Shri Gadkari highlighted the need for integrated thinking and exhorted all stakeholders to come together, think together and work together. Talking about Indian automobile sector, Shri Gadkari said that “the target is to make Indian automobile industry worth 10 lakh crore rupees in next five years from present 4,50,000 lakh crore rupees”.

The MSME Minister laid more emphasis on performance audit of all the technological and extension centres. He called upon

all concerned to make the system “result-oriented, transparent and corruption-free”.

Speaking on the occasion, Minister of State for MSME, Shri Pratap Chandra Sarangi said that “around 2,50,000 students are getting training at these centres and the tool room works from normal designing to the area of robotics”.

Talking about the mobile Udyam Express, Shri Sarangi said that “these mobile vans will go to the villages and make people aware about all aspects of entrepreneurship along with imparting training to them”.

He said these vans will help people know everything about MSMEs. By establishing the new Technology Centres and Extension Centres throughout the country, the main objective of the Ministry of MSME is to further increase the geographic footprint of Technology Centres network through future ready new Technological Centres with vertical as well as horizontal expansion to cover more states and regions.

It is estimated that after establishment of the new TCs/ECs, an additional capacity of skilling four lakh trainees and assisting one lakh MSMEs will be created to provide technology, incubation, skilling and advisory support to the Industry in the country, enabling increased competitiveness of the MSMEs, creation of new MSMEs and enhancement in the employability of the employed/ unemployed youth in the country.

Korean Shipbuilders Land Ship Orders Worth 1.6 Trillion Won Chennai

Korea Shipbuilding & Offshore Engineering (KSOE) announced on March 9 that it has recently won orders for eight ships worth 835 billion won from shipping companies in Liberia, Oceania and Europe, says a Business Korea report.

The eight vessels include four 15,900-TEU super-large container ships, two 91,000-cubic-meter

The shipping market is also feeding the order boom for Korean shipbuilders.

The Shanghai Containerized Freight Index (SCFI), a global freight index for container ships, hit 2,885 points, the highest since Jan. 15, 2009 when the tally began. On Feb. 26, it stood at 2,775, about triple the 876 points posted a year before. Amid a significant increase in container ship orders, Korean shipbuilders won half of the global order placements.

KSOE and Samsung Heavy Industries said they have attained 25 percent and 31 percent of their order targets for 2021, respectively.

PwC’s annual Women in Work Index finds that, on average, women were more likely to lose their jobs in the pandemic and did more unpaid childcare last year, forcing some to quit their jobs altogether. Progress towards gender equality at work will not begin to recover until 2022, it concludes.

With the pandemic threatening the biggest rise in inequality since records began, this piece highlights four key takeaways from world leaders at our Davos Agenda session ‘Delivering Social Justice in the Recovery’, looking at the policies, practices and partnerships needed to ensure a just recovery in the decade of delivery.

Exporters take unusual steps to ease container shortage Chennai

Port Wings News Network ome of the world’s biggest exporters in Asia are intervening to alleviate a shipping container shortage that jeopardizes their overseas trading, reports Bloomberg.

Government-owned Indian Railways has moved empty boxes to inland depots like Delhi from seaports for free. South Korea has deployed an extra nine vessels on the Trans-Pacific route to help local manufacturers while China’s stateowned shipyard, Cosco Shipping Heavy Industry, has converted at least one freshly built paperand-pulp carrier to transport the containers.

The state-backed companies and governments are working quickly to smooth disruptions on the supply side of global trade to avoid losing business, even as clogged ports like Los Angeles trigger import delays and freight costs remain high. Asian economies remain deeply reliant on exports to Europe and North America to line government coffers.

“The state has a far bigger role within shipping in Asia, with equity stakes in numerous shipping lines, shipyards and terminals,” said Simon Heaney, senior manager

of container research at Drewry Shipping Consultants Ltd. “That influence is much less prevalent elsewhere in the world.”

Indian Railways is discussing if its current 25% discount for moving empty containers inland along some routes needs to be extended beyond March, according to Manoj Singh, executive director for freight traffic and transportation. The carrier offered free carriage at least twice last year and hasn’t ruled out waiving all charges again when it reviews the situation at the end of the month, he said.

Container Corp. of India Ltd., on whose board Singh sits, is also moving containers to neighboring countries such as Sri Lanka and Bangladesh to help ease the shortage, he said. Typically the company would only move the boxes to facilitate domestic shipments.

That coincided with a turnaround in India’s trade, with both exports and imports witnessing two consecutive months of growth since December after record declines last year due to the pandemic.

“There is a clear incentive for export-oriented economies to help fix the container supply chain so that more product can be shifted,” said Drewry’s Heaney.

But even countries less reliant on exports than powerhouses like China or South Korea are looking at ways to unclog global trade arteries.

The UTLC Eurasian Rail Alliance reduced tariffs last April for transporting empty containers via its Europe-China link. The company jointly formed by the state railways of Russia, Kazakhstan and Belarus said that this would help “avert the shortage of containers for loading in China.”

To some extent, state intervention can run counter to steps corporations have taken in response to disruptions driven by the pandemic. For instance, Hapag-Lloyd is raising freight rates next month to ship boxes from Europe to India’s Nhava Sheva port, the company said this month.

Government role is limited and market forces will ultimately determine how things pan out, said Ajay Sahai, director general at the Federation of Indian Export Organisations.

“The best thing governments can do is ensure rapid and effective vaccination of their populations so that landside logistics labor capacity and productivity can be restored to pre-pandemic levels,” said Heaney.

