APSEZ Fully Unlocks India’s Eastern Hinterland With Rs. 6,200 Cr Acquisition of Gangavaram Port Vizag

Port Wings News Network dani Ports and Special Economic Zone Ltd (APSEZ), India’s largest private Ports & Logistics company and the flagship transportation arm of the diversified Adani Group, has concluded acquisition of Government of Andhra Pradesh’s (GoAP) stake of 10.4% with a consideration of Rs 645 Cr. The boards of APSEZ and GPL have also approved the merger of GPL with APSEZ taking into consideration GPL’s valuation of Rs. 120 per share and fair value of APSEZ at Rs. 754.8 per share, resulting in a swap ratio of 159 shares in APSEZ for 1,000 shares in GPL for 58.1% stake held by DVS Raju and Family in GPL. The merger, which has an appointed date of 1 April 2021 and is subject to NCLT approvals, is expected to conclude by 31 March 2022.

Earlier, in April 2021, APSEZ had acquired 31.5% from Windy Lakeside Investment Ltd, a Warburg Pincus affiliate, and had signed an agreement for controlling stake of 58.1% held by DVS Raju and Family. Post the merger of GPL and APSEZ, DVS Raju and family will receive approx. 4.8 Cr shares resulting in ~2.2% stake in APSEZ worth Rs 3,604 Cr. GPL is debt free with strong growth potential as part of the APSEZ portfolio. Transaction has been completed at an equity value of ~INR 6,200 Crs and implies an EV/ FY21 EBTIDA multiple of ~8.8x and results in EPS accretion of ~7%

to APSEZ FY 21 earnings.

GPL is a 64 MMT capacity non-major port established under concession from Government of Andhra Pradesh (GoAP) that extends till 2059 and is the gateway port for a hinterland spread over 8 states across Eastern, Western, Southern and Central India. This acquisition

significantly expands APSEZ’s access to several new markets. As a deep draft modern multipurpose port capable of handling fully laden Super Cape size vessels of up to 200,000 DWT, GPL handles a diverse mix of dry and bulk commodities including Coal, Iron Ore, Fertilizer, Limestone, Bauxite, Sugar, Alumina, and Steel.

In FY21, GPL had a cargo volume of 32.8 MMT, revenue of Rs. 1,057 Cr and EBITDA of Rs. 625 Cr and PAT of Rs. 494 Cr. In Q1 FY22, GPL handled 8.7 MMT of cargo and reported revenue of Rs. 313 Cr, EBITDA of Rs. 215 Cr and PAT of Rs. 192 Cr. With several operational initiatives underway, GPL is all set to continue its strong growth and

margin expansion.

Realizing the challenges faced by exporters due to acute shortage of containers, FIEO has taken a lead and developed a trade facilitation portal www.easeoflogistics.com to bring exporters and logistics service providers (LSPs) on a single platform. This was stated by Dr A Sakhtivel, President FIEO during the launch ceremony of the portal held at the ‘Samapan Samaroh of Vanijya Saptah’ on 27th September, 2021 at Niryat Bhawan, New Delhi.

The portal was inaugurated by Shri Piyush Goyal, Hon’ble Union Commerce & Industry, Consumer Affairs & Public Distribution and Textiles Minister in the august presence of Shri Amit Yadav, Director General, DGFT and other Senior Officials from the Govt.

No Silver Bullet to Decarbonization

he Getting to Zero Coalition has released a new manifesto in advance of the COP26 conference, the global climate gathering that will be held in Glasgow this November. Its call to action is signed by some of the biggest names in shipping, and it lays out a level of ambition that exceeds current IMO goals.

“In 2018, the International Maritime Organization (IMO) set an ambition for shipping to reduce its GHG emissions by at least 50 percent by 2050,” wrote the partners.

“This was an important first step, but given technological developments and the latest climate science, it is now time to set a clear target for the shipping industry to be run entirely on net-zero energy sources by 2050.”

The letter notes that some private-sector actors are already working to make zero emission vessels and fuels “the default choice” by 2030, and it calls for “decisive government action and enabling policy frameworks” to reach full decarbonization by midcentury.

To get on track to achieve that goal, the signatories wrote, five percent of the global fleet should be running on zero-carbon fuels by 2030. This will require large-scale infrastructure for energy production, distribution, storage and bunkering. It also means conducting more research in order to refine today’s zero-emissions propulsion technologies.

Safety and certification standards will also have to be developed in order to reduce the investment risk for vessels, infrastructure and production assets.

This R&D, technology maturation and standardization effort will require industrial-scale demonstration projects, the partners noted. Large-scale experiments of this kind entail cost and risk, and this is an area where government can help - for example, providing incentives to first movers for trying out new approaches.

Another way that government can assist is by leveling the playing field for higher-cost zero carbon fuels. Fossil fuels may not be cheap in the long term - CO2 pollution is a costly externality - but until the emissions cost of carbon is monetized, the traditional bunker fuel grades will have a market price advantage over “green” options.

