Industry Hails Mid-Term Review of Foreign Trade Policy

T

he government of India’s much-anticipated mid-term review of Foreign Trade Policy (FTP) has been well received among the trade in the country.

The textile and agri industry, which are the prime movers in raking in foreign exchange into the country via huge exports, said the government’s mid-term review of Foreign Trade Policy (FTP) would help boost exports in labour-intensive sectors like textiles and agriculture.

“The mid-term review of FTP is progressive, growth-oriented and I am glad the government has recognized the urgent need to address the challenges being faced by the exporters on account of the GST roll-out by focusing on reducing procedural burden,” the Cotton Textiles Export Promotion Council (Texprocil) chairman Ujwal Lahoti said.

Likewise, chamber of commerce located across the length and breadth of the country also extended their guarded welcome the announcement. The local chapter of Indian Chamber of Commerce and Industry in Coimbatore has welcomed the review.

“We are extremely glad that the policy contains several positive features. The trust-based approach as reflected in the new selfratification scheme for duty-free import of raw materials will greatly help in expediting export of a number of important products like engineering, textiles, chemicals and high-tech,” Chamber president Vanitha Mohan said.

The incentives worth Rs 8,450 crore package announced will boost exports of goods and services, mainly from labour- intensive segments and MSME and increase employment generation and value addition, she said.

The focus on MSME and labour intensive sectors would help the “Make in India” initiative, she said. Welcoming the policy’s salient features like GST rates on transfer/sale of scrips reduced to zero and E-wallet for exporters to be launched from 1 April, 2018, Vanitha Mohan said that in toto the FTP for the period 2015-20 has set an ambitious target for India’s exports of goods and services.

She hoped FTP would continue to be reviewed and evaluated regularly to address concerns of exporters, simplification of procedures and for export promotion.

In a separate statement, Southern India Mills’ Association Chairman P Nataraj said the policy has given thrust of Ease of Doing Business, ease of trading across borders, exploring new export markets and new export products, simplification of procedures and processes and establishing a National Trade Facilitation Committee, headed by the Cabinet Secretary, to boost exports.

Meanwhile, engineering exporters’ body EEPC India said that the RBI needs to help exporters by reducing the cost of borrowing.

Some of the major sectors benefited are as under: • Rs. 2,743 crore for Ready-made Garments and Made Ups in Textiles Sector • Rs 749 crore for Leather and Footwear Articles, • Rs 921 crore for handmade carpets of silk, handloom and coir and Jute products • Rs 1,354 crore for Agriculture and related products, • Rs 1,140 crore for Services including Hotel & Restaurant, Hospital, Educational services etc.

• Rs 759 crore for Marine products • Rs 369 crore for Telecom and Electronics Components • Rs 193 crore for Medical and Surgical Equipment.

Further, the validity period of Duty Credit Scrips has been increased from 18 to 24 months and GST rates on transfer/sale of scrips has been reduced to zero. Issue of Gold availability for exporters has been resolved by allowing Specified Nominated Agencies to import Gold without payment of IGST. Support to Export Credit Guarantee Corporation is also being enhanced to increase insurance cover to exporters particularly MSME’s exploring new or difficult markets.

A new scheme of Self-Assessment based duty free procurement of inputs required for exports has been introduced. There will be no need of Standard Input Output Norms in such cases and this will eliminate delays. It is based on trust. Exporters will self-certify the requirement of duty free raw materials/ inputs. The scheme would initially be available to the Authorized Economic

Operators ( A E O s ) and will get expanded as more exporters join the AEO program.

The scheme will improve ease of doing business.

“Contact@DGFT service” Contact@DGFT service has been launched on the DGFT website (www.dgft.gov.in) as a single window contact point for exporters and importers for resolving all foreign trade related issues and also to give suggestions. Exporters/ Importers can track status of their queries through the assigned reference number.

Feedback mechanism has also been provided.

High level monitoring of disposal is being ensured.

A State-of-the-Art Trade Analytics division has been set up in DGFT for data based policy actions.

The initiative envisages processing trade information from DGCIS and other national and international databases related to India’s key export markets and identify specific policy interventions.