“That will do a lot to improve the circulation of containers.

Crew Change Crisis And Seafarer Vaccinations High On Associations Roundtable Agenda Chennai

The roundtable comprising Intertanko, Intercargo, Bimco and the International Chamber of Shipping (ICS) reaffirmed the industry’s commitment to getting seafarers universally recognised as key workers.

Also highlighted was the need for a consistent and prioritised vaccination

programme for seafarers and the ongoing need to find a solution to the crew change crisis.

Dimitris J. Fafalios, Intercargo Chairman, and chair of the meeting said: “It is time for UN Agencies, governments and global organisations to coordinate a worldwide vaccination programme for seafarers in line with the timescales recommended by the World Health Organisation.

“Government leaders must commit to collective action and take to task their counterparts who fail to appreciate that the welfare of

seafarers is not only a humanitarian issue, but that the world’s seafarers are responsible for keeping global trade moving.”

Meanwhile the growing piracy threat to both vessels and their seafarers in the Gulf of Guinea was also high on the agenda.

“Effective maritime law enforcement in both territorial and international waters in the region is long overdue, and enforcement by able and willing naval forces is needed urgently to counter the deadly threat to seafarers,” the associations said.

Charting Course for Maritime Growth Chennai

Let Indian ports be your port of call for trade and commerce,’ Prime Minister Narendra Modi said at the Maritime India Summit-2021, inviting global investors. His words define the aspirations of New India and its ports & maritime sector, Financial Express says The Indian maritime sector accounts for 95% of EXIM trade by volume, and is a significant employment generator. India’s coastline is 1.05% of the global coastline, and the country accounts for 10.4% of global maritime trade in FY 2019. It contributes 9.03% of the total seafarers (officers) globally, making it an integral part of the shipping ecosystem.

INDIA’S POSITION IN THE GLOBAL MARITIME SECTOR India’s position in the global maritime sector is fundamental for international trade. This trade is facilitated by the growing port capacity in India. In FY 2019, the capacity for Indian ports stood at 2,377 million tonnes per annum (mtpa) while it handled traffic of 1,281 mtpa. Twelve major ports accounted for 1,514 mtpa of capacity and handled 699 mtpa of traffic, leading to utilisation of a mere 46.2%. Non-major ports, which account for 863 mtpa of capacity, handled 582 MTPA traffic—an utilisation of 67%. Thus, key enhancements in policy, investment, operations and technology are critical to bringing India to the forefront of global maritime trade.

The ministry of ports, shipping and waterways has launched the Maritime India Vision 2030 (MIV-2030) to continue driving accelerated growth in the sector.

MIV 2030 projects cargo traffic to reach 2,570 mtpa by 2030. The vision outlines 10 broad themes, encompassing 150+ initiatives covering all the facets of the Indian maritime sector—an effort to define and meet national maritime objectives. These initiatives are broadly aimed at development of port ecosystem, port operations and services, waterways and, shipping and cruises.

INDIA’S STRATEGIC LOCATION For ports, world-class infrastructure will form the backbone of the envisioned transformation.

In line with global trends of megaports, development of four megaport clusters with capacity of than 300 mtpa are planned in Gujarat, Maharashtra, Tamil Nadu and West Bengal-Odisha. These clusters were post evaluation of industrialisation and hinterland-connectivity potential. Since the sector has been moving towards mega vessels, an increase of the draft at all major Indian ports is targeted.

India’s strategic location has long required development of a transshipment hub. Hence, for better efficiency of the country’s maritime trade, the ministry would work

towards developing a transshipment hub (TS) in South India. At present, approximately 75% of India’s transshipment cargo is handled by ports outside India, including Colombo, Singapore and Klang.

This increases the cost/TEU for EXIM players. Therefore, there are plans to increase the transshipment capacity through accelerated operationalisation of such ports, development of green-field TS ports at Kanyakumari and Campbell Bay as additional transshipment hubs in a phased manner, and increase capacity of existing ports like Cochin.

TRANSFORM MAJOR PORTS INTO SMART PORTS Automation of ports, seamless movement of cargo and paperless transactions are basic needs of a maritime country looking to become a top player in global maritime trade. Currently, lack of digitalisation, lack of availability of real-time information and limited standardisation of port procedures are negatively impacting seamless trade. Hence, steps have been identified in MIV to improve ease of doing business in the maritime sector. A National Logistics Portal (Marine) is to be launched as an integrated platform for all EXIM stakeholder, s enabling 100% paperless processes. It will the focal point for domestic shipment tracking, cloud-based document management, digital payments, etc. Additionally, more than 50 smart interventions, like predictive maintenance, deployment of automated quay cranes, etc, have been identified to transform major ports into smart ports.

PORT-LED INDUSTRIALISATION Concrete steps have been identified for driving Aatmanirbhar Bharat through increased manufacturing and decreasing logistics cost. Pockets with high potential to undertake port-led industrialisation, spread over 6,000 acres, have been identified. This would be complemented with projects aimed at reducing logistics cost, such as development of commodity-specific infrastructure at ports for promoting coastal shipping and automation/mechanisation of operations. Together, these initiatives would push Make in India, Make for the World MIV2030 also aims at building safer and environmentally-sustainable ports.

Increased share of renewable energy in port operations, sustainable use of dredging material, reducing freshwater consumption and emissions, promoting development of ‘zero accident’ ports and realtime monitoring of HSE KPIs are

some of the key measures to develop Green Ports.

