unter district hospitals will receive 859 new electric beds as part of a $3.3 million replacement program.

State Minister for Health, lillian Skinner visited lohn Hunter Hospital last week with local MPs to make the announcement, which will see the imported beds rolled out over the next two months.

The rollout includes several maternity and bariatric beds, with the individual beds in the entire range costing between $1500 and $27,000.

The beds have user-friendly hand controls, can be lowered close to ground level and also have more comfortable mattresses. lohn Hunter Hospital will receive 293 of these beds, with the first arriving last week. Belmont District Hospital will receive eight, Cessnock District Hospital seven and Maitland Hospital five.

The others will be spread throughout the district, which extends south to Morisset and north to Tenterfield.

This will eventually see every manual bed in the district replaced.

Hunter New England Health Chief Executive, Michael DiRienzo said that the beds will improve safety for staff and patients. "This is going to make an enormous difference for our nursing staff and of course for our patients," Mr DiRienzo said.

So, Todd Carney has managed to get himself sacked again.

That's three clubs now and surely this is the end of the road for him in top-level rugby league.

There have been plenty of people saying that his "crime" of urinating towards his mouth is not worthy of having his contract terminated.

Sure, compared to his other misdemeanours, this incident ranks towards the bottom of the scale but Carney promised, when he joined Cronulla, that all the bad behaviour was behind him and he had matured.

He had managed to keep out of trouble since joining the Sharks in 2012 but must have realised that any slip-up would see his career at the club come to an end.

How many chances can you give someone?

We're talking about someone who is now 28. He has been involved in the NRL for a decade.

Everyone knows Carney likes a drink, as do plenty of 28-year-olds, but if you're earning $750,000 and expected to behave when out in public, you should be able to control yourself.

Had he not been an elite player, it is unlikely Carney would have been taken on by another club after being forced out the door by the Canberra Raiders and the Sydney Roosters.

Many clubs refused to even consider signing him because of his history.

their star player. Do you accept that results will be affected by having a less-talented player take his place, but ensure that the organisation's reputation will be maintained?

Or do you stick to your guns and back the player despite the certainty of a negative backlash?

Perhaps if this had been Carney's first stuff-up he may have survived with a heavy fine and a suspension for the rest of the season.

But after bringing so many bad headlines to the game over the years, I think the decision was the correct one.

I'm fairly certain the NRL would have stepped in if Cronulla had decided they didn't want to be too harsh on Carney.

Factors like sponsorship and the effect incidents like this have on kids as they see the story mentioned on TV, playa huge part in determining the level of action and punishment.

Whether players in high-profile sports like it or not, their actions in public will always be held up to higher scrutiny.

These days all clubs clearly understand that and make sure their players know it too.

There are seminars held for players to spell out what is not acceptable.

You would think it would start to become common sense for them to behave as they see more and more players have their careers and incomes taken away.

Labor MPs critical of Government's decision to abolish Hunter Medicare Local • MELISSAH COMBER

unter Labor MPs have banded together to slam the Federal Government's abolition of Hunter Medicare Local (HML).

Hunter MP, Joel Fitzgibbon, Newcastle MP, Sharon Claydon, Shortland MP, Jill Hall and Charlton MP, Pat Conroy raised concerns last week about the possibility that services run by HML, including headspace and GP Access, could also close.

It was announced in May's budget that the Medicare Locals setup by the former Labor Government would be replaced by a smaller number of Primary Health Networks (PHNs).

Minister for Health, Peter Dutton said that PHNs will ensure money is spent more efficiently.

"PHNs will work to ensure services across the primary, community and specialist sectors work together," he said.

"While there are some Medicare Locals providing good services, we want to ensure money is not wasted on administration.

"We want to ensure money can be moved to improve services."

The local members have blasted the move however, saying that they fear there

will be a reduction of services as a result, taking particular aim at the potential loss ofGP Access After Hours.

"This is an attack on primary health care and it will make health care in the Hunter unaffordable," Ms Hall said.

"Hunter Medicare Local supports the GPAAH, which provides access to after hours health care and reduces the waiting times and back log in emergency departments."

