ew Nationals candidate for Cessnock Jessica Price-Purnell has responded to claims the party has again “parachuted� a contender into the electorate following the withdrawal of Angry Anderson.

Mr Anderson, born and raised in Victoria, had attracted criticism from current ALP member for Cessnock Clayton Barr and sections of the community over whether he could truly understand specific local issues, having not lived in the region.

The Post understands the Nationals were unable to find a suitable candidate from their membership base of about 50 in the Cessnock region prior to searching further afield for their representative.

Ms Price-Purnell, who was last week unveiled as the replacement for Mr Anderson in the March 28 state election, said she was well aware that the criticism of Mr Anderson’s nomination would be applied to her as well. “I completely understand the frustration some people would have by somebody thinking they can come in from outside the area and represent the community,� Ms Price-Purnell said. “But I have spent a lot of time in the Hunter Valley and a lot of the major issues for the people of Cessnock, like education and health, are things that I understand.�

She is vice-chairman of the NSW Young Nationals and secretary of the federal Young Nationals.

Ms Price-Purnell said a school excursion to Parliament House in Canberra as a 12-year-old had ignited a passion for politics. “It was back when John Howard was Prime Minister; it’s probably not the typical thing for a

12-year-old to become obsessed by,� she said.

With Cessnock having been held by Labor members for all but three of the past 100 hundred years, Ms Price-Purnell appreciated the difficulty of wresting the seat from Mr Barr. “We are well and truly the underdogs,� she said. “But we just want to give the people of Cessnock a logical choice.�

When announcing Ms Price-Purnell’s candidacy last week, Nationals state director Ben Franklin said the people of the Cessnock electorate had endured “decades of neglect from successive complacent Labor MPs�.

Ms Price-Purnell cited Mr Barr’s pledge to push for a new, larger police station for Cessnock. “While I understand that being in opposition has made it more difficult for Clayton to get things done in this term, Labor were in government for 16 years prior to that.�

Mr Barr rejected the suggestion he and the Labor Party had not delivered results for Cessnock. “The National Party suggest that Cessnock is neglected by Labor but for the people who live here and benefit from $1.7 billion Hunter Expressway every day, it is not too hard to think of significant infrastructure delivered by Labor in recent years,�

Mr Barr said. “In addition to that, funding into education facilities such as TAFE, funding for the health needs of our community including mental health, and ensuring that workers injured in the workplace are covered and cared for, these are all evidence that Labor doesn’t neglect Cessnock.�

There is great merit in the recommendations about teacher training issued last week but with all good ideas there is always a catch, and in this case it’s all about “show me the money”.

The recommendations in a review of teacher education, led by Australian Catholic University vice-chancellor Greg Craven, are desperately needed to lift the standards.

However, it remains to be seen if Federal Education Minister Christopher Pyne will use the review as an ideological battle or if this government will spend the money necessary to implement the training recommendations and Gonksi funding formula.

Dr Craven’s report recommends teachers undergo basic literacy and numeracy tests before graduating to the classroom; raising teacher training standards at university; ensuring teachers are “classroom-ready”; more rigorous selection of trainee teachers; partnering of schools with universities with evidence-based courses and a significant number of staff with recent classroom experience; and that admission be based on academic skill and classroom suitability.

This government can find funds to employ 3000 more scripture teachers, when teachers I worked with need more specialist support from trained experts who can help those many children facing often multiple barriers to learning.

Also, a teacher can be incredibly gifted and able but if they can’t be the alpha wolf in the room, they will often get eaten alive. That, though, is more often than not the fault of parents, those who neglect but also those “helicopter” people who teach children all their rights but nothing about responsibility.

So Mr Pyne, if you are going to win support for these reforms from teachers - at least those who would support a merit system and be glad to see the back of the tiny minority of colleagues who are lazy or incompetent - you must find the money to do it properly.

Australia aspires to the high standard of teaching and learning of those Scandanavian and Asian systems whose students lead the world in results, but in those countries the teachers are very highly paid and publicly respected.

The majority of fine young people I met, already coming from much more rigorous and demanding initial and ongoing professional development, might just support these reforms if they knew that the financial and personal rewards will be good enough to make them stay.

Council organises forum to discuss worries over water and coal seam gas PAUL MONFORTE

he controversial topic of coal seam gas exploration will be explored in depth at a community forum hosted by Cessnock City Council on February 26.

