Bill To Provide Greater Autonomy To 12 Major Ports Passed New Delhi Port Wings News Network o provide greater autonomy in decision-making to 12 major ports in the country and professionalise their governance by setting up boards, the Lok Sabha passed the Major Port Authorities Bill, 2020 on 23 September 2020.

The Major Port Authorities Bill, 2020, seeks to repeal the Major Port Trusts Act of 1963. The Bill aims to provide for regulation, operation and planning of major ports in India and to vest the administration, control and management of such ports upon the boards of major port authorities and for matters connected therewith or incidental thereto, be taken into consideration.

'This would enable our ports to become world class and enable board to take decision on their own,' Shipping Minister Mansukh Mandaviya said while relying to debate on the Bill.

India has 12 major ports -Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar (earlier Toothukudi), Visakhapatnam, Paradip and Kolkata (including Haldia). These together had handled 699.04 million tonnes (MT) of cargo during 201819.

The bill is aimed at reorienting the governance model in central ports to landlord port model in line with the successful global practice, it said and added, this will also help in bringing transparency in operations of major ports.

Chinese factories are booming. Chinese goods are flooding into U.S. ports.

Trade talks between the two countries continue. Officials held a six-month “checkup” on the Phase 1 trade deal. Both sides cited progress, yet China was more than 50% behind June purchase targets.

There are some positive signs for exports. According to Argus Media, China began ramping up purchases of U.S. crude oil in May and imported over 800,000 barrels per day in July — a plus for tanker demand. China should also buy more U.S. grain in the second half.

But the real story is goods flowing in the other direction, from China to America. “In July, U.S. containerized exports were 30% below their average in the past three years, while imports are surging.”

The Caixin China General Manufacturing Purchasing Managers Index jumped sharply in July, to an all-time high. If U.S. Customs data is any indication, that record could be broken — maritime import filings are trending more than 20% higher this month than in July.

Through the latest available data, show how China has fueled U.S. import gains.

Customs filings for Chinese goods were up 208%, with total U.S. filings up 64%.

The customs data confirms that more Chinese goods are going to California than taking the long route via the Panama Canal to the East Coast. This is beginning to sound like a broken record, but freight rates keep rising in the trans-Pacific market.

What’s driving this import demand just as the U.S. is in the midst of a pandemicinduced economic crunch?

There are some factors are at play here. First is a shift in consumption patterns away from services to physical goods, which would give rise to a need for stockpiling a large volume of goods different to what were previously sold.

Second, restrictions of traveling and regular outings would potentially fund a higher spending on consumer products. Lastly, a change in working conditions necessitating a work-from-home approach has also driven consumer behavior towards purchases for furnishing home offices.

In the U.S. market, these factors are driving importers to buy more from China, where they can source the highest volumes in the least amount of time. U.S. demand for Chinese exports has escalated so much that it could soon come up against a practical ceiling, according to Poskus of Flexport. Too many containers are leaving China and not enough empties are coming back to be restuffed. Equipment availability is going to be a real issue in September.

About 3,500 United States companies, including Tesla, Ford Motor, Target, Walgreens and Home Depot, have sued the Trump administration in the last two weeks over the imposition of tariffs on more than $300bn in Chinese-made goods.

The suits, filed in the US Court of International Trade, named US Trade Representative Robert Lighthizer and the Customs and Border Protection agency and challenge what they call the unlawful escalation of the US trade war with China through the imposition of a third and fourth round of tariffs.

The World Trade Organization has ruled that tariffs the US imposed on Chinese goods in 2018, triggering a trade war, were "inconsistent" with international trade rules.

The WTO said the US did not provide evidence that its claims of China's unfair technology theft and state aid justified the border taxes. Chinese officials welcomed the ruling.

But the US said it showed that the WTO was "completely inadequate" to the task of confronting China. Ambassador Robert Lighthizer, America's top trade negotiator, said the US "must be allowed to defend itself against unfair trade practices".

"This panel report confirms what the Trump Administration has been saying for four years: The WTO is completely inadequate to stop China's harmful technology practices," he said.

The Board of the Port Authority has been delegated the power to fix the scale of rates for other port services and assets including land, he said.

ATA Carnet is a temporary admission document, which simplifies the customs procedures and clearances in a foreign country, without paying duty or a bank guarantee for temporary import into that country. Like a passport for goods, ATA Carnet allows for the goods for which it was issued to enter any of the participating countries for up to one year. An ATA Carnet holder can avoid customs declaration and can do away with

security deposit or guarantee in the country of temporary importation.