Mr Fitzgibbon agreed.

"This will go down as the greatest betrayal on the Hunter Region of all," he said.

"Maitland and other towns in the Hunter Region will be in a devastating position in terms of Doctor Services, particularly those after hours if this decision goes ahead."

The PHNs are set to begin operation on July 1, 2015, with a tender process later this year, open to both public and private applicants. Medicare Locals will remain open until that time.

As Medicare Locals were established as independent companies limited by guarantee, each will be responsible for its own business decisions, including the employment of staff. It is expected that the PHNs will provide opportunities for some staff currently employed by Medicare Locals.

he Royal Newcastle Centre's Eye Clinic could reopen as soon as August.

Hunter New England Health Chief Executive Michael DiRienzo confirmed last week that he was hopeful of an August recommencement, and that meetings had been held with service providers to establish appropriate pathways for patients.

"This means that the appropriate patients come to John Hunter on an outpatient setting, and the patients that don't need to come to John Hunter can either go through an optometry stream, through GPs or through a private ophthalmologist," Mr DiRienzo said.

"We're ready to go, it's a matter of just talking to the clinicians and finding out which clinicians would like to come back and restart those clinics with us."

The clinic closed in 2012, with the hospital only seeing emergency cases, leaving outpatients having to seek treatment through a private ophthalmologist or in Sydney.

ewcastle City Council has joined a grassroots movement to speak out against proposed changes to the Racial Discrimination Act. The Council resolved at last week's meeting to write to Federal AttorneyGeneral, Senator George Brandis requesting he withdraw the Draft Exposure Amendment to the Racial Discrimination Act and also write to all state and federal members to seek support for their motion.

The Amendment seeks to repeal four sections of the Act, including 18C, which makes it unlawful for someone to act in a way that is likely to "offend, insult, humiliate or intimidate" someone because of their ethnicity.

Mr Brandis justified the amendment earlier this year by saying that people "have a right to be bigots."

Councillors Stephanie Posniak, Tim Crakanthorp, Nautali Nelmes and Jason Dunn submitted the motion, with Cr Posniak highlighting incidents at the University of Newcastle where international students have been attacked.

Newcastle now joins more than 50 councils across New South Wales, Victoria and South Australia who have voiced their opposition to the amendment.

Ms Skinner said the bed rollout demonstrated the benefits of returning decisions to the Local Health Districts.

"One of my biggest priorities as the state's Health Minister has been ensuring local hospital staff and management have the ability to make local decisions about the way they deliver care to the community," she said.

"I frequently talk about the advantages of devolution - what's happened locally in terms of the innovation the local managers and clinicians are showing and this is a fantastic example of it.

"Benefits are also flowing on to local staff, who can now deliver the first-class care they are renowned for alongside firstclass equipment."

The old beds will now be recycled to non-government Organisations or sent overseas.

Ms Skinner also visited the John Hunter Children'S Hospital Neonatal Intensive Care Unit (NICU) and the site of the Paediatric Intensive Care Unit (PICU), following the announcement in the state budget that $9.3 million would be allocated to the upgrade of the units.

From the allocation, NICU will receive $400,000 and PICU $8.9 million.

"This investment will result in lifechanging benefits for local residents and their babies," Ms Skinner said.

Catholic teachers march Disagreement in enterprise agreement negotiations leads to union action

ore than 500 Catholic school teachers and support staff joined forces to protest threats to pay, conditions and job security at a stop-work rally at Wickham Park last week.

The crowd were addressed by a number of speakers, including NSW Independent Education Union General Secretary John Quessy, before marching to the nearby Catholic Schools Office in Hunter Street to present a petition calling on the Director of Schools, Ray Collins, to intervene in the ongoing dispute between the Union and the Catholic Commission for Employment Relations.

"They want to protect and defend the quality of Catholic education that they've been responsible for building over the last number of years," Mr Quessy told the Post.

