Port Wings News Network n a major development at the Jawaharlal Nehru Port Trust (JNPT), one of India’s premier container handling port, the Union Minister for Ports, Shipping, and Waterways, Shri Sarbananda Sonowal, virtually flagged-off the dwarf container train service from JNPT in the presence of Dr. Sanjeev Ranjan, IAS, Secretary, Ministry of Ports, Shipping, and Waterways, Shri Sanjay Sethi, IAS, Chairman, JNPT and Shri Unmesh Sharad Wagh, IRS, Deputy Chairman, JNPT. With this, the first consignment of laden Dwarf containers from Dwarf container depot (DCD) at the port was being moved by train to ICD Kanpur.

The port is set to gain steadily

from the implementation the Dwarf container train services from JNPT, as the rail movement of EXIM cargo through double stacked dwarf containers, would offer competitive cost advantage to the EXIM community, resulting in an increase in port cargo traffic via rail route.

As the name suggests, the ‘Dwarf Containers’ are lesser in height by 660 mm than normal ISO containers,

giving them a logistical edge. The Low height of dwarf container loaded on trailers can pass through rural, semi urban and urban roads, through limited height subways & level crossing in electrified sections.

containers provide a 67% increase in volume when double-stacked and can carry a weight of 71 tons, against 40 tons by an ISO container. In addition, Indian Railways has offered 17% discount on haulage cost compared to double stack ISO container trains, resulting in an overall 33% discount to shippers making Indian Railways competitive.

Thus the rail movement of cargo through Dwarf containers has the potential to lower the EXIM logistics costs, making Indian exports globally competitive.

Speaking at the inaugural event, the Union Minister for Ports, Shipping, Waterways & Ayush, Shri Sarbananda Sonowal said, “The commencement of Dwarf container train services from JNPT is a pivotal step towards streamlining the rail movement of EXIM cargo via

double-stacked dwarf containers.

This will give the EXIM community a competitive cost advantage by lowering hinterland logistical costs, while simultaneously enhancing rail-cargo traffic at JNPT. Dwarf containers are port-friendly and can be manufactured in India at a costefficient price point, thereby opening-up opportunities for Make in India.”

The move will result in more competitive Exports and enhance export from India. A robust logistics sector can go a long way in boosting India’s quest for being a manufacturing giant and promote ‘Make in India’. This will also help JNPT in increasing throughput, reduce congestions at gate and road; increase DPD which will further reduce cost of logistics for shippers, also improve turnaround time of shipping line containers, and address container shortage issues.

In line with this, a location within the JNPT container terminal was identified for the establishment of Dwarf Container Depot, where cargo transfer from ISO containers to dwarf containers would be carried out thereby making availability of empty ISO containers at the Port itself for export repositioning.

Currently the trade is facing shortage of ISO containers for exports and this initiative can be a game changer as the turnaround time of containers will come down from month to few days as the import laden ISO containers need not go Contd. on page -2

F

urther delays in Brexit border controls are proving a “pain in the neck” for customs brokers contending with “an unnavigable” path towards a new EUUK relationship. Following news that the UK government will further delay implementation of export health certificates, phytosanitary certificates and safety and security declarations for goods imported from the EU, one broker said the move was “short-sighted”.

“If you like a little bit of niche Italian cheese or Spanish sausage, it’s welcome news as the price won’t be going up this side of Christmas,” says a broker.

“But if these controls were imposed on EU suppliers, it would cause friction on the continent. That friction might give rise to a negotiated relaxation in controls between the UK and the EU, eg, in Northern Ireland, and so aid, not hinder, trade in the longer run.

“This is a short-sighted and one-sided view of trade, and it is to the detriment of UK companies.”

A statement from the Cabinet Office informed businesses it was setting out a new timetable for the implementation of full import controls for goods entering the UK from the EU. Under the revised timetable, pre-notification of sanitary and phytosanitary goods (SPS) will now be introduced at the start of January, pushed back from the intended 1 October date.

And export health and phytosanitary certificates will not be required until 1 July next year, nor will physical checks on SPS goods at border control posts and safety and security declarations.

Minister of state for the Cabinet Office David Frost said: “Businesses will now have more time to prepare for these controls, which will be phased in throughout 2022. We want businesses to focus on their recovery from the pandemic rather than have to deal with new requirements at the border. “[But] the government remains on track to deliver the new systems, infrastructure and resourcing required.”

“Any” opportunity to ensure businesses were ready to manage changes to import rules was welcome. He added: “This is the most significant change to trade in a generation and, coupled with the pandemic, means it’s sensible to give the necessary time to get prepared.

While the border control post (BCP) is in the advanced stages of construction, and had always been concerned this timescale was going to be incredibly tight, so the extension means that there be a fully functioning BCP and able to test its capabilities well in advance. While the wider industry seemed unsurprised by the about-turn in implementation, many shared the views.

The British Ports Association (BPA), Logistics UK and UK Major Ports Group (UMPG) all said they had expected the move, but also appeared concerned over the uncertainty repeated deadline changes had caused.