The three-hour forum will feature presentations from council’s natural environment planner Ian Turnbull, University of Newcastle Professor of Environmental Engineering Garry Willgoose, AGL Group general manager of upstream gas Mike Moraza and community representative John Edye, from Wollombi Progress Association.

The speakers will then answer questions from the community on a panel with council acting general manager Gareth Curtis.

Mr Edye told The Post there was great concern in the Hunter Valley about the effects of coal seam gas drilling on valuable aquifers in the area.

“The ancient aquifer on Mangrove Mountain, for example, contains water as pure as you would find anywhere in the world,” Mr Edye said.

“There is a lot of misinformation put out by gas companies and the government over this type of mining.”

“It’s an opportunity for social interaction and it’s the only time some of these people get out of the house.”

Burning issue in Valley to get airing

A modification to an approved new subdivision in Maitland Vale has drawn the ire of two city councillors.

Councillors Loretta Baker and Ben Whiting voted against the application to amend the staging and increase the lot yield of the Mount Harris Drive development, which will see the number of lots increase from 67 to 78.

Cr Baker said she was concerned about the subdivision’s proximity to a rail line and the associated health effects.

“I don’t think we should be putting any more people in this zone,” Cr Baker said.

“If you can’t open your window you can’t go outside either.

“It’s poor-quality housing.”

Pharmacist backs plan to make vaccinations available

new library for central Maitland will be on the agenda for Greens candidate John Brown if he is elected in March.

“The population is growing so rapidly in Maitland and I think that we’ve actually outgrown this library,” Mr Brown told The Hunter Post.

“We need a bigger library in central Maitland incorporating things like a café and meeting rooms.”

Mr Brown said he would place pressure on the government to improve library services.

“We can’t influence that in State Government, but we can pressure governments to do these sorts of things,” he said.

Mr Brown, a foundation member of Friends of Maitland Library, said that he would also like to see state funding for public libraries increased.

According to the State Library of NSW, in the past 25 years the state’s contribution dropped from 23.6 per cent of total library funding to only 7.1 per cent.

Liberal candidate Steve Thomson said that as a council-run facility, Maitland City Council would need to be involved in any attempt to secure more funding.

eceiving a flu vaccination could become more convenient under a Labor plan to allow trained pharmacists to administer the shots.

Labor’s Maitland candidate Jenny Aitchison was joined by pharmacist Stephen Boyle of Thornton’s Discount Drug Store to make the announcement.

Mr Boyle said that vaccination rates need to rise to protect the whole community.

“The vaccination needs to be widespread and while doctors are able to give free vaccines to high-risk people, we want to get the vaccines to the rest of the community,” Mr Boyle said.

“This is not to take patients away from doctors, it’s to vaccinate the people who aren’t getting vaccinated.”

Ms Aitchison said that this would be a good way to get to people who normally wouldn’t see a doctor.

All pharmacists who choose to administer the vaccines would be required to undertake a two-day training course accredited by NSW Health.

Independent candidate Philip Penfold said he would support the policy.

“This is a good policy which I would support, subject to proper regulation and as long as safe health practices could be ensured,” Mr Penfold said.

“It would greatly assist overall vaccination rates and general health.”

Council in planning stage of making access to river safer

Councillors voted unanimously last week to endorse the findings of a study into river access, after previously identifying a need to increase recreational access points to the Hunter River.

Councillor Loretta Baker said that formalising the access would make the already popular areas safer.

“We have a lot of people using the river in any way they can, with rope swings and bodyboards,” Cr Baker said.

“It will be a lot safer when we’re finished with this master plan.”

Council community and recreation manager Lynn Morton said the plans would be completed in six to nine months.

aitland City Council has received a $1.2 million State Government grant to purchase green waste

bins.

This will enable a free 240-litre organic waste bin to be provided to 28,000 local households ahead of the service’s projected kick-off date of July 4, 2016.

The collection and processing of the green waste is currently out to tender.

The contract is set to cover Cessnock and Singleton in addition to Maitland.

Council’s general manager David Evans said that the grant would make the service cheaper for residents.

“This grant actually helps keep the cost of the service down for the residents that are going to use it,” Mr Evan said.

“The bins are now paid for essentially so we don’t have to factor that into the service cost.”

The introduction of the green bins could help divert 5000 tonnes of green waste.

Ms Berejiklian visited Maitland last week with the seatâ&#x20AC;&#x2122;s Liberal candidate Steve Thomson to announce that the government had completed its $5 million refurbishment of Hunter train carriages, but no new announcements were made.