"What they are seeing at the moment is the employer walking away from that," he said. "It's only the union and it's members who are standing up for the quality teaching and learning that is going on in Catholic schools allover this region."

eenagers requiring palliative care now have their own facility following the opening last week ofa dedicated room within John Hunter Children's Hospital.

The room has come to fruition after the concerted efforts of the Nicholas Trust Foundation and also the Newcastle Permanent Charitable Foundation who provided $100,000 to fit out the selfcontained suite to accommodate terminally ill adolescents and their families.

The Nicholas Trust was set-up by Craig and Jenny Butters, whose son Nicholas died in 2004 after a battle with brain

tumours. "We have found many families prefer to conduct end-of-life care within the Nicholas Trust Room rather than at home, so we try to make the rooms as comfortable and welcoming as possible for families," Mrs Butters said.

Newcastle Charitable Foundation chairman Michael Slater said: "Previously adolescents with a life-limiting illness could have been transferred to an adult palliative care facility, which can be a very confronting and unpleasant experience for a young person and their families."

John Hunter Children's Hospital palliative care specialist, Dr Sharon Ryan, said the room was important to help alleviate unnecessary stress at a difficult time.

The 1st New Lambton Scout group, however, has survived the rise of the Xbox, and in August will celebrate its 90th birthday.

"It's a really good environment," Committee Chairman, Michael Dicker said.

"It's not competitive and they get a lot of independence to do things."

Formed on July 1, 1924 by Arthur Viggers, and boasting ex-members such as current world record holder of

the water speed record, Ken Warby and Newcastle ex-Lord Mayor, John Tate, the pack is split into four age groups, with members ranging from six to 18 years old.

It is also the oldest continuously running Scout group in the region, and to celebrate this will be holding a reunion dinner on Saturday, August 9.

Mr Dicker is seeking old memorabilia and ex-members who would like to share their memories. "Ifanyone in the community has photos ofthe group or links to the group and are willing to share that would be fantastic," he said. "It would be really nice to get some ex-members involved in the celebrations."

Police are appealing for information following an armed robbery in Jesmond on Saturday.

About 4.40pm, a 57·year·old man and his two sons were at their Mitsubishi Lancer which was parked in a car park of a shopping centre on Blue Gum Road, when a man armed with a hammer ran towards them.

A second man appeared at the vehicle, and both men attempted to remove items from the car, while threatening the trio and demanding money.

The two offenders ran from the scene a short time later with a lap top computer, cash and documents.

The man and his two sons were uninjured.

Officers attached to Newcastle City Local Area Command were called and commenced investigations.

They would like to speak to two men who may be able to assist them with their inquiries. Both men are described as being in their early 20s, of average build, and were seen wearing dark hooded jumpers and long pants.

One of the men was wearing a white coloured cloth over his face, while the second was wearing a black balaclava.

Man charged over Georgetown assaults Police have charged a man after a woman and girl were allegedly assaulted in Georgetown last Friday night.

About 7.50pm, emergency services were called a house on Mabel Street, after reports of an assault.

On arrival, officers from Newcastle City Local Area Command found a man in the house, who was allegedly refusing to let a woman and girl out of the home.

Police entered and the man allegedly threatened them with a hockey stick.

He was subsequently sprayed with OC and arrested.

The woman, 39-years-old, was taken to John Hunter Hospital with serious facial injuries and the girl, 17-years-old, was uninjured.

The 40-year-old man was taken to Waratah Police Station and charged with assault occasioning actual bodily harm, take/detain person with intent to obtain advantage occasion actual bodily harm, common assault, use offensive weapon to prevent lawful detention, contravene AVO, assault police, resist officer in execution of duty. The man was bail refused and appeared at Newcastle Local Court on Monday 30 June.

G Minimum wage rate changes come into effect

Lake Macquarie City Council will be undertaking traffic improvement works on Park Road and The Esplanade at Speers Point from Monday, July 7.

Council's Manager Asset Management, Glen Walker, said the work would see the installation of a new roundabout at the western end of Park Road, dedicated turning lanes from The Esplanade into Park Road and drainage upgrades.

