housands of Lake Macquarie residents with a disability will soon be able to enjoy increased freedom and independence, with the National Disability Insurance Scheme (NDIS) trial site expanding from Newcastle into Lake Macquarie.

NSW Minister for Disability Services, John Ajaka launched phase two of the scheme at Caves Beachside Hotel last week. “I am pleased we are moving onto the second phase of the trial because it means we are getting on with the job of delivering better services to our most vulnerable,� Mr Ajaka said. “The whole state should be proud of the good progress the NDIS roll-out has achieved to date.�

National Disability Insurance Agency CEO, David Bowen said the scheme was being rolled out on time and below budget. “We’ve probably topped 2,500 [people in the scheme] in the local area,� he said. “The good news is the scheme is on time, we’re getting people in at the rate we were expecting, the scheme is actually under budget, the one that gives me the greatest amount of pleasure is that the satisfaction rating from the people who have been through the scheme is enormously high.�

Mr Bowen said anonymous surveying revealed only 2.5 per cent of people with a disability receiving funding through the NDIS were dissatisfied or very dissatisfied with the scheme. Christine Conway, a client of Newcastle-based disability

More than 2,000 Lake Macquarie-based participants are expected to start receiving benefits through NDIS over the next 12 months.

Debate has been raging in recent days over whether corporal punishment should be re-introduced to schools.

Initially I thought the idea had some merit as I thought back to my school days and seeing some of the behaviour that went on with no real threat of consequences.

Corporal punishment was gone by the time I was going through school, so perhaps I’m not qualified to judge whether it was an effective form of punishment.

I certainly think it would have been quite a deterrent, even if it was used only in the most extreme of cases. But in this day and age where teachers are barely allowed to yell at students or give them detention, I can’t see the suggestion gathering widespread support.

If it was put forward as a policy, the idea would be quickly shot down by public outrage and threats of assault charges against teachers.

Figures from the NSW Department of Education show school suspensions have increased by 35 per cent.

Either kids are misbehaving more than ever or schools are getting tougher in their punishments.

I don’t know how seriously some students view suspensions. It certainly would have put the wind up me if I had been in that situation, but a few days off school is probably not seen by them as a bad thing. Hopefully these students

have parents or carers that can get the message through that suspensions are one stop short of an expulsion and that can really interfere with your future prospects.

I can’t see the idea gathering widespread support

There’s a bit of fear amongst Knights supporters at the moment with news that British billionaire Marwan Koukash is interested in purchasing the club. Mr Koukash is believed to be worth something in the order of $3 billion after setting up a successful corporate training company in the ‘90s.

He owns a large number of racehorses as well as the Salford Red Devils, who play in the English Super League. Mr Koukash took over Salford last year after the club was headed for extinction over money owed to the British tax office and has set about significantly improving the playing squad.

League fans will recognise names such as Adrian Morley, Kevin Locke, Jake Mullaney, Junior Sau and Francis Meli amongst their lineup. Knights halfback Michael Dobson is heading there next season. He would certainly start from a better base here in Newcastle. A one-team city, crowds in the order of 20,000 as opposed to Salford’s biggest crowd this season of 7000.

It’s natural that there would be some reluctance to go down the path of private ownership again but I think he at least deserves the chance to put his case forward.

Whitebridge attack Teenage girl attacked on busy street during daylight @amelia_parrott

Tumpoa Street, Whitebridge, near where a 16-year-old girl was indecently assaulted last week morning peak near a busy road was of particular concern to police.

“Obviously it’s concerning, it would be silly to say it wasn’t,” she said.

“We’re hoping to hear from people who may have been in the area at the time, perhaps dropping the kids off at school.”

The man is described as being in his 40s with a chubby build.

He was wearing a plain black hooded jumper with a pocket on the front, dark blue jeans and black joggers at the time of the alleged assault.

Police are appealing for anyone who may have witnessed the incident to contact Crime Stoppers on 1800 333 000 or report any information online at www1.police. nsw.gov.au.

