Plan your way to a luxurious kitchen Being canny can save you thousands JUSTIN PIERCE FOR THE WASHINGTON POST Be sure to sit down when you meet with a designer in the kitchen department of a big home improvement store — otherwise the price might knock you over. According to Remodeling magazine, the average cost for a full kitchen remodel in the U.S. is $54,909. I have never been able to get my mind wrapped around this, considering that the national median income is only around $51,000. The average full kitchen remodel is defined as: “Update an outmoded 200-square-foot kitchen with a functional layout of 30 linear feet of semi-custom wood cabinets, including

a three-by-five-foot island; laminate countertops; and standard double-tub stainless-steel sink with standard single-lever faucet. “Include energy-efficient wall oven, cooktop, ventilation system, built-in microwave, dishwasher, garbage disposal, and custom lighting. Add new resilient flooring. Finish with painted walls, trim, and ceiling.” Remodeling mag azine also reports that a major kitchen remodel returns an average of $40,732. My average kitchen remodel usually comes in at less than half this national average cost. So let me share ways you can save money on your kitchen project and turn your effort into a positive gain in home equity without sacrificing quality:

Having a plan, starting early on materials and working with good people can save thousands of dollars and immeasurable stress during a kitchen remodel.

Start with your design Determine the layout you want for your kitchen. A simple and sleek design will appeal to most buyers and help keep costs down. Keeping your existing layout is always cheaper. Avoid moving plumbing and electrical

items if possible — at least try to keep your stove (especially gas stoves) and sink in the same location. Pick an overall theme — country, modern, rustic ... This will help you select

materials and ensure everything comes together properly. Have a good idea of the look you want before you go into a design centre or talk to contractors. Get a design early and

plan ahead. Cabinets can take six weeks or more to be delivered. You don’t want to have your kitchen tor n apart while you’re waiting for an item to be delivered.

Once you have a very good idea of what you want, sit down and write up a detailed list of tasks to be completed. You don’t have to be technical and you don’t have to use construction terms but just state all the things you want a contractor to do and bid. It can be as simple as: remove all existing flooring and cabinets; install new flooring, cabinets, countertops, sink and appliances per the plan; paint; hook up sink plumbing; and install new light fixtures. When you start talking to contractors and designers you might find additional work is required. That’s OK. It’s easy to update your list and re-send to all the bidding contractors. Otherwise, the various contractors will list the items they believe you want and it will be difficult to compare bids. A basic scope of work also eliminates some guess work by the contractor.

HGTV stars serve up sage reno advice STU NIEBERGALL A week has gone by since we were right in the middle of the 39th annual Regina Spring Home Show. It was a great event with more than 400 exhibitors and more than 20,000 attending. This year, the show featured three engaging presenters from HGTV who shared their design and construction expertise. One of the fun things we get to do in between the feature presentations is hang out with the HGTV celebrities and gain additional insights from their stories. This year, our feature presenters included Paul Lafrance from HGTV’s Cus-

tom Built and Deck Wars and Jo Alcorn and Carson Arthur from HGTV’s Critical Listing. I took the opportunity to ask all three celebrities one simple question, “If you could only spend $10,000 on your home, in which part of your home would you invest it?” Carson Arthur focused on the backyard, saying “I would install an outdoor room in the for m of an extended patio and a fireplace. Patios can increase a home’s value by up to 12 per cent with a (return on investment) of 68 per cent ... not to mention that a good patio is usable space in the backyard. By adding the fireplace, you can extend the season … and keep down the mosquitos at the same time.” Jo Alcorn thought it was better to invest the $10,000 in the kitchen. “The kitchen,

the heart of the home, is a part of the home that attracts a lot of attention. It is a vital artery of a home and should be given the proper love to function well. It should be a room that has both functionality and fashion, as well as an area that you love to be in because of its beauty and ease to keep the flow going. Proper working triangles are essential as well as counter space, storage space and materials that will stand up to the use of your family. Consider how your family will move through the space, so that more than one can be in the kitchen at any time, truly understanding your triangle. And, consider colour that will help hide some of the family dirt as an assistant to your cleaning routine.” Paul Lafrance had another suggestion. “I think the master bedroom is one of

the most overlooked rooms in the house. Think about it. It’s the room you spend one third of your life in! It really should be a true haven that inspires and tells a personal story. If you also consider that you aren’t typically doing a ton of entertaining in that room (there are exceptions to every rule), it is the perfect place to be a little more daring in terms of design. Have some fun for Pete’s sake!” These three great perspectives certainly made me stop and think about which would work best for me and my family. Also attending the Spring Home Show this year was Kerry-Lynne Findlay, minster of national revenue, who announced the Government of Canada’s investment in the Canadian Home Builders’ Association’s Get it in Writing campaign. Findlay said, “Every Cana-