A new Logistics Division has been created in the Department of Commerce to develop and coordinate integrated development of the logistics sector, by way of policy changes, improvement in existing procedures, identification of bottlenecks and gaps, and introduction of technology based interventions in this sector. These steps would improve India’s ranking in the Logistics Performance Index (LPI) and promote exports and enhanced growth.

Focus will be given to Ease of Trading across borders.

A professional team to handhold, assist and support exporters in their export related problems, accessing export market and meeting regulatory requirements. The team will also examine the procedures and processes in clearances related to trading across borders for their simplification and rationalization and track progress.

Dwell time at ICDs, ports and airports is being closely monitored in coordination with Customs, and infrastructure Ministries.

The Foreign Trade Policy will continue to be reviewed and evaluated regularly for addressing concerns of the exporters, simplification of procedures and for promotion of exports.

The Commerce Secretary stated that the FTP will continue with ‘Whole of Government’ approach involving all Ministries and State Governments. Over the last 10 years, exports have grown at a CAGR of 8 percent which is fairly creditable.

The government recognizes that the Medium and Small scale industries require handholding and thus rates for MEIS for such sectors have been enhanced. An important consideration in framing this Policy has been the need to ensure that the FTP is aligned with both India’s interests in trade negotiations, as well as its obligations and commitments under various WTO agreements.

The biggest challenge, however, is to address constraints within the country, such as infrastructure bottlenecks, high transaction costs, complex procedures, constraints in manufacturing and inadequate diversification in our services.

Towards this end, she stated, the Department of Commerce has set up a new Division to promote integrated and streamlined logistics development in the country. These steps have resulted in India gaining prominence in the global maritime arena. In the recent elections to the IMO Council India secured the second highest number of votes and was re- elected to in Category-B, that is states with the largest interest in international seaborne trade.

The IMO Council consists of 40 member countries. Mr Gadkari described it as a proud moment for the country.

The mid-term review of the FTP 2015-20 has made provisions which will boost trade facilitation and ease of doing business. The extension of validity of scrips from 18 months to 24 months along with the provision of zero GST on sale of scrips are surely going to help the Industry in a big way. The other initiatives like the doing away with the testing of samples for drawback purpose and the introduction of e sealing facility for exporters will lead to quick clearances of the consignment. This will not only help in easing the port congestion but will also aid in quick movement of the cargo. However the exporters were hoping for measures which improve market access and cost competitiveness.”

The date of 8th December 2017 will remain etched in the history of the Submarine arm in golden letters as the award of Presidents Colour is the highest honour which can be bestowed upon any military unit.

The President’s Colour was received by Rear Adm Veenam Srinivas Flag Officer Submarines on behalf of the Submarine Arm at a splendid ceremony at Eastern Naval Command, Visakhapatnam.

The Chairman Mr Jeyakumar is personally monitoring the relief operations along with his team of officials and is taking all steps possible to bring comfort to the stranded fisherman, to the extent possible.

Submarine Arm. 2017, the Golden Jubilee year is being celebrated as the “Year of the Submarine” by the Indian Navy. The submarine arm has been at the forefront of all offensive operations of the Indian Navy and played a particularly stellar role in the 1971 Indo Pak war. During the 1971 war four submarines were actively deployed on both the Eastern

and Western Maritime theatres of operations in the Bay of Bengal and the Arabian Sea. Their presence achieved the desired deterrent effect and restricted the enemy operation at sea to a considerable extent.

Personnel of Submarine Arm were awarded one Maha Vir Chakra, two Vir Chakras, one Shaurya Chakra and a number of Mention– in–Dispatches for acts of bravery during the war. The Indian Navy has rich experience of operating six classes of submarines which includes conventional and nuclear submarines. Indian Navy by way of its Maritime Strategy has adopted a strategy of Deterrence to maintain peace. Submarines singularly form the most important pillar of this strategy.

The Indian Navy was first of the three Services to be presented the President’s Colour on 27 May 1951.

And today this honour was bestowed on the Submarine Arm in recognition of the yeoman service rendered both in peace and at war.

Port Wings News Network awaharlal Nehru Port Trust (JNPT), handled 3.9 lakh TEUs in the month of November 2017, while recording a growth of 5.76% in container handling for the period Apr-Nov2017 as compared to same period last year.