On the shipping front, MIV aims to make India the leading ship recycling and repair hub, while increasing the gross tonnage of ships built in India by more than 15 times. This would be achieved through channelisation of domestic demand for ship-building and repair, leveraging Right of First Refusal (RoFR) rules under Aatmanirbhar Bharat Scheme.

India has already demonstrated strong ship-building capability with several shipyards delivering good quality vessels globally.

Repair and recycling clusters would be developed, with usage of scrap material promoted through modification of BIS regulations and re-development of ship recycling infrastructure at Alang.

REGIONAL MARITIME COOPERATION Further, to increase regional maritime cooperation and trade, a Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation (BIMSTEC) centre is planned to be established in India.

It would facilitate infrastructure investment and trade agreements with BIMSTEC countries. Efforts would also be made to develop and export India’s core competencies like IT, naval architecture, and maritime training to support other developing countries.

India is endowed with various Inland Water Transport (IWT) options comprising rivers, canals, backwaters, creeks, and tidal inlets.

These provide environmentallyfriendly mode of freight logistics and passenger transport with lower operating costs. The government has prioritised development, over the next ten years, of 23 NWs with significant traffic potential. NW 1 (Gan¬ga-Bhagirathi-Hooghly system) and NW 2 (Brahmaputra) hold immense significance as they connect neighbouring countries with India’s hinterland. These waterways are to be connected to form the Eastern Waterways Connectivity Transport Grid, providing for costeffective EXIM with Bangladesh, Bhutan, Myanmar and Nepal.

Development potential of sectors like cruise tourism (both river & ocean cruise) has also been identified as a part of the vision. To this end, government has already undertaken several measures like rationalisation of port charges, cabotage relaxation for foreign vessels, expediated immigration and development of cruise terminals.

Themes-based coastal and island circuits have also been identified on a priority basis.

MIV aims to increase the share of Indian seafarers in the global talentpool. Advancements in maritime trade would lead to evolution in capabilities for onshore operations. Accordingly, training programmes focusing on maritime skills would be launched in partnership with industry.

MIV will make India a maritime superpower, creating ~20,00,000+ more jobs and propelling India towards realisation of the ‘$5-trillion economy’ goal.

Port Wings News Network he Indian Navy provided assistance to a stranded cargo ship with seven Indian crew members as it was drifting in the Gulf of Oman following failure of its propulsion and power generation systems, officials said on 12 March 2021.

The cargo ship was going from Oman to Iraq, they said. The Indian Navy provided support to the stranded ship MV Nayan after its frigate INS Talwar received a call from the cargo vessel requesting for technical assistance, the officials said.

INS Talwar was deployed in the Gulf of Oman. They said the cargo ship was drifting at sea since March 9 owing to failure of its propulsion,

power generation and navigational systems. “Based on preliminary aerial assessment about the distress of MV Nayan, the Indian Naval ship dispatched its VBSS (Visit Board, Search and Seizure) team along with a technical team by boat to offer assistance to the vessel that had seven Indians as her crew,” an Indian Navy spokesperson said.

The official said the naval teams worked continuously for seven hours on board MV Nayan to operationalise her key equipment such as generators, steering pump, sea water pump, compressor and main engine.” The naval team also assisted in operationalising navigation equipment like GPS and navigation lights before MV Nayan could proceed for her next port,” he said.

Shapoorji Pallonji ‘In Talks To Sell Majority Stake’ In Gopalpur Ports Chennai

Port Wings News Network inancially-stressed Shapoorji Pallonji Group is said to have initiated moves to sell its majority holding in Gopalpur Ports Ltd. Adani Ports and Special Economic Zone Ltd (APSEZ), India’s biggest private port operator and AM/NS India, the joint venture between steel makers ArcelorMittal and Nippon Steel have been sounded out for a potential deal, with multiple sources saying that “initial talks” have already been held on the stake sale.

Shapoorji Pallonji said it had ‘no comments’ in response to a query, while APSEZ said there was ‘no discussion’ on buying Gopalpur port. AM/NS did not respond to an email seeking comment.

FINANCIAL STRESS Shapoorji Pallonji is looking for an exit from Gopalpur Ports in the wake of financial stress facing the Group, a source with knowledge of the development said, asking not to be identified.

In 2017, Shapoorji Pallonji Port Maintenance Pvt Ltd (SPPMPL), a wholly-owned subsidiary of SP Imperial Star Pvt Ltd, acquired a 60 per cent stake in Gopalpur Ports from original promoters Sara International Ltd and Orissa Stevedores Limited (OSL).

AM/NS is eyeing port assets to support its huge capacity expansion plans in Odisha. On March 4, AM/NS signed a memorandum of understanding with Odisha government to set up a 12 million tonne integrated steel plant in Kendrapara district with a potential investment of ₹50,000 crore.

The steel maker will soon complete doubling the capacity of its pellet plant in Paradip to 12 mt spending ₹2,000 crore. It is also increasing beneficiation facility at Dabuna to 16 mt from 5 mt.

The company has also won permits for two iron ore mines in Odisha of which mining has started at Thakurani while the one at Sagasahi is close to commissioning.

For APSEZ, acquiring Gopalpur would fit into its overall strategy of expanding port market share beyond 30 per cent and become a large integrated logistics company.

While Centre-owned Paradip Port Trust is the biggest in the region and cheapest in rates compared to Dhamra (owned by APSEZ) and Gopalpur, it is handicapped by depth restrictions for bigger dry bulk carriers to call.

The concession agreement for Gopalpur port was signed in September 2006 for 30 years, which can be extended by 20 years.

