The Ministers reaffirmed their determination to take a lead in delivering a free, fair, inclusive, non-discriminatory, transparent, predictable and stable trade and investment environment and in

chain resilience in the Indo- Pacific, the Ministers shared their intention to work toward the launch of a new initiative to achieve the objective through cooperation. They instructed their officials to promptly work out

the details of the new initiative for its launch later this year. The Ministers noted the important role of business and academia in realizing the objective. The Ministers called for other countries in the region, which share the afore-mentioned views, to participate in the initiative.

Addressing the Trilateral meeting, Shri Piyush Goyal said that the initiative could not have come at a more opportune time in the post COVID scenario when there is a likelihood of rechurning of supply chains in the Indo-Pacific region and it is incumbent upon us to take the initiative. He said that in May 2020, Hon’ble Prime Minister of India had stressed that it is the need of the hour that India should play a big role in the supply chains.

Addressing the US-India Strategic Partnership Forum (USISPF) through a virtual conference on 1 September, Shri Goyal said that the two democracies share deep commitment with each other, at the Government, Business and people to people levels.

Goyal stated: "Both countries believe in free and fair trade, and the US is India’s largest trading partner.

He said that going beyond the trade, in this interconnected world, the two nations can be the resilient trusted partners in global value chain."

Shri Goyal outlined to the members of USISPF about the steps being undertaken in the country, to facilitate industry and investments.

help the investors in identifying the land and location. The Minister also mentioned about the single-window system for clearances, which is being developed in cooperation with various approving authorities and agencies at the Central, State and

Municipal levels. On the issue of trade agreement between the US and India, Shri Goyal said India is ready to sign initial limited trade package, and it is upto the US to move ahead.

Shri Goyal said that the road ahead has challenges but also a number of opportunities. He said that economic activity in the country had suffered due to pandemic but there have been indications of sharp revivals.

Talking about the amount of freight carried by the Indian railways, he said that it is 4% more in August 2020 than the corresponding period of 2019. The Bullwhip Effect

he ongoing COVID-19 pandemic has taken a serious toll on businesses across all industries, and supply chain companies including logistics and warehousing operations are no exception. In our closely connected world, events that take place in one location can have a ripple effect that is felt thousands of miles away. Nowhere is this truer than in the supply chain logistics industry, which consists of a global, interdependent network of raw materials suppliers, manufacturers, carriers, distributors, wholesalers, and retailers.

This network is set up in such a way that events that transpire at one point along the supply chain can have serious downstream repercussions throughout the rest of the supply chain also called bullwhip effect.

The bullwhip effect is a supply chain phenomenon describing how small fluctuations in demand at the retail level can cause progressively larger fluctuations in demand at the wholesale, distributor, manufacturer and raw material supplier levels. The Wall Street Journal describes the bullwhip effect is a phenomenon that occurs when companies significantly cut or add inventories. Economists call it a bullwhip because even small increases in demand can cause a big snap in the need for parts and materials further down the supply chain Also known as the whiplash effect or the Forrester effect, this concept is attributed to renowned computer engineer, systems scientist, and former MIT professor Jay Wright Forrester, who first wrote of it in his 1961 book Industrial Dynamics. The bullwhip effect can occur for any number of reasons, from price fluctuations caused by special discounts to a lack of communication between different links in the supply chain. We’ve recently seen how the implementation, whether real or anticipated, can create significant ramping up of inventories received from overseas. Natural disasters and global pandemics can also cause the bullwhip to “snap.”

Logistics providers are building giant cold-storage facilities, or “freezer farms,” and lining up equipment and transportation capacity as they gear up for the rapid delivery of millions of doses of potential coronavirus vaccines around the world.

Drugmakers have been racing against time to build supply chains for their coronavirus vaccine candidates, finding manufacturing sites and ordering specialized production equipment. As some drugs advance to final-stage clinical trials, logistics providers are making preparations to deliver them securely.

The distribution operation—taking drugs from far-flung manufacturing sites to medical teams via warehouses, cargo terminals, airports and final storage points, all in a matter of days—promises to be a logistics high-wire act with risks at every stage. Breakdowns in refrigeration equipment, transportation delays, broken packaging or other mishaps could leave many thousands of doses useless.

Shipping companies say they are preparing as much as they can while waiting for information from vaccine makers and the U.S. government about details such as how many vials they will need to handle, the dimensions of the vaccines’ packaging and the timing of the distribution. Drugmakers with vaccines in finalstage clinical trials expect their products to require strict temperature controls.

Logistics operators have been expanding their refrigeration and freezing capabilities in recent years, particularly as the health-care industry has grown and pharmaceutical transport has become a bigger business.

UPS is lining up rows of freezer units, packed together in what the company calls freezer farms, for vaccines requiring minus 80 degrees Celsius in Louisville, Ky., and Venlo in the Netherlands, near the delivery giant’s global air hubs. UPS said it was expecting certain vaccines to require minus 80 degrees, but the freezer units, which can each hold up to 48,000 vials of vaccines, can be dialed down to minus 85 degrees and up to minus 20 degrees if temperature requirements for vaccines change.

Each site can be used as a pit stop during distribution and to store vaccines that are awaiting emergency-use authorization from the Food and Drug Administration.

Some pharmaceutical companies plan to stockpile doses before drugs are authorized so that distribution can start as soon as they have the green light.

After taking delivery of frozen vaccine vials packaged in large trays, UPS expects to thaw them and then rearrange them in separate trays so that multiple smaller shipments can be sent on to their destinations. The freezer farms need to be designed so that UPS can quickly carry out this process without compromising the viability of vaccines.

Because of potential capacity constraints, DHL Global Forwarding is evaluating plans to transport vaccines through a combination of air and expedited ocean shipping, which the company has used to deliver personal protective equipment.

Distribution of a much-anticipated vaccine would be the equivalent of every iPhone, Galaxy and PlayStation launch all at the same time. Logistics operators Sample TEXT likely will have to adjust strategies after the initial launch of distribution, since vaccines would need to be continually delivered over time and new challenges may emerge.