"The upgrade work will improve traffic flow and increase safety for motorists, pedestrians and cyclists accessing community facilities such as the Speers Point Swim Centre, Variety Playground and Lake Macquarie Football Facility which is currently under construction," Mr Walker said.

Work will be carried out Monday to Friday from 6.30am to 6pm and some weekends. Construction of the roundabout and associated works are expected to be completed in November 2014, weather permitting. "To ensure the safety of workers, motorists and other park users, changed traffic conditions will be in place while the work is carried out," Mr Walker said.

Alternative parking arrangements and signage will be in place. A temporary 40km/h speed limit will be in place when workers are on-site.

New minimum wage rates began on July 1 with the Fair Work Ombudsman is encouraging employers to check pay guides on its website.

The national minimum wage increased to $16.87 an hour. The transition to modern award rates of pay also ended on July 1 and makes accessing information on wages and conditions much simpler.

"We now have a truly national system of modern awards. What this means is that calculating wages has become a whole lot simpler," says Fair Work Ombudsman Natalie James. "This makes it easier for employees to work out what they should be earning. Employers, too, can access the Fair Work Ombudsman'S simple online pay tools to work out the correct pay rates

for their staff." The website also assists users with basic information, such as wages, and provides resources for employers who want to broaden their knowledge, update their skills and discover new and more productive ways of working.

I am proud that the Lake Macquarie community and Council is actively involved in promoting NAIDOC Week, which this year will be held between 6 and 13 July.

This year, NAIDOC Week will honour all Aboriginal and Torres Strait Islander men and women who have fought in defence of country, from our warriors in the Frontier Wars to our warriors who have served with honour and pride in Australia's military conflicts and engagements across the globe.

My father grew up in Port Macquarie and had many Aboriginal friends while he was in primary school, but when he entered into high school, he was told he wasn't allowed to associate with them anymore. During this time, Aboriginal men, who were fighting and serving the country weren't even recognised as people but rather under the Flora and Fauna Act. We have come such a long way since then and celebrations to recognise the efforts ofall Aboriginal and Torres Strait Islander men and women who, even though they were not citizens of this country at the time still fought for Australia to be what it is today, are long overdue.

I encourage residents to attend and participate in Lake Macquarie's NAIDOC Week celebrations, which include flag raising ceremonies, the annual Westlakes community march, and family fun days on both sides of the Lake. For details, go to www.lakemac.com.au.

The aim of the Strategy is to support current initiatives to lower Council and user costs over the life of these community assets. Chillblains - a nasty visitor in winter

You may have seen some publicity about women being told not to breastfeed in public. It's crazy when what has been natural for millions of years can suddenly somehow find itself 'Unfashionable'. Just like our food choices or activity levels, we are doing things a lot differently than our ancestors and the results are often turning out to be detrimental.

Take something as natural as childbirth. A series of papers recently released in The Lancet Journal have shown that women's health is being increasingly threatened by the 'overmedicalisation' of pregnancy in both poorer parts of the world and high-income countries such as Australia.

Routine use of unnecessary interventions including Caesarean section, cutting to facilitate childbirth and restrictions on movement during labour can have lasting effects on both mothers and babies. One professor from Australia's University of Technology, Sydney, said: ''Both under-use and over-use of medical interventions in pregnancy contribute to short and long-term illness for an estimated 20 million child-bearing women". ''In high-income countries, midwife-led units were better at generating natural births and lower levels of hormone treatment, assisted birth, Caesarean birth and vaginal cutting than conventional labour wards?'

Independent midwife care also appeared to have important benefits, one Danish study says, including reduced maternal ill-health and an increased likelihood of spontaneous natural birth. Each year, 139 million births are estimated to take place around the world, and with almost 300,000 women dying during pregnancy, the experts say. They estimated that if midwifery coverage increased by just a quarter, the rate of maternal deaths could be halved by 2030.

Importantly the authors say there is the need to treat women with respect, to acknowledge their own preferences around childbirth and to ensure they have high quality information.

Just like so many other parts of our lives everybody should take an interest, get informed and make their own decisions.

