Speaking on the occasion, Shri Mandaviya appreciated the port team and all stakeholders for completing the work of the oxygen plant in just 20 days. Appreciating the efforts done by all Ports in the pandemic, Shri Mandaviya said ports are contributing to fighting against COVID-19 by facilitating oxygen supply, creating a green channel for cargoes related to COVID-19 materials, and waiving the port charges. He said ports will continue to provide better facilities to the people living in the surrounding areas.

Deendayal Port is the first port amongst all major ports to install & commission such an oxygen generation unit in this pandemic scenario. The installed oxygen generator unit is of having a capacity 20 cu.m./ hr., i.e., 20,000 litres/hr. at 5-6 bar pressure, which is equivalent to approx. 03 nos. jumbo cylinders per hour, which can be utilized for

the treatment of COVID as well as other patients of DPT staffs, their relatives and other people in the locality, at the Port hospital. The system will eliminate the hardship of frequent refilling the cylinders for treatment of patients which is a very cumbersome process and will ensure smooth and continuous oxygen supply to the hospital.

The Oxygen Unit generates oxygen gas by the continuous process of pressures wing adsorption methods through imported Molecular oxygen sieves in a pressurized state in the unit and finally delivers oxygen of minimum 93% purity.

The Medical oxygen copper piping network is installed for the distribution of medical oxygen gas connects to each bed oxygen-fitting of all wards in the hospital viz., Male ward, Female ward, Children ward,

Maternity ward, Special rooms, proposed ICU room, VIP rooms, Operation theatre, Isolation ward, etc. The network pipeline consists of heavy copper seamless pipes of various sizes to assure uniform oxygen pressure distribution throughout the network with oxygen regulators, flow meter and control valves to 78 bed-points of the mentioned wards in the hospital.

The pipeline network is equipped with Low oxygen pressure alarm system to alert the hospital well before any undue oxygen supply malfunction, leakage etc.

An Oxygen cylinder bank, as an alternate source for oxygen supply to the hospital, is also installed near the Oxygen Generation Unit, with an ‘Automatic Oxygen-source Changeover system’ for changingover to the cylinder bank source in case of any failure of the oxygen generation unit, power failure and vice-versa.

Modern Firefighting System is installed at Port Colony Hospital with standard features of Fire Alarm system, Smoke detection system & Fire Sprinkler system in the wards and rooms of the hospital, Auto Start flow switch panel, Fire Extinguishers etc. The Firefighting system is having a pump capacity of 650 litres per minute (lpm) and consists of a Main pump, jockey pump, heavy-duty piping of various sizes throughout the hospital premises for assuring sufficient flow & pressure, safety signages etc.

The important items transported during May 2021 includes 54.52 million tonnes of Coal, 15.12 million tonnes of Iron Ore, 5.61 million tonnes of Foodgrains, 3.68 million tonnes of Fertilizers, 3.18 million tonnes of Mineral Oil, 5.36 million tonnes of Cement (excluding clinker) and 4.2 million tonnes of Clinker. In the month of May 2021, Indian Railways earned Rs. 11604.94 crores from freight loading.

month. In May, 2021, wagon turn around time is registered at 4.81 days as compared to 6.46 in May 2019.

It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive. It may be noted that speed of freight trains has been enhanced in the existing network.

Freight speed improvement leads saving of costs for all stake holders.

Freight speed has doubled over last 18 months.

Few zones (around four zones) have registered average speed of freight trains even above 50 Kmph.

Due to geographical conditions, certain sections offer good speed to freight trains. An average speed of 45.6 Kmph is registered in May 2021 for freight trains which is 26% more as compared to 36.19 Kmph for the same period. nline platforms are increasingly a regular part of our everyday routines. We use them to communicate, shop, order food, consume entertainment, get around and find travel accommodations.

According to Applico CEO Alex Moazed, a platform is “a business model that creates value by facilitating exchanges between two or more interdependent groups, usually consumers and producers. In order to make these exchanges happen, platforms harness and create large, scalable networks of users and resources that can be accessed on demand. Platforms create communities and markets with network effects that allow users to interact and transact.”

Platforms are different from traditional linear business. In a linear business model, a company creates a product and sells it to a distributor, which then sells it to the customer. Value is often created by making the supply chain more efficient.

Online platforms have the advantage of being able to create value on an exponential level by harnessing the network effects of the internet. Moazed notes that, unlike linear business models, platforms do not own the means of production but instead the means of connection.

With Covid-19, we’ve become even more dependent on online platforms. The power of the most dominant online platforms is evident from the record earnings reported by Apple, Amazon, Facebook, Google and Microsoft.

Not only do each of these companies have one platform that dominates a particular industry, but they each own multiple other platforms that compete for consumer attention, transaction and subscription fees, and businesses’ advertising dollars.

This trend is also not unique to the Western world. In China, similar companies with online platforms have become dominant, including Alibaba, Tencent, JD.com and Meituan. Adding to the incredible power that the dominant platforms wield is that they also own the infrastructure other platforms are built on, with offerings such as iOS, AWS, React Native, Android and Azure. Access to this infrastructure makes it easier than ever before to build a platform. However, building on top of this infrastructure also presents a business risk — if you present a risk to the platform that owns the infrastructure, then your business may be at risk.

