up to New Ateli, Rewari, Haryana.

The government’s record allocation of ₹1.1 trillion for the Indian Railways has given specific thrust towards the completion of Dedicated Freight Corridor (DFC)

by June 2022 that will further add impetus to rail infrastructure and will immensely benefit ports, exporters, and importers, shipping lines and container operators and other consumers of Rail transport.

The corridor will increase the transportation efficiency and reduce the cost for customers.

Ministry of Ports, Shipping and Waterways Issues Finalized Guidelines of Floating Structures New Delhi Port Wings News Network inistry of Ports, Shipping and Waterways has finalized and issued the guidelines for floating structures, with a vision to set up world-class floating infrastructure all along the coastline, in the upcoming projects as per the provisions contained in the guidelines.

The guidelines set out various technical aspects for implementation of Floating Jetties / Platforms for Marinas, Minor Harbors, Fishing Harbours / Fish landing centers, Waterdromes and such other similar facilities in coastal areas, estuaries, waterways, rivers and reservoirs. These guidelines may also be suitably utilized for floating pontoons/platforms in various waterborne systems and floating wave attenuators (or breakwaters) for Minor Harbors/Fish Landing facilities.

Floating structure because of its inherent advantages is an attractive solution and hence being promoted by the Ministry of Ports, Shipping and Waterways. The benefits of floating jetties/structures over the conventional quay and fixed concrete structures include its costeffectiveness, faster implementation, easily expandable and re-locatable; and having minimal environmental impacts.

Ministry of Ports, Shipping and Waterways has successfully implemented few projects including

setting up of passenger floating jetties in Goa, water-aerodromes at Sabarmati River & at Sardar Sarovar Dam (for the seaplane services) which are working satisfactorily.

Several projects of the Ministry are under the planning stage for overall development and upliftment of the coastal community.

These platforms have several advantages over the conventional/fixed concrete structures. Adani Ports To Raise $500 Million From Bond Sale To Capitalize On Interest Rates Chennai

Port Wings News Network dani Ports & Special Economic Zone, the largest port operator in the country, is in the international debt market with a benchmark issue to raise at least $500 million, reports Business Standard.

This is the third large bond sale by domestic issuers after Exim Bank’s $1 billion issue at record low prices in the first week of the month followed by SBI in the second week with a $6 billion sale.

Adani Ports is the largest port developer and operator in the country in terms of volume, with coal and other dry bulk terminals showing an annual capacity of 478.6 million tonnes.

“We are in the dollar debt market and are planning to raise $500 million through a Reg S issue,” a merchant banking source told PTI on Wednesday without sharing other details like pricing and tenor saying the issue is the market. The last time it had paid 4.2 per cent coupon to $750 million issue last July.

While Reg S issue means resident American investors can’t subscribe to the issue, benchmark issue means a large issue with the quantum being at least $500 million.

The company will use the proceeds from the issue for primarily

for refinancing the early redemption of its dollar bonds due in 2022. The issue has been rated BBB- by Fitch and Baa3 by Moody’s.

In July 2020, the company had raised $750 billion and in December another $300 million, to retire some of its higher cost debt. The highly leveraged Adani Group is on massive expansion mostly using debt.

Fitch Ratings in a note gave the proposed senior unsecured notes sale by the port operator a BBBrating with a negative outlook.

The proceeds will be used primarily for refinancing the early redemption of its dollar bonds due in 2022, the agency said.

The rating reflects the company’s market leading position, the stability of long-term cargo revenue and its operational efficiency, the agency said, adding the pandemic may result in weaker domestic demand and exports, but cargo mobility is largely uninterrupted despite the global lockdowns.

Adani Ports accounted for around 17 per cent of the country’s seaborne cargo in FY20. It operates 10 ports across the costs with the Mundra Port contributing 62 per cent of the group’s throughput and serves as the gateway to the landlocked Northwestern region of the country.

Last October, it had acquired 75 per cent stake in Krishnapatnam

Port, which was primarily funded through a $750 million bond issuance in July.

Its cargo volume rose 7 per cent in Q2 of the current fiscal. Its throughput growth normalised in FY20 after a sharp rebound of 15 per cent in FY19 growing at a low 7 per cent in FY20, but faster than the 4 per cent for all domestic ports.

Adani Ports also operates the Kattupali Port, LPG and terminals at Dhamra and Mundra ports.