“This means that the market alone will not be able to make zero emission shipping commercially viable at the required scale. By 2025, policy makers must therefore put in place clear, effective, and equitable policy frameworks, such as meaningful [carbon levies, emissions taxes and emissions trading schemes], to make zero emission shipping commercially viable,” the coalition wrote.

The overarching request to governments is ambitious - far more ambitious than anything seen at IMO to date. The coalition calls upon the COP26 parties to “adopt policy measures, including meaningful marketbased measures, taking effect by 2025 that will support the commercial deployment of zero emission vessels and fuels in international shipping and make ordering zero emission vessels the default choice no later than 2030.”

The list of signatories includes some expected participants, like Maersk (the rare industry Sampleproponent of a “sunset date” for fossil-fueled ships), Yara (the owner TEXT of the world’s first all-electric boxship), and Port of Rotterdam (an early leader in green hydrogen).

Some are less expected, like MSC (which only recently asserted that zero-emissions technology does not yet exist). Others are notable for their absence, like the International Chamber of Shipping, BIMCO, ECSA, China State Shipbuilding Corporation (the world’s largest shipbuilder) and China COSCO (the world’s largest shipowner by tonnage).

Covid Brings Shift In Seafarer Treatment Chennai

Port Wings News Network he Covid crisis has brought about a paradigm shift in the approach to seafarer welfare while also highlighting the industry’s deficiencies which will factor into its future prospects, a panel at the Sea Asia 2021 virtual conference said.

In the process this almost runs contrary to the previous view of seafarers as being commodities noted panel chairman, National Maritime Museum director and ex-Euronav ceo Paddy Rodgers. Which really brings the whole problem into focus, as recognised by Columbia Ship Management ceo Mark O’Neil, who said: “Expectations have changed and the shift of power has changed from employer to employee.”

Being billed as a session on how to rebuild trust, relationships and reputation gives an idea as to how serious an issue Covid has been for the industry over the past 18 months and the potential long-term effects on talent management.

Many examples of these were highlighted.

The tremendous disruption emphasised the importance of communication while also bringing to the fore the shore-

to-sea equation and the remote nature of the business, said Pacific Carriers Ltd ceo Hor Weng Yew. The question going forward is how to enhance and intensify this communication in the face of disruption to our lives, he said while reiterating that trust is key to building this up.

While O’Neil slammed the industry for failing its seafarers, others pointed out that the shipping industry has been somewhat limited in what it can do because of external factors such as the hesitation of governments and port authorities.

This “debilitating sense of losing control of your own destiny”, according to Mission to Seafarers secretary general Andrew Wright has undermined trust greatly.

“You lose a lot of predictability because of Covid,” said V Group ship management ceo Bjoern Sprotte. The rapid and unpredictable changes at ports have made crew change planning a big challenge for both shore staff and seafarers and the situation has not really improved in many regions, he noted.

In this sense the inability of the industry to be able to address important issues with one voice has been a failing. “Shipping needs an

urgent reflection on how to have a stronger voice and how we can sustain that visibility and energy to make sure seafarers have higher visibility in the future,” said Wright.

Another shortcoming has been the limited ability to deal with the issue of how families can cope with the situation while their loved ones are stuck out at sea. Where seafarers have not had access to contact with their families it has been difficult for family members and more work needs to be done to address this, said Wright.

Noting that these sorts of issues did not exist before Covid because seatime was relatively fixed and predictable, O’Neil said the most important thing the industry has realised from the Covid crisis was that the people around us are the most important thing, and this represents a fundamental shift in thinking.

However, what it has also shown up is the industry’s lack of proper human resource management and how far behind other industries it is in this respect. While some efforts have been made previously, these have slipped.

“This could be a great moment for the development of our people but we need to make sure the lessons learnt from the pandemic don’t get lost,” concluded Wright.

Today, the Panama Canal and more than 150 other organizations across the maritime value chain sign an industry-led call for world leaders to commit to decarbonizing international shipping by 2050, support industrial scale zero emission shipping projects through national action, and deliver the policy measures that will make zero emission shipping the default choice by 2030.

The signatories to the Call to Action for Shipping Decarbonization include many of the world’s largest actors in global trade: A.P. Moller – Maersk, BHP, BP, BW LPG, Cargill Ocean Transportation, Carnival Corporation, Citi, Daewoo Shipbuilding & Marine Engineering, Euronav, GasLog, Hapag-Lloyd, Lloyd’s Register, Mitsui O.S.K. Lines, MSC Mediterranean Shipping Company, Olympic Shipping and Management, Port of Rotterdam, Rio Tinto, Shell, Trafigura, Ultranav, Volvo, and Yara. “Beyond being a shortcut for global trade, the Panama Canal

has long recognized that shipping decarbonization requires close collaboration and commitment from all players towards a more sustainable supply chain,” said Panama Canal Administrator Ricaurte Vásquez Morales. “Earlier this year we set the strategic objective of becoming a carbon neutral entity by 2030, while maintaining our commitment to participate in the maritime industry’s efforts worldwide.”