For example, Parler was famously “deplatformed” after Apple suspended its app from the App Store and AWS suspended its web hosting for violating Apple and AWS policies just as it was becoming one of the most downloaded apps.

Even Facebook recently found Apple disrupting its business when Apple decided to change the policies for app tracking on iOS, requiring users to opt into Facebook’s data tracking.

This upended Facebook’s ability to target and attribute results for its advertising clients and provided an advantage for Apple’s own advertising services.

Global trade needs standards “The ICC is looking forward to working with BIMCO on its ambitious goal of delivering an electronic bill of lading standard for dry and wet bulk shipping to the world,” says Oswald Kuyler, Managing Director of the Digital Trades Standards Initiative (DSI) at the ICC. “Being at the forefront of global developments in shipping BIMCO is perfectly placed to undertake this ambitious task. Global trade needs standards to digitise trade at scale and BIMCOs work will help unlock the digitisation of another critical instrument,” he says.

BIMCO’s electronic bill of lading standard will be fully aligned with the UN/CEFACT MultiModal Reference Data Model to ensure seamless and transparent eBL transactions across international borders. The organisation plans to develop its eBL standard with the assistance of, among others, the Digital Container Shipping Association (DCSA) who published their own standards for the liner industry in December 2020.

Another risk is that the platform company may replicate your product if it becomes popular. Amazon has been accused of white-labeling products that are similar to its top-selling products from third-party sellers. and several key stakeholders to identify the commercial and contractual implications of impending International Maritime Organization (IMO) carbon regulations has highlighted a raft of contractual challenges. BIMCO’s documentary experts have begun preparing charter party clauses to assist owners and charterers comply with the new regime. Charter parties that extend beyond 2023 are already being negotiated and agreed, so this task has been given top priority by the organisation.

The main driver for this initiative is the amendments to chapter 4 of MARPOL Annex VI, due to come into force in 2023, which will tightly regulate the energy efficiency and carbon intensity of ships. The future regulatory framework is complex and challenging and may require shipowners to reduce engine power and speed to comply with the Energy Efficiency Existing Ship Index (EEXI). The carbon intensity index (CII) requirements may also see shipowners having to reduce cargo intake in addition to routeing and slow speeding measures.

Compliance with the new regime may mean that shipowners are at risk of being in breach of their obligations in performing the voyage under standard charter party terms.

An essential part of this process is bringing owners and charterers together to find practical and commercial solutions to issues that are fair to both parties. BIMCO’s

impact study has indicated that the commercial implications of CII will be as equally challenging as the contractual issues. Compliance will involve cost. This may take the form of capital costs installing new equipment to make the ship more efficient; or it may be costs related to cargo shutout and longer voyage durations. A fair allocation of costs and responsibilities will be at the heart of the new BIMCO clauses to ensure that neither party is unduly disadvantaged by the carbon regulations.

Is it a tax?

BIMCO will also look closely at emission trading schemes currently under discussion and how they be dealt with in charter parties.

Although carbon levies could be considered a “tax” for the purposes of charter parties and therefore covered by existing clauses in standard forms, it may be that a more prescriptive approach is called for.

As with the industry’s transition to low sulphur fuels in 2020, the carbon clauses will require owners and charterers to closely cooperate on technical and operational activities. On this aspect BIMCO has been encouraged by the willingness of several dry cargo and wet charterers to work together with shipowners and BIMCO to find contractual solutions.

BIMCO’s Documentary Committee will discuss the draft carbon clauses over the summer and review then for possible adoption in September.

Container Rates Continue To Set New Highs In 2021 Chennai

Port Wings News Network ontainer rates are continuing to climb driving carriers’ profits while shippers continue to struggle with the everincreasing costs. All major trade corridors have seen rate growth during the first five months of 2021 and fresh records continue to bet set.

The market intelligence firm Xeneta reports that the historically high long-term contracted container rates are being pushed to new heights. During May their analyses show an additional nine percent surge in prices, and they foresee little relief in the months ahead.

Between 2016 and 2020, container rates while fluctuating never exceed $3,000 according to Drewry Shipping Consultant’s data.

Rates, however, have been on a steady increase since last summer and the beginning of the recovery from the lows of the pandemic.

Drewry’s composite exceeded $5,000 for the first time in 2021 and on one of the hardest high routes, China to Rotterdam, the rate has just exceeded $10,000 for the first time.

Drewry’s World Container Index illustrates just how dramatic the increase has been. According to data released on May 27, the rate for a standard 40-foot container shipped from Shanghai to Rotterdam is up 485 percent year-over-over and a further three percent in the last week to an almost unbelievable $10,174.

The composite which looks at eight of the world’s primary shipping rates is up 293 percent year-over-

year and a further two percent last week to $6,257.

“As nations gradually emerge from the worst of the pandemic, and more equipment and capacity is introduced, it’s possible we’ll see some relaxation in rates… but, in the short-term, the carriers appear to be holding all the cards,” said Patrik Berglund CEO of Xeneta.

“Certainly, some fascinating, and nail-biting, times await,” he says looking at what’s ahead for the markets. He points out that the current market is a struggle between

carriers seeking to realize the opportunities and shippers who find themselves caught by tight capacity and few options to control costs.