A

16-year-old school girl has been indecently assaulted in a broad daylight attack in Whitebridge.

This incident happened just after 9am last Wednesday, as the girl walked to school at Whitebridge High School.

After getting off her bus and making a quick stop into the Whitebridge shops at about 9:15am, the teen noticed a man walking behind her as she walked along Lonus Avenue.

On Tumpoa Street, as she approached the school, she noticed the man was very close to her.

The man then placed his arm around the girl’s neck and allegedly indecently assaulted the teenager.

The girl screamed to be left alone and elbowed the man in the face and stomach.

She was then able to break free and run to school, where she reported the matter.

Officers from Lake Macquarie Local Area Command are investigating the incident and are appealing for anyone who may have witnessed the attack to come forward.

Acting Inspector Anita Kruse said the fact the incident occurred during the

Port Waratah Coal Services (PWCS) will cut more than 30 jobs across its Kooragang and Carrington coal terminals in response to what it calls challenging economic conditions brought about by low coal prices and a high Australian dollar.

PWCS CEO, Hennie du Plooy said the 34 redundancies were part of a larger, ongoing review to increase efficiency and reduce costs within the business.

“Port Waratah is just like any other service provider to the Hunter Valley coal industry,” he said.

“We are working very hard to ensure that the cost of our services are consistent with the very challenging economic conditions being experienced as a result of low coal prices and the strong Australia dollar.”

Despite a difficult economic climate, Mr du Plooy said it was important the organisation still plan for the future.

“Right now we are in a situation where we need to respond to the short-term economic conditions affecting our industry, but we also need to plan for the long term, ensuring we are positioned to deliver growth capacity should the industry require it in the future.”

The Planning Assessment Commission will hold a public hearing in Newcastle next month to discuss the impacts of PWCS’s proposed T4 coal-loader.

The hearing comes after intense public outcry following the Department of Planning’s recommendation that PWCS pay just $528,140 in developer levies to Newcastle City Council on the $4.8 billion plan.

he Planning Assessment Commission will hold a public hearing in Newcastle next month, looking into Port Waratah Coal Services’ controversial T4 proposal.

The hearing was called of the back of a recommendation from the Department of Planning, which could see the proponents receive a major discount on the cost of the $4.8 billion new coal loader, robbing the City of Newcastle of $47.5 million in developer levies.

The terms of reference for the commission will focus on the potential noise, traffic and environmental impacts of the terminal.

Port Waratah Coal Services welcomed the announcement. “We welcome this next step forward in the process,” Port Waratah Coal Services general manager development, Terry Tynan said.

“The six-weeks notice period for public hearings is another sign that this project is being submitted to a rigorous assessment process, which to date has included significant input from the local community and other stakeholders.”

The hearing will be chaired by Paul Forward, the former chair of

Port Waratah Coal Service’s T4 coal-loader will be the subject of an independent review next month AUSTROADS, CEO of the NSWRTA and director of Sydney Water.

The former director general of the NSW National Parks and Wildlife Service and executive director operations at the Environmental Protection Authority, Brian Gilligan, and the former deputy director general of the Department of Environment Climate Change and Water, Joe Woodward, will also hear submissions as part of the review.

ewcastle’s traffic trouble spots are currently being put under the microscope, with Roads and Maritime Services (RMS) and the NRMA simultaneously conducting studies into the city’s worst roads.

The RMS has published a list of 23 pinch-points as part of its Inner Newcastle Traffic Study, which is currently on public exhibition.

Locations highlighted include University Drive, the Jesmond roundabout, Stewart Avenue, Lookout Road, and the Newcastle Road and Croudace Street intersection.

Newcastle MP, Tim Owen encouraged local motorists to get involved in the study by providing feedback.

“We’re looking for information from road users about queuing and delays at the identified sites and any solutions the community can think of to make their journey a better one,” he said.

“When the study is complete, a prioritised list of potential projects will be considered for future funding.”

