ZONING NOTICE

PROPOSED ZONING BYLAW TEXT AMENDMENT – BYLAWS 9701, 9702, 9703 and 9704 Saskatoon City Council will consider amendments to the City’s Zoning Bylaw (No. 8770) by way of Bylaw No. 9701, The Zoning Amendment Bylaw, 2020 (No. 11); Bylaw No. 9702, The Zoning Amendment Bylaw, 2020 (No. 12); Bylaw No. 9703, The Zoning Amendment Bylaw, 2020 (No. 13); and Bylaw No. 9704, The Zoning Bylaw Amendment, 2020 (No. 14). The City of Saskatoon is undertaking a comprehensive review of the Zoning Bylaw in order to align it with iden¢fied strategic priori¢es, current trends, changes to provincial legisla¢on and to make minor edits and amendments. This is the first of several amendment packages that will be brought forward as part of this Project. This set of amendments relate to several topic areas of the Zoning Bylaw and are intended to improve flexibility, remove inconsistencies, provide clarifica¢on, and make correc¢ons to exis¢ng text. New regula¢ons pertaining to municipal public works yards are also proposed. These uses accommodate City-owned facili¢es and opera¢ons and provides appropriate development standards for each type. The proposed amendments are described below and are listed by the applicable Sec¢on of the Zoning Bylaw. Proposed Amendments to Sec¢on 2.0 - Defini¢ons • Amend the defini¢on of building permit to ensure consistency with the defini¢on contained within the Na¢onal Building Code. • Amend the defini¢on of public u¢lity to ensure consistency with Bylaw No. 8310, City of Saskatoon Waste Bylaw. Proposed Amendments to Sec¢on 3.0 - Interpreta¢on of Zoning Districts and Zoning Maps • In the Sec¢on regarding the Clarifica¢on of Zoning Districts, add the B4MX - Integrated Commercial Mixed-Use District to the list of Zoning Districts. Proposed Amendments to Sec¢on 5.0 - General Provisions • Clarify the General Provisions for Developments Subject to Airport Zoning Regula¢ons to ensure that the applicant for a development permit seek approval, when required, from Transport Canada, the Saskatoon Airport Authority, NavCanada and other agencies. • In the General Provisions for Accessory Buildings and Structures, include the B1B Neighbourhood Commercial – Mixed Use District to the districts where the regula¢ons contained in this sec¢on apply. • Amend the General Provisions for Accessory Buildings and Structures to require that when an accessory building is to be a ached to a principal building, it is a ached with structural raºers and a solid roof extending at least one third of the length of the common building wall. • Amend the General Provisions for secondary suites to ensure that direct access from the primary dwelling to the mechanical room is provided. • Provide General Provisions for the loca¢on and screening of backup generators. Proposed Amendments to Sec¢on 6.0 - Parking and Loading Regula¢ons • In the General Regula¢ons for Parking, Loading, and Vehicular Circula¢on Areas, clarify that the regula¢ons that apply to mul¢ple unit dwellings apply to dwelling groups as well. • In the General Regula¢ons for Parking, Loading, and Vehicular Circula¢on Areas, remove the visitor parking and parking for disabled persons requirement for dwelling groups that specifically contain one- and two-unit dwellings with private a ached garages and private driveways as appropriate parking is provided on site. • In the Parking and Loading Requirements for Ins¢tu¢onal and Commercial Districts, amend the maximum floor area of a small dwelling unit, to which a reduced parking standard applies, from 50 square metres to 56 square metres in all Zoning Districts where mul¢ple-unit dwellings and dwelling groups are a permi ed or discre¢onary use. • In the Parking and Loading Requirements for Specialized Districts, provide a minimum parking requirement for all other permi ed uses at a rate of 1 space per 93 square metres. • In the Parking and Loading Requirements for Commercial Districts, clarify the parking requirement for mul¢ple-unit dwellings by replacing “dwelling unit” with “district” for the B5B Zoning District. Proposed Amendments to Sec¢on 7.0 - Landscaping • In General Regula¢ons for Landscaping, amend the applicable sec¢on to provide flexibility for landscaping for mixed-use developments by allowing a reduc¢on in the landscaping requirements to the average of adjacent proper¢es and the City boulevard in the Established Neighbourhoods, C.N. Industrial and the Airport Business Area subject to the approval of the Development Officer. • In General Regula¢ons for Landscaping, amend the applicable sec¢on to provide flexibility for landscaping in mixed-use districts by requiring more intensive landscaping on the site and the adjacent boulevard, subject to the approval of the Development Officer. Proposed Amendments to Sec¢on 8.0 - Residen¢al Districts • In the R2 – One- and Two-Unit Residen¢al District Notes to Development Standards, amend the note regarding the minimum site width and site depth in the Montgomery Place Neighbourhood, to replace the reference to “lots” with “each site” to ensure that each dwelling unit is located on a site of at least 18.25 metres in width. • In the RMHC - Mobile Home Court District, allow for an addi¢on to a mobile home of up to 50% of the exis¢ng gross floor area of the mobile home for which it is a ached to. • In the RMTN -Townhouse Residen¢al District, include places of worship as a discre¢onary use and provide appropriate development standards. This use will be considered as a complex discre¢onary use applica¢on.