The recent blast of cold air has brought an unwelcome number of cold-related injuries through our practice this week.

Chilblains are the most common injury we've seen, but some have been quite severe with the development of painful ulcers.

Anyone can get chilblains, but it seems to be more common in the young, the elderly and those with poor circulation.

Chilblains often present as patches of discoloured skin, mostly red but when it is severe it can be blue or even white.

The patches can become itchy and swollen.

There may be a burning sensation, sometimes the skin dries and cracks.

In severe cases, ulcers will develop.

It is an unusual response to the cold and tends to effect the extremities most, such as the finger tips, toes, the nose and ear lobes.

While the exact cause is not known, it is thought that the body's tiny blood vessels constrict to conserve body heat.

As a result the blood flow to the effected areas becomes very slow.

As the area warms up, the blood vessels become leaky causing swelling and inflammation.

There may be some evidence that the speed the cold body part is warmed up may actually lead to chilblains.

Heating, with a hot water bottle or sitting close to a heater or fire may actually worsen the problem. It is better to heat your whole body up gradually.

So, how do you prevent chilblains?

It seems obvious, but you should try and keep warm and dry.

Use gloves and warm socks to keep your hands and feet warm.

Ideally choose a material that can breathe so that they don't get too damp.

Keep ears and head warm with a beanie and scarf.

Multiple layers that trap the air keep you warmer than one bulky layer.

Don't wear shoes that are too tight, that may effect you circulation. See your doctor if you suffer recurrent or severe chilblains.

The science is settled. 97% of scientists who regularly publish in the area have significant evidence demonstrating that global warming is happening. Ignoring it won't make it go away. This is the inconvenient truth that underlines Al Gore's Oscar-winning film and his continued environmental activism.

The science also tells us that unabated global warming will have a serious impact on our region. With more severe weather events ranging from severe drought to dangerous Pasha Bulker style storms, global warming is not good news for the Hunter. Many industries, from the vineyards to tourism, depend on the quality of our climate. But it isn't too late to adopt a solution.

Last week I was privileged to have the opportunity to attend Al Gore's Climate Reality Project and be trained as a Climate Leader. I was fortunate to be able to attend this training with the support of the Australian Conservation Foundation. Over three days I had the opportunity to hear from global leaders, learn the latest on climate science and share stories from the Hunter.

The training also served as a great lens through which to review recent developments on climate policy in Canberra.

Lasting action on global warming will only happen when the whole community is on board. I will be spending the coming months talking to rotary clubs, community groups, P&Cs and anyone else who will listen about the urgency and opportunities created by taking action.

at least one working smoke alarm per level

oW that winter is here, it's timely for homeowners and tenants to make sure they have checked that smoke alarms are in good working order and reviewed insurance arrangements to assure their possessions are covered, in the event of a fire.

Tenants often feel it's not their responsibility to change the batteries in a smoke alarm or make sure it is working correctly.

However, with winter the worst season for house fires, it is timely for all households to do a quick double check.

If tenants have any concerns at all about the condition of smoke alarms in the property they rent, they should speak to their landlord or property manager.

By law, every residence in Australia is required to have at least one working smoke alarm located on each level of the home.

If the alarms are battery operated, make sure they are working and change the batteries if necessary.

If there are any problems get your landlord or agent onto it immediately.

Tenants should also make sure they have a sufficient level of contents insurance to cover their possessions in the event of a fire .

For many tenants and young people, contents insurance can seem like just one more expense they can't afford.

But if anything happens, it's an expense they'll never regret.

It's critical that you have sufficient cover to be able to replace everyday items like clothes, children's toys and furniture.

Property owners also had a responsibility to ensure fire safety, through regular maintenance checks on heating appliances, including keeping a chimney clean, and installing an adequate number of smoke alarms.

Our fire authorities persistently remind us about the importance of working smoke alarms and the dangers of the winter fire season.

It's critical to regularly check safety features, to protect the property and, more importantly, to save lives.

Four out of five winter home fires start in kitchens, but electric blankets, clothes dryers, wood, gas and electric heaters are other common causes.

nspired by a dogged defensive effort, the Knights' NYC side charged to a hard fought 20-16 victory over Parramatta at Pirtek Stadium on Sunday.