In the case of the current COVID-19 outbreak, the panic buying and hoarding of essentials such as food, paper goods, and sanitary products have radically skewed demand patterns, making it difficult for vendors throughout the supply chain to generate accurate forecasts. In this sense, a supply chain is something like a series of dominoes - and without a logistics contingency plan in place, the whole supply chain can topple.

The diversification of supply chain is critical for managing the risks associated with supply of inputs including disciplining price volatility. The Minister said that the initiative also dwells on improving the competitiveness of sectors.

“For this, we may need to identify the manufacturing and services sectors which contribute most to the domestic value addition in the region. We support the need for specific activities listed for enhancing the resilience of the supply chains which include those related to promotion and facilitating trade and investment as well as diversification of production base.”

He said that the digitization of trade procedures is a very important step for facilitating trade and thereby maintaining resilience in supply chains. This was clearly exemplified during the COVID crisis when many of the regulatory agencies were not functioning physically. “It is

important that all of us maintain this momentum on facilitation through adoption of electronic documents, commensurate with our capacities,” he added.

In terms of participation by interested countries, Shri Goyal said that it is important that we look at countries with similar line of thinking in terms of being reliable and dependable suppliers for ensuring resiliency in the supply chains of the region. Some of the other key parameters that could be looked at are the market oriented policies, demography, growth potential, fiscal state of play including existing debt burdens and geo-political strategy.

Describing Australia, India and Japan as crucial players in the region, Shri Goyal said that during 2019, the cumulative GDP was $ 9.3 trillion while cumulative merchandise goods and services trade were $ 2.7 trillion and $0.9 trillion respectively. “With such a strong baseline, it is important that we use this opportunity to work towards enhancing the share of our trade and investment in the region”, the Minister said.

Stressing on the need to expand trade between these countries, Shri Goyal however pointed out that with Japan, it is seen that in many specific products, despite our global exports

and Japanese global imports being high with zero preferential tariffs, the procurement from India was limited.

This cuts across many sectors such as steel, marine products, processed agriculture, agro-chemicals, plastics, carpets, clothing, footwear etc. He expressed the hope that the proposed initiative must clearly try to bridge this and work towards enhancing mutual trade.

Talking about India’s economic expansion being now premised on the policy of being Atmanirbhar or self- reliant, Shri Goyal said that the policy seeks to make India economically stronger with enhanced capacities ensuring resiliency of supply chains. He said that India, in its tradition of treating the world as a family, played a crucial role during the COVID crisis with the export measures for supply of critical medical products put in place only to ensure equitable distribution. “All these measures indicate our credibility and reliability as a partner and I am sure this is an important parameter as we venture into this new initiative for ensuring resiliency of supply chains. Transparency and trust have to be the hallmark of our initiative if we seek to expand its footprint.

According to a media statement, under the new setup, the Safmarine brand will be integrated into Maersk to enhance customers’ access to the global integrated offering.

Robot Ships Leave Autonomous Cars In Their Wake Chennai

Port Wings News Network our hundred years after the trans-Atlantic crossing of the Mayflower, a ship of the same name will retrace its historic voyage.

But while the original Mayflower bore 102 passengers to Plymouth Rock, this one will ply the seas for about two weeks next spring with no living souls aboard, according to a report in Wall Street Journal.

Promare, a U.K. ocean-research nonprofit, in partnership with International Business Machines Corp., will unveil this new, fully autonomous Mayflower on Sept.

16 in Portsmouth, the same seaside English town from which its namesake set sail in 1620.

The symbolism of sending a crewless, autonomous ship across an ocean in 2021—as automation accelerates the economic divide among American workers—might be a little on the nose, but its creators insist autonomous ships aren’t about replacing people. Instead, this technology is intended to serve where crewed voyages are deemed too expensive—or too risky.

PRESSING NEED FOR OCEANOGRAPHIC DATA, SCIENTIFIC RESEARCH This is a common refrain among firms building autonomous ships: For the 70% of the Earth’s surface covered by water, there are far too few humans and vessels, despite a pressing need for oceanographic data, scientific research, naval patrols and new means of transporting goods. This is in contrast to the situation on our roads, or even in our skies. Yet as with autonomous cars and aerial drones, launching an autonomous ship depends as much on risk tolerance as it does technical barriers.

Humans Need Not Apply Our oceans, even our inland waterways, are a vastly underutilized asset, these pioneers of robot ships argue. We could utilize them more, and do so in ways that are cleaner and more efficient, if we could borrow from the way we’ve successfully used robots to explore other places that were relatively free of obstacles, like outer space.

After all, ships that don’t have to protect humans from a harsh marine environment don’t need pilothouses, bunks, flat decks—or bathrooms.

“If you have a toilet on a ship, you need water on the ship. You can’t put your s— into New York Harbor, and you have to take it into some sort of container and then, in port, suck it out,” says Antoon Van Coillie, CEO of Belgian barge transportation company Zulu Associates. “So a toilet on a ship is a very expensive piece of equipment.”

Mr. Van Coillie’s company, which uses crewed vessels to move shipping containers on inland rivers and canals, is exploring autonomy.

He says it would make the business cost-competitive with trucking, especially in markets where congestion on roads is an issue.

ELIMINATING HUMANS FROM VESSELS For U.K.-based Sea-Kit International, eliminating humans on its vessel means it can do with a 12-meter-long ship what would normally require a crewed one 60 meters long. The difference in size means a drastic reduction in fuel consumption: Sea-Kit’s vessel consumes roughly 1/100th of a comparable crewed one.

The three-year-old startup, winner of the 2019 Shell Ocean Discovery XPrize, will soon deliver two vessels for underwater surveys.

They’re not fully autonomous, since they’re monitored remotely by a human, but they operate without a crew aboard and can navigate independently from one waypoint to another.

AUTONOMOUS SHIP TECHNOLOGY Two Norwegian companies, Kongsberg Maritime and Massterly, just unveiled a partnership with grocery distributor ASKO to deliver fully electric, minimally crewed barges in 2022. The barges will transport trailers full of goods across the Oslo fjord, in order to reduce emissions from truck transportation.