The company also continued to diversify its throughput from the west coast, with the east coast terminals of Dhamra, Kattupali and Ennore now accounting for 20 per cent of total throughput, up from 15 per cent a year earlier, according to Fitch. In a separate note, Moody’s assigned a Baa3 rating to the issue with negative outlook.

The rating also takes into consideration the long-term growth potential of the domestic economy, a key driver behind the large increase in the volume of traded goods over the past few years, it said, adding the port operator reported 5.4 per cent growth in cargo volumes in the first nine months of current fiscal year.

“We forecast that Adani Port’s performance over next two to three years will be driven by the ramp-up of capacity relating to its recently commissioned ports and terminals and its growing share of containers,” it said.

Centre Defends Adani’s Kattupalli Port Expansion Near Chennai Chennai

Port Wings News Network nion Environment Minister Prakash Javadekar has defended the controversial Kattupalli port expansion project proposed by Adani Ports in high eroding Ennore stretch on the outskirts of Chennai, reports The New Indian Express.

The public hearing on the project, scheduled on January 22, had to be called-off by Thiruvallur district administration following environmental and livelihood concerns raised by local communities, who are likely to be affected by the port expansion, and the environmentalists.

Two MPs from Chennai -Thamizhachi Thangapandian and Kalanidhi Veeraswamy -- have raised the issue in Parliament and asked Prakash Javadekar a set of questions whether the expansion of Kattupalli port was prohibited under Coastal Regulation Zone (CRZ) Notification as ports are not permitted to be set up in high erosion zone nor within close proximity of a sanctuary. Also, whether the project would pose challenges of water security and increase risk of flooding in and around Chennai city and also rise in saline ingress/intrusion into groundwater aquifers and whether the government proposes to take action against the company (Adani) engaged in the expansion of the port for providing “false/misleading” information relating to the project.

In reply, Javadekar said though construction of port and harbour projects in high eroding stretches of the coast are prohibited under CRZ Notification, the proposal was for the expansion of the existing Kattupalli port. “Environmental and CRZ clearance for the existing port was accorded by the ministry after due diligence in 2009. Further, the Pulicat Lake is situated approximately 13 km north of the project.”

The Government of India defines a high-eroding stretch as a beach that is

eroding at the rate of 1 metre every year. A 2006 study by the Ministry of Earth Sciences, Government of India, establishes that “Along the north coast of Ennore port, the beach fill area is undergoing severe erosion at the rate of 50m per annum. According to the environmental impact assessment (EIA) by Adani-owned Marine Infrastructure Developer Private Limited (MIDPL), the coast on which the project is to be located is eroding at 8.6 m/year due to the existing Kattupalli and Kamarajar Ports.

On adverse impact, Javadekar said Terms of Reference (ToR) issued for the project for EIA study mandates studies including a comprehensive study on all existing developments, impact of the construction of berths and breakwaters on the littoral drift, which causes the sand accretion and deposition in the region; shoreline change management plan covering the area from Ennore creek to Pulicat lake; impact of the proposed project on Ennore shoals that were protecting the coast from cyclone and tsunami and study on the drainage pattern within and outside the port area including Ennore creek, Pulicat lake and Buckingham Canal.

“Impact assessment and mitigation measures are mandated as a part of EIA . Further, EIA and EMP studies along with the Public Consultation report are appraised by the expert appraisal committee for their necessary recommendation. As per EIA Notification, 2006, as amended, deliberate concealment or submission of false/misleading information which is material to appraisal or decision on the application shall be liable for rejection, and cancellation of the prior environmental clearance granted on that basis,” the minister told in the Parliament.

Box Drought Adds To Supply Chain Chaos On The US West Coast, Says Container Xchange New Delhi Port Wings News Network fter struggling to cope with excess containers for much of 2020, the Port of Los Angeles on the US West Coast is now facing box shortages, according to the latest data from Container xChange.

“US container shipping supply chains have been under pressure since the summer and now the Port of LA is coping with an outbreak of Covid-19 and labour shortages. While earlier in the year the high-volume US box import port was overwhelmed with boxes, now there is a dearth,” said Dr. Johannes Schlingmeier, CEO of Container xChange, the world’s leading online platform for buying, selling and leasing shipping containers. “ A combination of global coronavirus lockdowns, blank sailings by containers lines early in the year and a surge in US consumer demand for retail imports from Asia saw boxes build up across the US during the second half of 2020. Approximately 1.5 million containers had a turnaround time of 115+ days in Q3 2020 across the US, compared to an annual average of fewer than 80 days, according to a research study published by Container xChange and FraunhoferCML. Container xChange’s Container Availability Index (CAx) average 0.64 across 2020 – an index of 0.5 on CAx indicates a surplus of containers while below 0.5 indicates a shortage.