TIR aims to facilitate the international transport of goods under customs seal with a maximum coverage. Crew Change Crisis Deepens

Port Wings News Network ome 400,000 seafarers from across the globe are now stranded on ships, continuing to work but unable to be relieved, in a deepening crew change crisis which threatens trade and maritime safety, according to IMO. During a high-level event on the margins of the United Nations General Assembly (24 September), Captain Hedi Marzougui, who was in command of a vessel between December 2019 and May 2020, appealed to Governments to act to allow seafarers to come home.

“Not knowing when or if we will be returning home brings a severe mental toll on my crew and myself,” Captain Marzougui said. “I would encourage each and every one of you to think of how you would feel, if you had to work every day, for 12 hours, with no weekends, without seeing your loved ones, and trapped at sea. Now add that you have to do that with no idea of when you will be repatriated.”

The COVID-19 pandemic restrictions on travel and transit have severely impacted on seafarers. Despite multiple pleas to Governments to designate them as essential key workers and to facilitate their travel, the number of seafarers whose contracts

have been extended by several months has continued to increase. Some seafarers have now been at sea for 17 months without a break, well beyond the 11-month limit set out in the Maritime Labour Convention (MLC).

Besides the 400,000 seafarers stuck at sea, another 400,000 are unable to join ships.

This threatens the fundamentals of ship safety standards which the International Maritime Organization (IMO) has worked to develop over six decades, IMO SecretaryGeneral Kitack Lim told the online event, which brought together leaders from major global businesses, the maritime industry, government, the UN and unions.

APPEAL TO GOVERNMENTS Captain Hedi Marzougui joined UN chiefs in appealing to Governments to act to allow stranded seafarers to come home.

“Overly fatigued and mentally exhausted seafarers are being asked to continue to operate ships,” Mr. Lim said. On more than 60,000 cargo ships which continue to deliver vital goods, foods and medicines, ship safety is hanging in the balance, just as seafarers’ lives are being made impossible. The safety of navigation is in peril.”

Secretary-General Lim restated his plea to Governments: “Action is needed – and is needed now. We all depend on seafarers. They should not be the collateral victims in this

He said that India stands ready to engage constructively with all G-20 Members to push an agenda that is inclusive and development oriented.

Shri Goyal announced that India is not in a position to accept the concept of Data Free Flow with Trust (DFFT).

He said that India is of the view that the concept of DFFT is neither well understood nor is comprehensive enough in the legislation of many countries. “Moreover, in view of the huge digital divide among countries, there is a need for policy space for developing countries who still have to finalize laws around digital trade and data. Data is a potent tool for development and equitable access of data is a critical aspect for us. India, like many other developing countries, is still in the phase of preparing a framework for its data protection and e-commerce laws. Moreover, the existing regulations on which DFFT is sought to be premised, such as uninhibited cross border flow of data, are grossly inadequate to address our concerns on data access. This could further aggravate the digital divide,” he added.

He said that India along with some other G-20 Members, did not participate in the Osaka track last year due to our reservations.

Describing G20 as a significant grouping representing the majority of the world’s population, its GDP and trade, Shri Goyal said that we must pursue an agenda that is universally beneficial and also takes into account the interests of Members outside the G-20. He stressed on the need to be sensitive to diverse economic realities.

Shri Goyal said that India’s economic expansion is now premised on the policy of being ‘Aatmanirbhar’ or self reliant. “We seek to make India economically stronger with enhanced capacities that would help us as a trusted partner and contribute better to the world. During this COVID period India has taken major strides in this direction. We have ramped up our daily production of PPE to over half million from virtually nil earlier.

We are self-sufficient in testing kits, masks, ventilators, etc. We also ensured equitable and transparent supplies of critical medicines.

These measures reinforced our credibility as a reliable, trustworthy and empathetic partner working for the common good”, the minister said.

On the issue of multilateral trading system, Shri Goyal said that India believes that it must be fair, transparent and balanced.

He said that reforms must preserve core values and fundamental principles like nondiscrimination, inclusiveness, recognition of including Special and Differential treatment, and consensus based decision making. He said that India is supportive of the Riyadh Initiative which seeks to provide support to this reform process. “However, we must recognise that WTO is a member led organization, and the G-20 must not seem to be intrusive and driving the agenda for the multilateral trading system.

Rather, our priority should be to correct the asymmetry and imbalance in the existing trading system”, Shri Goyal added.

Describing services as a critical driver of economic activity, Shri Goyal said that for most countries, it contributes to more than half of their GDPs and has been adversely impacted due to the ongoing pandemic.

Since the sector is employment intensive and provides livelihood to the many, he said that it is important to prioritise services in the future agenda of the G-20.