DIRECT PORT DELIVERY INITIATIVE Of the four terminals at JNPT, JNPCT handled 1.18 lakh TEUs, APM Terminal’s total stood at 1.66 lakh TEUs, DP World (comprising NSICT and NSIGT) together handled 1.06 lakh TEUs in the month of November 2017.

The Direct Port Delivery initiative under ‘Ease of Doing Business’ has been steadily going up and in the month of November, 34.73% of cargo was cleared through DPD, resulting in significant saving in transaction cost and time.

Another important initiative namely Inter terminal movements of TTs - was used by 15,267 trucks, completing 19,279 transactions in November. This initiative has resulted in saving of fuel worth Rs. 7.12 cr. since its start.

A high-level delegation from Latvia headed by its Prime Minister also visited JNPT to see the port infrastructure and facilities. Delegations from Port

Cruise Traffic Picks up Momentum at Mormugao Port Panaji

Port Wings News Network uxury Cruise liner MV COSTA NEO CLASSICA arrived at Mormugao Port on 7 December morning with 1222 high end guests and a crew of 575 to the state. This is the 6th cruise liner to dock at Mormugao port during the current cruise tourism season.

According to a media statement, three more cruise liners are expected to visit the Port during the month of December. A Traditional Goan welcome greeted the visiting guests at the cruise berth terminal with the Officials of the Goa Tourism and Development Corporation and Port officials present. Rich and colourful cultural pageantry was on display to give the visiting guests a glimpse of our East-West culture.

The high end guests visiting Goa hail from Italy (432), France (166), India (102), Spain (81), Russia (43) and other nationalities.

The Immigration Bureau extended E-Visa clearance facilities on landing at the cruise terminal to 77 visitors. The operation of the Immigration counter for E-Visa facility as well as the FOREX and Pre-paid Taxi counters at the cruise terminal has received lot of praise from all the stakeholders in the cruise tourism circuit which saves time for all concerned with the service being prompt and efficient.

The Port Authorities on their part is extending all assistance and logical support to the Shipping Agents M/s. J.M. Baxi & Co., and the all other stakeholders servicing the cruise liner sector in supporting the efforts of the MOS and the Goa Government to attract more cruise traffic in future to the State.

The visitors were taken for a sight- seeing tour of Goa’s famous tourists locations of churches, temples, beaches in the north and south Goa, spice gardens, Panjim city etc. The ground arrangement for sight-seeing tours was handled by the main operator M/s. International Travel Bureau. Luxury coaches and tourists taxis were at the disposal of the visiting guests to take them around sight-seeing in Goa. Besides several visiting guests were seen exploring the port town on foot and patronising local commercial establishments.

The cruise liner sailed to Mumbai Port with the guests later in the evening after a satisfying visit to the State of Goa. The first lot of seven cranes were dispatched by noon on 4 December 2017 in the presence of the DRO, Tuticorin. Port has made arrangement for dispatching a total of 10 cranes by mobilizing the same from the Port users.

On request by the Chairman/ VOCPT, the Port users readily accepted and volunteered to organize and supply 10 cranes for

re-habilitation service at Nagercoil.

For this instant response, the Port Trust management has expressed its sincere thanks to all port users, who readily accepted the request of the Port.

Paradip Port Creates All Time Record in Vessel Movement Paradip Port Wings News Network aradip Port has added yet another feather to its cap by successfully competing movement of 24 vessels within 24 hours on 03 December 2017.

According to a media statement, in the first shift – nine vessels, in the second shift – seven vessels, and in the third shift – eight vessels were handled by the Marine Department of PPT and a total of 2,37,341 MT Cargo was handled on the same day.

Commenting on the commendable performance, Mr A.K. Mohapatra, Dy. Conservator (I/c) and Harbour Master, PPT, said, “This has been possible due to agile Marine Pilots of PPT, concerned stevedores and the co-operation extended by the Traffic Dept. Previous record stood at 19 vessels handled by PPT in a single day. ” He also thanked Mr Rinkesh Roy, Chairman, PPT, for his exemplary guidance.

India Should Address Problems of Competitiveness Urgently, Set an Export Target New Delhi Port Wings News Network hat is most striking about the Mid-Term Review of the Foreign Trade Policy 2015-20 released on Tuesday is the silence on an export target.

