Port Wings News Network everal trade bodies have urged the Centre to set up a regulator to deal with the rising freight charges, amid the problem of container shortages that exporters are facing, says Zee Business quoting a PTI report.

Engineering Export Promotion Council of India (EEPC) claimed that shipping lines are demanding high freight charges as inward traffic from different countries, particularly from China, has declined for which the exporters are required to pay a higher amount for outbound consignments.

"Imports from China have fallen and the liners have increased freight rates. No shipping company likes to sail empty after delivery of export consignments," Sanjay Budhia,

chairman of CII national committee on exports and imports, told PTI. He said all the exporters across the country are facing this problem.

"This is leading to a situation where cargo is lying at ports. We urged the government to set up a shipping regulator to control the freight rates," Budhia said, adding that exports have started to pick up

in September.

The shipping companies have raised freight rates due to falling imports from China as liners do not have much cargo while they are returning, an official of the engineering exporters' body said.

"This is making Indian exports uncompetitive in the global markets," an EEPC official said.

Established in 1989, Gati is the pioneer in India’s express transportation segment and has been one of the largest in this industry.

Provided that, in allotting such land, Railway Administration shall not discriminate among the Concessionaires and agrees to establish a non-discriminatory framework for this purpose…”, in response to the concession settlement.

he President of America Donald Trump after six months of refusing to follow his own administration's public health advice to wear a mask during the coronavirus pandemic, and just two days after mocking his opponent Joe Biden for routinely doing so, tested positive of the very virus.

Fox News, the president’s de facto campaign arm, had snapped into action by illustrating initial reports on the breaking news with one of the rare images of Trump wearing a mask — taken during a carefully staged photo-op at Walter Reed hospital in July. While Trump’s aides had urged him to wear a mask in public that day to set an example for his followers, he was careful to undermine the guidance from health experts first, by suggesting that masks were appropriate only at times, like, “when you’re in a hospital.

It is not clear how and when President Trump, who is 74 and has attended several events in recent days without wearing a mask, caught the virus. Covid-19 may manifest a variety of symptoms between two to 14 days after exposure. These include coughing, fatigue, nausea, diarrhea, chills, fever, difficulty breathing and the loss of the sense of smell or taste.

In severe cases, people with covid-19 may have difficulty breathing, high fever or chest pain. The virus mainly attacks the lungs but can also harm the heart, brain, kidney and other organs. More than 200,000 Americans have died of the disease.

The most important risk factor for a severe outcome — greater even than having other health problems — is age. The CDC tracks mortality rates by decade — for example, ages 65 to 74, or ages 75 to 84 — and says the risk increases with each additional year within those cohorts.

Trump’s risks are greater because of his gender and weight. Although men and women catch the virus at similar rates, men disproportionately die from the disease. As of June, men represented 57 percent of U.S. deaths.

The severity of the president’s illness may also be dictated by whether he inhaled a large amount of virus deep into his lungs. His failure to wear a mask regularly may have left himself vulnerable to receiving a heavy dose of the virus, which is correlated with worse outcomes.

Trump also takes a statin for high cholesterol and has slightly elevated blood pressure. Hypertension is not considered as great a risk factor as obesity by the CDC, which says people with that condition “might” be at higher risk.

Mark McClellan, FDA commissioner during the George W. Bush administration, said the treatments and care for covid-19 have improved sharply in the last six months. “We are seeing much better outcomes in severely ill people,” he said.

Conley, the White House physician, said that Trump’s infection was confirmed by a PCR, or polymerase chain reaction, test, which is considered the most accurate gauge of whether virus is present.

Starting in April, the White House began requiring the president’s visitors to take a rapid-turnaround test, using a machine known as Abbott ID NOW. The machine analyzes nasal swabs, and delivers results in five to 13 minutes, but researchers have found that it can miss infections.

In July, White House press secretary Kayleigh McEnany said Trump was being tested for the coronavirus “multiple times a day,” referring to him as “the most tested man in America.”

Trump quickly contradicted that, telling reporters he was taking tests every two to three days, but did not recall ever having had more than one in a single day.

Many scientists and public health experts said the president’s positive test offered a clear demonstration that avoiding infection depends on taking basic preventive measures — mask-wearing, social distancing and hand-washing.

The candidates did not shake hands, and they stood at podiums that were separated by more than six feet. Although Biden was distanced from Trump onstage, Sample Infectivity is high a few days before symptoms develop, and it both were unmasked.

access to all authorized container train operators,” ACTO wrote in a October 1 letter to V K Yadav, Chairman & CEO of Railway Board.

“In addition to correcting a legal anomaly that exists at present, this will also ensure that no private entity is provided any undue benefit in terms of terminal or land access in violation of the concession agreement,” it said.

Port Wings News Network he International Air Transport Association (IATA) warned that the airline industry will burn through $77 billion in cash during the second half of 2020 (almost $13 billion/month or $300,000 per minute), despite the restart of operations. The slow recovery in air travel will see the airline industry continuing to burn through cash at an average rate of $5 to $6 billion per month in 2021.

IATA called on governments to support the industry during the coming winter season with additional relief measures, including financial aid that does not add more debt to the industry’s already-highly-indebted balance sheet. To date, governments around the world have provided $160 billion in support, including direct aid, wage subsidies, corporate tax relief, and specific industry tax relief including fuel taxes.

"AIR TRANSPORT INDUSTRY REMAINS VIABLE" “We are grateful for this support, which is aimed at ensuring that the air transport industry remains viable and ready to reconnect the economies and support millions of jobs in travel and tourism. But the crisis is deeper and longer than any of us could have imagined.

