Development concerns Councillor calls for tighter control on DA amendment process Melissah Comber

aitland ratepayers are being ripped off by developers’ constant abuse of the DA amendment process, a councillor has said. West Ward councillor, Henry Meskauskas, is fighting to have tighter controls placed on Section 96 applications, which allow developers to modify their original development applications. Of particular concern to Cr Meskauskas is the use of the section by developers to reduce lot sizes and increase the number of dwellings in housing estates. “All it is money grabbing,” Cr Meskauskas said. “If that is what the developers want, then they should have put it in their original DA.” According to Cr Meskauskas, the problem is city-wide, with approvals for such moves being given in Aberglasslyn, Anambah, Louth Park and most recently, Bolwarra. Last month, Cr Meskauskas was the only councillor to vote against an application which will see an 84 lot subdivision off Hunterglen Drive increase to 102 lots. “What happens to the residents who have already bought into the facility? People aren’t recognising what they’re buying into when a developer comes back with changes. “People are sick of it, I’m sick of it, and it’s about time the State Government did something about it.” Councillor Meskauskas believes that some of the blame for the constant abuse lies with Council. “Maitland City Council are just pushing the issue aside and hoping it will go away, but it won’t, it will just get worse and worse. Too much heartache over it has been caused already.” Council’s Manager Development and Environment, David Simm, said that the Section 96 is a legitimate planning tool for developers to make amendments to applications. “The same level of scrutiny is applied to Section 96 assessments that was applied the

rollout of energy and water efficiency projects across the Hunter region service delivery sites has shaved $350,000 off utility bills. State Member for Maitland and Minster for the Environment and Heritage, Robyn Parker, visited Maitland Railway Station last week to view the initiatives in action, where $90,000 was invested to install 233 energy efficient light globes. The globes are photosensitive, so only turn on when they are needed, last almost six times longer than the previous globes and give off a whiter light, which has the additional benefit of providing a cleaner image for CCTV. The upgrades will save the station $12 000 a year in bills and maintenance. “Maitland is just one of five railway stations in the Hunter where energy efficient lights were installed,” Ms Parker said. “Around 750 energy efficient lights have been installed at the railway stations in Civic, Hamilton, Newcastle, Waratah and Maitland.” The railway station rollout is part of a $1.8 million investment that has seen similar measures taken in ambulance and police stations, Government office and care facilities, Maitland Hospital and Maitland Courthouse. “It’s really about leading by example,” Ms

Show will end but not the friendship

T

wo weeks ago David and I announced on our KOFM brekky show we would not be returning to the airwaves in 2014 as ‘David & Tanya’. David has been offered the opportunity to pursue his passion, which any long-time listener would immediately nominate to be sport, and next year I will be back on brekky with a new yet-to-be named co-host. Am I gutted? Absolutely! It was like telling the kids the marriage is over. You still love each other but will have to do the loving from different homes, or in our case, separate studios. For 14 years David and I have rocked up to work, sat opposite one another and yapped our way through approximately 3000 shows which equates to around 10,500 hours of live radio. Given women speak on average almost three times more words than men do each day, David has quite literally been earbashed to within an inch of his life. It may explain why he’s still single after all these years; sheer exhaustion of his auditory canal. He’s worn out but he’s not stupid. Like any pairing, we have had our ups and downs but I am proud to say the good far outweighs the bad. Facing anyone at 4am, five days a week with the sole intention of communicating presents unique challenges but I can honestly say, hand on heart, our blow ups can be counted on one hand and been triggered by debates on air that weren’t resolved when the mic lights went

off. Disagreements over the morals of footballers, the state of the Hunter Street Mall, the best sausage filling, and whether bodily functions should be allowed to happen on an ad hoc basis in the studio... yeah...the really big stuff that matters NOT!! Nothing that a peace offering of food for him from me and the odd tube of hand cream from him to me wouldn’t fix. So how did it last as long as it did? (Bearing in mind we clocked up another eight years at another station before KO). The answer to that is simple....we’re mates! Genuine, there-for-all-the-stuff lifechucks-at-you best mates and when the 9am news rolls around on November 29 at the end of our last show together, yes it will be sad but come that night I reckon he will be in his favourite chair at my place telling an inappropriate joke in front of my son and copping yet another telling off from me. In other words, I can’t get rid of him that easy and I would never want to. I know on this occasion David wouldn’t mind me speaking for him when I say ‘thank you Newcastle and the Hunter for switching us on for the last 14 years - we have loved every minute’. In case you wondered who won the bodily function debate, we compromised. He gives me a five-second evacuation warning for which I am grateful. I hope the next bloke is as gentlemanly. hen Steven Plummer arrived in Australia from New Zealand in 1968, he thought that getting out in the sun would make him as brown as the Aussies. He may have gained a nice tan, but he also gained several potentially deadly melanomas. His journey from discovering a worrying spot took him to the Bolton Street Skin Cancer Clinic, where he is now on the road to recovery, but there were a few bumps along the way. “I went to a different clinic first, and they said that the spot was okay,” Mr Plummer said, but chose to seek a