According to the latest market intelligence from Xeneta’s LongTerm XSI Public Indices, which crowdsources rates from leading shippers and freight forwarders, the global benchmark has risen by 34.5 percent since the start of 2021.

Its data shows that all major trade corridors have seen rate growth, and much of it spectacular, across the first five months of 2021. Xeneta

says Far East export and European imports are leading the way with both up by over 50 percent in 2021.

“A lack of equipment and the ongoing ramifications of coronavirus, added to unforeseen factors such as the blocking of the Suez Canal, have squeezed supply chains, pushing capacity to bursting point,” says Berglund. “This leaves stressed shippers facing increasingly one-sided negotiations and, even when contracts are signed, the potential of rolled cargos and broken agreements as operators take advantage of massively lucrative spot rates.”

In Europe, Xeneta’s import benchmark rose for the sixth consecutive month, increasing by nearly four percent in May for a cumulative increase of 53.5 percent since the beginning of 2021. European exports, meanwhile, jumped by 8.6 percent.

The Far East also experienced substantial monthly gains across both imports and exports while in the US the import benchmark rising had its highest single monthly increase in two years.

“With carriers blanking sailings to manage capacity, added to continuing high demand and reduced retail inventories, it’s difficult to see the prospect of any immediate rates relief on the horizon,” forecasts Berglund. He however points out that markets remain so volatile that the situation can change overnight.

How Three Chinese Companies Cornered Global Container Production Chennai Port Wings News Network ever before has the humble ocean shipping container been this important to American business. If you can’t get one, you can’t move your international cargo — and supply has never been tighter. The cost of global trade is now contingent on how many containers exist, where they are and where they aren’t.

How many containers exist is controlled by China.

Virtually every ocean shipping container in the world is built there.

Just three Chinese companies account for the majority of production, with Chinese factories now building more than 96% of the world’s dry cargo containers and 100% of the world’s refrigerated containers, according to U.K. consultancy Drewry.

Carl Bentzel of the Federal Maritime Commission (FMC) said earlier this month, “I am concerned that this equipment is controlled by a state-owned enterprise and that we’re completely reliant, and I have questions about whether or not there’s been market manipulation of what is potentially a monopoly.”

U.S. shippers are indeed reliant on equipment manufactured by a very small number of state-linked Chinese companies that are said to be actively managing capacity. But beyond expressing concern, there’s nothing the FMC or anyone else in America can do about it.

To understand how container manufacturing came to be dominated by so few Chinese entities and why it’s commercially unfeasible for this equipment to be built competitively at scale in the U.S., American Shipper interviewed John Fossey, head of container equipment and leasing research at Drewry.

The good news, according to Fossey, is that the current global equipment capacity crunch should ease as port congestion lessens and with China on track to manufacture a record number of containers this year.

CHINA’S ‘BIG 3’ Container manufacturing migrated from South Korea to China in the 1990s. “That was very much supported by the Chinese government,” explained Fossey.

“With Chinese manufacturing capacity increasing and their need to export everything, it made sense to build the containers there too.”

China grew its market share ever since and has been completely dominant for the past 15 years. In the first quarter of this year, the top three Chinese builders accounted for 82% of global container production, according to Drewry data.

China International Marine Containers (CIMC) produced 580,000 twenty-foot equivalent units (TEUs), accounting for a market share of 42%; Dong Fang International Containers, 358,000 TEUs (26%); and CXIC Group 200,000 TEUs (14%). Market shares were similar in full-year 2020, when a total of 3.1 million TEUs were produced, according to Drewry.

“There is significant state interest in the major companies,

and strategies are to some extent controlled by the China Container Industry Association [CCIA],” said Fossey, who added, “I suppose you could argue that CIMC, which is far and away the largest, really runs the CCIA.” ‘FACTORIES ARE BEHAVING DIFFERENTLY’ Between 2017 and early 2020, “container prices fell quite dramatically and manufacturers at

best enjoyed wafer-thin margins, so the three main companies decided to try to support some kind of pricing for the dry freight boxes,” said Fossey. “They basically got together and said, ‘Look, we’re not going to produce these containers at a loss.’

“At the end of 2019 the price was just $1,650-$1,750 per TEU and they wanted a minimum of about $2,000. After the COVID shutdowns in the first quarter of 2020, they did start to raise their prices. And as we all know, with the strong consumer demand in the U.S. and Europe after that, prices just went through the roof. By the end of 2020 and into this year, we’ve seen prices at around $3,500.”

During a quarterly call earlier this year, Tim Page, interim president and CEO of container-equipment lessor CAI International (NYSE: CAI), asserted, “The factories are behaving differently than they have in the past. They don’t have any interest in increasing production at the expense of price. I think it’s a new dynamic in our industry. And I think it’s going to stick. They’re more focused on maintaining high container prices.”

Asked about Page’s comment, Fossey said, “That makes absolute sense. That’s exactly the strategy they’ve adopted. These factories could do two 12-hour shifts a day, but they don’t want to flood the market with boxes because they want to keep the price where it is now or perhaps slightly lower. They don’t want to ever get back down to $1,750 or $1,800.”

CHINESE PRODUCTION IS RISING SHARPLY At a time when availability of container equipment is more important than ever to shippers, this setup might sound concerning from a U.S. trade perspective.