Delays simply “heaped” more pressure on businesses that had “already” worked to two, subsequently delayed, deadlines. The government has rightly identified some of the challenges currently facing the logistics industry, from the lasting impact of the pandemic, increasing maritime transport costs and the driver shortage, [all of which] require vigorous and urgent attention.

“However, this second change of plan for import controls will add to the uncertainty and creates extra re-adjustment costs for the logistics industry.

“While there is relief in some quarters at the provision of additional time to prepare for new border processes, another deferment will cause instability for businesses already stretched by the impact of Covid-19.”

Furthermore, it penalised companies that had invested time and money to be ready for the initial deadlines, including ensuring staff were fully registered for the changes. Sample

What the industry needs from government is a guarantee that this new timetable will be adhered to. Mr.Nataraja concluded that winning or losing election is only a part of election process, whoever wins have to do better for members whoever loses have to join them to develop our fraternity so that common interests of members will be fulfilled.

The Minister for Ports, Shipping and Waterways also highlighted the need to speed up the regional connectivity project with ASEAN countries to give boost to the bilateral trade.

“We need to focus on greater air connectivity to enhance tourism in unexplored areas of ASEAN countries,” the minister said.

He was speaking at Ficci”s Future of India-ASEAN Connectivity partnership conference.

“In addition to these we are also looking at early review of the agreement which will help achieve the true trade potential between the two sides,” Sonowal said.

The review is expected to include issues such as customs procedure, change of data and further liberalisation of trade.

The minister further said that out of the 10 ASEAN countries, only five — Malaysia, Myanmar, Singapore, Vietnam and Thailand — have direct flight with India and vice versa. Other five countries, including Cambodia, Indonesia and

the Philippines have no direct flight.

Indonesia and the Philippines are two prominent countries with which India has substantial business and tourism interest, he explained.

“We firmly believe that transformation is only possible through transition and if it is to be done then connectivity and communication are must,” he added.

Establishing connectivity will enable people-to-people connectivity through cooperation in business and tourism.

The minister noted that flow of ASEAN passengers to India is much lower than that of Indian passengers to ASEAN countries or transit through ASEAN.

Skyrocketing Shipping Charges Lead To Industry Record Earnings Chennai

Port Wings News Network ovid-19 restrictions remains a serious challenge for the global supply chain, which is still suffering port closures and congestions, while, at the same time, consumer demands are quickly outpacing any previously seen numbers. The result is skyrocketed shipping charges.

And this is not just limited to container shipping for the matter.

Ro-ros, Bulk carriers and other shipping segments are seeing their prices surge too, except the tanker shipping market.

This boom might bring back memories of old shippers, who saw a similar one unfold at the beginning of 2008. A historic number of vessel orders were placed at the start of the year, until the 2008 financial crisis hit the globe, thereby triggering one of the worst global recessions in decades.

Clarkson Research Services, an arm of the shipbroking giant, recently released a study, which stated that the shipping industry is posting its strongest daily earnings since 2008, with container shipping stealing most of the limelight. And the container market frenzy is spilling into other sectors as well.

Speaking to Bloomberg, Peter Sand, Chief Shipping Analyst at Baltic & International Maritime Council (BIMCO), said, “I’m not really sure the perfect storm

covers it- this is just spectacular.

It’s a perfect spillover of a redhot container shipping market to some of the other sectors.”

Recently, the Greek container ship owner Euroseas made headlines around the world when they landed an undisclosed client paying upwards of US$200,000 per day for chartering the Synergy Oakland, a 4,250 TEU boxship.

Aristides Pittas, chairman and CEO of Euroseas said, “This is the highest time charter rate ever achieved by any vessel in our fleet and one of the highest rates ever achieved in our industry.”

The container frenzy took another sharp turn in the last days with the French carrier CMA CGM announcing that it is going to halt all spot rate increases for the next 5 months. Meanwhile, the Hamburgbased container line, Hapag-Lloyd also said they do not pursue further increases, as they believe that spot rates have peaked, according to the company’s Director Corporate Communications, Tim Seifert.

Amidst all the chaos, one section of the container industry stands to gain from all the chaos: the shareholders. After a summer marked by container shipping stocks falling across the New York Stock Exchange, these same stocks are now hitting peaks every day.

Most container shipping line stocks are up in the range of 100%400% with respect to last year, in what seems to be a stock market

bubble. The only exception to this range is the Greek Danaos, whose stocks have shot up by a whooping 1,508%. However, it’s unclear how long the gold rush is going to persist.

Furthermore, the outstanding financial results of the container shipping companies are another clear sign of the industry’s prosperity.

In the meantime, after taking office, the Biden administration has aggressively gone against the exorbitant freight rates levied by carriers, and came as a piece of welcome news for many American importers. The administration has mainly targeted the three major container alliances, 2M Alliance, THE Alliance and OCEAN Alliance, which together account for over 85% of the total freight handled in the container market.

Federal Maritime Commission (FMC) Chairman, Daniel Maffei said in July, “We have increased our scrutiny of the ocean carrier alliances to identify evidence of anti-competitive behavior regarding rates and capacity, and we will continue to do so as the Covid-19 and import surge crisis continues.”

Additionally, the Indian government has been actively pursuing shipping lines to be more transparent in their pricing, but has ruled out any governmental intervention in case of capping of freight prices. The government has validly stated that under a free market regime, the government cannot go about capping prices.