second opinion. “I still didn’t like the look of it, so I went to my doctor who told me it was no good. Charitable grant adds colour for families affected by childhood cancer Amelia Parrott

eriously ill children and their families staying at Harry’s House in Stockton will now have a much more fun-filled stay thanks to a grant from a local charitable foundation. Kids will able to enjoy the new purpose-built interactive play equipment dotted throughout the backyard of the respite facility, which offers free shortterm emergency and family holiday accommodation to families touched by childhood cancer. The Newcastle Permanent Charitable Foundation contributed $12,000 towards the project. Foundation chairman, Michael Slater, said competition was fierce for grants from the Foundation. “We call for application for grants every six months – the last round of applications the ask was $5.5 million and we had $870,000 to disperse,” Mr Slater explained. “There is merit in every application but you’ve got to put the money where you think your money is going to have the most benefit. “My board of directors have a soft spot for children, particularly kids suffering from disadvantage... and the board of directors considered this to be a very worthwhile community project so we elected to support it.” David Meyn, CEO of the Harry Meyn Foundation that operates the house, said

Highway upgrade: Long overdue, but will it solve all the traffic congestion

he plans are yet to finalised for the upgrade of the New England Highway at Rutherford, but already the question is being asked – is it too little too late? The Roads and Maritime Services design would see the highway widened to four lanes between Racecourse and Regiment Roads, cycleways constructed and safety fencing and refuges installed for pedestrians. The area, known as a pinch point and a source of major congestion, has been the location of 16 accidents in the five years to March 2013, resulting in seven injuries. “The proposed upgrade should alleviate this traffic congestion and increase safety for all road users,” Member for Maitland, Robyn Parker said. However, the suggestion has been raised that the congestion will only be moved a kilometre along the road where the highway is again reduced to one lane after Shipley Drive. For Madylen Goodworth, who frequently uses the highway to travel between her home in Islington and her parents’ home in Lower Belford, the stretch of road has always been a source of concern. “It’s long overdue, and it seems like a small area to work on, but at least it will be better for cyclists and pedestrians,” Ms Goodworth said. “The problem is that everyone who lives around Branxton and Greta has to come in to Rutherford because that’s where all the shopping and services are.”

t is with great pleasure that I will be taking part in the Freedom of Entry to the City of Maitland ceremony for the 308 (City of Maitland) Squadron Australian Air Force Cadets (308 SQN AAFC) this Saturday 16 November . A ceremony that harks back to ancient Rome, Freedom of the City is an honour of military privilege bestowed by a city and affirms the bond between the citizens and the squadron. I will be inspecting the Squadron once they are marshalled and will then go ahead to greet them for a Civic Reception at Town Hall. Here’s a little bit of history about the Squadron that has is origins in World War Two. The unit began parading on 5 December 1941 as No.3 Flight of 33 Squadron (SQN) under the New South Wales Banner of 2 Wing. 8 Flight was reformed at Rutherford in October 1989

operating from Rutherford Aerodrome. The unit moved to its current location at Scobie Training Depot on 6 October 1989. In July 2001 with the restructure of the Defence Force Cadets, 8 Flight became No 308 (City Of Maitland) Squadron Australian Air Force Cadets. Approval to use the Maitland Crest on the unit banner was granted by Maitland City Council in 2009. Currently 308SQN has approximately 60 enrolled cadets and five staff and is the second largest Australian Air Force Cadet unit in the Hunter Region. Members of the public are invited to line the march route to welcome these cadets. The march will begin at 9.30 am in the Heritage Mall near the Post Office and will continue along High Street with the ceremony occurring near Town Hall at around 10.30am.

elderly lady who had the money she had saved for her grandchildren’s Christmas presents stolen from her house in Aberdare St, Kurri Kurri on 30 October 2013. Police would like assistance to identify a male who cleaned the front of the victim’s house around 10am. The man is described as being about 50 years of age, short in stature with a chubby build. The man was last seen driving a Ford Falcon utility that was very dark blue almost black in colour, with a hard cover on the back. It is believed the man may be approaching residents, to wash and clean the outside of houses. Most calls for public assistance are now posted on the police Facebook site. hree Maitland projects will receive $30 000 each in State Government funding to prepare plans and reports for their management. Maitland City Council has received $10 000 each for two projects – a conservation management plan for St. Peter’s Anglican Church and Glebe Cemetery in East Maitland, and an interpretation plan for Walka Water Works. $10 000 has also been allocated to prepare an engineering and geotechnical report for Maitland’s Cintra House, Garden and Stables. Each site is listed on the State Heritage Register.