It was the second time she had visited Maitland since receiving the portfolio in NSW Premier Mike Bairdâ&#x20AC;&#x2122;s April, 2014, cabinet reshuffle. She last visited at the end of that same month, making the announcement of the carriage refurbishment at the time.

hornton’s Siobhann Redman will soon rub shoulders with some of the best after being named as finalist in the Fonterra Proud to be a Chef competition.

Next week the 20-year-old will spend three days in Melbourne with 31 other finalists for master classes and networking, before cooking her own recipe.

She will attempt to win a $7500 international placement by preparing coconut panna cotta with pineapple, raspberries and lemon curd.

“It takes about two hours to make but that includes everything having to set,” she said.

“I came up with it by just thinking about all the different flavours that I like.

“So I tried them all out and they worked.”

If she is successful, Ms Redman said that she would like to study pastry cooking in France.

“I love the different textures and flavours,” she said.

“I also really love the way you can present things.”

Ms Redman has just completed her chef’s apprenticeship and now works at Restaurant Mason in Newcastle.

Turning back Time

Need for SES grew from the ’55 flood One body needed to be in charge during disaster, writes Melissah Comber.

The SES in the Hunter has about 600 volunteers on standby for emergencies

T

he State Emergency Service is inarguably a valuable resource during floods and in the aftermath of storms and other natural disasters, with 600 volunteers in the Hunter region alone responding to more than 1000 call-outs each year. But if it weren’t for the Hunter flood of 1955 the SES might not even exist.

At the time, with no formalised system of management in place, organisations working in Maitland did the best they could. The police, army in DUKWs (an amphibious vehicle, pronounced ‘duck’) and Newcastle surf clubs each undertook their own rescue efforts, but it became clear that an overarching agency would need to take responsibility for future events, with assistance provided by trained volunteers.

So in April, 1955, the State Emergency Services was formed, but with tensions escalating in the Cold War, which was also occurring at the time, the government decided there was also a need for an organisation that would be able to prepare for, and deal with, nuclear fallout.

In September, 1955, this new organisation absorbed the SES under the banner of Civil Defence.

“Civil Defence was looking at preparing people for nuclear fallout, teaching people how to dig bomb shelters, all those things people used to do during the war,” SES Hunter region deputy controller Ken Speer explained.

“As the Cold War progressed they drifted away from that.

“We were the State Emergency Services and Civil Defence [under a 1972 piece of legislation] then it dropped back to State Emergency Service, no ‘s’ on the end.”

This occurred in 1989 with the passing of the State Emergency Service Act. The SES is now the “combat organisation” legislated to be in charge for floods, storms and tsunamis.

There are now 30 floodboats in the region, which stretches across nine council areas from Port Stephens to Lake Macquarie and west to the Upper Hunter Shire, with seven of these in Maitland.

Volunteers assist with evacuations, move furniture and livestock, provide warnings and help people to prepare for natural disasters.

“It certainly has progressed and there’s been a lot more equipment provided over the years,” Mr Speer said.

“Obviously we can’t deal with a significant flood with 600 volunteers so, as we did in 2007, we’d call in other SES resources.

“In 2007 we had resources from NSW, the ACT, South Australia, Victoria and Queensland who all came in to give us a hand.”

It’s hard now to imagine getting through a major storm or flood event without the assistance of the SES but Mr Speer said he believed the city would manage.

“The emergency services were involved in 1955 and they would certainly take it on again if the SES weren’t here,” he said.

“The community rallied in 1955 and the community would rally again.”

The SES will be holding three floodsafe workshops, providing free advice on how to develop an emergency plan and information on local flood risks.

The workshops will be held today (Wednesday) at 5pm, tomorrow at 10am and Saturday at 10am.

As part of National Crime Stoppers Day on Monday, police encouraged the community to “Save the Number to Save the Day.” The focus of this year’s National Crime Stoppers Day is to seek community support in combating the effect of prohibited drugs, particularly methylamphetamine, also known as ice.

Operational Communication and Information Commander Assistant Commissioner Peter Barrie said Crime Stoppers had become an integral part of policing in NSW. “We’ve seen many benefits of Crime Stoppers including reports that have helped police detect and dismantle clandestine labs used for the manufacture of illegal drugs like ice,” Assistant Commissioner Barrie said.

Callers can remain anonymous when providing information to Crime Stoppers, which they can do via phone, online report, email, fax or letter.