Smugglers Defraud IMO To Create Fake Ids For Blacklisted Ships Chennai

Port Wings News Network n a new report released on Thursday, researchers at the security think tank C4ADS identified nearly a dozen vessels that have evaded UN sanctions by “laundering” their identities with fake IMO registrations.

The tactic goes further than the common practice of tampering with AIS presets, which is often seen among the tankers that violate UN sanctions to deliver fuel to North Korea. The perpetrators of this more sophisticated scheme are fraudulently setting up fake vessel registrations with IMO for ships that do not exist, then using the new fake ID to rebrand blacklisted vessels and give them a clean slate.

The “dirty” vessel receives a brand new IMO number, MMSI, history, deadweight tonnage, length and beam, which it can enter into its AIS transponder and use during port state control inspections. In a more complex variation on this scheme, a second “clean” vessel takes on the new fake identity, freeing up its own identity for use by a “dirty” ship.

The C4ADS team’s analysis - backed with sophisticated technology provided by Palantir, Windward, Amazon, Planet Labs, Airbus and Maxar - has identified at least 11 ships which have used this tactic in recent years. The new report gives two examples: the blacklisted Kingsway, which became the Apex / Shun Fa (IMO 8528864) in 2019; and the suspected smuggling vessel Subblic, which became the Hai Zhou 168 (IMO 8514045) in 2019.

First, the ship is physically altered to look like a different vessel. Then, using fraudulent documents, the vessel operator tricks registration personnel at IMO into issuing a new vessel identity for a newbuild or an existing vessel that is new to internationl trade. That new identity is painted on the hull and entered into the AIS transciever, and the blacklisted ship can return to commercial operations.

This tactic is very hard for maritime officials to detect and defeat, C4ADS wrote.

“Ships involved in vessel identity laundering schemes rarely exhibit the usual telltale signs of AIS tampering or sloppy paint jobs that cover old

ship names,” wrote the researchers.

“As a result, law enforcement and civil regulators have a significantly greater challenge in identifying vessels involved in an identity laundering operation.”

The sanctioned vessel Kingsway underwent this fraudulent transformation in July 2018, repainting her decks and becoming the (nonexistent) vessel Apex. IMO detected a related transaction in April 2020, but Kingsway managed to slip under the radar and keep trading as Apex until May 2021. She even made an uneventful port call in Kaohsiung, Taiwan, where she had been denied entry before her transformation.

In another example, the blacklisted tanker Subblic became the “newbuild” Hai Zhou 168 through a complex shell game. The operator created a false identity for a second, real vessel, then transferred the second vessel’s original identity to the Subblic. The blacklisted Subblic has since delivered petroleum to North Korea as Hai Zhou 168 at least 17 times, according to C4ADS. In a sign of challenges to come, her “clean” identity has been occasionally handed off to other North Korean tankers to use for their own AIS transmissions.

C4ADS noted that detecting this kind of sophisticated registration fraud will be hard for IMO (or any authority) to achieve every time.

However, it recommended several changes to make the process harder to game. First, it recommends that IMO should require regular photos of the ship and updates on its status from the operator, in the same manner that everyday citizens must regularly reapply for a passport or a drivers’ license.

Second, C4ADS advised that IMO should require owners to submit the ship’s dimensions, hull number and engine number during registration, as these data fields are often left blank in practice. It also recommended collecting photos of the vessel from all four sides. “If implemented, these improvements to the IMO’s registration system would meaningfully challenge the ability of illicit actors to commit IMO number fraud and create shell identities on demand,” the authors concluded.

Chinese-Operated Container Terminal In Israel Opens Chennai

Port Wings News Network he world’s first liquefied natural gas (LNG)-fuelled very large crude carrier (VLCC) has commenced its sea trials in Chinese waters, after completing the construction phase.

The 318,000 dwt vessel was built

by Dalian Shipbuilding Industry Co (DSIC) for COSCO Shipping Energy Transportation.

The ship measures a total length of about 332.6 meters, a width of 60 meters and a depth of 30.5 meters. It is equipped with WINGD low-pressure dual-fuel main engine.

The main engine and generator have low-pressure selective catalytic reduction (LPSCR) reactors, which are expected to help the vessel meet the requirements of the Energy Efficiency Design Index (EEDI) phase III, and NOx Tier III requirements for nitrogen oxide emission, according to

the company.

Initially, the VLCC was ordered as a standard fuel ship, however, COSCO signed a supplemental agreement in January 2020 with Dalian Shipbuilding to use LNGfueled power for its vessel.

Based on the supplemental agreement, corresponding adjustments have been made to the capacity, speed and fuel oil consumption of the VLCC. The ship’s LNG storage system adopts a C -type storage tank design, with an LNG filling station on the port and port sides.

Furthermore, corrosion-resistant steel is used to replace PSPC coating protection in structural design for the first time.

The vessel can travel 12,000 nautical miles in gas mode, while the combined endurance of fuel oil and gas is 24,000 nautical miles, the company revealed.