As cited in a new brief issued by the UN Global Compact Charting a 1.5 C Trajectory for Maritime Transport, the Panama Canal set their own decarbonization targets while also establishing initiatives to encourage shipping lines to minimize their carbon footprint, demonstrating actions that can be taken to accelerate decarbonization across the shipping value chain.

The Panama Canal’s aims to become carbon neutral by 2030 were officially announced in April 2021, however it began tracking its carbon footprint in 2013 with the intention of better aligning its operations to the global objectives of reducing emissions to mitigate and adapt to climate change. The waterway bolstered these efforts with an innovative idea in 2016 promoting green transits thought the Green Connection Environmental Recognition Program and by creating an Emissions Calculator in 2017, a tool that not only allows shipping lines to measure their greenhouse gas (GHG) emissions

per route, but also strengthens the Canal’s analysis of the emissions produced by its own day-to-day operations.

Ahead of critical negotiations at COP26 this November, the Panama Canal and other signatories of the Call to Action for Shipping Decarbonization now urge world leaders to: * Commit to decarbonizing international shipping by 2050 and deliver a clear and equitable implementation plan to achieve this when adopting the IMO GHG Strategy in 2023. * Support industrial scale zero emission shipping projects through national action, for instance by setting clear decarbonization targets for domestic shipping and by providing incentives and support to first movers and broader deployment of zero emissions fuels and vessels. * Deliver policy measures that will make zero emission shipping the default choice by 2030, including meaningful market-based measures, taking effect by 2025 that can support the commercial deployment of zero emission vessels and fuels in international shipping.

Ships transport around 80% of global trade and account for about 3% of GHG emissions. In 2018, the IMO adopted an initial GHG strategy that sought to reduce international shipping’s total annual GHG emissions by at least 50% of 2008 levels by 2050. The strategy is set to be revised in 2023.

“VT enables trainers to put employees in simulated scenarios that would simply not be possible in real life and gives them a much more valuable ‘real context’ of when they might face dangerous situations,” explained Amrani.

Amrani explained that before the port embraced the VR training system, it carried out a study to test how it would match up to more traditional methods of training, which measured VR training against a number of attributes, such as the commitment of the personnel in matters of health and safety at work, reduction in training costs, and overall effectiveness.

When participants were asked to rank their attitude towards safety, VR training scored 54 percentage points higher than classroom-based training.

The company’s managing director, Subhangshu Dutt, told The Loadstar, “We have been considering ordering some 7,000 teu ships but no decision has been taken yet. If we do so, it will be for long-term charter to third-party operators.”

Several liner operators and tonnage providers have been showing interest in 7,000 teu ships, which are commonly deployed to mid-haul lanes such as Far East-Persian Gulf, Far East-South Asia and Far EastAustralia/New Zealand.

These lanes have been neglected by mainline operators, due to much higher freight rates on the longerhaul Asia-Europe and transpacific routes.

Taiwanese liner operator TS Lines, Singapore-based feeder operator X-Press Feeders, Canadian tonnage provider Seaspan Corporation and

Singapore-based tonnage providers Eastern Pacific Shipping and Asiatic Lloyd Shipping have all ordered 7,000 teu ships from New Times Shipbuilding, Shanghai Waigaoqiao Shipbuilding and Dalian Shipbuilding Industry Company this year.

Last week, Seaspan was said to have swooped for ten 7,000 teu ships at Waigaoqiao, reportedly for longterm charter to ONE. Mr Dutt, formerly an executive with Pacific International Lines, also confirmed to The Loadstar that OM Maritime had recently purchased two 5,000 teu ships, the 2004-built Maine Trader for $54 million from Lomar Shipping and the 2006-built S Santiago for $58 million from Cyprus Sea Lines.

In the first half of this year OM Maritime bareboat-chartered nine boxships from US investment company Oaktree Capital Management, which had acquired the pre-owned vessels. The ships were subsequently time-chartered to Dubai-based feeder operator Sea Lead Shipping, which operates services in Asia, the Indian subcontinent and the Persian Gulf.

Freightos Offers Forwarders ‘Guaranteed Capacity’ On Some Ex-Asia Routes Chennai

The company said importers and exporters of all sizes can book “well-priced, guaranteed container space via an Asia-based vendor”.

It said the feature would “democratise” the market, allowing SMEs the ability to book capacity directly.

But the service raises several questions: notably, how can Freightos guarantee space when the shipping lines won’t?

Freightos chief executive, Ruthie Amaru, told The Loadstar that the company has agreed space with a specific vendor for FCL shipping, “on ex-Asian lanes where we see the majority of our trade and where the industry has experienced the tightest capacity limitations”.

“Any carrier or freight forwarder can opt in, but for now it’s on limited lanes where the supplier is able to guarantee space.”

She added that the company is working on “additional vendor agreements”, which will be available soon. But she declined to say how much capacity Freightos has secured.

“We can’t share exactly how much capacity the vendor has secured but can confirm that together with our partners, we are well-positioned to

secure more should it be necessary.”

With shipping prices at an alltime high, does “guaranteed” space come at a premium?