And the initial support programs are running out. Today we must ring the alarm bell again. If these

support programs are not replaced or extended, the consequences for an already hobbled industry will be dire,” said Alexandre de Juniac, IATA’s Director General and CEO. “Historically, cash generated during the peak summer season helps to support airlines through the leaner winter months. Unfortunately, this year’s disastrous spring and summer provided no cushion. In fact, airlines burned cash throughout the period. And with no timetable for governments to reopen borders without travel-killing quarantines, we cannot rely on a year-end holiday season bounce to provide a bit of extra cash to tide us over until the spring,” said de Juniac.

IATA estimates that despite cutting costs just over 50% during the second quarter, the industry went through $51 billion in cash as revenues fell almost 80% compared to the year-ago period. The cash drain continued during the summer months, with airlines expected to go through an additional $77 billion of their cash during the second half of this year and a further $60-70 billion in 2021. The industry is not expected to turn cash positive until 2022.

Airlines have undertaken extensive self-help measures to cut costs. This includes parking thousands of aircraft, cutting routes and any non-critical expense and furloughing and laying off hundreds of thousands of experienced and

dedicated employees.

Sector Wide Action Needed “Government support for the entire sector is needed. The impact has spread across the entire travel value chain including our airport and air navigation infrastructure partners who are dependent on precrisis levels of traffic to sustain their operations. Rate hikes on system users to make up the gap would be the start of a vicious and unforgiving cycle of further cost pressures and downsizings. That will prolong the crisis for the 10% of global economic activity that is linked to travel and tourism,” said de Juniac.

There will be little appetite among consumers for cost increases.

In a recent IATA survey, some two thirds of travelers have already indicated that they will postpone travel until the overall economy or their personal financial situation stabilizes. “Increasing the cost of travel at this sensitive time will delay a return to travel and keep jobs at risk,” said de Juniac.

According to the latest figures from the Air Transport Action Group, the severe downturn this year, combined with a slow recovery, threatens 4.8 million jobs across the entire aviation sector. Because each aviation job supports many more in the broader economy, the global impact is 46 million potential job losses and $1.8 trillion dollars of economic activity at risk.

The rush toward distribution centers was most pronounced at the largest end of the market, real-estate brokerage firm Colliers International Group Inc. said in a report released Thursday, as Amazon. com Inc. and other e-commerce and logistics providers accelerated a push toward sprawling facilities to process, package and ship digital orders.

The report covers industrial buildings of 200,000 square feet or more in major North American markets.

“There is a surge in big-box occupancy,” said Pete Quinn, the firm’s national director of industrial services. “Amazon obviously leads the pack. They’ve got multiple big boxes going up all over the country.”

The online behemoth leased an estimated 26.9 million square feet in the first half of the year, and is expected to occupy nearly 98 million square feet across the U.S. in 2020 alone, the report said.

Overall, the Colliers report said the net change in occupied big-box space—known as net absorption—

rose by 51% in the first half of this year in the markets covered from the same period in 2019, to nearly 79.8 million square feet.

For sites of 750,000 square feet or more, net absorption came to 34.3 million square feet in the first six months of the year, more than double the amount recorded for all of 2019, Colliers said.

Amazon has been racing to meet surging online demand after a wave of orders from homebound shoppers slowed deliveries in the early months of the pandemic.

The company said recently it was opening 100 buildings in September alone, including fulfillment centers, delivery stations, sorting centers and other sites.

An Amazon spokeswoman declined to comment on the Colliers report but pointed to comments

by Chief Financial Officer Brian Olsavsky in a July 30 earnings call, when he said Amazon plans to expand its fulfillment and logistics square footage by about 50% in 2020 from the previous year. Most of that capacity was expected “to come online in late Q3 and Q4,” he said.

E-commerce sales accounted for a record 16.1% of total U.S. retail sales in the second quarter on an adjusted basis, according to the Commerce Department. Online sales rose 31.8% from the first quarter, and jumped 44.5% yearover-year.

For industrial real estate, the rapid expansion of digital commerce appears to be offsetting slowdowns and bankruptcies in sectors such as traditional retail, Mr. Quinn said.

Companies are also looking for more space as they move away from lean just-in-time inventory practices following shortages early in the pandemic, when stockpiling shoppers emptied shelves and manufacturers struggled to ramp up production of in-demand goods such as toilet paper.

“Right now we’re guessing companies are increasing safety stock by about 5% to 15%,” boosting their need for warehouse space, Mr. Quinn said. “We don’t see a lot of companies downsizing their distribution.”

Competition for warehouse space is especially high in logistics hubs such as Southern California’s Inland Empire, Atlanta and the Dallas-Fort Worth area in Texas with large pools of skilled labor and access to key transportation routes. For example in Indianapolis, where several big projects are being built, tenants are locking in leases before the buildings are finished, Mr. Quinn said.

Developers are hustling to meet that demand. Some 96.5 million square feet of new big-box space was added in the first half of 2020, the report found, and an additional 170.7 million square feet was under construction at the end of the second quarter.

Port Wings News Network on-availability of containers for the export sector is posing a serious concern for meeting delivery commitments of foreign buyers, Mr Sharad Kumar Saraf, President, FIEO, has said.

Mr Saraf was highlighting the issue for the last couple of months that in spite of offering space for three to four weeks ahead, shipping lines are shutting out the containers abruptly giving reasons that the vessels are full.