Analogous to foreign-flag liners that manage ship capacity to support freight pricing, Chinese container equipment manufacturers are reportedly managing production capacity to bolster new-box prices paid by liners and lessors. And unlike ocean carriers, Chinese equipment manufacturers are completely outside of the purview of U.S. regulators.

But Chinese production decisions are not responsible for container shortfalls in the U.S., maintained Fossey.

“I genuinely believe and Drewry research has demonstrated that, in principle, there are enough containers in operation today to satisfy global trade demand. The problem is that the containers are all in the wrong place, with all the congestion and the velocity of containers moving through the network being considerably slower.”

Meanwhile, Chinese production this year is very high — even if it’s not as high as it might be under a two-shift system.

“They’ve gone from five days at 10 hours a day to six days at 10-11 hours a day,” said Fossey.

If the first four months of this year are any indication, Chinese factories are on pace to top 2018’s record of 4.4 million TEUs, equating to double-digit growth year on year.

Fossey believes that when port congestion eventually eases, the effective box supply will increase and demand for new production in China will pull back. He expects production “to slow down a little bit” in the second half versus the first.

WHY CAN’T AMERICA COMPETE? A container seems like a relatively simple piece of equipment that could theoretically be built at a U.S. factory. In practice, however, a U.S.built container could not compete for liner and lessor customers with a Chinese-built box.

One issue is steel, the single most important input in the construction process. Drewry estimates that Corten (weathered) steel represents around 60% of the total cost of building a container.

According to data provided to American Shipper by S&P Global Platts, the price of U.S. hot-rolled coil (HRC) steel over the past decade has averaged 28% higher than Chinese HRC. More recently, the U.S. price has spiked to nearly double the price of HRC in China.

China’s other competitive advantages range from lower labor costs and higher government support to proximity to where refrigerated container machinery is produced.

“When you think about all the technology and investment they’ve made in plants and paint shops and drying facilities, it’s very difficult to see any other countries get to the same scale as China and have a competitive unit cost,” said Fossey.

There’s yet another advantage to building containers in China that’s particularly pivotal: lack of repositioning costs. “The liners and the lessors don’t have to spend huge amounts of money repositioning those containers to areas of demand.

Mr Sharad Kumar Saraf further reiterated that continuing on with such a growth performance in exports during the second month of the new financial year not only shows signs of resilience of the exporting community facing squeezing profits but also the resolve of the government. FIEO Chief complimented the government for its continuous support during such challenging times. Increase in May 2021 imports by about 68.54 percent to USD 38.53 billion compared to the same period during the previous fiscal led to the increase in trade deficit of USD 6.32 billion, which is an increase of over 74.69 percent during the month and should be looked into.

FIEO President reiterated that though the government has announced a slew of measures to support exports, the need of the hour is to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry thereby helping in further forging new contracts with the foreigner buyers. Mr Saraf also reiterated that the government must address some of the key issues including priority status to exports sector, extension of Interest Equalisation Scheme beyond June 2021 till atleast 31st March, 2024, release of the necessary funds for MEIS and clarity on SEIS benefits, resolving risky exporters’ issues and continuance of seamless refund of IGST and more importantly continuing with IGST option for exports.

Port Wings News Network he Ismailia Economic Court of First Instance in Egypt has adjourned the proceedings in the claim of the Suez Canal Authority (SCA) over Ever Given’s grounding until June 20, 2021.

This period is expected to allow for further settlement discussions to take place between the owners of the vessel Shoei Kisen Kaisha and the canal authority.

“Since the start of this case, the owners of the Ever Given and their insurers have been committed to an amicable and fair resolution of this matter and remain so. We look forward to further discussions and bringing this matter to a close as soon as is practicable,” the indemnity insurer of the vessel UK P&I Club said.

The Suez Canal Authority has reduced the value of the required compensation by 40% from $916 million to $550 million, provided that $200 million is paid in advance, while the remaining $350 million is paid as letters of guarantee issued by an “A class” bank in Egypt. The offer is yet to be accepted by the owners of the ship.

In a recent statement, SCA Chairman Osama Rabie said that the investigations of the incident caused by the Panamanian-flagged container ship Ever Given was caused by a mistake in directing the ship, which is the responsibility of the ship’s master and not the authority’s pilots, as the pilots’ opinion is advisory and nonbinding.

Therefore, SCA believes the owners and operators bear the

responsibility for damages that may befall the authority, its property, others, or the ship itself.

The containership was arrested on April 13, 2021 after SCA and the shipowners failed to reach a deal on the compensation claim, as the latter felt the amount to be too high and unsupported.

The ship has been anchored in the Great Bitter Lakes region since March 29, 2021, awaiting for the legal battle over compensation to be resolved.

Ever Given is manned by 25 Indian sailors. The seafarers whose contracts had expired were allowed to carry out crew changes and sign off.

Meanwhile, another containership ran aground in the canal last week. Rabie confirmed in a statement on May 29, that Maersk Emerald suffered engine trouble while transiting the waterway in the southbound convoy.

The Suez Canal Authority’s salvage groups managed to refloat the vesel quickly with the assistance of 4 tugboats. The vessel resumed its transit through the canal after the vessel’s crew carried out the neccesary repairs while at anchor at the Great Bitter Lakes.

The SCA Chairman highlighted that the navigation through the canal was not impacted as the transit of the South-bound convoy was shifted to the New Suez Canal through the Eastern Al-Defreswar by-pass.