“Like many results on our freight marketplace, quotes from forwarders have a fairly high variance across price,” she explained. “Depending on the lane and the provider, guaranteed capacity does not necessarily cost more than regular spot rates. “In fact, in the time it’s been running, some Guaranteed Capacity quotes have been among the most competitive available on Freightos.com. This is one of the biggest advantages of a marketplace model – leveraging variance across providers to help accommodate importers and exporters of all sizes.”

The idea that space can be guaranteed rather undermines bookings which are not guaranteed.

Are other bookings pointless?

“Much like the rest of the logistics industry, many freight quotes are not tied to specific sailings,” said Ms Amaru.

“Particularly over the last year’s supply chain crunch, where rates have soared by over 10 times, some shipments have been delayed or rolled and consequently hit with additional fees. In order to minimise those occurrences as much as possible, we typically rely on data and a best-in-class set of operating procedures that have been developed together with our vendors and honed across tens of thousands

of shipments.

“On a regular booking, the forwarder must employ his or her best efforts to ensure the shipment’s departure before the expiry (gate in) date of the quote. As space is not guaranteed, if the forwarder doesn’t find available space before the validity date they must inform the customer. Providers are carefully measured on performance across a number of areas; this is one that we track particularly closely.

“In a standard case, the forwarder must provide alternatives, which can include premium space, space with different carriers, delayed space with the same carrier at the updated price.

“With Guaranteed Capacity however, the forwarder must pass the guaranteed capacity booking to the carrier as soon as the booking is confirmed. The carrier then confirms the vessel and transit time detail.”

A recent survey by Freightos showed that 94% of SME shippers had experienced supply chain disruption, such as delays and high costs. But booking space on a specific vessel could mitigate some of the disruption.

Freightos users can find a “guaranteed capacity badge” on relevant quotes, which will then show the estimated departure time.

When finalised, the forwarder can then book space directly with the carrier, via the platform.

Box Lines Force D&D Charges On Near-Bankrupt Afghan Shippers Caught In Crossfire Chennai

Port Wings News Network ross-border trading between Afghanistan and Pakistan, via the southwestern port of Karachi in Pakistan, has been brought to a virtual standstill as both the Taliban and Pakistani authorities delay traffic.

As if conflict, border controls and burgeoning freight rates were not enough to drive Afghan forwarders and shippers to the wall, they are now having to deal with seemingly intransigent shipping lines insistent on collecting soaring detention & demurrage (D&D) charges.

Since the Taliban takeover of Afghanistan in August, the border crossings at Chaman and Torkham, leading to the population centres of Kandahar, Lashkar Gah and Kabul, were closed for two weeks.

Border closures have led to a huge backlog of freight heading into Afghanistan and empties trying to find a way out, with both the Taliban and Pakistani border patrols delaying movements. At a pace of less than one container truck an hour, the D&D charges are beginning to mount up.

One forwarder, who preferred to remain anonymous, told The

Loadstar: “I have many containers on both sides of the border and the detention charges are growing; one consignment has charges of more than $50,000.”

The forwarder added that he also had empty containers waiting at the border to be returned to the lines.

“First we were hit with Covid and now this,” he said. “Most traders, perhaps 99% that I speak to, are in deep trouble, the central bank is closed, the Taliban Government is recognised by nobody, the financial situation is very bad.”

Ruefully, he said: “There is no humanitarian element to shipping.”

The Loadstar has seen numerous bills of lading from OOCL, COSCO and Yang Ming, for relatively lowvalue goods such as textiles, for which D&D charges are being demanded, but the traders say they are unable to pay.

“We have written to the shipping lines asking for help, but all the lines have denied us, only OOCL offered a 10-20% discount on a few containers,” a second forwarder said.

In a letter, seen by The Loadstar, Abdul Quada, an importer in Kandahar, wrote on 1 September to

Yang Ming Line: “Due to the lawand-order situation in Afghanistan the Pakistan Government announced the border gates have been closed for any kind of transportation, so it takes too much time to clear the cargo.”

Mr Qadar went on to explain that this situation prevailed on both sides, leaving containers stranded for the time being, and he therefore asked for a waiver of the D&D fees or at least a 70% reduction.

A similar letter to OOCL, also seen by The Loadstar, was also rebuffed by the shipping line.

According to the freight forwarders, some 80% of all Afghan business has now stopped, with many traders on the verge of bankruptcy.

Mohammed Tahir a freight forwarder handling goods to Afghanistan, but based in Pakistan, said his business was in “its last stages of operations”. He said if the company cannot get the shipping lines to help, “then in a month or two we will be bankrupt.”

That is the fate that awaits many of the shippers and traders to Afghanistan unless the shipping lines can find a “humanitarian” element to their business.

APM Terminals partners with Siemens for emission reduction in India Chennai

Port Wings News Network PM Terminals will collaborate with Siemens Limited India aiming to eliminate emissions by 30-40% at Gateway Terminals India (GTI) in the port of Mumbai.

The APM Terminals-operated GTI, which utilises a combination of diesel and electric-powered equipment, in 2020 alone consumed 5.8 million litres of diesel and 25 Giga Watt hours of electricity, resulting in an emission of 66,847 tonnes of CO2 in scope 1 (fuelbased) and 84,429 tonnes of CO2 in scope 2 (emissions from the generation of purchased electricity).

