There are plenty of practical reasons to decorate with neutral colours. The shades we think of as neutral — whites, beiges, tans — don’t clash with anything. They are calm, soothing and never go out of style. There’s just one problem. “Beiges and neutrals,” says designer Brian Patrick Flynn, “can be super boring.” To solve that dilemma, designers like Flynn have a simple trick for making an entirely neutral room feel as edgy and exciting as one filled with bold colours. Bring in the only neutral colour that isn’t bland: Black. Mixing in the right amount of black accents, print fabrics or furniture can make the white, beige
or tan shades in a room look more interesting, putting them in the spotlight. How much black is too much, and how do you make sure a room done in this colour scheme really pops? Here, Flynn, the founder of Flynnside Out Productions, and two other design experts — Seattle-based Brian Paquette and Betsy Burnham of Burnham Design in Los Angeles — offer advice on mixing the darkest and lightest of shades for a truly beautiful result.
CREATIVE ADDITIONS
You don’t need an entirely black wall or a solid black sofa. “Sprinkle it around,” says Burnham, by adding things like print fabrics that include black. “There’s something about a fabric when it’s grounded with a little bit of black in it,” she says. “It just becomes chic.” Flynn agrees: “Any time I can use a black-and-white print, I do,” he says, “especially classic prints like checks, plaids and gingham. If black and white is too contrasty, consider a mix of charcoal, brown and

My closet doors are upholstered in a classic ikat featuring those colours, and although it’s traditional in style, it’s fresh and modern in application.” For extra punch, Paquette suggests covering throw pillows in a print that includes black, then sewing a solid band of black or charcoal fabric about 1.5 inches (3.8 centimetres) thick around the edges of the pillow. “It allows the print to really stand out,” he says. Paquette also loves black

metal accents on light fixtures. Consider a black lampshade on a lamp with an antique brass metal base, he says, finished with a black braided electrical cord. He also likes black metal chair le gs, and windows with just the casements painted black. “It’s just something that sort of draws the eye in,” he says. Another option: “Art is a great way to use neutrals in a one-of-kind manner,” Flynn says. “I’m a huge fan of mixing modern pieces with traditional oil portraits. When you choose dark oil portraits and hang them on light neutral walls, the juxtaposition of the light and the heavy is fantastic.” One thing Paquette avoids: photos in black frames. He thinks they’re overdone, and white frames do a better job of spotlighting photos.

Government housing policy can effect change STU NIEBERGALL Does housing policy matter? Housing usually gets headlines when there is some type of crisis — for example, when there is a significant housing shortage or when housing prices are either falling or increasing dramatically. Changes or anticipated changes in interest rates and their impacts on housing also grab media attention. It is usually during a crisis, however, that government policy is most visible. The rest of the time, most of us probably don’t think much about how government housing policy affects our lives. One such visible crisis here in Regina occurred not long ago when our rental vacancy rate was at 0.6 per cent. Concerned social advocacy groups were demand-
ing that different levels of government take action to address this issue in our city. This was a real problem with cause for concern. The City of Regina responded through the 2013 and 2014 Mayor’s Housing Summits, consultants were hired, studies undertaken and a comprehensive housing strategy unveiled that would incentivize market behaviour to move the vacancy rate to three per cent by 2017. The reality was that, already by 2015, the market adjusted and a few innovative builder/developers in Regina single-handedly built our way out of the rental shortage crises. The fact is this: there are much-less-visible city policies that have a significant impact on housing in our city as well. The City of Regina’s Official Community Plan (OCP), for example, is the high-level directive that determines how our city will grow — what percentage of new housing will be developed on the urban fringe and how much will be built within the city’s exist-
ing footprint. The city also determines how closely houses are to be built to each other and sets the directive for what new neighbourhoods will look like. In addition, the city determines the rate of development charges, which then impacts the cost of new housing, which in turn impacts the cost of all housing in the Regina market. These are only a few examples of how less-visible city housing policies impact us all. The provincial government also has a big impact on housing; first, through its affordable housing incentive programs — for example, the Head Start on a Home Program, which was initiated in 2011 to increase the availability of entry-level housing to accommodate the influx of population in our province. The pro g ram was designed to provide secured loans to finance the construction cost of entrylevel housing units for sale across Saskatchewan. The province also initiated the
Rental Construction Incentive, which provided grants equal to the city’s property tax exemptions for purposebuilt rental units — a program that recently has been wound down. In addition to providing housing incentives, the province is also responsible for building codes through the Codes and Standards Program, which administers the legislative framework for the construction, renovation and fire-safe operation of buildings throughout Saskatchewan. And the province invests significantly in infrastructure that is most certainly related to housing in that its quality and structure literally form the foundation of how our buildings, homes, communities and cities are all ultimately connected to each other, facilitating economic and social relationships and improving our overall quality of life. The federal government’s impact on housing in Canada is also through infrastructure investment as well as through monetary policy. Ottawa has committed $14
billion for core infrastructure like roads, transit and sewer and water systems through the new Building Canada Plan. When municipalities receive grants through this program, it can help alleviate pressures on municipal development charges, which then helps to mitigate the pressures on housing affordability. Regarding monetary policy, the Bank of Canada sets interest rates and since 2008, the bank has implemented a stimulus policy that impacts housing through lower mortgage rates. At the same time, however, in 2012, the federal government also changed mortgage rules to put the brakes on the rising level of household debt by reducing the maximum amortization period from 30 to 25 years — a policy that makes it more difficult for first-time home buyers to purchase a house. Both of these areas, infrastructure and monetary policy as it relates to housing, are unfortunately areas that none of the federal parties as of yet are addressing in the anticipated upcoming
federal election. Yet the federal government’s policies have a big impact on each housing market right across Canada. There is no shortage of research that provides significant evidence of how important housing is to the well-being and development of children and how successful families can positively contribute to the fabric of our country. I would suggest good housing policy at all three levels of government is good public policy and good social policy. A wide array of positive human outcomes in education, employment, physical and mental health, among other areas, occurs when good quality housing is stable and affordable. It is time once again to think more broadly than just the value of our homes in the market and lift housing policy to the top of the agenda for all three levels of government.