Rs 400-Cr Multi-Modal Logistic Hub To Come Up In Betma, Madhya Pradesh Chennai

Port Wings News Network Rs 400-cr multi-modal logistic hub is likely to come up near Betma, which will give a massive boost to trade and commerce in the region. The logistic hub was given approval by the Union Minister for Surface Transport and Highways, Nitin Gadkari recently, reports, The Free Press Journal.

The hub will be set up by the National Highways Logistics Management Company (NHLMC), a subsidiary of the National Highways Authority of India (NHAI).

On Saturday Mr. Prakash Gour, CEO of NHLMC, reached to the city to have discussion with the

local officials and leaders and also to inspect two possible sites for setting up the hub.

Gour first met with the officials of NHAI, collector Manish Singh, MP Shankar Lalwani and Executive Director of MP Industrial Development Corporation Rohan Saxena at the Residency.

Later, the team went to two proposed locations – one at Betma and the other at Pithampur. The team visited both locations and discussed other facilities required for the logistics hub. Official sources said that NHLMC officials were in favour of setting up the hub in Betma.

Official sources said that bringing the project is of vital importance for

the development of the district and neighbouring areas. The hub will be spread over 300 acres and will require an investment of over Rs 400 cr. It is likely, official sources said that the project would be executed by a private party.

“MPSIDC will provide every possible support to the company in setting up the hub. The Park will have a dedicated railway line for the movement of cargo.” said MPSIDC Executive Director, Mr. Rohan Saxena.

MP Shankar Lalwani thanked Union Minister, Shri Nitin Gadkari and Chief Minister, Shivraj Singh Chouhan and said that the Chief Minister had ordered for speedy implementation of the hub.

MoUs have also been signed with 10 top Shipping institutes including National Institute of Ocean Technology, Thoothukudi VOC Port and Inland Waterways Authority of India and training is being given to students.

Under Sagarmala Scheme, training is being given in association with VOC Port in logistics

management, sailing and inspection.

Andaman and Nicobar Port has been signed as the special training institute, she said.

Dr Malini Shankar said training is being provided by the university in Chennai, Visakhapatnam, Kolkata, Mumbai Port and Navi Mumbai.

Stating that the supply chain was disrupted during the Covid pandemic times, she said training was given to students to handle any disaster in the future.

The Vice Chancellor said there is less awareness on jobs in shipping sector though it is responsible for 95 per cent global logistics and 70 per cent cargo in terms of value is being

transported to ships.

She urged students to come forward to take up courses offered by the University. Indian Maritime University Registrar (In-Charge) Mr Saravanan and Principal Sivakozhundhu were also present.

Seafarers To Receive 4.5% Pay Increase Under ITF-Employer Agreement

Port Wings News Network he collective bargaining structure between maritime employers and unions representing crew members working aboard flag of convenience vessels reached an agreement for a 4.5 percent increase in wages and compensation over two years for seafarers as well as an increased contribution to the seafarers’ support fund from the employers.

Both sides said that the agreement, which had been delayed 17 months due to the pandemic, was an important step to recognize the seafarers and provide stability to the shipping industry.

Under the terms agreed to under the International Bargaining Forum (IBF) Framework Agreement, seafarers will receive a three percent wage increase starting January 1, 2022, and a further one-and-a-half percent increase starting January 1, 2023. It also calls for an increase in contribution to the IBF Seafarers Support Fund, which provides for the welfare of seafarers aboard vessels covered by IBF agreements.

With more than 9,200 vessels expected to be covered under this agreement, the International Transport Workers’ Federation reported that it believes the IBF is the largest private-sector collective pay agreement in the world.

“The negotiations were particularly challenging due to the profit variations in the industry, as well as the increased operational costs due to the pandemic,” the ITF said in announcing the agreement. “However, both parties acknowledged the need to recognize the sacrifices that seafarers have made during the pandemic, continuing to keep global trade moving whilst unable to return home

following the expiry of their contracts, and receiving no wage increase in 2021.”

ITF Seafarers’ Section David Heindel, the ITF spokesperson and who chaired the talks, said “We are proud we have managed to deliver increases to seafarers’ income. Their daily sacrifices to keep supply chains moving, delivering the goods critical to our recovery to billions of consumers and businesses, is recognized.”

The Joint Negotiating Group representing the maritime employers currently consists of the International Maritime Employers’ Council, the International Mariners Management Association of Japan, the Korean Shipowners Association, and Taiwan-based company Evergreen.

Chairman of JNG and IMMAJ Toshihito Inoue commented, “The pay agreement locks in stability in the seafarer wage market going forward, allowing employers to better weather the volatilities in demand being experienced in various shipping markets since 2020”.

The agreement between the ITF and the JNG sets the terms, conditions, and pay for the world’s international seafarers working aboard vessels flying the flag of an open register designated as a flag of convenience by the ITF. The IBF was established in 2003 as a mechanism to agree to the wages and conditions of seafarers working aboard these vessels and include both central negotiations and local negotiations, which allows for the development of core principles that can then be incorporated into specific local arrangements.

This unique approach to pay negotiations is the only example of international collective bargaining.