Fullback Bryce Donovan was a standout, the team was also served well by five-eighth Sam Keenan, back-rower Lachlan Fitzgibbon and prop Luke Yates.

The four-point win keeps Knights on top of the Holden Cup ladder after 16 rounds with the bye this weekend.

In the opening exchanges, five-eighth Sam Keenan put in a grubber for himself on the last tackle, before regathering and scoring under the posts.

Fullback Bryce Donovan converted to give the Knights an early 6-0 lead after just two minutes.

They Knights made several basic errors and Parramatta made them pay after 12 minutes via hooker Alex Bush.

The nuggety NO.9 burrowed over from close range to score, while centre Nathan Davis converted to lock the scores at 6-all after 14 minutes.

This commitment was rewarded after 21 minutes when Parramatta hit the lead following a try to winger Halauafu Lavaka.

but it was the home side maintaining a slender 10-6 advantage with 16 minutes left in the first half.

Parramatta looked certain to extend their lead just minutes later through fullback Corey Makelim, but a sensational last-ditch tackle by Donovan denied the No. 1.

Donovan then went from defender to try-scorer after 31 minutes when he crossed in the corner.

The fullback missed the conversion, but the scores were locked at 10-all with eight minutes remaining in the first half.

Newcastle was rewarded for their resilient defence after 38 minutes when back-rower Lachlan Fitzgibbon barged over.

Donovan failed to covert from the sideline, but the Knights a 14-10 lead with two minutes left on the clock.

The Knights made the most of their chances after 51 minutes though when Donovan bagged his second try.

The fullback added the extras to give the men in red and blue a comfortable 20-10 buffer with 28 minutes remaining.

Parramatta refused to give in though and crossed after 63 minutes to reduce the Knights' lead to just four points with 16 minutes left in the match.

The Knights' NSW Cup team defeated Wentworthville 34-14 at the No.2 Sportsground on Sunday.

he Knights will freshen up with the bye this week having been rewarded for concentrating for the full 80 minutes.

The 16-10 win over Parramatta on Sunday showed plenty of character in front of a vocal Eels crowd.

Coach Wayne Bennett said he didn't think he had changed too much in terms of the team's preparation to inspire the victory.

"If you look at our performances over the last six or seven weeks, we've played some pretty fair football:' Bennett said at the post-match press conference.

"We've been beating ourselves, but we didn't beat ourselves here, that's been the difference!'

Bennett also welcomed the return to form of fullback Darius Boyd, who scored a length of the field try and made a try-saving tackle late in the match on powerful Eels forward Pauli Pauli.

"Darius is just back to enjoying his football:' Bennett said.

"I think he is also enjoying how the other guys are playing as well.

"He is just such a professional that he gets a bit down sometimes when they are not playing well.

"He kind of goes out the back door with

them, but they've all picked their act up.

The Knights' next match will be against the Cronulla Sharks at Remondis Stadium on Sunday, July 13 at 3pm.

Meanwhile, the Knights said Alex McKinnon is set to embark on the next stage of his recovery, departing the Royal North Shore Hospital for a spinal rehabilitation centre.

"Alex has had better use of his thumb and index finger on his right hand, which means he can hold a modified fork and drink bottle, or turn the pages of a newspaper:' the Knights said in a statement.

"While further improvements have been minimal in the six weeks since his last update, Alex remains positive and committed to his intense physiotherapy program".

The NRL have announced they will make a $1 donation for every fan who attends any Telstra premiership game in Round 19 to assist Alex.

CEO Dave Smith said the RiseForAlex round, from July 18 - 21, would give fans their chance to show their support for McKinnon.

He said a RiseForAlex Fund has been established to provide ongoing medical and financial support for Alex.

"Wherever 1 go, people are moved by Alex's spirit and determination and they want to do their bit to help him:' Mr Smith said.

"The rugby league community has already offered Alex a job for life and we believe he has a huge contribution to make to our game!'