The port developer pays an annual revenue share of 7.5 per cent to the Odisha Government.

LOCATION PERSPECTIVE From a location perspective, Gopalpur scores high in terms of deep-water closer to the coast that allows bigger dry bulk ships to dock as well as good rail and road connectivity for evacuation of cargo, says Ramesh Singhal, Director at i-maritime Consultancy Pvt Ltd. Gopalpur port is located along the Bay of Bengal about 90 nautical miles south of Paradip Port and 110 nautical miles north of Vishakhapatnam Port. The port is connected to the golden quadrilateral (NH-5) through NH516 which is 6 km from the port.

It also has two railway sidings which are connected to the HowrahChennai-Visakhapatnam trunk line accessible to both the east and south of India.

Being a private port, Gopalpur is free to charge competitive market rates. This allows flexibility to the port in providing and pricing additional value- added services.

The port currently runs three berths with a capacity to handle 15 mt of cargo and in the nine months of the current fiscal, it handled 7.79 mt of cargo. A fourth berth is under construction to expand capacity.

The port, spread over 400 acres, handles illuminate coal, calcined petroleum coke, steel products, industrial salt, granite blocks, cement, iron ore fines and pellets, blast furnace slag and fertilizers.

Dredger Plans Get a Lift Chennai

Port Wings News Network ochin Shipyard Ltd has pulled off the impossible by coaxing the world’s biggest dredger maker, the Dutch company IHC Holland BV, to share technology, design and expertise to locally build specialised and complex vessels used for deepening and maintaining the channel of ports, reports BusinessLine.

The ‘operational and technological knowhow’ in dredger construction, particularly the large size and high-end Trailing Suction Hopper Dredgers (TSHD) are “closely held” in Europe, primarily

by Dutch firms, making IHC a global giant in the field.

Big global dredging contractors such as Van Oord, Boskalis and Jan De Nul are also based out of the Netherlands; thus, the technology, operational knowledge and specialised high-quality dredging equipment are held by a select few in the Dutch cluster.

IHC has always been wary of sharing its technology and design with anyone but a government

increasingly looking at self-reliance through the ‘Atmanirbhar Bharat’ initiative prompted the dredger maker to change its mind, looking at the world’s biggest dredging market where billions of dollars are being invested to expand port capacity to meet rising demands for trade.

The first dredger — a TSHD of 8,000 or 12,000 cubic metre hopper capacity — under the technology collaboration will be built by Cochin Shipyard for Dredging Corporation

of India Ltd (DCI), India’s biggest dredging contractor, for which a memorandum of understanding was recently signed. “The technology collaboration has a strong bearing on the segment and is also a proof of the credible impact of the ‘Atmanirbhar Bharat’ initiatives,” said Madhu Nair, chairman and managing director, Cochin Shipyard.

DCI’s fleet of TSHD’s currently caters to 70-75 per cent of the annual dredging needs of major Indian ports.

DCI is looking to expand its fleet with a new high capacity TSHD, estimated to cost ?800 crore, to meet the rising demand for dredgers.

Dredgers are specialised and

complex vessels with highly integrated technical components as well as demanding design and performance criteria.

“Hence, dredger construction has an inherently high entry barrier, which can be considered advantageous to Cochin Shipyard with the necessary infrastructure for constructing large Cutter Suction Dredgers (CSDs) and TSHDs,” a government official said.

Dredger construction has also been identified as a priority area for revenue growth in CSL’s Strategy Roadmap for 2030.

Collaborative operating models are essential not only from a growth perspective, but also from the point of building technical competence and expertise within the country, CSL’s Nair said.

There is another reason for this.

The dozen ports owned by the Centre will have to give dredging works on nomination basis (without tender) to DCI according to the draft dredging guidelines for major ports prepared by the Ministry of Ports, Shipping and Waterways.

“Major Ports may entrust a dredging project to a ports’ owned company, in which it owns controlling share, on nomination basis with the approval of the Board of Trustees/ Directors of the Port,” says the draft prepared by the ministry.

DCI is owned by four stateowned ports.

The Ministry reserves the right to assign in public interest any contract for dredging work in any major port on nomination basis to ports owned dredging company, it added.

The assured business accruing to DCI from the policy guidelines is expected to drive its fleet expansion plans.

AP Govt Waives Distance Norm to Enable Aurobindo Realty Pick Stakes in Two Ports Chennai

Port Wings News Network he Andhra Pradesh government has allowed Aurobindo Realty and Infrastructure Pvt Ltd to acquire majority stakes in Kakinada Gateway Port Ltd (KGPL) and the nearby Kakinada Seaports Ltd by waiving a restriction in the concession agreement for KGPL that barred its developer and operator from holding over 25 per cent stake in another port located within 75 km. Since Kakinada Gateway Port and Kakinada Seaports Ltd are within the 75 km of each other, Aurobindo Realty could not have acquired controlling stake in the two ports without the waiver, reports Business Line.

In September 2020, Aurobindo Realty and Infrastructure signed a deal to buy the 51 per cent stake held by GMR SEZ and Port Holding Ltd (a wholly-owned unit of GMR Infrastructure Ltd) in Kakinada SEZ Ltd for Rs 2,610 crore including sub-debt.

As part of the deal, 100 per cent equity in the planned Kakinada Gateway Port Ltd held by Kakinada SEZ (KSEZ) was also to be transferred to Aurobindo Realty, according to an announcement by GMR Infrastructure on September 25 last year. KSEZ is developing a port-based multi-product special economic zone at Kakinada in East Godavari district.

