Chabahar Port To Be Operational By 2018-End: Nitin Gadkari New Delhi Port Wings News Network he (Indian) government is hopeful that the strategic Chabahar Port, located in the Sistan-Balochistan province in the energy-rich Iran’s southern coast, will be operational by the end of 2018, Union Minister for Road Transport & Highways, Shipping and Water Resources, River Development & Ganga Rejuvenation Mr Nitin Gadkari has said.

Addressing the media on 20 September, Mr Gadkari said that the port would be a “win win” situation for India, Iran and Afghanistan as it would serve as a “growth engine” for the entire region.

“We are hopeful of starting operations at Chabahar Port by the end of 2018. It will be a winwin situation for India, Iran and Afghanistan as trade and business through this route could reach to even Russia and Europe,” Mr Gadkari said.

Iran is expected to send an application to the EXIM Bank of India for providing first tranche of loan from the USD 150 million credit line.”

It may be recalled here that for greater trade and investment flow with Iran and neighbouring countries, the cabinet last year cleared proposals for development of Chabahar port including a USD 150 million credit from Exim Bank.

Furthermore, it also authorized the shipping ministry to form a company in Iran for implementing the Chabahar Port Development Project and related activities.

MOU SIGNED BETWEEN THE TWO NATIONS As per the MoU signed between the two nations in May last year, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of USD 85.21 million and annual revenue

expenditure of USD 22.95 million on a 10-year lease.

Ownership of the equipment will be transferred to the Iranian side on completion of 10 years or for an extended period, based on mutual agreement. The Iranian side had requested for provision of a credit of USD 150 million in accordance with the MoU. “We should be receiving the application in a few days, which will enable releasing of first tranche of loan,” Alok Srivastav, Special Secretary, Ministry of Shipping, said, adding that the port should get operational by December 2018.

CONTRACT FOR FOUR KEY MOUNTED QUAY CRANES FINALIZED Mr Gadkari said the contract for four key mounted quay cranes at Shahid Beheshti Port, Chabahar, has been finalised. The minister said bottlenecks for the project have been removed and work was likely to be fast-tracked.

Krishnapatnam Port’s Container Terminal Offers Deepest Draft on East Coast Chennai

Port Wings News Network rishnapatnam Port, the country’s largest allweather; deep water port on the east-coast of India, in its quest to become best port globally has increased its draft for container terminal to 16 meters. With the new milestone, Krishnapatnam Port Container Terminal now shares the honour of being one of the deepest draft container ports on the east coast of India.

18.5 METER DRAFT IN BULK TERMINAL Krishnapatnam Port already enjoys the status of having 18.5 meter draft, deepest in India for its bulk terminal.

The port has started offering transshipment services, with coastal operator Shreyas Shipping running feeder services between Krishnapatnam Port and Kolkata/ Haldia port. There is a special coastal berthing facility at Krishnapatnam that has been made available for transshipment cargo and coastal transshipment vessels.

NEW ACHIEVEMENT With the new achievement, Krishnapatnam Port has not only surpassed Chennai and other ports in terms of the deepest draft but

has also been able to match the global standards. The port will now be able to accommodate Ultra Large Container Vessels, leading to a spurt in the cargo volumes handled.

CUSTOMER CENTRIC APPROACH On the new facility, Ms Vinita Venkatesh, Director, KPCT said, “The deep draft availability is the latest facility we are making available for the shipping lines in keeping with our customer centric approach to provide infrastructure ahead of demand. Chabahar Port is Crucial For India

T

he first and foremost significance of the Chabahar port in Iran is the fact that India can bypass Pakistan in transporting goods to Afghanistan. Chabahar port will boost India’s access to Iran, the key gateway to the International North-South Transport Corridor that has sea, rail and road routes between India, Russia, Iran, Europe and Central Asia.

India is heavily dependent on sea routes to import the lion’s share of its oil needs. Now the major part of this comes through the Strait of Malacca, where 40 percent of the world’s trade and more than 80 percent of China’s oil imports pass through. And China is keen to explore more options to alternate trade ways. The Chinese plan to use Pakistan’s Gwadar as the transit hub for its energy and other imported resources, especially from Africa.

Under Atal Bihari Vajpayee, the visionary, India and Iran signed a deal to develop the Chabahar port back in 2003. Most probably Mr. Vajpayee must have already realized the geographical significance of Chabahar long back in 2003.

As an additional advantage, after the Chabahar seaport is developed, India will no longer have to get into Pakistani waters in order to get an entry into Afghanistan. So there are pros and cons, however the development of Chabahar port will definitely prove very useful for Indian interests.

Chabahar port will be beneficial to India in countering Chinese presence in the Arabian Sea which China is trying to ensure by helping Pakistan develop the Gwadar port. Gwadar port is less than 400 km from Chabahar by road and 100 km by sea.

With Chabahar port being developed and operated by India, Iran also becomes a military ally to India. Chabahar could be used in case China decides to flex its navy muscles by stationing ships in Gwadar port to reckon its upper hand in the Indian Ocean, Persian Gulf and Middle East.

With Chabahar port becoming functional, there will be a significant boost in the import of iron ore, sugar and rice to India.