India’s Merchandise Exports In August 45.17% Higher Than A Year Ago New Delhi Port Wings News Network ndia’s merchandise exports in August touched $33.14 billion, 45.17% higher than a year ago and 27.5% over the prepandemic level of August 2019, but the trade deficit widened to a four-month high driven by a sharp uptick in gold imports, as per preliminary estimates released on Thursday, reports The Hindu.

Merchandise imports during the month grew 51.47% year-on-year to $47 billion, which is also 18% higher than August 2019.

The trade deficit widened 69.15% year-onyear to touch $13.87 billion but was just 0.07% higher than the pre-COVID level of 2019.

“With merchandise imports continuing to scale up, even as exports receded from their all-time high, the trade deficit came in higher than anticipated,” said Ms. Aditi Nayar, Chief Economist at rating agency ICRA, expressing concerns about rising gold imports.

In August 2020, gold imports stood at $3.7 billion, implying an 82.22% jump in imports of the yellow metal last month.

“Gold imports surged further to a fivemonth high of $6.7 billion in August 2021 and were responsible for 88% of the rise in the merchandise trade deficit relative to July 2021.

Unless a weaker agricultural outlook restrains demand, gold imports may well touch $40 billion in 2021-22,” Ms. Nayar warned.

Net oil imports remained largely stable, benefiting from a moderation in crude oil prices, despite a rise in mobility in the country, she pointed out.

In the first five months of 2021-22, India’s merchandise exports have now touched $163.67 billion, nearly 67% higher than the same period last year and 22.9% higher than 2019. The government has set a target of merchandise exports worth $400 billion for the year.

Exporters said the steady recovery in global trade was helping their order books but sought urgent attention from the government on the runaway freight rates, rampant container shortages and other policy constraints, including the release of pending benefits under earlier export incentive schemes.

“The government needs to provide freight support to all exports till March 31, 2022, as freight rates have skyrocketed,” said Dr. A. Sakthivel, President of the Federation of Indian Exporters’ Organisations.

Apart from augmenting the flow of empty containers to Indian ports, he suggested that the government should establish a regulatory authority to seek justification of freight hikes and imposition of various charges by shipping lines.

Among the major commodity groups, excluding petroleum, and gems and jewellery, which entail marginal value addition, engineering goods recorded a healthy 58.8% rise to $9.6 billion, while cotton yarn, fabrics and handloom products jumped 55.6% to about $1.3 billion.

Electronics goods exports rose 31.5% from a year ago, to hit $1.15 billion. The employment-intensive readymade garments sector, however, only recorded a 14% growth at $1.23 billion in August.

Port Terminal Capacity Won’t Keep Pace With Increasing Volumes New Delhi Port Wings News Network erminal utilisation rates are set to increase over the next few years, putting further pressure on the global port congestion crisis.

According to Drewry, handling volumes will grow by an average of 5% a year between 2020 and 2025, whereas capacity will grow 2.5% a year, to reach 1.34bn teu.

As a result, average utilisation rates will increase from 67% to over 75%.

Eleanor Hadland, Drewry’s senior analyst for ports and terminals, said: “While 75% utilisation at port or terminal level is not sufficiently high to be a major concern, at a global level, the expectation of a tightening import capacity in a market already plagued by congestion, is actually a real cause for concern.”

The pandemic has also accelerated port digitalisation, however, which could help to alleviate some bottlenecks. For example, said Ms Hadland, the past 12 months have seen an increasing number of terminal operators signing up to neutral platforms like TradeLens, which enables information sharing across the supply chain using blockchain technology.

She added: “There’s transparency and traceability in these types of systems, and this has the potential to massively reduce the amount of physical paperwork associated with each cargo movement.

“Improved data flow can materially reduce the time taken for containers to transit the port. For example, the pilot blockchain project undertaken by Cosco and Qingdao port resulted in average time savings of over 24 hours per box.

“Time savings of this magnitude will result in significant improvement in asset utilisation for terminal operators, which leads to an effective increase in the capacity.”

Nevertheless, Ms Hadland cautioned that any efficiency gain from port digitalisation would be dependent on improving inland logistics flows, too.

“The rest of the supply chain needs to be able to handle this speed of cargo flow,” she explained. “At the moment, across the US, Europe and the UK, in particular, we’re seeing driver and rail car shortages. All of these things have a [long] lead time that needs to be addressed.”

Indeed, Ms Hadland doesn’t see the current port congestion crisis abating any time soon.

“We originally thought the Chinese New Year break would provide a much-needed reset in the market. But it’s looking less likely that this is going to be sufficiently long enough, given the level of disruption we’re seeing.

“On top of all the production slowdowns and the Covid outbreaks in China, we’ve now seen typhoons, and bad weather in America and Asia. There just isn’t any resilience or spare capacity in the system to accommodate this level of disruption,” said Ms Hadland.

Exporters Worried About Stuck Payments As Sri Lanka Declares Economic Emergency New Delhi Port Wings News Network ri Lanka’s economic emergency declared by the country’s President Gotabaya Rajapaksa last week to control spiralling food prices and declining foreign reserves has exporters in India worried as the curbs placed by the island nation on imports and foreign currency may worsen payment problems they are already facing, according to a Business Line report.