Neutrals Keep it casual, chic and beachy CONTINUED FROM F1 But even if your decorating style is more casual — maybe farmhouse chic or beachy — you can still make black work. Black “doesn’t have to be uptight,” says Burnham. She likes distressed, rubbed finishes, which can make a piece of black wood furniture feel “really farmy or beachy. Really casual. Especially if you use it with oatmeals and pale blues.” Another way to make black less overpowering is to use it on lighter materials, Burnham says. “Glass and wrought iron, and even driftwood, look great with black finishes,” she says. “It takes some of the ‘weight’ out of it.”
GETTING YOUR BEIGES RIGHT
Beige and black can be wonderful together or awful if you use the wrong shade of beige. “I think most people have an aversion to beige because of the super yellowy, flesh-toned beige that was popular mixed with mauve and brass in the 1980s,” says Flynn. “But if you’re going to do beige, stick with sand tones that have a lot of white in them. The absence of yellow makes the colour much lighter and even beachy.” Another way to make beige work: use a mix of pale grey and beige, known as “g reige.” F lynn says “greige” is also a good alternat ive t o white. Another way to make a neutral room look fabulous, Bur nham says, is to add brown as well as black. As with classic leather riding boots, “a mix of black and brown is really sophisticated,” she says. “Throw some cream into that and some oatmeal,” she says, and you’ll have a casually elegant room that’s remarkable and yet still neutral. Paquette is also a fan of that pairing, especially in lighting and furniture: think of a black leather sling chair with walnut legs, he says, or a lamp that combines black and a deep shade of brass.