The excess of boxes was particularly acute from week 37 to week 45 (see graph below).

For 20DCs (20ft. Dry Containers) the index soared to 0.86 in week 42 and, for 40DCs, reached 0.91 – a plus of 25% and 42%, respectively, compared to the 2020 average.

However, as lines have rushed to move empties back to Asia, the picture has dramatically reversed at the port, a leading gateway for the trans-Pacific container trade.

“Surprisingly this has created a deficit of containers in Los Angeles,” according to Florian Frese, Marketing Lead at Container xChange. “Container Availability Index values plummeted to only 0.27 for 20DCs and 0.29 for 40DCs in week 49, 2020. A minus of 57% for both container types compared to the average index values for weeks 1-48.”

The Container Availability Index tracks millions of monthly container moves to monitor and forecast the global container equipment supply. An index of 0.5 describes a balanced market, below 0.5 a shortage of containers.

Crew Change Hubs Could Address Seafarer Crisis, Says MAJ Chennai

Port Wings News Network global network of crew change hubs would help alleviate the humanitarian crisis seafarers face at present, according to the Maritime Authority of Jamaica (MAJ).

They could offer a short-term solution to the barriers presented by global travel restrictions, ensuring vital crew changes could take place and facilitating trade and logistics to the benefit of the world economy, the Flag State advised.

Rear Admiral (ret’d) Peter Brady, MAJ Director General, explained: “In the Caribbean for example, several smaller States still have not re-opened their borders, so no one is coming in and no one is going out. With a hub, seafarers would be able to move and to move more freely. Some natural crew change hubs already exist pre-Covid-19, by virtue of the concentration of shipping, and we suggest that more could be developed to deal with the current stagnation of crew travel in parts of the world. Whether they are then retained in the long term would be subject to global strategy and based on assessment by industry of their costs and benefits.”

There has been much uncertainty regarding the spread of the Covid-19 disease, coupled with a lack of information on the control of the pandemic, and this has increased the reluctance from States to open

their borders. With urging from the International Maritime Organization and other organisations responsible for the welfare of seafarers, and thanks to the development of international protocols, some States are slowly looking to reopen their borders.

Admiral Brady, a former chair of the IMO’s STCW Committee, stressed the importance of putting seafarer welfare at the forefront of international maritime efforts: “The pandemic has highlighted that seafarers are the backbone of the global supply chain and that crew retention is even more critical to the continuation of world trade. Crew retention can be tackled by more port State and flag State administrations taking stronger positions on ensuring that living and working conditions onboard ships meet the international standards, and by designating crew as essential workers with the attendant privileges.”

He added that a future challenge will be motivating seafarers to continue this career in light of the crises and hardships they have endured during the pandemic.

“The industry and individual companies must take steps to address crew retention by improving and increasing welfare benefits to seafarers onboard. Introduce benefits such as access to gymnasiums, to internet connections to enable crew to keep in touch with their families, and provide online counselling and

opportunities for studying,” Admiral Brady recommended. “Access to a safe and efficient vaccine may also put ships’ crew at ease and provide some level of calm onboard.

Seafarers will be less worried about the ills of the Covid-19 pandemic as they travel globally.”

In response to the pandemic, Flag States have needed to be agile and adapt their regulations and methods of operating, in order to keep shipping lines open and enable world trade to continue. In addition, they have put in place measures to support seafarers. In the case of Jamaica, where the circumstances warrant and there is mutual agreement between the owner and the seafarer the MAJ has not objected to the extension of Seafarer Employment Agreement (SEA) to facilitate continuity of trade.

However, the MAJ encourages owners, as soon as is possible, to make the necessary arrangements for seafarers to be safely repatriated at the end of their SEA. The Government also reopened its borders to enable controlled entry and transit of crew and has designated seafarers as essential workers under its 2020 Disaster Risk Management Order in June. Through the Maritime Authority of Jamaica, the country has implemented measures geared at supporting the repatriation of seafarers and crew changes in general. To date nearly 2,300 crew changes have been facilitated.

lobal logistics in 2020 was marked indelibly by the Covid-19 pandemic, resulting in considerable fluctuations in demand for industrial products and transport. At the Port of Gothenburg, container volumes for the year showed no sign of being affected by Covid-19. On the contrary, volumes have increased.