The Foreign Trade Policy (FTP) released in April 2015 had set an extremely ambitious goal of doubling India’s exports in goods and services from $465 billion to $900 billion. But things went awry soon after; a combination of global slowdown and fluctuations in commodities prices and currency markets ensured India was nowhere close to meeting that target. In October, following a meeting with exporters, commerce secretary Rita Teotia said “we are certainly not going to aim for the same target because we have not been able to show that growth rate in the first three years.”

WHAT IS THE NEW TARGET? So, then, what is the new target the government is aiming for?

Any review exercise should throw up new goals, but the review document has nothing on this. And commerce minister Suresh Prabhu, in his speech, indicated that the government is not working towards a target. “This is a strategy paper, not necessarily spelling out the quantity of foreign trade we will achieve because strategy would result into quantity.”

That’s a bit like a finance minister

working on a budget without targeting a short-term or long-term GDP growth rate. There will be wild cards that could spook any target, as it happened in the case of the FTP 2015-20, but that cannot be the grounds for not aiming for one.

The review has been done at a time when the prospects for world trade are beginning to look up.

In September, the World Trade Organisation (WTO) upped the growth estimates for 2017 to 3.6 per cent from the earlier estimate of 2.4 per cent and though the projection for 2018 has been pegged lower at 3.2 per cent, this is in a range of 1.44.4 per cent and is still higher than the stagnant growth rates of the past few years.

Is India in a better position to take advantage of this upswing than it was in 2015? From the frank admissions of shortcomings in the review document, it is clear that India has not used the breathing space the global demand slowdown offered to set right things that were in its control.

ACKNOWLEDGING THE BIGGEST HURDLES The FTP 2015-20 was refreshing to the extent that it frankly acknowledged that the biggest hurdles to India’s competitiveness were domestic – infrastructure bottlenecks, high transaction costs, complex procedures. It had said the government would adopt a `whole of government’ approach to deal with these. The FTP 2009-

14 had also listed addressing the infrastructure deficit as one of the three pillars of trade policy.

But when, in 2017, the review document also talks about the same things and admits that the logistics cost in India is close to double of that in developed countries that is a matter of concern.

NOT TO UNDERMINE INITIATIVES This is not to undermine initiatives that have been taken to address these. A logistics division has been set up in the commerce ministry “to develop and coordinate implementation of an Action Plan for the integrated development of the logistics sector”, a National Trade Facilitation Committee has been set up under the Cabinet Secretary and a National Trade Facilitation Action Plan has been drawn up, a Trade Infrastructure for Export Scheme (TIES) has been launched. Mid-term Review of FTP 2015-20 is progressive: TEXPROCIL New Delhi Port Wings News Network he Cotton Textiles Export Promotion Council (TEXPROCIL) has termed the mid-term review of Foreign Trade Policy (FTP) 2015-20 as progressive and growth oriented.

The revised FTP has increased MEIS rates across the board by 2 per cent for labour intensive sectors.

Earlier the MEIS rates for garments and madeups were increased from 2 per cent to 4 per cent.

“I am glad the Government has recognised the urgent need to address the challenges being faced by the exporters on account of the roll out of the GST regime by focusing on reducing procedural burden,” said TEXPROCIL chairman Ujwal Lahoti.

“The enhanced MEIS rates will provide the much-needed relief to exporters and will certainly have a positive impact on the overall exports, especially of textile products,” Lahoti said. He also said that the increase in the validity of

duty credit scrips issued under the MEIS from 18 months to 24 months will increase the utility of such scrips.

With regard to export strategy, TEXPROCIL chairman said it is reassuring that the revised FTP identifies markets in Africa and Latin America to be its new focus areas as part of the Government’s goal of exploring new markets.

The revised FTP has introduced a new scheme known as Self Ratification Scheme under which Advance Authorizations will be issued in those cases where there are no SION/ valid Adhoc Norms for an export product and where SION has been notified but exporter intends to use additional inputs in the manufacturing process on the basis of self-declaration. “The textiles sector, especially technical textiles sector, will benefit immensely from this scheme. The scheme also allows domestic procurements which will promote ‘Make in India’,” said Lahoti.