FIEO President further mentioned that the sea freights have also started increasing gradually since July and all the shipping lines have increased the freights by 20% to 40% depending on the destinations.

He said that there is a need for a regulatory agency for the shipping sector and we expect that the proposed National Logistics Efficiency Advancement Predictability and Safety (NLEAPS) Act would be formulated and implemented soon to protect the exim sector from such sudden and abrupt changes.

Mr Saraf further stated that exports have started picking up and our merchandise exports turned positive for the first time in the last seven months registering a growth of about 5.3% in the month

of September 2020. Therefore, this important component of export logistics needs immediate attention else our exporters would not be able to capitalize on the new opportunities.

FIEO Chief also advocated that the Government order to pay Terminal Handling Charges to ports directly, may be implemented across ports as it will bring down logistics costs for the export sector and make them more competitive.

FIEO WELCOMES RBI DECISION TO DISCONTINUE AUTOMATIC CAUTIONLISTING OF EXPORTERS The Federation of Indian Export Organisation (FIEO) on 9 October 2020 welcomed the RBI's decision of discontinuation of automatic caution-listing of exporters.

Mr Sharad Kumar Saraf, President, FIEO thanked Shri Shaktikanta Das, the Governor, Reserve Bank of India (RBI), for meeting the long pending demand of FIEO, for discontinuing the automatic caution-listing for exporters saying it was a threat, more so, since the outbreak of coronavirus as exporters were not in a position to approach banks physically to get exports realisation entries updated in the EDPMS Module.

FIEO Chief added that accepting the request to do away with automatic

caution-listing will provide relief to exporters particularly since in a large number of cases the entries remain non-updated at the end of Authorised Dealer (AD) Banks due to numerous factors. The onus will be on AD Banks to update exports remittance and if payment is not realised, to report the same to RBI for appropriate action. The new mechanism strikes a nice balance between the responsibilities of exporters and bankers while simultaneously ensuring that realisation of exports proceeds is constantly monitored.

FIEO President also said that the changes made in the EDPMS making it more user-friendly and equitable basing it on the casespecific recommendations of the AD banks will further bring ease in the working of the exporting community. The Reserve Bank of India introduced the Export Data Processing and Monitoring System (EDPMS) in 2014 for all banks to bring their transactions with the exporters online.

MANSA Deliberates Issues on SCMTR Implementation Mumbai

Port Wings News Network aritime Association of Nationwide Shipping Agencies (MANSA) has identified issues pertaining to the implementation of Sea Cargo Manifest and Transport Regulations (SCMTR) in its recent virtual meeting with its members.

“A detailed submission has been made to CBIC (Central Board of Indirect-Taxes and Customs) and other authorities to facilitate in finding solutions for registration and updating the processes suitably, so that SCMTR can be smoothly implemented and become functional instantly,” said Hiren Ved, President, MANSA. SCMTR norms makes it mandatory for shipping lines, importers, exporters and other custodians of cargo to comply with the regulations by, strictly adhering to the defined timeline for submission of cargo details that will arrive at and depart from any Indian ports.

The virtual meeting was an attempt to ascertain the preparedness of the members including mandatory registration process and it was observed that there were several gray areas to be addressed before the stakeholders could adopt the new regulations.

On their part, CBIC has been accommodative in extending the date for implementation of SCMTR in a phased manner commencing from November 1, 2020 till April

1, 2021 as a final stage and giving relief to the ship agents fraternity.

MANSA members also suggested a helpdesk, who can be contacted promptly by all stakeholders for seeking help of the ICEGATE/ SCMTR teams at least during initial stage to attend to the issues quickly Unlike shipping lines, other vessel operators viz. liquid, bulk, break-bulk, Ro-Ro, ODS carriers, Tramp vessels, etc. have to submit documents for registration instantaneously, which is way away from their regular job profile. There should also be a provision to change the name of the appointed agents in the submitted / uploaded manifest, by principals (vessel owners) or by the agents appointed by Charterers / Importers as per the issues raised at the meeting.

Whilst a great deal of work has been done, an enormous amount of work remains to be done to bring all stakeholders on board, per se MANSA members present for the meeting looked forward for a flawless introduction of SCMTR that will benefit the Exim fraternity.

JN Port Attains 95% Of Cargo Throughput As Compared To September 2019 Mumbai

Port Wings News Network awaharlal Nehru Port Trust (JNPT), handled a noteworthy 3,80,384 TEUs in September 2020, which is 95% of cargo handled in September 2019 (400,365 TEUs).

According to a media statement, there has been increase of 7.8 % in throughput as compared to August 2020 (352,735 TEUs), this steady surge in cargo handling month on month indicates early signs of

recovery which is very significant during the ongoing pandemic that has affected business across India.

JNPT handled 1,925,302 TEUs (1.92 million TEUs) and 797 vessels during the half year ending September 30, 2020, as against 2,572,810 TEUs (2.57 million TEUs) handled in the same period during the previous year.

The overall traffic handled in current financial year (AprilSep) was 26.93 Million Tonnes as

compared to 34.41 Million Tonnes handled in the same period during previous year. At the liquid Cargo Terminal, JNPT has been handling essential commodities like LPG, High speed diesel, Motorspirit and Edible oil which is further supplied to the states of Maharashtra, Gujarat, Karnataka, Goa, Madhya Pradesh and Delhi.

I n September 2020, JNPT h a n d l e d discharge of 92786 MT of LPG in six vessels, by giving priority and timely berthing to the LPG vessels for fulfillment of Pradhan Mantri Ujjwala Yojna. Total LPG handled in the current financial year till September is 4, 59,283 MT as compared to 4, 19,562 MT handled in previous year which is an increase of 9.5 %.