The import cost of oil to India will also see a considerable decline.

India has already increased its crude purchase from Iran since the West imposed ban on Iran was lifted.

Chabahar port will ensure in the establishment of a politically sustainable connectivity between India and Afghanistan. This is will, in turn, lead to better economic ties between the two countries.

From a diplomatic perspective, Chabahar port could be used as a point from where humanitarian operations could be coordinated.

The Zaranj-Delaram road constructed by India in 2009 can give access to Afghanistan’s Garland Highway, The reason for Indian economic and geopolitical involvement with Iran is to counter the influence of China string of pearl strategy.

Sample Now, with China developing the Gwadar port in Pakistan, it TEXT became imminent to counter that threat in the Arabian Sea. And Chabahar is the answer to it. India is slowly but surely foiling the “String of Pearls” theory of China which almost neared completion.

So, both economically as well as strategically, Chabahar Port will be shot in the arm for India to enhance its influence in the Asian region.

The pact envisages establishment of Transit and Transport Corridor between India, Iran and Afghanistan using Chabahar Port as one of the regional hubs for sea transportation in Iran besides multi-modal transport of goods and passengers across the three nations.

The Cabinet and the President had ratified the pact in November and December, 2016 respectively.

India has already built the ZaranjDelaram Road in Afghanistan where the cargo reaching Zehedan can connect to.

This project will significantly enhance the opportunity for trade and business among the nations.

Krishnapatnam Port promoted by the Hyderabad-based C.V.R. Group is a privately built and owned all weather, deep water port on the east

coast of India, located in the Nellore District of Andhra Pradesh.

The port with a transit storage area of 6800 acres has the country’s largest waterfront area of 161 sq. km, and a depth of 20.5 metres.

Its current draft of 18.5 metres can accommodate full-sized cape vessel of 200,000-tonne capacity.

Port Wings News Network s part of promotional campaign to attract cargo traffic as well as investment, Paradip Port Trust (PPT) organised a Trade Meet on 20 September at Jajpur Road after a gap of almost of three years to highlight various initiatives undertaken in operational areas, on-going and up-coming projects and Trade Facilitation measures taken by PPT to the valued customers.

According to a media statement, the meet focused on the incentives offered by PPT, the upcoming projects within the port area and the investment climate.

FASTEST GROWING PORT In his keynote address, Mr N Vaiyapuri, Deputy Chairman, PPT, stated that Paradip Port has clocked 89 MMT cargo handling last year and this year it is vying for the coveted 100 MMT mark. Till date in this fiscal, it has emerged as the fastest growing Port among the Major Ports in the country by clocking 12% growth. The port is handling the highest Dry Bulk Cargo of about 59 MMT. The Port has current installed capacity of 143 MMT per annum, which will increase to another 45 MMT on completion of four ongoing projects by 2020.

TWO CARDINAL PRINCIPLES Bringing fair competition in cargo handling operations, PPT has enforced two cardinal principles i.e. Importers/Exporters are free to appoint any licensed stevedores for handling cargo at PPT. As well, the stevedores are free to engage equipment from any source without any restriction. It has ultimately resulted in reduction of handling

cost approximately from Rs. 140/to Rs. 100/- per tonne.

Port railway haulage charges has been discontinued for EOL loading and due to removal of labour levy for steel cargo, additional Steel Cargo of about 4.5 lakh tonnes was attracted till date in the current fiscal.

EXPORT OF IRON ORE PELLETS After a gap of two years, IOHP resumed its operation, which facilitated export of Iron ore pellets for the first time. Presently, average Pre Berthing Detention is about

one day as against 2.5 Days in 2014. In recognition of significant improvement, in the performance parameters, PPT bagged Best Performance Award for the year 2015-16 from the Ministry of Shipping.

PORT SIDE CONTAINER TERMINAL Regarding infrastructure front, Inner Harbour will be developed for handling Cape Size vessel in FY 2021. Western Dock will be developed with 2 Berths of 15 MMTPA capacity each under captive policy for handling fully laden Cape Size vessels. On completion of the above projects, PPT will become No. 1 Port in terms of cargo traffic

as well asPort Capacity among the Major Ports. The construction of Multipurpose Clean Cargo Berth will be operational by March, 2018.

Also, Concor will operate Port side Container Terminal developed inside the Port shortly. These facilities will fulfil the long felt need of the Container Trade in Odisha.

SMART PORT CITY A Smart Port City is coming up with Multimodal Logistics Park and Industrial Park. Under Trade Facilitation and Ease of Doing Business, PPT has taken initiatives like introduction of on-line plot allotment, online billing, RFID and is on course for setting up of Call Centre for answering to the Trade Enquiries 24x7.

Reacting to the development in a media statement on 22 September, Mr Raja M Shanmugham, President, Tirupur Exporters Association (TEA), said the reduction in Drawback Rate to the Knitwear

export sector is death knell to Tirupur export garment sector and noted that it has become shock to the exporters who already facing severe competition in the global market.

He further said once if the buyers goes out of country due to higher price it very difficult to bring back them to our country since they settle with our Competing countries like Bangladesh, Sri Lanka, Cambodia, Vietnam etc ., He apprehended that this may lead to more job losses and noted that 80% of the garment units are in MSMEs.