TEXPROCIL has been representing for enhanced benefits for cotton shopping bags covered under Chapter 42 of the ITC (HS) Classification.

Lahoti welcomed the increase in MEIS rate for cotton shopping bags from 3 per cent to 5 per cent.

While the mid-term review has addressed many of the issues faced by the exporters, there are still some areas that need to be addressed immediately to promote exports of textiles, he said in a press release. He pointed out that cotton yarn continues to be denied any benefit under the FTP. He urged the Government to include cotton yarn under MEIS and 3 per cent Interest Equalization Scheme, extend the benefit of 3 per cent Interest Equalization Scheme to merchant exporters, cover fabrics under RoSL, increase MEIS rates for fabrics and to allow domestic procurements against EPCG Authorizations and Advance Authorizations without payment of GST for export production.

minister for roads and shipping Nitin Gadkari has been focussing on port-related infrastructure.

However, all this needs to be done at a much faster pace than is currently being done. It was good to see the finance secretary and the chairman of the Central Board of Indirect Taxes present along with commerce ministry biggies at the launch of the FTP review, but several initiatives taken by the top political and bureaucratic leadership do not translate into results on the ground.

This transmission failure needs to be set right urgently.

Because it is this that will boost the long-term competitiveness of Indian exports and that is what is needed.

For too long has Indian export policy been obsessed with short term goals, relying on subsidies and concessions to boost exports. The FTP 2015-20 had said it would move away from over-reliance on these instruments.

But soon the government was back to giving interest subventions and other fiscal sops in the face of the global demand slowdown. And the FTP review has announced another Rs 8450 crore of sops.

ISSUE OF LOGISTICS IMPROVEMENTS This is not to undermine the need

to address short-term problems. The export sector has been hit by the double whammy of demonetisation and GST rollout and needed a helping hand. But there is a limit to such fiscal sops, which anyway need to be phased out in line with WTO requirements. There is no ignoring the fact that other countries, notably Vietnam and Laos, have done better than India in the face of the global slowdown.

Addressing the issue of logistics improvements and regulatory reform is important also for India to be part of the global value chain in manufacturing. There is one school of thought that India should be wary of these because this will mean ceding policy space on a range of issues (labour standards, investment regulations etc). But boosting manufacturing is a key to the employment problem that India is facing and so a balancing act will have to be worked out. Fortunately the review document stresses the need to take advantage of these global value chains.

So, identifying new markets and new products is important for exports but with cut-throat competition in the global market place, the focus has to be on improving competitiveness and that is all about a whole lot of things that the commerce ministry has no control over. The `whole of government’ approach needs to be more than just a term. And an export target needs to be set.

52,000 Tonnes Sand Reaches New Mangalore Port From Malaysia New Mangalore Port Wings News Network he first installment of proposed 5 lac tonnes of sand to be imported from Malaysia to end the scarcity of sand in the region and to deal with the high prices, reached the Mangaluru city port on 8 December.

According to the sources, the first installment has 52,000 tonnes of sand which amounts up to 2500 truck loads of sand. Delta infra company will deal with the handling and distribution of the sand to several districts using trucks.

The ship left Malaysia 10 days ago and reached Mangalore on 8 December. The unloading working is already in progress while the Karnataka State government hopes to curb the sand scarcity in the region by importing the sand from Malaysia.

Cold Chain Solutions For Nigerian Farmers Chennai

Port Wings News Network PM Terminals, in conjunction with Naija Pride and with the assistance of international development groups, is working to provide modern cold chain transportation alternatives for farmers in the agricultural centers of northern Nigeria to bring fresh produce intact and unspoiled to market centers in Lagos. An estimated 15 million metric tons of Nigerian-grown perishable goods, including onions, potatoes, tomatoes, peppers, okra, ginger and carrots, are lost annually due to poor logistics infrastructure and high transportation costs through spoilage and product damage. Ongoing investments by APM Terminals in cold chain transportation is demonstrating ways to reduce post-harvest losses, and extend the shelf life of fresh produce to local consumption and export.

“New investment in cold chain infrastructure will clearly be an

important growth driver for the Nigerian economy. We, along with our partners, aim to offer our landside customers both the service and expertise necessary to protect perishables for domestic markets and open new international market opportunities through Nigerian ports,” said APM Terminals Apapa Managing Director Martin Jacob.