Kakinada Gateway Port Ltd was awarded a contract by the Andhra Pradesh government to set up a greenfield commercial port in Kona village of East Godavari district.

While the sale of the SEZ unit was approved by the Board of Approvals

in the Commerce Ministry, the clearance from the Andhra Pradesh government for the related port deal ran into complication after Aurobindo acquired a majority 41.12 per cent stake in the nearby Kakinada Seaports Ltd, violating the 75-km clause in the concession pact for Kakinada Gateway Port.

To facilitate clearance for the port deal from the Andhra Pradesh government, KSEZ and Aurobindo proposed to limit the equity of KSEZ in Kakinada Gateway Port to 74 per cent with the balance 26 per cent stake to be held by GMR SEZ and Port Holding Ltd. ‘No absolute restriction’ The State government sought legal opinion from Justice VN Khare, a former Chief Justice of India, who said that the concession agreement did not place “an absolute restriction and is subject to waiver by the Authority”.

The AP government decided to give an exemption to Auribindo “with a condition that the target towards investment and employment proposed by Aurobindo should be achieved, failing which the Authority is at liberty to take necessary action, by entering into a supplementary agreement to that effect,” R Karikal Valaven, Special Chief Secretary wrote in a March 10 order.

The government has also permitted GMR SEZ and Port Holding to acquire 26 per cent equity in Kakinada Gateway Port from KSEZ, he added.

Aurobindo plans to invest Rs 3,500 crore to build the port for handling about 16 million tonnes (mt) of cargo a year in the first phase.

DG Shipping Withdraws Bunker Supplier Permits To 10 Firms Chennai

Port Wings News Network he Directorate General of Shipping has withdrawn bunker supplier registration certificates issued to ten firms, including the permit of Indian Oil Corporation at Budge Budge in Kolkata, for violating statutory provisions.

On December 21 last year, DG Shipping had issued showcause notices on 24 valid bunker supplier registration certificate holders for non-compliance with rules prescribed by a Merchant Shipping Notice issued in 2014.

“Certificate issued shall cease to be valid if the bunker supplier fails to carry out an annual surveillance audit within three months, before or after each anniversary date.

The verification report has to be forwarded to the Directorate on completion of the audit for records,” according to Para 8.4 of MS Notice 3 of 2014.

The bunker supply registration certificate issued by D G Shipping mandates satisfactory completion of

the annual surveillance audit of the bunker supply management system

by D G Shipping or auditors of the Indian Register of Shipping, a ship classification society.

India’s maritime regulator sent another letter to the bunker supplier permit holders on February 2 urging them to comply with the statutory provisions.

However, some of the companies have failed to do so and hence the competent authority has decided to withdraw their bunker supplier registration certificates, J Senthil Kumar, Engineer and Ship Surveyor-cum-Deputy Director General (Technical), wrote in a March 8 order.

The entities whose permits have been withdrawn include Bhambhani Shipping Ltd (Mumbai); G P Global Energy Pvt Ltd (Gujarat); Geostan Marine India Pvt Ltd (Kochi); Kan Enterprises (Visakhapatnam); Modest & Parsons International Pvt Ltd (Mumbai); SES Bunkering Pvt Ltd (Mumbai); Tycoon Oil Co (Mumbai); Global Cambay Marine Services Pvt Ltd (Surat); and Manali International (Gandhidham).

Mandaviya has said that as many as 92 projects have been sanctioned to Andhra Pradesh under the Sagarmala project at a cost of Rs. 85,576 crore.

Some of these projects have been completed, some are under implementation and others under consideration, said Mr. Mandaviya while replying to Rajya Sabha member V. Vijaya Sai Reddy.

Giving the breakup, Mr. Mandaviya noted that 22 projects with the theme of port modernisation were initiated at an estimated cost of Rs. 4,717 crore, 54 projects were undertaken at a cost of Rs. 47,854 crore under the connectivity enhancement head, 10 projects at a cost of Rs. 32,053 core as part of port-led industrialisation and nine projects with the theme of coastal community development were initiated at a cost of Rs. 952 crore.

The projects undertaken at the Visakhapatnam port are being done under the auspices of the Visakhapatnam Port Trust (VPT).

Detailed Project Reports (DPRs) have been prepared for construction of passenger jetties at Barua and Kalingapatnam ports in Srikakulam district and Bheemunipatnam in Visakhapatnam district.

Road extension The National Highways

Authority of India (NHAI) has approved the extension of the port connectivity road from Sheelanagar in the city to the Anakapalle– Anandapuram NH-16 bypass road at an estimated cost of Rs. 2,352 crore.

The proposal for construction of a 4-lane road from the Gangavaram Port to Atchutapuram SEZ, and the widening of the Gangavaram Port– Gajuwaka NH-16 from the existing four-lane to a six-lane road are under consideration.

The other projects under consideration are Gangavaram Port to VPT four-lane coastal road project and construction of a flyover from the Sea Horse junction (Old Town) to the dock area.

Mr. Mandaviya also explained that the development works on the Centre of Excellence in Maritime, Shipbuilding in Visakhapatnam have been completed at a cost of Rs. 574 crore. He said that approval had been given to the development of a fourlane road from the Outer Harbour to the Convent junction at a cost of Rs. 500 crore.

the command of an all-woman team.

It marked another milestone for female officers a year after Celebrity Cruises operated its flagship with an all-female officer team.

