One fore-midable desert destination Arizona community tops for golf BARB LIVINGSTONE FOR POSTMEDIA NEWS N O RT H S C O T T S DA L E , Ariz. — From the age of seven in small-town Nova Scotia, John Wilmot found a second home at the golf course, caddying here and there, then playing a round himself. “I have been an avid golfer since then,” says the corporate finance lawyer. So it’s no surprise when Wilmot chose to buy a vacation home in Arizona, he’d pick a development that has not one, but six Jack Nicklaus-designed golf courses. The property he and wife Mary bought in Desert Mountain sits amid the 3,200 hectares of desert dot ted with cacti, trails and the 27 neighbourhoods that make up this community
that sits north of down town Scottsdale. “It’s out of the way, quiet and peaceful,” says Wilmot. “Sometimes you feel like you’ve dropped off the earth. We can sit on our patio and watch the javelinas or a bobcat go by.” Yet, says Wilmot, Desert Mountain is also close to all the professional sports you might want to catch, shopping, and what is also important to him — a vibrant local music scene. A big music buff, he de scribes his favourite place for roots and blues as just a ways down the road from his community in “a bit of a divey, cinder-block little bar with great music.” For the Wilmots, Desert Mountain has the whole package — “golf for me, my wife is an avid tennis player, good restaurants and solitude.” Desert Mountain is now almost 30 years old, built originally by iconic Scottsdale developer Lyle An derson. In 2011, the private country club, which may be the largest one in the world, was bought by its members.
Along with the six golf courses — each with unique, architecturally themed clubhouses — there are nine restaurants, a nine-court tennis complex, 19,000-square-foot fitness centre, three pools, a dog park and on-site con cierge. More than 90 of the 1,600-plus homes at Desert Mountain are owned by Canadians — most of those from Calgary. There are a total of 2,500 home sites in the project. Don Breidebach, managing broker of Sotheby’s International at Desert Mountain, says there has been a resurgence in custom-home building, spec-home building by home builders and remodelling of original homes built more than 20 years ago. Of the 180 homes under construction or in the review process, Canadians are an “active group” in that process. “They are one of the strong est refer ral markets,” says Breidebach. “They really like to be with their friends.”

Government must encourage innovation in housing STU NIEBERGALL Last week I attended the International Builders’ Show in Las Vegas. It is a grand event, hosting more than 125,000 industry professionals from across North America and around the world. With more than 750,000 square feet of trade show space, the show featured the latest in home construction, kitchen and bath design, finishing products, and the latest in housing technology. Everything you can imagine was right there at your fingertips, for you to see, touch, discuss, and be inspired by. And with more than 70 educational speakers on the subjects ranging from home design, neighbourhood development, community planning, multi-family
building, 50-plus housing, high performance and energy efficient building etc., this was the place to immerse yourself in innovation. Each year when I have attended this international show, I return to Regina on time to attend the Regina & Region Home Builders’ Association (RRHBA) Master Awards Gala, which celebrates excellence in new housing, community design, and home remodelling in Regina and area. After seeing the best that North America has to offer at the International Builders’ Show, I am always struck at our Master Awards Gala with just how well the RRHBA builders are delivering the best in home design, innovation, and technology, right here in Regina. When it comes to innovation in Regina, new home buyers and the community at large are looking for innovation in community design, along with flexible options to service a wide variety of housing needs. The innovative options the Regina homebuilders and develop-
ers can offer are only limited by the regulatory environment which they operate within, and this is set by the City of Regina and the government of Saskatchewan. We have been calling on the City of Regina to be more responsive in updating the city’s zoning bylaws and the development standards and construction specifications so that they align with the not-sonew anymore, official community plan (OCP). This is the plan that determines what our city will look like. However, the main tools for implementing the OCP are the city’s zoning bylaws and development standards and construction specifications. As such, if the city wants to encourage the innovative new housing and designs that the OCP supports, and which our builders and developers are working hard to deliver, then the regulatory tools need to be updated quickly, in order to allow this to happen. Until that work is completed by
the city, it is difficult for the residential construction industry to truly push the envelope on innovative housing forms that should be available to Regina citizens. We also need the Government of Saskatchewan to step up and provide a regulatory environment that supports innovation. For example, B.C., Alberta and Ontario are supporting six-storey wood-frame multi-unit housing, a change that allows for mid-rise buildings to be more affordable, while still ensuring a high standard of safety. At the 23rd annual Master Awards Gala, Deveraux Homes was named Home Builder of the Year. This award is a highly coveted distinction in our industry. In the spirit of recognizing and rewarding innovation in our city, Deveraux Homes was also the first recipient of our newly created Award for Innovation. We applaud Deveraux for their winnings along with the many other award recipients that evening.