As much as half of Nigeria’s domestic tomato crop of 1.8 million metric tons does not get to market due to spoilage or damage during transportation while packed in traditional woven raffia baskets and moved by conventional trucking.

On December 1st, the first trial shipment of 18.6 metric tons of fresh tomatoes, packed into 933 crates each containing 20 kg, were loaded into a refrigerated container for the 1,045 km (650 mile) trip from Dutsen Wai, in Nigeria’s Kaduna State, to Lagos. In the controlled

reefer environment, heat spoilage, as well as bruising damage from cargo shifting during transport was eliminated – and the entire truckload arrived intact and ready for sale or further transport.

APM Terminals partnered with Naija Pride for the tomato shipment, in cooperation with USbased TechnoServe, an international non-profit that promotes business solutions in 29 countries. Naija Pride is owned by Emmanuel Ijewere, the vice Chairman of the Nigerian Agribusiness Group (NABG) which is co-chaired by Sani Dangote, Dangote Group’s Vice chairman. The UK’s Department for International Development (DFID)funded Growth and Employment in States (GEMS4) program, and the US-based Rockefeller Foundationfunded Yieldwise project were also on-site in Dutsen Wai as observers, providing advice on cold chain supply opportunities that benefit the Nigerian agricultural industry and end-user customers.

More Powerful Version of Wärtsilä 20 Engine Introduced Chennai

Port Wings News Network he technology group Wärtsilä is launching an upgraded, more powerful version of its well established Wärtsilä 20 diesel engine. This new development features an increased cylinder output of 220kW that will increase the engine’s power density, thereby enabling vessels to accommodate greater payloads or achieve faster speeds with almost the same low fuel consumption as the current version. The increased maximum output will also improve the bollard pull capacity for tugs and support vessels.

REFINEMENT OF THE EXISTING WÄRTSILÄ 20 ENGINE By increasing the output per cylinder from 185kW to 220kW, it follows that fewer cylinders will be needed when installed in 60Hz generating sets. This means that a lighter and more compact generating set is possible within the 1.3 to 2 MW merchant auxiliary segment.

“The new Wärtsilä 20 engine has the best power-to-weight ratio on the market in its segment. This provides an exciting value proposition for owners of ships where a light yet powerful engine is an advantage,” says Stefan Wiik, Vice President, Engines, Wärtsilä Marine Solutions.

Since the new engine is a refinement of the existing Wärtsilä 20 engine, there is a high level of compatibility with the spare parts needed. The maintenance procedures are also for the most part unchanged.

The Wärtsilä 20 has proven its robustness and reliability with more than 6000 engines delivered

since its introduction to the market in the early 1990s.

The engine can switch from MDO to HFO and vice versa without power interruption at any engine operation load. The engine is fully compliant with the IMO Tier II exhaust emissions regulations set out in Annex VI of the MARPOL 73/78 convention. IMO Tier III compliance is available, as an option, together with the Wärtsilä NOR SCR system. The engine is a popular choice for a wide range of applications including merchant ships, special vessels, and offshore applications. The upgraded Wärtsilä 20 is also included in the newly introduced Wärtsilä HYTug series featuring integrated energy storage and power management systems.

The new Wärtsilä 20 engine was officially launched at the Marintec conference and exhibition held in Shanghai, China from December 5 to 8.

CMA CGM Group Completes Acquisition of Maersk’ MERCOSUL Line Chennai

Consumer goods company PT PZ Cussons Indonesia has appointed GAC Samudera Logistics (“GSL”) as its third party logistics partner. Under the threeyear contract commencing in November 2017, GSL will take care of the storage and distribution of Cussons’ products from its 12,000 sqm ambient facility in Surabaya to the eastern part of the country.

UKHO revises ENC and ECDIS Maintenance Record

The United Kingdom Hydrographic Office has published a revised edition of the ADMIRALTY ENC and ECDIS Maintenance Record (NP133C). First published in 2014, this publication is designed to help mariners demonstrate compliance with IMO regulations during Port State Control inspections, with easy-to-use checklists and templates to record ECDIS annual performance checks and software maintenance.