“The Shipping Corporation of India, as a part of its ongoing Diamond Jubilee celebrations and also to commemorate the International Women’s Day on March 8, 2021, achieved another feat when Mansukh Mandaviya, Minister of State (Independent Charge) for Ports, Shipping & Waterways, virtually flagged off the ‘All Women Officers’ Sailing’ on MT Swarna Krishna – SCI’s product carrier from JNPT Liquid Berth Jetty on March 6, 2021,” said the Ports, Shipping and Waterways Ministry.

The 73,655 dwt product tanker MT Swarna Krishna departed the Indian port of Nhava Sheva found for Vadinar on March 6. Before the sailing of the 748-foot tanker, ceremonies were held to mark the occasion. Despite the advancements made by women in the industry, the sight of an all-female crew is still a novelty.

“The move demonstrated the gradual shift in the perception of seafaring as a male-oriented profession and the principles of

Diversity & Inclusion that SCI upholds. SCI has been a pioneer in employing women seafarers on board its vessels and has implemented various initiatives including age relaxations and fee concessions to aspiring female cadets through its Maritime Training Institute to promote their integration into the maritime sector,” said a statement from SCI.

Last year, Celebrity Cruises reported that only two percent of the world’s mariners were women. The cruise line named its first women captain in 2015 and with a concerted effort lead by the line’s CEO and senior management, the cruise line increased diversity in its ranks to nearly 25 percent of its bridge teams being female officers.

The company’s success in increasing women officers on the bridge led to the idea of operating a cruise with an all-female bridge team, but as CEO Lisa Lutoff-Perlo recalled then someone suggested extending it to all of the senior positions.

On March 8, 2020, Celebrity Cruises sent its flagship, the Celebrity Edge, to sea with an all-female bridge and onboard leadership team. Commanding the team was Captain Kate McCue, who five years earlier became the line first female captain, and it consisted of 26 other women representing 16 different countries. In addition to the bridge, women headed up the hotel department, guest services, the hospital, safety, finance, environmental, housekeeping, and other roles. Included in the team, were the cruise line’s first female engineering officers.

Port Wings News Network ateway Distriparks Limited (GDL) had announced an amalgamation scheme between GDL and its subsidiaries Gateway Rail Freight Limited and Gateway East India Private Limited in September 2020.

Now, both NSE and BSE have conveyed their “No-objection” on 12 March, 2021 enabling the Company to go ahead with filing of the draft scheme with the National Company Law Tribunal (NCLT). The Company, Gateway Rail Freight Limited and Gateway East India Pvt. Ltd. have filed the Joint Company Application in relation to the Scheme with NCLT on 14 March, 2021 to begin the next step of the process.

to completing our amalgamation process. This amalgamation will result in creating enhanced value for our shareholders due to greater operational synergies and efficiencies, and we will be able to offer our customers a wider range of locations and services in a single platform.”

The merged entity will have 4 rail-linked inland container depots for EXIM business, a domestic rail terminal in Navi Mumbai, 6 container freight stations spread across the country, and a combined fleet strength of 31 train sets and over 500 road trailers. In addition, the combined cash flows will enable the merged entity to accelerate debt reduction while at the same time allowing it to continue upon its expansion plans to build a wider network of rail terminals to further expand along the Western Dedicated Freight Corridor.

Indian Railways is exporting first batch of 2 locomotives as part of total order of 6 locomotives of 3000 HP cape gauge locomotive and 90 stainless steel passenger coaches to Mozambique. These locomotives are developed indigenously by Banaras Locomotive Works under Makein-India, they are being exported through Indian Railways’ PSU, Rites Limited. In spirit of Atmanirbhar Bharat, these Cape Gauge Diesel Locos have been designed in India, Made in India and financed by India.

It may be noted that Banaras Locomotive Works (BLW) has a strong tradition of exporting locomotives. It has exported 165 diesel locomotives of all types of gauges (BG, MG and Cape Gauge) and Horse Power, starting with 15 Metre Gauge 6 cylinder, 1350 HP, Alco type locos to Tanzania in 1975. Last Cape Gauge Loco exported from BLW in 2008-09 was One ALCO 3000 HP loco to Mozambique. In 2017-18, 18 MG diesel locos were exported to Myanmar. During 20018-2020, ten BG diesel locos were exported to Sri Lanka.

Brexit and Covid Bring ‘Critical’ UK Container Logjam Chennai

orts in the UK are struggling to clear a critical buildup of containers due to Covid and Brexit.

While ports around the world have suffered disruption due to the Covid pandemic, data from Container xChange showed that the backlog of containers in UK ports has worsened since the country left the European Union on January 1.

Delays to political discussions on the terms of the UK’s departure from the EU left UK businesses with little clarity in the run up to Brexit on the extra processes paperwork it would add to supply chains accustomed to friction-free trade between the UK and the bloc.

Container xChange’s Container Availability Index (CAx) indicates a balanced market at 0.5, with a lower number showing a shortage of containers and higher number an excess of containers.

In 2020 the UK’s port of

Felixstowe had an average CAx of 0.79 for a 40-foot container and 0.78 for a 20-foot container. For 2021 so far, both numbers have risen, to 0.95 and 0.90, respectively.

At the port of Southampton the CAx reading was 0.71 for a 40-foot box in 2020 and 0.72 for a 20-foot box. Both index readings again rose for 2021, to 0.86 and 0.85, respectively.

“The UK’s leading gateway terminals for container traffic suffered congestion for much of 2020 prompting carriers to cut some calls and ship cargo in from European hubs via the Channel Tunnel, ferry services and feeder services instead,” said Dr. Johannes Schlingmeier, CEO of Container xChange.

