OFFICIAL COMMUNITY PLAN NOTICE
PROPOSED OFFICIAL COMMUNITY PLAN – BYLAW NO. 9700
The purpose of this Bylaw is to adopt an Official Community Plan for The City of Saskatoon and to repeal the Official Community Plan Bylaw No. 8769. AFFECTED AREA – All lands within the municipal boundary of The City of Saskatoon (City). REASON FOR THE BYLAW – The development of the proposed Official Community Plan (OCP) was guided by the priori#es of City Council, as established in the City’s Strategic Plan 2018 – 2021. The proposed OCP updates the current OCP, Bylaw No. 8769 to reflect direc#on provided in the guiding documents that City Council has approved. These guiding documents include, but are not limited to: Strategic Plan 2018 – 2021, Growth Plan to Half a Million, Saskatoon Speaks – Community Vision, City Centre Plan, Culture Plan, Ac#ve Transporta#on Plan, Green Infrastructure Strategy, Recrea#on and Parks Master Plan, and the Heritage Plan.
The proposed Official Community Plan Bylaw No. 9700 includes the following content: Sec#on A – Introduc#on: describes what an OCP is, how it is used by the City, and its scope and horizon of applica#on. Sec#on B – Our Local Context: describes the loca#on, history, and projected future of the City and region. Sec#on C – Our Vision and Strategic Goals: describes the vision for Saskatoon as a world class city with a proud history of self-reliance, innova#on, stewardship and cultural diversity. This part also establishes the City’s commitment to maintaining strong rela#onships with municipal neighbours and regional partners, and suppor#ng strong rela#onships with rights holders and key stakeholders within Saskatoon and from other orders of government.
Sec#on D – Quality of Life: establishes how the City may address the cultural and social iden#ty and development of the city. This includes how art, culture, heritage, community facili#es, and health and safety may be supported or built into the community. Sec#on E – Environmental Leadership: establishes how the City will commit to protec#ng, enhancing, and managing our impact on the environment. This includes the conserva#on and/or management of natural systems, energy, waste and the mi#ga#on of, or adapta#on to, climate change. Sec#on F – Urban Form and Structure: establishes land uses and the organiza#on of the form, structure and land use pa!ern of the city. This includes the concentra#on and density of development, integra#on with the transporta#on network and open spaces, and use of Local Area Plans, Sector Plans and Concept Plans. Sec#on G – Sustainable Growth: establishes how and where development should occur, and the processes that support development. This includes policies and considera#ons for the financing, phasing and provision of services for development, as well as coordinated growth and development with our regional partners. Sec#on H – Moving Around: establishes how the City’s transporta#on network supports and is supported by development. This includes how the transporta#on network’s infrastructure, and the transit network’s facili#es are planned and operated, how parking is managed, and the integra#on of transporta#on and land use planning. Sec#on I – Economic Diversity and Prosperity: establishes how the City will facilitate and/or support the growth and diversity of economic development in the city and region. This includes how the City and region may collaborate and/or promote ini#a#ves and/or cost sharing, and how the City may a!ract out-of-province business and cooperate, collaborate and/or partner with local, municipal and provincial partners and other authori#es.
Sec#on J – Implementa#on: guides and outlines tools for how the City will implement and achieve the content of the OCP. This includes the coordina#on with other jurisdic#ons, Indigenous inclusion, public engagement, secondary planning, phasing and constraints to development, opera#ng and capital budge#ng, and zoning bylaw and subdivision requirements. TRANSIT OPERATIONS
On June 8, front door boarding and fare collec#on will resume in all Saskatoon Transit buses. With safety top-of-mind, a temporary vinyl panel will be installed on all buses to create a barrier for safe operator interac#on.