To find scalable and efficient solutions for decreasing these emissions, APM Terminals has engaged Siemens in a pilot project aimed at establishing the baseline of GTI’s energy consumption patterns through continuous measurement of all energy consumers.

The pilot project also comprises defining, verifying and implementing possible energy optimisation measures, known as Facility Improvement Measures (FIM), which would entail verification of actual energy consumption, as well as emission reduction achieved.

More specifically, the measures include transformer optimisation, which will help diminish energy loss by intelligently switching the transformers, as well as rubbertyred gantry (RTG) hybridisation, which will replace conventional diesel engines with batteries and will help save fuel.

Two more measures are the optimisation of reefer facilities, projected to reduce energy peek and demand, improve reliability and increase flexibility, and the implementation of local solar photovoltaic (PV) infrastructure, which will provide the terminal with cleaner energy, lessen grid supply and peaks and bring additional flexibility to energy sourcing.

APM Terminals and Siemens estimate that the proposed measures

should help emission reduction of almost 40% on Scope 1 emissions (fuel) and 16%-20% on Scope 2 emissions (from purchased electricity) at GTI which is one of the busiest container terminals in India, comprising 10% of the country’s container trade.

“We are conscious of our carbon footprint, but also of our responsibility for finding all possible ways of reducing them,” noted Girish Aggarwal, Chief Operating Officer at APM Terminals Mumbai (GTI), who added, “the partnership with Siemens allows us to successfully address this issue not only at GTI but also convert it into a scalable solution for implementation in other terminals.”

In addition, the pilot program will use Siemens’ digital platform solution, including integration into APM Terminals’ IT and digital architecture and compliance with terminal operator’s IT, cyber security and data requirements, according to a statement.

Robert H K Demann, Head, Smart Infrastructure, Siemens Limited, stated that the company’s aim is to empower customers in their digital transformation and achieving their sustainability goals.

Furthermore, according to Demann, Siemens’ technologies which include microgrid solutions, energy efficiency analytics and integration of renewables, will contribute to GTI achieving their ESG (Environment, Social and Governance) targets of decarbonisation, reduced greenhouse gas emissions and energy efficiency.

Additionally, the companies will work on further energy optimisation and green energy sourcing programs across APM Terminals’ portfolio globally with the baseline requirements for such large scale operations being the high energy consumption.

As the next step, APM Terminals plans to roll out terminal-specific improvement measures across a wider portfolio of terminals, with the aim of achieving similar emission reduction globally.

Container Shipping Giant Freezes Spot Rates Amid Trade Chaos Mumbai

“Although these market-driven rate increases are expected to continue in the coming months, the group has decided to put any further increases in spot freight rates on hold for all services operated under its brands,” CMA CGM SA said in a statement on its website.

The decision, which will resonate throughout the industry, took effect Thursday and runs through Feb. 1. Based in Marseille, France, the company said it’s “prioritizing its long-term relationship with customers in the face of an unprecedented situation in the shipping industry.”

The cost of shipping a 40-foot

container from Shanghai to Los Angeles reached $11,569 in the past week, nearly eight times higher than pre-pandemic levels, according to the Drewry World Container Index.

Global supply chains, with container shipping as their backbone, are struggling to keep pace with the demand for goods and overcome labor disruptions caused

by Covid outbreaks. One illustration of the strained system is the queue of ships outside the twin California ports of L.A. and Long Beach, which jumped to a record 49 vessels as of late Thursday.

Separately on Thursday, the Federal Maritime Commission in Washington announced the membership of its newly formed National Shipper Advisory Committee. The panel of 24 members representing exporters and importers will “advise the commission on policies relating to the competitiveness, reliability, integrity, and fairness of the international ocean freight delivery system.”

Shipping Needs To Face Social Inequality Challenge

Port Wings News Network ne session at London International Shipping Week’s main conference at IMO Headquarters assessed the industry’s social impact, the areas in which external pressure may be applied in the future, and how businesses can prepare for that pressure.

The World Economic Forum was right to place COVID’s damage to progress on poverty and inequality at the top of its risk register, said Peter Holbrook CBE, Chief Executive, Social Enterprise UK. Beyond its social impacts, inequality is a threat to business.

“We know that the growing wealth inequality drives a whole range of precarious outcomes. It can increase issues of populism and mistrust in international institutions, it can undermine the very principle of meritocracy, the idea that we’re born into a world where if we work hard, we can achieve wonderful things.”

The panel noted the shipping industry’s role in enabling globalisation, in turn enabling development across the world. However, economic growth on its own is not enough, said Holbrook.

“Wealth creation has been such an incredible driver of tackling poverty around the world. You can’t say that ongoing economic development, growth by itself, is going to continue to drive up quality of life of people around the world. In 2017/18, 87% of all the new wealth generated in a globalised world… went to less than the top 1%,” he said.