“Based on the build-up of containers at ports in 2021, it seems the situation has further deteriorated.

We are now seeing critical levels of boxes building up at Southampton and Felixstowe. Post-Brexit crossChannel shipments are more complicated under dual-Customs regimes and this could be a factor in

logistics bottlenecks.”

The company is also seeing signed of distress in Liverpool, where new services were launched to relieve Brexit disruption. From 2020 to 2021, the CAx at Liverpool has risen from 0.59 to 0.75 for a 40foot container and from 0.68 to 0.82 for a 20-foot container.

Container backlogs are not just limited to the UK and its added Brexit complications. Ports globally have suffered from delays as consumer habits changed sharply due to the COVID pandemic and the usual flow of ships and containers was disrupted.

Container availability at European gateway ports is better than in the UK, according to Container xChange’s figures. Rotterdam went from 0.40 for a 40-foot box in 2020 to 0.51 in 2021, and from 0.21 to 0.41 for a 20-foot box.

At Hamburg, the average CAx reading for a 40-foot container in 2020 was 0.27 suggesting critical shortages; this year the average reading was a more balanced 0.49.

The plans came after the nation’s industrial output, an important economic indicator, reached 31.31 trillion yuan ($4.83 trillion) last year, making it the world’s largest manufacturing country for 11 consecutive years. But challenges exist as China relies heavily on imports for certain key technologies such as high-end semiconductor products.

Qiao Biao, deputy head of the China Center for Information Industry Development, a Beijing-based think tank, said as uncertainties continue amid the COVID-19 pandemic, a more resilient and flexible industrial chain is an important foundation for the growth of China’s economy.

“Meanwhile, China’s efforts to ensure the stable operation of industrial and supply chains will contribute to the whole world, given the nation’s position in the global industrial economy,” Qiao said.

“We will champion the pursuit of fine workmanship to boost the quality of Chinese manufacturing,” the report said.

Yang Yuanqing, CEO and chairman of Lenovo Group Ltd, said China is transitioning from a manufacturing powerhouse to a smart-manufacturing center and this will generate more opportunities for enterprises.

Yang, who is also a deputy to the 13th National People’s Congress, called for more efforts to provide financing support to supply chains and to promote the application of financial technology in supply chain finance to improve efficiency and prevent risks.

NEWS - BITS British Ports Association Welcomes Significant Brexit Borders Extension

The British Ports Association has welcomed the UK government’s announcement today that the enforcement of post-Brexit border controls on inbound European freight will be delayed from July to January 2022.

The BPA has welcomed the move which is a big positive step to keeping trade flowing.

Commenting, Richard Ballantyne, Chief Executive of the British Ports Association which represents all of the UK’s main roll-on roll-off ports at which vehicles will be subject to new checks suggested: “This is excellent news and we welcome the government’s pragmatic decision. Much of the infrastructure being built to facilitate these border controls is unlikely to be ready by July so this move enables ports to prepare better for what will be a major change in our trading relationship with Europe.”

“We had asked the government to consider this extension and so are delighted that Ministers have acted. This will enable our trade to continue to flow fluidly until the new facilities are complete.”

“Of course there is much to do and once completed these border processes will introduce major changes at ports but this extension goes a long way to helping ports and the logistics industry get ready.”

Throughput Of Port Riga (Latvia) In 2M’2021 Dropped By 14.6%

In January-February 2021, the Freeport of Riga (Latvia) handled 3.43 million tonnes of cargo (-14.6%, year-on-year). According to the port’s statistics, handing of grain increased by 79.7% to 560,900 tonnes, coal handling fell by 88.7% to 70,000 tonnes, chemicals – down 25.1% to 207,500 tonnes, ore – surged 3-fold to 149.600 tonnes, wood pellets – down 0.9% to 399,100 tonnes, wood chips – down 43% to 147,800 tonnes, sawn timber – up over two-fold to 66,100 tonnes, oil products – up 3.8% to 430,500 tonnes, timber – up 12.3% to 370,400 tonnes. The Port’s container throughput fell by 19.9% to 65,420TEU. No passengers were serviced in the port in the reported period.

Freeport of Riga lies on both banks of the River Daugava covering 6.3 hectares. The port’s berth length is 13,800 meters, maximum draft at the berths is 12.2 meters. Up to 80% of the Freeport of Riga cargo turnover is made up of transit cargoes forwarded to or received from the CIS countries. In 2020, the port handled 23.7 million tonnes of cargo.

Western Shiprepair Completed Maintenance And Repair Works Of Stena Flavia

At the end of February, Western Shiprepair, one of BLRT Repair Yards, members of BLRT Grupp, completed maintenance and repair works of Stena Flavia, a Ro-Ro passenger ship which belongs to the Swedish shipping company Stena Line. This is the first vessel owned by Stena Line accepted by the yard in a long time.

186.42 metres long Ro-Ro ship has left Western Shiprepair following a 12-day repair and maintenance program. On arrival the vessel was accommodated in Western Shiprepair’s floating dock number 170, which was put into service in 2020. The yard’s planned contractual specification included everything from overhauling both steering gears, repairs and maintenance both tail shafts, piping, valves and heat exchangers to installation of hull structure reinforcements, steel renewal and modification works. Team of Western Shiprepair also performed cleaning and painting of hull, tanks, decks and other compartments – total area 18500 m2.