For the first time, the record now provides guidance to help bridge crews record and manage cyber risks. This update has been developed in line with guidance published by the International Maritime Organization (IMO), stating that approved safety management systems (SMS) should consider cyber risk management in line with the ISM code before January 2021. NP133C has been revised to help mariners achieve this by providing a checklist to document threats and procedures to mitigate risk to ships.

In February 2017, the IMO also made important clarifications on training requirements for ECDIS, stating that seafarers are not required to take type specific training at designated colleges but that companies are still responsible for ensuring all seafarers employed on their ships are familiarised with ECDIS. To support this, the revised version NP133C now includes checklists designed to document and evidence that ECDIS familiarisation training has been completed, thus helping to ensure evidence can be provided during Port State Control inspections.

106 Crowley Vessels Recognized for Environmental Safety by CSA

The Chamber of Shipping of America (CSA) has honored 106 Crowley-owned or -operated vessels with Certificates of Environmental Achievement. The awards recognize the company for operating vessels without any environmental incidents, displaying a commitment to respecting and protecting the environment on oceans and inland waterways.

Bmt Report: Oceanfoil Aerofoil Technology Achieves Average 14% Fuel And Emissions Savings

Analysis from leading ship designer and marine technical support engineers, BMT, has revealed that the wingsail technology, pioneered by maritime, design and technology company Oceanfoil, could achieve an average fuel consumption and emissions saving of 14% on a mid-sized tanker vessel and up to 20% in certain wind and sea conditions.

The assessment considered a system of four Oceanfoil wingsails over the course of a year on a 183 metre, 50,000 tonnes deadweight (dwt) Panamax vessel operating in the north Atlantic. The results put renewable wind energy for ship propulsion in a key role as the shipping industry seeks to lower its carbon footprint and save fuel costs.

The study identifies the thrust benefits for all wind angles around the ship and uses the average to define the Oceanfoil wingsail thrust at a given ship and wind speed; an approach that BMT described in the report as ‘conservative’.

Based on data taken when operating the vessel at or near its Continuous Service Rating (CSR), savings were estimated at 13% for worldwide operations, factoring marginally calmer sea states.

DP WORLD Consolidates 100% Ownership in Embraport in Santos, Brazil Chennai

Port Wings News Network lobal major DP World has completed the acquisition of an additional 66.67% stake in Empresa Brasileira de Terminais Portuários (Embraport) in Brazil from Odebrecht Transport (OTP). This transaction increases DP World’s shareholding to 100% and the terminal will be rebranded to DP World Santos. The purchase consideration is below 5% of DP World’s net asset value as of 1H2017[1] and on a pro-forma basis DP World’s net leverage would be 2.8x Net Debt to EBITDA with this transaction compared to the reported 2.6x[2].

BUSIEST CONTAINER PORT IN LATIN AMERICA DP World Santos is the largest Brazilian private multi-modal port terminal and operates in the Port of Santos, which is the busiest container port in Latin America handling 3.4m TEU in 2016 and has strategic access to sea, road and rail, and 90% of the cargo is destined for Brazil’s most populous city, São Paulo. DP World Santos has an annual capacity of 1.2 million TEU (twenty-foot equivalent units) and the first phase of the project has created 653 meters of wharf, 207,000 square meters of terminal area. DP WORLD CHAIRMAN MEETS ECUADOR MINISTER OF FOREIGN TRADE DP World Group Chairman and CEO Sultan Ahmed Bin Sulayem met with Ecuador’s Minister of Foreign Trade, Pablo Campana, at the global trade enabler’s flagship Jebel Ali Port and Free Zone in Dubai recently.

The visit follows the groundbreaking ceremony held in September this year to mark the start of DP World’s construction of a greenfield multi-purpose port project at Posorja, Ecuador.

The project is part of a 50-year concession the company won last year from the Government of Ecuador to build 750,000 TEU (twenty-foot container equivalent) of capacity to fuel the country’s economic growth and connect it with international markets.

of DP World’s semi-automated Terminal 3 in Jebel Ali which is a model for the facility being developed in Posorja. He also visited the Mina Rashid cruise terminal, which is the world’s largest single, covered cruise facility capable of handling 14,000 cruise passengers a day and Dry Docks, a market leader in the ship repair business with the largest ship repair yard in the Middle East.