“The Hunter region is packed with fascinating heritage sites and the three properties receiving grants today are no exception,” Member for Maitland and Minister for the Environment and Heritage, Robyn Parker said. “The grants are expected to lead to tourism and employment opportunities, particularly in rural and regional communities and will enable communities to take a handson approach to conserving historic places as an investment for future generations.” 40 grants were awarded state-wide, totaling more than $2 million.

e have all seen the crime shows on TV where the “boys and girls from forensics” attend a crime scene and half an hour later through the wizardry of science the identity of the offender is known. After two more ad breaks the offender is usually arrested and the star of the show usually gives someone a kiss. If only it was so easy. NSW Police do have highly-trained forensic evidence gatherers and numerous persons are convicted by DNA, fingerprint and other evidence gathered at a crime scene, but crimes often occur in the Central Hunter Local Area Police Command where there is no evidence as to the offender’s identity and police rely on information from the public as a starting point for investigations. We are appealing to the public to say something if they see something. An example where we are asking for public assistance is in the case of an

he competition was hot, but the costumes were hotter at Maitland Indoor Sports last week, as 16 teams converged on the centre for the annual Play Wel for Mai-Wel fundraiser. The event saw 20 Maitland businesses play indoor soccer, cricket, netball and volleyball to raise more than $23,000 for The Mai-Wel Group, which will go towards social and recreational programs for people with a disability.

“These programs provide the opportunities that we all take for granted,” Mai-Wel Communication and Corporate Identity Manager Victoria Tatum said. “It’s really nice to see those tangible outcomes, even if it’s something like seeing someone catch their first fish.” After some competitive play across the four sports, the combined team from Tranter Lawyers and Carpet Court Maitland took the top spot. The top fundraising team was Maitland’s Commonwealth Bank, who raised $3400, which included the $2030 contribution of top individual fundraiser, Alicia Parish.

he next crop of Australian Olympians was given a leg up last week with the Hunter Academy of Sport announcing the recipients of the Greater Building Society Olympic Sports Scholarships. Ten young athletes from across the region received the $2000 grant, which aims to assist athletes in reaching their goal of representing Australia at the 2016 Olympic and Paralympics in Rio de Janeiro, Brazil and the 2014 Winter Olympic in Sochi, Russia. Fresh from his win at the Noosa Triathlon earlier this month, 23-year-old, Aaron Royle picked up the scholarship for the fifth time in his sporting career.

He said the financial support meant as much to him as a professional athlete as it does to younger recipients. “Definitely as you are trying to develop as an athlete it’s a great advantage but to me as well it’s still invaluable,” he said. “To be professional there are a lot of physio bills and medical expenses and the more professional you want to be the more you have to spend money to better yourself so the support means a lot.” Merewether-based swimmer, Meg Bailey, was also recognised by the Academy as a future Olympic hopeful off the back of her success at the Japanese Olympic Cup Competition in Tokyo where the 17-year-old picked up a silver and a bronze medal. Now in its twenty-first year the Greater Building Society Olympic Sports Scholarships have assisted over 100 local athletes with grants totalling $340,000. Previous recipients of the scholarship include Olympic medallists, Natalie Ward, Justin Norris, Nathan Outteridge, Jenni Screen, and Simon Orchard.

Maitland CBD: Extension of alcohol ban

T

he Alcohol Free Zone in the Maitland CBD has been extended for four years, now going through until June 23, 2017. The zone will take in most of the CBD, including the Heritage Mall and extending down to Maitland Railway Station. The reinstatement has won the support of the Central Hunter Local Area Command, the Maitland Liquor Accord and the Maitland Business Chamber, who believe it is effective in curbing late night violence, particularly as revelers move between pubs and clubs on Friday and Saturday nights. The Alcohol Free Zone has been suspended until 9:30pm for New Year’s celebrations, but does not take in the Lorn side of the riverbank.

Hope is here for pre-eclampsia

H

ealth starts even before birth and a new blood test for pre-eclampsia, a severe pregnancy complication linked to high blood pressure, could save hundreds of babies’ lives a year. Findings were published in the American Heart Association Journal. Researchers say the bedside test can give a result in 15 minutes and is able to identify 96 per cent of pregnant women at high risk of the condition. It was developed by British scientists who studied a group of 625 pregnant women from across the UK, 61 per cent of whom were affected by pre-eclampsia. The condition can damage the kidneys, liver and brain and lead to premature delivery, low birthweight and stillbirth. “The test is designed to differentiate women with preeclampsia from those with high blood pressure alone,” Dr Lucy Chappell, senior lecturer in obstetrics at King’s College London, said.