While India’s exports and imports may be the first to be affected by the crisis in Sri Lanka, its investments in development projects and areas such as petroleum retail, tourism & hotel, manufacturing, real estate, and financial services may also take a hit if the situation worsens, say experts.

“From the last one year, we have seen Sri Lanka curbing imports of non-essentials such as vehicles, which has almost stopped.

However, export of most essential items from India is continuing. But now the problem has got aggravated as a lot of Indian exporters who have already exported have not received their payments. They are worried about when the payment would come,” said Ajay Sahai, Director General, Federation of Indian Export Organisations (FIEO).

COVID IMPACT Sri Lanka’s economic woes are partly due to the Covid-19 crisis which affected tourism which is one of the primary source of foreign currency earnings. Its mounting foreign debt crisis is seen by many economists as one of the main underlying reasons for the situation.

A ban on use of fertilisers by Rajapaksa, who wants agriculture to turn totally organic, may have made matters worse.

“The kind of borrowings the Sri Lankan government has undertaken, especially as

some would say under the influence of China, are difficult to service and gradually it becomes difficult for a government to stay afloat. Sri Lanka is facing a serious problem and the impact it will finally have on its economy and its trading partners, like India, will depend on how the government will bail itself out and whether the international community, for instance the IMF, steps in.,” said Biswajit Dhar, Professor, Jawaharlal Nehru University.

The country’s economy shrunk by 3.6 per cent last year and the Sri Lankan rupee fell by 7.5 per cent against the US dollar this year. Its foreign reserves fell to $2.8 billion at the end of July, from $7.5 billion in November 2019 when the Rajapaksa government took over leading the authorities to put in place foreign exchange curbs.

“Banks are not willing to discount Letter of Credit of Sri Lankan Banks as payments are not coming on time. This is resulting in a payment problem for Indian exporters, including those from the yarns and fabric sector. Not only are payments stuck, it seems that one has to suspend exports at the moment as there is so much uncertainty about future payments,” said Sanjay Jain from the Confederation of Indian Textiles Industry.

TRADE WITH SRI LANKA India’s goods trade with Sri Lanka, at an annual $3.6 billion, is not huge, but the fact that India has a trade surplus with the country, an FDI flow worth $1.7 billion during the period 2005 to 2019 and a considerable amount invested in development projects, makes India a stakeholder in its neighbour’s recovery.

Sahai suggested that India could consider giving lines of credit to Sri Lanka that could be repaid later but all pros and cons had to be first weighed.

Port Wings News Network lobal sea freight was severely disrupted by the Covid crisis but is now recovering and prompting a boom new container ship orders as the industry grapples with a shortage of vessels, according to a ET report.

Shipping companies, buoyed by soaring freight prices, are splashing out cash on expanding their fleet.

New shipping capacity is now forecast to hit a record-matching level by 2023, steaming ahead as the post-pandemic recovery gathers speed.

“The container ship order book is booming,” said Italian maritime brokerage Banchero Costa.

However, it takes at least two years to build a new ship, so the market will remain overheated in the short term.

Banchero Costa expects only modest 3 percent year-on-year growth in shipping capacity in 2021 and 2022.

FREIGHT PRICE SURGE The Freightos Baltic Index of international shipping prices shows that rates for the route from China to the West Coast of North America have gone up by more than five times in one year.

“Every single vessel that can float is in deployment right now” by the industry, said Alan Murphy, head of Danish consultancy Sea-Intelligence.

Covid had brought global shipping to a virtual standstill in the initial stages of the pandemic.

Yet demand for sea cargo transportation has grown strongly since mid-2020 and especially this year.

This growth “should continue until the first half of 2022,” French shipping giant CMACGM predicts.

Demand recovers from Covid The industry is now ready to splurge on new vessels following a decade of short supply.

The world’s largest container carrier, Danish giant AP Moller-Maersk, saw its net profit jump to $3.71 billion (3.14 billion euros, £2.7 billion) in the second quarter of 2021, up 30 percent on the full-year figure for 2020.

France’s CMA-CGM meanwhile logged a second-quarter net profit of about $3.5 billion, twenty-five times more than the same period last year.

‘UNPRECEDENTED DEMAND’ “The strong rebound of the global economy has resulted in unprecedented demand for transportation and logistics services,” said CMA-CGM chief executive Rodolphe Saade.

CMA-CGM has meanwhile ordered 22 new container ships, expected to launch in 2023 and 2024.

The company will receive only 14 new ships this year.

Overcapacity risks However, he said a reduction in the number of leading players and new environmental legislation should make it possible for the sector to absorb these new capacities without damaging its business.

A planned environmental measure to limit speed, backed by France at the International Maritime Organization (IMO), means that more ships could be required just to service old levels of demand.

Carrying capacity will also be reduced because cleaner fuels in some newly-built vessels need new tank storage.

At the same time, ships whose scrapping has been delayed will also need to be replaced.

Banchero Costa said this means that while the number of ships scrapped this year will be one of the lowest since 2011, but by 2023, the number of discarded ships will be among the highest in recent years.