The half yearly performance and the other on-going developments at the Port was shared with the JNPT stakeholders and customers in a virtual Port Customers Meeting conducted on 1st October where the

suggestions, feedback and concerns of the stakeholders was deliberated upon.

Speaking during the meet, Shri Sanjay Sethi, IAS, Chairman said, “The international maritime sector is evolving rapidly and the business demands are constantly changing and hence it is imperative that we also develop our capabilities to stay ahead in the competitive market."

At JNPT, various initiatives like Direct Port Delivery, Direct Port Entry, ITRHO, ITT have helped in reducing the dwell time and with the installation of scanners and the Centralised Parking Plaza being fully operational by October 2020, will further improve the efficiency of the Port."

The port customers and stakeholders thanked the JNPT Chairman and the team for all the efforts taken by the Port in keeping the logistics supply chain active during these testing times and the handholding provided by the JNPT management. Non-availability of Containers for Export Sector Posing Serious Concern for Trade: FIEO New Delhi Port Wings News Network on-availability of containers for the export sector is posing a serious concern for meeting delivery commitments of foreign buyers, Mr Sharad Kumar Saraf, President, FIEO, has said.

Mr Saraf was highlighting the issue for the last couple of months that in spite of offering space for three to four weeks ahead, shipping lines are shutting out the containers abruptly giving reasons that the vessels are full.

FIEO President further mentioned that the sea freights have also started increasing gradually since July and all the shipping lines have increased the freights by 20% to 40% depending on the destinations.

He said that there is a need for a regulatory agency for the shipping sector and we expect that the proposed National Logistics Efficiency Advancement Predictability and Safety (NLEAPS) Act would be formulated and implemented soon to protect the exim sector from such sudden and abrupt changes.

Mr Saraf further stated that exports have started picking up and our merchandise exports turned positive for the first time in the last seven months registering a growth of about 5.3% in the month of September 2020. Therefore, this important component of export logistics needs immediate attention else our exporters would not be able

to capitalize on the new opportunities.

FIEO WELCOMES RBI DECISION TO DISCONTINUE AUTOMATIC CAUTIONLISTING OF EXPORTERS The Federation of Indian Export Organisation (FIEO) on 9 October 2020 welcomed the RBI's decision of discontinuation of automatic caution-listing of exporters.

Mr Sharad Kumar Saraf, President, FIEO thanked Shri Shaktikanta Das, the Governor, Reserve Bank of India (RBI), for meeting the long pending demand of FIEO, for discontinuing the automatic caution-listing for exporters saying it was a threat, more so, since the outbreak of coronavirus as exporters were not in a position to approach banks physically to get exports realisation entries updated in the EDPMS Module.

FIEO Chief added that accepting the request to do away with automatic caution-listing will

provide relief to exporters particularly since in a large number of cases the entries remain non-updated at the end of Authorised Dealer (AD) Banks due to numerous factors.

The onus will be on AD Banks to update exports remittance and if payment is not realised, to report the same to RBI for appropriate action.

The new mechanism strikes a nice balance between the responsibilities of exporters and bankers while simultaneously ensuring that realisation of exports proceeds is constantly monitored.

FIEO President also said that the changes made in the EDPMS making it more user-friendly and equitable basing it on the casespecific recommendations of the AD banks will further bring ease in the working of the exporting community. The Reserve Bank of India introduced the Export Data Processing and Monitoring System (EDPMS) in 2014 for all banks to bring their transactions with the exporters online.

MUI Seeks Use of CSR Funds By Major Ports On Maritime Training Infrastructure Chennai

Port Wings News Network aritime Union of India MUI on Monday said it has sought spending of corporate social responsibility (CSR) funds by 12 major ports of India on strengthening the country's maritime training infrastructure.

India has 12 major ports under the control of the central government - Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia), according to a ET report.

"India's oldest union of merchant navy officers, the Maritime Union of India (MUI) has sought CSR support from 12 major ports of India to strengthen the country's maritime training infrastructure," the MUI said in a statement.

The Lok Sabha last month passed the Major Port Authorities Bill, 2020, that seeks to provide greater autonomy in decision-making to 12 major ports in the country and professionalise their governance by setting up boards.

MUI General Secretary Amar Singh Thakur said, "The Bill provides that every major port's board may use its CSR funds for providing various social benefits, including skill development. We urge these ports to spend a sizeable amount of CSR funds in upgrading maritime skills of Indian seafarers in the years to come."

The MUI said since the Major Port Authorities Bill, 2020 explicitly mentions that CSR benefits could be provided to the employees of port's

board, customers, business partners, local communities, environment and the society at large, thus, the major ports of India should also offer CSR support to skilling initiatives aimed at increasing the global share of Indian seafarers, it said.

"Since the Major Port Authorities Bill, 2020 will apply to the major ports of Chennai, Cochin, Jawaharlal Nehru Port, Kandla, Kolkata, Mumbai, New Mangalore, Mormugao, Paradip, V.O. Chidambaranar and Vishakhapatnam; the huge corpus of CSR funds will prove to be extremely beneficial for all seafarers residing across various states of India," added Thakur.

The MUI also demanded that every port should invite the suitable representation from Indian seafaring community in the proposed composition of the Port Board which will replace the existing Port Trust. The Major Port Authorities Bill, 2020 mandates the inclusion of two to four independent members in the creation of each port's board.