Shell Hits Milestone In Fleet Decarbonisation With Half Of Long-Term Chartered Crude Tankers To Run On LNG In 2023 Chennai

Port Wings News Network hell on 11 March signed agreements to charter ten new crude tankers powered by dual-fuel liquefied natural gas (LNG) engines. Four of the very large crude carriers (VLCCs) have been chartered from Advantage Tankers, three from AET and three from International Seaways. All 10 ships will be built in South Korea

by DSME, the first operational from 2022 and be on charter to Shell for seven years.

The main engines and vessel design chosen for the ships will mean these tankers have the lowest possible methane slip and highest fuel efficiency including on average 20% less fuel consumption compared to eco VLCC vessels on the water. Shell continues to significantly invest in LNG for its long-term charter fleet with 14 in service by the end of 2021.

This order is expected to bring the total global dual fuel LNG fleet to 475, marking yet another important step on the predicted doubling of LNG-fuelled vessels on the water by 2023[1], as ship owners respond to customer calls to choose the cleanest technologies available today.

Grahaeme Henderson, Global Head of Shell Shipping & Maritime, said “It is imperative that the shipping sector immediately employs the cleanest fuels available.

Today and for the foreseeable future, LNG is the choice for new builds to ensure we are not adding heavier emitters into the global fleet while

we work hard at developing zeroemissions fuels.”

Grahaeme Henderson stated: “This significant commitment will see Shell hit a new milestone for our fleet decarbonisation with an average of 50% of our crude tankers on time charter powered by dualfuel LNG engines once in service.

There is real urgency to tackle emissions from this sector and adopting LNG while developing zero-emissions fuels options, will make a significant difference to cumulative emissions.”

Sung Geun Lee, President and CEO of DSME, said: “The vessels have been designed with stateof-the-art technologies and not only achieve a huge reduction in greenhouse gas emissions but are also economically viable. They have a low fuel consumption with their dual-fuel LNG engines and will bring significant benefits to both the charterer and the ship owners over the long-term.”

AET President and CEO Captain Rajalingam Subramanian, said: “This latest addition of LNG dualfuel VLCCs to AET’s growing, eco-efficient fleet portfolio clearly demonstrates our continued commitment to cleaner shipping solutions that are economically viable, and our aspiration to reduce our carbon footprint in alignment with the IMO greenhouse gas (GHG) strategy.

The World’s First Ship Tunnel Starts To Take Shape In Norway Chennai

Ever since the time of the Vikings, improvisations in every aspect of traditional seafaring have been challenged by Norwegians, building engineering processes unseen by the world till that point.

So, when we talk about the world’s first tunnel exclusively for ships, Norway deserves to be the one to see another first in the industry.

Following government approval of startup funds, The Norwegian Coastal Administration (Kystverket) has decided to push forward with an investment of $325 million, completing a 1.7-kilometer tunnel that will be used only by ships.

The tunnel will be so designed that cargo vessels and most ships in the coastal voyage fleet would be able to pass through the same, marking a modern engineering

marvel, to say the least.

It will allow vessels to circumvent the tricky waters of Stad, a vulnerable area of the ocean along the Norwegian coastline that has gained a notorious reputation over centuries.

For more than 100 years now, Norwegians have been proposing a tunnel that would help ships in bypassing Stad. The combination of wind, ocean current, and waves makes the stretch of Stad a demanding one for vessels of all sizes.

Legend has it that the Vikings pulled their ships overland to

prevent sailing around Stad in bad weather.

The team behind the project— known as the Stad Ship Tunnel, states the challenges ships face while navigating around Stad: “Very high waves come from different directions at the same time and create critical situations for vessels. Heavy seas can also linger for several days after the wind has calmed down, which in turn leads to difficult sailing conditions, even on quiet days.”

Project manager Terje Andreassen explained the next course of action after the project received an initial funding of $8.7 million from the Norwegian government, “We will now start the processes of acquisition of properties in the area where the ship tunnel will be located, as well as put in place a project organization, prepare a tender basis and initiate a tender.”

The ship tunnel is due to open in 2023.

Port Wings News Network n 12 March, the Port of Gothenburg started a regular direct service to South Africa and Oceania. The Norwegian shipping company Höegh Autoliners will operate the new service, with departures from the Port of Gothenburg every other week.

“This direct service is a vital addition for industry, and it will certainly open up new opportunities. Oceania and South Africa are key markets for the automotive industry, as well as the Swedish engineering and construction sectors.

This service will give the Port of Gothenburg an extra edge in its industry offering,” said Claes Sundmark, Vice President, Sales & Marketing, Gothenburg Port Authority.

The new service will include a call at the Port of Gothenburg every other week. On arrival at the final destination, Auckland in New Zealand, the vessel will return to Gothenburg, taking in ports throughout East Asia. The new service will present further opportunities for Swedish import customers to bring goods into Sweden and Scandinavia. With the new service, goods can also be linked up with other

global markets via ports on the continent.

Höegh Autoliners currently operates the world’s largest PCTC vessels* with a carrying capacity of 8,500 car equivalent units.

Shipments from Gothenburg are expected to include cars, heavy vehicles, construction equipment, and large project loads.

“We are working closely with our customers to offer them sustainable transport options and we are pleased to be starting up a service in Gothenburg that will meet freight flow requirements to and from Sweden for the automotive and the high-and-heavy sectors,”

said Oskar Orstadius, Chief Sales Officer at Höegh Autoliners.

Höegh vessels will call at the Port of Gothenburg transocean vehicle and ro-ro terminal, and the freight will be handled by the terminal operator Logent Ports and Terminals.