“2020 posed major challenges for everyone in and around the Port of Gothenburg and our flexibility and capacity to adapt have been put to the test. In the light of the prevailing conditions and in hindsight we did almost everything right. Each and every one of the terminal operators at the port should be congratulated,” said Elvir Dzanic, Gothenburg Port Authority chief executive.

As far back as 1 February measures were taken to keep the port open and free from disruption in these unprecedented times.

The focus was on meeting the new conditions generated by the pandemic and to do so rapidly and effectively.

“In the short term, our attention was focused on operational aspects, ensuring that we continued to be an asset for industry as we navigated our way through this difficult process. This was achieved in part by assuring access for industry to empty containers in times of shortage in many parts of the world. We also made sure interim storage capacity was available, and

we guaranteed full, uninterrupted functionality throughout the port,” said Elvir Dzanic.

CONTINUED INVESTMENT TO PROMOTE PROFITABILITY The long-term focus during the year has been on not allowing the port’s development plans to lose momentum. The port has a multi-year investment programme, which during 2020 included key milestones in the fairway deepening project – Skandia Gateway – and the establishment of the new Arendal 2 terminal. The Svea Terminal, a new rail-linked transshipment terminal, was also brought into operation.

During the latter half of the year the port embarked on a complete digital transformation with the aim of enhancing freight visibility.

“We strengthened our balance sheet during the year in various ways, including a reduction in future borrowing requirements.

This has allowed us to continue investing in climate initiatives, digitalisation, and other areas that are of value to the customer. These will in the future ensure freight can be transported even more efficiently and with greater consideration given to the environment,” said Elvir Dzanic.

CONTAINER VOLUMES ON THE INCREASE The Port of Gothenburg is the largest port in the Nordic region.

Some 30 per cent of Swedish foreign trade passes through the port, including half of all container traffic. And it was the container

segment that proved most successful in 2020. Container volumes at the port rose by almost one per cent, which is in stark contrast to the rest of the Swedish market, which fell by two per cent according to the latest available statistics.

OTHER SEGMENTS MORE CHALLENGING In other segments at the port, Covid-19 has had a more widereaching impact. The hardest hit was passenger traffic. Cruise operations were shut down almost immediately, which had obvious repercussions at the Port of Gothenburg. Ferry traffic was impacted significantly by travel restrictions, resulting in a substantial fall in passenger numbers.

In the energy segment, the year got off to a strong start with high volumes. The low price of crude oil during the spring meant that production could be increased, and stocks were replenished. The second half of the year was marked by a fall in demand for aviation fuel and other transport fuels as a result of Covid-19.

New car sales in Sweden fell by 18 per cent during the year and the global market generally followed the same pattern. Volumes at the Port of Gothenburg have declined by 15 per cent over the past 12 months, the biggest contributing factor being a production stoppage at Volvo Cars in the spring.

Although intra-European ro-ro traffic was affected by the pandemic, it entered 2021 optimistically following an upturn of 7 per cent in Q4 2020.

NEWS - BITS Port Of Long Beach Container Volumes Up 21.9% To 764,006 TEU In January 2021

The new year ushered in the busiest January on record at the Port of Long Beach, largely driven by the ongoing rise in online spending by consumers following stay-at-home orders during the COVID-19 pandemic, the company said in its media release.

Dockworkers and terminal operators moved 764,006 twenty-foot equivalent units in January, a 21.9% jump from the same month last year.

It was the first time the nation’s second-busiest seaport handled more than 700,000 TEUs in the month of January, surpassing the previous record set in January 2018 by 106,176 TEUs. Imports grew 17.5% to 364,255 TEUs, while exports climbed 7% to 116,254 TEUs. Empty containers headed back overseas increased 34.6% to 270,221 TEUs. “After the volatility with cargo volumes in 2020, we hope to see some stability and continued economic recovery over the next year as we remain focused on attracting business and building for the future,” said Mario Cordero, Executive Director of the Port of Long Beach. “We remain focused on the health and safety of our dockworkers as they continue to unload a record-breaking amount of cargo from a surge of container vessels calling at the Port.”