There you will find great examples not only of innovation, but of the calibre of home building that is available right here in our city. I want to congratulate all of the award recipients. Our association is doing what it can to promote our vision of creating an innovative, sustainable and diverse community. Our members work hard to deliver this in the Regina market. It is time that our city and province really started to encourage housing innovation by providing the right regularity framework for it to flourish. Our community developers and new home builders will not disappoint on the high level of innovation, housing choices and amenities they can bring to the new homes market in Regina. Breidebach says while there is a lot less inventory now than during the economic recession, building a home is very affordable and he describes Desert Mountain as “the best value community. “I have done eight high-end golf communities and what $1.5 million to $2.5 million can buy you here — especially with the six golf courses and six clubhouses — is unbeatable. Then you add the weather and how easy it is to get here.” Existing lots for sale range from $115,000 to $1.7 million. Some of them come with equity golf memberships. One of the ways Desert Mountain has been luring new homebuyers is by hosting the Charles Schwab Cup, the final tournament of the Champions Tour, which hosts golf icons such as Fred Couples, Tom Lehman and Bernhard Langer. It was held on the Cochise golf course last November, and Desert Mountain has committed to continue hosting the event through 2016. Bob Jones, chief operating officer of Desert Mountain, says when the community hosted the Charles Schwab Cup for the first time in 2012, “we immediately sold four home sites,” because of the course and development’s showcase during the event, around the world on the Golf Channel. And while Jones says the Canadian loonie’s recent slump against the U.S. dollar could slow Canadian interest in the Arizona market, Desert Mountain has the added benefit of Canadians pulling their friends here.
They are not worrying about the exchange. “For Canadians ... it is so easy to get here with four different airlines providing direct service. It is an easy destination.” And when they get to Desert Mountain it is not just about golf, but lifestyle.
Now Selling Desert Mountain is close to professional sports, shopping and a vibrant local music scene, says John Wilmot who, with his wife Mary, bought a property in the North Scottsdale-community that sits amid 3,200 hectares of cacti and trails.
BOB JONES “People want to bike, hike and enjoy outdoor recreation in a national forest, all of which are here,” says Jones. “It is about health, wellness and recreation for the whole family.” For Wilmot, who knew Desert Mountain from his frequent trips to Scottsdale with a group of golf buddies, when it came to buy, “we didn’t look anywhere else.” In 2007, the Wilmots bought a two-bedroom/two bathroom 2,100-square-foot Sonoran cottage. This summer they traded with a Toronto area owner, for his fourbedroom home that gives extra room for the couple’s three adult children and golf friends to visit. His love of Desert Mountain has convinced others of its attractions. “One of my good friends, who I have played golf with on Saturday mornings for 20 years, is buying a place here. There is a lot of word of mouth about this place.”

Q My husband and I bought
and moved into a 50-yearold house last year. Rather than immediately tackling a kitchen renovation, we decided to wait, live in the space for a bit and then take on the project. Because we’ re knocking down a wall or two and opening up the main floor, we have room for either an eat-in kitchen table or an island, but not both. My husband has a preference for one and I the other, so I’m writing to ask your opinion. A The most important question to ask yourselves is what you and your husband require most from your kitchen renovation. I as-
sume Rubbermaid bins under your kitchen table are not ideal, so storage is one question. And if additional prep space is what you’re after, then you need to know the height of a table is not conducive to standing to chop onions. Conversely, it’s hard to host Thanksgiving dinner at a kitchen island. So first decide what you need most and proceed from there. This is the time to consider whether you want (or if it’s possible to have) a dishwasher, sink or wine fridge in your island. Maybe you want your microwave tucked down out of sight? I love the storage my two large pot drawers provide, and having the garbage and recycling easily accessible but hidden. The island ac-
commodates three stools; great for small social gatherings but I also have a dining room table that can accommodate eight. Will your open-concept kitchen be your primary eating area or do you have a dining table elsewhere? If all eating and entertaining takes place in your kitchen then an island might not accommodate your needs, in which case I vote to use the available space for a table. But what about using a work-height table that provides extra prep space while not sacrificing seating. You could incorporate small drawers in the table apron to store things. Sometimes when I speak to homeowners, they’re confused about what they think a contractor is responsible for versus what they need to cover. Homeowners sometimes think a contractor will take care of everything during a renovation. The truth is the contractor-homeowner relationship works more like a partnership — you each have different responsibilities, strengths, insight and skills and you need to work together to get the job done right. Here’s an outline of homeowner/contractor responsibilities:
Permits — the homeowner:
Getting the proper permits for your renovation is your responsibility, not your contractor’s. If a local building inspector shows up at your door and doesn’t s e e t h e r i g h t p e r m i t s, guess who’s in trouble? I’ll give you a hint: not your contractor. It’s your prope r t y. I f yo u w a n t yo u r contractor to take care of permits, then put it in the contract. If you take this route — and most homeowners do — make sure the contract clearly states that all permits will be supplied by your contractor and that all
work will be completed to building code by certified and licensed contractors and sub-contractors. By getting the proper permits, you ensure municipal inspectors will examine the work to check that it’s safe and meets code.