The other day I saw an interesting post a father made about his four-year-old daughter. She wanted a step stool for the sink. He said, “Let’s go make one,” and you know what she said? “OK!” Next thing you know she’s helping him choose materials and even assisted with sanding. March 8 is International Women’s Day, and I think this is a great example of how parents can help shape tomorrow’s leaders, through simple things like involving kids — especially daughters — in small projects around the house. It’s a good step toward building self-confidence and provides a great opportunity for them to learn a new skill, how things work and general home maintenance — important stuff to know. When parents work on home repairs, small projects, general maintenance and even renovations, they might try to get their sons involved, but not too often do they ask their daughters to come help. Typically, if dad’s working on the house, mom might take the girls out or get them to do something else — and it’s a shame. Some parents might think their children aren’t interested in this kind of work, but if there’s one thing I’ve learned about kids — boys and girls — it’s that they love to learn how to use tools properly. You know the saying: “Get them while they’re young.” Knowing how to hang a picture, change a door knob, fix a leaky faucet or install a light are great skills for anyone to have. Learning how different tools work and how they can make a job easier is just smart — for anyone. It helps them be more independent, self-reliant and self-sufficient. They don’t have to wait for someone to come help them fix everything because they can do much of it themselves. It teaches them they can change things, and make them right. I know watching my own dad work on our house shaped who I am. Some people might think learning about simple home maintenance is small stuff, but knowing how to do something yourself gives
you control, even if you don’t do the work yourself, because you will know the difference between shoddy work and a job done right. For example, I love it when women tell me about contractors, subcontractors or so-called handymen who try to take them for a ride and not do a repair or reno the right way. But because these women did their homework and have some experience doing repairs and minor renos, they can tell them straightaway that’s not the way to do it. And when they go into detail, step-by-step on how they expect the work to be done, the look on some of these contractors’ faces, they say, is priceless. This year’s theme for International Women’s Day is Make It Happen. I encourage all parents to get their
daughters more involved in jobs around the home, no matter what it is. Whether it’s helping to change a tire or furnace filter, knowing how to do something right — and why — is a lesson that no one forgets and helps anyone for life. Watch what happens next time you ask your daughter to help install a shelf, build a bookcase or fix the fence. Nine times out of 10 she will say, “OK!” and jump at the chance. I guarantee they will impress you — as a dad of two daughters, I know. Let’s make it happen, and make it right because building strong, confident women begins at home. Boko Haram preparing for major battle HARUNA UMAR THE ASSOCIATED PRESS MAIDUGURI, NIGERIA — Boko Haram fighters are massing at their headquarters in the northeast Nigerian town of Gwoza in preparation for a showdown with multinational forces, residents and an intelligence officer said. A woman trapped there since Gwoza was seized in July told her daughter that Islamic extremists are urging civilians to leave town to avoid being killed in crossfire in an anticipated major battle. Hajiya Adama said her mother said the fighters also have released young women being held against their will, including some made pregnant during their captivity. She said her mother left last week and escaped to Yola, in neighbouring Adamawa state. “She told me that Boko Haram terrorists asked them to leave suddenly, that they were preparing grounds for
a major battle,” Adama said. An intelligence officer said security forces are moving slowly for fear of harming civilians, and especially since Boko Haram is surrounding Gwoza with landmines. The officer said forces from Chad are in the area. Retaking Gwoza would be a major coup for Nigeria and for the campaign of President Goodluck Jonathan for re-election at critical March 28 ballots. Critics say the contest is too close to call between Jonathan, a southern Christian, and retired Gen. Muhammadu Buhari, a former military dictator who has vowed to stamp out the six-year-old insurgency that has killed an estimated 12,000 people and left 1.6 million homeless. Boko Haram declared an Islamic caliphate across a swath of northeast Nigeria where it held sway in August. About 3,400 Nig erian refugees had been living in N’gouboua, Chad, at the time of a Feb. 13 attack and all have since been relocated further inland to a camp jointly run by the UN and the government of Chad, a predominantly Muslim country. Journalists who visited N’gouboua on Thursday saw traumatized and scared residents and nearly a dozen destroyed vehicles and motorcycles in the sand-blanketed streets. The extremists had also set the town’s sole mosque ablaze. “What kind of Muslim sets a mosque on fire?” asked Adam Dogo, a resident. “The Boko Haram are against Islam.” Some of the militants are believed to be based on a Nigerian island in the lake though they have used several other mostly abandoned islands on the Chadian side to launch their assaults. —With files from Bloomberg