Cecilia Harvey Global ED&I Lead Royal HaskoningDHV said that companies usually drive their diversity efforts towards protected characteristics, but social and economic access and backgrounds need to be addressed.

Harvey gave UK KPMG as an example of positive progress; the firm recently announced it was targeting 29% of its partners and directors coming from working class backgrounds by 2030, up from its current 23% of partners and 20% of directors.

“Social mobility is about a lack of accessibility into some of the things that we don’t even think of. They don’t occur to us because we’ve never been in that position to not have access to information, or medical healthcare and so on,” said Harvey.

Stephen Cotton General Secretary, International Transport Workers Federation (ITF) said: “We are challenging our comprehension of what is the right way and

what is best practise, because those challenges are very different depending where you sit in economic opportunity.”

The panel said the social impact of shipping was part of a wider debate on building a better society, and that there were actions companies could take to improve their impact on the communities they serve and rely on.

“Some of the things we could do as businesses is help people enter the sector.

Apprenticeship schemes, not always assume that having a degree from a redbrick university with a 2.1 is what opens doors. Be bold, be courageous and brave to invite talent,” said Harvey, adding that it was important companies approach these issues with longterm plans and open minds.

ICS Secretary-General Guy Platten said that the industry is well placed to deal with these issues, and that the industry should be proud of the way it has lifted many people out of poverty through investment in seafarer supplying nations. “I think we can do far more, but I think the quality issue is a real opportunity for our industry and we should grasp it with both hands.”

Holbrook said companies needed to look at their impact. “Where does the benefit from your industry land? Who is benefiting from the increasing growth we see? Start thinking about your impact on equality, not just around the decisions you make on your workforce, but think about your role in the supply chain… and start thinking about where the value in your business is contributing not just to your shareholders’ and investors’ needs, but to the needs of humanity. That’s the future currency, if it’s not, we’re all stuffed.”

Yee Yang Chien, President & Group CEO, MISC Group said that the antidote for inequality is opportunity for everyone, and shipping’s global role meant it could create opportunity, for example of the area of seafarer recruitment. “The key here is co-operation between shipowners, managers, regulators, maritime academies to develop new sources of seafarers from poorer countries to bring opportunities to those countries.”

Adding another warning to a week of conferences that cautioned the industry on inaction leading to changes imposed by external forces, Holbrook said: “When inequality gets out of control we tend to reach a tipping point. Those inequalities are addressed, at times through revolution, at times through war, at times through other historical anomalies that address inequality on an involuntary basis.”

Mundra Port Drug Bust: Crew Members Smuggling Heroin Kept Unaware Of Delivery Point

Port Wings News Network ujarat’s anti-terrorism squad (ATS) has been investigating the 3000-kg heroin seizure. They have reportedly said that the seven Indian crew members who have been arrested were not aware of the delivery point. The instruction was to share location via their Thuraya satellite mobile when they entered Sri Lankan waters, according to a TOI report.

They had been using a Thuraya phone and had been asked to share the location via a VHF channel once the vessel entered Sri Lankan waters. The bosses, who the crew members know as Khan Sahab, Ghulam, and Imam Bakhsh, did not disclose to who they were supposed to deliver the consignment. The ATS officer looking into the matter has said that Ghulam and Imam Bakhsh are Pakistani citizens.

Before embarking on the journey, the seven seamen had met the three bosses at Imam

Bakhsh’s residence in Iran. He added that the three people had promised about 200,000 Saudi on the successful completion of the trip.

When the crew was in the south of Mumbai, they were awaiting further instructions.

When heading towards Sri Lankan waters, they received a message to stay in the Indian waters. The bosses then informed that the delivery would happen at Punjab after landing either in Gujarat or Maharashtra.

While the crewmen were waiting for a signal, they stayed in Indian waters for about four days. This is when the ATS received input about the ship and caught the accused in an operation headed by the Indian Coast Guard (IGC).

On further investigation, the ATS officer found that the same crew members had been smuggling heroin to several countries. The accused were produced at a local court by the ATS, which sought 14 days of custodial interrogation. The court has agreed to grant 12 days.

JNPT Terminal Privatisation Triggers Tight Race Among Operators

Port Wings News Network op terminal operators worldwide are lining up to win the bid for tender issued

by Jawaharlal Nehru Port Trust (JNPT) on 31 August to privatise the Jawaharlal Nehru Port Container Terminal (JNPCT) at the Nhava Sheva port in Mumbai.

The top contenders include Terminal Investment Ltd (TIL), Abu Dhabi Terminals, APM Terminals Management B V, JSW Infrastructure Ltd, and DP World Ltd. The tender, worth US$117 million, offers to privatise the only state-owned container terminal at the port under the public-private partnership model through the new law passed by the Indian parliament. The successful bidder wins a 30-year deal along with a free hand to set rates at the terminal based on market forces.

Among all the operators, the top three bidders eyeing to secure the tender most keenly are DP World, TIL backed by a silent partner, Adani Ports and Special Economic Zone Ltd (APSEZ) and APM terminals.

