aitland City Council may soon have another weapon at its disposal in the fight against vandals with Council investigating the implementation of a graffiti tracking smartphone app called VandalTrak. The app allows members of the public to snap photos of graffiti in the
community and upload the pictures to an online database where they are logged by location and catalogued by the characteristics of the tag and provided to police, the council and other organisations like Rotary Clubs and utility companies. Authorities can then match similar tags and use the photos as evidence when charging vandals. The app is credited for a 49 per cent reduction in the instance of graffiti in the western Sydney suburb of
Quakers Hill and police in Gosford on the State’s Central Coast recently charged a teen with malicious damage with evidence gathered through the app. Maitland Councillor Henry Meskauskas, who put forward the motion that Council look into adopting the app, believes similar results could be achieved in Maitland. “There are certainly runs on the board with other Councils and good
results in a number of police LACs,” he said. “Maitland police have welcomed this app with open arms.” Cr Meskauskas said although Council would pay $3,000 for a license to use the app, this figure was far less than the six figure sum Council spends on removing graffiti each year. A report on the implementation of the app will be brought back to council in a month’s time.

he reaction to last week’s Federal Budget has been mixed, to say the least. Many commentators have called it disappointing or timid; while others, like our own columnist, Laura Jayes, have described it as unusual. Unusual, because, for an election year, it is a budget heavy on cuts (and cuts to the heart of the family budget at that, the most risky cuts a Government can make) and is light on the usual pre-election sweeteners and incentives. But, in all the talk about this ‘disappointing’ Budget, what exactly is the problem with not bribing voters with the nation’s funds? Even the Opposition is in agreeance with a number of measures outlined in the Budget papers, with Opposition Leader, Tony Abbott, saying he will honour the cuts to the Baby Bonus, pension increases and disability care funding should the Coalition get through in September. For the Hunter, the major wins include education funding linked to the Gonski reforms, funding to roll out disability care services and the pilot of a new program to train the next generation of apprentices. Hunter to benefit from funding for apprenticeships and disability care

he Federal Government continues to receive mixed reviews over its toughest and tightest Budget to date, and the reaction across the Hunter has been no different. Defending the Budget, which was handed down last week, Hunter MP, Joel Fitzgibbon, highlighted the $45 million allocated to resolving Scone’s level rail crossing problem as a win for the region. However Liberal Paterson MP, Bob Baldwin, said the Budget delivers “more chaos, debt and spin”. In his sixth Budget, Treasurer Wayne Swan controversially targeted a number of family payments and benefits, in order to create savings: the Baby Bonus was scrapped, while the clear winners were education and Labor’s DisabilityCare package. One local body, the Hunter Valley Training Company (HVTC), is pleased about continued funding for apprenticeship and traineeship programs but has cautioned against plans for alternative apprenticeship models that reduce on the job training. As part of the Budget, the Government announced a $69 million four-year pilot of an Alternative Pathway to the Trades Program. HVTC CEO, Sharon Smith, said the Government should proceed carefully to ensure on-the-job training isn’t discounted

focus needs to be firmly on continuing to provide and deliver a skilled workforce for Australia’s future.” Nineteen-year-old second-year electrical apprentice, Kurt Linter, agreed the practical component of an
apprenticeship was absolutely critical. “I think you learn a lot quicker being on the job,” Mr Linter said. “You’ve got to be able to see it and work with a motor to really understand what you’re doing – you can’t just read about it.”

Calls for State policy to recognise higher car ownership in Maitland Amelia Parrott

aitland City Council will write to the NSW Department of Planning and Infrastructure requesting that current State planning policy be amended to give Council greater discretion when it comes to parking provisions for affordable housing developments. Councillor Bob Geoghegan stated his intention to put forward a motion requesting a change to the State Environmental Planning Policy (SEPP) (Affordable Rental Housing) 2009 early last month but the motion was only put to councillors last Tuesday night. Cr Geoghegan said minimum onsite parking provisions needed to more accurately reflect the higher rates on car ownership in rural parts of the State. “There needs to be discretion for council to put in use our local knowledge when it comes to parking in affordable housing developments,” he said. “There is much higher car ownership in places like Maitland and it seems like the current SEPP is more geared at places like Sydney.” Councillors Steve Procter and Arch Humphrey raised concerns that the added cost of parking would drive developers away. The motion passed without the support of Cr Humphrey and Cr Brian Burke.