APPEALED TO THE COMMERCE MINISTRY Mr Raja M Shanmugham appealed to the Commerce Ministry to come out with the special package for incentives / sops to the garment sector immediately and delay will derail the garment exports.

Mr Shanmugham hoped that considering the employment intensive sector, the Government will come out with positive announcement.

Media Report Says DP World Keen to Buy Continental Warehousing Mumbai

Port Wings News Network eading business daily The Economic Times has reported that global major DP World is in talks with investors in Continental Warehousing Corp (Nhava Seva) such as US private equity giant Warburg Pincus, International Finance Corp (IFC) and Abraaj Capital to buy a controlling stake in one of the largest companies in the logistics sector in India, valuing it at around Rs 4,000-4,500 crore, quoting unnamed sources.

The three together own 60% of the company, with Warburg the single-largest shareholder at 40.4%.

Abraaj and IFC own 20% while the remaining 40% is held by N Amrutesh Reddy, executive director and promoter.

CONTINENTAL WAREHOUSING Continental Warehousing, the flagship company of Chennaibased NDR Group, owns and operates cargo handling facilities such as container freight stations (CFS), multimodal cargo handling terminals (MMTs) and private freight stations. It also provides express cargo and third-party logistics services.

Australia’s infrastructure-focused Macquarie Group is also believed to be in the fray. The deal, which may see interest from large logistics companies and financial investors as well, is expected to be concluded by the end of the fiscal year, said the people cited above.

LOOKING FOR A STRATEGIC BUYER Citi has been hired as an adviser, they said, adding that DP World has already started commercial due diligence and is believed to be among the strongest suitors. Warburg Pincus and Macquarie declined to comment.

Abraaj, IFC, DP World and Reddy didn’t respond to queries.

Continental had received regulatory approval for an initial public offering (IPO) in December last year. However, it has opted to look for a strategic buyer instead, said one of the people cited above.

“Like many entities, there is a twintrack discussion,” said an executive. “A strategic sale will give the investors a bigger payday compared to an IPO. The promoters may stay on for a bit before exiting

completely. Much of that will play out depending on who finally closes in on the transaction.”

Continental reported total revenue of Rs 709.3 crore for FY16, up 18.2% from the year before. Net profit stood at Rs 94.86 crore, while ebitda was Rs 105 crore. In FY17, the company clocked around Rs 90 crore ebitda on a Rs 750-crore top line.

Having invested $100 million in 2011, an exit at the valuation mentioned above would give Warburg Pincus a return of nearly three times. Abraaj got the stake when it acquired private equity firm Aureos Capital in 2012. IFC is a recent investor, having pumped in $65 million through a mix of debt and equity in 2015.

Established in 1997, Continental is one of the country’s largest container warehousing firms. It owns and operates container freight stations (CFS), inland container depots (ICDs) and private freight terminals across the country. It currently has 10 facilities comprising four CFS, including ones in Chennai, Tuticorin and Mumbai, one multimodal cargo handling terminal in Hyderabad with two planned in Ahmedabad and Panipat, and three ICDs. FOREIGN INVESTMENT With ecommerce booming, the government’s focus on road and infrastructure development and the goods and services tax being rolled out, the logistics sector is primed for foreign investment. Earlier this year, Canada Pension Plan Investment Board (CPPIB), which manages about $218 billion, said it will invest about $500 million in a joint venture with Mumbai-based IndoSpace Industrial & Logistics Parks to acquire logistics facilities in India. DP World was an early entrant into India. Having deployed about $1.2 billion thus far, it operates six terminals and has a 30% market share. At its last investor meet, the company committed a further

$1-billion investment in India for both organic and inorganic growth opportunities.

CHINA GENERATES 100 MILLION CONTAINERS “India and China have similar populations but India’s trade generates about 10 million containers a year whereas China generates 100 million containers.

The potential here is huge and India has more entrepreneurs than China. There are almost 2.5 million non-resident Indians (NRIs) in the UAE, so potential between UAE and India to trade is also vast and I believe this government will be able to unlock it,” DP World chairman Sultan Ahmed Bin Sulayem told ET earlier this year. “We are looking (for strategic alliances) and when we find a partner and are able to reach an agreement which works for both parties, we will go ahead.”

MACQUARIE -LARGE BACKER OF PORTS AND LOGISTICS COMPANIES Macquarie has also been a large backer of ports and logistics companies across the world, having invested in Universal Terminal, the largest independent oil storage terminal in Singapore. It had also explored acquiring Dhamra Port from Larsen and Toubro and Tata Steel.

“The domestic logistics sector is currently at the crossroads,” rating agency ICRA said in a report last week. “From the implementation of GST to the government’s focus on improving India’s transportation mix and the emergence of technologybased startups, the road logistics sector is heading towards an evolutionary phase.”

The rating agency expects consolidation of the warehousing network and a shift towards a ‘huband-spoke’ model along with a higher degree of tax compliance with business moving away from unorganised transportation service providers to the organised sector.