Shipping is one such industry wherein women constitute a very miniscule part of the shipboard workforce, the MUI said.

It is for that very reason that the global bodies like International Maritime Organization and International Transport Workers' Federation have laid such high emphasis on the inclusion of more women in the industry, it said. "I propose that all major ports of India should primarily focus on providing their CSR funds' support to Indian women keen on becoming world class merchant navy officers," said Thakur.

DPIIT To Seek Cabinet Nod For Multi-Modal Logistics Hub, Two Industrial Corridors New Delhi Port Wings News Network he commerce and industry ministry would seek approval of the Union Cabinet for a multi-modal logistics hub at Greater Noida in Uttar Pradesh and two industrial areas in Andhra Pradesh and Karnataka, according to the Department for Promotion of Industry and Internal Trade (DPIIT), reports ET. These are part of various industrial corridor projects being developed by the government under the National Industrial Corridor programme, which is aimed at development of futuristic industrial cities in India.

As many as 11 such projects are being taken up and that include Delhi Mumbai Industrial Corridor (DMIC), Amritsar Kolkata Industrial Corridor (AKIC), Chennai Bengaluru Industrial Corridor (CBIC), Bengaluru Mumbai Industrial Corridor (BMIC), and Hyderabad Bengaluru Industrial Corridor (HBIC).

According to the note of the Department for Promotion of Industry and Internal Trade (DPIIT), these projects are at different stages of implementation.

Under phase-1, few projects are approved and that include Dholera Special Investment Region under DMIC in Gujarat, Shendra Bidkin Industrial Area under DMIC in Maharashtra, and Integrated Industrial Township Greater Noida in Uttar Pradesh (747.5 acres) under DMIC in

Uttar Pradesh.

Integrated Multi-Modal Logistics Hub at Nangal Chaudhary in Haryana under the DMIC has been approved by the CCEA (cabinet committee on economic affairs) and implementation is likely to be initiated shortly, it said.

Under phase 2, projects are in the advanced stage of planning and implementation would be initiated by 2021.

"Krishnapatnam Industrial Area (2,500 acres) in Andhra Pradesh is approved by NICDIT (National Industrial Corridor Development and Implementation Trust (NICDIT) and approval from CCEA is being sought," it added.

Similarly, Tumakuru Industrial Area (1,736 acres) in Karnataka under CBIC has been approved by NICDIT and approval from CCEA is being sought.

For Multi-Modal Logistics Hub and Multi-Modal Transport Hub (1,208 acres) at Greater Noida in UP under DMIC, NICDIT has accorded its approval and CCEA approval is being sought, it added.

It also said that as part of the DMIC, for Dighi Port Industrial Area (7,413 acres), activities pertaining to detailed master planning and preliminary engineering have been completed.

"State government (s) have been urged to transfer land to the project SPVs for commencement of project development activities or identify land for conducting the feasibility studies as the case may be".

DGGI Busts Exporter Companies for Defrauding Exchequer Through Fraudulent Claims of ITC New Delhi Port Wings News Network n intelligence was developed by the officers of DGGI that few exporter companies were engaged in fraudulent availment of Input Tax Credit (ITC) on the invoices of nonexisting and fictitious firms or such firms which apparently do not have any purchases themselves. The ITC so availed was utilized to pay IGST on the export goods, which was thereafter claimed as cash refund.

Thus, the government exchequer was put at double loss – on one hand ITC was obtained on goods where no tax was paid and on the other hand IGST paid from such fraudulently availed ITC was obtained as cash refund. The amount of IGST refund obtained is estimated to be approx.

Rs. 61 crore.

DGGI, Hqrs. searched the exporter companies and residence of their owner as well as premises of various supplier companies on 06.03.2020. These suppliers companies were found to have supplied only bills to these exporters, without supply of goods.

The exporters had taken ITC on these fake bills and had taken refund of the same as the goods were shown to be exported. The controllers of the export firms were arrested on 06.03.2020 by the DGGI. However, the Ludhiana based

owner of the supplier firms was on the run and was untraceable. He was not appearing for investigations even after various summons.

The said owner of supplier firms appears to be a habitual economic offender and numerous cases have been made against him and his companies. Earlier, he had also been put under preventive detention under COFEPOSA in a case of commercial fraud investigated by the DGRI. A very reliable input was received that the said person was hiding in Shimla and was staying at a renowned Five Star Hotel. A team of officers was deputed to visit Shimla, which traced him in the said Hotel and arrested him in the morning of 07.10.2020. Subsequent upon his arrest, he was produced before the competent Court and was sent to judicial custody at Tihar Central Jail, New Delhi for 14 days.

Further investigations in the matter are in progress.

DGGI GURUGRAM ZONAL UNIT ARREST ONE PERSON FOR FAKE INPUT TAX CREDIT OF RS 190 CRORE The Directorate General of GST Intelligence (DGGI) Gurugram Zonal Unit (GZU), Haryana has arrested one Md. Shamshad Saifi resident of New Delhi on charges of creating and operating fictitious firms on forged documents and passing fake input tax credit by way

of issuance of invoices without any actual receipt or supply of goods or services.

It is apparent from the investigation conducted till date, that Md. Saifi created two companies by the name of M/s Techno Electrical and M/s Lata Sales based at New Delhi on basis of bogus and forged documents in the name of non-existent persons at addresses not even pertaining to firms. M/s Techno passed on fraudulent ITC of Rs. 98.09 crore to M/s Lata, which further generated fake ITC of Rs. 69.59 crore to various non-existent firms.