Autonomous technology on board will be implemented in stages, and monitored for safety and performance by the Norwegian Maritime Authority. Kongsberg already offers small autonomous surface vessels to fishing fleets, and partially autonomous technology used on ferries.

Much autonomous ship technology was born of military contracts. L3Harris has been producing autonomous ships for more than a decade for many of the world’s navies. Unarmed and relatively small, these vessels are meant for cartography, mine detection and target practice. The U.S. Defense Advanced Research Projects Agency launched a fully autonomous sub hunter in 2016, which it transferred to the U.S. Navy in 2018. Its successor, Sea Hunter II, is slated to launch by the end of the year, and its lead contractor is Leidos.

High-Seas Adventure In many ways, autonomy is much easier on the ocean than on land.

“You have a larger area to operate, and there’s a lot less opportunity to collide with other vehicles or pedestrians,” says Neil Tinmouth, chief operating officer of Sea-Kit. But as anyone who watches the Discovery Channel knows, the ocean is not to be trifled with.

“Yes, the ocean is a vast expanse of nothing,” says Don Scott, chief technology officer of Marine AI, which is building the autonomous Mayflower. “But it’s an incredibly dynamic expanse of nothingness.”

That dynamism most often manifests as storms, and the North Atlantic is notorious for them, one reason the Mayflower team is waiting until spring to launch.

The Mayflower is programmed to handle storms as well as it can.

Experienced mariners helped inform how it will behave in rough seas, and experienced shipbuilders constructed its hull.

But no nonmilitary surface ship of its size has ever attempted an unmanned trans-Atlantic crossing.

And shipping remains a dangerous profession, even for crewed vessels.

In 2019, 41 large ships were lost.

Ships of every size succumb to a variety of threats, from fires to rogue waves. Since the Mayflower will spend periods of its voyage with no connection to shore—in some spots in the Atlantic, even satellite internet can be unreliable—it could vanish without a trace on its maiden voyage.

Weather aside, one of the biggest hazards is other ships. When piloted by humans, ships obey an explicit set of regulations handed down by the International Maritime Organization, intended to keep them from colliding with one another.

As a result, any AI that’s intended to steer a ship in international waters must not only obey these regulations, but must also be able to explain what decisions it is making and why, says Andy Stanford Clark, chief technology officer for IBM in the U.K. and Ireland, and one of the engineers helping to build the Mayflower’s “AI Captain.”

Some of its software is repurposed from the financial-services industry.

Those businesses must also obey regulations and, for accountability, carefully record decisions made by humans or machines. Just as a bank’s software must be able to show precisely why it denied a creditcard transaction, the Mayflower must follow an elaborate decision tree when deciding whether to pass another ship or give way to avoid a collision.

Engineers at Promare trained the ship’s computer-vision system on millions of images of ships, buoys, floating debris and the like, in hopes it will recognize what it encounters and act accordingly.

When compared with autonomous cars, ships have the advantage of not having to make split-second decisions in order to avoid catastrophe. The open ocean is also free of jaywalking pedestrians, stoplights and lane boundaries. That said, robot ships share some of the problems that have bedeviled autonomous vehicles on land, namely, that they’re bad at anticipating what humans will do, and have limited ability to communicate with them.

AUTOMATED IDENTIFICATION SYSTEM While shipping has adopted technology like the Automated Identification System, much of the communication between ports and ships is still carried out through voice communication over radio. And the conditions in and around ports can be crowded and treacherous.

“Technically, it’s not possible yet to make an autonomous ship that operates safely and efficiently in crowded areas and in port areas,”

says Rudy Negenborn, a professor at TU Delft who researches and designs systems for autonomous shipping.

Makers of autonomous ships handle these problems by giving humans remote control. But what happens when the connection is lost? Satisfactory solutions to these problems have yet to arrive, adds Dr. Negenborn.

A WHOLE NEW WORLD The economics of robo-shipping don’t make as much sense when dealing with those leviathans of the open ocean, container ships and tankers. These vessels already carry tens or even hundreds of millions of dollars worth of cargo, with crews as small as a dozen sailors.

50 years of Hapag-Lloyd AG Chennai

Port Wings News Network n September, Hapag-Lloyd AG is celebrating the 50th anniversary of the merger of Hapag and North German Lloyd. Their joint entrance into the container shipping business was the decisive step on the path to this merger. In doing so, the two shipping companies put an end to a relationship marked by both competition and cooperation that stretched back more than a century.

In May 1966, when a ship carrying 255 examples of a new type of steel box on board sailed into a European port, it heralded a revolution in the shipping industry.

Hapag and North German Lloyd initially reacted by jointly founding a subsidiary, Hapag-Lloyd Container Linien GmbH, and commissioning the construction of four container ships. In autumn 1968, the “Weser Express” and the “Elbe Express”, each with a capacity of 736 standard container units (TEU), inaugurated the first European fully containerized service over the Atlantic to New York.

Container ships quickly supplanted conventional vessels and entire fleets had to be replaced,

requiring investments too huge for a single shipping company to shoulder alone. Two years later, Germany’s two largest shipping companies – Hapag and North German Lloyd – combined to form Hapag-Lloyd AG. Fifty years after the merger, Hapag-Lloyd is among the leading players in the industry. From a shipping company that owned just four container ships at the beginning of the 1970s, it has now grown to be a company with around 240 ships and 120 liner services worldwide.

Transporting roughly 12 million containers per year, Hapag-Lloyd is keeping the motor of the global economy in motion – 24 hours a day, on waters across the world.

Rolf Habben Jansen, Chief Executive Officer of the Board of Hapag-Lloyd AG, said, "Today, we rank among the largest container shipping lines worldwide. The triumphal march of the container, which the higher-ups at North German Lloyd and Hapag already predicted back in 1970, is still unstoppable.

About one in every 10 containers transported on the seven seas today is on a Hapag-Lloyd vessel."