The Singaporean-flagged containership Maersk Emerald is 353 meters -long and has a beam of 48 meters. The ship was loaded with a cargo of 146 thousand tons.

All crew members were reported to be safe.

“There are not that many Chinese companies who export grapes to Europe and North America, because these markets have strict standards for the amount of chemical residue left on the grapes. However, we are working very hard and we hope to open up new markets in the near future,” said Mr. Liao.

APM Terminals Pipavav Presents Financial Performance for Fourth Quarter & Year Ended March 31, 2021 Chennai Port Wings News Network PM Terminals Pipavav (Gujarat Pipavav Port Ltd) announced the financial results for the quarter ended March 31, 2021. The company reported a net profit of INR 654 million for Q4FY21 as against INR 472 million in Q4FY20. Revenue from operations for the quarter under consideration stood at INR 1,934 million as against INR 1,619 million in Q4FY20.

EBIDTA for the quarter was at INR 1,156 million as against INR 1,004 million during the same quarter last year. EBIDTA margin stood at 60% in Q4FY21 as against 62% in Q4FY20.

The container cargo business for the quarter stood at 195,236 TEUs, bulk business was at 1,028,977 MT and liquid business was 161,719 MT. 4,858 cars were handled under RoRo category for the quarter under review.

For the full year ended March 2021, the company reported a net profit of INR 2,181 million. Total Income from operations for FY21 stood at INR 7,335 million. EBIDTA for FY21 was at INR 4,221 million and EBIDTA margin stood at 58%.

According to Mr. Jakob Friis Sorenson, “Despite challenging year of pandemic, we managed to keep our revenue flat on yearly performance. On the quarterly performance, our numbers are up primarily driven by dry bulk. The container numbers are lower mainly due to the congestion at the Far East port which led to the lowering of EXIM container numbers. He further added, “Cyclone ‘Tauktae’ was a major challenge for the Port sector in Gujarat. APM Terminals Pipavav experienced an unprecedented crisis when Cyclone Tauktae hit the Gujarat coast. The cyclone has impacted the port adversely and has halted our operations temporarily.

Port Wings News Network umbai Port Trust has inked a license agreement with the SP Armada Clean Energy Ventures Private Limited (SPACEVPL) to design, build and operate a Floating Storage and Regasification Unit (FSRU) in Mumbai Harbor.

The company will be operating and maintaining the FSRU infrastructure in Mumbai harbor for the next 30 years.

Shapoorji Pallonji Oil and Gas Private Limited owns 51% of the SP Armada Clean Energy Ventures whereas the wholly-owned subsidiary of Malaysia’s Bumi Armada Berhad, Bumi Armada Netherlands owns the rest of the stakes.

Getting in line with the Government of India’s policy of increasing the LNG share in the energy mix of the economy, the port authorities in India are working on the development of new LNG terminals.

There are five LNG terminals on the west coast of India, namely Hazira, Dahej, Dabhol, Kochi, and Jaigarh. The proposed Mumbai terminal will be the sixth LNG

terminal on the west coast of India.

Mumbai Port Trust is keen on tapping the growth opportunities associated with the increased market demand for natural gas on the west coast of India. SP Armada Clean Energy Ventures will be developing the new LNG terminal in Mumbai Harbor on a Design, Build, Finance, Operate and Transfer (DBFOT) model taking the public-privatepartnership route.

In this partnership, the land license model will be followed wherein the water area charges are set based on the land policy of the given port. As per the Ministry guidelines, the total license rental for the license period has to be paid upfront.

An official with the Ministry of Ports, Shipping, and Waterway said that LNG imports will be rising in the future as the growing domestic demand for LNG cannot be met with limited LNG resources in the country.

He further added that to support the import, infrastructure development will be required and FSRUs within the port limit offer fast track, flexible, and low-risk options in comparison to traditional onshore LNG terminals.

Chennai Port Handles Liquid Oxygen Containers Train For Tamil Nadu Government Chennai

Port Wings News Network overnment of Tamil Nadu requested Chennai Port for handling of trains bringing Liquid Oxygen from various parts of the country at the railway siding inside Chennai Port as it will facilitate quicker movement of oxygen to the hospitals in Chennai.

In line with the guidelines of Ministry of Ports, Shipping and Waterways, Chennai Port has waived all charges for handling these Container trains and is providing all required assistance for the same. The first container train carrying oxygen was handled at the Chennai Port Railway Siding on 31 May 2021. The liquid oxygen received today in cryogenic vessels was loaded at Dolvi Steel Plant of Jindal Steel Works, Maharashtra.

Chennai Port will continue to provide all possible assistance for bringing in the critical oxygen supplies to Chennai.

‘Village Rice’ From Tamil Nadu Exported to Ghana & Yemen New Delhi Port Wings News Network n a major boost to India’s nonbasmati rice exports potential, two consignments 4.5 MT of patented ‘village rice’ sourced from Kumbakonam, Thanjavur district, Tamil Nadu by a start-up Udaya Agro Farm was exported to Ghana & Yemen via air & sea routes on 29 May 2021.

Enriched with protein, fibre, and a variety of minerals, ‘village rice’ is sourced directly from farmers of Thanjavur, also known as rice bowl of Tamil Nadu. APEDA assisted Udaya Agro Farm plans to increase volume of exports of ‘village rice’ in the coming months.

