wenty-two-year-old university engineering student Declan Clausen has become the youngest person to be elected to Newcastle City Council, claiming victory for the Labor Party in last weekend’s ward 3 by-election. Councillor-elect Clausen secured nearly 43 per cent of the primary vote on Saturday and was about 870 votes ahead of independent Kath Elliott as this paper went to print on Monday. Greens candidate Nevenka Bareham took out just over 10 per cent of first-preference votes while independents Allan Warren and Arjay Martin claimed about six per cent and two per cent of the primary vote respectively. Mr Clausen said voters had responded well to his back-to-basics approach to local politics. “The campaign was all about providing goodquality local services and that’s something that a lot of people resonated with,” he said. “People were also keen to see decision-makers being held accountable again. “Anyone who sat in on a McCloy council meeting knows how closed-off the process was, so a lot of voters are keen to see open and transparent governance again.” The ward 3 by-election was called after former ward 3 councillor Nuatali Nelmes won the lord mayoral by-election last November, which was called following the resignation of previous lord

The election of Mr Clausen means Labor will retain the balance of power in council.

Almost a quarter of ward 3 residents failed to vote on the day and six per cent cast informal votes. Residents who failed to vote will be fined $55.