"One of the important elements that led to concluding the agreement and the de facto commencement of pilot implementations of new Internet of Things systems at the port in Gdansk are the activities launched by the Office of the Marshal of the Pomorskie Voivodeship (UMWP).

During the competitive selection of Pomorskie Smart Specialisations (ISP), in 2013 the UMWP launched an active entrepreneurial discovery process, involving the cooperation of various partners from the region, representatives from the world of business and science, business environment institutions and non-governmental organisations, including ZPMG S.A. and the Faculty of Electronics, Telecommunications and Informatics (ETI) at Gdansk University of Technology (GUT)," says dr hab. in¿. Lukasz Kulas, associate professor at GUT. The planned implementations assume the provision of a number of loT solutions at a high level of technological readiness, the creation of solutions based on data processing, using artificial intelligence (AI) mechanisms, and also the development of safe and reliable solutions for industry, with particular emphasis on wireless communication and cyber resilience.

It is also about the creation of an appropriate technological structure with particular focus on wireless communication and cyber resilience, as well as that of a technological structure to allow the development of component-based IoT/AI systems.

"By analysing the data collected by devices of Gdansk University of Technology, and reviewing the resulting multi-level analytical reports prepared by GUT scientists, we will be better able

to manage our assets. Optimising the operation and use of the machinery and equipment involved in cargo handling will ultimately translate into the improved market attractiveness and competitiveness of the entities carrying out such handling operations. Concepts such as the Internet of Things, Digital Twin and Condition-Based Maintenance (CBM) are an integral part of Industry 4.0. The fact that for several years machines have been able to talk to each other digitally and transmit operational data now bring us to a reality only previously known from SF books and stories.

Having current information on typical traffic routes for wheeled equipment within a given reloading area, as well as data on the use of different equipment on a daily, weekly or monthly basis, should help in assessing the purchasing strategies or maintenance costs. Such data resources also bring a number of benefits for those managing the task allocation of equipment resources. Also we cannot ignore the safety aspects, insurance costs or the benefits of predicting and preventing equipment failures based on the readings of sensors that measure the operating parameters of individual devices," adds Slawomir Michalewski, Vice President of the Port of Gdansk Authority.

The proposed concept fits squarely within the current trends in building the advantages of port areas through the use of digital technologies.

"One of the key advantages of Gdansk University of Technology, especially in the context of its recently-obtained status of National Research University, is the proximity to the sea and key Polish entities that have established lasting ties with the maritime economy. After nearly two years of preparations and close work with employees of ZPMG S.A., we have managed to include the area of the Port of Gdansk into one of the largest European IoT projects, i.e. "InSecTT" (Intelligent Secure Trustable Things), which will allow us to finance our previous plans," notes prof. dr hab. in¿. Piyush Goyal Holds Virtual Meeting With Industry Ministers of States and UT Administrators To Promote Industrial Activity and Investment New Delhi Port Wings News Network ommerce and Industry Minister Shri Piyush Goyal on 27 August 2020 held virtual meeting with the industry ministers of states, UT administrators and senior officers of the central and State Governments. The issues of pushing industrial manufacturing in the country, attracting investments, pushing the approach of ‘One District One Product’ (ODOP), and promoting a National Movement Towards ‘AatmaNirbhar Bharat’ were discussed in the meeting.

TRANSPARENT MECHANISM OF LAND IDENTIFICATION AND PROCUREMENT Shri Piyush Goyal e-launched the National GIS-enabled Land Bank system (https:// iis.ncog.gov.in/parks). The system is being developed by integration of Industrial Information System (IIS) with State GIS Systems. Project was launched for 6 states.

Launching the system, Shri Goyal expressed the confidence that other States/UTs will be onboarded by Dec 2020. He said that this is a prototype only and will be developed further with inputs from states, to make it an effective, transparent mechanism of land identification and procurement.

IIS portal is a GIS-enabled database of industrial areas/clusters across the states.

More than 3,300industrial parks across 31 States/UTs covering about 475,000 hectare land have been mapped on the System.

Information available includes forest, drainage; raw material heat maps (agricultural, horticulture, mineral layers); multiple layers of connectivity. National GIS-enabled Land. The IIS adopts a committed approach towards resource optimization, industrial upgradation and sustainability. The initiative is being supported by Invest India, National Center of Geo-Informatics (NCoG), National e-Governance Division (NeGD), Ministry of Electronics & Information Technology and Bhaskaracharya Institute for Space Applications and Geo-Informatics (BISAG).

THE SPIRIT OF ‘TEAM INDIA’ In his address, Shri Goyal called upon the states to collectively work in the spirit of ‘Team India’ to enhance industrial activity in the country, attract investment and provide a better life to 1.3 billion people of India, and better prospects for the coming generations.

He said that Aatamnirbhar Bharat, a self-reliant country has to increase engagement with the world, from the position of confidence and strength. India has to achieve the target of 5 trillion dollar economy in five years. For this, manufacturing has to play an important role, which can provide employment and value addition, he added.

AATAMNIRBHAR BHARAT AND BOOST Shri Goyal called upon the states to adopt the Public Procurement Policy-Make in India Order issued by the Centre. He said that it is an effective tool to achieve Aatamnirbhar Bharat and boost local manufacturing. Under this, No Global Tender Enquiry is permitted for procurements less than Rs.200 crores.

Bidders with beneficial ownership /belonging to countries sharing land border with India, will be able to participate in Government procurements only after a mandatory registration, based on clearances given by MEA, MHA &Procuring Ministries.

Countries where Indian companies face restrictive trade practices, invocation of the reciprocity clause may be invoked. The Minister asked the states to appoint a senior officer who can facilitate its quick adoption.

DEVELOPING A SINGLE-WINDOW SYSTEM The Minister also stressed on developing a single-window system, which could be Onestop digital platform to obtain all requisite central and state clearances/approvals, required to start business operations in India.

This could eliminate the need for investors to visit multiple platforms/offices to gather information and obtain clearances from different stakeholders. It could leverage capabilities of existing systems and provide time-bound approvals and real-time status update to investors. Shri Goyal said that there could be a single application form which could entail Single-time upload of all relevant information & documents. He said that even the local bodies should also be involved in this system, and a notion of Deemed approval can be adopted to make the system effective.