AD Ports Group, CMA CGM Group Announce Agreement to Invest AED 570 million in New Terminal at Khalifa Port Chennai

Under the terms of the agreement, a new terminal will be established in Khalifa Port, the first semiautomated container port in the GCC region, which will be managed by a joint venture owned by CMA CGM’s subsidiary CMA Terminals (with a 70 percent stake) and AD Ports Group (30 percent stake). The partners are expected to commit approximately AED 570 million (USD 154 million) to the project.

A state-of-the-art terminal to accompany the growth of Khalifa Port With construction starting in 2021, the new terminal is set to be handed over in 2024 with, in phase 1, an initial quay length of 800 metres and an estimated annual capacity of 1.8 million TEUs. AD Ports Group will be responsible for developing a wide range of supporting marine works and infrastructure. This includes up to a total of 1,200 metres of quay wall, a 3,800-metre breakwater, a fully built-out rail platform, and 700,000sqm of terminal yard.

The terminal will provide CMA CGM with a new regional hub and will enable the Group to develop its service offering between Abu Dhabi and South Asia, Western Asia, East Africa, Europe and the Mediterranean as well as the Middle East and the Indian sub-continent.

With this major investment, the CMA CGM Group pushes ahead with its global expansion strategy as a leading terminal operator. The Group currently operates 49 port terminals in 27 countries via its subsidiaries CMA Terminals and Terminal Link.

Maritime Cyprus conference delayed until 2022 due to Covid Chennai

Port Wings News Network aritime Cyprus has been postponed until October 2022, becoming the latest industry gathering to be delayed or reformatted due to the COVID-19 pandemic.

The conference organizing committee, including members of the country’s Shipping Deputy Ministry, the Cyprus Chamber of Shipping and the Cyprus Union of Shipowners, said Tuesday that the event would have to be rescheduled, despite recent improvements in case numbers in Cyprus.

10. However, due to the impact of COVID-19 in other countries and current distancing measures required by Cyprus’ health protocols, the conference and the exhibition area would have a significantly reduced capacity for attendees, the committee said.

This would alter “the fundamental character and aims of the event,” and the organizers opted to postpone until next year.

“We have taken the difficult decision to postpone Maritime Cyprus until 2022,” said Shipping Deputy Minister Vassilios Demetriades “The event has global shipping at its core and attracts influential speakers and attendees

from around the world, which is why we believe that is essential for us to preserve the quality and philosophy of the conference by waiting a year.”

Demetriades hinted at a big announcement to come, however.

The ministry still plans to unveil a new shipping strategy next month “Cyprus remains committed to leading positive progress for shipping and, this October, we announce our new long term national shipping strategy, crafted in collaboration with the global industry over the last six months. We look forward to sharing the details of this strategy and how it will help forge the future of shipping both in Cyprus and beyond.”

NEWS - BITS Svanehøj acquires Wärtsilä Tank Control Systems With its second acquisition in less than a year, Svanehøj expands its OEM activities and adds new skills to its rapidly growing service department for gas tankers, according to the company’s release.

Gas is a crucial part of the sustainable energy system of the future, and Svanehøj must be a significant player in the value chain that ensures the supply of gas at a global level.

This is the vision of the Danish gas pump specialist, which is now putting its words into action through the acquisition of Wärtsilä Tank Control Systems (TCS), which employs more than 50 people in the UK, Singapore, and France.

The acquisition of Wärtsilä TCS, historically known as Whessoe, brings Svanehøj unique skills in the production, sale, and service of high-end measurement systems for gas tanks on LNG ships and land-based LNG facilities.

The acquisition of Wärtsilä TCS opens new, exciting opportunities for Svanehøj’s rapidly growing service business, which has almost tripled its revenue since 2018. Svanehøj is already a leading provider of cargo system service for LPG vessels, and the intention is to use the acquisition to achieve a similar position within the larger LNG ship segment.

Energy-saving investments clear the way for shore-based power

For inland shipping captains who invest in energy-saving measures, shorebased power is becoming an alternative to the traditional onboard diesel generator.

This is the conclusion of 26 energy scans conducted on inland vessels.

The scans were offered free of charge by North Sea Port, the Flemish government and the Port of Antwerp in order to promote the use of shore-based power by inland vessels. A win-win-win for the captain, surrounding residents and the environment.

Shorepower is an environmentally friendly and quiet way to provide European inland vessels with electricity. Shorepower stations are available in the Port of Antwerp, in the North Sea Port and along Flemish waterways. Research shows that they could be used more often. The outcomes of the study are supported by the European partners in the Clean Inland Shipping Project.

In order to raise awareness and increase interest in shore-based power in the inland shipping sector, at the end of September last year the Port of Antwerp, the North Sea Port and the Flemish government (The Flemish Waterways Authority and the Department of Mobility and Public Works) issued an appeal for candidates for a free energy scan. Twenty-six inland shipping vessels responded to this call.

There was also interest from abroad in organizing these kinds of energy scans. For instance, requests were also received from the Netherlands and Germany.

Babcock sells first new frigate design licence to Indonesia

Babcock the aerospace, defence and security company has secured the first export contract for its Arrowhead 140 (AH140) frigate through a design licence agreement with PT PAL Indonesia (Persero), a state-owned enterprise that builds and maintains ships for military and commercial use from its facilities in Surabaya, Indonesia.