DP World, which already operates two of the five terminals at the port, namely NSICT and NSIGT, has the most at stake in the contest. If the operator wins the JNPCT tender, it could reap unprecedented profits by adding 680 meters to its berthing length as all three terminals are lined consecutively. This will also allow it to merge terminal yards.

On the other hand, if the UAE-based operator loses the deal there are high chances that it might abandon NSICT and NSIGT

terminals after the expiry of current contracts in 2028, because of low container traffic at the terminals in case other contenders secure the contract.

This container volumes decrease is likely to happen because both the other major contenders are associated with top box lines.

APM Terminals is associated with the shipping giant AP Moller Maersk whereas TIL is a unit of Mediterranean Shipping Company (MSC).

If the latter wins the deal, terminals owned by DP World are set to lose traffic of 60,000TEU per month.

TIL is the strongest contender, supported by APSEZ, which also eyes contracts of NSIGT and NSICT terminal after 2028. The operator’s association with MSC not only ensures that it meets the minimum volume stipulations of the tender released by JNPT but secures container traffic at the terminal in the future.

Inadequate traffic at the JNPCT terminal in the future is becoming an increasing worry among the bidders. This is based on speculations of container volume shrinkage of up to 18,000TEU after one of the four liners availing service at the terminal shifts to the BMCTPL facility which will build an additional 1 km of berthing length.

On account of similar fears, APM Terminals, which already operates, along with CONCOR, JNPT’s GTI box terminal, is said to search for another shipping line as its partner to secure profits from the deal.

Only time can tell who will be the most successful bidder and if the winner will be able to secure enough profits over 30 years from the contract.

Mumbai-Based Shipping Companies On NIA Radar Over Karachi Bound Chinese Vessel

Port Wings News Network wo Mumbai-based shipping companies have come under the scanner of a NIA team probing the case of a Karachi bound Chinese vessel that allegedly carried equipment for making rocket motors for missiles. The Chinese merchant vessel Da Cui Yun was stopped from its onward journey by customs officials at Deendayal Port, formerly known as Kandla Port, in February 2020, after the dual use material was found during inspection, reports ET It was later allowed to sail to Karachi after the suspected cargo was seized. Investigators have alleged that the Chinese vessel attempted to clandestinely ship the dual use cargo, Autoclave, from Shanghai to Pakistan’s Qasim Port, via Kandla, by suppressing identity and critical information on the cargo.

NIA took over the probe last week after the issue was deliberated by officials of

home, external affairs and defence ministries.

The Defence Research and Development Organisation gave the opinion that Autoclave could be used to manufacture long-range missiles. Sources said Chinese nationals based in Hong Kong were identified during NIA probe. Indian security agencies allege China has been clandestinely helping Pakistan to enhance missile capabilities.

NIA estimated that the market value of cylindrical shell Autoclave was Rs 10.50 crore.

An NIA spokesperson refused to comment on the status of the probe. It is probing the case under the Weapons of Mass Destruction and Delivery System (Prohibition of Unlawful Activities) Act. The 2005 law prescribes five years imprisonment minimum and life imprisonment maximum, for those violating the Act. A show-cause notice was initially issued by the customs department to Chinese vessel owners and the two shipping companies now under the NIA radar.

Honest Calls For Urgent Action And Collaboration At The IMO

Port Wings News Network hen the shipping industry descended on London last week for the first major in-person event since the pandemic, it brought a message of the urgent need for change.

The centrepiece conference of London International Shipping Week took place at IMO Headquarters where speakers from government, international bodies, NGOs and industry filled the seats usually reserved for IMO delegates.

After laying empty for 18 months, the IMO’s main chamber of debate heard honest calls for urgent action and collaboration, but it was the industry itself reflecting on unflattering truths and calling for change while the regulators and member states themselves were absent; perhaps they will catch up.

While delegates may have been in a jovial mood, glad of the return to networking and opportunity to catch up with peers, the tone of the conference was frequently blunt.

We were told that we were in the midst of a mass extinction event, that we had almost no time to act to avert climate catastrophe and that decarbonising our industry alone would cost trillions.

It felt like the industry was finally being honest with itself.

It seemed as if speakers felt empowered to be frank about what they do, what they need to do better and why. The barrier seems to have broken down between the speaker as a

corporate excuser-in-chief—duty-bound to dismiss long-term consequences in favour of buffing the next quarterly report—and the speaker as a human being with social and environmental concerns and fears for the prospects of future generations.

As Markos Lyras Chief Executive Officer, Lyras Maritime put it “I’m a father, I care about the planet more about the future of shipping.

It would be stupid of me, for short-term greed reasons, to make decisions now that mean my children don’t have a future.”

The escalation of the language around decarbonisation and climate change has been gradual, progressing with wider social changes and pressures on the industry both internal and external. Some of the messages from shipping leaders today would have been dismissed as green extremism a short decade ago.

The industry’s green messaging is no longer a happy by-product of cost saving measures, a branding value-add when decisions are made for strict commercial reasons. Even with a strong balance sheet, the best finance deals could be out of reach without the right management ethos and environmental performance information.

