Federal parties must focus on affordable housing Stu niebergall As the federal election marathon races past the two-thirds mile marker, the Canadian Home Builders’ Association has challenged each of the federal parties to look at affordability of housing across Canada to be a priority. The reality is, for younger voters who have tended not to participate often enough on Election Day, they are seeing the opportunity to own a home in the future increasingly difficult. In Canada today it is more difficult for young people to own a home than it was for previous generations. This is evident as we see home ownership rates for those

under 35 years of age falling. One of the great ways people and families get connected to the places they live is when they financially and socially invest in their community. If young families and people are unable to do so, then there is a significant economic and social cost today, but even more so in the future. When young families are unable to enter the housing market or are forced into housing options that don’t meet there needs, they miss out on an important financial foundation. The impact on all areas of society is far-reaching, including existing homeowners and businesses. As described on the website www.affordability.ca, “Affordability is everyone’s issue. Having home ownership slip beyond the reach of well educated, hardworking young people represents a huge change in Canada’s economic landscape, but it doesn’t have to be this way. Smart-

er public policy on growth could reverse this trend.” I strongly believe that all three levels of government have a role to play in enhancing home ownership opportunities, increasing housing choice and increasing affordability. I would emphasis that each federal party needs to bring forward housing platforms that address affordability challenges that impact Canadians, especially younger people and families who hope to become homeowners in the future. Economist Jack Mintz recently suggested that municipalities may have a bigger role to play in easing affordability issues than Ottawa, because he thinks they could adjust local land-use policies to make housing more affordable. I would strongly agree, but I also recognize that while Canada’s increasing urbanization brings growth to the municipalities, they have very few tools to manage funding require-

ments of the entire urban infrastructure. The funding shortage is resolved through ‘growth pays for growth’ strategies at the municipal level, that are inevitably and almost exclusively passed on to new homeowners. We need the federal government to understand this economic connection and change its thinking to become increasingly creative on how they invest in cities, while providing more flexibility in how cities can invest in themselves. The federal election on Oct. 19 matters. It is important that people get out and vote from each demographic. The outcome not only effects our country, but also our province and our city. Opinions don’t matter if on Election Day if you don’t cast your ballot. This is why we at the Regina & Region Home Builders’ Association partnered with the Regina & District Chamber of Commerce, the Association of Regina Realtors and Access7 to

bring the election to you. We want to keep you informed, while providing you the opportunity to see and hear how local candidates represent us on the national stage. We are holding three federal candidate forums on Oct. 5 and Oct. 7 that will air live on Access7. The first two forums will be held on Oct. 5 at 6:30 p.m. and 8:30 p.m. The final forum will be held Oct. 7 at 6:30 p.m. We have invited local candidates from each of the Regina ridings: NDP, Liberals, Conservatives and Green Party to participate. Each candidate will be asked questions from the moderator that will be derived from the general public who can send in their questions by emailing decision2015@myaccess. coop, tweeting @MyAccess_ca or calling 306-565-5376. So make sure you tune in and learn more about your local candidate. Above all, make sure on Oct. 19 you get out and vote.

Make your basement your ultimate hibernation destination

As winter approaches most of us will be spending more time indoors, and a finished basement is a popular place to do it. That’s where the kids might go to play, listen to music, play video games, watch movies; and where parents might want to go to relax. We want to make sure we create a safe, cosy place to do that. The one place in your home you must do right is your basement. Do not go cheap because if you don’t do it right you will have problems, and I’m talking mould. That’s why we have all kinds of quality products that help stop problems in the basement before they start. The first thing we look at is our insulation. If your basement hasn’t been studded, I would first install a high-quality insulation that gives us our minimum code R-value (thermal resistance), top to bottom against the foundation wall. This insulation should also be fire-resistant and stand up to floods, which means it shouldn’t absorb any water. Then we do our studding. I like using lumber that’s been coated with a fire retardant intumescent paint that also protects against moisture. Then we install a highquality batt insulation in between the studs. If your wall is already studded you can just install the batt insulation, but I like to see the first layer of insulation on the foundation walls, top to bottom. Any big reno we do we use a sound-resistant insulation on all the interior walls and ceiling. This is important for me because that way the kids can bang and play, you can make noise, turn the stereo up, and you’re not disturbing anyone upstairs. And what the insulation is actually doing is absorbing the sound. It’s not stopping it; it’s absorbing it. But if you want to go above code and top of the line, spray foam insulation is it. This insulation stops heat transfer, so your basement will always be the same temperature, winter and summer. It’s important you not only research the spray foam itself, but also the installer. Not just anybody can do it. Today in construction there’s a lot of subfloors in basements. By laying a proper subfloor system on the floor, we create a thermal barrier that stops the warm air in your basement from meeting the cold concrete floor. When hot and cold meet, it forms moisture. But a high-quality sub-