Inland Waterways Authority to Raise Rs 660 Cr via Infrastructure Bonds New Delhi Port Wings News Network nland Waterways Authority of India (IWAI) has announced that it will issue infrastructure bonds by the second week of October to raise Rs 660 crore for meeting capital expenditure (capex) needs.

Speaking to news agency PTI, Mr Pravir Pandey, Vice Chairman of IWAI, the implementing agency for Centre’s Jal Marg Vikas Project, said, “We will raise bonds worth Rs 660 crore in the first or second week of October. We had already raised Rs 340 crore from an approval of Rs 1,000 crore last fiscal.”

Last year, for the first time, the company was allowed to issue infrastructure bonds worth Rs 1,000 crore. Of this, it had raised only Rs 340 crore due to lower fund requirement.

The Cabinet has approved the revalidation of permission to raise extra budgetary resource (EBRs) of Rs 660 crore as Government of India Bonds by IWAI in 2017-18.

“It will be a 10-year government guranteed paper but will not be a taxfree issue,” IWAI member finance Alok Ranjan said.

Proceeds from the bonds will be utilised for development and maintenance of national waterways.

The funds will be used exclusively for capital expenditure to improve infrastructure funding.

Pandey said, once the 2.5 per cent of the proceeds of central road fund (CRF) begins flowing in, it would not require any further public issue to raise fund for implementation of projects.

The Union Cabinet in May this year had approved the amendment of Central Road Fund Act, 2000, to allocate 2.5 per cent of the proceeds of CRF for development and

maintenance of national waterways and a reduction in the share provided for the development of national highways.

An allocation of 2.5 per cent of CRF proceeds would provide approximately Rs 2,000 crore per annum. The World Bank had sanctioned a loan of $375 million for Jal Marg Vikas Project (JMVP) in April 2017.

During 2017-18, out of an estimated expenditure of Rs 1,715 crore for JMVP, the World Bank is likely to remit a loan amount of Rs 857.50 crore. Accordingly, the total requirement of funds in 2017-18 is Rs 2,412.50 crore and the bond will bridge the funding gap for the year.

Cochin Port Trust Expects Rs 37 Crore Profit in 2017-18 Period Cochin

Port Wings News Network raving rough weather for two consecutive financial years, the Cochin Port Trust is all set to come out of the red this fiscal, with an expected net profit of Rs 37 crore. The loss last fiscal was Rs 27.17 crore.

Deputy Chairman AV Ramana attributed the turnaround to increased crude throughput by BPCL-Kochi Refinery and higher container traffic at the International Container Transhipment Terminal operated by DP World. The port is also expecting that the increased capacity utilisation at the LNG terminal is likely to bring more revenues this fiscal.

Cargo handling The port posted 20 per cent growth in cargo handling during the period between April and August, the highest among all the major ports, Ramana told BusinessLine.

He pointed out that the crude traffic witnessed a 28 per cent growth, thanks to Integrated Refinery Expansion Project of BPCL that helped the port to handle 15 MMTPA. The full potential of the project will be realised from FY19 onwards, with the POL traffic touching 17 MMTPA. CONTAINER TRAFFIC GROWTH Likewise, the container traffic registered 13 per cent growth at five lakh TEUS and it is set to touch 5.5 lakh TEUS by the end of the current

fiscal, he said, adding that ICTT in August hosted more than 1,000 mainline vessels since its inception in 2011, connecting Kochi with international ports.

Asked whether GST implementation impacted cargo traffic, Ramana said it has helped increase throughput by resolving the long-standing issues at Walayar Check Post permanently, as the new tax regime promotes free inter-state movement.

LNG IMPORTS EXPECTED TO INCREASE According to Goutam Gupta, Traffic Manager, LNG imports are expected to increase to 2.5 MMTPA on FY19 from the present 2 MMTPA with the GAIL pipeline getting connected to Mangaluru by this year-end.

CRUISE VESSELS Kochi is the major cruise vessel call port in India after Mumbai with the port registering 46 cruise vessel calls in FY16 against 33 in FY15.

The growth was helped by the homeporting of Costa Neoclassica of the Coasta Cruises, Italy at Mumbai, which operated the cruise circuit between Mumbai and Male with calls at Kochi on the way to Male or on the return trip.

The new cruise terminal built at a cost of Rs 25 crore is getting ready by next year which will be able to service large cruise ships of 2000 passengers with all regulatory formalities under one roof, Gupta added.

A.P. Møller Holding To Acquire Maersk Tankers Chennai

Port Wings News Network .P. Møller - Mærsk A/S [A.P. Moller - Maersk] has signed an agreement to sell Maersk Tankers A/S [Maersk Tankers] to APMH Invest A/S, a subsidiary of A.P. Moller Holding A/S [A.P. Moller Holding] for USD 1,171 mn in an all-cash transaction.

According to a media statement, the transaction entails a market upside provision regulating total payment should the product tanker market significantly improve with a rebound in vessel values before the end of 2019.

The proceeds from the transaction will be used to reduce debt.

Maersk Tankers has been a part of A.P. Moller - Maersk since 1928 and is one of the largest product tanker companies in the world, transporting refined oil products globally and employing 3,100

people.