“Since its inception, Crime Stoppers has grown exponentially, with more than 76,000 contacts to NSW Crime Stoppers during 2014.”

World Cup fever runneth over in visit by former Aussie quick PAUL MONFORTE

CC World Cricket Cup fever hit Cessnock last week when the Destination NSW Home Ground Cricket Tour visited Turner Park at the end of a 27-town NSW tour.

Former Australian fast bowler Nathan Bracken was on hand to teach students from Cessnock Public School and Cessnock High School the finer points of the game while reminiscing about his experience as part of World Cup-winning teams in 2003 and 2007.

Bracken told The Post it was great for regional communities to feel like part of the World Cup. “Normally you’d only find these type of events in the major capitals cities or at the grounds on game day,” Bracken said.

The students were able to test their batting and bowling skills in inflatable cricket nets and view World Cup memorabilia on loan from the Bradman Museum in Bowral.

Items on display included hats and helmets used by Australian players in the 1992 World Cup - the last time the event was held in Australia and New Zealand - and the ball used in the 1999 final in England, won by Australia over Pakistan.

The travelling roadshow also featured a giant screen showing highlights from previous World Cups.

The match appeared headed for a scoreless draw before the Wanderers’ Brendon Santalab converted a penalty following a handball from Newcastle’s Daniel Mullen.

The Jets pushed hard in the search for an equaliser and secured a penalty of their own after the ball struck the arm of Western Sydney’s Antony Golec.

South Korean import Lee Ki-Je, who had been with the club for less than two weeks, calmly got the home side back on level terms.

“We didn’t get the three points but in terms of how the team played I think last week we were terrible unlucky to lose but, again, it’s another credit to what we’re preaching to the playing group,” Stubbins said.

“It’s great to see Ki-Je finally have a run for the team. To score the goal like he did and perform like he did would suggest to everyone we’ve got our own gem there at 23 years of age.”

The Jets are off across the Tasman this weekend for the clash with Wellington Phoenix at 3pm (Australian time) on Saturday afternoon.

The match will be played at the Hutt Recreational Ground instead of Westpac Stadium.

The tournament began last Saturday and continues until March 28.

Bracken felt South Africa and New Zealand will prove the main challengers to Australia.

“We think our pace attack is pretty good here in Australia but then you look at South Africa with Dale Steyn, Vernon Philander, Morne Morkel and Wayne Parnell. Steyn is just the best bowler in all forms of cricket at the moment,” Bracken said.

“New Zealand are in great form and they will play nearly all their matches at home, which is a huge advantage.”

Competition for spots in Knights' starting side hots up after young guns go well in coast trial PAUL MONFORTE

ompetition for places in the Knights' opening-round NRL clash with the Warriors on March 7 has intensified after impressive displays from the club’s extended squad in Wauchope last weekend.

The Knights took on the Port Macquarie Sharks in the opening half, winning 54-0 then played the Wauchope Blues in the second half, coming away with a 32-0 victory.

A number of fringe first-graders were given their chance to impress, with Joey Leilua and Kade Snowden the only players all but guaranteed a spot for the season-opener against the Warriors at Hunter Stadium.

Tyler Randell, more widely known as a hooker, filled in at five-eighth for the Knights after new recruit Carlos Tuimavave was injured in the NRL Nines tournament a week earlier.

Randell gave coach Rick Stone plenty of food for thought, scoring 28 points from three tries and eight goals in a dominant display.

“I ended up playing nearly the whole game.

It was definitely a lot different to the Nines, but it was good to get out there for a hit-out,” Randell said.

“I was pretty happy with the game, but there’s a few things I still want to work on.”

“There were a lot errors early on in the game but we sort of found our groove in both halves and ended up putting a couple of tries on,” Mamo said.

“It was slow out on the wing in the couple of quarters but then I got the opportunity as fullback in the third quarter and I was happy there and got a little bit more involved.”

The Knights’ depth in outside backs means Mamo is unlikely to start the season in first grade, with suggestions captain Kurt Gidley

will play fullback after Darius Boyd's exit.

Representative wingers James McManus and Akuila Uate are expected to start while Dane Gagai and Joey Leilua are all but guaranteed spots in the centres.

There were two injury scares for the Knights with Pat Mata’utia later cleared of a fractured ankle and young half Jaelen Feeney undergoing scans on an elbow injury.

Stone has selected a full-strength line-up for this weekend’s final trial against the Canberra Raiders in Queanbeyan on Saturday.