Stating that the Window could be the showpiece of our cooperative, collaborative federalism, he called upon all the states to join hands with the DPIIT. FUEL ECONOMIC GROWTH AND GENERATE EMPLOYMENT On the approach of ‘One District One Product’ (ODOP), Shri Goyal said that this could help in making India a Manufacturing Powerhouse. He said that every district has some specialty, strengths or uniqueness, and ODOP could be a transformational step forward realizing the true potential of a district, fuel economic growth and generate employment and rural entrepreneurship. The approach seeks to add existing industrial capacity beyond the urban areas and create productive manufacturing from a rural/semi urban area.

LOW VALUE ADDITION MANUFACTURING CLUSTER IN RURAL INDIA Shri Goyal said that the future manufacturing clusters may also have low value addition manufacturing cluster in rural India. Calling for scaling it up as a national movement, he assured the Centre’s help in packaging, branding and global marketing of such products. The Minister said that states should identify products with a market potential for import substitution and export accentuation, and establish forward and backward market linkage channels. On the issue of Districts as Export Hubs, the Minister said that States/UTs have been requested to identify products unique to each district, and requested them to integrate with their district level exports strategies which feed into the State level export strategies.

VOCAL FOR LOCAL Referring to the Hon’ble Prime Minister’s Independence Day Announcement on Vocal for Local, Shri Goyal said thatpublic procurement from domestic manufacturers is being encouraged through Government e Marketplace (GeM),which has made it mandatory for sellers to enter the Country of Origin while registering all new products on GeM. GeM has enabled a provision for indication of the percentage of local content for all products in the marketplace. He said that local products not only have to be promoted domestically but also at the global level. He said that for Make in India for the World, District and cluster level export strategy will benefit artisans and small and micro scale

producers thereby integrating them directly with global supply chains.

IMPLEMENTATION OF AGRI EXPORT POLICY On the expectations from State Governments for implementation of Agri Export Policy, Shri Goyal said that only 14 States have finalised Action Plans, and he called upon others to

finalize theirs expeditiously. The states were requested to designate Nodal Agencies & Nodal Officers for the purpose, and also set up State Level Monitoring Committees.

On the issue of Value Addition in Exports, Shri Goyal said that India’s exports bucket presently has a large share of primary products (Iron ore, minerals, etc.) and low value addition products. He stressed on the need for the States to incentivize value addition activity in not only Agri but also industrial products with PLI incentives to bring a large scale economies of scale.

INSTITUTIONAL MECHANISMS TO FAST-TRACK INVESTMENTS Referring to the institutional mechanisms to fast-track investments in the country, Shri Goyal said that Empowered Group of Secretaries (E-GoS) and Project Development Cells (PDCs) in various Ministries have been set up at the Centre. He asked the states to evolve their own mechanism on the similar lines.

On the issue of regulatory burden at the State-level, Shri Goyal said that Regulatory compliance burden has an adverse effect on time and cost of business. It also leads to increase in corruption and promotes rent seeking behavior. Calling upon the Complete Review of Acts/Rules for identifying all Licenses, Certificates, Permissions; Inspections; Return filings; Registers and Records and minimize regulatory compliance, Shri Goyal said that simplification of procedures will help in attracting investments from abroad and also lead to Ease of doing Business for the domestic investors.

The Minister of State in the Ministry of commerce and Industry Shri Som Parkash said that states have to play an important role in making India a manufacturing hub and attract investment. He called upon them to identify products in each district which can then be promoted.

The state ministers, in the meeting, narrated their experiences, perceptions, achievements, requirements and suggestions, some of which were duly acknowledged and appreciated

by Shri Goyal in his concluding remarks. A detailed presentation by the Officers of DPIIT was made, covering various subjects, during the meeting.

NHAI To Undertake Rating Of Concessionaires, Contractors And Consultants New Delhi Port Wings News Network o establish a transparent and comprehensive ‘Performance Rating’ System for its Consultants, Contractors and Concessionaires, NHAI has developed a ‘Vendor Performance Evaluation System’.

According a statement by NHAI, the portal based objective assessment of vendors’ has been initiated to track the performance of the vendors for various NHAI projects.

The Portal is available on the NHAI website under ‘Vendor Performance Evaluation System’. Under this portal, NHAI has said, the vendors are required to conduct a self-assessment and upload the documents related to the project activities being executed by them, on the portal. The submissions are reviewed at multiple levels by NHAI, based on which a vendor's rating is generated.

The portal contains provision for rating the projects according to the mode of implementation and status of completion under BOT (Toll), BOT (Annuity), HAM, EPC works and for Authority’s Engineer, Independent Engineer and DPR Consultants.

To ensure that the evaluation is done in the most objective and balanced way, the vendor rating generated post multi-level reviews, shall be shared with the vendor. The vendor will also be given an opportunity to appeal against the generated rating.

As on date, vendors have filled data for 853 projects (519 Consultants and 334 Contractors) which are under review at different stages.

The vendors who fail to upload the requisite documents on the portal shall not be allowed to participate in the bids of NHAI. "Suitable amendments in bidding documents are being incorporated to make rating of vendors as one of the qualification criteria for awarding new projects," NHAI

statement said. This rating system will increase the accountability of vendors thereby improving the quality

of highways.

FASTAG MADE MANDATORY FOR AVAILING ALL DISCOUNTS ON THE NATIONAL HIGHWAYS FEE PLAZAS Ministry of Road Transport and Highways has made the use of FASTag mandatory for availing return journey discount or any other exemptions on Toll Fee Plazas. Users who wish to claim a discount for making return journey within 24 hours or any other local exemptions, shall be required to have a valid functional FASTag on the vehicle. A Gazette notification no. 534 E dated 24th August, 2020 to amend the National Highways Fee (Determination of Rates and Collection) Rules, 2008 has been notified in this respect.