The fleet consists of 161 product tanker vessels, w h e r e o f M a e r s k Tankers owns 80, across four segments; Søren Skou, Intermediate, CEO of A.P. Moller – Maersk H a n d y , Medium Range and Long Range 2.

Malaysian Ports Will Remain Competitive: Transport Minister Liow Chennai

Port Wings News Network alaysian Transport Minister Liow Tiong Lai has said that Malaysian ports will remain competitive, although five major global shipping firms under the Ocean Alliance have ditched Port Klang for Singapore in April.

Mr Liow said that the move would only result in a “short-term ripple effect”, and Port Klang may potentially present itself as a more attractive alternative in the future.

Mr Liow stated: “Our competitiveness, particularly Port Klang, remains unaffected despite the move by Ocean Alliance, led

by CMA CGM, to relocate their

operations in the Port of Singapore.

It is only a short term ripple effect due to the move by Ocean Alliance, and mergers and acquisitions of CMA CGM. The Minister was speaking after chairing the 3rd National Logistics Task Force Meeting for 2017 in Putrajaya on 21 September.

“It makes more sense for each of the alliance to locate its hub in different ports so that it can compete leveraging on the strength of its supply chain. But now, they are competing within a single hub in the same port without deriving any strategic advantage. Instead of having a pool each for themselves, they now are competing within a single pool. It is not far-fetched to say that with shipping lines

intensifying competition against one another in Singapore, Port Klang will potentially be an attractive alternative hub in the future. It is a golden opportunity for shipping lines,” the transport minister said.

It noted further that many of Malaysia’s investments are partnerships with China, yet one of the country’s biggest companies and the world’s fourth largest player, the Ocean Alliance, made a huge shift from Klang to port operator PSA Singapore’s terminal in April.

The move has added to concerns in the industry over China’s commitment to supporting the logistics industry in Malaysia, the paper noted.

Port Wings News Network MA CGM has teamed up with Indian information technology consulting firm Infosys Technologies Ltd. to overhaul its operational processes and maximize efficiency as digitalization begins to embed itself deeper into the global container shipping industry.

According to a media statement, the two companies have signed a “strategic partnership” deal this week, under which Infosys will set up an IT development and innovation unit in Marseilles, where CMA CGM is headquartered, and take over the carrier’s existing process center in Dubai, United Arab Emirates.

The French line said: “The goal of this seven-year partnership is to simplify and transform CMA CGM’s IT applications and improve customer service excellence.”

MAINTAIN CMA CGM’S SOFTWARE APPLICATIONS Infosys will impart the necessary skills to maintain CMA CGM’s software applications and develop its SAP projects. It will also assist CMA CGM with advanced technologies to shore up its processing speed and responsiveness, and to that effect, the liner will use Infosys’ automated customer service platforms such as Nia and AssistEdge, the release said.

“Our ambition is to create a competitive advantage by offering our customers state-of-the-art technologies. The partnership with Infosys is key to attaining this

objective,” said CMA CGM chief executive Rodolphe Saadé. “By setting up their center for innovation in Marseilles, CMA CGM, as well as the region, will benefit from both their expertise and their proximity.”

Rajesh Krishnamurthy, president and head of Europe at Infosys, said the company was keen to leverage its logistics industry experience and aid CMA CGM in its “business transformation journey.”

The IT push ties in with CMA CGM’s ongoing efforts to generate cost-cutting synergies following the integration of Singapore-based APL that it acquired in June 2016.

CMA CGM is a formidable container operator to and from India, with regular calls at 13 gateway and feeder ports across the country, and 11 direct weekly services connecting these ports to Europe, North and South America, Africa, Asia, Australia, and the Middle East. Additionally, it has a joint venture with domestic port operator Adani Ports in a container terminal at Mundra.

The pace of technology innovation is also accelerating in Indian trade as the government works to smooth cargo flows and reduce costs through the supply chain. Though there is still a long way to go, those efforts appear to be bearing fruit, as there has been a dramatic improvement in cargo dwell times at several major ports, especially Jawaharlal Nehru Port Trust.

The new all industry rates of duty drawback, the refund of duties on imported inputs for export items,

will come into effect from 1 October.

The new refund rates for garments will come down to 2% as compared to the 7.7% drawback available till now, said Apparel Export Promotion Council (AEPC) in a statement.

“This low rate is unexpected as this body blow is coming at a time when the industry is facing continuous decline in exports due to global conditions, rupee over-valuation and uncertainties post the GST regime,” the garments exporters’ body said.

Fast-track GST refund, else Rs 65,000 cr may be stuck: Exporters ask government New Delhi Port Wings News Network earing that a staggering Rs 65,000 crore could get stuck in GST refunds, exporters today asked the government to fast-track the refund process and avoid further deterioration in their “liquidity situation”. The Committee on Exports, chaired by Revenue Secretary Hasmukh Adhia, today met 8 export promotion associations to understand their concerns post the implementation Goods and Services Tax (GST) from July 1. “If refund does not start flowing immediately then about Rs 65,000 crore would be stuck by the end of October. This will further deteriorate exporters’ liquidity situation,” FIEO Director General Ajay Sahai told reporters after the meeting.