MSC Participates In Zero Carbon Meeting Led

By Prince Of Wales On 2 February, MSC and other shipping lines in the “Getting to Zero Coalition” joined His Royal Highness The Prince of Wales for a virtual roundtable discussion on how to accelerate decarbonisation in shipping, the company said in its release.

As a member of the coalition, MSC helps facilitate cross-sector knowledge sharing and collaboration building on top of its own efforts to reduce emissions from the fleet. The discussions considered how HRH The Prince of Wales’s Sustainable Markets Initiative could help support the shipping industry’s efforts to overcome barriers to decarbonisation.

The Getting to Zero Coalition is coordinated by the Global Maritime Forum and brings together a wide spectrum of more than 170 companies to collaborate on implementing the UN IMO’s goals to reduce greenhouse gas emissions from shipping. To accelerate the transition to a zero-carbon future, the coalition members are working together to try to introduce commercially viable zero emission deep sea vessels into the global fleet by 2030 – an ambition which is consistent with what MSC has been working towards in recent years. MSC has a long-standing commitment to invest in its fleet to improve energy efficiency and help reach the ultimate goal of a zero-carbon future.

Yang Ming To Take Delivery Of One More 11,000 TEU Ship Given the increased demand prior to Chinese New Year and THE Alliance’s service deployment, Yang Ming Marine Transport Corp. (Yang Ming) will take delivery of one more 11,000 TEU new chartered vessel ‘YM Target’ on February 5th. With the support from the ship owner, YM Target can be delivered and join Yang Ming’s global fleet nearly three months ahead of schedule. The vessel will be deployed to THE Alliance’s Trans-Pacific route PN3 and provide efficient delivery service between Asia and Pacific Northwest.

To further strengthen Yang Ming’s mid- to long-term operational efficiency, the company ordered a total of fourteen 11,000 TEU newbuildings through long-term charter agreements with ship owners. YM Target is the fourth to be delivered in the series. This type of vessels has a nominal capacity of 12,690 TEU and is equipped with 1,000 plugs for reefer containers. With a length of 332.2 meters, a width of 48.2 meters, a draft of 16 meters, these vessels are designed to cruise at a speed up to 23 knots. The containerships incorporate various environmental features including scrubbers, Water Ballast Treatment Plant and Alternative Marine Power system.

In addition, these vessels adopt the twin-island design to increase loading capacity and navigational visibility to ensure more efficiency and safety. The ship hull form optimization will further increase energy saving and reduce overall emissions. Furthermore, the ships are designed with shorter length and beam, which makes them easier to maneuver during berthing or departure.

The hull dimensions enable these ships to call at major ports across the world, pass through new Panama Canal with no restriction, and facilitate greater flexibility in vessel deployment.

2020 Worst Year for Air Cargo Demand Since Performance Monitoring Began in 1990: IATA Chennai

Port Wings News Network he International Air Transport Association (IATA) on 3 February released data for global air freight markets showing that demand for air cargo decreased by 10.6% in 2020, compared to 2019.

This was the largest drop in year-onyear demand since IATA started to monitor cargo performance in 1990, outpacing the 6% fall in global trade in goods.

Global demand in 2020, measured in cargo tonne-kilometers (CTKs*), was 10.6% below 2019 levels (-11.8% for international operations).

Global capacity, measured in available cargo tonnekilometers (ACTKs), shrank by 23.3% in 2020 ( 24.1% for international operations) compared to 2019. This was more than double the contraction in demand.

Due to the lack of available capacity, cargo load factors rose 7.7% in 2020. This contributed to increased yields and revenues, providing support to airlines and some longhaul passenger services in the face of collapsed passenger revenues.

Improvements towards yearend were demonstrated in December when global demand was 0.5% below previous-year levels (-2.3% for international operations). Global capacity was 17.7% below previousyear levels (‑20.6% for international operations). That is much deeper than the contraction in demand,

indicating the continuing and severe capacity crunch. With the stalling of the recovery in passenger markets, there is no end in sight for the capacity crunch.

Economic conditions are picking up as we move into 2021. The new export orders component of the manufacturing Purchasing Managers’ Index (PMI)¹ is in growth territory in both developed and emerging markets. And global industrial production has also recovered.

Alexandre de Juniac, IATA’s Director General and CEO, said, “Air cargo is surviving the crisis in better shape than the passenger side of the business. For many airlines, 2020 saw air cargo become a vital source of revenues, despite weakened demand.