Meanwhile, the NRMA has launched its annual Seeing Red on Roads campaign, in an attempt to identify the worst roads in NSW. NRMA president, Kyle Loades said it was important that the community let governments know which roads were a priority.

“Following the Seeing Red on Roads campaign over the past few years, we have seen some real progress from the NSW and Australian governments to upgrade some of the most dangerous sections of road in the state,” he said.

“We also know that some of the most congested and dangerous areas on our roads are in suburban streets, intersections and roundabouts.

“With the community’s support we can help ensure that NSW gets better, safer roads.”

abor candidate for Newcastle, Tim Crakanthorp has outlined his vision for Newcastle, including a greater emphasis on the city’s heritage and increased collaboration between the community and developers.

There was an element of entering the lions’ den when Mr Crakanthorp, who is against high-rise development in the East End and cutting the heavy rail line at Wickham, took to the microphone at last week’s Property Council of Australia meeting at Newcastle City Hall, laying down his views on affordable housing, public transport and the revitalisation of Newcastle’s CBD. Mr Crakanthorp said community consultation was key to achieving the best possible outcomes from the city’s urban renewal.

“It is only with the transparency of consultation that we can deliver an end product that embraces the heritage of the city and at the same time, delivers services and new facilities that will create reasons for people to come into our CBD,” he said.

“Urban renewal includes the preservation and enhancement of significant historic quarters in Newcastle.”

Mr Crakanthorp called out the GPT/ UrbanGrowth NSW development in the East End, criticising the height of the development and saying high-rise development would kill off the funky, lively and vibrant vibe that had developed in the precinct over recent years.

He also highlighted the need to keep the heavy rail line into Newcastle with more residential development taking place in the CBD. “I personally don’t believe it makes sense to put 500 new units in the CBD… 60 students and academics, new law courts, with little or no parking and then take out the mass transit system leading in and out of the city,” he said.

One member of the Property Council attacked Mr Crakanthorp’s suggestion that a multi-level parking station be built at Honeysuckle, arguing that it was a Labor government that knocked that idea on its head.

Robinson Property director, Guy Robinson claimed rental prices had gone up 50 per cent prior to Member for Newcastle, Tim Owen and Newcastle Lord Mayor, Jeff McCloy entering government and urged Mr Crakanthorp to consider development that is “feasible” rather than “wonderful” should he be successful at next year’s state election.

or most of us, getting back to nature means a weekend camping trip, but for Newcastle’s Claire Dunn it means something much more.

Burnt out by her high pressure job with the Wilderness Society, the Woodville-raised Ms Dunn threw it all in and retreated to the bush for a year in 2010, building her own shelter and catching some of her food in an experience she has chronicled in her book, My Year Without Matches: Escaping the City in Search of the Wild.

“It had been a passion for so many years, but I found I was becoming disconnected from what I was trying to save,” Ms Dunn said of her job.

After taking a few courses in bush skills, Ms Dunn escaped to a private property between Coffs Harbour and Grafton where, aside from a few store-bought essentials and an hour of email time each fortnight, she left creature comforts behind in what she calls “a privilege”.

“It wasn’t to be completely solitary,” she said. “It was more of an immersion in the bush. I was looking for something to shake me up, but I didn’t know what form that would take - it really stripped me back on an internal level as well as an external one.”

SW Treasurer Andrew Constance has rejected claims by Opposition Leader John Robertson that partial privatisation of the state’s electricity distribution network is a “dud deal” for the Hunter, following a Productivity Commission report that supported selling state assets.

The Commission’s report, released last week, recommended that the states privatise their electricity generation, network and retail businesses.

“Governments have successfully privatised airports, major ports and electricity and infrastructure services,” the report said.

“The commission is recommending that states proceed with the sale of any remaining assets of these types, subject to good sale processes including a sound regulatory framework.”

But Mr Robertson, visiting Maitland last week to protest against the State Government’s plan to privatise 49 per cent of the network with Labor candidate, Jenny Aitchison, said that the report doesn’t consider the full picture.