He hoped that government would take a decision soon so that exporters get a level playing field vis-a-vis other sectors. During the meeting the exporters pressed for starting the refund process immediately based on GSTR-1 and GSTR-3B

data. While GSTR-3B is the initial simplified returns which businesses have to file, GSTR-1 is the final

sales return to be filed every month.

Engineering Export Promotion Council board member P K Shah said with the ensuing festive season it is important that the authorities release at least 90 per cent refunds soon after the shipments and complete verification and adjustment process at a later stage.

Council for Leather Exports Vice Chairman P Ahmed said that exporters are faced with challenging times due to GST and need immediate refund of taxes.

In a presentation before the Committee, the Gems and Jewellery Industry demanded exemption from Integrated GST (IGST) on

procurement of precious metals from the nominated agencies for the purpose of manufacture and export of jewellery.

They also sought a corresponding Central GST and State GST exemption on the subsequent supply made by the nominated agencies to the exporter of jewellery.

The GST Council, chaired by Finance Minister Arun Jaitley and comprising state counterparts, had in its last meeting on September 9 decided to set up a committee under Adhia to look into the issues faced by the export sector.

CBEC Member (Customs), DGF Director General, GST Council Additional Secretary, Director General, Export Promotion, from the central government and commissioners of commercial taxes from Gujarat, Maharashtra, Karnataka, Uttar Pradesh and West Bengal are members of the committee.

The panel is mandated to recommend to the GST Council a suitable strategy for helping the export sector in the post-GST set-up.

MANSA Felicitates Shipping Liner Veteran Vaishnav Puri Mumbai

Born in 1944, Mr Puri, a veteran with almost five decades in the field of liner/tramp shipping in India has been associated with several companies and industry association and institutions including the President of MANSA from 1994-96.

Expressing his gratitude in his response for the award recognition, Mr Puri recapitulated various milestones in his life right from the start of his career in Kolkata and described how in the past he was the pioneer in representing the Lines like Maersk and other major world players of the shipping industry in Mumbai. He further added that how subsequently the Lines started their own offices in Mumbai and the present status of the Ship Agents. He therefore advised the Ship Agents to look forward for spreading their activities for diversifying the business for best possible survival.

The annual awards event also honored Mr Dinesh Lal, The Past Presidents’ Award for Exemplary Contribution to Shipping & Logistics” for his contribution in his various capacities during the spread of his career for over four decades.

The annual award event also felicitated several professionals from member companies for their outstanding performance in their respective categories.

These include Sandesh Patankar from Zim Integrated, Domnic Correa from JM Baxi & Co, Sunil Joshi from NYK Line India, Reshmi Prabhu from Wilhelmsen Maritime, Chaitali Dharod from Maxicon Shipping Agencies, Raju Subramaniam from Sai Shipping and Monica Damania from Continental Carriers.

with an award on her appointment as a Member of the Executive Board of the World Maritime University – IMO Wing.

Speaking on the award recognition ceremony, MANSA President, Captain Vivek Anand said, “The Award Ceremony has been introduced to identify and recognize the unsung heroes who mostly work in the background of the shipping fraternity among MANSA Ship Agent Members and those personalities who transcended normal routine working tirelessly to contribute for betterment of the shipping industry.”

Established in 1977, Mumbai and Nhava-Sheva Ship-Agents Association – (MANSA) gives a powerful voice to the grievance of ship agents and address their issues to enhance working and business environment besides good relationships with the port authorities and port administration.

Though the name indicates Mumbai and Nhava Sheva, the members of MANSA account for 85% of the cargo handled at all ports across the country.

NEWS - BITS FIEO Reaction to Drawback, Embedded Taxes

Reacting to the drawback rates announced by the Government in the wake of GST regime, Mr Ganesh Kumar Gupta, President, FIEO said that the new drawback rates basically factors the basic customs duty on the inputs used in export production.

However, lot of embedded taxes like taxes on power & electricity, taxes on petroleum & diesel products, embedded taxes on products which are exempt also add to the burden of the exporters. He urged that Government of India should look into offsetting these taxes suitably.

President FIEO said that merchant exporters are exporting goods procured from EOUs and SEZs while paying the basic customs duty on the inputs used in such products and therefore the duty drawback rates should be made available to them by amending the Notification providing drawback irrespective of goods manufactured by the 100% EOUs/SEZs.

NITI Aayog, IRF Geneva Plans Cooperation in Intelligent Transportation Systems

The National Institution for Transforming India (NITI Aayog) and the International Road Federation, Geneva (IRF Geneva) have signed a Statement of Intent (SoI) to cooperate in the field of Intelligent Transportation Systems (ITS) on 21 September.

The objective of the SoI is to create a national platform, involving all relevant Government of India stakeholders, Indian and foreign companies active in the sector, and relevant technical experts for the purpose of developing a National ITS Policy covering -- Traffic Management, Parking Management, Electronic Enforcement of Traffic Rules and Regulations, Fleet Management and Monitoring, Innovation in the field of ITS, and Education in the field of ITS.