In a statement read out at the event, to mark World Maritime Day 2020, UN SecretaryGeneral António Guterres reiterated his

concern for seafarers stranded at sea. He renewed his appeal to Governments “to address their plight by formally designating seafarers and other marine personnel as ‘key workers’, ensuring safe crew changes and implementing the protocols developed by UN agencies, as well as the International Chamber of Shipping and the International Transport Workers’ Federation, allowing stranded seafarers to be repatriated and others to join ships.”

DESIGNATE SEAFARERS AS KEY WORKERS In a letter issued to the UN Secretary General, the CEOs of 30 Consumer Goods Forum companies, including Unilever and Danone, have called on governments to designate seafarers as “key workers” and raised strong human rights concerns, stating: “the situation has also inadvertently created a modern form of forced labour”.

Unilever’s Chief Supply Chain Officer Marc Engel said COVID safe crew changes were needed without delay. “When the ships stop, so does everything else. We are now close to an entirely avoidable breaking point which could ripple out through the economy.

Sanda Ojiambo, CEO and Executive Director of the UN Global Compact, the world’s largest corporate sustainability initiative, encouraged businesses to call upon governments to end the labour abuses that seafarers are suffering, noting that the Ten Principles of the UN Global Compact represent pillars of responsible business which “are connected to the humanitarian, economic and safety crisis unfolding on our seas.”

COORDINATED ACTION BY GOVERNMENTS Both Guy Platten, Secretary-General of the International Chamber of Shipping and Stephen Cotton, General Secretary of the International Transport Workers’ Federation called on governments to intervene to end the crew change crisis, warning the numbers of seafarers impacted would only continue to increase without coordinated action by governments.

ILO Director General Guy Ryder called on governments to implement urgent and pragmatic solutions that fully respect seafarers’ rights. “Seafarers are exhausted and simply cannot continue working on board indefinitely,” Mr. Ryder said.

Transport and maritime ministers from Canada, France, Kenya, Panama and the Philippines also addressed the virtual event.

They urged other Governments to join them in designating seafarers as essential workers, implementing measures for safe crew change and facilitating COVID-safe transit for seafarers.

The meeting was convened by the UN Global Compact, the International Maritime Organization and the International Labour Organization, in collaboration with the International Chamber of Shipping and the International Transport Workers’ Federation.

GMR Group’s move to sell stake in Kakinada port a breach of concession pact, says AP Govt

Port Wings News Network MR Group’s move to sell the 100 per cent equity held by Kakinada SEZ Ltd in Kakinada Gateway Port Ltd violates the concession agreement signed in 2018 and does not have the backing of the Andhra Pradesh government, multiple sources said, reports BusinessLine.

GMR Infrastructure Ltd said on Friday it had signed definitive agreements for the sale of 51 per cent equity held by its wholly owned subsidiary GMR SEZ and Port Holding Ltd in Kakinada SEZ Ltd (KSEZ) to Aurobindo Realty and Infrastructure Private Ltd. As part of the proposed transfer of stake of KSEZ, the 100 per cent equity stake of Kakinada Gateway Port Ltd held by KSEZ would also be transferred to Aurobindo Realty, GMR said in a statement.

AP government officials briefed on the matter said the sale violates the lock-in period prescribed in the concession agreement for promoter’s stake. “The concession agreement for private ports awarded by the government stipulates a lock-in period of five years for promoter’s stake. After that only they are free to sell the stake and that too with the approval of the government,” a top official in the State government said.

“Granting approval does not arise now as the port project is still in the lock-in period,” he said. “Kakinada SEZ is fully operational.

The change in ownership/shareholding for the same is permitted as per the provisions.

Pact with AP govt In November 2018, Kakinada Gateway Port signed a concession agreement with the Andhra Pradesh government for development of a greenfield commercial port spread over 1,811 acres on design, build, finance, operate and transfer (DBFOT) basis at Kona village in East Godavari district with an investment of ₹2,123 crore.

Kakinada Gateway Port is contractually mandated to share 2.7 per cent of gross revenue with the State government during the first 30 years, 5.4 per cent from 31 to 40 years and 10.8 per cent during 41 to 50th year of operations. The port would be developed over 1,811 acres.

In 2007, KSEZ was permitted to construct a captive port for handling cargo generated from the SEZ such as refinery products and LPG. In 2016, GMR filed a suo-motu proposal with the State government to convert the captive port into a commercial port on DBFOT basis.

The proposal also included the percentage of gross revenue it was willing to share with the government.

The State government then sought competing counter proposals to select a developer for the project in which GMR was given the right of first refusal to match the highest bid.