“Current tests for the condition only detect that it’s happening rather than predicting it and, by that time, the disease has progressed and has likely already caused organ damage.” Pre-eclampsia usually strikes during the second half of pregnancy, or soon after a baby is born. Besides high blood pressure, other symptoms include fluid retention, severe headache and vision problems. In very severe cases, pre-eclampsia may cause fits that are life-threatening to mother and baby. The team from Guy’s and St Thomas’ NHS Foundation Trust and King’s College found that women with low levels of protein placental growth factor (PIGF) were very likely to develop pre-eclampsia. Currently the only cure for severe pre-eclampsia is to deliver the baby, regardless of how advanced the pregnancy is. I hope this new test can reduce that rate.

or the past month I have been checking the letter box religiously, every time hoping that a special package I had been waiting for would be inside; the month-long wait was unbearable. We pulled out a sample-sized Le Tan Wash Off can first, spraying it on our arms and marvelling at the natural colour and the convenience of the product – definitely one that we decided we would purchase later. We then had a look at a couple of Paula’s Choice products; Oil Blotting Papers and a full-size Earth Sourced Purely Natural Refreshing Toner. The Inika Vegan Lip Whip in ‘Very Berry’ was next, something that I would also go out of my way to purchase later – the colour was perfect! Both of us were very excited to discover we had a Femme Fatale Mineral Based Eye Shadow, which proved to be long lasting and finally we opened up the bottle of Klorane Shampoo with Nettle.

ove him or hate him, there’s no denying that Rodney Rude is an Australian comedy icon. His brand of ribald humour, first unleashed on the public via his 1984 live album, taps into the inherent larrikinism and goodnatured rebelliousness ingrained in the Australian psyche. While he may be considering giving up the rigours of the road, Rude told TE, ahead of his upcoming Hunter region jaunt, that the time was right for a dose of his comedy. “Never has there been a time in history where people could do with a little bit of nonsensical laughter,” he said. “I mean, just look at all the s**t that’s going on in Canberra – trusting a politician these days is like asking a rat to mind a turd for another rat.” Rude, who has been waging war against the wowsers for more than 30 years, said that the proliferation of political correctness in this country over the past decade or two hasn’t hurt his career, either. “It has helped, absolutely – it gives me a platform to go hard and really kick their arses,” he laughed in his trademark cackle.

“The more politically incorrect the climate becomes, the bigger and better the reaction and it also gives me a neverending source of material.” Rude added that passion for stand-up was just as much about making himself laugh as it was about getting chuckles from his audiences. “I just love nonsense, and I realised very early on that anything with even a small sexual connotation was absolutely hilarious,” he said. “I also get great joy out of just writing jokes and making myself laugh – actually the other night I put on one of my DVDs and found myself giggling away. here’s little denying that, since releasing their debut long player ‘Here Come the Lies’ in 2002, The Drones have been at the forefront of musical adventurism in the Australian music scene. Their sound, almost uncatergorisable switches effortlessly from slightly off-kilter ballads through to full-on rock assaults. However, the band have taken this ethos to the next level with their stunning sixth album, ‘I See Seaweed’ and for frontman Gareth Liddiard, the success of the album was to find the spaces between the notes. The band enlisted the services of keyboard player Steve Hesketh and Liddiard told TE that the addition of the extra member helped immeasurably in fleshing out the Drones sound even further. “Having Steve in the band really frees both Dan [Luscombe, guitar] and I to stop playing – you just can’t underestimate the power of silence” he said. “Also the piano can get away with things that guitars can’t – some things that you are able to get away with on the piano just sound w**ky on the guitar so it also frees us up to go places musically that we couldn’t before. With three draws and a loss to begin the season, coach Gary van Egmond would have been justified in rushing the marquee striker back into the line-up for the clash with Adelaide United at Coopers Stadium, but instead Heskey started from the bench and wasn’t introduced into the game until the 70th minute. Following the 2-1 victory, van Egmond said Heskey was no certainty to return to the starting line-up against the Roar. “It was great to see Emile get some game time. We’ll have a look at how he has pulled up. It’s about rewarding people who have done well, but Emile is our marquee,” he said. Van Egmond felt the team had been building to a win after solid recent efforts. “It was a good performance on the back of two good performances previously. It was very pleasing. “At the end of the day, there is always going to be pressure on the coach to get results. In the first half we probably could have been a few more up.