83rd PPPAC meeting clears National highway Project

Govt Clarification about Transition Credit

There are lot of speculations in the media about the credit of Rs. 65,000 crore claimed by taxpayers in respect of Central Excise and Service Tax in the pre-GST period. It may be clarified that this is far from the truth. Secondly, it may be clarified that an amount of Rs. 95,000 crore, which was received in the month of August 2017 for GST, is the amount actually paid in cash other than availing credit.

Thirdly, this figure of transition credit claimed is also not incredibly high, since Rs.1.27 lakh crore of credit of Central Excise and Service Tax was lying as closing balance as on 30th June, 2017 as per department’s record. This includes credit in Central Excise as well as Service Tax.

The previous estimate for 2017 was 2.4%, though this was set within a range of 1.8%-3.6%, reflecting the high level of economic and policy uncertainty.

According to a media statement, the new estimate puts the focus on the top end of that range. Growth of 3.6% would represent a substantial improvement on the lackluster 1.3% increase in 2016. Reflecting the continued forecast risk arising from deep uncertainty about near-term economic and policy developments, the range of estimates for world trade growth has been adjusted to 3.2% - 3.9%. Stronger growth in 2017 was attributed to a resurgence of Asian trade flows as intra-regional shipments picked up and as import demand in North America recovered after stalling in 2016.

WELCOME NEWS “The improved outlook for trade is welcome news, but substantial risks that threaten the world economy remain in place and could easily undermine any trade recovery,” Director-General Roberto Azevêdo said. “These risks include the possibility that protectionist rhetoric translates into trade restrictive actions, a worrying rise in global geopolitical tensions and a rising economic toll from natural disasters.”

“Though difficult to quantify, these risks are very real. As a result, increased optimism about trade should be tempered with a healthy

dose of caution. On the other hand, the fact that trade growth is now more synchronized across regions than it has been for many years could make the current expansion self-reinforcing. Such a positive outcome would be more likely if countries continue to resist the temptations of protectionism and work together with their partners in the multilateral system to ensure that gains from trade are both large and widely shared.”

NEW ESTIMATE FOR WORLD TRADE GROWTH The new estimate for world trade growth in 2017 is at the high end of the range of estimates provided in WTO economists’ most recent trade forecast of 12 April 2017 (1.8% 3.6%). The strength of the revision is partly due to a modest improvement in the consensus forecast for world GDP growth (2.8% in 2017 at market exchange rates, up from 2.3% in 2016) and partly due to the composition of that growth.

GDP growth accelerated in most major economies in the second quarter, most notably in China where quarter-on-quarter growth rose from 1.3% in Q1 (equivalent to an annual rate of around 5.3%) to 1.7% in Q2 (around 7.0% annualized). Growth also strengthened in the United States from 1.2% annualized in Q1 to 3.0% in Q3) and the euro area (from 2.2% in Q1 to 2.6% in Q2).

STRONGER GROWTH IN CHINA AND THE UNITED STATES Stronger growth particularly in China and the United States boosted demand for imports, which spurred intra-Asia-trade as demand was

transmitted through regional supply chains. Chinese demand in the first half of 2017 was driven by solid growth in industry (up 6.4% in real terms for the year to date) and even stronger growth in services (up 7.7% over the same period). Financial conditions in Asia also improved compared to the volatile first quarter of 2016, contributing to business and consumer confidence.

The partial recovery of oil prices in 2017 also appears to have provided some support for investment in the United States, growth of which slowed abruptly in 2016 – particularly in the energy sector – but has picked up in the first half of this year. The import content of investment tends to be higher than other components of GDP, so a recovery of expenditure in this area would be expected to have an outsized impact on import demand.

RAPID PACE OF TRADE GROWTH IN 2017 The rapid pace of trade growth in 2017 is unlikely to be sustained next year for a number of reasons.

First, trade growth in 2018 will not be measured against a weak base year, as is the case this year.

Second, monetary policy is expected to tighten in developed countries as the Federal Reserve gradually raises interest rates in the United States and the European Central Bank looks to phase out quantitative easing in the euro area. Third, fiscal expansion and easy credit in China are likely to be reined in to prevent the economy from overheating. All of these factors should contribute to a moderation of trade growth in 2018 to around 3.2% (the full range of the estimate being from 1.4% to 4.4%).

Air freight volume continues to surge in July Mumbai

Port Wings News Network ir cargo volume continued to increase in July, according to the trade association of the world’s airports, Airports Council International (ACI).

This strong growth is attributed to strengthening global trade and industrial production.

On a year to date basis, global volume reached 8.4 percent, drawing a particularly stark contrast with July 2016, where this number stood at 0.9 percent.

Most regions posted strong growth in freight volume, with Africa leading the group at 18.1 percent,

followed by Europe (11.2 percent), the Middle East (10.6 percent) and Asia-Pacific (9.3 percent). North America and Latin-America and Caribbean, did not benefit from the same surge, increasing 6.5 percent and 3.8 percent respectively, in line with their year to date numbers.

Two countries in particular helped boost Africa’s freight numbers: South Africa and Kenya, both posting growth rates of more than 20 percent. Although most countries in Europe benefitted from significant growth in July, Germany and the UK, the two largest freight markets in the region, contributed significantly to these numbers,

standing at 9.3 percent and 12.5 percent respectively.