This is another step towards promoting the use of digital payments on Fee Plazas of NHs. The fee payable towards such discounts shall be paid through pre-paid instruments, smart card or through FASTag or on board unit (transponder) or any other such device only.

The amendments to the Rules would enable- i. For discount on return journey within 24 hours, it would be through FASTag or such other device and automatic and no requirement for a pass; ii. For discounts on all other cases, having a valid FASTag is made necessary.

The amendment would also enable that in cases where there is a discount available for a return journey within 24 hours, there is no need for a prior receipt or intimation and the citizen would get the discount automatically if return journey is made within 24 hours with a valid and a functional FASTag on the vehicle.

Port Sector Witnessing Early Signs of Recovery: ICRA New delhi Port Wings News Network he port sector is witnessing early signs of recovery and the rate of cargo decline at major and non-major ports decelerated in July, rating agency ICRA said on Tuesday, reports ET. The Indian port sector witnessed sharp contraction during the first quarter of 2021 due to the impact of COVID-19 pandemic and containment measures adopted by the government, it said.

"While the major ports witnessed 20 per cent decline in the first quarter of 2021, the non-major ports declined 24 per cent during the same period. However, in the month of July 2020, the rate of cargo decline decelerated with major ports witnessing year-on-year decline of 13 per cent and non-major ports witnessing sharper improvement with decline of just 4 per cent," ICRA NSE 0.94 % said in a statement.

As per the ratings agency, the 2021 outlook for the port sector remains negative and although there are early signs of recovery as witnessed by trends in July, the sustainability remains to be seen.

Sai Krishna, Assistant Vice President and Associate-Head, ICRA added: "The contraction in port cargo was driven by sharp fall in POL and coal volumes, due to decline

in domestic demand and economic activity, while container segment was also impacted by subdued exim trade.'

With the easing of containment measures and improved demand for petroleum products and power, the POL and coal segment should witness recovery, he said and added, however, the recovery in segments like containers may be more prolonged due to dependence on both domestic economic activity and global demand trends.

"ICRA reiterates its expectation that while general cargo throughout may witness 6-8 per cent contraction for full year 2020-21, the container segment may witness a decline of 12-15 per cent during the same period," he said.

Commenting on the credit outlook, K Ravichandran, Senior VP and Group Head, ICRA Ratings, mentioned: "The credit profile of port sector players, especially the companies which have incurred large debt funded capex or have commenced operations recently, is likely to remain under pressure in the near to medium term."

However, for the majority of ICRA rated entities in the port sector, the credit profile is expected to remain stable due to strong sponsors, high financial flexibility and comfortable coverage metrics enjoyed by them, he added.

Panama Can be India’s Gateway to American Continent: Ambassador Alvarez Mumbai

Port Wings News Network ndian businesses have potential to benefit from Panama’s USD 22 billion trade by setting up distribution centers and organising expos in a number of sectors of mutual cooperation, Mr. Arturo L. Fabrega Alvarez, Ambassador, Embassy of Panama in India, has said.

Addressing a meeting jointly organised by All India Association of Industries (AIAI) and MVIRDC World Trade Center Mumbai in WTC Mumbai, Alvarez said: "In order to achieve this, India must work together with Panama in building a business platform providing basic information of companies, industry associations, chambers of commerce and trade bodies to tap the huge opportunity in IT, pharmaceuticals, shipping and logistics and banking and finance. This platform will serve as a one-stop shop for Indian businesses exploring markets in Panama, thereby enabling ease of doing business."

Alvarez further added that the proposed business platform will provide all necessary information in starting a business, accessing markets, searching individual buyers/ sellers, etc. Within six months of thorough investigation in understanding the markets and after performing due diligence in individual/ company, the Indian business could proceed in visiting Panama to establish the business physically. This business platform can be promoted across the Americas, Latin-American Caribbean region, so Indian businesses could further reach out to these markets as well.

Elaborating on organising expos, Mr. Alvarez suggested that India must organise exhibitions from time-to-time in Panama to promote areas of cooperation such as port development, port-related services, infrastructure building and modernization and megaengineering projects. In order to

achieve this, mutual agreements can be drawn up to execute organisation of these expos.

Speaking on the distribution centers, Mr. Alvarez said that the distribution centers would enable quicker and faster access to markets in and around Panama. 20 percent of consumer goods sellers in these markets sell to supermarkets

while 80 percent sell to smaller markets transacting through cash.

Additionally, 30 percent large companies in Panama buy full cargo containers while 70 percent small companies buy from smaller ones, the latter fulfilling USD 22 billion of trade that takes place from Panama.

The ambassador suggested Indian companies to take advantage of setting up their business in Panama’s free zones namely Colon Free Zone and Panama Pacifico Area. These zones offer tax exemptions in indirect taxes, import and export duties, corporate taxes, 100% exemption from all national and provincial taxes, option of using lease back system to name a few. However, it should be noted that free zones only cater to wholesale trade. Additionally, the ambassador remarked that follow up on delegation visits was necessary for successful joint venture collaborations to take place which was found lacking.

Mr. Kamal Morarka, Chairman, MVIRDC World Trade Center Mumbai said, “Panama has a stable economy with a regulatory framework that safeguards foreign investments. It is an excellent

multimodal logistics hub providing state-of-the art global connectivity to foreign companies established in its free zones.”

Mr. Morarka expressed that the Panama Canal, a key checkpoint of world trade, linking Atlantic and Pacific oceans actually connects North-South of the waterways rather than the commonly believed East-East.

Earlier in the welcome address, Mr. Vijay Kalantri, President, All India Association of Industries said, “Panama is a gateway for Indian companies to Americas as it has signed free trade agreements with USA, Canada and several American countries.

There is tremendous opportunity for India’s bilateral trade to cross USD 1 billion in the next one year from its present USD 314 million. This can be achieved by identifying focus sectors. Currently India exports automobiles, apparel, pharmaceuticals, footwear and imports wood, ores, slags and ash, iron and steel, articles of aluminum, etc.”

Mr. Kalantri suggested Panama companies to avail of incentives under the Make in India initiative and explore the opportunities in the country. On behalf of AIAI and WTC Mumbai, Mr. Kalantri assured to facilitate the increase in the number of joint business meetings between India and Panama to increase the bilateral trade.