No sweeteners in a bitter election year
W
ayne Swan’s sixth Budget is not the saviour. It’s not a typical election year Budget either, with an almost $20 billion deficit, tax hikes and cuts to families. With the election looming, it’s weird and, in some ways, brave. Weird, because there’s no sweeteners, no sugar hits to add some spice to a campaign that will desperately need it. Brave, because Wayne Swan is asking the already fed-up electorate to ‘trust him’ and put the nation’s interest first. The Baby Bonus will not be missed by economists and business, but 28,000 families now out of the eligibility criteria under Family Tax Benefit A will certainly feel the pinch – this, Labor’s philosophical and traditional base. With a primary poll level hanging around the 30 per cent mark, perhaps they’ve already gone elsewhere. So, for the Gillard government, it all hangs on two reforms that won’t benefit voters for years to come. The National Disability Insurance Scheme doesn’t fully swing into action for at least five years, and the Gonski education funding is far from having agreement with most of the States. The other big spend is roads. We’ve already seen $1.8 billion for West Connex – but don’t hold your breath on this one, it
remains a pipe dream for now. While Tony Abbott has said he is unlikely to reinstate the Baby Bonus, it remains to be seen what may change come September. I know most of you won’t pick up a Budget paper and read through the volumes – so here are some announcements that won’t get much of a run, but have raised an eyebrow with me. WASTE: Referendum on the recognition of local government in the Constitution – a cost of $55.6 million. EXTRAVAGANT: “Australia week” in China – a party to promote Australian business and tourism in Shanghai at a cost of $1.8 million. EXPENSIVE: ACCC will investigate excessive mobile roaming charges between Australia and New Zealand. It could mean mobile phone calls made from NZ on an Australia network will no longer attract expensive fees. Good for anyone who travels for business, but the cost is $1.3 million. VAGUE: Treasury portfolio will be “strengthened” so the department can be better prepared to engage in the Asian region – at a cost of $9.8 million. WORTHY: “Support” for Australia’s membership of the UN Security Council – at a cost of $30.7 million. POLITICAL: 457 Visa applications charge will increase to $900 (from $450) – raising $198 million.

niversity of Newcastle researchers are asking new mums to reflect on their pregnancy and post-birth experience to help researchers design a healthy lifestyle program for other mothers-to-be. Women who have given birth in the last five years are being asked to tell researchers what they think about the need for advice on nutrition, lifestyle behaviours and weight change during pregnancy and once their baby is born. “We know that it’s very common for women to gain weight during the years when they’re having children and raising a family,” explains Dr Lesley MacDonaldWicks. “While they’re also very short on time, many do use the internet to seek advice on a range of things. However, we don’t know how they feel about this weight gain or whether they received enough advice and support. “Mums know best and we want to find out what advice new mothers have received and what advice they wish they had received on healthy weight gain during pregnancy, as well as ways to assist with losing weight once the baby is born.” The results of the survey will help researchers develop a healthy lifestyle program for new mothers, building on

fter wowing both pundits and punters alike with their beautifully lilting sophomore album ‘Earnest’, Melbourne-based alt.country outfit The Stillsons are set to release album number three, ‘Never Go Your Way’ and, if the lead single ‘Break and Keel’ is anything to go by, then it’s going to be an absolute cracker. The song is the first single from the band to be written and sung by drummer Cat Canteri and she told TE that the band were quite chuffed to have the song in the ether. “Yeah we’re all pretty stoked with the result – we’re really quite proud of the track,” she said. Canteri said the song was essentially a teaser of what people
could expect from the album – a similar alt. country vibe (with refreshing flourished of roosty folk) but tempered with a much rockier edge – something, Canteri added, that was a side-effect of the amount of regional touring the band has done. “I’d say, because we do a lot of shows in country towns and regional Australia, the new songs are much more reflective of that,” she said. “Audiences in those areas tend to want to get up and dance so as a result this album has a much more rockier edge than ‘Earnest’ and [first album] ‘Circus’. “A lot of the songs on the album had crept into the set while we were on tour promoting ‘Earnest’ as playing in country towns often requires playing longer sets, so by the time we got around to recording all of the stuff had been pretty well tried and tested on the road.”
While Canteri said the band were both humbled and intensely proud of the reception ‘Earnest’ received (ABC Australia, DIG, Gold Coast, Bendigo and Radio Adelaide album of the week and Best of the Week in the Sydney Morning Herald) they felt little or no pressure to replicate earlier successes with the third album. “We were both really surprised and humbled with the way that record was received and, fingers crossed, people will take to the new one just as well,” she said. “That said, for us it’s more of a case of just getting in there and doing what feels right. “There is a kind of a freedom of expression rule in The Stillsons – no-one tells anyone what they should be playing – it’s kind of intuitive.” Catch The Stillsons when they play at The Grand Junction Hotel, Maitland on Sunday, May 26.