During the 2020-21, the shipment of nonbasmati rice witnessed an impressive spike. The non-basmati rice exports were Rs 35,448 crore (4796 US$ Million) during April-March, 2021 against Rs 14,400 crore (2020 US$ Million) reported during April-March, 2020 period.

The exports of non-Basmati have witnessed a growth of 146 % in Rupee terms and 137 % Dollar terms in 2020-2021.

Earlier this month, a consignment of rice was exported from the Paradip International Cargo Terminal, Odisha to Vietnam. This was for the first time in recent years, non-basmati rice was exported from Paradip Port.

In March, 2021, the first consignment of ‘red rice’ from Assam was exported to the USA. Iron rich ‘red rice’ is grown in Brahmaputra valley of Assam, without the use of any chemical fertilizer. The rice variety is referred as ‘Bao-dhaan’, which is an integral part of the Assamese food.

Non-basmati rice exports to African and Asian countries are undertaken from various ports of India such as Kakinada, Vishakhapatnam, Chennai, Mundra and Krishnapatnam. Paradip will soon emerge as one of the major rice-exporting port of the country.

The sharp spike in rice exports especially during a phase where globally the COVID19 pandemic has disrupted supply changes many commodities, has been attributed to the government taking prompt

measures to ensure exports of rice while taking all the COVID19 related safety precautions.

APEDA is working with various stakeholders such as farmers, entrepreneurs, exporters and importers across the globe to harness India’s non-basmati rice exports potential.

APEDA has promoted rice exports through collaborations with various stakeholders in the value chains.

The government had set up the Rice Export Promotion Forum (REPF), under the aegis of the APEDA. REPF has representations from rice industry, exporters, officials from APEDA, ministry of commerce and directors of agriculture from major rice producing states including West Bengal, Uttar Pradesh, Punjab, Haryana, Telangana, Andhra Pradesh, Assam, Chhattisgarh and Odisha.

Russian Railways, SNCF To Develop Technologies for Use of Hydrogen in Transportation

Port Wings News Network eputy General Director of Russian Railways and Chief Engineer Sergei Kobzev and Director for Technologies, Innovations and Group Projects at SNCF Group (French National Railway Company) Pierre Izard signed a roadmap for running trains on hydrogen fuel cells and their support systems, as well as the introduction of other technologies that will contribute to making the railway sector greener, in a video conference today.

This document defines the directions of cooperation between Russian Railways and SNCF for the next three years regarding issues of safety, design, maintenance and certifying freight and passenger rolling stock.

It also envisages cooperation in other types of traction that will reduce the use of diesel fuel.

‘Taking into account the ambitious plans of our companies and our desire to cooperate in green technologies, I believe this will help us achieve these goals more quickly,’ emphasized Kobzev.

‘This agreement is the result of fruitful collaboration between SNCF and Russian Railways. Since safety is the absolute

foundation of this partnership, our goal is to share knowledge in all areas related to the use of hydrogen and technologies that will reduce the environmental impact of railways,’ said Izard.

By signing this roadmap, Russian Railways and SNCF confirm their commitment to their environmental transformation and demonstrate their desire to ensure that railways are the greenest mode of transportation with the lowest environmental impact.

With Russia’s national goal under the Paris Agreement to reduce emissions by 30% from 1990 levels by 2030, by the end of 2020 Russian Railways ensured there would be a reduction in its total emissions to 49% from 1990. Today, Russian Railways transports more than 85% of all passengers and cargo on electric trains. The share of Russian Railways in the total volume of greenhouse emissions, as well as in the overall statistics of the negative environmental impact of Russian enterprises, is less than 1%.

Since 1990, SNCF has reduced CO2 emissions by more than 50% per passenger and per ton of cargo carried. Today in France, rail transport accounts for 0.4% of the greenhouse gas emissions for the entire transportation sector.

Wallenius Wilhelmsen Ramps up in Gothenburg Chennai

Port Wings News Network allenius Wilhelmsen, one of the world’s largest roro carriers, is investing heavily in the Port of Gothenburg, with increased frequency and more destinations to and from the port.

The move is an incisive response to increased demand from the market for vehicles as well as breakbulk and project loads.

After a challenging year with Covid-19 there is a glimmer of light at the end of a longer tunnel than was anticipated, particularly for large parts of industry. Wallenius Wilhelmsen is just one of many companies in the transport sector that have been affected.

“After a rough patch during 2020 we now have vessels in our global fleet back in traffic globally. Today, demand is bigger than in a long time and our vessels depart fully loaded,” said Nikolai Nymoen, General Manager at Wallenius Wilhelmsen in Sweden.

New traffic to Gothenburg Apart from the odd cancellation, the departure frequency in Gothenburg generally remained at four per month throughout the pandemic. During the spring, the number rose from four to six per month, with new departures opening up new destinations.

A new addition is that Wallenius Wilhelmsen now offer direct services from the Port of Gothenburg to the west coast of the USA, including ports such as Port Hueneme and Tacoma.

“We are expanding our offering in response to the market. The situation is looking bright with increased volumes among our contract customers and more enquiries on the spot market. There is considerable pressure and high demand, and we are doing our utmost to ease the situation by expanding our service schedule,” said Nikolai Nymoen.