But with much of the passenger fleet grounded, meeting demand without belly capacity continues to be an enormous challenge. And, as countries strengthen travel restrictions in the face of new coronavirus variants, it is difficult to see improvements in passenger demand or the capacity crunch. 2021 will be another tough year,” 2020 Regional Performance Strong variations were evident in the regional performance of air cargo in 2020. North American and African carriers reported an annual gain in demand in 2020 (+1.1% and +1.0%, respectively), while all other regions remained in negative territory compared to 2019.

International demand fell in all regions with the exception of Africa which posted a 1.9% increase in 2020 compared to the previous year.

Asia-Pacific airlines reported a decline in demand of 15.2% in 2020 compared to 2019 (-13.2% for international operations) and a fall in capacity of 27.4% (-26.2% for international operations).

In December airlines in the region posted a 3.9% decrease in international demand compared to the previous year. After a pause in recovery in Q3, demand is improving, driven by a rebound in manufacturing activity and export orders from China and South Korea.

International capacity remained constrained in December, down 25.1%.

North American carriers posted a 1.1% increase in demand in 2020 compared to 2019 (-5.2% for international operations) and a fall in capacity of 15.9% (-19.7%

for international operations). In December carriers in the region posted an increase of 3.1% in international demand. This was the strongest monthly performance since late 2018. Strong traffic on the Asia-North America routes, which was up 2.1% in 2020, contributed to the performance, driven by strong demand from North American consumers for goods manufactured in Asia. Capacity remained constrained, down 14.1% in December.

European carriers reported a 16.0% drop in demand in 2020 compared to 2019 (-16.2% for international operations) and a fall in capacity of 27.1% (-27.1% for international operations).

In December airlines posted a decrease in international demand of 5.6% compared to the previous year. After a pause in recovery in November, seasonally adjusted demand grew 7% month-on-month in December, the largest rise of all regions. However, new lockdowns and adverse economic conditions in the region risk the recovery. Lack of capacity remains a challenge, as international capacity decreased 19.4% in December.

Middle Eastern carriers reported a decline in demand of 9.5% in 2020 compared to 2019 (-9.5% for international operations) and a fall in capacity of 20.9% (-20.6% for international operations). After a slight slowdown in recovery in

November, carriers in the region performed well in December, posting a 2.3% increase in international demand. International capacity decreased by 18.2% in December, unchanged from November.

Latin American carriers reported a decline in demand of 21.3% in 2020 compared to 2019 (-20.3% for international operations) and a fall in capacity of 35% (-33.6% for international operations). In December international cargo volumes fell by 19.0% compared to the previous year. Air cargo recovery in the region has been affected by adverse economic conditions in markets such as Mexico, Argentina and Peru. Capacity remains highly constraint in the region. International capacity decreased in December by 36.7%, a steepening of the 30.4% fall in November.

African airlines saw demand grow by 1.0% in 2020 compared to 2019 (1.9% for international operations) and a fall in capacity of 17.3% (-15.8% for international operations). African airlines posted the strongest international growth of all regions in 2020 as well as in December. International demand in the month grew by 6.3% yearon-year. African airlines now have the same share of the global international cargo market as carriers from Latin America (2.4%).

International capacity decreased by 21.6% in December, a steepening of the 18.6% fall in November.

Dr Arnt Vespermann said: “We promised our customers that Hamburg Süd’s DNA would remain unchanged during the integration process, and that they would continue to enjoy the excellent service they are accustomed to from our teams at local level. We have kept that promise.”

Vespermann added: “A.P. Moller-Maersk’s multi-brand strategy has been established on the global markets. Going forward, we will place an even stronger focus on implementing this strategy and strengthening our Hamburg Süd brand in terms of customer relations, such as in our Key Account Management efforts.

Thus, now is the ideal time for me to relinquish the helm to Poul Hestbaek”.

Poul Hestbaek has been with the company since 2004 and is currently the Chief Commercial Officer (CCO) of Hamburg Süd.

The 59-year-old shipping-industry veteran has previously been responsible for the liner shipping company’s commercial business on several continents, including Latin America, Europe and Asia/Pacific.

Dr Arnt Vespermann joined Hamburg Süd in 1999 as the head of its Legal department and became the director of the tramp shipping subsidiary Rudolf A. Oetker KG in 2006.

He has been a member of Hamburg Süd’s Management Board since 2009 and the company’s CEO since late 2017.