Md. Shamshad Saifi is also responsible for creating four more fake non-existent firms namely M/s Galaxy Enterprises, M/s Moon M/s Sidharth Enterprises & M/s Sun Enterprises based at New Delhi It was ascertained that all the above mentioned firms have only supplied invoices without actual supply of goods.

The investigation spanned multiple locations in Delhi and based on documentary evidence and statement recorded, it was ascertained that Md. Saifi is a key person in orchestrating this racket of making fake firms on forged documents. Accordingly, Md. Saifi was arrested today and produced before Addl. CJM, Gurugram, who ordered judicial custody. A total fake ITC of more than Rs. 190 crore has been thus passed by the accused.

Positive Credit Ratings Boost Container Shipping Majors Chennai

Port Wings News Network ating agency Moody’s has upgraded the outlook on the ratings of the world’s largest container shipping company Maersk from negative to positive.

Concurrently, Moody’s affirmed the Baa3 long-term issuer rating of the company.

“Following a very strong performance amidst the global pandemic by the container shipping industry, Maersk’s credit metrics have continued to strengthen during the first half of 2020,” says Daniel Harlid, lead analyst for Maersk.

As disclosed, a continuation of the recent performance and credit metrics improvements trend could support further positive rating pressure over the next 12 to 18 months.

The container shipping market has performed very strongly amidst the global pandemic, where all carriers have exhibited discipline in terms of adjusting capacity to decreased demand during the first half of 2020.

Moody’s said volumes during the third quarter have been stronger than expected, in combination with equipment shortages on some trade lanes, sending up freight rates higher than at the start of the year.

Coupled with low bunker prices, carriers have recorded double digit

growth rates in EBITDA during this time period compared to the first half of 2019.

“In light of how the industry is currently behaving, coupled with continued low bunker prices and relatively high freight rates and strong volumes during Q3, Moody’s believes the second half will be even better in terms of operating performance,” the rating agency said.

The rating action is also based on Maersk’s efforts to continue to focus on becoming an integrated shipping and logistics company and adjust its capital structure thereafter.

During this period, the company has paid down large amounts of debt while simultaneously increased profitability for the remaining business resulting in continued positive free cash flow generation over the last years.

Maersk’s counterparts like CMA CGM and Hapag-Lloyd have also received a positive boost from credit rating agencies. S&P Global Ratings revised CMA CGM’s outlook to positive on expected stronger financial performance, affirming the company’s B+ ratings. The rating agency expects CMA CGM to report a significantly higher EBITDA in 2020, due to a less severe decline in global trade volumes than previously forecast.

The outlook change has also been assigned to the company’s improved

cash generation and lower debt.

The agency also raised the credit rating for German liner major Hapag-Lloyd from ’B+‘ to ‘BB-’ with a ‘positive’ outlook, which is the highest credit rating assigned to Hapag-Lloyd since the research initiation by S&P in 2010.

Additionally, the senior unsecured bond rating was raised to ‘B’ from ‘B-‘. S&P expects HapagLloyd to continue its solid 2019 EBITDA performance in 2020 amid strengthened cash flow generation.

Furthermore, S&P recognised that Hapag-Lloyd has outperformed its cost-reduction targets.

“Going forward, our prudent financial policy remains unchanged with a clear focus on profitability, cost control, debt reduction and balance sheet stability. At the same time we are focusing on the consequent implementation of our Strategy 2023,” said Mark Frese, Chief Financial Officer of HapagLloyd AG. Moving forward, carriers are likely to face challenges in the form of deterioration in the capacity discipline by carriers, the looming threat of additional lockdowns as well as increased trade tension between the US and China.

However, strong liquidity positions are likely to cushion some of these risks without jeopardizing continued positive rating pressure.

Alang Positioned To Grab 50% Share In Global Ship Recycling: Mandaviya New Delhi Port Wings News Network ith the giant piece of Indian naval history INS Viraat becoming the first gigantic ship to beach at Gujarat shores for dismantling after enactment of recycling legislation, India aspires to raise its share in global ship recycling business to at least 50 per cent, Union Minister of State for Shipping, (I/C) Mansukh Mandaviya has said.

Beaching of ships for dismantling at Alang ship-breaking yard, one of the biggest recycling yards in the world, is increasing post lockdown and fiscal 2020-21 is expected to be the best for business at Alang that witnesses 40 per cent of global ships coming here for scrapping, said shipping minister Mandaviya.

There are 53,000 merchant ships globally, out of which 1,000 are recycled every year. Four hundred of these 1,000 ships are recycled in India at Alang in Bhavnagar district of Gujarat, which is 40 per cent of the global recycling.

“Alang is blessed with natural opportunities with tides of 1012 metres, which the government of India and Gujarat government decided to cash on.

It results in direct beaching of ships and also saw direct beaching of INS Viraat,” Mandaviya said.

“Globally, 1,000 ships are scrapped annually and of this 40 per cent are recycled here. It has the world’s biggest recycling industry.

We are initiating several initiatives to raise its global share in ship recycling to 50 per cent,” he added.

The shipping minister claimed that it was the result of the various initiatives that majority of the migrant workers preferred to stay at Alang during the lockdown.

Migrant workers from Uttar Pradesh, Bihar, Jharkhand and Odisha make up some 80 per cent of about 25,000 workers directly employed in over 100 ship-breaking yards at Alang in Bhavnagar district.