Port Wings News Network he Shipping Ministry has entrusted Harjeet Kaur Joshi, chairperson and managing director of Shipping Corporation of India Ltd (SCI) with the additional role of managing director of India Ports Global Ltd, the state-owned entity tasked with developing and running the India-funded Chabahar port in Iran, according to a report in BusinessLine.

The three-month “temporary assignment” given to HK Joshi has baffled those tracking the strategic port venture, the first by a government-owned firm overseas, as it navigates the challenges surrounding the project after the United States re-imposed sanctions on the Persian Gulf nation, slowing down the progress of the port

considerably.

Joshi assumed the additional role on Friday (September 18) after the incumbent Arun Kumar Gupta’s four-year term at the helm of IGPL ended.

“This is the importance they give to a project of critical importance to India’s geopolitical strategy,” a person briefed on the development said adding that the government should have handled succession planning at IGPL better.

It had received four applications for the post of managing director of IPGL when it was advertised a few months ago.

The interview for the post is yet to be held, the person said. A replacement for Gupta should have been selected before he demitted office to help the new managing director transition into the role

smoothly industry sources said.

“When she leaves after three months by handing over charge hopefully to the new managing director selected by the government, there will be total misconnect,” said an industry official.

“What message will it give to the Iranians and others on this strategic project,” he asked.

Seafarers On Andaman Islands Quarantined With No Medicine Chennai

Port Wings News Network ar from the world’s attention in the middle of the Bay of Bengal east of India, a health emergency is unfolding for seafarers in the Andaman Islands. According to reports from the UK charity Sailor’s Society as many as 300 seafarers may be ill with COVID-19, quarantined, and stranded without medical supplies.

The danger of COVID-19 has been especially acute for the remote islands that are a union territory of India. The concern was especially high for the indigenous tribes.

According to the charity, the suspected coronavirus outbreak spread among some 20 ships that have now been quarantined off the main city of Port Blair. As many as 300 seafarers are believed to be ill and standard aboard the ships without

basic medical supplies. Another 150 seafarers are also quarantined on the ships in fear of spreading the virus among the local communities.

The seafarers, most of whom are Indians or residents of the Andaman Islands work on the domestic ships.

Around 70 percent are reported to have shown symptoms of the virus.

The charity believes they have been held aboard their ships for up to three weeks without even basic medical supplies such as cough syrup.

“To have an outbreak of this virus on board ships, where everyone is in a confined space, is frightening enough,” said Sailors’ Society’s CEO Sara Baade. “When they have no medical supplies, and no possibility of getting ashore for medical help, it must be nothing short of terrifying.”

Sailors’ Society reports it got involved after a local captain informed it of the crews’ plight. The charity

working with one of its partners, the Voluntary Health Services Hospital in Chennai, India, is delivering more than $600 worth of medication to the seafarers this week.

“The men weren’t allowed on shore because the authorities didn’t want the infection to spread, especially as there is very little medical capacity,” said Baade.

News reports suggest that there have been nearly 3,700 reported cases of COVID-19 on the islands with at least 160 active currently. More than 50 people are believed to have died on the islands from the virus.

Sailors’ Society says that it has been trying to get an update on the seafarers' condition, but due to the remote nature of the ships and the number of ill seafarers, it has not been possible for them to speak to anyone on board. The charity hopes to get an update when local volunteers deliver the medicine.

American Routes Freight Rates Rise With More Orders From US

Transport vehicles were moving around frequently, and about three or four cargo ships of super-large sizes sailed in to unload cargo on that same day.

SOLID ECONOMIC RECOVERY FROM THE IMPACT BROUGHT BY COVID-19 Such a busy scene is not just seen in Shanghai but also at other major ports like Ningbo in East China’s Zhejiang Province as well as factory floors in manufacturing powerhouses in South China’s Guangdong Province.

Beyond a solid economic recovery from the impact brought by COVID-19, what’s driving such a rush was also surging demand from the US for goods from personal protective gear to smart watches to computers ahead of an ordinary peak export season for Christmas.

What makes this year’s peak season extraordinary is that it underscored the apparently unbreakable trade relationship between the world’s two biggest economies, despite profound disruptions brought by the COVID-19 pandemic as well as repeated threats from US President Donald Trump to decouple US economy from China.

According to data provided by the SIPG to the Global Times, the surge of containers on China-US trade route has become a “highlight” in SIPG’s trade recovery since the third quarter.

In July, the amount of containers on ChinaUS trade route surged 24 percent on a monthly basis to 489,000 standardized containers. On a yearly basis, the numbers declined by about 4 percent. The number rose to 490,400 in August, a positive year-on-year growth for the first time this year, SIPG data showed.

FREIGHT RATE OF AMERICAN ROUTES CONTINUE SOARING AND BOOKING IS DIFFICULT US politicians, including US President Trump, have increasingly called for a USChina economic decoupling, however, business communities from both sides have acted differently.