No snow, but show mush go on MARK THIESSEN THE ASSOCIATED PRESS ANCHORAGE — The start of the world’s most famous sled dog race is covered largely in barren gravel, forcing Iditarod organizers to move the start farther north where there is snow and ice. A weather pattern that buried the eastern U.S. in snow has left Alaska fairly warm and relatively snowfree this winter, especially south of the Alaska Range. The Iditarod Trail Sled Dog Race starts Saturday with a ceremonial r un through Anchorage. But the official start two days later has been moved 360 kilometres north, over the Alaska Range, to Fairbanks to avoid the area that left many mushers bruised and bloodied last year.
One musher last year was taken out by a rescue helicopter after making it through the Dalzell Gorge only to hit his head on a tree stump in the Farewell Burn. Knocked unconscious for at least an hour, Scott Janssen got back on the trail after waking up. But shortly after, he suffered a broken ankle while walking on ice trying to corral a loose dog. Iditarod officials said the conditions are worse this year. The race’s chief executive officer, Stan Hooley, called them “pretty miserable.” This year’s race will feature 78 mushers, including six former champions and 20 rookies. The winner is expected in Nome in about 10 days. Alaskans can thank the jet stream, which has been delivering warm air from the
Pacific, said Dave Snider, a meteorologist with the National Weather Service in Anchorage. “That position of the jet has been pretty stagnant, or at least in the general same position for a long period of time. While that’s allowing a lot of cold air to flow out of the Arctic into the Midwest and the eastern seaboard, we’re locked into the warmer part of that pattern,” he said. Anchorage gets about 150 centimetres of snow in a normal year; this year it has had only about 50 centimetres. The new route, which puts mushers on river ice for about 960 kilometres, could level the playing field. “Nobody has a plan,” race director Mark Nordman said. “You’re not going to be stopping and putting your
snow hook into the same tree you had the last 20 years.” The route change eliminates the mountainous terrain and treacherous gorge, but it could present mushers with a whole new set of problems with a flat trail on unpredictable river ice. Plus, because it’s an entirely new route, mushers say they can’t rely much on information, even something as simple as the distance between village checkpoints, provided by Iditarod officials. By removing the Alaska Range, mushers may assume it will be a very fast race, Dallas Seavey, the defending champion, said. “Just because it’s a flat trail does not mean your dogs can all of a sudden do 10 times what they’ve been able to do in the past,” he said. “I feel that is a trap that will catch a lot of people.”
LOS ANGELES — A NASA spacecraft flawlessly slipped into orbit around Ceres on Friday in the first visit to a dwarf planet after a nearly eight-year journey. The Dawn craft will circle the dwarf planet for more than a year, exploring its surface and unravelling its mysteries. “It went exactly the way we expected. Dawn gently, elegantly slid into Ceres’ g ravitational embrace,” said mission chief engineer Marc Rayman at NASA’s Jet Propulsion Laboratory, which manages the $473-million mission. Ceres is the second and final stop for Dawn, which launched in 2007 on a voyage to the main asteroid belt, a zone between Mars and Jupiter that’s littered with rocky leftovers from the formation of the sun and planets 4 1/2 billion years ago. It previously spent a year at Vesta exploring the asteroid and sending back stunning close-ups of its lumpy surface before cruising on to the Texassized Ceres, the largest ob-
ject in the asteroid belt. The 4.8-billion-kilometre trip was made possible by Dawn’s ion propulsion engines, which provide gentle yet constant acceleration and are more efficient than conventional thrusters. A s Daw n ap p ro a ch e d Ceres, it beamed back the best pictures ever taken of the dwarf planet. Some puzzling images revealed a pair of shiny patches inside a crater — signs of possible ice or salt. Scientists hope to get a better glimpse of the spots when the spacecraft spirals closer to the surface. It’ll also study whether previously spotted plumes of water vapour continue to vent. Dawn is cur rently in Ceres’ shadows and won’t take new pictures until it emerges in April, Rayman said. Discovered in 1801, Ceres — measuring 965 kilometres across — is named after the Roman goddess of agriculture and harvest. It was initially called a planet before it was demoted to an asteroid and later classified as a dwarf planet. Like planets, dwarf planets are spherical in shape, but they share the same celestial neighbourhood with other similarsized bodies.

Canadian charged in largest data breach ‘in history of the Internet’ RUSS BYNUM THE ASSOCIATED PRESS ATLANTA — A Canadian has been charged after computer hackers stole a whopping one billion email addresses from U.S. marketing companies in what authorities described Friday as one of the largest digital data breaches in history. Three people were in-
dicted on federal charges in what U.S. Assistant Attorney General Leslie Caldwell called “the largest data breach of names and email addresses in the history of the Internet.” One of the accused is David-Manuel Santos Da Silva, 33, of Montreal. He is charged with taking part in a money-laundering conspiracy that allegedly netted $2 million between May 2009
and October 2011. Prosecutors allege he entered into a marketing agreement with the other two men charged that enabled them to profit from sales generated by the spam emails. The other men are Viet Quoc Nguyen, 28, and Giang Hoang Vu, 25, who are both citizens of Vietnam. Vu pleaded guilty to a single count of conspiracy to commit computer fraud
before a federal judge last month. He has not been sentenced. Nguyen has been indicted on 29 counts including charges of wire fraud and computer fraud. He remains a fugitive. Unsealed documents from the U.S. Justice Department allege Da Silva used his Montreal-based company 21 Celsius, which ran a website called Marketbay.com, to
“promote Nguyen’s hacking and spamming activities by providing him with a platform, through Marketbay. com.” “Da Silva allegedly knew that Nguyen was spamming to stolen email addresses in order to direct high volumes of Internet traffic to his affiliate marketing websites with Marketbay.com,” read a news release from the U.S Attorney’s Office.
The Justice Department documents describe Da Silva as a co-owner, president and a director of 21 Celsius. Acting U.S. Attorney John Horn said hackers targeted marketing companies that send bulk emails to customers of their commercial clients. They gained access to the firms’ computer systems by sending emails with hidden malware to the marketing companies’ employees.