Wallenius Wilhelmsen was already operating direct services from Gothenburg to New York, Brunswick and Charleston on the east coast. Also, the shipping line offers six sailings per month to New Zeeland, South Africa, South America and Central America via transloading on the continent.

Wind turbine blades on the weather deck Wallenius Wilhelmsen operates a number of the world’s largest and most modern LCTC vessels*. The vessels can carry up to 8,000 CEU and are also ideally suited to bulky project loads, an area in which Nikolai Nymoen says there is a growing demand.

“We can handle virtually any load up to 12 × 6½ metres and weighing

up to 320, which is the ramp limit.

This covers most loads, ranging from large plant components and generators through to trains and helicopters – and everything in between. We also have the capacity to lift loads on board the weather deck, where we carry wind turbine blades and other equipment that are difficult to roll on board on the stern ramp,” said Nikolai Nymoen.

Wallenius Wilhelmsen’s vessels moor at Logent Ports and Terminals, which handles much of the Port of Gothenburg’s transoceanic ro-ro-traffic and the growing volume of project loads, including bridge sections. Logent Ports and Terminals has worked with projects loads a great deal during the past year, driven in part by the major infrastructure projects that are becoming a growing feature of the city of Gothenburg.

“The port as a whole has moved forward during the past year, particularly in the handling of project loads. Wallenius Wilhelmsen’s investment in Gothenburg is entirely in line with our ambition to consolidate our position as the optimal port for vehicle transport, project loads and breakbulk, and where we have identified significant growth potential,” said Richard Mellgren, Senior Business Development Manager at Gothenburg Port Authority.

BRUcargo Accelerates Digital Transformation With Large Scale Rollout of Digital Green Lane Chennai

Port Wings News Network russels Airport, Air Cargo Belgium, and the entire BRUcargo community are taking a giant leap in the further digitization of cargo processes with effect from 1 June.

Leveraging the pioneering work with BRUCloud in past years, on the 1st of June the Digital Green Lane for digitizing the landside pick-up and delivery process will be fully implemented by 12 ground handling agents and freight forwarders, that combined represent 75% of the freight volumes at Brussels Airport.

The well-known BRUcloud data sharing platform, hosted by partner Nallian, that currently

counts 12 different applications all digitising a specific aspect of the air cargo process, will be taken to the next level. Via a Memorandum of Understanding, 8 Freight Forwarders and 4 Ground Handling Agents agreed on the rollout of the Digital Green Lane starting the 1st of June. These companies are APA, BDP International, DHL Global Forwarding, DSV, Expeditors, Geodis, Kuehne + Nagel, Nippon Express, Aviapartner, dnata, Swissport and WFS. The Digital Green Lane is a uniform standardized pick-up and delivery process between freight forwarders and ground handling

agents, supported by the BRUcloud Landside Management applications.

This means that all freight is being picked up or dropped off at a registered time slot, all freight information is shared digitally throughout the process and all actions during the pick-up and drop off process are registered by the driver on a mobile device.

The applications that make all this possible are the Slot Booking App, Freight Management App, Acceptance and Delivery App and Digital Desk App. By making use of these digital applications, all partners involved will be able to avoid waiting lines and optimise their capacity- and resource planning. The users of the Digital

Green Lane applications will not only be working more efficient and paperless, it also gives them a priority service when picking up or delivering freight.

With this project, BRUcargo has the ambition to be the first fully digitised air cargo community in the world.

NEWS - BITS New Port To Be Established By PLC Caspiy In The Astrakhan Region

Granting the status of SEZ LOTUS resident to PLC Caspiy has been considered at the first meeting of the special economic zone’s expert board. Port-type SEZ LOTUS is established in the Limansky District of the Astrakhan Region.

According to the press center of SEZ LOTUS, the meeting participants approved the project on creation of a modern port with a container terminal. Martrade Holding, leading German logistics company, is a strategic partner of the project.

At the first phase of the project the investor is to equip the existing berths NoNo 8, 9 of Olya seaport. By the end of 2023, it is planned to put into operation four new terminals with a total capacity of 3.3 million tonnes. The second phase foresees the construction of a new port in the Ilmen Zaburunny area. Total investments into the project are estimated at over RUB 27 billion.

The project is expected to generate at least 800 jobs will be created. The new port complex will occupy an area of 295 hectares.

“The project is compliant to all strategic documents of the Port SEZ. It is aimed at the development of container shipping by the International Transport Corridor “Sever-Yug” (“North-South” – Ed.) across the Astrakhan Region primarily through creation of an advanced infrastructure for handling of containerized cargo which is currently absent in the region”, said Sergey Milushkin, General Director of SEZ Lotus.

Efficient operation of the Port SEZ and the container terminal as it key infrastructure component will let the Russian Federation create a large trade and logistic hub on the Caspian Sea for cargo transport by the North-South corridor.

Kandalaksha Gulf VTS obtains certificate of conformity In accordance with the certification results carried out by the specialized organization the FSUE “Rosmorport” Murmansk Branch received a Rosmorrechflot certificate No. VTS-3/1-3218-2021 dated 21.04.2021 on Kandalaksha Gulf VTS compliance with the technical and operational requirements for the VTS of the second category, established by order of the Ministry of Transport of the Russian Federation No. 226 dated 23.07.2015 and IMO Resolution А.857 (20).