“The Productivity Commission doesn’t deal with issues of price rises, so the Productivity Commission talks about the fact that

“I’m making the sure the concerns of people are addressed, I’m not worried about what the Productivity Commission has to say on the issue.”

Mr Constance however, said that the report shows the Government is making the right decision.

“The support of our strategy by the Productivity Commission speaks volumes,” Mr Constance said.

“It shows we’re headed in the right direction, and exposes John Robertson’s scare campaign for what it is.”

Mr Robertson also said that a Labor Government would not privatise any of the network.

“Water and electricity are essential services for families and businesses,” he said.

“We should not be privatising essential services - electricity should be made available, it should be affordable, same with water.”

But Mr Constance said the plan will unlock funds to improve the state’s infrastructure, something Mr Robertson has not said he could do.

“He’s been on a travelling road-show trying to tarnish our positive plan to rebuild NSW, while offering no alternative to easing congestion, boosting productivity and improving lives for families,” he said.

Mr Constance said that a long-term lease of the network is expected to unlock $20 billion in infrastructure funding, including $6 billion for regional NSW.

t may sound like the stuff of science fiction, but researchers at the University of Newcastle are on their way to creating robots with feelings.

As part of the university’s NUbots robotics project, a team of researchers have created a robot which uses sensors to scan and interpret its environment including colour and facial expression.

Project leader, Aaron Wong said the technology resulted in companion robots that were easier for humans to relate to.

“The impact of environmental sensory stimuli, such as sight, sound, smell and touch are known to have an effect on the emotions and behaviour of people,” he said.

“Having the ability to sense the environment can assist robots to become friendlier in the eyes of a user, as they can better relate to how humans feel, based on the surrounding environment.”

Companion robot technology is expected to have wider application in the health and aged care industries in the future.

Our natural environment is arguably our City’s greatest asset, and I am particularly proud of the strong steps Council has taken to protect biodiversity and maintain precious habitat across Lake Macquarie.

Council approves, on average, more than 2000 development applications each year and our City’s `population is projected to increase to 240,000 by 2030. ew research out of the University of Newcastle has shown plain packaging laws have influenced smokers’ perceptions of cigarette taste.

The qualitative study into the effectiveness of tobacco massaging among socioeconomically disadvantaged smokers found that many long-term smokers could no longer tell the difference between different brands, following the introduction of plain packaging, saying all cigarettes now tasted the same.

Co-author of the study, Associate Professor Billie Bonevski said the findings could provide fuel for other countries to adopt plain packaging legislation.

“It really shows the power of branding, which is why the tobacco industry fought so rigorously against the introduction of plain packs,” she said.

PhD candidate, Ashleigh Guillaumier conducted focus groups with a group of smokers from five Hunter-based welfare agencies before and after plain packaging was introduced as part of the study.

She said smoking rates were higher among those who are disadvantaged.

“These are the people with the highest smoking rates - 70 to 80 per cent

Study shows plain packaging influences smokers’ perceptions of cigarette taste as opposed to less than 20 per cent in general society,” she said.

“It’s vital that any government antismoking initiatives work with these smokers.”

Ms Guillaumier said personalised campaigns, which showed the direct effects of smoking on a particular person, tended to have a bigger impact on the smokers in their study.

Flu cases on the rise across the country

I was talking to a friend this week who is a primary school PE teacher and he mentioned the amount of kids he sees who get a note from parents to excuse them from doing activity. One of the reasons used is that they don’t want their child injured or put in a situation where they might feel embarrassed if they are not particularly sporty.

A review of published scientific literature on the rates of injury suggest that the benefits of junior sports far outweigh the risks of injury.

Sometimes we hear about a horrible accident in a sport which takes out of context the hundreds of thousands of people playing it that don’t get injured and what is overlooked is the huge benefits that these players are receiving.

Physical activity offers numerous physical and mental health benefits for children, as well as the opportunity to master new motor skills. Team sports in particular offer participants the opportunity to develop social skills such as social inclusion, peer support and self-esteem.