Proposed Amendments to Sec¢on 9.0 - Ins¢tu¢onal Districts • In the M2 - Community Ins¢tu¢onal Service District, amend the maximum building height regula¢on from 11 metres to 12 metres for special needs housing which is consistent to similar uses in this district. Proposed Amendments to Sec¢on 10.0 - Commercial Districts • In the B1B - Neighbourhood Commercial – Mixed Use District, amend the front yard landscaping regula¢on to require that landscaping be provided in areas that are not covered by a building and add accessory buildings and uses to the permi ed uses. • In the B5B - Broadway Commercial District, clarify the exis¢ng development standard for the stepback of a building cap. Proposed Amendments to Sec¢on 11.0 - Industrial Districts • In the IH - Heavy Industrial District, to ensure that the uses are compa¢ble with adjacent uses, trade and voca¢onal schools with a gross floor area greater than 1,000 square metres will be added as discre¢onary uses as well as private schools. Proposed Amendments to Sec¢on 12.0 - Specialized Districts • In the AG – Agricultural District and FUD – Future Urban Development District, provide for expansions of up to 25% in gross floor area of agricultural research sta¢ons without discre¢onary use approval by City Council. Proposed Amendments Regarding Municipal Public Works Yards The proposed amendments will create new land uses to accommodate facili¢es and opera¢ons provided by the City and provide appropriate development standards for each type. • municipal public works yard – type I means a site owned or operated by the City to provide services that are necessary to maintain public parks, within a Sector and used for the storage, maintenance or minor repair of infrastructure, materials or equipment. • Permi ed as an accessory use to a public park, playground, sports field, arena or other municipally owned or operated facility in Residen¢al (R) and Ins¢tu¢onal (M), IL1- General Light Industrial, IH- Heavy Industrial, AG – Agricultural, and FUD – Future Urban Development Districts. • municipal public works yard - type II means a site owned and operated by the City accommoda¢ng facili¢es for a func¢on provided by the City for the storage, maintenance or repair of infrastructure, materials or equipment, and may include offices, snow management facili¢es, training facili¢es, vehicle impound lot, and manufacturing. • Permi ed in the IL1 – General Light Industrial, IL2 – Limited Intensity Light Industrial, IH- Heavy Industrial, IH2 - Limited Intensity Heavy Industrial District, AG – Agricultural, and FUD – Future Urban Development Districts. • municipal public works yard – type III means a site owned or operated by the City used for the outdoor storage of soil, gravel, asphalt, fill and snow. • Permi ed in the IH- Heavy Industrial, IH2 - Limited Intensity Heavy Industrial District, AG – Agricultural, and FUD – Future Urban Development Districts. The proposed regula¢ons for municipal public works yards will ensure that the sites are generally compa¢ble with other proper¢es in the vicinity of the site and that appropriate screening and parking is provided. WESTERN DEVELOPMENT MUSEUM LAND – INTENT TO LEASE FOR LESS THAN FAIR MARKET VALUE WITHOUT PUBLIC OFFERING

Saskatoon City Council will be considering a report from the Administra¢on at the Public Hearing Mee¢ng of City Council to be held on Monday, May 25, 2020 at 6:00 p.m., Council Chambers, City Hall recommending that Council authorize the renewal of the Lease Agreement with the Western Development Museum Board for 16.9 acres of City-owned land that the museum is situated on for a further term of 50 years at an annual lease rate of $1.00 per year. The renewal would be upon the same terms as previous, excep¢ng any further right of renewal. The Ci¢es Act and City Council Bylaw 8171 require that City Council give public no¢ce before leases below fair market value and without a public offering.