The cost of shipping by sea from Shanghai to the west coast of the US has surged to an eight-year peak in recent days, almost doubling from the beginning of 2020, according to media reports. Many shipping companies have witnessed the freight rate of American routes continue soaring and booking is difficult as the freight capacity hardly meets the rapid growth of market demand.

August-September is usually freight shipping peak season between China and the US. Though the coronavirus outbreak disrupted the production schedule of many factories, growing demand for the upcoming Thanksgiving and Christmas holidays in the US has driven up export volume for the Chinese manufacturers.

FAST GROWTH OF EXPORT ACTIVITIES Other Chinese ports have also seen their shipment handling volume soar lately, driven by fast growth of export activities. Ningbo Zhoushan Port Co, the operator of one of the main Chinese ports for shipments heading to the US, revealed earlier in September that the Ningbo-Zhoushan Port was estimated to have handled 2.81 million twenty-foot equivalent unit containers in August, up 7.59 percent year-on-year.

Growing demand “We have felt slightly busier over the past two months than before as the Christmas season is approaching,” Huang Jinyun, general manager of Shenzhen-based smartwatch maker Aibaohu Tech Co, told the Global Times.

The company’s exports to the US have been up roughly 10-20 File Photo percent, according to Huang, and Christmasrelated items take the lion’s share of its products. Exports to Europe and the US account for 40 percent of its total exports and the US alone makes up 15-20 percent.

With the worldwide shortage of face masks amid the pandemic, Arun, a consumer electronic product manufacturer in Dongguan, like many other companies, started mask production in February, the company’s deputy general manager surnamed Sun told the Global Times in a recent interview.

Thanks to Dongguan’s integrated industries that guarantee the access to many types of materials for mask production, the factory could quickly move to this business, and “a big portion of our masks are now exported, most of which went to the US as of now,” Sun said.

The COVID-19 pandemic has caused overseas orders to drop for many manufacturers, but orders of products that are much in need for people working from home, such as laptops and video game consoles have seen a rebound, Emily Zhang, sales manager of stamping parts supplier Kinyet in Dongguan, told the Global Times.

ROBUST DEMAND FOR CHINESE GOODS “Our orders for the metal parts of laptops have seen a 10-15 percent year-on-year growth so far; the demand for parts for video game consoles are also higher than the same period last year,” Zhang said.

Most of these orders are from the US, she said, adding that despite the additional tariffs, strong US demand still requires China’s industrial chain.

‘Decoupling’ unlikely The robust demand for Chinese goods stands in contrast with insufficient shipping capacity.

The cost of shipments to the US, for Huang’s company, has jumped about 10 percent,

although that’s down from a 40-percent surge in April-May. Further, freight shipping takes a longer time now, affecting the company’s collection of outstanding payments.

COST OF CONTAINER SHIPMENTS FROM SHANGHAI TO THE WEST COAST OF THE US DOUBLED The cost of container shipments from Shanghai to the west coast of the US has more than doubled to $3,348 per 40-foot equivalent unit (FEU) container in August from an average of $1,530 per FEU throughout 2019,

according to Shanghai-based news portal thepaper.cn, citing Shanghai Ship Exchange.

As of September 11, the reading surged to $3,813 per FEU, its highest level since 2009.

Rates are also rising for shipments to other destinations, said a Chinese import-reliant miscellaneous goods merchant in Mexico City who gave his surname as Yu. This, added to the yuan’s appreciation against the US dollar, dents importers’ margins, he told the Global Times.

The economies of the US and China are highly complementary, after decades of development, the two countries’ supply chains

and industrial chains are tightly connected now, Sang Baichuan, director of the Institute of International Business at the University of International Business and Economics, told the Global Times on Monday.

MAJORITY OF US COMPANIES HAVE NO PLANS TO RELOCATE THEIR PLANTS OUT OF CHINA American companies have also been ignoring the rhetoric of decoupling reiterated by the Trump administration, as a recent survey conducted by the American Chamber of Commerce with File Photo US firms in China showed a majority of companies have no plans to relocate their plants out of China, in spite of higher tariffs from a yearlong trade war, according to media reports.

Despite the impact on the US economy from the pandemic, due to its advantages including comprehensive national strength and solid industrial foundations, US economy will eventually recover, and its position as the world’s leading power will remain for a long time, according to some analysts.

“So, after the pandemic, China still needs to push for deepened cooperation with the US,” Sang noted.

MoU for Reclamation of Crude Oil Import Terminal Plot Allotted to NRL at Paradip

Port Wings News Network or the first time, maintenance dredging material will be utilised for land reclamation of the Numaligarh Refinery Limited (NRL) storage terminal at Paradip.