he 2013 Tooheys Cup continued to produce great quality rugby league last weekend in Round 6. With the Newcastle Rebels representative side selected, the jockeying for positions on the Premiership ladder will now be on in earnest from this weekend. Round 7 sees three games on the Saturday. At Maitland Sports Ground at 3pm, the resurgent Maitland Pickers will be desperate to continue on their winning way against the luckless Lakes United. The Seagulls again showed enough in their loss to Cessnock to suggest a win is not far away. The Pickers have plenty to play for as they look to go into their traditional local derby against Kurri next week on the back of three straight wins and a bye. Also at Cessnock Sportsground at 3pm on Saturday the Goannas will go in with renewed confidence after back-to-back wins to kick start their season. However, Central Newcastle are a very different proposition in 2013 compared with recent years and this clash should be an absolute beauty. The Butcher Boys showed enough against unbeaten leaders Macquarie last weekend to suggest they are real finals contenders in 2013 under the astute guidance of Paul Davis.
Finally on Saturday at 3pm, Macquarie Scorpions will welcome the improving Kurri Kurri side to Peacock Field. Noel Dent has got the Scorps firing at this stage; however the next three rounds facing the Bulldogs followed by Souths and Wests will reveal to all whether the Scorpions are the real deal in 2013. George Ndeira now has the Kurri side travelling well and this clash should be worth watching for the full 80 minutes. In the Match of the Round on Sunday, Western Suburbs will be desperate to bounce back after back-to-back losses against Central Newcastle and Kurri Kurri when they take on South Newcastle. Coach Craig Miller will be hoping to get a few troops back this week to take on the Lions who are fresh from the bye. This is always an intense battle between these two and there is nothing to suggest Sunday will be any different. Don’t forget this will be the clash to be live streamed on the Newcastle Rugby League website. he past month has been huge for our very own Marion Crump. After being one of the successful skippers in winning the Hunter District Grade 2 Pennant, Marion travelled to Warilla for the Ladies Australian Indoor Singles Qualifying tournament. Marion was successful in winning through these qualifying rounds and gained a place in the prestigious Australian Indoor Singles Championship to be played at Tweed Heads in July. While Marion was qualifying for the Australian Indoors, her good form caught the eye of the NSW Selectors and now she has gained the honour of being selected to represent NSW Country up at the Port Macquarie Club, Port City on August 23-24 and 25. Marion has previously experienced playing at the top level, when in 2011 she won through to the semi-finals of the NSWWBA State Champion of Champion

Both men are looking for sponsors for each kilo lost and all of the money raised will go to the worthy charity of Ovarian Cancer Awareness. Netball icon’s search for the Hunter’s true Netball stars

ustralian Netball icon Liz Ellis on the hunt for the Hunter’s unsung heroes of the sport – the thousands of Netball mums who ferry their kids around to games and support their talent. “Between umpiring, washing the uniforms, tending to scraped knees, keeping score and leading the cheer squads, mums are there game in, game out,” Ellis said this week. “When my mum signed me up for playing netball when I was seven and my sister a few years later, I don’t think she had any inkling that she would still be following first her daughters and now her granddaughters around all these years later.” Ellis credits the support and encouragement of her mum, Margaret, as instrumental to the development of her professional Netball career, and said she would be looking for mothers who display the same qualities when judging this year’s entries.