The breakthrough deal comes two years since Babcock’s AH140 design was first announced as the preferred bidder for the UK Type 31 frigate programme at DSEI 2019, with the contract confirmed in November of the same year.

The design licence will enable PAL to build two Arrowhead 140 frigates in Indonesia with bespoke design modifications for the Indonesian Navy.

The agreement was signed at the Defence and Security Equipment International (DSEI) 2021 event in London, on board HMS Argyll, by David Lockwood CEO Babcock and Kaharuddin Djenod, CEO PAL. And was witnessed by the Defence Minister of Indonesia, Prabowo Subianto and UK Defence Secretary, Rt Hon Ben Wallace MP. Babcock has been working alongside the UK Government to promote the Arrowhead 140 Frigate into the global market with strong interest internationally.

The company recently announced that it was one of the bidders down selected by the Polish Government to provide a potential design solution for the Polish Navy’s Miecznik (Swordfish) frigate programme.

New China-Myanmar Corridor Creating Economic Opportunities Chennai

Port Wings News Network t the end of August, the first batch of cargo arrived in China’s Sichuan province via the new China-Myanmar corridor. The goods started out in the Port of Singapore from where they were shipped through the Indian Ocean to Yangon, before being transported on to China via road and then rail.

Xinhua News stated the “passage connects the logistics lines of Singapore, Myanmar and China, and is currently the most convenient land and sea channel linking the Indian Ocean with southwest China.” The corridor reduces the time shipping goods from the Indian Ocean to and from China by an estimated 20 days.

We now live in a world where supply chains and the delivery of goods are being severely impacted

by COVID-19. Owing to the spread of the delta variant, many countries have been forced to completely shut down sectors of their economies through restrictions, which has paralyzed the flow of commerce around the world. In such an environment, it has become pivotal to strengthen existing supply chains by making them quicker, more accessible and more convenient, overcoming geographical obstacles, as well as unlocking

more opportunities and bypassing disruption.

The new China-Myanmar corridor is one such example. The two countries share a border which connects through to the Indian Ocean, one of the most important maritime routes for shipping goods west from Asia. The establishment of such a corridor will therefore File Photo

facilitate the shipment of cargo to and from the west, saving time and creating a faster supply chain.

The route also brings opportunities for regional development in China, especially its western regions which have less favorable conditions for growth. The railway from Sichuan now links the provincial capital of Chengdu with the Myanmar border and subsequently establishes it as a destination for the import and export of goods to Europe and the Middle East. Likewise, in doing so, the corridor now makes it

faster to import through Chengdu, significantly reducing the cost of logistics thanks to a much shortened transportation distance.

Moreover, the launch of the new corridor will further connect China’s southwest with the Association of Southeast Asian Nations (ASEAN).

ASEAN has become the largest trading partner of southwest China, and is also developing into the largest trading partner of Sichuan province after the signing of the Regional Comprehensive Economic Partnership agreement.

Countries in Southeast Asia have become popular destinations for international manufacturing, leading to rapid economic growth in the region. As such, ASEAN and southwest China will complement each other with their respective strengths.

Thus, the new China-Myanmar corridor is a firm demonstration of how the creation and linking of infrastructure is creating new opportunities for global economic recovery and growth, driving forward development in China and other countries.

Shipping Industry Proposes Levy To Speed Up Zero Carbon Future Chennai

Port Wings News Network eading shipping associations have proposed creating a global levy on carbon emissions from ships to help speed up the industry’s efforts to go greener.

With about 90% of world trade transported by sea, global shipping accounts for nearly 3% of the world’s CO2 emissions and the sector is under growing pressure to get cleaner, according to a ET report.

For the first time, the International Chamber of Shipping (ICS) and Intercargo jointly proposed a levy based on mandatory contributions for each tonne of CO2 emitted from ships exceeding 5,000 gross tonnes and trading globally.

The money collected would go into a climate fund that would be used to deploy bunkering infrastructure in ports around the world to supply cleaner fuels such as hydrogen and ammonia, according to the proposal.

“What shipping needs is a truly global market-based measure like this that will reduce the price gap between zero-carbon fuels and conventional fuels,” ICS Secretary General Guy Platten said.

The proposal was submitted on Friday to the UN’s shipping agency, the International Maritime

Organization (IMO).

An IMO spokesperson said all proposals were welcome and would be up for discussion later this year, adding that “proposals on market-based measures (MBM) are in line with the initial IMO GHG (greenhouse gas) strategy”.

The IMO will hold an intersessional working group meeting scheduled for late October, ahead of a late-November session of the Marine Environment Protection Committee, to address issues including carbon-reduction efforts.

The European Commission in July proposed adding shipping to the bloc’s carbon market, targeting an industry that had for more than a decade avoided the EU’s system of pollution charges.

An IMO-driven carbon levy will enable more industry input at the global level as concerns grow at regulation by separate jurisdictions such as the EU. The ICS said “piecemeal” approaches such as the EU’s proposal would significantly complicate “the conduct of maritime trade”.

“ICS believes that a mandatory global levy-based MBM is strongly preferable over any unilateral, regional application of MBMs to international shipping, such as that proposed by the European Commission,” it said.