Shri Mansukh Mandavyia, Union Minister of State (Shipping) has been encouraging ports for such beneficial reuse of dredge material.

This is a unique initiative being taken by Dredging Corporation of India with PPT & NRL. NRL entered into a tripartite Memorandum of Understanding (MoU) between Paradip Port Trust (PPT) and Dredging Corporation of India (DCI) for reclamation of the proposed 200 acres of land allotted to NRL for setting up its Crude Oil import terminal (COIT) at Paradip Port.

An MoU was signed to this effect 23 September 2020 at Paradip amongst Capt. A K Mahapatra; Dy. Conservator PPT, CGM DCI- Capt S Divakar and DGM (Projects Pipeline) NRL - Shri A J Phukan in presence of Shri Rinkesh Roy, Chairman PPT, MD NRL - Shri S K Barua & MD DCI- Mr. Rajesh

Tripathi and other senior officials from all the three organizations.

The Terminal is being set up as part of NRL’s integrated Refinery Expansion project that is being implemented at an estimated cost of more that Rs. 22 thousand Crore. The mega project envisages amongst others, import of Crude Oil at Paradip port and laying of pipeline to Numaligarh to transport the same.

Project activities have gathered pace after receipt of Environmental Clearance in the month of July 2020.

DCI shall start the dredging activity from mid-November 2020 and is expected to complete the reclamation work of COIT plot within a period of seven months.

Embracing the cleanliness revolution, JNPT’s employees took a pledge to remain committed towards the cause of cleanliness and devote time to it.

Undertaking intensive cleanliness measures for Swachh Bharat Abhiyan, sanitization and cleanliness drive was undertaken at various locations in the Port like JNPT Township, hospital, guest house, bulk office area, administration building, main jetty area, Landing Jetty, ICD office, BPCL office, the liquid cargo jetty and in the nearby locality.

The port has been contributing its resources and efforts for realizing the dream of Clean India, and in a continuance of the same, “Swachh Bharat Pakhwada’’ is being observed from 16th September 2020 to 30th September 2020 as per guidelines issued by the Government of India and Ministry Of Shipping in wake of the Covid-19

pandemic. Also, throughout the lockdown period, JNPT carried out extensive community disinfectant spraying and sanitation drive in all its nearby villages as preventive measure.

To spread awareness among the employees for better sanitation practices

and to ensure regular cleanliness, JNPT installed banners and signage boards at strategic locations and also carried out an online training session for its employees to inculcate the importance of the clean environment, better sanitation. During this Pakhwada, various competitions such as Essay writing and slogan competition are also being held for JNPT employees through online mode.

NHAI Agrees To NHBF Ideas To Ease Highway Construction Chennai

Port Wings News Network n order to resolve issues and increase the pace of construction of highway projects, NHAI has agreed to most of the suggestions made by the National Highways Builders Federation (NHBF) related to project delivery.

The suggestions were made pertaining to nine areas that included Covid Relief, Bidding process, Contract Management, Old & New Model EPC agreements, Improvement of Concession Agreement of Hybrid Annuity Model (HAM), Improvement of Concession Agreement Based on BOT (Toll) and Project Preparation.

NHAI reports that the suggestions made by NHBF were deliberated upon by them for proper redressal and the Authority has agreed to 25 suggestions which were related to it. NHAI has also assured that all good suggestions shall be positively considered in future too.

NHAI has further reported that other suggestions pertaining to policy related matters have been sent to the Ministry of Road Transport & Highways for consideration. Some

of the key suggestions accepted by NHAI are highlighted as below: 1. With regard to Covid Relief, Extension of Time to contractor/ concessionaire for construction period without imposition of any cost or penalty shall be granted by the Project Director upto 3 months

and Regional Officer for more than three months and up to six months.

2. In order to enable the bidder to have an assessment of road condition at the time of bidding, NHAI shall provide DPR alongwith Network Survey Vehicle (NSV)/LIDAR data as per availability to the bidders.

All survey data collected by DPR consultants will be made available to agencies under one platform

through Data Lake.

3. To ensure timely payments to vendors and their monitoring, submission of bills related to project payments shall be done through PMS/Data Lake Portal.

NHAI says, in the past it has taken various initiatives from time to time to support Concessionaires, Contractors and Consultants,which also instilled confidence in the bidders of the Road sector. In March 2020, NHAI disbursed Rs. 10,000 crores through online payments and ensured that no payments remain pending due to closure of office during the lock down.In the first quarter of current Financial Year, NHAI disbursed more than Rs. 15,000 crores to the vendors.