In 2016, the Kandalaksha Gulf VTS, which was completed in 2015, successfully passed the first examination for compliance with the requirements for VTS, Rosmorport says in a press release.

In 2020, the Murmansk Branch carried out work on the transfer of the center of the Kandalaksha Gulf VTS to Murmansk, which made it possible to remotely manage the operation of the RTP in Kandalaksha and Mountain Krestovaya and at the same time reduce the operating costs of servicing the VTS equipment.

Today, the Kandalaksha Gulf VTS includes the VTS center (Murmansk), RTP (Kandalaksha) and RTP (Mountain Krestovaya).

Damen Delivers Two Electrical Booster Stations To Johann Bunte Bauunternehmung Damen has delivered two electrically powered booster stations to the German dredging contractor Johann Bunte Bauunternehmung GmbH &Co. KG, according to the company’s release.

The zero emission high efficiency drive of the boosters marks an important step in the energy transition, going from diesel to green power. Both boosters will start on their first project in Niedersachsen, Germany in August. The identical boosters have been designed and built by DAMEN Dredging Equipment (DDE).

The containerised unit houses the DAMEN dredge pump, which is driven by a 1,095 kW Siemens electro motor, through a gear box. In a separate space the frequency drive and switch board are located. The booster stations receive their power via a local 690 V AC power cable. They can be operated from the dredge using remote control, including automatic control of the multiple dredge pumps. Each booster has the size of a 30’ container for practical relocation. Both E-boosters have been tested extensively at the DAMEN Dredging yard in Nijkerk, the Netherlands.

During these tests, Joppe Neijens, DAMEN sales manager said, “It is quite remarkable how silent these boosters are compared to the diesel driven ones. That and the fact that they can be powered from the grid make them extremely well suited for dredging jobs in sensitive environments.”

The customer, Johann Bunte Bauunternehmung GmbH &Co. KG, is a wellknown German family- owned contractor with a large portfolio in dredging and construction projects.

The spokesman of the Management Board, Mr Frank Schreiber, says, “Our investment in the Elektrobooster is part of our corporate strategy as an element of our sustainability concept. Efficiency, environmental protection and resource conservation are very important for a modern construction company like Bunte. The boosters will be named Pirate XII and Pirate XIII to follow our company tradition.”

Customs Valuation Committee Sees Encouraging Increase In Notification Activity Chennai

Port Wings News Network t the meeting of the Committee on Customs Valuation on 27 May 2021, WTO members noted encouraging progress on customs legislation notifications over the past few months. Members also advanced work on preshipment inspection (PSI), with a view to concluding the fifth triennial review of the PSI Agreement at the next Committee meeting in October 2021.

Customs valuation The chair of the Committee, Carlos Guevara of Ecuador, shared with members the current status of notifications as well as the status of questions and responses regarding customs valuation legislation (G/VAL/W/232/Rev.13).

He stressed the encouraging increase in notification activity. Since the last Committee meeting in October 2020, customs legislation notifications had been received from Afghanistan, Colombia, Mongolia, Saint Kitts and Nevis, the Solomon Islands and the United Kingdom.

In addition, responses to the checklist of issues had been notified

by Colombia, Israel, Namibia, Paraguay, Tonga and the United Kingdom, while responses to questions had been circulated from Honduras, the Kyrgyz Republic, Rwanda, the Solomon Islands and Togo. In addition, the Committee had received and circulated additional questions and responses

from the European Union.

To date, 108 members have notified their national legislation on customs valuation and 75 members have notified responses to the checklist of issues (both numbers count the European Union as one). Twenty-nine members have not yet made either of these two notifications.

The chair reported on his contacts with a number of members who have yet to submit a notification relating either to their customs legislation or their responses to the checklist of issues. Thanking delegates for their work in preparing those notifications, he stressed that the encouraging exchanges held with several members will hopefully soon generate additional notifications. “This is encouraging progress and I urge other members that have not yet notified their legislation, or amendments to their legislation, to make every effort to do so. In this regard, I would like to emphasize that you can request the technical assistance that you may require,” he added.

Under Article 22 of the Customs Valuation Agreement and the Decision on “Notification and circulation of national legislation in accordance with Article 22 of the Agreement”, WTO members must submit the complete texts of their national legislation on customs valuation in one of the three official WTO languages. They should also inform the Committee of any

changes in their laws and regulations relevant to this Agreement and in the administration of such laws and regulations.

Preshipment inspection Under the standing agenda item of preshipment inspection (PSI), the Committee addressed four issues: the status of notifications, questions and responses regarding notifications, information on PSI programmes and the fifth triennial review of the PSI Agreement.

Members took note of the compilation of PSI notifications.

Since the last meeting, notifications had been received from Afghanistan, the Central African Republic, Montenegro and Ukraine. The current status of all PSI notifications is contained in the updated document G/PSI/N/1/Rev.5.

With regards to the fifth triennial review of the PSI Agreement, the chair anticipated this exercise could be concluded at the next Committee meeting in October. The WTO Secretariat will be requested to produce a factual report for the Committee’s consideration. The marine robots use hybrid technology, cutting CO2 emissions. An Armada robotic vessel emits up to 90% less CO2 than a conventional survey vessel.