In a feature, ‘Bumps and Bruises’ in the most recent issue of Australasian Leisure Management, Dr Carter writes: “occasional bumps and bruises are expected when children play sport, yet high profile injuries, either those that receive national media attention or involving elite level athletes, can have a major influence on the sports that parents choose for their children”.

The results of Dr Carter’s review actually showed participation in organised sport is preferable due to the demonstrated risk management policies and procedures, such as safe play, coaching, refereeing and first aid, compared to unstructured sport and leisure activities.

It’s very understandable that a parent doesn’t want a child hurt in any way, but to limit sport or physical activity exposure may do more harm than good. From less co-ordination or fitness, reduced social networking, peer interaction to reduced confidence. A well conducted sports program offers a whole host of health benefits.

Over the last few weeks we have seen a significant rise in confirmed cases of influenza. This appears to be a national trend, with the Department of Health reporting over 9000 cases of influenza confirmed across the country so far this year with a significant rise in cases since mid-June.

The most predominant flu strain currently circulating is Influenza A, which is a type of swine flu and the strain most likely to cause an epidemic. There has been an associated rise in hospital admissions due to Influenza and around 12% of these people have been admitted directly to ICU. Although the Department of Health reports that the median age of those diagnosed with influenza is 46, we have mostly seen it in young children and their parents.

The onset of symptoms has typically been very sudden and severe, with patients describing fever, sore throat, headache, muscle aches and pains and generally feeling terribly unwell.

The majority of people diagnosed with the flu did not have a flu vaccine this year. Those who have had a flu vaccine this year have mostly been spared or have shown significantly less severe symptoms. The DoH confirms that the strains currently circulating in the community are similar to those covered by the 2014 flu vaccine. Although the flu season has definitely already started, it is not too late to have the flu vaccine and give yourself some protection.

A throat swab, collected by your doctor and sent to pathology for analysis, is the only way to confirm influenza. Anti-viral medications, such as Relenza and Tamiflu, can be useful in helping to reduce the severity and duration of flu symptoms, but only if started within 48 hours of the onset of illness.

These drugs are only available by prescription, so it is important to seek medical advice early if you suspect you have symptoms of the flu.

It is also important to isolate yourself from others until you are feeling better, and if you are not improving or you develop difficulty breathing or severe headache, be sure to seek further medical attention.

We are fortunate to live in a country that provides comprehensive services to our elderly citizens. As part of the Government reforms to provide for the elderly they have improved the home care system offering additional support for those wishing to stay at home.

The new home care packages are broken into 4 categories and depend on the Aged Care Assessment Team (ACAT) assessment results. Category 1 being the lowest level of care and 4 the highest. I often get asked how much home care costs. Firstly you have a basic daily care fee of a maximum of 17.5% of the single aged pension ($133.98 per fortnight). Secondly you have an income tested fee. This fee will be applicable if your annual income is above $19,276 per person of a couple living together or $24,835 for a single person, therefore if you are on full aged pension you will not have an income tested fee. The income tested fee is capped at $10,000 pa and is not payable for full aged pensioners.

The income tested fee is subject to a life time cap of $60,000 and this includes income tested fees once you enter an Aged Care Facility. For example if you were paying the $10,000 per annum for home care, after year six you would no longer have to pay an income tested fee as you would have paid a total of $60,000 over the last six years. So when comparing if you are going to stay at home or go into care consider the ongoing home care minimum cost of $3,483.48 pa compared to the minimum Aged Care Facility basic daily care fee of just under $17,000 pa.