Additionally, steps such as monthly payments to the contractors were taken to ensure cash flow to the contractors.

Such moderations resulted in spiraling effect on the growth of the road sector, it said.

Russian Railways Launches Regular Multimodal Service From China to Europe via Kaliningrad Chennai

Port Wings News Network SC UTLC (a subsidiary of JSC Russian Railways) and Belintertrans-Germany GmbH (BIT-Germany) are implementing joint end-to-end regular multimodal service along the route Altynkol (border with China) - Kaliningrad Hamburg that will ensure timely and reliable transportation containers by rail and sea.

To test the service, the first pilot shipments were sent in August and September 2020. Their transit time from Chongqing to Hamburg was 12 and 14 days. This service will operate on a regular basis starting October 2020. Intentions to ship on the new multimodal route have already been confirmed by ITLG for goods from Xi'an; CDIRS for goods from Chengdu; and DHL, the world's largest courier.

The end-to-end containertransportation technology used on this new multimodal route through the ports of Kaliningrad and Hamburg will significantly reduce shipping times and eliminate

unnecessary operations.

The cooperation of these companies has made it possible to synchronize the movement of trains with the fixed schedule of the sea line and vessels chartered for a specific volume of cargo. The transshipment at the docking points is carried out according to this schedule. At the

first stage, it is planned to send up to two trains per day to Hamburg.

UTLC ERA organizes container rail transportation between Altynkol and ports in the Kaliningrad region as part of regular container trains.

BIT-Germany organizes regular sea container delivery service between ports in Kaliningrad Oblast and the Port of Hamburg. Their cooperation provides clients with a single package of shipping and documentation for the uninterrupted movement of containers throughout the entire route.

A comprehensive price for end-to-end traffic on a new multimodal route through the ports of Kaliningrad and Hamburg will ensure efficiency, availability, and clarity of service for cargo owners and transportation companies.

Digitised Container Release Solution For Port Of Antwerp From 2021 Chennai

Port Wings News Network ertified Pick up (CPu), a digital and integrated solution for the release of containers and will replace the system of PIN codes in force at the Port of Antwerp.

The new system will be in place beginning January 1, 2021. At present, to pick up a container at a terminal in the port, a unique PIN code is required, however, this is subject to the risk of abuse.

The CPu platform receives and processes the container information to generate an encrypted digital key, with which the eventual carrier can

pick up the container. This digital key is only created when the end operator is known.

Therefore, the time between the creation of the digital Key and the collection of the container is minimal, the Port of Antwerp explained in a statement.

It will also be possible to track which parties were involved in the collection of the container. This allows the competent authorities such as customs and police to access the data exchanged and generated in Certified Collection within the limits of their legal competencies.

“This is a story of co-creation with the aim of marketing the port

of Antwerp even better as a highperformance digital port. We set up a port-wide consultation structure, which monitors the project and adjusts it if necessary,” said Port of Antwerp ceo Jacques Vandermeiren.

“I welcome the fact that the port community is helping to further secure the logistics chain. With the digital code system, we are making it much more difficult for the drug mafia to access containers in the terminals,” explained Annick De Ridder, the port Alderman.

Over the longer term, CPu should allow the digital key to be removed completely. An identity-based security process with fingerprints or eye scans could be developed.

NEWS - BITS LR Awards Samsung Heavy Industries Aip For Its Ammonia-Fuelled Tanker

LR says it has granted Approval in Principle (AiP) to Samsung Heavy Industries (SHI) for its ammonia-fuelled tanker design, a key progress milestone in the joint development project LR and SHI announced with industry leading partners MISC Berhad and MAN Energy Solutions in January 2020.

To meet the International Maritime Organization’s 2050 ambitions on halving greenhouse gas (GHG) emissions from 2008 levels, zero-carbon vessels need to enter the world fleet by 2030. Ammonia is among the zero-carbon fuels that is being considered by maritime stakeholders and with the award of this AiP, SHI will forge ahead with its exclusive development of a relevant fuel gas supply system and detailed ship design. It aims to commercialise these developments by 2024.

Jong-Hyun Youn, SHI EVP and head of design, said: “The ammonia fuel design project led by SHI brings all relevant stakeholders spanning from the fuel supplier to operator and it will result in a commercial outcome.”

LR Group CEO designate and Marine and Offshore Director Nick Brown said: “LR is working with leading industry partners to make deep-sea zero-carbon vessels a reality within this decade. Shipping needs action not words to deliver on the IMO’s 2050 GHG ambitions and this challenge calls for collective action and industry collaboration. Following the announcement of the ammonia-fuelled tanker joint development project in January, we are delighted that SHI has made steady progress on the fuel gas supply system and detailed ship design.”