floor system stops the cold from getting through, which creates a nice warm floor. Some subfloor systems even have a mildew resistant coating, which gives you that extra layer of protection against mould and moisture issues. And if you ever have a moisture issue in your basement, installing a proper subfloor system can save thousands of dollars in damaged floors. If you want to tile the floor then we would have to sheath over top of it, and just treat it as any other subfloor. You can install carpeting, hardwood and any type of click flooring on a proper subfloor system. Now let’s talk drywall. For any renovation, especially basement renos, I use a mouldresistant drywall that also absorbs VOCs. We spend 90 per cent of our time indoors, especially during winter, and we’re also building our homes to be more airtight, so indoor air quality becomes very important. Choosing the right drywall is part of your indoor air quality package. Finally, if you’re finishing the basement, this is the best time to run the wiring for absolutely everything you could think of — cable, stereos, lighting, in-wall speakers — you name it. You don’t

want to be ripping up your walls and ceiling to run wiring later. If you do it right the first time you won’t have to do it again — spend your money smart and you’ll only spend it once. Substitute your materials for better quality products that make your house fire safe, mould resistant, sound resistant and healthy. That makes sense to me. factors that affect them. “The index takes the monthly sales that take place on our local MLS® System, and it matches the sales up to a regression analysis with the four benchmark properties and comes up with properties for those four,” said Archibald. “Because of the way it’s structured, it’s not subject to the same biases and skewing that take place with average price.” Despite some lucrative sales, analysts have actually found that the selling price of home sales has dropped in recent years. “Using the composite price, the prices in the Regina market have been falling for roughly the last two-year period: for example, the composite price is down 3.5 per cent over the last one year period, and, going back three years, it’s down 6.4.” In other words, “In the last two-year period, prices have fallen such that they’re even less than what they were three years ago,” Archibald said. “We’re seeing reductions in each of the four benchmark property types: single-family one-storey is down 2.8 per cent, two-storey is down 1.6 per cent, townhouse is down 5.9 per cent, and apartments are down 6.9 per cent.” Archibald attributes this drop in price to an elevated supply of properties. “Beginning in roughly the middle of 2013, we’ve started to see a rise in the number of active listings in the market, such that they were at 20-plus-year-highs,” he said. “That’s the primary reason why we’ve seen a reduction in prices taking place in the Regina market: because there’s lots of options for buyers.” Elevated supply is itself the result a reduction in demand caused by greater economic factors. “Even though we’re

Recently, that trend has given way to a reduction in peak prices, a trend that benefits buyers rather than sellers. Such trends can be difficult to identify because a simple average will often provide misleading results. “If there’s a skew that takes place, as an example, in a higher proportion of higher-end homes selling, that alone will pull the average price up even though that does not reflect increasing property values,” said Gord Archibald, CEO of the Association of Regina REALTORS®. “So, it has an inherent flaw in how it works.” Analysts eventually recognized that, in order to obtain numbers that better reflect larger market trends rather than occasional outliers, a more sophisticated approach is required. “Back in 2012, the Association deployed something called the MLS® Home Price Index, and it’s based on four benchmark property types that are followed as far as their price trends are concerned (then, there’s a fifth, which is a composite of those four),” Archibald said. With those benchmarks set, housing market analysts can accurately monitor the prices of different types of homes, both separately and together, and even attempt to determine the

These changes have required many sellers to re-evaluate their asking prices. “Sellers need to be reminded that the ‘selling premium’ that’s been occurring since 2007 just isn’t there anymore,” said Archibald. “We see price reductions coming into our office for listings on the MLS® System on a daily basis. Listings have been put up, they don’t sell, so a price reduction occurs, or several price reductions may occur, or a listing agent may simply cancel the listing and re-list it at a new price.” Buyers, on the other hand, enjoy better choice and buying power than they have since the housing boom began. “Even though the number of sales are in line with what I call ‘the new market,’ these last couple of years have probably been the best for buyers to get into the market,” said Archibald. “The message for buyers is that prices are coming down, they’re in a good bargaining position and interest rates are at or near historical lows, so it’s a good time to take a look at the market.”