In Australia, approximately 218,000 people are living with chronic hepatitis B and more than 226,000 Australians are living with chronic hepatitis C. The need to be aware of viral hepatitis in highlighted each year on July 28 with World Hepatitis Day which provides a focus for individuals, community groups, clinicians and other supporters to run awarenessraising events. It’s through these coordinated events that the hepatitis sector and community are able to highlight the significance of viral hepatitis to a large and varied audience around Australia as well as further promote the Love your Liver campaign. Hepatitis means inflammation of the liver - from any cause. Hepatitis C is transmitted via blood to blood contact and unlike the other common hepatitis viruses A and B, there is no vaccine available to protect against hepatitis C. Prevention strategies, managing symptoms and reducing the risk of liver damage are critical. The liver is our largest internal organ and we should look after it. A healthy diet is a high priority; alcohol intake should be limited; build regular light to moderate exercise into your routine and if you smoke, stop. Australia is made up of six states, two main territories and a number of smaller island territories. This combination of land was never guaranteed. Western Australia, for example, didn’t sign up to the Commonwealth until very late in its drafting, meaning the West is ignored in the opening passages of the Constitution. Negotiating this document proved to be highly challenging, with each colony state making their own demands. The complexities have set the tone for governing across our country.

State governments are the main providers of the essential services that we all rely on. Schools, hospitals, roads and the police force are primarily run by the states, however each rely on some level of federal funding.

This model has become further entrenched since the introduction of the GST, where state governments gave up their right to raise additional revenue. The mismatch between service delivery and service funding is damaging to our system of government, adding costly red tape and unnecessary infighting between governments.

It is clear that the best system is one with an expanded federal and local government, with smaller state governments, where services are delivered by the most capable level of government located closest to the people affected. All governments need the ability to raise their own revenue and the ability to spend those funds on services and projects important to the people they serve.

Perhaps this model would end the intergovernmental blame game, and allow effective and efficient governance to begin.

South Newcastle moved to a share of the competition lead with a 30-6 win over Western Suburbs at Townson Oval on Sunday.

Stephen Widders scored a double for the Lions, with Lewis Schneider, Liam Higgins and Jason Stickleton scoring one each.

Lakes United proved too strong for Macquarie Scorpions 30-20 at Cahill Oval on Sunday. Josh Charles and James Vaka each notched a double for the Seagulls with Nathan Campbell and Jay Sullivan both adding a try.

A city rises to support Alex Knights downed but emotion runs high as McKinnon returns to Hunter Stadium PAUL MONFORTE

he Knights may have struggled on the field but last weekend’s RiseForAlex day at Hunter Stadium was an overwhelming success with more than 30,000 being raised.

The generosity of Novocastrians at the match helped the RiseForAlex Fund increase to $1.1 million, which will be used to assist with the ongoing costs of rehabilitation for injured Knight, Alex McKinnon.

The emotionally-charged sight of McKinnon leading the Knights onto the playing surface for the clash with the Titans and the resultant chanting of his name by the large crowd may have proved a distraction for the home side who were unable to cross the line for their first points until the 61st minute.

Injuries to Darius Boyd (concussion) and Kurt Gidley (groin) certainly did not help the cause, although Boyd was able to return.

“We ended up raining on our own parade,” Knights coach Wayne Bennett said.

“It has just been such a crazy season that I’ve just given up trying to work out why.

“There is no reason for that type of perfor-

mance from us here today. I just can’t get my head around it.”

Despite the loss, Bennett said the day had been a very special occasion.

“I’ve always been proud to be a part of the game, but I’m more proud of it this week than I’ve ever been,” he said. “Because it’s certainly the first time in my history in rugby league that we’ve done something like this.

“So I just want to thank everybody, the people of Newcastle have been outstanding.

“It was pretty moving before the game there when Alex came onto the ground and their response to him. I thought those sorts of things inspire you a little bit. Well they do me anyway, but we are all different.”

Newcastle are again at home this week when they take on the Sydney Roosters at 7.30pm on Friday night.

Meanwhile, Knights CEO Matt Gidley issued a short statement after the announcement that Bennett would be heading back to the Brisbane Broncos in 2015.

“We all knew where we stood with Wayne and he has our very best wishes,” CEO Matt Gidley said on Monday.

“Our focus is on our home game against the Roosters this Friday night.”