Insurance — both the contractor and the homeowner:
Your contractor should have valid insurance, including full liability and Workers’ Compensation insurance, but that only covers you in case of accidents on the job site, like property damage (i.e. someone dropping an expensive vase) or injuries (i.e. someone accidentally falling off the roof). If your neighbour’s home gets damaged because of construction happening on your property or you damage public property like a water main, your contractor’s insurance isn’t responsible — yours is. There have been cases where uninsured homeowners are responsible for personal and property damage caused by their renovations and they’ve gone bankrupt as a result. Every homeowner planning a renovation should pick up the phone and call their insurance company — you might need some extra coverage. Describe the renovations you’re planning and who’s going to do it (you or a contractor). They can tell you what kind of coverage you will need and why.
The contract — the
contractor:
It’s your contractor’s responsibility to provide you
with a written contract containing every detail about the work on your proper ty. That includes supplies, materials, products, subcontractors they’ll be using (if any), start and finish dates and a payment schedule. Make sure you understand and agree with everything and the payment schedule makes sense. The best ones are based on work completed — when 20 per cent of the work is done, then 20 per cent of the budget gets paid and so on. You hire contractors for their special skill set, not to make decisions for you. Your contractor might be the expert when it comes to construction, but you should be the expert when it comes to your renovation. You need to know what’s going on, why and how things are going to move forward — when something doesn’t make sense, speak up. A good contractor will ask you a lot of questions along the way, too. They will be in constant communication, letting you know how the renovation is moving forward, updating you about changes and if they need you to make a decision, they will tell you exactly how it might affect other areas of the renovation. Only you know what’s best for you, your family, your home, your schedule and your long-term goals. A contractor can only help make it right. Watch Mike Holmes on Holmes Makes It Right on HGTV. But when Indian Prime Minister Narendra Modi dined with Barack and Michelle Obama at a glittering banquet Sunday night, his wife wasn’t by his side. Modi, 64, kept his teenage marriage a secret for decades during his political ascent and only last year admitted his wife exists. The wife, Jashodaben Chimanlal Modi, is a retired teacher who lives in a small town in Modi’s home state of Gujarat. Though she had not heard from her husband in years, she says she still hopes to join him one day in the capital as his spouse. “If he calls me, I will go,” she said in an interview. “I hear all his speeches on TV. I feel very good when I hear him speak. I want him to fulfil all his promises to the people. That’s my prayer to God.” Narendra Modi, the son of a man who sold tea in a railway station, comes from a lower caste called Ghanchi. He and his wife were promised to each other as children in keeping with the traditions of their community. They were married in a small ceremony when she was 17 and he was 18. “He was very young,” said Nilanjan Mukhopadhyay, the author of the book Narendra Modi: The Man, the Times. “The exact nature of the ceremony we don’t know. Nobody who has spoken about it is willing to talk. There would have been a ritual that joined them together as man and wife, but they would not have lived together. The family said that the two of them never cohabitated.” Child marriage was and remains common in India, although it is technically illegal. More than a third of the women who married as child brides live in India, an estimated 240 million, according to the United Nations Children’s Fund. Narendra Modi left shortly thereafter to wander in the Himalayas with little more than a change of clothing in his rucksack, Mukhopadhyay said. A devout Hindu, Modi was contemplating religious life. Instead, he retur ned to Gujarat and became a volunteer, or “pracharak,” in the Rashtriya Swayamsevak Sangh, or R.S.S., a Hindu nationalist group. The young workers, pracharaks, are discouraged from marrying or maintaining close family ties. “He joined R.S.S. without divulging he had been married,” Mukhopadhyay said. “Without it, he could not have become a pracharak. They had to be unmarried.