NEWS - BITS VoltH2 Signs Cooperation Agreement With North Sea Port For Development Of Green Hydrogen Plant VoltH2 is preparing to build a green hydrogen plant in North Sea Port. To this end, it has signed a cooperation agreement for its construction in Vlissingen, North Sea Port says in a press release.

VoltH2 B.V. has signed a cooperation agreement in preparation of a long-term concession contract with North Sea Port for an industrial plot covering 27,950 m2 in Vlissingen. The company has started planning and developing the construction of a green hydrogen plant with storage, refuelling and distribution facilities. The agreement also provides for the possible construction of a pipeline to a tanker transfer point.

VoltH2 envisages the construction of a 25 MW electrolysis unit using proven, commercially available technology. The plant will produce up to 3.6 million kg (3,600 tonnes) of green hydrogen annually. By integrating hydrogen storage, local filling stations can also be supplied, thus contributing to increased sustainability for North Sea Port. The design of the green hydrogen plant will allow for an expansion of up to 100 MW with a potential production of 14.4 million kg (14,400 tonnes) of green hydrogen per year.

The site is accessible by road, rail and waterway for the supply and distribution of green hydrogen in the wider area or to the gas network. The investment for the first phase is budgeted at €35 million, subsequently rising to more than €100 million.

Cruise Ship Mustai Karim Moored At Angliyskaya Embankment In Saint-Petersburg

Vodohod has scheduled three river-sea cruises from Rostov-on-Don to the ports of the Azov and Black Sea between September 25 and October 15 The Mustai Karim, cruise ship of Project PV300 built by Krasnoye Sormovo shipyard for Vodohod, passed the bridges of the Neva river in Saint-Petersburg at the night of August 28/29 and moored in the city center at the Angliyskaya embankment, say Marine Engineering Bureau, the ship designer. The ship is carrying 212 passengers and 134 crewmembers and personnel.

Marine Engineering Bureau was developing the PV300 design in 20102015 for the Federal Agency for Maritime and River Transport of Russia within the framework of the Federal Target Program. "Development of Civil Marine Engineering for 2009-2016" (State Customer/Program Coordinator - Ministry of Industry and Trade).

The river cruises operator has scheduled for the period of September 25 — October 15 three river-sea cruises from Rostov-on-Don to the ports of the Azov and Black Sea on the Rostov-on-Don-Yeisk- Temryuk-Novorossiysk / AbrauDyurso-Taganrog-Rostov-on-Don itinerary.

The modern vessel has been built under the tripartite contract signed by USC, Mashpromleasing (earlier known as Goznak-Leasing) and shipping company Vodohod. The cruise ship was laid down in spring 2017 and launched in September 2019.

Virgin Atlantic Cargo Set To Launch New Services Equinor Completes World’s First Logistics To Pakistan From London And Manchester Operation With a Drone To an Offshore Installation Chennai

Port Wings News Network drone flew a 3D-printed part for the lifeboat system from the Mongstad base to the Troll A platform in the North Sea. The operation was completed efficiently and according to plan.

“Development is rapid, and we

see a huge potential within drone technology that could transform the way we operate, both under and above the sea surface. Equinor aims to lead the way in utilising new technology on the Norwegian continental shelf,” says Arne Sigve Nylund, Equinor’s executive vice president for Development and Production Norway.

“Drones could reinforce safety, boost production efficiency and contribute to lower CO2 emissions from Norwegian oil and gas. Drones will also play a role as we shape new energy solutions on the Norwegian shelf,” Nylund continues.

The flight spanning around 80 kilometres to the Troll field took about one hour, at an altitude of approx. 5000 feet. The flight was a test, the world’s first of its kind,

where an actual freight operation was conducted over a lengthy distance to an operating offshore installation.

The drone was a Camcopter s-100 model, manufactured by Schiebel.

This type of drone has been thoroughly tested and has logged around 70,000 flying hours from other types of operations within the defence and coast guard services. The drone is more than four metres long and weighs in excess of 100 kilograms. It has a cruising speed of more than 150 km/h and it can carry cargo weighing up to 50 kg.

The operator of the drone is the Sandnes-based company Nordic Unmanned, a leader in drone services in Europe.

Equinor and the drone operator have enjoyed good cooperation with the Civil Aviation Authority, Avinor Air Navigation Services and the Norwegian Communications Authority in completing this groundbreaking transport operation.

“Over the longer term, we expect to see new infrastructure for logistics and support operations, which can reinforce what we already have within vessels and helicopters,” says Alena Korbovà Pedersen, who heads the work on developing logistics solutions in Equinor.

“If we are to develop the logistics solutions of the future on the Norwegian shelf, where drones could play an important role, we must cooperate across all of the industry’s players; operating companies, suppliers, the authorities and the trade union and safety

interests,” Pedersen continues.

In addition to conducting logistics operations, airborne drones can also be used for inspections and observations of the technical condition of our offshore installations and onshore facilities.

They have extremely advanced camera equipment and can be used in search and rescue operations, for example to locate people who have fallen into the sea, or for early detection of pollution on the sea.

These abilities were also tested during yesterday’s flight.

Drones will also play a role in new energy solutions on the NCS. Drones can inspect wind turbines, deploy equipment to be used by personnel performing maintenance and repairs, and they can deliver critical parts, fast. Using drones will also enable us to avoid some vessel lifts that can be both more costly and leave a greater environmental footprint.

The fact that we chose a 3D printed part for our first drone transport offshore was a very natural choice. 3D printing is another rapidly growing technology that will transform the way we work.

The part we transported was a diesel nozzle holder – a critical component in the lifeboats on Troll A. The part is no longer manufactured and is difficult to obtain. Therefore, the part was re-designed and modelled in 3D before an advanced metal 3D printer produced a replica in a sturdy, industrial alloy, Inconel 718. The part was manufactured quickly, and was delivered safely and efficiently to Troll A, Norway’s largest gas producer.