dian bears the cost of the underground economy. It allows dishonest businesses to thrive over their honest competitors, and limits the ability of governments to invest in our communities. A simple act like asking for a receipt can protect consumers from safety risks and financial disaster, support investments in your community, and help legitimate local businesses to create jobs and growth.” If you are going to take some of the home improvement advice from the three HGTV experts we featured at this year’s Spring Home Show, make sure before you hire any contractors that they are a professional — do your homework and be sure to get everything clearly in writing. If you do not have the proper paperwork in place, there is no recourse should something go wrong. An excellent resource

Don’t take chances because in the end, the quality of your home improvement project depends on the quality of your contractor. Select your materials Asking a contractor to supply big-ticket items such as flooring, cabinets, countertops and appliances leaves them with a huge range to guess on and there is a chance you’ll end up paying the contractor an additional fee. A lot of money can be saved in a kitchen remodel by shopping around on your big-ticket items, such as cabinets, countertops, appliances and flooring.

Don’t select cabinets based on name brands You can get a very good cabinet for a fraction of the cost of some of the big-name manufacturers. Look for cabinet boxes made of fur niture-grade plywood. Doors and drawer fronts should have a solid wood frame surrounding a panel and I prefer a solid wood panel. (Avoid laminated particle board.)

Countertops My top choice is granite. Countertops are one of the first things people notice in your kitchen. Particle board wrapped in Formica or other laminate almost always turns off potential buyers. You can easily pick a $20-asquare-foot granite for the same look as its $45 cousin. And watch installation costs. A small local supplier can often save you thousands versus what you’ll pay at big home-improvement stores.

I contact sales people at big box stores, get their cards and see if they’ll contact you when they’re having sales. These retailers have also been willing to hold my appliances for months until I’m ready for delivery.

The right contractor Make sure you get four or five bids. Be wary of any bid that is too cheap or too expensive. Have contractors line item their bids and closely compare the items.

Q: I’d love to have a window

seat. I’ve seen that you can make one with kitchen cabinets. But is it better to have one made? If I make one using kitchen cabinets, what kind of cabinet would I use? A: I was so excited when I read your question because on my new show Open House Overhaul for HGTV we put a window seat into almost every house. (The show is all about overhauling your home to get it openhouse ready so you can sell it for top dollar and has tons of great tips.) A banquette or window seat is the place where people always want to sit. Banquettes are also space-savers that add character, which is what sells a house. You can certainly make a custom bench — the upside to anything custom is that it can fit into any nook or cranny. Plus, the front profile can be fabricated into any style — modern or traditional — to work with your existing architecture. A simple custom bench four feet (1.2 metres) wide, without doors or drawers for storage, will cost approximately $300. Depending on how many drawers, doors, mouldings and hinges you add, the cost can be as much as $1,500. To make a banquette with off-the-shelf kitchen cabinets, you’ll need cabinets that are 15 inches (38 centimetres) high with a depth of 15 or 24 inches (38 or 61 cm). Cabinets with a 15-inch (38-cm) depth are great for a tight space. Deeper 24-inch

(61-cm) cabinets, however, will give you a more comfy seat. If you’re good with a sewing machine and don’t mind wrestling a large piece of foam like a bear, you can make your own seat cushion. Otherwise, have your upholsterer make a seat cushion two to three inches (5 to 7.6 cm) thick to bring your banquette up to seat height, which is 17 inches (43.2 cm). To make your banquette look built-in, use filler pieces of wood or drywall to

cover gaps, then patch and paint them the same colour as the wall. To take it one step further, add baseboard trim. Add a couple of throw pillows (down-filled and 20 inches, or 51 cm, square) and, voila, your seat will be complete. Be warned, however, guests might not want to leave. April marks the start of home buying (and selling) season, and when it comes to buying you’ve got two options: buying new or buying used. Everyone thinks if they buy new they’re safe because a new home will be built right; technically it should be, but unfortunately that’s not always the case. I’ve seen homes just five years old where the entire exterior needs to be redone because materials weren’t properly installed the first time and led to rot, mould and moisture intrusion. Or the roof needed major repairs because it started leaking after the first major storm. It happens, and it’s a huge waste of money and materials, and harms the environment too. If you are planning to buy new the first thing to do is research the builder. What’s their track record? Are previous buyers happy with their home? Have you spoken to people who have bought a house from the builder (and not just recently)? Check out homes that are two, five, or even 10 years old. What issues have buyers run into, and what has the builder done to solve them? Don’t just look at online reviews. Go to see the houses for yourself and talk to people. Online reviews give you a general idea, but your homework doesn’t stop there. You need to dig