“About 25,000 workers permanently live here. Majority of them hail from Odisha, West Bengal, Uttar Pradesh and Bihar and get an average of about Rs 25,000 to Rs 30,000 good salary. Very few went to their native places during the lockdown as their stay and food arrangements were done here,” the minister said.

He said COVID-19 lockdown impact was less at Alang as his ministry has given exemptions for sign off and sign on exemption.

“We gave permissions for sign off and sign on for ships coming here, facilitating immigration and as a result industry remained operational,” he said.

Volumes Dip at Panama Canal Due To Trade War, Pandemic

Port Wings News Network he Panama Canal Authority reported fiscal year-end results for 2020, which like, most parts of the shipping industry, were impacted by global economic factors. As a result, volumes at the Panama Canal were largely flat with declines in both the number of transit and tonnage versus projections.

Commenting on the factors that impacted the Panama Canal’s performance in 2020, the authority highlighted it was a year which began with the effects of the U.S.-China trade war as well as tightening environmental regulations, all of which impacted the shipping industry.

Despite that, the authority reported that the year, which began on October 1, 2019, had begun strong, exceeding expectations.

The impact of the pandemic had begun to show early in calendar 2020. Cruise ship traffic had stopped in the canal by April.

The height of the pandemic’s impact on the waterway, however, occurred the authority reported between May and July. During that time, transits declined by 20 percent, mainly due to reductions in passenger ships, vehicle carriers, and liquefied natural gas (LNG) tankers.

As global trade began to recover, the authority reports that transits and cargo movement normalized in August and September, the last two months of the fiscal year.

"The Canal's priority was to ensure the well-being of the nearly 10,000 men and women who make up our team and reaffirmed their commitment by adapting to the changes imposed by this pandemic in order to guarantee the continuous operation of the waterway," said Panama Canal Administrator Ricaurte Vásquez Morales. The authority also noted despite all the issues that it was able to maintain uninterrupted service.

For the 12 months, the Panama Canal saw

a total of 13,369 transits, which represented a two percent reduction compared to projections. The canal handled a total of 475 million Panama Canal tons (PC/UMS) which was an overall drop of four percent compared to projections. However, offsetting the overall decline was a slight increase in the tonnage for what the canal authority calls high-draft transits or the largest vessels to use the canal.

Analyzing the data by segments of the shipping industry, containership made up more than a third of total tonnage transiting the canal in FY 2020 (more than 166 million tons) followed by bulk carriers, which were half the tonnage of containerships. Also, tankers and chemical tankers made up nearly 70 million tons while both LNG and LPG carriers each made up approximately 45 million tons. LPG tonnage, however, was down nearly 15 percent versus projections.

The segments that reported the strongest declines included car carriers which were down more than 20 percent versus projects.

Cruise ship tonnage was down 10 percent versus expectations for 2020.

The Panama Canal worked to mitigate the declines in volumes and respond to the shipping industry by offering a series of temporary relief measures, including the suspension of advance payments for transit reservation fees and other changes to the waterway's reservation system. Currently, these measures have been extended through December 31, 2020.

This creates additional efficiencies for shippers who can increase the load on their vessels scheduled to transit the canal. In addition, the Panama Canal Authority recently put out a request for qualifications as the first step in a long-term water management program that they believe will provide more consistency and reduce draft restrictions that have been necessary as part of the current water management programs.

In the month of October 2020, till 08th October, Indian Railways loading was 26.14 million tonnes which is 18% higher compare to last year’s loading for the same period (22.1 million tonnes). In this period Indian Railways earned Rs. 2477.07 Crores from freight loading which is also Rs. 250.71 Cr. higher compare to last year’s earnings for the same period (Rs. 2226.36 crores).

In the month of October till 08th October 2020 Indian Railways loading was 26.14 million tonnes which includes 11.47 million tonnes of coal, 3.44 million tonnes of iron ore, 1.28 million tonnes of foodgrains, 1.5 million tonnes of fertilizers and 1.56 million tonnes of cement (excluding clinker).

It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive.

It may be noted that improvements in freight movements will be institutionalized and incorporated in the upcoming zero based time table. Covid 19 has been used by Indian Railways an opportunity to improve all round efficiencies and performances.

INDIAN RAILWAYS JOINS THE PUBLIC MOVEMENT AGAINST COVID 19 IN A BIG WAY Indian Railways has joined the public movement (Jan Andolan) in a big way against COVID 19 inaugurated by Hon’ble Prime Minister, Shri NarendraModi. After the inauguration of this public movement, Minister of Railways and Commerce & Industry, Shri PiyushGoyal administered COVID pledge to Railway Officers and Staff connected through Video Conferencing. General Managers of Zonal Railways, Divisional Railway Managers, CMDs of PSUs and senior railway officers were connected in this event.

Chairman, Railway Board, Shri Vinod Kumar Yadav has instructed all the officers and staff to come forward and participate aggressively in this nationwide public movement.

He directed the Zonal and Divisional officers to engage with common people near their establishments/ stations with an objective to encourage awareness regarding COVID protocol. He also stressed that all railway employees should be informed and educated about dos and donts to defeat this pandemic.

It is also conveyed to GMs/ DRMs/ CMDs of PSUs to display banners/ posters at Railway stations, Railway premises, trains and other Railway establishments.

Dissemination of information related to COVID should be done through social media channels.

On first day of the Public Campaign (Jan Andolan), 5,41,087 Railway employees takes pledge across Zones, Divisions and PSUs. Banners/Posters have been surmounted on 2452 Railway stations across Indian Railways, 273 trains and 847 office buildings of Railways across the country.