As with the passenger traffic numbers, Istanbul Atatürk Airport (IST) stood out in freight volumes, growing 32.2 percent year over year. Continuing a trend started in March, London-Heathrow (LHR) contributed a significant part of the freight market’s increase in volume, growing 15.1 percent in July, year over year. Despite a decrease in passenger traffic at Doha International Airport (DOH) due to diplomatic fallout in the region, the airport continued its sustained growth in freight volume, reaching 14.5 percent year over year.

Interested parties are required to submit their proposals by October 16. According to document uploaded by the Department of Divestment and Public Asset Management (DIPAM), the government has inprinciple decided to consider the disinvestment of the Air India group as a whole or its constituents fully or part thereof through strategic sale with transfer of management control. For this purpose, the ministry requires services of a reputed asset valuer to carry out the

valuation.

The broad scope of work for the asset valuer will be to carry out valuation of land & buildings, furniture & fixtures, aircraft including airframes and engines, spare engines, maintenance repair and overhaul facilities including

workshop equipment, instruments, machinery and plants. “The above valuation of assets is to be done for Air India and its subsidiaries/JV in India and its overseas offices. The valuation is to be done keeping in view the objective of disinvestment and would be changed if there is a change in the objective,” the ministry further noted in the proposal.

AI operates in 42 international destinations and over 70 domestic stations. It has an operating fleet of 142 aircraft comprising 65 A-320, 15 B777, 24 787s, 23 737-800 and 11ATRs and 4 B747.

The Port Trust on Friday awarded the work of salvaging the sunken boat to Cochin based Lots Shipping and they are expected to raise the vessel in four days. The Port Trust has also sent a letter to the Department of Fisheries stating legal action will be initiated against all who have caused a loss to the port. The letter says the illegal act by the Marine Enforcement Wing which decided to tow the damaged vessel to the channel - caused the navigational hazard, incurring a national loss.

The letter says the Cochin Port Trust is sustaining irreparable damages due to the unauthorised entry of a damaged vessel, violating the Merchant Shipping ( Regulation of Entry of Ships to Ports, Anchorage and Offshore Facilities) Rules 2012, ISPS Code, circulars and regulations issued by the port regarding the use of Cochin Port waters. ‘’As per the rules, fishing boats are not supposed to enter the shipping channel. The Marine Enforcement Wing of the Department of Fisheries towed the sinking vessel

to the channel and it sank causing the navigational hazard. Had the port been informed prior to the commencement of towing into a port limit, we would have offered a better solution without jeopardising the navigational channel,” the letter said.

Meanwhile, the port is facing a closure-like situation as ship movement has been affected. “The port is near closure till the sunken boat is cleared from the channel.

Operations have almost come to a standstill already. It is learned the sunken boat does not have the mandatory insurance cover also,” Port Trust deputy chairman A V Ramana told Express. The salvage operation has begun and the agency which has been awarded the task is expected to complete the work in four days. Port operations will be hit till then. “The cost of salvaging the boat - Rs 29 lakh - will be recovered from those who are responsible for it,” Ramana said.

Mr Alexander Misharin was speaking at the 26th plenary session of the Coordinating Council on Trans-Siberian Transportation (CCTT) in Beijing on 20 September.

482 THOUSAND TEUS WERE TRANSPORTED In particular, in the first eight months of 2017, over 482 thousand TEUs were transported down the Trans-Siberian Railway; 1.5 times more than in the same period last year. At the same time, the transit traffic volume increased to 113 thousand TEUs or 78% more.

Mr.Misharin recalled that the volume of transportation of largecapacity containers in international traffic down the Trans-Siberian Railway hit a record in 2016, exceeding 517 thousand TEUs. “Every fourth container transported down the TransSiberian mainline in 2016 was a China-Europe transit one. We can forecast that the positive trend would stay through 2018 and beyond, “said Alexander Misharin.

TRANS-SIBERIAN ROUTE AS A VIABLE ALTERNATIVE According to him, an increasing number of consignors and consignees perceive the Trans-Siberian route as a viable alternative to maritime or air

transits. In particular, this can be confirmed by the fact that the maritime container transportation between Europe and Asia has grown by only 3%.

The First Vice-President of Russian Railways highlighted the factors stimulating the growth of transit land transportation, including the coordinated tariff policy of railways, primarily China and Russia, convenient client services of the United Transport and Logistics Company and the rapid development of electronic commerce, resulting in an increase of small parcel shipments. According to forecasts, by 2020 the volume of electronic commerce in the world can exceed 4 trillion dollars.

“We have established conditions for switching some of the traffic in this e-commerce flow from maritime and aviation transport to the land routes of the Eurasian continent,” said Alexander Misharin.

FORMATION OF WORKING GROUP Speaking about possible steps to create favorable conditions in attracting transit cargo to the railway transport, the First Vice-President of Russian Railways JSC suggested setting up a working group on the CCTT basis involving specialized international organizations that will cover issues of establishing a unified legal framework for the international transport of goods and passengers. Harmonization of the legal conditions in the transportation industry will allow introducing extensive electronic services that will make the work of railways more efficient and predictable.