more, and as you’re investing hundreds of thousands of dollars, it’s worth your time. I’ve never heard a homeowner regret spending too much time researching, but I have heard hundreds of homeowners regret not doing it. Most importantly, does the builder offer an inspections program? That means their homes are inspected during key stages of construction — on top of the regular municipal inspections that every new home has to go through. To some buyers it might seem like overkill to have staged inspections on top of regular inspections, but it makes a big difference. First, municipal inspections make sure the house meets minimum code, but a third-party, stage-inspections program takes into account best building practices and warranty protection. That’s huge for homebuyers and future value, especially if they want to sell down the road. Secondly, a third-party inspections program should include thermal imaging done by inspectors with Level 1 certification in thermography. These inspectors have the training and experience to use tools such as thermal-imaging cameras and moisture meters properly to get information that can save you money, time and trouble. When construction is complete, you get a binder with photos and inspection summaries. This gives you the proof your home was built right, which helps with warranties and if you ever want to sell, it can help increase value. Regular municipal inspections don’t do that.

Another essential to look for are builders who allow you to visit the site and check out the construction of your home as it moves forward. Call the builder and book an appointment. They will schedule a time when it’s safe for you to visit — after all, it is a construction site. Never visit the lot on your own. There might be live electrical wires, faulty floors or other hazards. Always wear the proper safety gear when you visit, including a hard hat, steeltoe work boots and possibly safety eyewear. And follow the builder’s guidelines for safety during your visit. If the builder brings you in only after everything’s been closed in all you will see are the finishes, not the construction behind them. Good builders appreciate that you want to be more involved because they are proud of their work. Old or new, the No. 1 rule to buying a house is get it inspected by an experienced pro. Keep in mind someone who: ■ Is an accredited Level 1 thermographer; ■ Uses a moisture meter; ■ Has a background in construction; ■ Carries liability insurance; ■ Has completed at least a thousand inspections (or has five years experience in the industry). Buying a home is one of the biggest investments you will ever make. The last thing you want is to find out you bought a lemon. Be smart and buy it right. Activist teen with aging disease dies LONDON — A campaigner who raised awareness of the rare genetic condition progeria, which causes those affected to age about eight times faster than average, has died at age 17. The U.S.-based Progeria Research Foundation said Hayley Okines, from East Sussex in England, died Thursday at her home. It didn’t provide more details. Okines published her autobiography, Old Before My Time, at 14, detailing her unusual life.

Russian military changes tactics NATALIYA VASILYEVA THE ASSOCIATED PRESS YENAKIYEVE, Ukraine — On a recent spring morning, an important visitor watched Russian-backed rebels conduct infantry manoeuvres on the sunlit training grounds outside this town in eastern Ukraine. “T he g eneral is very pleased,” rebel battalion commander Ostap Cherny told his troops, referring to the figure in camouflage encircled by five ar med guards. The man — almost certainly a Russian military officer — became alarmed when he saw two journalists approach. His entourage shielded him from all sides, warning that photos were forbidden, and the group soon sped off in a four-car motorcade, with the “general” safely inside a black Toyota SUV with no licence plates. Nearly a year into the conflict in Ukraine, the extent of Moscow’s direct involvement has become clear: They may wear camouflage, but the Russians’ presence in eastern Ukraine is hardly invisible. At the same time, there has been a recent shift in tactics that appears aimed

at minimizing Russia’s military presence as part of an effort to persuade the West to lift its punishing economic sanctions. Visits by The Associated Press to training grounds like those near Yenakiyeve and interviews with dozens of rebels reveal that Russian armed forces spearheaded some of the major separatist offensives, then withdrew quickly before they could be widely noticed. More recently, as a shaky ceasefire has taken hold, Ru s s i a h a s ke p t f ewe r troops in Ukraine but has increased its training of rebels to make sure they are capable of operating sophisticated Russian weaponry and defending the territory they control. NATO and an independent London-based Russian scholar estimate that Russia has several hundred military trainers in eastern Ukraine. When the town of Debaltseve finally fell to the separatists on Feb. 19 after weeks of fighting over the strategic railroad hub, the true victors were long gone. “Our friends helped us,” Andrei, a fighter who fought in Debaltseve and is based outside Luhansk, said with a shy smile. Andrei and another fighter, Alexei, said Russian troops specifically stormed a fortified area outside Debaltseve that the rebels had been trying to capture for weeks.