DP World’s total investment in developing Ecuador’s maritime trade infrastructure will be over $1 billion, while creating thousands of jobs during construction. There are also plans to develop a logistics zone to create a regional trading hub in Posorja.

Work began in July on nearby access roads and construction of the port facilities, which is located 65 kilometres from the country’s main business city of Guayaquil.

Temporary site offices, reclamation of land for phase 1 of the project and other site facilities are also under construction.

Korean Register Launches Survey Services Using Drones Chennai

Port Wings News Network orean Register (KR) – an IACS member classification society – has announced that it is now conducting inspection services using drones, responding to the industry-wide trend to use more unmanned technology.

The new service which has been successfully trialled and now launched, follows extensive collaboration and research conducted with the University of Gyeongnam Geochang.

The drone inspection will save KR’s customers time and money and will enhance the safety of the organisation’s workforce.

The Inspection is conducted onboard, in and around ships and many of the inspected areas are high risk and difficult to access safely.

The inspections will be carried out using drones (U.A.V. unmanned aerial vehicle) and underwater drones (R.O.V. remotely operated vehicle) and will be an important part of the decision-making and assessment process for KR’s surveyors, complimenting their

traditional surveying skills.

After researching the possibilities and technology available, KR successfully completed a series of tests utilising camera-equipped drones for ship inspections, and at the same time established a registration process for service suppliers, including the University of Gyeongnam Geochang. The two organisations now plan to work together on future technological developments.

Mr. Lee Jeong-kie, Chairman and CEO of KR said, “We are delighted

to announce that we can now offer full ship inspection services with cameraequipped drones, employing the very latest technology.

WFS Gains IATA CEIV Pharma Certification in Brussels Chennai

Port Wings News Network russels has become the first of Worldwide Flight Services’ (WFS) European cargo stations to achieve IATA CEIV Pharma certification.

The world’s largest cargo handler is in the process of certification for either Good Distribution Practice (GDP) or IATA CEIV Pharma at major locations across its network, which also includes building new facilities at stations including Paris, Milan and Copenhagen.

Pharma volumes handled by WFS in Brussels rose by some 170% in 2016 and will soar to a new high in 2017. Volumes in the first 10 months of the year have already exceeded three million kilos.

To manage its customers’

growing pharma volumes, WFS has installed two new dedicated pharma cells in its main warehouse in Brussels to help maintain the integrity of pharma products within 15-25°C and 2-8°C temperaturecontrolled environments. As part of its successful CEIV certification programme, it has also adopted specific pharma handling procedures

and provided training for its staff working in the upgraded facility.

John Batten, WFS’ EVP Cargo Europe Middle East Africa & Asia, added: “We are continuing to listen to the needs of our airline customers and to support them with new and enhanced facilities where we see opportunities that offer growth potential for them and for WFS. Delivering further improvements to our pharma handling services at major stations is one of our key areas of focus and this will continue in 2018 with investments and GDP or CEIV certifications at more of our locations with high pharma volumes.”

Boskalis Joint Venture Awarded Martín García Channel Dredging Contract Chennai

Port Wings News Network oyal Boskalis Westminster N.V. (Boskalis) has been awarded a 5-year contract by the Comision Administradora del Rio de la Plata (CARP), for the capital and maintenance dredging of the Martín García channel, located between Uruguay and Argentina in the northern part of the 50-kilometerwide Rio de la Plata estuary.

The contract carries a total value for the 50/50 joint venture with DEME of approximately EUR 110 million and signing is expected to take place in the coming weeks.

The Martín García channel is the main access channel to Uruguay’s second largest port, Nueva Palmira, as well as to the Rio Uruguay. The main objective of the dredging program is to deepen the canal and subsequently maintain a depth of 34 feet over the contract period. The capital dredging work will be performed in 2018, when approximately 6

million cubic meters of mainly sand and silt will be removed with two trailing suction hopper dredgers as well as approximately 500,000 cubic meters of clay and rock with a large backhoe. The maintenance contract requires the annual removal of approximately 5 million cubic

meters of mainly sand and silt, over a subsequent period of four years and will be carried out with a trailing suction hopper dredger.