Paddy Rodgers, Director, Royal Museums Greenwich said in his closing remarks for the conference: “We’ve run out of road. If we don’t do something about this, it’s over.”

If the strong voices of support for decarbonisation at London International Shipping Week are to be believed, it raises the question — what is preventing similar urgency and action at shipping’s global regulatory body?

DNV, Altera Infrastructure Pilot New ABATE Notation Chennai

Port Wings News Network lassification society DNV has introduced the new ABATE class notation, designed to assist the owners and operators of offshore floating installations to identify and implement measures to reduce greenhouse gas (GHG) emissions. Altera Infrastructure is the first FPSO owner to pilot the DNV notation on the Petrojarl Knarr FPSO, with successful results so far.

The International Maritime Organization (IMO) is setting clear and ambitious goals for the decarbonization of the shipping industry. As yet offshore installations are not covered by similar international requirements. But as stakeholder pressure builds, the industry is eager to investigate how they can improve the sustainability of their installations. With the launch of its ABATE notation, DNV is helping the industry take an important step in this direction.

“The ABATE notation aims to help offshore owners reduce GHG emissions on their installations by creating engagement and commitment on this issue, from both the owners and their management systems, through setting clear targets today, assessing progress, while also being able to adjust plans to incorporate future technologies,” said Geir Fuglerud, Director of Offshore Classification

at DNV Maritime. “We want to offer the industry practical solutions for reducing emissions, which is why it has been so helpful to work with an engaged and pro-active owner like Altera on this pilot to identify areas of improvement.”

The ABATE notation provides a structured approach to identify and assess the implementation of abatement measures, based on the design and operation of individual installations, to enable measurable reductions in an installation’s GHG emissions. Primarily developed to cover offshore oil and gas installations, the general principles can be also applied to other floating offshore installations.

“Our vision is to lead the industry to a sustainable future so being the first FPSO in the world to pilot DNV’s innovative ABATE notation is an important step for Altera and in line with our vision. Reducing

emissions in a traditional industry like ours is challenging, but also very rewarding, and I am confident we are on the right path,” says Chris Brett, President Altera Production at Altera Infrastructure.

ABATE is a voluntary and modular notation, comprising a management aspect and a number of qualifiers that address different areas of application for abatement measures. The qualifiers are as follows, depending on the type of installation: • (P): Power generation.

Power generation on offshore installations normally represents the greatest source of emissions.

• (F): Flaring. Measures are available to reduce emissions even though the flare must be maintained for emergency situations.

• (Pr): Leakages and venting of methane. In hydrocarbon processing systems this can be a significant source of emissions.

• (S): Storage tanks venting.

For installations which store hydrocarbons, venting from storage tanks is a source of emissions.

• (CC): Carbon capture. Capture of CO2 in flue gases and their subsequent safe disposal and storage is a means of preventing GHG entering the atmosphere.

NEWS - BITS Hidden Gem’ Arrives in Rotterdam to be Transformed Into Nodule Collection Vessel

The Metals Company announced that the 228-meter-long former drill ship renamed the Hidden Gem has arrived in Rotterdam, The Netherlands to begin its conversion into what is expected to be the first ship classified as a sub-sea mining vessel by the American Bureau of Shipping. TMC’s strategic partner Allseas acquired the former ultra-deep-water drill ship, which can accommodate 200 people, in March of 2020, as her configuration is well-suited for modifications that will enable the deployment at sea of a 4.5 kilometer-long riser to bring polymetallic nodules up from the seafloor.

In partnership with The Metals Company (formerly DeepGreen Metals Inc.), Allseas is developing a deep-sea mineral collection system to responsibly recover polymetallic nodules from the ocean floor and transfer them to the surface for transportation to shore. The nodules contain high grades of nickel, manganese, copper and cobalt—key metals required for building electric vehicle batteries and renewable energy technologies.

ABS Awards AIP To Ned Project’s Wind Turbine Installation Vessel Design

ABS says it has awarded Approval in Principle (AIP) to Ned Project Inc. for its hydrogen-ready wind turbine installation vessel (WTIV) design. The NP20000X ULAM design is intended to be Jones Act Compliant and able to meet future offshore wind market demands, specifically operations involving 15-20 MW wind turbine installations. Its innovative approach loads monopiles vertically on the 8,000 square-meter (m2) deck, eliminating the need to rotate monopiles to the vertical position at sea, increasing efficiency and safety. The design is equipped with a leg encircling heavy cargo crane with a working load of 3,500 metric tons capable of handling turbines of 240-meter rotor diameter and 150-meter tower height.

Rolls-Royce, Sanlorenzo add new dimension to partnership Rolls-Royce and Sanlorenzo have agreed to deepen their successful cooperation and to give their partnership a new dimension with future technologies in the coming years: Rolls-Royce business unit Power Systems will be one of the leading suppliers for Sanlorenzo within the next three years as main propulsion provider for certain yachts of the SL line, delivering mtu 10V, 12V and 16V 2000 yacht engines with a compact IMO 3 solution. Sanlorenzo will also be one of the first builders to equip a yacht with the new mtu NautIQ Bridge fully integrated bridge solution.