His family said at the time the couple had married as teens because of the customs of the time and the union was never consummated. During the election, the wife disappeared for a time, reportedly on a “barefoot pilgrimage,” in her husband’s honour. After he became prime minister, she was assigned an official security detail. But it has not been a happy experience. Nearly a dozen guards watch her 24/7 and follow her in a shiny car as she takes auto rickshaws and
public transportation, they say. When she visits friends or relatives, they have to cook for the guards, she said. “The security travels in an air-conditioned car. But my sister takes buses, trains and auto rickshaws. What kind of justice is this? Should a prime minister’s wife not get a car?” her brother asked. In November, Jashodaben Modi filed an official request under India’s right to information act asking for more infor mation about who assigned her guards and what their duties were supposed to be, saying she was “scared” of them. “I am the wife of the prime minister of India,” she said in the affidavit. “The security personnel tell me that they should be wel-
comed like guests. Which law makes provision for the same or which portion of the protocol prescribes this?” The police eventually responded to her request, saying the security comes from the local intelligence service that is exempt from the right-to-information law. The family is appealing. Meanwhile, she subsists on a small pension from her time as a teacher. She keeps a small photo of her husband tucked in her prayer book and spends long hours in solitude. Her brother says she gets depressed from time to time. “When she feels dejected, we try to lift her mood,” the brother said. “We say, ‘The morning will come soon.’ We try to tell her that he will call her one day soon.”

NEW DELHI — For the past several weeks, a Hindu fringe group in India has been attracting attention around the world because of its plans to erect a bust in honour of Nathuram Godse, the man who assassinated Mohandas “Mahatma” Gandhi in 1948. Organizers had chosen Friday, the 67th anniversary of the freedom fighter’s death, as the big day. They had a bust of Godse ready to go — and had even conducted a special purification ritual at the temple spot in the northern city of Meerut, 69 kilometres northeast of New Delhi. They demanded Friday be declared as a “day of courage” across India, to mark what they regard was Godse’s brave act. But Friday, members of the Akhil Bharatiya Hindu Mahasabha said they were prohibited from leaving their
office to implement the plan. Police, concerned the move could prompt community tension, sealed the site with ropes and stuck a prohibitory notice on the wall that barred any installation activity. The move has confounded many in India — and around the world. It would be like a group of Americans threatening to erect a statue of James Earl Ray, who killed Martin Luther King Jr., or John Wilkes Booth, who assassinated Abraham Lincoln. Yet this is not the first time the group has vented its desire to celebrate Godse. They did the same when Narendra Modi’s Hindu nationalist Bharatiya Janata Party was last in power more than a decade ago. Members of the group consider Godse a patriot because he killed the man they hold responsible for the country’s violent partition into Hindu-majority India and Muslim-majority Pakistan in 1947. Godse was a
member of the Hindu-pride group Rashtriya Swayamsevak Sangh, but quit in the early 1940s. Modi began his early political career as a member of the group. In December, Sakshi Maharaj, a lawmaker from Modi’s party, called Godse a patriot. A day later he apologized amid loud opposition. In recent weeks, many Hindu fringe groups have raised contentious issues like religious conversions. Maharaj also urged Hindu women to have four children to keep up with the growing number of Muslims. “For so many years, Gandhi has been revered as a great soul by Indians. We want to tell the youth that it is all a lie,” said Abhishek Agarwaal, 36, district president of the group. “Godse was the true patriot. We do not regard Gandhi as the father of the nation. He was too soft on Muslims. It was because of him that Pakistan was created out of my motherland.”
ISLAMABAD — More than 60 members of Pakistan’s Shia minority were killed when a young suicide bomber blew himself up as they worshipped Friday at a mosque. The bomber approached the Imambargah, a mosque for Shia Muslims, shortly after Friday prayers and complained he was sick. Shortly after he was given medicine from a dispensary inside the mosque, he blew himself up. The bombing was the worst attack on Pakistan’s religious minorities since May 2010.

Apartheid ‘Prime Evil’ to be freed JOHANNESBURG — Eugene de Kock, the man known as “Prime Evil” for leading an apartheid death squad that killed and tortured scores of people, will be released from prison, South Africa’s justice minister said Friday. Michael Masutha said he took the decision to grant de Kock parole after consultation with the families of his victims. De Kock, 66, was sentenced in 1996 to two life sentences for six murders and an additional 212 years for charges ranging from attempted murder to kidnapping and fraud.