An audio jingle to raise awareness against COVID 19 was played through Public Announcement system in 2060 Railway stations, 95 trains and 138 Railway establishments.

Morth Hikes Funds For SARDP-NE Related Works New Delhi Port Wings News Network he Ministry of Road Transport and Highways has enhanced the allocation of funds for expenditure under Special Accelerated Road Development Programme in North Eastern Areas (SARDP-NE) related works during the current financial year.

Under the revised allocation, almost double the amount originally allocated has been allowed. Against the earlier Rs 390 crore expenditure envisaged to be incurred from

National Investment Fund during 2020-21, a sum of Rs 760 crore has been set aside for the same period.

Of this, Rs 300 crore is specifically marked for Arunachal Pradesh package.

Additionally, the allocations to National Highways in NE Region under 10% mandatory Pool Fund has been on an upward route in the last five years. A sum of Rs 4,520 crore was allocated for the year 2016-17, Rs 5,265 crore for the year 2017-18, Rs 6,210 crore for the year 2018-19, Rs 6,070 crore was allocated for the

year 2019-20, and Rs 6,780 crore has been allocated for the year 202021 under the said Fund.

The Union government has undertaken massive road development programme under SARDP-NE Scheme in NE Region.

Under SARDP-NE (Phase –A and Arunachal Pradesh), 6418 km (5998 km actual design length) has already been identified for development at an estimated investment of about Rs. 30,450 crore, out of which 3356 km has been completed and 1961 km is under construction.

Baltic Exchange Expands its Escrow Service Offering to Support Chartering Deals

The security sum typically represents a portion of a charter hire amount, which is pre-agreed between a shipowner and charterer, and held as collateral.

Crucially, the service provides assurance that contractual obligations are fulfilled before funds are released, and enables conditional release of the agreed security sum on pre-agreed terms.

The offering, which is available to members and non-members, can be used for both Time and Voyage Charters. For Time Charters, security sums will be paid by the charterer into an escrow account for the duration of the time charter, to be released after vessel redelivery.

For Voyage Charters, freight prepayments by charterers will be deposited into an escrow account as a security sum and released upon cargo discharge.

Shipowners can be assured that the security sum is retained by an independent and trusted escrow service provider for the duration of the charter hire, and can be called on in the event of non-performance during the hire period. The service offering would also help shipowners expand the pool of charterers that

they can work with.

Charterers who are less familiar or new to the market can demonstrate their financial ability to pay the charter hire, while protecting their interests by having an independent escrow agent hold the monies instead of disbursing the funds directly to a shipowner before payment is due.

Dmitry Pismenny, who heads the escrow service, commented: “The chartering of vessels

Port Wings News Network he port organizations of Singapore, Japan, and Rotterdam have signed a memorandum of cooperation aiming to develop a roadmap on the adoption of clean marine fuels.

Next to research and development, the parties will collaborate on possible joint bunkering pilot runs with identified shipping lines to support the decarbonization of the shipping industry.

The trio announced the Future Fuels Network on October 6 during the Singapore International Bunkering Conference and Exhibition (SIBCON).

“We live in extraordinary and pressing times due to the COVID-19 pandemic. This is also the moment to re-think our future and ensure we undertake proper measures that both address global warming and the global economic downturn,” Allard Castelein, CEO of the Port of Rotterdam Authority, commented.

“We can make a tangible difference with a clear roadmap and developing new infrastructure to enable supply and use of lowcarbon and clean marine fuels.”

The Port of Rotterdam is home to the world’s largest LNG bunkering ship, Gas Agility. The 18,600-cbm vessel will be supplying LNG to CMA CGM’s ultra large LNG-powered containerships among others.

The network hopes to welcome more port organisations in the near future.

“Japan is pushing GHG reduction forward under the strong leadership of the government in response to the IMO Strategy on Reduction of GHG Emissions from Ships. Alternative fuels without emitting GHG will be used as marine fuels to achieve the reduction,” Takada Masayuki, Director-General of the Port and Harbours Bureau,

Ministry of Land, Infrastructure, Transport and Tourism, Japan, said.

“In order to promote this utilisation, it is important that ports have a bunkering facility for alternative fuel. I strongly believe that Japan can contribute to the formulation of international standards for future marine fuels’ bunkering by the technical capabilities and knowledge developed through the projects of Tokyo Bay and Ise/Mikawa bay regarding LNG bunkering.”

In September, Kawasaki Heavy Industries hosted a naming ceremony for Japan’s first LNG bunkering vessel scheduled to start operations later this year.

The 81.7 meters long 3,500-cbm vessel Kaguya is owned by Central LNG Marine Fuel Japan, a venture consisting of K Line, JERA, Toyota Tsusho, and NYK Line.

Last week, Singapore also named its first LNG bunkering vessel FueLNG Bellina.

The bunkering vessel is scheduled to be operational by end-2020.

Singapore has been a front runner when it comes to developing the fuels of the future as it describes itself as a living lab for testing of new technologies.

To that end, MPA and its partners launched a S$40 million Maritime GreenFuture Fund to encourage the research, test-bedding and adoption of low-carbon technologies.

MPA and the Singapore Maritime Institute also commenced the ‘Biofuel Compatibility Study for Singapore Harbour craft.

Led by the Nanyang Technological University’s Maritime Energy and Sustainable Development Centre of Excellence, the study focuses on alternative energy sources for Singapore’s harbour craft sector.

The study will examine the environmental, technical, operational and economic viability of bunkering biofuels.