DNV GL’s Remote In-Water Ship Surveys Using ROV Mark A World First Chennai

Port Wings News Network he world’s first in-water remote ship surveys using a remotely operated vehicle (ROV) have been completed by leading classification society, DNV GL. In-water bottom surveys using ROVs have now been carried out on three separate Wilson ASAmanaged vessels with the first having been completed on the Wilson Fedje in December 2019 by a surveyor from Høvik.

The latest in-water survey of this kind was performed earlier in July on another ASA Wilson-managed vessel in Bergen, Norway. Elias Triantafyllidis, the remote surveyor, attended the survey from the DNV GL DATE (Direct Access To Experts) hub in Piraeus, Greece.

As with the two previous surveys, it was conducted in collaboration with VUVI AS, a Norwegian inspection company certified by DNV GL to perform underwater inspections for ships and offshore platforms using ROVs. “We are delighted to have collaborated with VUVI and Wilson ASA to deliver this exciting new approach to remote surveys,” said Knut Ørbeck-Nilssen, CEO of DNV GL - Maritime. “DNV GL has been carrying out remote surveys since 2018, so this service is an extension of a broad suite of remote services that are already available.”

Survey planning and review of hull drawings were completed the day prior to the survey, thereby optimizing the degree of survey assurance. During the inspection, the surveyor used VUVI’s sonar technology to scan the vessel’s bottom in order to locate the hull equipment, such as echo sounder sensors; speed log sensors and sea chests, while simultaneously assessing the general condition of the hull.

Seamless connectivity was ensured throughout the survey thanks to the use of a powerful router. The in-water survey was concluded in a similar timeframe to traditional surveys, i.e. two-and-ahalf hours, achieving the same level of assurance as an in-person survey.

DNV GL’s digital industry platform Veracity was used by VUVI AS, DNV GL and Wilson ASA to ensure secure data transfer when saving and sharing the video stream from the remote survey.

Statutory and class regulations require two bottom surveys of a vessel within a five-year period, with an interval of less than 36 months in between. The certification of VUVI AS was conducted in accordance with Class Programme DNV GLCP0484 for in-water inspections.

DNV GL has recorded a 33% uplift in the weekly number of remote surveys conducted compared to pre-pandemic levels. In total, DNV GL has now conducted an estimated 17,400 remote surveys worldwide since 2018 with on average 300 remote surveys being carried out every week.

Port Wings News Network irgin Atlantic Cargo will be launching flights between the UK and Pakistan in December 2020, supporting growing trade volumes between exporters and importers in both countries.

Trade in goods and services between the UK and Pakistan is worth some £3.3 billion a year, rising 4.7% year-on-year in 2019, with high volumes of goods such as textiles, apparel and machinery.

The UK is the third biggest global market for Pakistani exporters after the US and China and their main trade lane in Europe.

Virgin Atlantic will operate three new routes; London Heathrow to Lahore; London Heathrow to Islamabad as well as Manchester to Islamabad.

Pakistan has the seventh largest diaspora in the world and the new services aim to respond to the large, fast-growing demand to visit friends and relatives (VFR) from customers in the UK and the US, as well as capturing demand for business travel and trade to the region as global economies gradually recover from the impact of the COVID-19 pandemic.

Cargo customers in Pakistan will also benefit from fast connections to prime markets in the US as well as in Europe and Africa via London Heathrow. Virgin Atlantic Cargo also expects healthy demand for capacity into Pakistan from customers across its international network.

Virgin Atlantic restarted passenger flying on 20th July after a three-month hiatus due to the COVID-19 pandemic and is currently operating flights to New York JFK, Los Angeles, Hong Kong, Shanghai, Barbados and Miami with further routes being added throughout September and October.

In addition, Virgin Atlantic Cargo continues to offer cargo-only flights to Atlanta, Brussels, Chicago, Delhi, Dublin, Johannesburg, Lagos, Milan, Mumbai and Tel Aviv.

Mitsubishi Shipbuilding to Test World's First Marine-based CO2 Capture System Chennai

Port Wings News Network itsubishi Shipbuilding Co., Ltd., a part of Mitsubishi Heavy Industries (MHI) Group, is working in cooperation with Kawasaki Kisen Kaisha, Ltd. ("K" Line) and Nippon Kaiji Kyokai (ClassNK), to conduct test operations and measurements for a small scale ship-based CO2 capture demonstration plant, in order to verify the equipment's use as a marine-based CO2 capture system.

This project is being conducted with support from the Maritime Bureau of Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT), as part of its assistance project for research and development of technological advancements in marine resource development.

The demonstration involves converting the design of an existing CO2 capture system for onshore power plants to a marine environment, and installing it on board an actual ship in service. This project, called "Carbon Capture on the Ocean" (CC-Ocean), is intended to achieve CO2 capture at sea, a world first.

The project is planned to last for two years. In August 2020, with verification from ClassNK, a hazard identification (HazID) study will be launched for the design of the demonstration plant and the onboard installation.

Manufacturing of the small scale CO2 capture demonstration plant and safety assessment of the system will be conducted by Mitsubishi Shipbuilding. The demonstration plant will be manufactured in mid2021, and following operational tests at the factory, will be installed on board a coal carrier for Tohoku Electric Power Co., Inc. operated by "K" Line. Through operational and performance confirmation in an actual marine environment, Mitsubishi Shipbuilding will then determine the system specification requirements as a marine-based device and will also consider how to make the plant more compact.

This demonstration experiment conducted at sea is the first of its kind in the world. The knowledge gained will be used for future development of technologies and systems to capture CO2 from the exhaust gases of marine equipment and ships. Further, the captured CO2 can be recycled for use as a new source of CO2 for enhanced oil recovery (EOR) processes, or as raw material in synthetic fuel, providing a significant contribution to reductions in greenhouse gas (GHG) emissions.

Mitsubishi Shipbuilding, amid rising awareness of decarbonization globally since the enactment of the Paris Agreement, has continued its efforts to find solutions for reducing GHG emissions from ships and marine equipment, and is contributing to environmental conservation.