Nuclear-Powered Container Carrier Sevmorput Delivered Kamchatka Fish To Saint-Petersburg

Nuclear-powered icebreaking combo LASH carrier / container ship Sevmorput loaded with Kamchatka fish has arrived in Saint-Petersburg, Kamchatka Territory Governor Vladimir Solodov said at the board meeting of Rosrybolovstvo (Russian Federal Fisheries Agency).

The ship delivered 204 containers with 5,500 tonnes of fish. According to the Governor, Kamchatka is interested in arranging more voyages of that kind.

The Sevmorput (named after the Northern Sea Route) was built in 1988 for transportation of cargo to the remote northern areas. The ship can break through continuous field ice of up to 1 meter thick at a speed of about two knots and carry some 36,000 tonnes of cargo.

The plan on the development of the Northern Sea Route has been developed by Rosatom in pursuance of the presidential order.

Wärtsilä Solutions Meet Challenging Needs Of Canadian Coast Guard Vessel The technology group Wärtsilä has won a contract for the delivery and integration engineering of two Retractable Thrusters and a Dynamic Positioning (DP) system for the CCGS Amundsen, a Canadian Coast Guard (CCG) Icebreaker.

The order with Wärtsilä was placed in July.

Wärtsilä was able to meet the CCG’s challenging requirements for build quality and fitting the equipment in the existing space of the 98 metres long Arctic Class 3 Medium Icebreaker, the only vessel in its class to be fitted with Retractable Thrusters and DP. The new Thrusters will be integrated with the existing Bow Thruster, which is also a Wärtsilä product.

“The Platinum DP system will exceed the functionality desired by the CCG, and will enhance the DP capacity of the vessel to perform sailing and manoeuvring operations. By offering the most intuitive user interface on the market, Platinum DP also reduces the training requirements for successful system operation. The user interface plays a critical role in helping operators make the most of the system in the trying conditions found in Canada’s Arctic waters,” states Mike Ford, Sales Manager for Americas & DP at Wärtsilä Voyage.

“We continue to work closely with the CCG to ensure that we fully understand and successfully meet their requirements for specification writing, documentation and project management. Supplying the products is only part of the picture, since they need to be engineered for complete integration with the Amundsen’s existing machinery, and for this we have outstanding capabilities,” says Ian Brouwer, Senior Sales Manager, Wärtsilä Marine Power.

ICTSI Australia Lowers Power Consumption, Carbon Emissions With LED Lighting

Port Wings News Network ictoria International Container Terminal (VICT) in Melbourne, Australia has successfully lowered its power consumption and carbon emissions through the installation of LED lighting upgrades on all five automated quay cranes.

Led by VICT’s Engineering and Facilities team, the upgrade reduced overall electricity usage by 971 megawatt hours and carbon emissions by 1,042 tons (88 percent reduction).

The upgrade equates to an average savings of AUD85,000 per annum for VICT. Each crane originally utilized 47 1,000watt high-pressure sodium lights. These were replaced with 14 400-watt LED lights strategically placed to maximize the new fittings. VICT’s highly qualified in-house technicians removed the old fittings and ballast to refit the new LED lights, which

further reduced light spill to the residential neighborhood near the terminal.

The upgrade to LED lighting benefits both VICT’s ongoing operational expense reduction program and the environment.

Moreover, it allowed the Company to successfully demonstrate to the Essential Services Commission (ESC) that under the Victoria Energy Upgrades (VEU) program, quay cranes should be reclassified and considered for environmental and sustainability initiatives qualified for rebates as reward similar to other outdoor settings across Victoria.

The team’s hard work thereafter secured VICT’s eligibility to receive a rebate from the ESC amounting to AUD200,715.53 (USD146,347.32). The Company continues to work with the ESC for further rebates which could unlock additional sustainability programs and increase the rebate amount under the scheme.

A unique naming ceremony for a unique ship The joining of the fleet of the CMA CGM Jacques Saadé was marked by a first-of-itskind digital naming ceremony that saw the shipyard’s representatives in Shanghai and CMA CGM Group’s management in Marseille share an emotional landmark moment in their common history. A first journey on the largest sea route in the world at the heart of exchanges between Asia and Europe The CMA CGM JACQUES SAADE will start its maiden voyage as of September 23rd on the French Asia Line (FAL), CMA CGM Group’s most emblematic line between Asia and Northern Europe. Its rotation will lead it to the ports of Pusan in South Korea; Tianjin, Ningbo, Shanghai and Yantian, China; Singapore; Southampton, Dunkirk, Hamburg, Rotterdam, Algeciras in Europe; and Port Kelang in Malaysia.
